00:00:00There are many efforts that must
00:00:03be made for people to be able to return to a real
00:00:06peaceful life, and we believe that the experiences
00:00:10made with and projects of relevant
00:00:11ISIS attacks on United Nations agencies and specialized agencies will also succeed here.
00:00:14We are cautiously
00:00:18optimistic about the return
00:00:19Forces into of Syrians to their places of residence. This
00:00:23process requires the restoration
00:00:25of infrastructure and housing, and this is not an easy task for a country
00:00:30that has been under
00:00:32recovery requires support from the yoke of illegal sanctions for years and has not
00:00:35even been able to import construction equipment. We know that
00:00:39the situation cannot be fixed
00:00:41cooperation with overnight, and in this regard,
00:00:44the priority must remain the stable
00:00:47and predictable transition from
00:00:49for the recovery momentum. humanitarian aid to development aid. This
00:00:53in is a matter we have been calling for for a long time. We hope
00:00:57that the initiative of "no camps," which
00:01:01we heard about today, will be implemented in this direction.
00:01:04We share
00:01:07in the General concerns about the continued contamination
00:01:10by mines, including in the context of ensuring
00:01:13food security.
00:01:16and the restoration of its role Farmers around the world
00:01:17comprehensive solutions for all. are now preparing for a new
00:01:20harvest season, but
00:01:23lost years of restoring agriculture, reviving the villages, and returning farmers to normal
00:01:26life is all impossible as long as its effects
00:01:30are still present on the ground.
00:01:33Given the drought that the country
00:01:36has suffered this summer, it is
00:01:39unacceptable that some fields are
00:01:44to those who further for and demand withdrawal from inaccessible to farmers. For Syria to be able to regain its
00:01:48withdraw from former role as the breadbasket of the Middle East, the identification and destruction
00:01:51of unexploded ordnance
00:01:55or impose a new reality on and mines integrated into remains a key task. Improving
00:01:58the humanitarian situation requires
00:02:01the necessity adequate and predictable funding.
00:02:03We call for the allocation
00:02:06of resources based on the priority needs
00:02:09of Syrians, and operations must be closely coordinated
00:02:13with the government of the Syrian Arab Republic. In this
00:02:17477, way, we can achieve a qualitative consensus between
00:02:20international and national efforts to rebuild the country. Madam
00:02:23President,
00:02:26security and stability in it is clear that a wide range of challenges in the humanitarian,
00:02:30military, and political
00:02:32fields require the government's attention and international
00:02:36support. The absence
00:02:38Battah and Ma'alem for of any external
00:02:41elements leading
00:02:45to build capacity and training in this to chaos is self-evident, but some countries prefer to deliberately
00:02:48ignore this. We refer
00:02:51to the hostile course
00:02:54and Ma'alem for adopted by Israel and its illegal activities in Syria, which have become more systematic
00:02:57and continuous. It
00:03:00uses all methods of military pressure, including
00:03:04increased occupation of the southern
00:03:06for Syria's future. Many
00:03:06of nations. In areas of the country, regular raids in
00:03:09the Syrian Arab Republic, the killing of local residents, and the arbitrary
00:03:13detention of civilians.
00:03:13We call
00:03:18exclusion and his desire to
00:03:18especially the presence of Israel in on West Jerusalem to stop undermining the sovereignty
00:03:22and territorial integrity of the Syrian
00:03:26region. We call on Israel to withdraw from Arab Republic and to withdraw immediately from the occupied territories, including the Golan Heights.
00:03:31engagement with And to refrain from any provocative statements that threaten to expand
00:03:35the occupation zone.
00:03:37that this West Jerusalem has specific obligations under
00:03:41force. After years of the 1974 Disengagement
00:03:43Agreement and relevant Security Council resolutions,
00:03:47and these obligations must
00:03:51are being established with be implemented. We remind you that the joint position of the Council members on this matter
00:03:55was reaffirmed after the consultations we held on
00:03:58October 8. We hope that
00:04:01the Israeli side will listen to the unified voice
00:04:05of the Council, which is responsible for maintaining international peace and security,
00:04:08and will listen to the calls in this
00:04:11hall for peaceful coexistence with neighboring countries. Thank you for listening.
00:04:15of stability in the region. This
00:04:17I thank the representative of the Russian Federation and now
00:04:20give the floor
00:04:22to Denmark.
00:04:26and is now regaining its position in Thank you, Mr. President. And thanks also to
00:04:32the Deputy Special Envoy of the Secretary-General, and Mr. Yahya,
00:04:36Assistant Secretary-General for Humanitarian Affairs,
00:04:38and representatives,
00:04:41coalition to defeat ISIS, as this the representative of civil society. I welcome
00:04:43the presence of the representative of the Syrian
00:04:47Arab Republic with us.
00:04:49optimism with Nine months ago, chapter in or after nine
00:04:51months from the beginning of 2022, the security
00:04:55situation in Syria remains fragile, as we witnessed in Homs in
00:04:58September, on September 30,
00:05:01to continue this where seven people were killed in an attack on a bus by terrorist
00:05:04groups such as
00:05:06the crisis, the situation in ISIS
00:05:07Sweida still pose a serious
00:05:09threat, especially with the continuation of sectarian
00:05:13violence. We commend Syria for its continued efforts to combat
00:05:17terrorism, including the efforts of the Syrian authorities
00:05:20aimed at thwarting
00:05:24places of worship. We were also
00:05:28encouraged by the integration of the Syrian Democratic
00:05:32the Syrian Army, and we call for ensuring
00:05:35security sector reform, and we look forward to receiving
00:05:39updates on the reform process.
00:05:45A comprehensive political process for all
00:05:47segments of civil society is vital to ensure lasting
00:05:51peace. We support efforts to ensure political transition, including
00:05:55a comprehensive transitional justice process in accordance with international standards. This should
00:05:58be implemented according to a clear and transparent roadmap,
00:06:02ensuring verification and monitoring.
00:06:06After a time of war, we
00:06:08recognize the severity of the needs
00:06:12here, especially those related to recovery and reconstruction. We join our voice
00:06:16to the President's call
00:06:19Assembly to form partnerships with
00:06:23Syria. We thank the briefers from civil
00:06:26society who focused on the importance of education
00:06:29for Syria's future, as a generation of Syrian
00:06:32children have
00:06:35schooling. Recovery will only succeed if
00:06:39this is addressed. We urge
00:06:42ensuring that education is at the heart of national recovery and ensuring
00:06:46the protection of children, as well as safe access to
00:06:49schools throughout the country, in addition to providing
00:06:52the necessary support and funding for this sector. Denmark and the European
00:06:56Union have made efforts in this area. Two
00:06:59weeks ago, the High Representative of the Russian Federation
00:07:01visited Syria and emphasized Europe's
00:07:05support for efforts to ensure a dignified
00:07:08and voluntary return. He also emphasized
00:07:13of this successful transition based on national reconciliation and accountability,
00:07:17in addition to comprehensive assistance. The European
00:07:20Union has bilaterally supported
00:07:23Syria's recovery. In
00:07:242026,
00:07:28our contribution will reach
00:07:3076 million dollars through
00:07:33a range of activities
00:07:36related to migrants, humanitarian
00:07:39assistance, stability, and recovery. We are
00:07:42ready to support initiatives, including those by the United
00:07:46Nations and Danish NGOs,
00:07:48to ensure mine clearance
00:07:52and also to enhance the efforts of national authorities
00:07:57area. We also support
00:07:59the "No Camps"
00:08:02initiative
00:08:06to enhance or through enhancing humanitarian efforts
00:08:09and recovery projects.
00:08:12Syria is on the right track to address the challenges, and the international
00:08:16community should do its utmost to ensure its success.
00:08:19However, we still emphasize
00:08:23a fundamental challenge
00:08:25threatening the transition process,
00:08:31southern Syria, which poses a threat
00:08:34to the stability of Syria and the entire
00:08:38the occupied Syrian territories and comply with its obligations
00:08:41under the 1974 Disengagement Agreement.
00:08:45We reiterate our full support for Syria's sovereignty, independence,
00:08:48and territorial integrity. We reiterate our support for a diplomatic
00:08:52solution to the security situation in southern Syria, and we hope that
00:08:56Israeli-Syrian discussions will resume to achieve this goal.
00:08:59I thank the representative of Denmark for this statement and now give the floor
00:09:03to Pakistan. Thank you, Mr.
00:09:06President. We thank Mr. Cordone,
00:09:10Deputy Special Envoy,
00:09:13and Assistant Secretary-General, Mr. Yahya. We also
00:09:16note the briefings by Mr. Battah
00:09:20and Mr. Ma'alem, and we welcome
00:09:22the participation
00:09:24of Turkey, Libya, and the Syrian Arab Republic in
00:09:28light of the challenges of recovery and reconstruction.
00:09:30We see that hope has been rekindled
00:09:34in this country, which has witnessed decades of conflict
00:09:39the region and within the international family. Renewed
00:09:43diplomatic cooperation,
00:09:45as well as strengthening national
00:09:49institutions and resuming economic
00:09:52activities, marks the beginning of a new
00:09:57Syria. We share this
00:10:01Syria, as our relations continue to develop,
00:10:04and the leaders of both countries met on
00:10:08the sidelines of the high-level week,
00:10:11where they emphasized the need
00:10:14engagement. Allow me to highlight four points. We
00:10:17welcome the efforts of the Syrian Arab Republic to achieve national
00:10:21reconciliation and inclusive governance, as well as to move forward
00:10:25with the political transition. The unity of Syria
00:10:29and its diversity are inseparable.
00:10:32We welcome the progress
00:10:35the Syrian Democratic Forces,
00:10:38and we hope that this situation will be addressed
00:10:41through dialogue and
00:10:44constructive cooperation in full respect for Syria's
00:10:47unity, sovereignty, and territorial integrity.
00:10:50Secondly,
00:10:53Syria's economic
00:10:57the international community and the lifting of sanctions by the European
00:11:00Union and the United States, as well as strengthening
00:11:06partner and sister countries,
00:11:09including the European Union, which can provide support
00:11:14At the same time, sustainable humanitarian
00:11:18assistance is essential to meet the needs of the Syrian
00:11:21people. The threat of ISIS and
00:11:25other terrorist organizations, including foreign
00:11:27fighters,
00:11:31calls on us to support Russia and Syria in
00:11:34strengthening their territorial
00:11:36integrity and independence.
00:11:38While Syria seeks to ensure national reconciliation and economic
00:11:42recovery, continued Israeli
00:11:45military activities threaten this. These illegal
00:11:48actions not only constitute a flagrant violation
00:11:51of international law and the territorial
00:11:55integrity of Syria, but also pose a threat
00:11:59to regional stability and peace. While Syria seeks
00:12:02to enhance recovery, these violations cause
00:12:07challenges and must therefore stop. We call on Israel
00:12:11to
00:12:13the occupied Syrian territories
00:12:17and respect the Disengagement
00:12:20Agreement, as the Syrian Golan is still Syrian
00:12:24land. We
00:12:32welcome the engagement of the Syrian leadership in efforts
00:12:35to address challenges in this complex
00:12:38context. Pakistan will continue to play
00:12:42the role of a steadfast partner for Syria. Our fraternal
00:12:46relations, based
00:12:48on our mutual respect, will strengthen
00:12:51and prosper continuously. The people
00:12:55of Pakistan will stand by the people of Syria.
00:12:58Thank you. I thank the representative of Pakistan for this statement
00:13:02and now give the floor
00:13:04to France.
00:13:06Thank you, Mr. President. I would like
00:13:09to thank Mr. Claudio Cordone,
00:13:12Deputy Special Envoy, as well as Mr. Yahya, Assistant Secretary-General
00:13:16for Humanitarian Affairs, and Messrs. Battah
00:13:19the briefings provided since our last
00:13:22meeting during the high-level week. We have witnessed a new
00:13:26milestone in Syria's return to the fold
00:13:31the General Assembly, the Syrian President
00:13:35reiterated
00:13:38the end of his country's diplomatic
00:13:43play a role as a partner within the international
00:13:47community. The conclusion
00:13:50of the chemical file discussion through enhanced
00:13:56the International Atomic Energy Agency has shown
00:14:02engagement has greatly impacted the fundamental
00:14:06files. Syria has made remarkable progress, especially
00:14:09on the domestic front, where
00:14:12new foundations for the Syrian state
00:14:16the Parliament or People's Council, as well as
00:14:19to ensure transitional justice at the international
00:14:22level. Syria has built a multi-state strategy
00:14:26and has worked to improve its relations with neighboring
00:14:29countries and continues to exercise restraint in the face
00:14:33of regional escalation, demonstrating that it is one
00:14:36of the most prominent pillars
00:14:40progress has involved multiple
00:14:43stages.
00:14:46We should support it, and we would
00:14:49like to highlight some of its political, economic,
00:14:52and diplomatic priorities. Firstly,
00:14:56peace and civil peace. We emphasize the importance of efforts
00:15:00to combat terrorism, including under the international
00:15:06threat is still present. We condemn
00:15:09the September 30 attack on a bus
00:15:12in the Homs countryside, which resulted in the killing of some Alawites,
00:15:16and this demonstrates the need
00:15:19to strengthen a unified state
00:15:22that respects its pluralism
00:15:25and all the groups that compose it. After
00:15:28completing a roadmap to end
00:15:32poses challenges, especially
00:15:35for the Druze.
00:15:39The participation of women in the state's life
00:15:42is a concern. We are concerned
00:15:45about the decision to exclude some female students from
00:15:48vocational education sectors. We call
00:15:52for ensuring women's and girls' access to
00:15:55education and public life, including the political
00:15:58sphere, in full.
00:15:59كامله
00:16:05The necessity of implementing fundamental freedoms for all Syrian
00:16:08citizens. There must be respect for the cultural
00:16:11and linguistic rights of the Kurds.
00:16:15Finally, the issue of reconstruction. While two million
00:16:19displaced persons and refugees have returned
00:16:23home, humanitarian work in mine clearance remains
00:16:26of paramount importance to ensure recovery and reconstruction.
00:16:30The lifting of sanctions should pave the way
00:16:32for investment and the convening
00:16:35of an international conference for the reconstruction of Syria
00:16:38as requested by the authorities.
00:16:40This will allow for the coordination of support provided to the international
00:16:44community, and we emphasize our support for the United
00:16:47Nations, which continuously mobilizes its efforts to accompany
00:16:50Syria on both the political and humanitarian levels.
00:16:53Mr. President, the Security
00:16:56Council must assume its
00:17:00responsibilities and ensure full respect for Syria's
00:17:03sovereignty. Attempts to destabilize Syria undermine
00:17:08the efforts of the Syrian authorities and threaten the stability
00:17:11of the region as a whole. We demand
00:17:15an end to Israeli military activities and call
00:17:20the occupied territories
00:17:22since December 2024, in accordance with the Disengagement
00:17:25Agreement. A stable Syria
00:17:30the regional fold is the most appropriate
00:17:33way to ensure the security of both parties.
00:17:37We call for accompanying the Syrian people on this path
00:17:40to ensure a sovereign Syria that respects
00:17:43and is proud of its pluralism and prosperity. Thank you, France,
00:17:47and the floor goes to Panama.
00:17:51Thank you, Mr.
00:17:52President.
00:17:58We appreciate the briefings provided
00:18:02by the Deputy Special Envoy, Mr. Cordone,
00:18:06and Assistant Secretary-General, Mr. Yahya, and the founder
00:18:09of the Syrian Youth Empowerment
00:18:13Initiative, Mr. Battah, as well as the briefing by Mr.
00:18:17Ma'alem, Regional Director for the Middle
00:18:20East and
00:18:24Southern and Eastern Africa at Plan
00:18:26International. We welcome
00:18:30the representatives of the Syrian Arab Republic, Libya, and
00:18:33Turkey to this meeting. On October
00:18:378, this Council issued a declaration reaffirming
00:18:41its firm commitment
00:18:43to Syria's sovereignty,
00:18:47unity,
00:18:50independence, and
00:18:54territorial integrity. We call on all parties to ensure
00:18:58respect for the 1974
00:19:01Disengagement Agreement.
00:19:05Panama emphasizes
00:19:08its principled position in this regard and reiterates
00:19:11the necessity of compliance with the agreement
00:19:15and the mandate of the UNDOF
00:19:19conflict, Syria must
00:19:22maintain its political space and allocate
00:19:26the necessary resources for recovery and
00:19:29reconstruction. In the face of continuous regional escalation,
00:19:32this country must be protected
00:19:36from any regional conflicts.
00:19:39The stability of Syria cannot be assessed
00:19:42solely on the basis
00:19:45of reduced hostilities and a decrease in hostile
00:19:48acts, but also on the basis of the state's ability to meet
00:19:51the needs of its people. In this regard,
00:19:55economic recovery is an indispensable
00:19:58component for the state's
00:20:02stability.
00:20:06The rehabilitation of infrastructure and
00:20:09the provision of basic
00:20:11services
00:20:13are two essential issues for improving the living
00:20:17conditions of citizens and paving the way for sustainable
00:20:20recovery. Humanitarian response
00:20:24and the creation of favorable conditions
00:20:26for the dignified, safe,
00:20:29and voluntary return of migrants and refugees
00:20:33are an absolute priority.
00:20:37Winter will increase the needs of millions of people, especially
00:20:41those living in vulnerable conditions, concerning
00:20:45shelter
00:20:48and heating and sanitation.
00:20:52Resources must be provided
00:20:55to meet humanitarian needs
00:20:59that still far exceed
00:21:02available funding. Syrian
00:21:06unity must also be strengthened by concrete
00:21:09guarantees provided to all citizens, regardless
00:21:12of their origin,
00:21:15community, or place of residence.
00:21:18Education is a dimension
00:21:20of this effort. In
00:21:23Sweida, tensions have affected
00:21:26students' access
00:21:28to
00:21:34education
00:21:37and examinations. It is expected that
00:21:432026, 150 students out of
00:21:4713,700 were able to take
00:21:50the meetings or examinations.
00:21:54We emphasize the need to implement the 2025
00:21:57roadmap for Sweida and to prioritize
00:22:00students
00:22:03and to seek
00:22:07At the same time, efforts to address education-specific
00:22:11needs must
00:22:14be integrated into a broad national vision.
00:22:18The recovery of the education
00:22:21sector in Syria should benefit
00:22:24all students and children in the country, including
00:22:27those who fled to other countries
00:22:31due to the conflict, in addition
00:22:34are still affected by displacement
00:22:38or those living in communities affected by displacement
00:22:41and the destruction of infrastructure. Building a modern
00:22:45and inclusive state, a state of
00:22:48rule of law, is an ambition
00:22:51achieved through decades of sacrifices.
00:22:55Respect for this legacy requires a just transition
00:22:59that achieves justice for victims.
00:23:02This is done through establishing
00:23:05a foundation to ensure that no one is left
00:23:09behind and to ensure that no one is above the law.
00:23:12I thank Panama for this statement and give the floor to the United Kingdom.
00:23:16Thank you, Mr. President.
00:23:21Thanks also to the Special Envoy Cordone, Assistant Secretary-General
00:23:25Mr. Yahya, and Messrs.
00:23:28the briefings. We welcome the progress
00:23:31made in recent months. President Bashar's participation
00:23:34in the high-level week of the General Assembly
00:23:37demonstrated Syria's continued
00:23:41cooperation with international partners as it strives for
00:23:44a more prosperous
00:23:46and stable future.
00:23:48Mr. President, I would like to emphasize three
00:23:52points: Economic recovery is essential
00:23:56Syrians continue to face economic
00:24:00tragedies, including rising
00:24:02prices, living costs, and
00:24:06pressures on household incomes. Political progress, therefore,
00:24:10must be accompanied by improvements in the lives of individuals. We welcome
00:24:13the government's efforts to attract investment, strengthen regional

00:24:33Our commitment to supporting Syria's recovery
00:24:36has seen us allocate $90 million this fiscal year, including
00:24:40support for education, entrepreneurship, agriculture,

00:24:57tensions and sectarian

00:25:10security, and their participation in the future of their state. Therefore,
00:25:14we continuously emphasize the importance of inclusive governance for all and meaningful
00:25:17participation for all segments of society, and ensuring
00:25:21transitional justice processes. Accountability
00:25:24and equal protection are essential to ensure
00:25:27building confidence and preventing instability.
00:25:31Thirdly, respect for Syria's sovereignty and territorial integrity is essential
00:25:34to ensure long-term stability, political
00:25:37progress, and economic recovery. I reiterate
00:25:41our firm support, which means
00:25:43that the Golan is occupied
00:25:47Syrian territory. The progress made so far is
00:25:50real, but not taken for granted. We must
00:25:54pave the way to ensure
00:25:57economic opportunities, inclusive governance, and lasting
00:26:00stability for Syrians.
