00:04:16in discussions with
00:04:48I used to spend a whole night at
00:05:30Winter is coming. Fuels, especially
00:05:34diesel, are facing many challenges in
00:05:37Syria, primarily the price increase, then
00:05:40the adjustment we witnessed to suit the situation of the people, but
00:05:43there are other challenges related to the transportation process,
00:05:46which is an important sector in Syria.
00:05:50In this episode of the program,
00:05:53sector, its equipment, its
00:05:57challenges, and what are the plans drawn up for this
00:06:00sector to develop it.
00:06:03sector, Syria will become a global
00:06:06hub for oil transportation from Iraq
00:06:09and the Gulf to countries around the world. We will also
00:06:12learn how this point will
00:06:15reflect on the reality of the people and citizens.
00:06:19How will the connection process that
00:06:22Syria is working on to develop affect the price
00:06:26of diesel and fuels in Syria, and what is the desired
00:06:29benefit? We will also know the timelines
00:06:33and when all these visions
00:06:36will be realized. We will try to find out all these
00:06:39details in this episode of the program.
00:06:43Welcome.
00:07:12Regarding the availability of diesel and fuels in general,
00:07:15their availability in the market and diesel for taxis
00:07:19for home for everywhere.
00:07:21Now, diesel for taxis is expensive,
00:07:25it's well-known because we don't have diesel for citizens.
00:07:28Our engine will be damaged
00:07:32if prices don't drop, even if the movement in the country is paralyzed
00:07:35by diesel. Any citizen will tell you that
00:07:39the price has reached 5000, so I can't go on another trip.
00:07:42Today, a citizen complained to me, he said, today five or six taxis, five or six taxis
00:07:46I pay 70,000 pounds every day for
00:07:49transportation. If the price of diesel drops, what will happen
00:07:52to the citizens? We want diesel to be available so that people can
00:07:56ride with us. It was 3500, the movement was better than now. We were told
00:07:59that diesel would go down, but nothing happened.
00:08:03So citizens are not going out or riding, and we are, as you can see, queuing
00:08:07here and there, and the garage is the hardest. So movement is
00:08:11difficult for us and for the citizens. Okay, let's go back to the issue of
00:08:14diesel availability. It is available, and those who are afraid,
00:08:1817,500 is available, we fill it up, it is available. As for the rest, we
00:08:22haven't asked about it. We only ask about our diesel. But for home diesel, I can't
00:08:26afford it this year. The reason is its high price. And everyone
00:08:30who has a family living in a rented house
00:08:32and a family and a home and schools
00:08:36and food. Regarding prices, we
00:08:39know that prices change, I mean, for prices.
00:08:42I mean, regarding the material, the material is available, there is no
00:08:46such problem, and the demand
00:08:49is normal. And regarding
00:08:51the
00:08:55the company, they are available. And we are receiving them
00:08:58as usual, there is nothing extra or missing.
00:09:02And things, thank God, will be better, God willing.
00:09:05Winter season, I mean, now, God willing, the material will be available as
00:09:09proposed, that there will be three prices. I mean, for heating
00:09:13and for normal diesel and for refined diesel, and
00:09:17God willing, they will find the appropriate mechanism, and we will
00:09:20implement it. We are receiving material daily,
00:09:24and thank God, sales are
00:09:27normal, and things are normal, and there are no
00:09:30bottlenecks, and our station is working 24
00:09:34hours a day. We submit the order today, it comes to us
00:09:37tomorrow morning. Today is Sunday, tomorrow
00:09:40morning it will be there. I mean, two or three
00:09:44orders that are registered are coming to us, there is no problem with
00:09:47diesel or gasoline. I mean, at our gas station,
00:09:51the refined diesel is 17.5. The company has not yet distributed
00:09:54the other types.
00:09:57I mean, it is possible that they will designate
00:10:00gas stations for heating, and it is possible
00:10:04that they will designate gas stations for refined diesel,
00:10:07and it is also possible that they will combine them, depending on what
00:10:10they deem appropriate. God willing, things will be, as they
00:10:14say, God willing, things will be
00:10:15better.
00:10:41The issue of diesel availability is good. It's available at
00:10:45gas stations, no waiting in line, no crowds.
00:10:48Yes, but the price of diesel is a bit expensive.
00:10:51The price is high for us as transportation.
00:10:57It is preferable to use the cleanest type. We cannot use a bad type and then pay for
00:11:00repairs or malfunctions. For example, we bring a bad type and put it in for
00:11:03repairs. The price difference. We want a clean type, but its price should
00:11:07also be balanced with the passenger's
00:11:10fare. Today, the passenger's fare is not compatible with the price of
00:11:13diesel. So the loss is on
00:11:16us. And you have the issue of expensive repairs,
00:11:19for example.
00:11:21It doesn't work out for us between the price of diesel and repairs and the citizen's fare.
00:11:25There is more than one type of diesel.
00:11:27Every gas station has diesel. You understand me, but the liter
00:11:31of diesel is around 17,500.
00:11:34If a passenger wants to fill up, the passenger will
00:11:37ride in a microbus.
00:11:39If someone has two children
00:11:42at university, they won't be able to afford the diesel. When
00:11:46it gets expensive, rents get expensive,
00:11:48vegetables get expensive, food items get expensive,
00:11:51everything gets expensive.
00:11:56I am paying rent for the microbus. From where to where? From Deir
00:12:00Qara to here. 15,000. It's a shame. Every
00:12:04day I go back and forth, 15,000. What am I putting in? I am putting in the
00:12:07salary for transportation.
00:12:11We won't have food left, we won't have
00:12:13drink left.
00:12:15We need to keep warm. You are talking about keeping warm. What are we going to
00:12:19do? What are we going to do? There's nothing. Tomorrow we'll cover
00:12:23ourselves with blankets and fire. The situation of diesel.
00:12:262000. Where are we going to get
00:12:282000 from?
00:12:31Which type will you buy? What is it? Haven't three types
00:12:34been released? Three types have been released. I will not buy
00:12:38any type. I will buy the type that I put in the car, and that's it.
00:12:41First of all, the high price of diesel. With the high price of
00:12:45diesel, we told you, the fares of taxis
00:12:49will increase. Let's suppose, let's suppose that I am a parent
00:12:52and I have two children at university.
00:12:55I have to pay for their daily transportation, 3000 for each.
00:12:59I won't be able to afford it. Vegetables get expensive, meat
00:13:03gets expensive, food items get expensive, everything
00:13:06gets expensive. Everything related to cars gets expensive, car
00:13:10parts get expensive. All these things get expensive with the high price
00:13:13of diesel. I mean, now, for example, vegetables come from Latakia
00:13:17to you, they need diesel. Everything
00:13:19gets expensive. From Daraa to here, everything
00:13:22gets expensive. Please lower the price a little so people can live.
00:13:42Diesel is available.
00:13:45Whenever you go, diesel is available, but the problem is that
00:13:48the price is very expensive. I mean, today we are
00:13:52struggling with customers, with people, passengers. They used to
00:13:55pay 3000, today they are paying 4500
00:13:58for the northern roundabout. I mean, people, most
00:14:01people, are going out with no money.
00:14:05So we deal with this by saying, God bless you, it's okay,
00:14:08welcome. But at the end of the
00:14:11day, we go home and it's not enough for us. We also have
00:14:15a very expensive item. I mean, today we wait here for
00:14:18two hours in line until we don't leave empty-handed. If we leave empty-handed,
00:14:21we have lost the price of the diesel we spent.
00:14:25We can't get it back. There is no other job. What are we going
00:14:29to do? Has the cost
00:14:32of the tariff not increased? Okay, fine. It increased.
00:14:35They increased it by 1000 pounds. Fine, but most
00:14:39people don't have money. If people can't pay
00:14:414500, I mean, three was already too much for them.
00:14:45Today they are paying four and a half. We go back
00:14:48to our calculations.
00:14:50Take four, it's not enough. Take three and a half, it's not enough.
00:14:54Take five. Injustice is
00:14:57not allowed. There is a tragedy. There should be more studies
00:15:00than this. Currently, gas stations have available gasoline, there are no
00:15:04crowds. Yes.
00:15:07But in the past, during the last crisis, there were crowds.
00:15:13the gas station. I mean, I would leave at 12
00:15:17AM and stay until 10 or 11 AM to fill up.
00:15:20The turn for diesel for winter, what is its
00:15:23situation? Honestly, we can't afford to fill up. Frankly,
00:15:27the three types came out, but
00:15:30I didn't ask about them. Honestly, I didn't ask about them. But now, whether
00:15:34they are available or not, I don't know, but even the issue,
00:15:40the lowest price for heating is expensive for the citizen, it's expensive,
00:15:44it's expensive compared to the income. I mean, today I am
00:15:48A public taxi used to support three
00:15:51households. Today, one household is unable
00:15:55to support itself. It is unable to support itself.
00:15:59Due to the pressure of work, work has decreased, and people don't have
00:16:03money. I mean, today, not every segment of society can afford
00:16:07to take a taxi.
00:17:46Welcome, dear viewers. In this episode,
00:17:50we will talk about fuels in
00:17:53general, and the most important pillar related
00:17:56to fuels is perhaps the process of transporting
00:17:59oil derivatives inside Syria,
00:18:02especially inside Syria, and even what is exported from
00:18:05Syria abroad. To talk about this, I am pleased to welcome
00:18:09Engineer Ahmed Qabaji, who is the Deputy
00:18:13Executive Director of the Syrian
00:18:16Petroleum Company for Transportation and Distribution Affairs. Welcome, Mr.
00:18:19Ahmed. Welcome. You honored us. Welcome. May God bless you.
00:18:23Thank you for the reception. May God bless you.
00:18:26The transportation process is very important.
00:18:29How is the process of transporting
00:18:33and storing fuels carried out
00:18:36in Syria in general? Welcome, everyone. Of course, we are here
00:18:39in Baniyas, the primary oil terminal for the Syrian
00:18:43Arab Republic and the Syrian Petroleum Company.
00:18:46Transportation has two parts:
00:18:50one for crude oil and the
00:18:53second for fuels. Fuels mean
00:18:56gasoline, diesel, gas,
00:19:00and fuel oil. So, of course,
00:19:04the tankers arrive and connect to our offshore terminal.
00:19:08The offshore terminal, of course, you will see it after the interview.
00:19:11It is a very old and dilapidated terminal,
00:19:1576 years old. An English system, nothing like it
00:19:19exists anywhere else in the world except here.
00:19:21It contains seven berths, all of which were dilapidated.
00:19:24Thanks to the efforts of our engineers and technicians,
00:19:28we restored all these berths and prepared them, and they are all
00:19:31ready for service with local efforts from everyone. This caused a problem in winter
00:19:35and caused a bottleneck. Exactly,
00:19:39we used to connect the same
00:19:42gasoline tanker with the gas to the crude oil berth
00:19:45with the diesel to a berth. So this took time. Thank God,
00:19:49currently all of them are ready with local efforts and local expertise.
00:19:53Beautiful. So the problem, God willing, in winter, there is no problem in terms of transportation. We have
00:19:57one problem, which is the old
00:19:59system that is affected by the weather,
00:20:02by the seeds. So if
00:20:05the weather is a bit windy,
00:20:08ships cannot dock.
00:20:12We have overcome this problem by increasing the storage
00:20:15capacity of the tanks. Beautiful. We are trying now,
00:20:19in the summer, the weather is good, to secure storage
00:20:22capacities so that if there is a delay of two or three days
00:20:25due to bad weather, it will not
00:20:28affect the supply chain. I mean, are there new tanks being built? Have
00:20:32tanks been rehabilitated? Yes, tanks have been rehabilitated,
00:20:35and we have signed with a company to build 23
00:20:39new tanks in Baniyas and Tartous. 23 new tanks. When?
00:20:43Yes, we have started construction. This contract is for
00:20:46two years. Two years. Delivery will be in two years. Of course, the season
00:20:50for everyone is that delivery will be after six months, some after seven
00:20:54months. So we put this in case there is an interruption. We have
00:20:57tanks with large capacities, large capacities, and
00:21:00we have rehabilitated and maintained tanks here in transportation,
00:21:04about 11 tanks, all of which we have brought
00:21:08back into service. And four will be back in service within three months, and they will be
00:21:12100% here. The fuel
00:21:14sector. Our neighbors also
00:21:18have tanks under maintenance.
00:21:21The Baniyas refinery tanks. They have four tanks, and they
00:21:26maintenance very soon. So all this works
00:21:2924 hours a day, night and day, to secure capacity
00:21:32to have more capacity in case of an interruption, God forbid. Indeed.
00:21:36And you have also taken precautions so that there will be no interruption?
00:21:40Of course, seven berths are operating, seven berths
00:21:43are operating. The supply
00:21:46and procurement sector management also put in place a plan to
00:21:50secure supply chains for the next three
00:21:53months, so that if the crisis
00:21:57worsens or there is an interruption,
00:22:01contracts were signed for future supplies for three
00:22:04months, so that the material is guaranteed to reach us. These are purchase
00:22:08contracts, right? Purchase of diesel, gasoline,
00:22:10gas, and crude oil. I mean, we
00:22:13have purchased in advance for three months. Exactly.
00:22:16So that the material continues to flow to
00:22:20the mentioned locations. There is storage in the mentioned points.
00:22:24The second part is distribution.
00:22:28Distribution is based on each
00:22:30governorate. There is a fuel branch. Yes, a fuel
00:22:34branch receives
00:22:37requests from private and public gas stations.
00:22:40For the public and private sectors, they prepare them within
00:22:4424 hours and raise them to the fuel management
00:22:47as a total number
00:22:50for each governorate. Yes, based on that, the fuel company
00:22:54distributes and fulfills these requests the next
00:22:57day and distributes them to fuel
00:23:01centers in the governorates. Are there also tanks there? There
00:23:04are tanks, some of them are ready and some
00:23:07are destroyed. The ready ones have undergone
00:23:11simple rehabilitation, and the destroyed
00:23:14ones will also be rehabilitated, and some
00:23:17of them are ready.
00:23:20And in coordination with another company, I mean,
00:23:24currently there are foreign companies
00:23:28that will start building gas tanks.
00:23:3111 new tanks. 11 new tanks in Deir
00:23:35ez-Zor, in Aleppo, in Idlib,
00:23:38in Homs, in Baniyas, in Damascus.
00:23:42A total of 11 new tanks, each tank
00:23:46is 5000 cubic meters. This is for storing gas. This is for gas. Yes.
00:23:50So that we also guarantee the continuous availability of gas. This
00:23:53is what, I mean, within how much time? The scheduled
00:23:57timeline. This, I mean, it is expected to be completed in one and a half
00:24:00to two years. This project was signed and started. Yes. Okay,
00:24:04allow me, Mr. Ahmed, there is always talk about what will happen after
00:24:08one year, after two years. What has happened so far?
00:24:12What has happened so far is the entry
00:24:15of more than 20 tanks that were out of service
00:24:18into service. The rehabilitation of more than nine
00:24:21gas tanks
00:24:24service. The berths were one working and seven
00:24:29service. Securing supply chains
00:24:32for fuels. We used to receive only one
00:24:36or two tankers per month. Currently, the average
00:24:39is one and a half tankers per month. Last month,
00:24:4335 tankers entered
00:24:46Baniyas port. Yes.
00:24:50This is considered a great achievement, from one tanker per month to
00:24:5335 tankers per month. And we are moving towards developing
00:24:57the entire transportation system. Of course, this system, this
00:25:00terminal, we have put in place a scope of work that is ready.
00:25:04Yes. To start contracting for the construction
00:25:07of a pier at the level of the Gulf,
00:25:10so that import and export are 24
00:25:14hours a day and are not affected by weather or winds.
00:25:17This will also take two and a half years. Also two years. Yes, we have a future
00:25:21plan, of course. This is why you say it might be
00:25:25an extra cost. No. This is linked
00:25:28to the Iraqi oil pipeline
00:25:31that we will talk about. We will talk about it. So when I receive two million
00:25:34barrels of oil from Iraq, I need to provide
00:25:38a suitable pier that is not affected
00:25:41by weather conditions. So it's not just for us. This is the latest
00:25:44thing. Yes, this is for import and export. Yes, this has also been signed
00:25:48and started. We have signed a memorandum of understanding,
00:25:51and God willing, things are, it's a memorandum of understanding,
00:25:54it's still in the memorandum of understanding stage, but what will start
00:25:58and what we have planned for is the tanks.
00:26:05The crude oil tanks have
00:26:08been contracted for. So, development is ongoing. You inherited a dilapidated
00:26:12infrastructure, nothing below zero.
00:26:16Truly, below zero. Old equipment that had not undergone
00:26:19maintenance due to the recent war. I mean, there were many
00:26:22cathodic protections for equipment to prevent
00:26:25corrosion. Other than the bombing, no
00:26:28maintenance was done. So everything corroded, reached its lifespan,
00:26:32and some things went out of service. So with simple efforts,
00:26:36and we will bring in giant companies, I mean, giant
00:26:39companies will enter to implement
00:26:43projects to build new pipelines, build
00:26:46the continental shelf, build tanks,
00:26:50and an FSRU gas conversion unit. Please list
00:26:53them and mention the companies, if you don't mind. Okay.
00:26:57What will enter in terms of
00:27:00internal or external transportation operations? The first project
00:27:03is the export of Iraqi oil
00:27:07within the territory of the Syrian Arab Republic to Baniyas
00:27:10and Tartous ports. This project, a memorandum of
00:27:14understanding was signed with four international companies: Chevron,
00:27:18IT Capital, Total Energies, and UC.
00:27:21This is a pipeline
00:27:25transport. Pipelines. Yes. So that the current trucks
00:27:28are no longer needed. I mean, perhaps there will be no alternative, but also
00:27:39everything is connected to everything else, but I wanted to divide it. I mean,
00:27:43we will talk about internal contracts and developing this
00:27:46internal transportation infrastructure,
00:27:50then we will move on to talk about the connection. The current talk
00:27:54is that Syria will be a global hub. This is a big
00:27:57deal. Yes. Okay, is the internal situation safe now? I mean,
00:28:01no problems with transportation at all,
00:28:03and guaranteed full supply?
00:28:07God willing, no problems for at least the next three months. As I mentioned,
00:28:13in the governorates I mentioned to you: Damascus, Homs,
00:28:16Aleppo, Idlib, Deir ez-Zor, Baniyas. Okay, ten
00:28:19new tanks. God willing, no more transportation problems.
00:28:23God willing. So we've crossed the threshold and are always moving towards the better. Right?
00:28:26God willing. Okay. Now,
00:28:29the Prime Minister of Iraq, Mr. Ali
00:28:33Al-Zaidi, spoke about Iraq's plan to increase
00:28:36the export of
00:28:40barrels of oil through Syria to
00:28:43one million barrels.
00:28:46Right. We are ready in Syria.
00:28:49Now we will talk about two aspects.
00:28:52Sometimes there is a mistake or confusion with citizens when they see
00:28:56Iraqi tankers entering from Iraq
00:29:00to Baniyas. These tankers contain Iraqi fuel oil, not
00:29:03crude oil. Fuel oil. Iraqi fuel oil, which is one of the oil derivatives,
00:29:07one of the oil derivatives that comes from Iraqi
00:29:12the Iraqi side to export 1200
00:29:16tankers daily. Yes. Through Baniyas
00:29:19port. This is currently running. Every day, 1200 tankers
00:29:23are exported through Syria.
00:29:26Of course, we will mention that the infrastructure
00:29:29was not qualified. We have the capacity to unload 10
00:29:33tankers within 15 days
00:29:37with local personnel, our young people,
00:29:40engineers, and technicians. We increased the capacity from 10
00:29:43tankers to 1200 tankers. Now, the
00:29:471200 tankers enter, unload, and others come every day.
00:29:50The tanker is ready
00:29:54the tanker. The tanker transports fuel oil, fuel
00:29:57oil. The second part that
00:30:01the Prime Minister spoke about
00:30:04is that we are ready with the infrastructure for transportation
00:30:07of Iraqi oil in tankers.
00:30:11Iraqi oil in tankers. Iraqi oil, not Iraqi fuel oil, not Iraqi fuel oil in tankers.
00:30:14Also, we are
00:30:18the Iraqi side for more than four months. We do not
00:30:22have the infrastructure to receive Iraqi oil,
00:30:25so we prepared a site at the refinery
00:30:28for oil transportation in Homs, the Central Region Directorate.
00:30:31Yes. And we prepared
00:30:35two huge sites in the Nasiriya area,
00:30:38east of Homs, 60 km away.
00:30:41These are now ready to receive any additional
00:30:44oil from Iraq. So
00:30:481500 to 1200 tankers are ready for unloading in Homs
00:30:51and Nasiriya. Of course, why did we choose Homs and Nasiriya? To avoid
00:30:54congestion and reduce traffic
00:30:58and accidents on the roads.
