00:04:31The Minister of
00:04:41Hydraulic Resources and
00:04:48Loyal viewers of Télé Congo,
00:04:51concretization of the energy welcome to the accelerator with this new chapter in our history, we
00:04:55Planning, Statistics, and are moving towards development, I am the capemis on the CG de la Liberté, a general
00:04:58education center that has become ultra-modern thanks to the
00:05:02impetus of the President of the Republic Denis Assou Nguesso and the strategic support of
00:05:06SNPC. This emblematic institution is being reborn with
00:05:10state-of-the-art infrastructure and a learning environment
00:05:13for our youth. Ladies and gentlemen, following the three steps that led to the metamorphosis of
00:05:16this historical complex from a dilapidated state: demolition of the old
00:05:19buildings, launch of the works, and official inauguration by the
00:05:23President of the Republic Sassou Nguesso on Friday, October 24,
00:05:262025. Ladies and gentlemen, ahead of the accelerator.
00:05:48For many years, the Collège
00:05:51d'enseignement général de la Liberté was in a critical state.
00:05:54There was an absolute urgency at all
00:05:57levels. Damaged buildings, the classrooms
00:06:01were very old, broken by time and without protection from the
00:06:04rain and storms. Overcrowded
00:06:08classes, there were too many students per class. Transmitting
00:06:11knowledge every day became an
00:06:15extremely difficult task. Discouraged teachers,
00:06:18the teachers worked with a lot of heart, but the lack of resources
00:06:22ended up tiring them out and discouraging them. The observation was
00:06:25sad.
00:06:28The school was deteriorating day by day. Faced with this
00:06:32refused to abandon this situation to offer young people a
00:06:36quality and dignified education. The decision came
00:06:39from the President of the Republic. It's not about...
00:06:42small repairs to the old school, but starting over
00:06:46to build an entirely modern CG. The old, damaged
00:06:49buildings are just a memory for older
00:06:52generations. In their place, workers worked
00:06:56day after day, large new buildings rose from the
00:06:59ground, accompanied by well-equipped sports areas for students and
00:07:03teachers. A real architectural gem was born in the
00:07:06heart of the Talangayi district. This impressive
00:07:10change is not a coincidence, it comes from... strong
00:07:13political will and firm commitment. The President of the
00:07:17Republic places youth at the center of his actions. His
00:07:20conviction is clear: a country cannot prepare its
00:07:23future if its children do not study in
00:07:26clean, modern, and secure premises. Faced with this
00:07:31refused to let past difficulties spoil the future of youth. He
00:07:35made the modernization of schools a priority for
00:07:38the entire country, which allowed for real changes to be made and
00:07:42the... necessary for moving from words to
00:07:45deeds. To carry out this great
00:07:49project, the National Oil Company of Congo (SNPC)
00:07:51was called upon to intervene as part
00:07:55of its social actions for the population, and out of duty to the
00:07:58nation. The SNPC provided very
00:08:01significant financial and material assistance. Thanks to this
00:08:05successful alliance between the State and the
00:08:08la Liberté has completely changed. Well-ventilated classrooms
00:08:12with good lighting and filled with new tables adapted
00:08:16to students, respectful conditions that restore
00:08:20to teachers all the dignity of their profession.
00:08:22Today, the CG de la Liberté has nothing to do
00:08:26with the former establishment. It proves one important
00:08:30thing. Under the leadership of the Head of State,
00:08:33education is not a useless expense, but
00:08:36the most important investment for the strength
00:08:39and future of the country. By giving back a... to this
00:08:43college, it is the entire community of students,
00:08:46parents and teachers who regain pride and the desire to
00:08:49succeed. This is the proof that a presidential
00:08:52promise has been kept for the benefit of
00:08:55all.
00:09:05Metamorphosis in the CG de la Liberté, Congo has shown
00:09:08that the modernization of its education is no longer a promise but a
00:09:12reality on the ground. This concrete investment makes it possible to train, starting
00:09:16today, the elites of tomorrow, or if you will, the builders of tomorrow. Ladies and gentlemen,
00:09:20this is what today's gazette covered. Thank you for watching.
00:10:04Good evening everyone, in headline, the reform of the United
00:10:08Nations Security Council continues to be on the diplomatic
00:10:12agenda. Africa as a major and strategic demand,
00:10:15the question was at the heart of discussions between foreign
00:10:19ministers and members of the African Union's Committee of
00:10:22Ten, including the Republic of Congo, represented by Foreign
00:10:25Minister Constance Serge
00:10:29Mbunda. In the Republic of Congo, floods
00:10:32disrupt the daily lives of residents in this
00:10:35district, facing rising waters.
00:10:39Residents must cope with travel difficulties and
00:10:43the threat to their homes. To assess
00:10:46the extent of the damage, the Minister of State Control, Quality of
00:10:49Services and the Fight against Anti-Values, went
00:10:52to the scene. It
00:10:55is a phenomenon known to almost
00:10:59everyone, some newborns present in the first
00:11:02minutes of life, respiratory
00:11:05difficulties linked to the aspiration of amniotic fluid, where
00:11:09does this fluid come from, what are the main causes of this
00:11:13aspiration and how do health professionals take
00:11:17care of newborns? The answer in this
00:11:19newspaper. In Libya, the reform of the United
00:11:23Nations Security Council continues to feature on the diplomatic
00:11:27agenda as a major and
00:11:30strategic demand. Meeting in Tripoli, the foreign
00:11:33ministers of the countries that make up the Committee of 10 of the African
00:11:37Union are working to harmonize their position and
00:11:40defend a reform that will correct this
00:11:43historical injustice suffered by Africa. At these meetings, the
00:11:47Republic of Congo is represented by the Minister of Foreign Affairs,
00:11:51Constance Serge Bunda. This is a report by Barole.
00:11:57Among the foreign ministers here in Tripoli, the Congolese Constance
00:12:01their will for a
00:12:04common opposition to correct an anomaly of history, the
00:12:08underrepresentation of the African continent in the United
00:12:11Nations Security Council. For the Republic, whose voice is carried by Minister
00:12:15Constance Serge Bunda, the Tripoli meeting aims at the
00:12:19coordination of African diplomacy. As an
00:12:22orientation, it is about supporting a more
00:12:25just and more representative form of the multilateral
00:12:29system with one objective: at least
00:12:33two permanent seats for Africa. The ministers do not stop
00:12:37at the number of seats; they evoked for Africa
00:12:40the same prerogatives as those of the other current
00:12:44permanent members, including the right to veto, as well as five
00:12:48non-permanent seats. A minister rejects any formula that
00:12:51would place future African permanent representatives
00:12:54in a secondary position. Beyond principles, the challenge in Tripoli
00:12:57is to transform international support for this
00:13:00demand into concrete progress in
00:13:05the Future commits us to remedy the historical
00:13:08injustice done to Africa, to recognize the
00:13:11necessity of treating its representation as a
00:13:15particular one. This commitment must
00:13:19henceforth be translated explicitly into the negotiating
00:13:22texts and into any consolidated
00:13:25reform model. In parallel, the African
00:13:29Union would gain from deepening its
00:13:32reflection on the selection
00:13:35criteria, the rotation and the
00:13:38accountability of its future representatives in order
00:13:41to anticipate the requirements of a reformed
00:13:45Security Council. Congo's participation in this eron consecrates
00:13:49its solidarity with the continent and its support for a more
00:13:52equitable multilateralism, as President
00:13:55Denis Sassou Nguesso has always emphasized. Africa,
00:13:59once again, asks for neither privilege nor favor. It demands
00:14:03justice, equity, and recognition of its legitimate
00:14:06place in global governance. Our
00:14:09collective responsibility is to ensure that future
00:14:13generations are no longer forced to
00:14:16denounce the same injustice. Africa has shown
00:14:20patience, it has shown responsibility, it
00:14:24has shown unity. It is now up to the
00:14:27international community to demonstrate real political
00:14:31will. I cannot conclude my
00:14:34remarks without reiterating to this august
00:14:37assembly, the ambition of the Republic of Congo to
00:14:41carry our collective voice by presenting itself
00:14:44as a non-permanent member of the Security
00:14:47Council for the period 2030,
00:14:502031, and we are already seeking
00:14:53your support. As part of discussions among foreign
00:14:57ministers here in Tripoli, the message is to make the
00:15:00reform of the Security Council a concrete advance for
00:15:04Africa and not another empty promise.
00:15:07In the Republic of Congo, in the
00:15:10process of elaborating the National Development Plan
00:15:142027-2031,
00:15:16the Minister of Economy,
00:15:20Foresight, Lidovier Kengatse, held a working
00:15:23session with the development partners, notably the
00:15:26representatives of multilateral financial institutions
00:15:30established in Congo. This was a consultation meeting that allowed for
00:15:34collecting their recommendations and stimulating
00:15:37the mobilization of resources to finance the projects that will
00:15:40be selected in the upcoming PND. Léonard
00:15:44Pandit. The government is working to provide Congo, for the
00:15:48period 2027-2031,
00:15:51with a realistic, inclusive, and
00:15:54attractive national development plan in terms of its funding,
00:15:57a plan that will be the first of the Congo 2063
00:16:01vision. In the dynamic of its elaboration and after the
00:16:06the workshop held from September 23 to 25 last
00:16:10in Quintelé, it is useful to consult development
00:16:13partners, share national priorities with
00:16:16them and prepare the mobilization of
00:16:19funding. The elaboration of the National Development Plan
00:16:22requires a participatory process.
00:16:26So today's meeting is a consultation with
00:16:29partners, friends of Congo. We wanted
00:16:32to listen to them, hear them, receive
00:16:36their observations on what is being done and perhaps
00:16:40for them to give their opinion on what we
00:16:43are going to do and what they want from Congo. The meeting was
00:16:46attended by, among others, representatives of United
00:16:50Nations system agencies, the World Bank, the International
00:16:53Monetary Fund, the Development Bank, the French
00:16:56Development Agency, as well as some
00:16:59diplomats. Opening the
00:17:04Statistics, and Foresight emphasized the coherence
00:17:08between the future PND, the Congo
00:17:112063 Vision, and international
00:17:14development programs in which Congo is engaged. The
00:17:18future PND will thus ensure a coherent articulation
00:17:21between this long-term vision and the medium-term
00:17:25priorities selected in the PNG. It should
00:17:28also take into account the commitments that our country has
00:17:31made, notably under the
00:17:35Agenda, the African Union Agenda (Agenda
00:17:382063). In this perspective, the government
00:17:41intends to prioritize interventions likely to
00:17:45produce significant results on the transformation
00:17:49of our economy, competitiveness, employment,
00:17:51the development of human capital, infrastructures, and the
00:17:55valorization of our natural resources, with a view to
00:17:58improving the living conditions of the population. A
00:18:01presentation was made of the main axes of the future national
00:18:05development plan, progress was made in the
00:18:09process of its elaboration, the major
00:18:12challenges to be met and the role of technical and
00:18:15financial partners, this was followed by discussions
00:18:18that allowed technical and financial partners to formulate
00:18:22recommendations concerning the implementation of
00:18:25structural transformation reforms, the establishment
00:18:28of implementation and monitoring structures for the PND
00:18:31and the President of the Republic's social
00:18:35project. We had a
00:18:37convergence of views on all the priorities that must be
00:18:40implemented and we reaffirmed to the
00:18:44Minister our commitment with this new
00:18:48planning framework that is currently being finalized so that it can be
00:18:51the engine and the common vehicle that guides
00:18:55all of our interventions
00:18:57for the realization of this
00:19:01transformation of Congo. At the end of the discussions, Minister Ludovique Ngatze
00:19:04indicated some specificities of the
00:19:07PND 2027, 2031. Within the framework of this
00:19:11plan, what will change is that we have really
00:19:14taken into account all the weaknesses that
00:19:17were mentioned in the framework of the diagnosis of Congo's
00:19:21current situation, but also of the implementation of previous
00:19:24plans, namely an insufficient implementation of
00:19:27prior reforms, but also the fact that we have always relied
00:19:31on public resources which are not elastic and therefore, in
00:19:35the framework of this plan, the emphasis will be
00:19:38on improving business affairs, structural
00:19:42reforms to allow the private sector to implement
00:19:45structuring projects that make it possible to concretize the President's
00:19:49project and improve the
00:19:52quality of public services. The recommendations
00:19:55formulated by the technical and financial partners
00:19:59will serve to enrich the PND strategy on
00:20:02which the experts are currently working.
00:20:08Energy and Hydraulics Bruno Jean-Richard Itoua met
00:20:12with his counterpart from the DRC, Sama Kambulu
00:20:16Lendo, Minister of
00:20:18Electricity, to examine key issues
00:20:22such as the Pioka-Tombé project, the strengthening of
00:20:25interconnections, and the
00:20:28friendship loop initiated by the Brazzaville
00:20:31Agreement of December 6, 2021. Details with
00:20:34Cyril Safobati. The Minister of Energy and Hydraulics
00:20:38Bruno Jean-Richard, on October 9, 2026, was in
00:20:41Kinshasa on a working mission where he held discussions
00:20:44with his counterpart from the Democratic Republic of Congo.
00:20:48République Démocratique du Congo.
00:21:20electrical system, secure energy exchanges and sustainably
00:21:23improve access for our populations to
00:21:26electricity. The signing of the memorandum of understanding related to the
00:21:30friendship loop project marks a decisive step forward
00:21:33today. It sets the institutional and operational
00:21:36framework necessary to durably connect
00:21:40Pointe-Noire, Kinshasa, and Inga and strengthen
00:21:44the complementarity of our networks. For Minister Bruno
00:21:47Jean-Richard Itoua, this bilateral dynamic aims to formalize
00:21:51electrical interdependence and pool production capacities
00:21:54between the two banks of the river to accelerate
00:21:57sub-regional integration. We have the responsibility, the
00:22:01Minister and I, to
00:22:03translate concretely the will of the two heads of state of the two countries
00:22:07to build an energy bridge between the two countries based on the
00:22:10extraordinary potential that exists here in the DRC on the energy
00:22:14front, which is a little less here in Congo, but the two assemblies and
00:22:18well, it will only be stronger and more powerful for the benefit of the
00:22:22population, but also to
00:22:26economic growth, which marks our two
00:22:29heads of state and our two countries, if only
00:22:32along the border on both sides
00:22:36of the two borders, in addition to the rest of the industry that
00:22:40today craves an extraordinary
00:22:42appetite for energy, and we must do
00:22:46everything for that because that is what will transform our countries. Agreed,
00:22:50the technical evaluation of transport infrastructures is accelerating on the ground,
00:22:54illustrated by the inspection mission led by the Brazzaville
00:22:58Pointe-Noire axis with a view to doubling the lines. This protocol seals
00:23:03energy a major lever for economic development and
00:23:06improving the living conditions of the
00:23:08populations. In Brazzaville, with the
00:23:12aim of examining the problems related to the rise in butane
00:23:16gas prices, the Minister of Commerce, Supplies,
00:23:20and Consumption, responsible for Zelec, Jacqueline Lidia
00:23:23Mikolo, discussed with distributors and consumers of
00:23:27gas. The goal was to listen to them for
00:23:31national market supply and respect for prices.
00:23:35This is a report by Naomi
00:23:37Kokord.
00:23:39Concerned about preserving the balance of the national butane gas market,
00:23:43Jacqueline Lydia Mikolo, Minister of Commerce, Supplies and Consumption, in charge of las
00:23:47délicaf, initiated consultations with the various
00:23:50actors in the sector. The issue: the entry price for
00:23:54distribution increased from 200 to 300 CFA francs per kilogram, a 50%
00:23:58increase, while the selling price to consumers should
00:24:02be set at 512 CFA francs per kilogram, which is the problem
00:24:05we currently have with our consumers. The 12kg bottle
00:24:09used to be 6400 francs, there was even a
00:24:12note for that, I have it on my phone, in December, it was during the holidays, I bought the
00:24:15gas bottle for 10000 francs and also paid the delivery man, that brings us to 11000
00:24:19francs. for a 12 kg bottle, I find it too much, I thought it was
00:24:23only during the holidays, but currently the price is still high compared
00:24:27to the civilian price compared to our own, I would say to Mrs.
00:24:30Jacqueline Lydia Mikolo, the Minister of Commerce to review
00:24:34this problem, really mom, review this problem, we can't
00:24:38do it, it's really very expensive, I really put everything in your hands,
00:24:41mom, I know we will have a very good solution soon. The Minister
00:24:44first received the distributors, who explained their difficulties,
00:24:48notably the constraints of supply, the costs related to tolls
00:24:52and fuel, as well as the charges weighing on their
00:24:55activities. They also raised the discrepancies between the costs
00:24:59incurred and the price structure set in October
00:25:022018. We observe since April
00:25:05200 25, because we were indeed the first
00:25:08to conclude with one, so the
00:25:11price gives us a price of 330, whereas the PD
00:25:15price earlier, the PD is 200 francs, Wingwa charges a
00:25:19price of 300. 30 and so there is a surcharge of 30 and
00:25:23I think some officials who are here know the problem very well because we had several discussions
00:25:27in January 2026, we
00:25:29resist because, well, somewhere the population also needs to be
00:25:32satisfied, and so we presented all the possible requirements to the authorities,
00:25:36so we expect the authorities to find a solution to that.
00:25:40Today there is a new situation, these are the tolls in the existing
00:25:44or current price structure, the toll booths are not at all
00:25:47mentioned and these tolls are paid exclusively by the
00:25:51companies. The Minister then met with the producers,
00:25:54notably a delegation from the Wingow company led by its
00:25:57deputy director of finance Yujinois. The discussions
00:26:01notably focused on the supply of raw materials and price
00:26:05control. The amputation is
00:26:09carried out on the basis of a single
00:26:12unit of equipment, installations and
00:26:18investment only for the pudding
00:26:21unit is 121 million
00:26:25376,000 USD. The total
00:26:29taxes and other levies are 67.
00:26:327.40 CFA francs per
00:26:35kilogram. Here, we have recoverable
00:26:39gas drips, that's 231
00:26:42CFA francs per kilogram, and then there are export
00:26:45drips, we put 2 % which is
00:26:486.60 francs per kilo, so
00:26:52in the end, we found the
00:26:56the source of windwa is 25
00:26:59f4 per kilogram. At
00:27:02the end of these meetings, Mikololo emphasized the
00:27:05need to re-examine the agreements concluded between the government and the
00:27:09operators, as well as the mechanisms for price setting in order to
00:27:12preserve the interests of actors from producer to
00:27:16consumer. We cannot sell at
00:27:19prices that are not approved. While waiting
00:27:22for a new price structure, the services of the
00:27:25Ministry of Commerce will ensure that
00:27:28either the circular or the 2018 decree
00:27:32is in force, and those who violate it will deal with
00:27:36the authorized services. Similarly,
00:27:38in our discussions, we not only have the stick, we also
00:27:42have the carrot. A product like
00:27:45gas, you know, is a very sensitive product, it
00:27:48should not be subjected to fluctuations without
00:27:52the public services, the government, and therefore the Ministry of Commerce, addressing
00:27:55the issue. But we will continue the
00:27:58discussion so that we arrive at a structure,
00:28:01certainly. Collegially, at the government level, we are trying to find the
00:28:05right balance. There is a draft decree in
00:28:09circulation, we believe, but before the government makes
00:28:13its final decision, we have held.
