00:04:38elements, in cooperation with
00:04:41of coordination with influential countries, including
00:04:43Qatar.
00:04:46We delve deeper into this file and comment on these
00:04:49visits of the Syrian Foreign Minister,
00:05:06So, visits by the Minister of Foreign Affairs and Expatriates, Assad
00:05:09Al-Shaibani, were in Benghazi,
00:05:13Doha, the Qatari
00:05:16the political implications of these visits by the Foreign Minister,
00:05:20and I focus on the visit to Qatar today to Doha
00:05:22and at this particular time, in light of the challenges
00:05:35fact, these visits
00:05:39were preceded by a visit to Turkey a
00:05:42few days ago, and contacts
00:05:45with the Saudi Foreign Minister and other
00:05:48officials, which reflects Syrian diplomacy's approach
00:05:52of balance in Syria's relations with its regional
00:05:55and international environment, and focusing
00:05:59more on the Arab depth of these relations.
00:06:02Certainly, today's visit to Qatar gains special importance in light of
00:06:06the extensive
00:06:08steps taken by the Syrian state towards the reconstruction process
00:06:12and focusing on the recovery path in Syria. Qatar
00:06:17path, as it is a vital
00:06:21and strategic ally in supporting the reconstruction
00:06:24process in Syria and supporting the stability
00:06:28of the Syrian state, thanks to the diplomatic
00:06:31relations that Qatar enjoys with various
00:06:34international parties, especially with the United
00:06:37States of America and international agencies and organizations
00:06:41capable of providing assistance to Syria at this
00:06:45stage. Of course, we cannot exclude also the rapid
00:06:48regional developments and the major security
00:06:51disturbances witnessed in the region, whether related
00:06:55to repeated attacks by
00:06:58Saudi Arabia, or the continued disturbance in
00:07:01shipping traffic and energy markets due to
00:07:05the continuation of hostile actions in the Strait
00:07:09of Hormuz and the entire region. Thus, the Syrian state in general
00:07:12needs a network of alliances that it is trying to
00:07:16build consciously and maturely to support the interests of the Syrian state
00:07:20through the path of common interests with the parties, and certainly
00:07:23the State of Qatar is one of the trusted allied countries that
00:07:27the Syrians have relied on at multiple
00:07:30junctures, especially during the Syrian revolution
00:07:33and after the fall of the regime, considering it the most
00:07:37important supporter for building Syrian state institutions after liberation. Yes, excellent.
00:07:40Indeed, Qatar was a pioneer in actively engaging with the new
00:07:44Syria. This is no secret to anyone, and as you mentioned, Doctor, it is a path
00:07:48of common interests. I will move
00:07:50from this phrase to you, Dr. Mahmoud.
00:07:54How do you view the trajectory of Syrian-Qatari
00:07:56relations today? Also, what distinguishes this
00:08:00current stage from previous stages in the nature of communication
00:08:04and coordination between the two brotherly
00:08:16comes, I mean, within
00:08:19a series of visits, I mean, it is not the first and not the last,
00:08:22but it truly comes at a specific time.
00:08:26First, I would like to say that the Syrian state,
00:08:29and I will continue my friend Dr. Omar
00:08:33Adlbi's words, yes, the Syrian state faces major internal
00:08:36and external challenges. Syrian diplomacy
00:08:39has succeeded in resolving external
00:08:43issues to a very large extent, at least in terms
00:08:46of the Syrian side. There are regional
00:08:50and international circumstances imposed
00:08:55the region, therefore, Syria cannot look
00:08:58on as a spectator, or wait for what
00:09:01will happen to it, I mean, as a result
00:09:05the region. Syria, the Syrian state, of course,
00:09:09focuses largely on
00:09:14brothers, and I mean, it wants,
00:09:20the world, but there are some factors that
00:09:24compel the Syrian state, in my personal opinion, yes,
00:09:27to engage in some
00:09:31coordinations and, I mean, it may reach the level
00:09:34of alliances or, I mean, in order
00:09:37to guarantee the country's security,
00:09:40and because the general circumstances
00:09:43the region, I mean, may come
00:09:47to any country without asking permission. Yes.
00:09:51And here comes the role
00:09:53Arab countries that
00:09:57were known for their principled stance
00:10:02the Syrian people, especially the State
00:10:05of Qatar. Indeed, it is the only country that boycotted
00:10:09the Assad regime until it fell.
00:10:12It proved that it was with the Syrian people, and also
00:10:16not only with its political stance, but also it
00:10:20is ready to support, and it has taken the initiative,
00:10:23I mean, since the fall of the regime, it has taken the initiative to provide support
00:10:27to the nascent Syrian state.
00:10:30And, I mean, it continues to do so, and, I mean,
00:10:33the statement of the Qatari Ministry of Foreign Affairs,
00:10:37I mean, clearly indicates
00:10:40the most important, I mean, the most important political
00:10:55position and its weight in the region, regionally and
00:10:59internationally, as you know. For Syria today,
00:11:03how can it benefit today from its relations
00:11:07with Qatar, perhaps in expanding its diplomatic
00:11:10the region more, strengthening these relations and diplomatic
00:11:14presence? I was struck, of course, in
00:11:18the statement or in the remarks of the Qatari Foreign Minister
00:11:21today by two basic issues, which are the political
00:11:25reference to, I mean, Qatar's support for
00:11:28Syria's independence, sovereignty, and territorial integrity. Yes, in
00:11:32light of the challenges faced by the Syrian state from attacks,
00:11:37in southern Syria by the Israeli
00:11:47to, I mean, fragment Syrian society by supporting
00:11:51militia separatist tendencies in Sweida
00:11:54and elsewhere. Yes. And Qatar can play an important
00:11:57role in this regard in strengthening Syria's
00:12:02regard in confronting, of course, this bullying
00:12:06policy, the Israeli bullying policy
00:12:09by providing a network of alliances that
00:12:12the State of Qatar possesses to serve
00:12:16the steadfast Syrian position from its stance towards
00:12:19the occupation and towards separatist tendencies in the south.
00:12:25of the statement relates to Qatar's
00:12:28commitment to support the recovery and reconstruction process in Syria, which is
00:12:31a very important indicator, as it provides
00:12:35assurances to investors and international
00:12:38parties who are actually considering
00:12:41providing support to the Syrian state in the reconstruction
00:12:44phase, which is a phase that actually challenges in light of
00:12:48the economic crises that the Syrian
00:12:51state is suffering from, and also the challenges it faces in
00:12:55terms of governing its institutions and rebuilding its institutions
00:12:58anew. Therefore, the Qatari role can actually benefit
00:13:02the Syrian state, both in terms of the active Qatari
00:13:05diplomacy's role in supporting the Syrian state's position externally
00:13:08with regard to regional and external challenges, and internally
00:13:12in terms of giving the Syrian
00:13:15economy a chance to restart
00:13:19to, I mean, spread an atmosphere
00:13:21of reassurance for the process
00:13:25of recovery and reconstruction in Syria. Excellent. From
00:13:28your words, I will also proceed and return to Dr. Mahmoud Hamza, who has
00:13:32rejoined us. So, diplomatic relations can be utilized,
00:13:35as well as internally in Syria for investment
00:13:38and economy, and these brotherly relations between
00:13:42the two countries. So, Doctor, in your opinion, what are the most
00:13:46urgent issues on the table for
00:13:49Damascus
00:13:51and Doha?
00:14:03I mean, they are purely political issues
00:14:07related to working for
00:14:11the establishment of security in the region and also, yes, I mean, perhaps
00:14:14Doctor, perhaps the most urgent of these
00:14:17issues. The most urgent,
00:14:21I think, is the issue of reconstruction.
00:14:24This is of great importance, the issue
00:14:26of investments. There are some difficulties,
00:14:30or great difficulties, inside Syria in the standard
00:14:34of living, in services, in various
00:14:37matters, and I believe Qatar is the closest country
00:14:41to the Syrian state now,
00:14:44the leaders and officials in Qatar is
00:14:47a natural and beneficial
00:14:50matter, and I believe these are the matters. There may be other
00:14:54issues. Related to the region,
00:14:57but I mean, it is difficult
00:15:09political or other support, in this brotherly relationship
00:15:12between the two brotherly countries, to a participatory
00:15:16stage,
00:15:20the region. Do you agree? I mean, it
00:15:23is, in fact, more than a relationship.
00:15:25I mean, as Dr. Mahmoud mentioned, it is a relationship, I mean, of brotherhood,
00:15:29in fact. And Qatar, to be honest, was a reliable
00:15:32ally during the past years, in every sense of the word. I mean,
00:15:35let me remind you, Professor Abdul Razzaq, and remind the viewers
00:15:39that His Highness Sheikh Tamim was the first to visit Syria after
00:15:43the liberation. Yes. And the Qatari delegations that came to Syria
00:15:47when Syria was in its most vulnerable stages, in terms
00:15:50of the structure of its government institutions
00:15:54to actually meet its obligations towards the basic
00:15:57living requirements of the Syrian people. Let me also remind Syrians in general and thank
00:16:01the State of Qatar for this path it secured with regard to supplying
00:16:05Syria with energy, whether through the gas that comes
00:16:08through Jordanian territories or the gas that comes
00:16:12through the Turkish border from Azerbaijan.
00:16:16The salaries
00:16:19months of the liberation period in partnership with the Kingdom of Saudi
00:16:22Arabia. Many paths, in fact, the State
00:16:26of Qatar had, I mean, white hands in them for the Syrian people in the stage
00:16:30of reconstruction and re-establishing stability. This is on one hand.
00:16:34On the other hand, I mean, the diplomatic and political
00:16:37efforts exerted by the Qatari state also, in partnership with the Kingdom of Saudi
00:16:41Arabia, in easing
00:16:45So, this relationship, this brotherly relationship, is always evolving from a stage
00:16:48of support for this country that is rising again to a strategic partnership in
00:16:54of the regional changes
00:16:57and challenges today, I mean, how
00:17:01can the two countries coordinate common positions regarding
00:17:04these changes? I mean, there are common challenges
00:17:07facing the two brotherly countries, both in terms
00:17:11of the disturbance in energy markets at this
00:17:14stage, yes, and the role that Syria can play
00:17:17as a region that provides alternative lines
00:17:20for the flow of energy from this region towards the markets of Europe
00:17:24and the world. And also, there are complex security issues,
00:17:28in fact, related to security disturbances also witnessed in the region
00:17:32in light of the continuous and ongoing military escalation
00:17:34between Iran and the countries of the region, and the attacks
00:17:38launched by Iran on the countries of the region and on Qatar,
00:17:42which suffered attacks that were, in fact,
00:17:45severely impactful on the stability of the Qatari
00:17:47economy. All these issues, in fact, and the Syrian
00:17:51state has a bitter and extensive experience
00:17:54and great expertise in dealing with the militia issue and the issue
00:17:59the region in general. Syria,
00:18:02just like Qatar, is a trusted partner for the Syrian state. Syria is also a trusted
00:18:05partner that can be for the state.
00:18:10The stability of the region, which we cannot imagine
00:18:13without the security, economic, and living stability
00:18:16of Syria. Yes. So, Dr. Mahmoud, these
00:18:19strong relations between the two sister
00:18:22countries, what is needed, what does this
00:18:26bilateral relationship need in the next
00:18:29stage, perhaps to turn political understandings
00:18:33into practical steps and tangible
00:18:35results?
00:18:37I believe that cooperation in the political
00:18:41file is continuous, and it is very important and essential,
00:18:45but there is the internal file, reconstruction.
00:18:47Indeed, Syria is in dire
00:18:51the Qatari side
00:18:54the great capabilities of the Qatari
00:18:59investments, whether in supporting
00:19:01various economic sectors
00:19:05in Syria and even services. It is well known that the State of Qatar
00:19:09airports and helped in the energy sector
00:19:12and helps in many areas. In the
00:19:18the State of Qatar to help even in the field
00:19:21of education. Yes. I mean, the Syrian state needs
00:19:24everything. There is a living
00:19:27people who can build their new state,
00:19:31but it needs support currently because the difficulties
00:19:35are great and the challenges that the state inherited
00:19:38from the former regime are difficult and heavy,
00:19:41indeed. Therefore, in Qatar,
00:19:44they fully realize that Syria has strategic
00:19:48importance. Yes. And Syria's security
00:19:51is Qatar's security.
00:19:54I recall a statement by Her Excellency
00:19:57the Minister of Education and Higher Education when
00:20:01we were at a scientific conference and
00:20:05Doha. She said,
00:20:08"If Syria is well, then we are well." Yes, the Qatari
00:20:11Minister, the Qatari, you mean.
00:20:14The Qatari, of course,
00:20:26Mahmoud, I mean, in the midst of these
00:20:30the region, you know today, I mean, several aspects
00:20:38Yemen or, I mean, towards
00:20:42Iran, or whether in southern Syria, I mean, how do you interpret this
00:20:46visit now from Benghazi to Doha,
00:20:50to the Qatari capital? How do you comment on it? Why from Benghazi to
00:20:53Doha? And, I mean, your political reading, will the minister,
00:20:57Al-Shaibani, perhaps go to another
00:20:58country?
00:21:01Let's remember that before
00:21:05Minister Al-Shaibani's visit to Doha,
00:21:09there was a phone call with the Saudi Foreign Minister as well. Yes.
00:21:12Therefore, I mean, and of course, the visit to Libya
00:21:15I think is to arrange the affairs
00:21:18of the Syrian consulate in Benghazi.
00:21:20That's right.
00:21:24security level as well
00:21:32the visit to Doha, I mean, has many dimensions, as
00:21:36we mentioned, political, economic, related
00:21:41the region. And there are, I mean, strategic
00:21:45files between Syria, Qatar, the Kingdom of Saudi
00:21:48Arabia, and Turkey.
00:21:50I believe visits and meetings
00:21:54and coordinations are constantly taking place to set the clock.
00:21:57I mean, practically, Syria
00:22:00is not just sitting and looking at the internal
00:22:04situation. It looks at the region and monitors
00:22:07and tries to play a role at least
00:22:09to protect the country, I mean, and protect its sovereignty.
00:22:13Therefore, I believe there are strategic
00:22:15files that Syrian diplomacy
00:22:19is discussing in Qatar and with other
00:22:22sisterly and friendly Arab countries. Well,
00:22:25good. So, we asked
00:22:28Dr. Omar about the role that these
00:22:31Syrian diplomatic contacts with Qatar can play in preparing a more
00:22:35supportive regional environment for Syrian recovery and stability within
00:22:38Syria. I mean, it is useful to recall
00:22:42also that Qatar is one of the most prominent countries that
00:22:46provided direct investment support to the Syrian
00:22:50state through various projects in different
00:22:53fields and sectors, exceeding 21 billion
00:22:56dollars during the past
00:22:5920
00:23:03amount was invested in the energy sector, whether
00:23:06built yes, infrastructure in
00:23:10the fields of tourism, agriculture, and others. So,
00:23:13I mean, this investment path is not read
00:23:17only as an economic path. It is also
00:23:20directly related to the living security of the Syrian citizen and directly
00:23:27country. This is on one hand. On the other hand,
00:23:30I mean, direct Qatari contributions
00:23:34to training and providing expertise
00:23:37to various security sectors in Syria
00:23:40have enabled Syrian institutions to control organized
00:23:44crime activities and combat drug
00:23:46smuggling and other activities that have actually contributed to improving
00:23:53the international level. So,
00:23:56cooperation and in the exchange of expertise with the Qatari
00:23:59side and other countries, whether Turkey or Saudi Arabia or
00:24:03Jordan, specifically, these essential countries
00:24:06have enabled the Syrian state, in fact, to play an essential role
00:24:10in the stability and security of the region. Therefore, in fact,
00:24:13we cannot imagine stability in the entire
00:24:16region without essential assistance
00:24:20being provided to the Syrian state at this stage, to fulfill the obligations
00:24:23and burdens incumbent upon it
00:24:26the region. This is from a political perspective, and I believe that
00:24:30this, I mean, is of great importance. Syria regained
00:24:33its geopolitical position generally after
00:24:36the fall of Bashar al-Assad's regime and transformed
00:24:39the Arab axis. It regained its Arab
00:24:43presence after cutting, I mean, its relations with the Iran axis
00:24:46and the so-called, between quotation marks, the militia
00:24:50axis. I mean, I name it directly. This image, in fact, enabled Syria to
00:24:54regain its role as an actor, not
00:24:57I mean, one who plays others in their regional
00:25:00conflicts on its territory. Rather, it transformed into one
00:25:04who makes the policies of this region generally and can positively
00:25:07influence them. Therefore, Syrian contacts in the recent
00:25:11period or the last period seem diplomatically very
00:25:14active and across different directions,
00:25:17meaning that it does not focus its relations on
00:25:21a specific axis or on specific alliances, but rather diversifies these
00:25:25presence and to effectively be a regional actor that guarantees
00:25:29the stability of the region. Excellent. So, I mean, it is in the process of politics and the process
00:25:33of economy, and these understandings, I mean, the importance
00:25:36of that, Dr. Mahmoud, what is the importance of this political
00:25:39and strategic relationship between the two countries
00:25:42being accompanied by economic and investment
00:25:45understandings and partnership? What is the importance
00:25:48of that? Of course, I mean,
00:25:52we have what we call that Syrian diplomacy succeeded in
00:25:56solving complex external issues related to sanctions
00:25:59and others. The internal file remains. And it
00:26:03is, by the way, the most difficult currently,
00:26:06and it stands strongly before the leadership in
00:26:10Syria. Therefore, this needs support in
00:26:13reconstruction and in creating security
00:26:16and stability inside Syria, because external
00:26:19successes are not enough and do not achieve internal
00:26:23security and stability. And here comes the role of cooperation with countries
00:26:27like the State of Qatar and Saudi Arabia and others that can
00:26:30indeed contribute greatly to creating this security
00:26:34and stability to consolidate Syria's unity
00:26:38and sovereignty. And Syria is exposed
00:26:42the aggressive Israeli side,
00:26:46whether some files that
00:26:49the interior, or external challenges that also
00:26:53affected Syria. Therefore, I mean, matters
00:26:56are intertwined. The political and internal economic file is linked to the diplomatic
00:27:00and external political file, and also there
00:27:04trade plays a role, which, I mean,
00:27:06Syria, in my opinion, has great
00:27:10promising prospects, I mean, in the field of extending
00:27:13oil and gas pipelines through Syria to Baniyas,
00:27:16and there are huge commercial
00:27:20projects planned, I mean, I know at least
00:27:23that there is an alliance of very large
00:27:26companies, and I have been contacted about
00:27:29this matter, and the leadership in Syria has been informed that they
00:27:34of billions of dollars in tourism and other fields.
00:27:38In your opinion, are there challenges that may
00:27:41hinder, I mean, the progress in this relationship and the development of these
00:27:44files? The relationship with Qatar,
00:27:48yes. No, I do not think
00:27:52so. I think the Qatari side is concerned with the security,
00:27:55sovereignty, and stability of Syria, because if
00:27:59Syria is strong, it will provide
00:28:02support to the State of Qatar and other Arab countries. Syria
00:28:06has, I mean, great human capabilities, that's right,
00:28:09in addition to its strategic position. Therefore, Arab countries
00:28:12look with, I mean, with an eye of hope at the upcoming
00:28:16role of Syria in achieving security
00:28:19and stability and protecting Arab countries and cooperation, I mean,
00:28:23among them, that is,
00:28:26to preserve the sovereignty of these countries and not to interfere.
00:28:29external Syria, meaning it is required
00:28:32in the future, whether it wants to or not, to play
00:28:37the region and a role on
00:28:40a wide scale, actually. Yes, well, let me conclude with you,
00:28:44the next phase, in the course of these relations,
00:28:48what are the priorities that Damascus and Doha should focus on
00:28:53path in relations and reach
00:28:56perhaps more effective results?
00:28:59One of the most prominent issues, actually, and entitlements that stand in the way
00:29:02of developing this relationship between Syria and Qatar
00:29:06is coordinating this cooperation in a strategic
00:29:10council to manage this relationship and this partnership.
00:29:13This is an available and existing matter, and in fact, the number of visits
00:29:17and the number of reciprocal visits between delegations of
00:29:20the two countries gives reassurance that this
00:29:25In fact, what also gives reassurance regarding
00:29:29Qatari support for the Syrian state is that the pattern
00:29:33of aid and partnership that Qatar offers in its relations
00:29:39the demanding type that is
00:29:45the internal affairs of states. Qatar invests in good diplomatic
00:29:48relations with these countries to ensure its interests.
00:29:52Also, as a small country, it secures
00:29:55its relations with other countries, its security
00:29:59and stability also in its regional environment and neighborhood.
00:30:03The economic issue is a very important issue,
00:30:06but also benefiting from the Qatari experience and Qatari expertise
00:30:09and major Qatari companies can be a suitable foundation
00:30:12to truly enhance this cooperation
00:30:43The second axis of "By Syria Time" began in Damascus,
00:30:46the consultative workshop organized by the Ministry
00:30:49of Foreign Affairs and Expatriates in cooperation with the United
00:30:52Nations, with the participation
00:30:55ministries and national bodies, with the aim of
00:30:58discussing the reality.
