00:00:00الموضوع الثالث هو موضوع الشفافيه
00:00:02in Deir ez-Zor on September 28 and Homs on and the awarding of contracts,
00:00:05like the rest of the economies in and that matters be completely clear so that
00:00:07the Syrian citizen can participate in
00:00:09this issue and be informed of all the details.
00:00:13In fact, we also have the issue
00:00:16will continue of testing reliable suppliers. It is not enough to only have
00:00:18the company name, but rather how it adheres to its commitments
00:00:21and that there is indeed a clear legal
00:00:25mechanism. All these issues are part of the challenges, and even
00:00:28the issue of the banking system
00:00:31itself. Sanctions have been lifted, and
00:00:35we now have the SWIFT system as well, but
00:00:39support in this I believe there are still some constraints
00:00:42related to technical details. I think the Central
00:00:45Bank is working to resolve these issues.
00:00:50the transition period and the drafting of this Overall, this is a major and anticipated step
00:00:54individuals are reportedly that will correct and balance with the global energy market
00:00:58and establish stability. This
00:01:02stability is very important to us
00:01:04emphasize in terms of energy supplies because it will bring price
00:01:07stability, which will genuinely drive the wheels
00:01:11of production and investment. Today,
00:01:14no investor can consider large projects worth
00:01:17millions of dollars, Professor Abdul Qadir, if we have
00:01:21daily fluctuations in the price of diesel, or a lack of the substance, or
00:01:24the presence of the substance. So, in fact,
00:01:27have been damaged, there is a shortage of this is a blessed step, President, in
00:01:29third matter is that you now have stability in and we wish
00:01:31and hardship leads to the Central Bank all the best
00:01:32on the front lines this in becoming the framework
00:01:35for this issue and supervising all
00:01:38tenders and accredited international
00:01:41suppliers in this regard,
00:01:44for increased representation of women in God willing. Now, I will refer this point to Dr. Khalid. Dr. Khalid,
00:01:47as you know, energy market stability
00:01:49a 30% is the backbone of production in any
00:01:53for example, and go to work. I should country, especially if we are talking about a country like Syria that has just emerged from a war
00:01:57flags, but this should and still has many areas
00:02:00destroyed by the crimes of the defunct Assad regime.
00:02:04How will the success of this accreditation today impact attracting
00:02:09and human rights concerns in
00:02:10male and play an important role in and I waste all my time. This investors, preventing inflation, and stabilizing the exchange rate of the Syrian pound against the dollar
00:02:1414,000 students from as well? Mr. President, in I see the issue of
00:02:17letters of credit
00:02:19cooperation with in itself as telling investors, "Come to
00:02:22Syria, there is now a clear banking channel
00:02:26to transfer your money," because banks in
00:02:29Europe, the Gulf, and Turkey will not accept you
00:02:32carrying it in a bag and going to deposit it in one
00:02:35of the Syrian banks. So, this is the first message, that you
00:02:39are able to transfer your money, whether through selling or
00:02:43buying, or even direct investment.
00:02:47The victims were reported to be Alawites, This is number one. The second point is that you
00:02:51quality in are also able to transfer your profits, as stipulated by the investment law,
00:02:54again through banks and through these
00:02:58issues. The third point is that
00:03:01the black market
00:03:04interventions, a sustainable solution in has started, or will start, to slowly evaporate,
00:03:06because black market traders who carry large quantities of currency
00:03:10in dollars in bags will start to disappear because
00:03:13you now have real
00:03:15prices, the state pays from banking channels, and therefore,
00:03:17their future after years of they will no longer cause turmoil, even
00:03:20fire on at the security level. This means that if someone has 10 million dollars from floods or so, they could
00:03:25authority, use or invest it in a certain area and cause instability,
00:03:28even in security.
00:03:30So, this is also a channel that guarantees stability. So here,
00:03:34you mentioned major challenges that might face this you are telling the investor, "Come, we have official
00:03:37and clear channels that guarantee your rights." This is one. Two,
00:03:40you tell the investor that you can now contract with
00:03:44others freely, and therefore,
00:03:48they can contract at the price they want with the supplier they want.
00:03:51But I guarantee this
00:03:54a lack of buyer, this seller, that they will get their right, and I guarantee
00:03:57of goods, the announcement that these goods will arrive. So, the messages are
00:04:03this, and this does not mean that the energy market does not have price fluctuations. Today, we
00:04:08Hasakah, which see that developed countries are suffering are still from energy crises, but these
00:04:11crises are a result of supply
00:04:14remains a real concern in operations, not payment operations. But in normal circumstances,
00:04:17you see the channel is now ready.
00:04:22and competition for Meaning,
00:04:26violence. However, at the in currency value. This has further reduced can we say, Dr. Khalid, that this letter of credit has put
00:04:29the Syrian economy today
00:04:32part of the transition in Syria. On on More than 5.5 million people are the train of the international economy and integration into the international
00:04:35economy? We can say with a clear
00:04:39live in message that what
00:04:42Three-quarters of them are we were talking about, the lifting
00:04:45will continue to cooperate with of sanctions, has become
00:04:47approach is adopted and you have a practical reality, and that the international economy and the Syrian economy have become a real
00:04:51obstacles in part of the economies of the Middle East and the global
00:04:55the examples of this economy, and that this Syrian economy, whether it is
00:04:57a small link or a large link,
00:05:01many will hopefully grow. It has become a link in
00:05:03a chain of regional
00:05:06an exacerbation of daily hardship. economies. This means that this region, God willing, if it develops
00:05:08and stabilizes with the removal of war and the threat of war,
00:05:12then this means that the Syrian economy, with all certainty, is also heading towards development, just
00:05:17the region, God willing. Dr. Musab, is this
00:05:20step also considered an announcement
00:05:23of the end of the suffocating crises
00:05:26of petroleum derivatives in
00:05:30Syria, especially since we are on the verge of winter?
00:05:33Absolutely not, Mr. Abdul Qadir. Absolutely not, because as
00:05:37I told you, what was announced is not
00:05:41a program that was announced to have started
00:05:44today and will be the controller and supervisor of all
00:05:48deals. I hope I hope and you are entirely
00:05:52for that. The implementation of this matter,
00:05:56if implemented, is perfect. So, we would have moved from
00:06:00simulation to implementation. If this essence,
00:06:03this matter, and this scientific, international,
00:06:07banking method
00:06:10are adopted, you will have killed more than one bird
00:06:14with one stone. First, you guaranteed the quality of
00:06:17petroleum derivatives. What could be better than that? The second matter is that
00:06:21you would have gotten rid of the blackmail of some
00:06:24companies whose origin is unknown. They bring you some
00:06:27shipments, and there may be fraud in
00:06:31some, even if you have some technical inspections.
00:06:34You just paid the price, and you became
00:06:37forced to accept the fait accompli. The
00:06:41supplies. This is what the honorable guest referred to. Today,
00:06:45the main problem facing the country is no
00:06:49longer the high prices of fuel, Mr. Abdul Qadir. Instead,
00:06:52the current concern is the stability of supplies. This means, in other
00:06:56words, I wake up in the morning as a project owner, as a vehicle
00:06:59owner, and so on. I go to the gas station
00:07:02and fill up my needs,
00:07:05not be concerned about going to that particular gas station
00:07:09and getting a raw deal, as they say. I go and fill up some
00:07:12gasoline, and the car breaks down. I go and change
00:07:16the injectors and I don't know what, I lose my money, I lose my job,
00:07:21is what is currently happening to Syrians, in reality. Social media
00:07:25is full of and buzzing with these unfortunate matters.
00:07:28I believe this methodology, which
00:07:32I hope will become an adopted strategy
00:07:34in Syria, and not an experiment we tried
00:07:37and then moved on to another topic. No,
00:07:41if this approach is adopted, then I believe
00:07:44it will indeed be the decisive factor and
00:07:47the radical solution to all the turmoil and all
00:07:50the instability in the energy market in Syria. I called it
00:07:53turmoil and I called it instability because, in fact,
00:07:56every few days we have a problem, either you have a queue, or you have
00:08:00poor
00:08:03gasoline, or diesel runs out. So, you have
00:08:06confusion today. Therefore,
00:08:09I believe that this is the solution. However,
00:08:13we hope that the issue of foreign currency, the issue of securing
00:08:16liquidity, especially as you mentioned
00:08:19that the state is indeed selling, but there is a part
00:08:22that His Excellency the Minister of Energy mentioned, that always, even these
00:08:28the general treasury to cover
00:08:31the market's needs. We hope that the Central
00:08:34Bank will succeed in adopting this mechanism and radically
00:08:38solve the energy problem, God willing. We hope so, Dr. Musab. But
00:08:41at the beginning of your speech, Dr. Musab,
00:08:47issue. I don't know if you passed on some
00:08:50of these challenges in your speech,
00:08:53but perhaps the most prominent of these challenges is
00:08:57what?
00:08:59First, Mr. Abdul Qadir, I want to assure you and the esteemed viewers,
00:09:03and briefly, I am very optimistic, not pessimistic.
00:09:06All my talk does not indicate pessimism, but we are now in a technical,
00:09:09engineering, technological, scientific issue that we need to address
00:09:13correctly. We do not want to give rosy
00:09:16dreams, and in the end, every work has its
00:09:19challenges. Firstly, I believe one of the challenges is
00:09:23the Central Bank itself. Sanctions have been lifted,
00:09:27but there may be some problems in the process
00:09:29of access, even if sanctions are eased or lifted,
00:09:33for example, there are requirements regarding compliance
00:09:37and risks. They call it,
00:09:41related to the issue.
00:09:43There are technical matters related to banks and their relationship with international banks. This
00:09:47is a big issue. The second is the increase
00:09:50in the final cost. There may be an excessive increase
00:09:54in the first stage until you have several companies. If this
00:09:59international companies, the cost may
00:10:03increase slightly, but here you have achieved stability.
00:10:06You have stability, you have the issue of ensuring the quality of petroleum
00:10:10derivatives, and the known CV of the company you
00:10:14want. Also, the issue of global price fluctuations. This
00:10:18is, of course, a big challenge. And finally,
00:10:21what we have touched upon and emphasize is the issue of infrastructure
00:10:25for storage. You may receive some
00:10:27shipments, and these
00:10:31shipments, of course, are from reputable companies. For example, these companies
00:10:35specify a certain time when I will bring you, for example, several million
00:10:39barrels. Therefore, you must be ready
00:10:42with your warehouses prepared. Are
00:10:46we ready for this storage? This is also a question for
00:10:49the Ministry of Energy. Therefore,
00:10:53there must be a plan for this matter, and there must
00:10:57be a energy trust fund.
00:11:00This energy trust fund we have talked about in
00:11:03more than one interview, that it is a safe
00:11:07reserve that the Ministry
00:11:10of Energy resorts to, or the Central Bank resorts to,
00:11:14due to global price fluctuations.
00:11:17I heard now that the diesel crisis that happened
00:11:21to us had two problems. The first
00:11:25was that a rumor spread that diesel would get cheaper. This
00:11:28was one of the problems and rumors. The second
00:11:31was that a shipment was delayed, and today we heard the Ministry
00:11:34of the Syrian Petroleum Company confirmed
00:11:38that the shipment had arrived. So, today, when you have
00:11:42an energy trust fund, you are done
00:11:44with the problem of, oh, the price of diesel today is, for example,
00:11:48120, tomorrow 125, the day after 110,
00:11:51the day after 150. You get rid of this issue, and you will have
00:11:55stability at a specific level. The energy trust
00:11:58fund guarantees this. So, I believe these are a set of matters that
00:12:01should be taken into consideration. God willing, I will suffice with this, and we hope
00:12:05soon to see the impact of this
00:12:08step and this letter of credit on the reality of the energy sector
00:12:12and other sectors. Thank you very much to
00:12:15our two esteemed guests, Dr. Khalid Al-Turkawi, an expert in Middle Eastern
00:12:19economies, who joined us from Mulhouse, France, and Dr.
00:12:22Musab Al-Shabib, a researcher in the field of energy, who was also a dear
00:12:26guest from Idlib. Thank you very
00:12:28much to you both. Dear viewers,
00:12:31now we move directly to New York
00:12:34to follow the United Nations Security Council session that
00:12:38will discuss the humanitarian situation in
00:12:41Syria. Pursuant to Rule
00:12:4539 of the Council's provisional rules of procedure,
00:12:47I invite the following briefers
00:12:51by name to participate in this session: Mr. Koen
00:12:55Vervaeke, Deputy Special Envoy of the Secretary-General
00:12:58for Syria, and Mr. Mohamed
00:13:01Yahya, Assistant Secretary-General
00:13:05for Humanitarian Affairs and Deputy
00:13:08Emergency Relief Coordinator, and Mr. George
00:13:11Battah, founder of the Syrian
00:13:15Youth Empowerment Initiative, and Mr.
00:13:17Hagar Maalem, Regional Director for the Middle
00:13:21East, East Africa, and Southern Africa for the organization
00:13:33The Security Council will now begin consideration of item 2 of
00:13:36the agenda. I give the floor to Mr.
00:13:40Claudio
00:13:41Cordone.
00:13:45Thank you, Mr. President.
00:13:48I am addressing you from Damascus after my engagement in New York
00:13:52during the high-level week, including the meeting
00:13:55between President Ahmed Al-Sharaa and the Secretary-General,
00:13:59who welcomed the progress made in Syria and affirmed the readiness of the United Nations
00:14:03to support the political transition in Syria, economic recovery, and
00:14:06reconstruction.
00:14:09Mr. President, the economic situation
00:14:13is among the essential elements to ensure the success of the transition
00:14:16and stability in Syria.
00:14:19The availability
00:14:22of investments, and the renewal of water sources are all
00:14:25encouraging, but success, in the end,
00:14:28is measured by actual improvements in the daily
00:14:31lives of people for the benefit of all
00:14:34Syrians. For many, essential
00:14:37goods have become unaffordable, and recent
00:14:41energy prices have seen an increase, leading to a rise in
00:14:45production and transportation costs, as well as a decline
00:14:50purchasing power. Food
00:14:54prices,
00:14:56after these increases and in response to protests across
00:15:00the country, the authorities announced measures to mitigate
00:15:04the impact, including reducing diesel
00:15:07fuel prices. Economic pressures also affect
00:15:10essential services. The World Health
00:15:13Organization reported a shortage of medicines
00:15:16and medical supplies. Teachers are protesting
00:15:20due to wages and working conditions, while there are
00:15:26disruptions in public services, leading to
00:15:31On the positive side, the lifting of sanctions
00:15:34has created opportunities for investment and financial cooperation.
00:15:38Finance Minister Barneh referred to a reform
00:15:41process to strengthen public financial management,
00:15:45and the European Union announced 620
00:15:48million euros in support, and the World
00:15:51Bank approved 175 million dollars for agricultural
00:15:55projects. Syria will
00:15:57also be represented during the annual meetings
00:16:01of the World Bank and the International Monetary Fund, which will be held this week in
00:16:05Bangkok. The important thing is to translate all these
00:16:09opportunities into sustainable support to ensure Syria's
00:16:12recovery. Syrians await
00:16:16the appropriate international political will
00:16:20to ensure funding, technical assistance, and the launch of projects
00:16:23that lead to tangible benefits for communities.
00:16:26The reform process to strengthen institutions, transparency,
00:16:30and to ensure equitable
00:16:33growth are also anticipated projects. And after
00:16:38the meeting with the Secretary-General during the high-level meeting or during
00:16:41the high-level week, we are exploring, alongside the government, the possibility
00:16:45of recovery, or recovery through a conference for reconstruction and recovery,
00:16:49in accordance with Syria's priorities. Mr.
00:16:52President, recovery requires investment in Syrian
00:16:56human capital. Approximately two million children are still
00:17:00out of school. Facilities
00:17:05teachers,
00:17:08reduced access, while the return of displaced families has
00:17:12led to additional burdens, and we welcome efforts to rehabilitate
00:17:15schools
00:17:18and re-employ dismissed teachers. At the same
00:17:21time, the university admission guidelines
00:17:25issued recently, or
00:17:28rather, warned of exclusion from some academic
00:17:31fields. There are institutions
00:17:34and
00:17:38studies from which women are excluded,
00:17:41and there are other sectors that only
00:17:45accept
00:17:47students. Consultations
00:17:51must be held
00:17:53in order
00:17:56to address this situation and ensure gender
00:18:00equality.
00:18:04The recent events of violence
00:18:07remind us of the societal
00:18:10wounds that have led to the fragility of this transition. On
00:18:14September 30, seven people were killed and four
00:18:17others were injured when an armed person attacked
00:18:21a minivan in Homs.
00:18:24and witnesses stated
00:18:28that the attackers asked passengers about their sectarian
00:18:32identity. We welcome the authorities' announcement
00:18:35of an investigation. It is important
00:18:38to ensure
00:18:41or avoid collective blame
00:18:44and avoid retaliation. There are also concerns
00:18:47about community security. On October 3,
00:18:51unidentified individuals riding a motorcycle
00:18:55opened
00:18:57shops and civilians in
00:19:00Suqaylabiyah. This led to protests between
00:19:04the Christian community and
00:19:07others who have been under pressure since
00:19:11the civil war
00:19:14between
00:19:15the town and local communities. There are also
00:19:19tensions between the Shiite community in the town of
00:19:22Nubl after what was reported as cases
00:19:26of kidnapping, which later turned out to be
00:19:28fabricated.
00:19:31This confirms the sectarian dimension and the need
00:19:34to respond
00:19:36quickly to community grievances in order to rebuild
00:19:39trust. In this context, we commend
00:19:42the initiative taken by the government to
00:19:46develop a national action plan against
00:19:48hate speech, which
00:19:52Syrian society, and we must confront this phenomenon
00:19:55and avoid its escalation
00:19:59into hostility, discrimination, or
00:20:03same time, freedom of opinion and expression must be respected
00:20:07in accordance with international law. Yesterday, my office and UN
00:20:10experts worked to organize a workshop
00:20:13held under the auspices of the Ministry of Foreign
00:20:17Affairs and Expatriates to launch this process. The United Nations
00:20:22the authorities in this regard, including through
00:20:26supporting comprehensive consultations.
00:20:30Mr. President, Syria continues to face
00:20:33attacks by ISIS, similar to what happened on
00:20:36September 17 in Daraa Governorate and the attack that led
00:20:40to the killing of three members of the internal
00:20:44security forces. We also witnessed
00:20:47the sabotage of gas pipelines
00:20:52October 7. We welcome the international pledges this month in
00:20:55Rome to mobilize more than 75 million dollars
00:20:58to support counter-terrorism efforts in
00:21:01Syria.
00:21:03Mr. President, Israeli military activities
00:21:07in southern Syria continue
00:21:09on a daily basis and include
00:21:13construction workshops, checkpoints, and
00:21:16shelling incidents.
00:21:20I reiterate the concerns raised by the High Commissioner for Human
00:21:23Rights regarding the impact of these activities on civilians,
00:21:26including the killing of a person
00:21:30near an Israeli
00:21:33army site on
00:21:36October 5. There were also
00:21:39cases of detention. 49
00:21:44still in detention in Israel. On
00:21:47September 23, 14 people from
00:21:51a settlement
00:21:54crossed the ceasefire line.
00:21:57We reiterate the Secretary-General's call
00:22:00not to violate the 1974 Disengagement
00:22:04Agreement and to respect Syria's sovereignty and
00:22:07territorial integrity. Diplomacy is the only way
00:22:11to reach an agreement on security arrangements in a manner
00:22:14consistent with international law. Mr.
00:22:17Sweida, we witnessed several violent incidents
00:22:22month. Traffic on the highway
00:22:25connecting Damascus and Sweida has improved,
00:22:29but the political stalemate continues. Tensions
00:22:32between Druze factions regarding Sweida's future
00:22:36and its relationship with Damascus
00:22:39persist. Druze factions
00:22:42in a demonstration on October 7 carried Israeli
00:22:47not be considered
00:22:50the opinion of the entire Druze community. In addition
00:22:54to political pressures, there are humanitarian
00:22:59Sweida, and this includes the educational future of more than
00:23:04Sweida, and missing and detained persons, as well as
00:23:07obstacles to the return of Druze
00:23:10and Bedouin families, all of which exacerbate
00:23:13the lack of trust between communities.
00:23:16Accountability is also important to
00:23:20rebuild trust. Judicial
00:23:23proceedings related to violations committed in
00:23:26July of last year were
00:23:29initiated, and sentences were issued in several
00:23:32cases involving all parties. We welcome these
00:23:35steps, but we must prioritize
00:23:39guarantees of fair trials, including the right to defense,
00:23:42which remains important for building confidence in the judicial
00:23:46process.
00:23:51Despite foreign
00:23:54Sweida must be achieved through dialogue
00:23:58between Syrians to address local concerns
00:24:01while respecting Syria's sovereignty and territorial integrity.
00:24:05My office is ready to support efforts
00:24:08aimed at reviving the September 2025
00:24:11roadmap and restoring state
00:24:15while responding
00:24:17to demands.
00:24:25from January continues, including the gradual integration
00:24:29into state institutions
00:24:33and the transfer of
00:24:36salary payments to Damascus.
00:24:39On the other hand, the protection
00:24:45of women's units
00:24:47and issues related to the recognition of the Kurdish language
00:24:51and Kurdish academic certificates
00:24:55ongoing. Protests in
00:24:58called on the government to strengthen
00:25:01its
00:25:02sovereignty,
00:25:07had mixed reactions from Arab and Kurdish
00:25:10groups that emphasized
00:25:13the importance of dialogue, not confrontation. Institutional
00:25:17reforms and development are another important
00:25:22September 16,
00:25:23the Syrian
00:25:28People's Assembly
00:25:30referred
00:25:33to a mechanism for
00:25:36the return of properties,
00:25:40and ministerial meetings on education and energy were among
00:25:45increasing oversight role
00:25:48of the Assembly.
00:25:53The process or reforms in the legislative field are also
00:25:57important. Accountability must be ensured regardless
00:26:01of the perpetrators, and due
00:26:04diligence must be exercised.
00:26:08We welcome the adoption by the People's
00:26:11Assembly of the submitted
00:26:14draft resolution, and the United Nations
00:26:18to work on this issue with respect for Syria's
00:26:21leadership and ownership, and we urge enhanced
00:26:25cooperation between Syrian institutions and international
00:26:28mechanisms that support transitional justice.
00:26:32My office will continue to engage with the authorities and hold
00:26:36discussions on the upcoming
00:26:38elections and the United Nations'
00:26:41regard. You may also recall the constitutional
00:26:45declaration that refers to the adoption of
00:26:49a permanent constitution during
00:26:52constitution. We continue to emphasize the importance
00:26:55of initiating this process early and ensuring that it is
00:26:59a transparent, inclusive, and participatory process, and we are ready
00:27:03to support it. It will be necessary to
00:27:07the equal rights of women
00:27:10and the various Syrian communities. Mr. President, on October
00:27:145, the authorities presented a draft
00:27:18law regulating non-governmental organizations,
00:27:21and
00:27:26the process was carried out with the contribution of more than 1,000 organizations and representatives from
00:27:29civil society, which is welcome. We call for continued
00:27:33consultations and to ensure that the final legislation will protect
00:27:37the civic space and allow these organizations
00:27:40to operate freely. Civil society
00:27:43representatives called
00:27:46public institutions, including targeting
00:27:52female quota. The graduation of 150
00:27:56female police officers recently is
00:27:58a positive step towards enhancing women's participation in the security
00:28:02sector. We urge more efforts to ensure that
00:28:05women are represented in decision-making processes
00:28:11public life.
00:28:14conclusion, I affirm
00:28:17my office's readiness to enhance
00:28:22the Syrian government and to work
00:28:25from within Syria. and the pursuit of
00:28:27ensuring continuity
00:28:31between all these international efforts and Syrian
00:28:35efforts for the success of the transitional process.
00:28:38Thank you. I thank the Deputy Special
00:28:41Envoy for his statement. The floor is now
00:28:44to Mr. Mohamed Yahya.
00:28:47Madam President,
00:28:50I thank the Deputy Special Envoy, Mr. Cardoni, for
00:28:53his continuous communication
00:28:56on behalf of the Syrian people. Syria is at a crucial moment. Since
00:29:00January of last year, we have seen significant
00:29:03progress.
00:29:06Most of the returnees have returned to
00:29:09their homes,
00:29:11and we are witnessing continued recovery throughout the
00:29:14country. The population is rebuilding
00:29:20conflict. Since December 2024, approximately
00:29:221.82 million Syrians, who were refugees,
00:29:26have returned, and 2.04 million internally displaced
00:29:30persons have also returned to their
00:29:33original areas. These waves of return
00:29:36underscore the determination of Syrians to build
00:29:40their future. However, this return does not
00:29:44mean that humanitarian needs have vanished.
00:29:47For many families, this
00:29:50is the beginning of new suffering. Homes
00:29:54have been damaged. There is
00:29:57jobs.
00:29:59Hospitals, schools, and water systems are in need of
00:30:03repair. Many returnees still
00:30:07need humanitarian aid as they try to rebuild
00:30:10their lives. Madam
00:30:12President,
00:30:15among internally displaced persons
00:30:18and returnees, there are many growing risks, including
00:30:22gender-based violence
00:30:25housing and land,
00:30:28as well as tenure rights and a lack of civil documents.
00:30:34still internally displaced in Syria, according
00:30:37to the UNHCR, and 770,000 people
00:30:41camps.
00:30:44women and children. Approximately 30,000
00:30:48people with disabilities face real
00:30:53accessing basic services and sustainable
00:30:56solutions.
