00:00:00Thanks to the regained peace, our
00:00:04common heritage, development can now
00:00:07take its full place.
00:00:11The societal project that is yours,
00:00:15namely, accelerating the march towards
00:00:18His Excellency the President of the Republic, Head of development, finds here and
00:00:21now a concrete
00:00:24illustration with
00:00:26the electrification of our districts.
00:00:31This constitutes a historic
00:00:32event,
00:00:35indeed, for decades,
00:00:38the populations
00:00:41of these localities
00:00:44have waited for the arrival of these
00:00:47essential infrastructure for the provision of water and
00:00:51electricity.
00:00:53Today, thanks to your firm
00:00:56will, a concrete response
00:01:00has been
00:01:02Boko, the Minister of Energy and provided and the pool, let's say it, has just
00:01:06gained a neighborhood, access to
00:01:08electricity, opens the way to new
00:01:12economic perspectives,
00:01:15it favors very small,
00:01:18small and medium-sized enterprises, it
00:01:21improves health and
00:01:24act, revealing the
00:01:26who embodies the permanence of education services,
00:01:27the State, the stability of strengthens security
00:01:31and contributes significantly to the well-being and
00:01:33fulfillment of
00:01:36Republic, Head of the populations. The technical characteristics of the project were
00:01:39highlighted by the Director-General
00:01:42moreover, testifies to for Major Works, Oscar Otoka. The
00:01:45in charge of, that of need to connect the
00:01:46energy and other district capitals, like Boko,
00:01:50Luingi, Lumo and
00:01:52the banks of Ngomatche, to 2026 by the head of modernity has been
00:01:54defined in application of the presidential
00:01:57program to accelerate the... march towards
00:02:01development, the energy boulevard,
00:02:04with its production capacity which today borders
00:02:07on 795 MW,
00:02:10even though we are experiencing deficiencies,
00:02:14there are advances
00:02:17that confirm the state's commitment to achieving sustainable
00:02:21development goals, aiming to serve the largest
00:02:25number of our localities,
00:02:28this is the whole meaning of... electrification of rural
00:02:31communities, included in the accelerated municipalization
00:02:35program of
00:02:36tailored for the job departments,
00:02:38market. Choose sequenced in time, of which many localities have benefited
00:02:42through thermal power
00:02:44plant construction projects, dependent ips to the factor of a
00:02:47non- perpetual ingredient,
00:02:51diesel, whose random availability
00:02:54dictates an hourly operating slot which limits the
00:02:58Republic and Head of full access to electrical
00:03:00energy. It should also be stressed
00:03:04that the modernization of the hinterland,
00:03:06a guarantee of improved living conditions for the population,
00:03:10is based on the dynamic of opening up localities to the
00:03:13world through connectivity infrastructure that
00:03:17relies heavily on
00:03:20Minister of Energy and electrical energy and is sustainable. The
00:03:22Minister of Energy and Hydraulics, Bruno Jean-Richard Ettou,
00:03:26from the outset of his speech, paid tribute to the head of
00:03:30state for his vision for the development of Congo.
00:03:33Your Excellency, Mr. President of the Republic, Head of State, your
00:03:37presence among us here today in Boko testifies once
00:03:40again to your personal and
00:03:43constant commitment to the balanced development of our
00:03:46national territory and to your desire not to leave any
00:03:50locality, however isolated
00:03:54all other sectors of it may be, behind progress.
00:03:57It also and above all testifies to the
00:03:59the increase in the production capacity of consistency with which you lead
00:04:01the vision you have set for
00:04:04vision of accelerating our country, through your societal project
00:04:07entitled "Accelerating the March Towards
00:04:09Development" and on the basis of which you were brilliantly
00:04:13re-elected to the highest office by the Congolese people
00:04:17last March.
00:04:21line as part of Each electric
00:04:22the so-called "friendship pole planted on the Kinkala, Luigi, Lumo,
00:04:25Boko axis, each kilometer of medium and low
00:04:29voltage lines deployed is a concrete,
00:04:33tangible translation of this presidential vision on the
00:04:37ground, closest to the people,
00:04:41closest to their needs and expectations, with a view to
00:04:44improving their well-being. Distinguished
00:04:47guests, ladies and gentlemen, we are in fact celebrating here
00:04:51the culmination of a vision, that of a
00:04:54Congo where energy, the development water,
00:04:58are no longer the prerogative of only large urban
00:05:01centers, but are extending to every corner of our country
00:05:05inexorably.
00:05:08Thanks to the construction of medium voltage lines from Kinkala, the
00:05:11populations of...
00:05:15are now connected to the national electricity
00:05:18grid, this project, sometimes,
00:05:22it must be said, carried out on the personal
00:05:25instruction, I will not say more, of
00:05:31State, is in line with the national
00:05:34policy of rural and peri-
00:05:38urban electrification whose ambition is
00:05:40now to guarantee universal access,
00:05:44that is to say to everyone, to all Congolese, this is now our
00:05:47ambition, to
00:05:50universal electricity,
00:05:53pardon, throughout the national
00:05:55territory, including in the
00:05:59most remote areas of our country. Bruno Jean-Richard
00:06:02Ettou also highlighted the merits of
00:06:06this project. Here in Boko, the event we are celebrating
00:06:09today, we have said, is a real
00:06:13celebration, but a double celebration. To
00:06:15the electricity that is now reaching
00:06:18these homes is added another equally
00:06:22essential achievement, drinking water. I am
00:06:25happy to announce after the Director-General,
00:06:28that the drinking water supply
00:06:32infrastructure built in Boko currently
00:06:35serves the entire locality.
00:06:37Energy and drinking water, these are the two
00:06:41pillars on which the well-being of our
00:06:43populations depends, and this
00:06:46is precisely the double mission that the head of state, I would
00:06:50say the double and heavy mission, has entrusted to the
00:06:54ministry that I am now
00:06:58hydraulics. Distinguished guests, ladies and
00:07:01gentlemen, electricity is not a
00:07:04luxury, it is a fundamental lever of
00:07:08human and economic development, and I will
00:07:11say it later. Mr. Prefect, where there is permanent
00:07:15electricity, students can study after
00:07:18nightfall and see their academic results
00:07:22improve. Health centers can store
00:07:26vaccines and medicines in good conditions and
00:07:29also operate at night to save
00:07:32lives. Artisans, traders, small
00:07:36and medium-sized enterprises can
00:07:38develop new income-generating activities.
00:07:42and employment, households finally access
00:07:45the comfort and security provided by
00:07:49domestic and public lighting,
00:07:53but above all, it is an entire youth that regains
00:07:56the hope of staying, building,
00:08:00and flourishing on the land of their ancestors, without being
00:08:04forced into exodus to large cities,
00:08:08Your Excellency, Mr. President of the
00:08:10State, it is therefore much more than an electrical network that
00:08:14you are inaugurating today, it is a promise of a bright
00:08:18future for the populations of Boko, Luigi, Loumo and
00:08:22Gomatse, for the populations of the Pool department
00:08:26in general, and through them for the populations
00:08:29of our country. The
00:08:32Hydraulics also called on the
00:08:35populations to preserve the achievements. I would like to
00:08:39humbly invite you
00:08:41to make responsible use of it,
00:08:45to protect the facilities that are now entrusted to you and
00:08:49to fully appropriate these development tools
00:08:53to derive the best profit for yourselves, for your
00:08:56children and for future generations. The
00:08:59Ministry of Energy and Hydraulics, for its part, will remain
00:09:03fully mobilized alongside
00:09:07national life, to continue and intensify
00:09:10the national electrification program, in line with the presidential
00:09:16the march towards development, so that more
00:09:19localities throughout the national
00:09:22territory will in turn benefit from
00:09:25this essential advance, but above all, yes, Mr. delegates, you are right to
00:09:29ensure its sustainability. After the series of
00:09:32speeches and the ritual performed by the
00:09:36holders of ancestral power,
00:09:38President Denis Sassou Nguesso proceeded to connect the...
00:09:46to the great satisfaction of
00:09:47the populations,
00:09:50today's man is Papa Sasu,
00:09:53decidedly for the development
00:09:56of a locality, the most important
00:09:59thing is water, the
00:10:03second is electricity, I am very
00:10:06satisfied, because
00:10:08electricity when...
00:10:55but without electricity, we can't
00:10:57watch that match. July 17, 2026, Head of
00:11:01State Denis Sassou Nguesso headed for
00:11:04Mossaka, capital of the Cuvette department,
00:11:08driven by the desire to provide permanent electricity to the
00:11:12populations, hence the gratitude of the inhabitants of this
00:11:15locality, expressed by the sub-prefect. There are
00:11:19days that are recorded in the calendar, and
00:11:22there are days that are recorded in history.
00:11:25Today Mossaka is not experiencing
00:11:28a simple official visit. Today Mossaka
00:11:32is writing a page of its
00:11:34destiny. By welcoming your
00:11:38Excellency, it is an entire department that stands
00:11:41united in gratitude,
00:11:45animated by hope and proud to welcome the one
00:11:52the nation and the continuity of the
00:11:55Republic. On behalf of the sons and daughters of the districts of
00:11:58Mossaka, Lukolela, Liranga and Bokoma,
00:12:02I have the great honor to wish you the most
00:12:05warm, the most fraternal and the most
00:12:08loyal welcome to the hospitable land of
00:12:12the Cuvette department. Your Excellency,
00:12:15Mr. President of the Republic, this land is
00:12:19unique. Here, water is not an
00:12:22obstacle, it is a path
00:12:25of encounter, exchange and fraternity.
00:12:29Here, water is not only a richness, it
00:12:32is a culture, an identity and a
00:12:35memory. Here, each sunrise
00:12:38over the Congo, the Ubangi, the Lema and the Sangha
00:12:42reminds us that our department is a natural
00:12:45crossroads, where the history, economy and
00:12:49hope of the Congo meet. Your presence today has
00:12:52an exceptional significance.
00:12:56You are the first President of the Republic to officially
00:12:59set foot on this land since the creation of the Cuvette
00:13:03department. This privilege will now be part
00:13:06of our historical heritage. Future
00:13:09generations will remember that at a time when
00:13:13everything remained to be built, you came to see, listen,
00:13:17encourage and build.
00:13:20Your Excellency, Mr. President of the Republic, you
00:13:22have often stated that... development only
00:13:26makes sense when it concretely improves the
00:13:29living conditions of the populations. The
00:13:32Director General of Major Works took on the
00:13:35duty of presenting the technical characteristics of the
00:13:38project. Ladies and gentlemen, energy
00:13:42sovereignty,
00:13:44a catalyst and vector of the economic and social development of the
00:13:47Republic, implies a fortiori an energy
00:13:51transition aimed at the development of an interconnected
00:13:55national network extended to rural
00:13:57areas with the aim of promoting a significant
00:14:01and enriched ramification of the energy
00:14:05boulevard infrastructure, the government of the Republic
00:14:09during the year 2012
00:14:11undertook to elaborate an electrification
00:14:14program for rural communities as part of a
00:14:18strategic partnership project supported and
00:14:21financed by the Export-Import Bank of India.
00:14:26With the support of the national company EDC, 10
00:14:30lines under this program have been put into service, namely:
00:14:33savoir
00:14:34Lutete-Fouati,
00:14:37Fouati Bokosongo, Mongokamba, Inda and
00:14:41Longu, Bwanasa Yamba,
00:14:44Mukukulu Maye, Maye
00:14:47Cibiti, Jombala Lekana, Gomboma
00:14:51Hongoni, Olombo, Abala.
00:14:55The most recent electricity transmission axes built under
00:14:59this program are
00:15:03and Oyo Mossaka,
00:15:0617 km of 30 kV network where the
00:15:10source substation is located in Boonji, with
00:15:13major obstacles: crossing the Lema River and 8
00:15:17km of gallery forest were enough
00:15:20to connect to the energy
00:15:22boulevard. A passable
00:15:26track opened along the line's
00:15:29route now allows this district
00:15:32capital, formerly more than isolated,
00:15:35to have a view of... the Lema in 20 minutes
00:15:39by road,
00:15:42with a linear length
00:15:44of 99.89
00:15:46km, the 110 kV Oyo
00:15:50Mossaka electricity transmission
00:15:52line follows a more or less straight trajectory in its first section
00:15:56to the village of Boumioko,
00:15:58then dictated by the environmental priority of the swampy
00:16:02area, the route goes up 100
00:16:05degrees to the northeast.
00:16:09Starting from the existing substation in
00:16:11Oyo, the power line runs along the Oyo
00:16:15Tchikapika road, then takes the direction of the villages of Obessi and
00:16:18Bokombo, then continues a critical path
00:16:22sought for balance between Lake Ibée to
00:16:25the east, and Mbanza to the west before reaching
00:16:29the Congo River to cross the Singolon Canal and
00:16:33Mossaka here at the site where we
00:16:36are. In
00:16:39Hydraulics, Bruno Jean Richard Ettou, did not fail to
00:16:43appreciate the efforts of the Head of State Denis Sassou Nguesso for the
00:16:46development of Congo. It is therefore with great
00:16:50emotion and a deep feeling of accomplishment, on behalf of the
00:16:53government, that I stand before you to celebrate a structuring,
00:16:57awaited, hope-inspiring
00:17:01political vision that guides our country,
00:17:05namely the commissioning of the electricity network of the city of
00:17:09Mossaka.
00:17:11Your Excellency, Mr. President of the
00:17:13State, your long-awaited
00:17:16presence here,
00:17:19the importance you attach, once again, to the balanced development
00:17:23of your country, to territorial
00:17:25justice, to social equity, to the
00:17:29modernization of our energy infrastructure,
00:17:33an undeniable guarantee of social progress and economic
00:17:36acceleration. You had made a promise to the
00:17:40people of Mossaka and in accordance with your personal
00:17:43and political code of honor, you
00:17:46have once again matched deeds with
00:17:48words. This awaited and hoped for
00:17:52moment is first and foremost the expression of a firm political
00:17:56will, a constant commitment, a long-
00:17:59term vision, which you embody with consistency
00:18:03and determination. It embodies once again
00:18:06your political pugnacity and your
00:18:10faithfulness to your commitments. Distinguished guests, ladies and
00:18:13gentlemen, for years, the city of Mossaka was supplied
00:18:16by generators, with all the
00:18:19limitations that this entails, notably the low power
00:18:23generation capacity, the discontinuity of service,
00:18:26the high operating costs and the impossibility of
00:18:30meeting the growing needs of a rapidly expanding
00:18:33city. From now on, thanks to the construction of the substation and
00:18:38its connection to the national interconnected network, Mossaka
00:18:41has taken a decisive step characterized by a continuous
00:18:45and good quality supply, increased
00:18:49capacity for households, businesses and social
00:18:52services to enter into a sustainable operating
00:18:55timeframe, a new dynamic for the economic,
00:18:58administrative and social
00:19:02Jean-Richard Ettou took the opportunity to inform the audience that
00:19:06this project is not the result
00:19:09of spontaneous generation, before recalling Congo's ambitions in
00:19:13the field of energy, thanks to the
00:19:16construction of well- known hydroelectric
00:19:20dams, particularly Sounda,
00:19:23emblematic dams, Cholet on the border
00:19:26with Cameroon, dams on the Congo River, Mourala and
00:19:30Zampasse dams, through the construction of solar
00:19:34power plants, through
00:19:37Congo's electricity and through
00:19:40the construction of new gas power plants,
00:19:44it also aims to realize at least
00:19:47100 km of additional power lines for the
00:19:50supply of electricity to the entire country, the
00:19:53construction of a new 400 kV high voltage
00:19:59loop" between the Democratic Republic of Congo, Angola and our
00:20:03country. This also involves the
00:20:06modernization, digitalization,
00:20:09and digitization of the management of electricity transmission and distribution
00:20:13networks. This also happens,
00:20:16finally, from 2028, with the
00:20:19generalization of the use of smart meters after
00:20:23payment. This is
00:20:26an opportunity and we will not fail to
00:20:29do so, to thank His Excellency Mr. Denis Sassou
00:20:32Nguesso, President of the Republic, Head of State
00:20:36and the entire government, for their constant efforts to
00:20:39modernize basic infrastructure for the
00:20:43well-being of the populations. It was after the series of
00:20:47speeches and the traditional ritual that
00:20:50President Denis Sassou Nguesso connected the city of
00:20:54Mossaka to the national electricity grid. 2 days after
00:20:57Mossaka, the sense of duty led the President of the
00:21:01Republic to Alembé in the Kénialima department
00:21:05on July 19, 2026.
00:21:07Objective: to make permanent electricity
00:21:10connected to the energy
00:21:14boulevard from Boonji available to the populations.
00:21:17Marked by formidable swamps, difficult
00:21:21to access, all reasons combined with the discomfort
00:21:24caused by the presence of vipers, pythons,
00:21:28alligators, hippopotamuses and other
00:21:31venomous reptiles and insects, not to mention the difficulties
00:21:34of supply, significantly slowed the
00:21:37pace of work, a hardship that increased
00:21:40during the opening operations of service
00:21:43tracks. Ladies and
00:21:46gentlemen, in the heart of the peat bogs
00:21:50and muddy areas, the earthmoving equipment used
00:21:53in situ materials to create linear
00:21:56platforms, consisting of peat and sandy
00:22:00clay soil of limited bearing capacity, dewatered to transport the
00:22:04equipment and materials indispensable for the erection of the
00:22:06pylons. From this operation not
00:22:10only arose longitudinal channels filled with water
00:22:14and sufficient sections allowing
00:22:16the mobility of motorized boats, but also
00:22:20a service track, although difficult to
00:22:24pass, now regularly used to
00:22:27serve the village of Boyengué where an important
00:22:30foreign
00:22:33market is developing. Boyengué,
00:22:36this village is located about 5 km from
00:22:40Bohoulou on the Landeku,
00:22:43a river once used by the very
00:22:46hot brothers and the French company of the Upper and Lower Congo.
00:22:50for the evacuation of palm oil produced in
00:22:53Boukweli. It is therefore
00:22:56evident that to cover this line of nearly 100
00:22:59km of the Oyo Mossaka
00:23:02power line, the company Valiante Power
00:23:05showed resilience forged in the fire of the
00:23:09diversity of the environment and prowess in the face of the titanic
00:23:12nature of the work. This presidential journey in
00:23:16three departments of Congo ended on a note of
00:23:20satisfaction since the election campaign
00:23:23until today,
00:23:25you see the mobilized
00:23:28people,
00:23:31and I believe that the people
00:23:34are not listening to the birds of ill omen
00:23:38and some detractors,
00:23:42especially those who speak from
00:23:45abroad,
00:23:47because the reality is here and... and the
00:23:51people live this reality every
00:23:53day, there is no doubt
00:23:57that the people will adhere,
00:24:00yes, they already adhere, they have expressed it through
00:24:04their vote, during the presidential
00:24:07elections, and the people
00:24:10will adhere to
00:24:12the vision we have
00:24:15to transform this
00:24:18country, I believe that...
00:24:21that if we can go from
00:24:24Pointe-Noire to Sanké
00:24:28and the Cameroon
00:24:31border by car, it is
00:24:34not a side story and these
00:24:37are concrete achievements, we were in
00:24:41Mossaka, yes and we cannot
00:24:45think that transporting
00:24:48electricity to Mossaka through
00:24:51the flooded forests
00:24:55was an easy exercise,
00:24:59it's pretty much the same exercise that we
00:25:02performed
00:25:04when we decided to build the
00:25:08Dongu road and Fondo and Peña, the
00:25:11muddy area, it's the same muddy
00:25:13area and
00:25:15here in Lembé as in
00:25:19Boko.
00:25:23We saw a mobilized
00:25:27people who believe in the project that was
00:25:30proposed to them during the elections, next August 5th
00:25:34we will launch in Bambou Mingali,
00:25:38the 2nd edition of the
00:25:41Great Agricultural Fair of Congo and there too, dear
00:25:45viewers, thus ends this issue of Under the
00:25:48Spotlights when... dedicated to the connection to the national
00:25:52electricity grid by the head of state Denis Sasungesu of the localities of
00:25:56Boco, Yingi, Gomatité in the Pool department, of
00:26:00Mosaka in the Congo Ubang department.
