00:00:33return is not limited to leaving the camp, but
00:00:36rather extends to living in security, dignity,
00:00:39and stability. As you know and as
00:00:43colleagues in OCHA mentioned,
00:00:47and economic conditions, this vision has begun to turn into reality with the return of new batches of families
00:00:50to their areas and the continuation of work on
00:00:53rehabilitating services and infrastructure in
00:00:56host communities.
00:01:00Mr. President, internally,
00:01:07projects on the the disarmament path with state institutions continue to perform their duty in protecting Syrian men and women and preserving their stability. They have dismantled
00:01:11cells belonging to ISIS and thwarted terrorist
00:01:14plots, pursued drug smuggling networks
00:01:17and organized crime, and within days,
00:01:21from reliance on they reopened vital facilities that were targeted by acts of sabotage.
00:01:24At the same time, and after decades of absence of the rule of law,
00:01:28the People's Assembly continues
00:01:31the framework of international to perform its legislative and oversight duties
00:01:34to solidify in Syria a state of institutions and law, a state
00:01:38that makes its decisions within
00:01:41its institutions and under the rule
00:01:43of law.
00:01:46classes and several types Colleagues,
00:01:50Al-Shara to the United Nations at Syria has done what it had to do and has become an exemplary model
00:01:53that is highly praised. The ball is now in the international community's court,
00:01:56which is expected to move
00:02:01as they say, the dots on from praise and political
00:02:03capacity is essential in this support, which I heard here, to partnership,
00:02:06and from declaring support to implementing it.
00:02:10For today is the time
00:02:13circumstances. In this to support economic recovery, inject investments, and create job
00:02:16whether in our scope, whether in opportunities to support reconstruction and rehabilitation
00:02:19of schools, hospitals, water networks,
00:02:21and electricity, to provide the necessary materials, equipment,
00:02:25and expertise
00:02:27of my conversation with you, the focus on for clearing mines and unexploded ordnance and remnants
00:02:31of war. As colleagues and OCHA also mentioned a moment ago,
00:02:34the number of martyrs
00:02:39on the education file in hand in hand, and wounded from war remnants in Syria since the liberation has exceeded 2,500
00:02:42people, a number that is among
00:02:45the highest for victims of mines and war
00:02:48remnants worldwide. And these,
00:02:51Mr. President, are not just numbers, but lives
00:02:55lost, children
00:02:57authorities must strengthen injured, and families prevented from returning to their homes
00:03:01and agricultural lands that remained out
00:03:05security and safety in In this of service for fear of hidden death under
00:03:09tons of natural the soil. Mine clearance is not a technical issue; it is
00:03:12protection for civilians and a condition for return
00:03:16I thank the representative for this and a gateway to reconstruction and development. Syria's recovery
00:03:20serves not only Syria but is an investment
00:03:24in the security of the region and in preventing the return of terrorism, drugs,
00:03:28and natural integration into displacement, and instability. instability.
00:03:31In conclusion, Mr. President, last
00:03:34year we asked the world to believe in Syria's
00:03:37ability to recover, and today Syria
00:03:41to spiral out presents before you the results of what it has achieved. Syria no longer
00:03:44asks for a chance to prove itself, for it has
00:03:47done so. It no longer asks for your political
00:03:49support, for you have given it.
00:03:55to this file What it asks for today is to transform this support into a fair partnership that helps Syrians
00:03:58complete the rebuilding, protects their return, and prevents the remnants
00:04:02of war, terrorism, and Israeli aggression from
00:04:06destroying what they are achieving. Syria has chosen to rise,
00:04:09and Syrian men and women have chosen to rebuild after years of
00:04:13destruction. They expect the international
00:04:16community not to merely observe this
00:04:19rise but to be a true partner
00:04:23in it. Thank you, Mr.
00:04:25President.
00:04:28I thank the esteemed representative
00:04:30of the Syrian Arab Republic for this statement. The floor is now
00:04:34open to the esteemed representative
00:04:36of Turkey. Thank you, Madam
00:04:40at the regional President. First, I congratulate
00:04:45duties on a number you on assuming the presidency of the Council for this month, and we wish
00:04:48you success

00:04:57Yahya, Deputy Special Envoy for Syria Mr. Cordone,
00:05:01Mr. Battah,
00:05:02partners in the region and Mr. Ma'alem for their comprehensive briefings. Madam
00:05:05President, the resilience of the Syrian people
00:05:09since December 2024,
00:05:13bloody conflict, gives us hope
00:05:18the many challenges. Syria
00:05:22the right direction. The developments
00:05:24that
00:05:27the transformation of the People's Assembly into a fully
00:05:30functioning council will help
00:05:34the country. The approval of
00:05:36the law
00:05:39the court from the Assad era is a step
00:05:43in this direction. The dissolution of the so-called
00:05:47SDF opened a new chapter in
00:05:50the reintegration process, and the remaining arrangements
00:05:54should be completed without any delay in a way
00:05:58that strengthens Syria's unity, independence,
00:06:00and social cohesion. As
00:06:04stated in the latest OPCW report,
00:06:08verifying the destruction
00:06:10of 42
00:06:13aircraft is a positive step in
00:06:17partners in the Breath
00:06:20of Freedom Task Force. We will continue to support
00:06:24Syria's efforts in this regard. Madam President, significant
00:06:27security challenges still remain.
00:06:31The fight against terrorism is a priority. We
00:06:34welcome
00:06:38the efforts of the Syrian government within
00:06:43cooperation to work with international partners
00:06:46to ensure the eradication of the terrorist organization ISIS.
00:06:49We also welcome the commitment
00:06:52of the coalition to support Syria's
00:06:54counter-terrorism needs. We will continue to contribute to these
00:06:58efforts. While ISIS adopts
00:07:01a new strategy based on the reality on the ground,
00:07:05Syria needs strong institutions capable of
00:07:09combating this evolving threat. Continued international
00:07:12support to build
00:07:16regard. The increasing
00:07:19threat of drug trafficking and the presence
00:07:22of unexploded mines and explosives
00:07:26and war remnants all require global attention. Turkey
00:07:29is ready to support Syria in addressing these challenges, including
00:07:33through cooperation with the United Nations Office on Drugs and Crime and the United Nations
00:07:37Mine Action Service. Mr. President, Mr. President,
00:07:41economic and security
00:07:45recovery go
00:07:48and these efforts are essential for Syria
00:07:52to rebuild its economy
00:07:54and participate in regional connectivity and energy projects.
00:07:58The international community should provide more
00:08:02effective support for economic
00:08:04development.
00:08:06For their part, the Syrian
00:08:10the legal framework and provide the necessary
00:08:13conditions to facilitate business
00:08:16and attract foreign investment, including from the Syrian
00:08:19diaspora abroad. Progress in this area will help
00:08:23address the conditions
00:08:26that criminal and terrorist
00:08:29organizations seek to exploit. Madam President,
00:08:33Israel's continuous violation of Syria's sovereignty
00:08:36and territorial integrity undermines these
00:08:39prospects and disregards international law.
00:08:43The situation is particularly concerning in southern Syria, where the
00:08:47continuous military escalation
00:08:49and expansionist activities have begun
00:08:54of control. The Secretary-General's latest report on
00:08:57UNDOF provides a disturbing picture of these
00:09:01violations.
00:09:05Israel's resumption
00:09:07of activities
00:09:09in what is known as the Alpha
00:09:13line in Quneitra is a blatant violation
00:09:16of the disengagement agreement and creates
00:09:20a dangerous reality on the ground. These reckless
00:09:23acts must stop. Israel must comply with the 1974
00:09:26agreement and relevant Security Council
00:09:30resolutions, especially Resolution
00:09:32497, and withdraw from
00:09:36the occupied Syrian Golan.
00:09:39A united and stable Syria, capable
00:09:43of ensuring the security of its borders, inflicting defeat on terrorist organizations,
00:09:47and contributing to peace and economic
00:09:49cooperation
00:09:53level, serves the interests of all, including
00:09:56Israel. This was Turkey's good
00:09:59approach before the start of the conflict, during the conflict, and after
00:10:03the conflict.
00:10:06Turkey is committed to Syria's sovereignty,
00:10:09political unity, and territorial integrity. We will continue to work with
00:10:14and around the world for a safe
00:10:18and prosperous Syria. Madam President, since
00:10:20some delegations mentioned the return
00:10:24of refugees
00:10:27and returnees,
00:10:29please allow me briefly to inform
00:10:33the Council about these developments from my country.
00:10:36Syrians
00:10:38who obtained or exceeded 4
00:10:42million Syrians obtained special protection.
00:10:45Today, this number reaches 2.2
00:10:48million. The return is gradual for
00:10:52known reasons, and especially the economic
00:10:55conditions and security concerns in general,
00:10:58and the Israeli incursion in particular.
00:11:01خاص
00:11:03And
00:11:06because children are enrolled in Turkish
00:11:09schools, we hope that
00:11:12when conditions in Syria
00:11:15improve, the gradual,
00:11:18voluntary, and dignified return of people will increase.
00:11:22Thank you. I thank the esteemed
00:11:26representative of Turkey for this statement. I now give the floor to
00:11:30the esteemed representative of Libya. Madam
00:11:33President, first, at the beginning, I would like to congratulate you on assuming
00:11:36the presidency of the Council for this month, and I wish you success.
00:11:40I also thank the briefers,
00:11:43and it is an honor for me to deliver this statement on behalf
00:11:46of the Arab Group. Mr.
00:11:48President, our meeting today
00:11:52comes at a critical juncture. It requires
00:11:55all of us to intensify efforts and coordinate visions
00:11:59to support the Syrian Arab Republic in its path
00:12:02towards solidifying the foundations of internal security and stability.
00:12:05At a time when the Syrian government continues
00:12:09to take serious steps to preserve the country's security
00:12:13and protect the capabilities of its brotherly people amidst a regional
00:12:17environment fraught with challenges, the Arab
00:12:19Group emphasizes the importance of these
00:12:23efforts being accompanied by a constructive international
00:12:27stance that supports the comprehensive recovery process and shields Syria from any
00:12:30attempts that seek to undermine its security
00:12:34or exploit its transitional
00:12:38context, the Group would like to emphasize the following four
00:12:42points: First, the Arab
00:12:45Group reiterates its principled and firm stance
00:12:48of full commitment to preserving the sovereignty of the Syrian Arab Republic,
00:12:52its independence, unity, and territorial integrity,
00:12:56and rejecting all forms of external interference in
00:13:00its internal affairs or any practices
00:13:03that undermine its security.
00:13:06The Group commends the Syrian government's commitment
00:13:09and the practical steps it is taking to maintain
00:13:13stability, solidify the foundations of security, and keep
00:13:17the country away from the rapidly escalating regional
00:13:20conflict. The Group affirms that
00:13:23Syria's stability and unity
00:13:25constitute the cornerstone of the security of the entire region.
00:13:30regard, the Arab Group calls for providing
00:13:34tangible international support to Syrian state
00:13:37institutions during this critical
00:13:40stage and removing all remaining economic
00:13:44and political obstacles and restrictions
00:13:47that hinder its comprehensive recovery
00:13:53its regional and international
00:13:57environment. Second, the Arab Group condemns in the strongest
00:14:00terms the continuation of military attacks
00:14:03and air raids carried out by the Israeli occupation
00:14:06forces on Syrian territories, foremost
00:14:10among them the targeting of Abu al-Dhuhour military airport and vital
00:14:13infrastructure, as well as field incursions
00:14:17and the illegal entry of representatives of the occupying
00:14:20power into Syrian territories. These
00:14:24aggressive practices constitute a flagrant violation of Syria's
00:14:28sovereignty
00:14:30and a blatant breach of the United Nations Charter and international
00:14:33law, and a transparent attempt to ignite
00:14:36strife and undermine efforts to restore recovery
00:14:39and security. The Group calls on the Security
00:14:42Council to assume its responsibilities to compel
00:14:45the Israeli occupation to immediately cease all
00:14:48its attacks and fully respect the 1974
00:14:51disengagement agreement
00:14:56and to completely and unconditionally withdraw from all
00:14:59Syrian territories it has infiltrated, as well as
00:15:03to withdraw from the entire occupied Syrian Golan to the
00:15:06June 4, 1967 line.
00:15:10The Group reiterates its firm assertion
00:15:13that the Golan is an occupied Arab
00:15:16Syrian territory and that any
00:15:19decisions or measures taken by the occupation are
00:15:23void
00:15:26and null and void and have no legal
00:15:30effect under the resolutions of international legitimacy,
00:15:33foremost among them Resolution 497 of
00:15:371981. Third, the Arab Group
00:15:41welcomes the tangible and growing cooperation between the Syrian
00:15:45government and the United Nations and its specialized
00:15:47agencies, which was reflected in the high-level
00:15:51visits of the UN Secretary-General
00:15:54and the High Commissioner for Refugees, in addition to
00:15:59the International Atomic Energy Agency and the Organization for the Prohibition
00:16:03of Chemical Weapons. The Group also reiterates its support
00:16:06for the Syrian state's efforts to combat
00:16:09terrorism and eradicate the remnants of ISIS
00:16:13and armed terrorist organizations of all
00:16:16denominations, and to create
00:16:19conditions to prevent their return or their exploitation of security
00:16:24while emphasizing the paramount importance of supporting the commitment
00:16:27that Syria not be a launching pad for any
00:16:30threat to the security and stability of the region's
00:16:33countries. At the same time,
00:16:36we appreciate the national measures taken
00:16:40in the areas of transitional justice, the missing
00:16:43persons file, and strengthening national reconciliation and accountability
00:16:46in a way that consolidates civil peace and the rule
00:16:49of law. Fourth, the Arab Group
00:16:53affirms that sustainable transition
00:16:58emergency humanitarian assistance to
00:17:01the stage of recovery and reconstruction is an imperative
00:17:04necessity. In light of the recent indicators that
00:17:08show the return of approximately 1.8 million
00:17:11Syrian refugees from neighboring countries and more than
00:17:15two million internally displaced persons to their original areas,
00:17:18there is an urgent need to inject international
00:17:22investments and direct infrastructure projects
00:17:25and rehabilitate basic services
00:17:27and provide livelihoods and intensify mine
00:17:31clearance operations to ensure a voluntary, safe,
00:17:34dignified, and sustainable
00:17:37return. In this context, the Arab Group expresses its deep
00:17:41appreciation for the great humanitarian role played by the host
00:17:44countries for Syrian refugees and stresses
00:17:48supporting the continued efforts of these countries to bear
00:17:52these huge burdens alone. We call on the international
00:17:55community and donors to strengthen
00:17:58and expand the scope of financial and development support directed
00:18:02to them in response to the commitments
00:18:05of international responsibility
00:18:07sharing. In conclusion, Mr. President, the Arab Group reiterates its steadfast
00:18:11and continuous support for Syria and its brotherly
00:18:14people at this extremely important
00:18:18stage and calls on the Security Council
00:18:20to adopt a balanced and constructive
00:18:23approach based on respect for national sovereignty
00:18:26and support for economic and humanitarian
00:18:29recovery choices and solidifying the foundations of the state
00:18:32of institutions and law that guarantee justice and equality
00:18:36and protect the rights of all Syrian people without
00:18:39exception, and in a way that enhances
00:18:43the region. Thank you, Madam
00:18:45President.
00:18:54statement.
00:18:57There are no more speakers on the list. The session
00:19:01is adjourned.
00:19:06Our dear viewers, we followed
00:19:09with you this live session
00:19:12from New York of the Security Council, which discussed
00:19:16the humanitarian situation and in which
00:19:19a number of members of the international Security Council spoke
00:19:22about the humanitarian reality in
00:19:24Syria. Directly from Washington, our news
00:19:27correspondent Kina Shariff joins us. Kina, welcome
00:19:33in which we followed the Security Council
00:19:36session on the humanitarian situation in Syria.
00:19:40The most prominent speeches made by the delegates
00:19:43of the member states in the Council and spoken
00:19:47by the Permanent Representative of Syria to the United Nations Mr. Ibrahim
00:19:51Al-Albi and the echoes of this session as it
00:19:53concerns the humanitarian situation in
00:19:56Syria.
00:20:02The monthly session that
00:20:05meets in the Security Council almost
00:20:08every month to discuss
00:20:11and assess the situation in Syria begins with briefings from
00:20:15the Deputy Envoy, sorry, from the Deputy
00:20:17Secretary-General of the United Nations, who is currently the UN Envoy
00:20:21for Syria.
00:20:24He begins by providing a briefing on all
00:20:27matters accomplished in Syria during the month,
00:20:31from the People's Assembly. How it is, they focus
00:20:34a lot on the issue of the People's Assembly, how it is developing
00:20:38continuously, what are the issues it discusses.
00:20:42It continues to discuss the security situation,
00:20:45the Israeli interventions, and how Israel must return to
00:20:49the 1974 disengagement agreement.
00:20:53However, what was distinctive about this session was the discussion
00:20:56about the educational situation in Syria. There was also a briefing
00:21:00from representatives of civil
00:21:04society organizations. We followed the briefing
00:21:08by Mr. George Battah on how he spoke about
00:21:11the Syrian educational community
00:21:15and how the educational
00:21:18system in Syria is now being organized
00:21:21and developed, rebuilt. What Syria needs
00:21:24to develop and restore
00:21:27the educational situation now from UN support, from international support,
00:21:31this was a prominent focus indeed in this session, in addition
00:21:35to the other statements made by the delegates
00:21:38of countries or Security Council member states, and also
00:21:41the representative of Libya, who was a representative of the Arab
00:21:44Group. Of course, the discussion about mine clearance,
00:21:48about the security situation, about ISIS,
00:21:52many issues that are being discussed,
00:21:55and also very strongly,
00:21:58support for Syria begins, and these countries
00:22:02are ready to support Syria at this stage, which is an important
00:22:06stage, especially the first years after liberation.
00:22:10A stage in which Syria suffers a lot from restoring
00:22:13its infrastructure, restoring its international status. This is also
00:22:17an important point. Syria has now begun
00:22:20internationally as a partner. Last year, the discussion was about Syria
00:22:24defining itself. Syria has returned to the international community,
00:22:28but now Syria is asserting itself
00:22:31as an international partner. The US Ambassador
00:22:35to the Security Council spoke about the visit of President
00:22:40the General Assembly last
00:22:42month. The speech in which he spoke
00:22:46about Syria now began
00:22:48to put,
00:22:51the i's by moving forward and moving forward
00:22:55towards arranging internal files, and it has started
00:22:58since, well, since the beginning of this year
00:23:01and also since the middle of last year, but the focus was international,
00:23:05and now the focus has become both internal and international.
00:23:08Always in this session, Abdel Qadir, all
00:23:12files in Syria are discussed, but as I said at the beginning
00:23:17the educational file was prominent, and this means that Syria has now
00:23:20begun to shift the discussion about Syria in the Security Council, and this
00:23:24is considered a qualitative leap that focusing
00:23:29the next session, perhaps we will see a focus on
00:23:32another internal file. This in
00:23:36itself changes the topics of the session about
00:23:39Syria and the files that are discussed is considered a development in
00:23:42the Security Council and in Syria's international
00:23:46standing. Meaning, a change in Syria's status and Syria's discussion.
00:23:52From, I mean, being a crisis during the time of the defunct Assad regime
00:23:55to Syria's return to the international community
00:23:58and discussing the internal situation. Thank you very much, Kinana Al-Sharif,
00:24:02news correspondent, you were with us live from
00:24:05Washington. Our dear
00:24:08viewers, we have reached the conclusion
00:24:11of this tour
00:24:15of the Syria Tonight program. Accept the greetings of the work team
00:24:18and from me, Abdel Kader Laheeb. May you remain safe in God's care.
00:25:08Last year I mentioned that Syria had returned, but
00:25:10today I say that Syria
00:25:13is rising.
00:25:22Syria began its journey of recovery and rise, accelerating its pace
00:25:25confidently. The country's unity, from north to south,
00:25:29was secured
00:25:33and weapons were confined, and the institutions of security
00:25:35and the army
00:25:40were rebuilt. Sanctions were lifted
00:25:43and restrictions were removed. Construction, reconstruction, and investment projects
00:25:47were undertaken. Crime and drug trafficking were combated, and the transitional
00:25:50justice process began.
00:25:57Nearly 100 countries opened channels of communication
00:26:00with us.
00:26:05Our capital became home to nearly 60
00:26:08diplomatic missions, and people began flocking to Syria to regain its
00:26:12place among nations
00:26:12and states.
00:26:16An international land, sea,
00:26:19and air trade corridor.
00:26:22We came to you in the 80th session to announce the return,
00:26:24and today we stand in the 81st session
00:26:28to confirm the reality of progress and rise. In the 82nd
00:26:31session, we will meet again
00:26:35to reap together the fruits of a strategic partnership.
00:26:51Housing is an integrated system. We have an urgent need in Syria
00:26:55for currently 1,770,000 housing units, which could reach 2 million
00:26:58housing units by 2030, if we don't have a response to projects
00:27:02of this type,
00:27:03and other types.
00:27:07Now these projects will be qualitative
00:27:10Syrian coast. As we know, our Syrian
00:27:13coast is rich in many components other than natural
00:27:16components. We have the human components and energies and cadres
00:27:20available.
00:27:25During our visit to a group of governorates, wherever
00:27:28we go, thank God, this country has all
00:27:31the principles of investment and investment opportunities available. However,
00:27:34the welcome from the
00:27:36officials
00:27:42is the beginning of qualitative projects, projects
00:27:45that serve several social
00:27:48and patterns of housing.
00:27:55We went to this huge project in the coastal area to
00:27:59increase arrivals to the coastal area to make it more crowded.
00:28:03Of course, all governorates have projects that will come successively, God
00:28:07willing, all are under study, and the project that is completed is announced
00:28:10and signed.
00:28:15Investment opportunities available,
00:28:18the residential, hotel, or tourism
00:28:22sector, so this is a good opportunity for us to be
00:28:25with you. It is a great
00:28:26honor.
00:28:43From this platform, and as a state that has adopted
00:28:46absolute transparency and acted with full
00:28:49responsibility, we reiterate the urgent call, in accordance
00:28:53with the 1995 resolution, to
00:28:56rid the Middle East of nuclear
00:28:59weapons.
00:29:09Today, 33
00:29:11uranium are under the agency's supervision
00:29:14and safeguards and will remain safe in Syria.
00:30:15Welcome to the news summary. President Ahmed Al-Shara issued Decree
00:30:19No. 188 of 2026,
00:30:23which amends a number of items in the harmonized
