00:01:50in diplomacy, the reform of the United Nations Security Council
00:01:53continues to be on Africa's diplomatic agenda
00:01:56as a major and strategic
00:02:00demand, the issue is at the heart of discussions between the foreign
00:02:03ministers of the countries that
00:02:06session, the Minister of make up the African Union's Committee of 10, the
00:02:09Congo was represented by Minister Constance Serge Bunda
00:02:12Tripoli, here is the report by Barol Agnolo.
00:02:16Among the foreign ministers here in Tripoli, the Congolese
00:02:19Constance Serge Bunda, all show their willingness for a
00:02:23common position in order to
00:02:24borders in addition to the rest of correct an anomaly in history, the under-representation of the African
00:02:28continent in the United Nations Security Council for the
00:02:32Republic of Congo, whose voice is carried by Minister Constance Serge
00:02:35Munda, the Tripoli meeting
00:02:38subscribed to, particularly under aims to coordinate African diplomacy.
00:02:41As a guideline, it is about supporting a more
00:02:44just and more representative reform of the multilateral system with
00:02:48one objective, at least two permanent seats for
00:02:52Africa. The ministers do not stop at the number of seats, they
00:02:56have evoked for Africa the same prerogatives as those of
00:02:59other current
00:03:02butane gas is causing concerns within permanent members, including the right of veto, as well as five non-permanent
00:03:05seats. The ministers reject any formula that
00:03:09Commerce, Supplies, and would place future
00:03:11Consumption, in charge of African permanent representatives in a secondary position,
00:03:13beyond principle, the challenge in Tripoli is to transform international
00:03:17support for this demand into concrete
00:03:21progress in the negotiations. The Pact for
00:03:23the Future commits us to remedying the historical
00:03:26injustice done to Africa and to recognizing
00:03:30the need to treat its representation as a special
00:03:35consultations with the various stakeholders in case. This commitment must
00:03:38the President of the now be explicitly translated into the
00:03:41negotiation texts and into any consolidated reform
00:03:44model. In parallel, the African Union
00:03:48would benefit from deepening its
00:03:51reflection on the selection criteria,
00:03:53rotation and accountability of its future
00:03:56representatives in order to anticipate the requirements
00:04:00of a reformed Security Council. The
00:04:03participation of Congo in this meeting confirms its
00:04:07solidarity with the continent and its support for a more
00:04:10equitable multilateralism, as President
00:04:13Denis Sassou Nguesso has always emphasized.
00:04:17Africa, once again, asks for neither privilege nor
00:04:20favor, it demands justice, equity and
00:04:24recognition of its legitimate place in global
00:04:27governance. Our collective responsibility is to
00:04:31ensure that future generations are no
00:04:34longer forced to denounce the same
00:04:36injustice. Africa has shown
00:04:39patience, it has shown respect, it has shown
00:04:43unity, it now belongs to the international community
00:04:47to show real political
00:04:50will. I cannot conclude my
00:04:53remarks without reiterating to this august
00:04:56assembly the ambition of the Republic of
00:04:59Congo to carry our collective
00:05:01voice by presenting itself as a non-permanent
00:05:04member of the Security Council for the period
00:05:082030 - 2031 and we
00:05:11are already seeking your support at the end of the
00:05:14discussions between the foreign ministers here in Tripoli,
00:05:18the message is to make the reform of the Security Council
00:05:22a concrete step forward for Africa and not a new
00:05:25promise without a future.
00:05:28In economy, in the process of elaborating the national development plan
00:05:322027-2031, the Minister of Economy, Planning, Statistics and
00:05:36Forecasting Ludovic had a working
00:05:39session with development partners, notably
00:05:42representatives of multilateral financial institutions established in
00:05:46Congo. This is a consultation meeting that allows to gather
00:05:50their recommendations and to encourage the mobilization of resources to
00:05:53finance the projects that will be selected in the upcoming
00:05:57PND. The commentary is by Léonard
00:05:59Pondi. The government is working to provide Congo for the
00:06:03period 2027-2031
00:06:05with a realistic, inclusive and attractive
00:06:09national development plan in terms of its financing. A plan that
00:06:12will be the first step of the Congo 2063
00:06:15vision. In the dynamic of its
00:06:18elaboration and after the
00:06:22the workshop held from September 23 to 25 in
00:06:25Kintélé, it is useful to consult development
00:06:28partners, share national
00:06:31priorities with them and prepare the mobilization of
00:06:35funding. The elaboration of the national development plan requires
00:06:38that the process be participatory, so
00:06:41today's meeting was a consultation with
00:06:45partners, friends of Congo, we wanted
00:06:48to listen to them, hear them, receive
00:06:52their observations on what is being done and perhaps they also
00:06:55give their opinion on the continuation of what we are going
00:06:58to do and what they want from Congo. The meeting was attended
00:07:02by, among others, representatives of United Nations system agencies,
00:07:05the World Bank, the International Monetary
00:07:09Fund, the African Development Bank,
00:07:12the French Development Agency as well as some
00:07:16diplomats. Opening the
00:07:19Economy, Planning, Statistics and
00:07:23Forecasting emphasized the coherence between the
00:07:26upcoming PND, the Congo 2063 vision
00:07:30and the international programs in which
00:07:33Congo is committed. The future PND
00:07:36should ensure an articulation
00:07:39between this long-term vision and the priorities
00:07:43retained in the PNG. It should
00:07:46also take into account the commitments our country has
00:07:51the United Nations 2030 Agenda, the African
00:07:54Union Agenda, Agenda 2063. In
00:07:57this perspective, the government intends to prioritize
00:08:01interventions likely to produce significant effects on the
00:08:05transformation of our economy, competitiveness,
00:08:08employment, human capital development, infrastructure,
00:08:12the valorization of our natural resources with a view to improving
00:08:16the living conditions of the population. A presentation was made of the
00:08:19main axes of the future national development plan, the
00:08:23progress made in the process of its
00:08:26elaboration, the major challenges and the role of
00:08:30technical and financial partners. This was
00:08:33followed by exchanges that allowed technical and financial
00:08:36partners to formulate recommendations concerning the
00:08:40implementation of reforms, structural transformation,
00:08:44the establishment of implementation and monitoring
00:08:47structures for the PND and
00:08:51Republic's societal project. We had convergences of views on
00:08:55all the priorities that must be implemented
00:08:58and we reaffirmed to the Minister our
00:09:02alignment with this
00:09:06new planning framework that is being finalized so that it
00:09:09becomes the common engine and vehicle that guides
00:09:13all our interventions for the
00:09:16realization of this Congolese transformation. At the end of the discussions,
00:09:20Minister Ludovic Ngatze indicated some particularities
00:09:23of the PND
00:09:252027-2031.
00:09:28In the framework of this plan, what will change is that we have truly taken into
00:09:32account all the weaknesses that have been
00:09:35mentioned in the diagnostic of Congo's
00:09:38current situation, but also in the implementation of previous
00:09:42plans, namely an insufficient implementation of preliminary
00:09:46reforms, but also the fact that we have always relied on
00:09:49public resources that are not elastic, and
00:09:53so in the framework of this plan, the focus will be on improving
00:09:56the business climate, structural reforms to allow the
00:09:59private sector to accompany us in the implementation of structuring
00:10:03projects that allow us to concretize the president's
00:10:07societal project and improve the quality of public
00:10:10services. The recommendations formulated by technical
00:10:14and financial partners will serve to enrich the
00:10:17PND strategy on which experts
00:10:20are currently working. Bruno
00:10:25Energy and Hydraulics of Congo,
00:10:27completed his official working mission in Kinshasa. He met
00:10:31with his counterpart from the Democratic Republic of Congo,
00:10:34Aimé Sakombi Molendo, Minister of
00:10:38Electricity, to examine key issues such as the
00:10:41Pioka Tombé project. All of this in this report signed
00:10:45Cyril
00:10:47Minister of Energy and Hydraulics, Bruno Jean-Richard Itoua, on October 9,
00:10:512026, in Kinshasa, on a working mission where he held
00:10:55important discussions with his counterpart from the Democratic Republic of
00:10:58Congo, Aimé Sakombi Molendo, Minister of Hydraulic
00:11:02Electricity. The discussions focused on the
00:11:05Pioka Tombé hydroelectric project, the
00:11:09energy friendship loop, and electrical interconnections. United by history,
00:11:12geography, and the shared Congo River, the governments of the two countries
00:11:16are committing their resources and priorities to valorizing this
00:11:19actionable potential, stated Minister Sakombi Molendo. Our
00:11:23efforts towards a common
00:11:26goal: to strengthen the interconnection of our
00:11:30electrical systems, secure energy exchanges, and
00:11:33sustainably improve our populations' access to
00:11:36electricity. The signing of the memorandum of understanding related to the
00:11:40friendship loop project marks today a decisive
00:11:43step forward. It sets the institutional, technical, and
00:11:47operational framework necessary to sustainably connect
00:11:51Pointe-Noire, Brazzaville, Kinshasa,
00:11:54and the complementarity of our reasons. For Minister Bruno
00:11:58Jean-Richard Itoua, this bilateral dynamic aims to formalize
00:12:02electrical interdependence and to pool production capacities
00:12:05between the two banks of the river in order to accelerate
00:12:08sub-regional integration. We have the responsibility, the
00:12:12Minister and I, to
00:12:14concretely translate the will of the heads of state of the two countries to
00:12:18build an energy bridge between the two countries based on the extraordinary
00:12:22potential that exists here in the DRC in terms of energy, which is a little less
00:12:25here in Congo, but the two together, it will
00:12:29certainly be even stronger and more powerful for the benefit of our populations, but
00:12:33also to support the desire for
00:12:37economic development and growth that marks our two
00:12:40heads of state and our two countries, if only
00:12:42concerning mining projects on both sides
00:12:46of the two
00:12:49the industry that today
00:12:52has an extraordinary appetite
00:12:56for energy and we must at all costs respond to that because that is what
00:13:00will transform our countries. Beyond the agreements, the technical evaluation of transport
00:13:03infrastructure is accelerating on the ground, illustrated by the inspection
00:13:07mission carried out along the Brazzaville to Pointe-Noire axis with a view to doubling the
00:13:11lines. This protocol and the commitment of the authorities have made energy a
00:13:15major lever for economic development and improving the
00:13:18living conditions of the population.
00:13:21In Brazzaville, the rise in the entry price for the distribution of
00:13:27the sector. To examine this situation and preserve the
00:13:30purchasing power of households, the Minister of
00:13:36SAF, Jacqueline Mikolo, met with
00:13:39distributors and then gas consumers, with the objective of
00:13:42supplying markets with butane products and respecting
00:13:45regulated prices. Noémie Cokot,
00:13:49anxious to preserve the balance of the national butane market,
00:13:53Jacqueline Lidia Mikolo, Minister of Supplies and Consumption in charge of
00:13:56Zelikaf, initiated
00:14:00the sector. At issue is the entry price for distribution, which rose from
00:14:04200 to 300 CFA francs per kilogram, an increase of
00:14:0750%, while the selling price to consumers remains
00:14:11fixed at 512 CFA francs per kilogram. This is a problem
00:14:15for us consumers right now. The 12 kg bottle used to be
00:14:196400 francs, there was even a note for that, I even have it on my phone. In December, it was during the holidays, I bought a bottle
00:14:22de décembre, c'était pendant les faites j'avais acheté la bouteille
00:14:25of gas for 10,000 francs and also paid for delivery, which brings it to 11,000 francs
00:14:29for a 12 kg bottle, I think that's too much. I thought it was just during
00:14:32the holidays, but currently the gas bottle is still high compared
00:14:36to the price circulating, compared to the note. I would say to Mrs.
00:14:40Jacqueline Lidia Mikolo, the Minister of Commerce, to
00:14:44review this problem, really, Mom, please review this problem, it's
00:14:47really very expensive, I put everything in Mom's
00:14:51hands, I know we'll have a very good solution soon. The Minister
00:14:54received the distributors, who presented their difficulties,
00:14:58particularly supply constraints, costs related to
00:15:01tolls and fuel, as well as the charges that weigh
00:15:04on their activities. They also mentioned the discrepancies between the
00:15:08costs incurred and the price structure set in October
00:15:112018. We have noticed since April
00:15:142025,
00:15:17because we were the first to effectively conclude with O,
00:15:20so the price we practice is 330, so
00:15:24the price of... I remember the price earlier, the price of 200 francs,
00:15:27Wingwa practices a price of 330, and so there is an additional cost of
00:15:31130, and I think some officials here know the
00:15:35problem very well because we had several discussions in January 2020. We
00:15:39resist because, well, in some ways we also have to satisfy the population,
00:15:43so we have taken all possible diligent steps with the authorities,
00:15:46so we expect the authorities to find a solution to this.
00:15:50Today there is a new factor: tolls. In the existing
00:15:54or current price structure, toll posts are not at all
00:15:57mentioned, and these tolls are borne exclusively by the
00:16:01operating companies. The Minister then met with the
00:16:06the company and led by its Deputy Director in charge
00:16:10of Finance, Yujina. The discussions mainly focused on
00:16:14the supply of raw materials and price setting.
00:16:17The imputation is done on the
00:16:20basis of a unit of butane, equipment
00:16:24installation and machines, so
00:16:27the total investment only for butane units
00:16:31is
00:16:32121,376
00:16:37UFC. The total of taxes and other
00:16:40levies is 67.40
00:16:43francs per kilogram. Here, we
00:16:47have recoverable gas costs, which is
00:16:51231 CFA francs per, and then there are
00:16:55operating costs estimated at 2%, which is
00:16:59160 CFA francs per kilo. So in the
00:17:02end, we found the available profits of the
00:17:06Wingoir company to be 25 XP per
00:17:09kilogram. At the end of the session, Jacqueline Lidia
00:17:13Mikolo emphasized the need to re-examine the agreements
00:17:16concluded between the government and the operators, as well as the
00:17:20price-setting mechanisms, in order to preserve the interests of all
00:17:24stakeholders, from producer to consumer. We cannot
00:17:27sell at prices that are not approved.
00:17:31While waiting for a new price structure, the services of the
00:17:35Ministry of Commerce will ensure that the
00:17:38circular or decree of 2018 remains in
00:17:42force, and violators will deal with the
00:17:45authorized services. Similarly,
00:17:48in our discussions, we not only have the stick, we especially have the
00:17:52carrot. A product, you
00:17:55know, is a very sensitive product. I do not want
00:17:58to be subjected to fluctuations without the public
00:18:02services, the government, and therefore the Ministry of Commerce, addressing the
00:18:05issue. But we will continue
00:18:08the discussion so that we arrive at a price structure, certainly in a
00:18:12collegial manner within the government. We are in the process of finding the right balance. There
00:18:16is a draft decree in
00:18:18circulation that we are working on, but before the government
00:18:22makes its final decision, we wanted to have
00:18:26this exchange with you, on the ground, of course,
00:18:30because our common concern is not to burden
00:18:33households further. There will be an intensification of the
00:18:37role, so the brigades for the repression of
00:18:40fraud in the districts of Brazzaville, Pointe Noire and the interior of the
00:18:44country will ensure that the price of gas complies with regulatory
00:18:48texts. We will also work to
00:18:51ensure that there are rigorous and even vigorous sanctions
00:18:55against offenders. These instructions will be given in
00:18:58writing very soon to the authorized services within the
00:19:02Ministry of Commerce. We will also, of course,
00:19:05draw the attention of consumers to
00:19:09vigilance. The problems are known and
00:19:12we will also be the spokespersons for
00:19:16your concerns regarding tolls, regarding
00:19:19entry costs,
00:19:22solutions. The minister also reminded that until further
00:19:26notice, the applicable prices remain those set by the October
00:19:302018 decree. She thus called for compliance with the regulations in
00:19:33force to avoid any market disruption.
00:19:38In Epena, in Likouala, floods disrupt the daily
00:19:41lives of the populations in this district. Faced with rising
00:19:45waters, residents must cope with displacement difficulties,
00:19:48threats to their homes, and the consequences of this disaster
00:19:52on their economic activities. A delegation led by the Minister
00:19:55of State Control, Public Service Quality, and the Fight against
00:19:59Undervalue, Léonard Noël Esongo, went to the site
00:20:03to assess the extent of the disaster.
00:20:06catastrophe.
00:20:10The rising waters now dictate the daily lives of residents, the progression
00:20:14of the waters complicates the displacement of populations, homes in
00:20:17the water, many families under the stars for about 1 month, more than
00:20:2110,000 inhabitants are affected by this phenomenon, livestock finds
00:20:24refuge on the paved road. Life is very difficult for us here, you
00:20:28have noticed that we are starting to abandon our homes to move out. In
00:20:322 days we will be settled on the paved road because even
00:20:36in our houses there is water below and you are above,
00:20:39so it's two and we have small children, all that, it's the
00:20:43field visit carried out by the Minister of State Control, Public Service
00:20:47Quality and the Fight against Values.
00:21:20He thought that he could not
00:21:22leave for Brazzaville
00:21:25without seeing firsthand
00:21:29the cyclical phenomenon, the Likouala department impacted
00:21:32by the rainy climate,
00:21:36southern Cameroon and southern Central African Republic, and so
00:21:39it rains abundantly, noting
00:21:42that the populations are losing
00:21:45everything, I believe that the government of the
00:21:48republic will not give up, will not
00:21:52abandon helping the populations.
00:21:55So far, no deaths or illnesses have been
00:21:59reported, but families fear the resurgence of waterborne
00:22:02diseases such as diarrhea and
00:22:04cholera.
00:22:06In health, we will talk about amniotic fluid. Some
00:22:09newborns present, from the first minutes of life, respiratory
00:22:13difficulties related to the aspiration of this fluid, a
00:22:16situation that occurs during childbirth and can lead to
00:22:20more or less serious complications in the baby. What are the
00:22:23causes? How do health professionals manage these
00:22:27newborns? Magalie Mond gives us an
00:22:30answer.
00:22:32Amniotic fluid, a true cocoon in which
00:22:36the fetus develops for 9 months, is essential for its life before
00:22:39birth. But at the time of delivery, this same
00:22:43fluid can become a threat when it is
00:22:46aspirated by the newborn and reaches its respiratory tract.
00:22:50In Brazzaville, some women interviewed know this
00:22:53phenomenon because they have experienced it or witnessed
00:22:56it. Yes, my child faced this
00:23:00problem because I gave birth to twins by C-section, the
00:23:04first one did not present any risk, but the
00:23:07second one, given the delay, had aspirated this
00:23:10fluid, he was quickly taken care of for
00:23:14a whole day, then we were asked to go home
00:23:17since he no longer presented any risks. He is well
00:23:21to this day. For
00:23:23me, this fluid is a danger for the baby, because if the baby
00:23:27inhales this fluid, it can expose him to several
00:23:30complications that can lead to death. For this phenomenon, we went
00:23:34to a health center. According to the
00:23:37midwife we met, the aspiration of amniotic
00:23:41fluid by the newborn can be linked to certain
00:23:44complications occurring during childbirth,
00:23:47poor pushing by the
00:23:50mother, fatigue or insufficient pushing
00:23:54efforts can promote these
00:23:57complications. During childbirth, the baby
00:23:59inhales amniotic fluid precisely because
00:24:03that mum's head,
00:24:06lastly, the baby being in the vaginal
00:24:10canal, cannot pray
00:24:13because he wants to clear his
00:24:16lungs, this aspiration can lead to several problems for
00:24:20the health of the newborn, neonatal infections and
00:24:24respiratory, neurological or
00:24:27cardiac complications, in the most serious cases, the prognosis
00:24:31may be compromised if the care is not
00:24:34immediate. When the baby is born without apparent signs of
00:24:37life, neonatal resuscitation must be
00:24:41performed urgently. The consequences that can happen are
00:24:45infection,
00:24:47if the baby who has an apnea. who does not react
00:24:51immediately, if he is born in a state of apparent death,
00:24:55resuscitation must be done within the first 5 minutes, we must
00:24:59react immediately, now if the resuscitation
00:25:02is delayed compared to his inhalation, he doesn't react
00:25:05and all, we see the consequences are also, there
00:25:09are babies like that who can, a
00:25:12neuropathic delay because the neurons
00:25:15are destroyed, death can
00:25:18occur. due to delayed
00:25:21care, but when he drinks the
00:25:24amniotic fluid, when he comes out
00:25:28we have the bulb syringe
00:25:31which allows us to
00:25:33clear the respiratory
00:25:36tract, so we go to the mouth, we aspirate with the bulb syringe
00:25:39or the penguin normally, we clear the baby's
00:25:43airways with the bulb syringe, and if we find
00:25:45that the baby is not crying, the baby doesn't
00:25:49react. then we go with the blood
00:25:53normally we warm the baby and everything as soon as he
00:25:56cries the care is
00:25:59done. As midwives,
00:26:03we stop at
00:26:06clearing the respiratory tract, to
00:26:10limit the risks, health professionals recommend
00:26:14regular prenatal monitoring for pregnant women and
00:26:17increased vigilance from the moment of water breaking to allow for rapid
00:26:21and patient care. The
00:26:25issues of violence against women were on the discussion
00:26:28table of the 2nd conference of the social rights organizing committee
00:26:32CODS by acronym, a conference held under the leadership of
00:26:36Rosa Moore Pavellich, president of this committee. Once again
00:26:40Magayandon.
00:26:43a minute of silence is observed in memory of all
00:26:46women victims of violence. Violence
00:26:49which, in reality, remains a major concern throughout the
00:26:53world, an opportunity for the
00:26:55representative from the Democratic Republic of
00:26:58Congo to insist on the need to break the silence
00:27:02surrounding these acts of violence, one of the highlights of this
00:27:05meeting, the simulation
00:27:09justice in the face of violence against women and
00:27:12raised public awareness of judicial procedures. We remind you that
00:27:16the courtroom is a place of justice and demands
00:27:20responsible, respectful and dignified
00:27:23behavior from everyone. Lucien, please call
00:27:26him,
00:27:29good morning gentlemen, thank you for inviting me to court, your names. It's
00:27:33been 5 years since I started working in the IT field,
00:27:36have you ever done military service, no madam,
00:27:39have you ever been prosecuted, no, this is the first time I've been prosecuted,
00:27:43I don't like conflicts and I'm a shy person, even though
00:27:47sir denied his presence at the time of the tragedy, his own
00:27:50niece, direct witness, claims to have seen him
00:27:54deliver the fatal blow. Following
00:27:56these facts, the cook was placed in detention and
00:28:00appeared today before Auguste. to answer to the following
00:28:03charges: spousal
00:28:06violence resulting in death without intent to cause it, as provided
00:28:09for and reproduced by law M and Barail number 19/2022 of
00:28:13May 40, 2022, on the fight against women in the Republic of
00:28:16Congo, particularly in articles 3, 4, 5 and 8.
00:28:20Guilty of the penalty of imprisonment.
