00:01:45Epéna, Minister Noël Léonard Esongo went there
00:01:49to see the extent, the price
00:01:54available profit of and the supply of gas, the backdrop to discussions between the
00:01:56Minister of Commerce, distributors and consumers.
00:02:00Then we will zoom in on the incineration of household
00:02:03waste in the districts of Brazzaville, which undermines the tranquility
00:02:07of residents in the surrounding areas. This is the showcase of this 4 PM, now
00:02:10the details.
00:02:13Let's open this edition on diplomacy, the reform of the
00:02:16United Nations Security Council continues to
00:02:19be on Africa's diplomatic agenda as a major
00:02:23and strategic demand. The
00:02:25Development Bank, the question is at the heart of discussions between the foreign ministers of the
00:02:29countries that make up the Committee of
00:02:32Opening the session, the Minister of 10 of the African Union. Congo
00:02:34Economy, Planning, was represented by Minister Constance Serge Bunda from
00:02:36Tripoli. Here is the report by Barrol
00:02:38Agnolu. Among the foreign ministers
00:02:42here in Tripoli is the Congolese Constance Serge Bunda. All
00:02:45express their desire for a common position to
00:02:50in addition to the rest of correct a historical imbalance, the underrepresentation of the
00:02:53African continent in the United Nations Security Council. For the
00:02:56Republic of Congo, whose voice is carried by the minister, Mr. Serge
00:03:00Bunda, the Tripoli meeting aims at coordinating African
00:03:04made, particularly the diplomacy. As an orientation, it is
00:03:07about supporting a more just and more
00:03:10representative reform of the multilateral system with
00:03:13a goal, that is, at least
00:03:15seals the authorities' commitment to make two permanent seats for Africa. The ministers do not stop
00:03:19at the number of seats. They evoked for Africa
00:03:22the same prerogatives as those of the other current
00:03:26permanent members, including the right to veto as well as five
00:03:30non-permanent seats. The ministers reject any formula that
00:03:33would place future African permanent representatives
00:03:37in a secondary position. Beyond the principles,
00:03:40the challenge in Tripoli is to transform international
00:03:43support for this demand into concrete
00:03:46progress. Negotiation, the Pact for the Future commits us to
00:03:50remedy the historical injustice done to
00:03:52Africa and to recognize the
00:03:56Mikolo, Minister of Commerce, Supply and need to treat its representation as a special case.
00:04:01This commitment must now be explicitly
00:04:04reflected in the negotiation texts and in any
00:04:08consolidated reform model.
00:04:11In parallel, the African Union
00:04:14would benefit from deepening its
00:04:16reflection on the selection criteria,
00:04:19the rotation and the
00:04:22accountability of its future representatives in order
00:04:25to anticipate the requirements of a reformed Security
00:04:29Council. The participation of Congo in this meeting enshrines
00:04:33its solidarity with the continent and its support for a more
00:04:36equitable multilateralism, as
00:04:39President of the Republic Denis Sassou Nguesso has always
00:04:43emphasized. Africa does not ask for privilege or favor. It
00:04:46demands justice, equity, and recognition of its
00:04:50legitimate place in global
00:04:53went to the scene to assess the extent governance. Our collective responsibility is to ensure that future
00:04:57generations are no longer forced to denounce
00:05:01the same injustice. Africa has shown
00:05:04patience. It has shown responsibility. It
00:05:08has shown unity. It is now up to the
00:05:12international community to show real political
00:05:15will. I cannot conclude my remarks
00:05:18without reiterating to this august
00:05:21assembly the ambition of the Republic of Congo to
00:05:25carry our collective voice by presenting
00:05:28itself as a non-permanent member of the Security
00:05:32Council for the period 2030 -
00:05:352031, and we are already seeking your
00:05:39support. At the end of the discussions between the foreign ministers here in
00:05:42Tripoli, the message is to make the reform of the Security
00:05:46Council concrete progress for Africa and
00:05:49not new empty promises.
00:05:52In economics, in the process
00:05:55of developing the national development plan
00:05:582027-2031, the Minister of Economy, Planning,
00:06:02Statistics and Foresight, Ludovit Ngate held a working
00:06:05session with development partners, including representatives
00:06:09of multilateral financial institutions established in Congo.
00:06:12This is a consultation meeting that allows to gather
00:06:16their recommendations and to encourage the mobilization of resources to
00:06:19finance the projects that will be retained in the upcoming NDP.
00:06:23The commentary is by Léonara Pondi. The
00:06:27government is working to provide Congo for the period
00:06:302027-2031 with a realistic, inclusive and
00:06:33financially attractive
00:06:37national development plan, a plan that will be the first step in the
00:06:40Congo 2063 vision.
00:06:43In the dynamic of its elaboration and after the
00:06:47workshop held from September 23 to 25 in
00:06:51Kintélé, it is deemed useful to consult development
00:06:54partners, share national priorities
00:06:57with them and prepare for the mobilization
00:07:00of financing. The elaboration of the national development
00:07:03plan requires a participatory
00:07:05process. So today's meeting was a
00:07:09consultation with partners, friends of
00:07:12Congo. We wanted to listen to
00:07:16them, hear their observations on what
00:07:19is being done and perhaps they also give their opinion on what
00:07:23we are going to do next and what they want
00:07:26from Congo. The meeting was attended, among others, by
00:07:30representatives of United Nations system agencies, the World Bank, the
00:07:33International Monetary Fund, the African
00:07:38French Development Agency, as well as
00:07:41some diplomats.
00:07:46Statistics and Foresight stressed the consistency
00:07:50between the future NDP, the Congo 2063 vision
00:07:53and the international
00:07:57development programs in which Congo is
00:08:00engaged. The future NDP will thus have to ensure a
00:08:03coherent articulation between this long-term vision and the
00:08:07medium-term priorities retained in the NDP. It
00:08:11should also take into account the commitments our country has
00:08:16United Nations 2030 Agenda and the African Union
00:08:19Agenda 2063.
00:08:23In this perspective, the government intends to prioritize
00:08:27interventions likely to produce significant effects on the
00:08:30transformation of our economy, competitiveness,
00:08:32employment, the development of human capital,
00:08:36infrastructure, the valorization of our natural resources
00:08:39with a view to improving the living conditions of the population.
00:08:43A presentation was made of the main axes of the future national
00:08:47development plan, the announcements recorded in the
00:08:50process of its elaboration, the major challenges
00:08:54to be met and the role of technical and financial
00:08:57partners. This was followed by discussions and allowed
00:09:00technical and financial partners to formulate
00:09:04recommendations concerning the implementation of structural
00:09:07transformation reforms, the establishment of implementation
00:09:10and monitoring structures
00:09:12for the NDP and the President of the
00:09:16Republic's social project. We had
00:09:19convergences of views on all the priorities that must be
00:09:22implemented and we
00:09:26gave to the Minister our
00:09:29alignment with this new planning framework which
00:09:33is being finalized so that it is the engine and the
00:09:36common vehicle that guides all our
00:09:39interventions for the realization
00:09:42of this transformation of control. At the end of the discussions,
00:09:46Minister Ludovic Ngatse indicated some specificities
00:09:50of the NDP 2027-2031.
00:09:52In the plan framework, what will change is that we
00:09:56have really taken into
00:09:59account all the weaknesses that were mentioned in the diagnostic
00:10:02of Congo's situation today, but also the implementation of previous
00:10:06plans, namely an
00:10:09insufficient implementation of prior reforms. But
00:10:12also the fact that we have always relied on public
00:10:16resources that are not elastic. Therefore, within the framework
00:10:19of this plan, emphasis will be placed on improving the business climate
00:10:23and structural reforms to allow the private sector to support us in the
00:10:27implementation of structuring projects that allow
00:10:30to concretize the president's social project and to improve the
00:10:34quality of public services. The recommendations
00:10:38formulated by technical and financial partners
00:10:41will serve to enrich the NDP strategy on
00:10:44which experts are currently
00:10:47working.
00:10:50Energy and Hydraulics of Congo, completed his working
00:10:54mission in Kinshasa. He met with his counterpart
00:10:57from the Democratic Republic of Congo,
00:11:00Aimé Sakombi Molendo, Minister of Hydraulic
00:11:05Electricity to examine key issues such as the
00:11:08Piokaa project. We talk about it with Cyril
00:11:12Safubacci.
00:11:14The Minister of Energy and Hydraulics, Bruno Jean-Richard UTO, on October
00:11:189, 2026 in Kinsasa, on a working mission where he had important
00:11:21exchanges with his counterpart from the Democratic Republic of
00:11:25Congo, Aimé Sakombi Molendo, Minister of Hydraulic
00:11:28Electricity. The discussions focused on the
00:11:32hydroelectric project, Puoka Falls, the friendship loop
00:11:35of energy and electrical interconnections. United by history,
00:11:39geography and the sharing of the Congo River, the governments of the two countries
00:11:43commit their resources and their common priorities to enhance this
00:11:46exceptional potential, supported by the minister.
00:11:50Our efforts converge towards a common goal,
00:11:54to strengthen the interconnection of our electrical systems,
00:11:58secure energy exchanges and sustainably improve
00:12:01our populations' access to electricity. The signing of
00:12:05the memorandum of understanding relating to the friendship loop project marks
00:12:08today a decisive advance, it sets the
00:12:12institutional, technical and operational framework
00:12:15necessary to sustainably link Pointe Noire, Brazzaville, Kinshasa
00:12:19and Inga and reinforce the complementarity of our
00:12:22networks. For Minister Bruno Jean-Richard, this
00:12:26lateral dynamic aims to formalize electrical interdependence and
00:12:29pool production capacities between the two banks of the river in order
00:12:33to accelerate sub-regional integration. We have the
00:12:37responsibility, the minister and I, to
00:12:40concretely translate the will of the two heads of state of the two countries
00:12:44to build an energy bridge between the two countries based on the
00:12:47extraordinary potential that exists here in the DRC in terms of energy,
00:12:51which is a little less here in Congo, but the two combined
00:12:55will certainly be even stronger and more powerful for the benefit of our
00:12:59populations, but also to support the desire for
00:13:02economic development and growth that marks our heads of state and our two
00:13:05countries, if only
00:13:09with regard to mining projects on both
00:13:12sides of the two borders
00:13:15the industry that today
00:13:18has an extraordinary appetite
00:13:21for energy and we must at all costs respond to that. Because that
00:13:25is what will transform beyond the agreements, the technical evaluation of
00:13:29transport infrastructure is accelerating on the ground, illustrated by
00:13:32the inspection mission carried out by the Brazzaville-Pointe Noire axis with a view to
00:13:36doubling the line. This protocol
00:13:40energy a major lever for economic development and
00:13:43improvement of living conditions for the populations. In
00:13:47Brazzaville, the rise in the price of butane gas at the distribution
00:13:51entry point is causing concern within the sector.
00:13:54To examine this situation and preserve household purchasing
00:13:57power, the Minister of Commerce, Supplies and Consumption
00:14:01in charge of ZeliCAF, Jacqueline Lidia Mikolo, met with
00:14:04distributors and then gas consumers.
00:14:07The objective was to restore the markets with butane products and respect
00:14:11regulated prices. Doémie Kocott
00:14:14anxious to preserve the balance of the national butane
00:14:17gas market, Jacqueline Lidia
00:14:21Consumption in charge of Zelicaf, initiated consultations with
00:14:25the various stakeholders in the sector. The issue is that the
00:14:28distribution entry price increased from 200 to 300 CFA francs per
00:14:31kilogram, a 50% increase, while the selling price
00:14:35to consumers is set at 512 CFA francs per
00:14:39kilogram, which is currently causing problems with consumers. The
00:14:4212-kilogram bottle used to cost 6400 francs, there was even a
00:14:46note for that, I put it in my phone. In December, it was during the holidays, I bought the
00:14:50gas bottle for 10,000 francs and also paid for the delivery, which brings us to 1100
00:14:54francs for a 12 kg bottle, I think it's too much. I thought it was
00:14:58only during the holidays, but currently the gas bottle is
00:15:01still high compared to the price that is circulating compared to the
00:15:04note. Madam Jacqueline Lidia Mikolo, the Minister of
00:15:08Commerce, please reconsider this problem, truly, Madam, reconsider this problem
00:15:12there, I can't, it's really very expensive. I put everything in the
00:15:16hands of Madam, I know that we will have a very good solution soon. The minister
00:15:19first received the distributors, who explained their difficulties,
00:15:23particularly the supply contracts, the costs related to tolls and
00:15:27fuel, as well as the charges weighing on their
00:15:30activities. They also mentioned the discrepancies between the costs
00:15:34incurred and the price structure set in October 2018.
00:15:37We note that since April
00:15:402025,
00:15:42because it was the first effectively to conclude with Wingoa, so the
00:15:46price is 330, so the PED, you mentioned the price earlier, the PED is 200
00:15:50francs, Wingwa charges a
00:15:54price of 330, so there is a surcharge of
00:15:57130, and I think that some officials who are here know the
00:16:00problem very well because we had more in January 2026, we
00:16:04are resisting because, well, somewhere there is the population also to
00:16:07satisfy and so we brought all possible divisions to the authorities,
00:16:11so we expect the authorities to find a solution to that.
00:16:15Today, there is a new factor, these are tolls. In the existing or
00:16:18current price structure, toll posts are not
00:16:22mentioned and these tolls are borne exclusively by
00:16:26operating companies. The minister then met
00:16:29with the producers, including a delegation from the Windwas
00:16:32EP company, led by its Deputy Director of Finance
00:16:36Yujinois. The discussions focused in particular on the supply
00:16:40of raw materials and the control of
00:16:42imputation prices.
00:16:45is made on the basis of unit of
00:16:49equipment installation and
00:16:51machines, so total investment
00:16:55only the unit
00:16:58is 121 376,000
00:17:02USD. The total tax and other
00:17:05levies are 67. 7.40 CFA
00:17:09francs per kilogram. Here, we have
00:17:12recoverable gas costs, which
00:17:16is 231 francs per kilogram
00:17:19and then there are exploration costs estimated at 2
00:17:22% which is 6.60
00:17:26kg. So, in the end, we want to find the
00:17:31the Wingoir company, which is
00:17:3325%.
00:17:37At the end of these meetings, Lidia Mikolo emphasized the need
00:17:41to re-examine the agreements concluded between the government and operators,
00:17:45as well as the price-setting mechanisms in order to preserve the
00:17:49interests of all stakeholders, from producer to
00:17:51consumer. We cannot sell prices that are not
00:17:55approved. While waiting for a new price structure, the services of the
00:17:59Ministry of Commerce will
00:18:02ensure that either the circular or
00:18:06the 2018 order is in force and
00:18:09offenders will deal with the authorized services.
00:18:12In the same way, while discussing, we do not
00:18:16only have the stick, we also have the carrot. A product like
00:18:20gas, you know, is a very
00:18:23sensitive product. I do not want to be subjected to fluctuations without
00:18:27public services, the government and thus the Ministry of Commerce
00:18:31taking up the issue, but we will continue the
00:18:34discussion so that we arrive at a price structure
00:18:38collegially. At the government level, we are trying to find the right
00:18:41balance. There is a draft order in
00:18:44circulation that we are working on, but before the government
00:18:48makes its final decision, we wanted to have this
00:18:52exchange with you, on the ground obviously, because it is
00:18:56our common concern not to further burden
00:19:00households. There will be an intensification of
00:19:03controls, so the fraud suppression brigades in the
00:19:06past from Brazzaville, Pointe Noire and the interior of the
00:19:10country will ensure that the price of gas complies with regulatory
00:19:14texts. We will also work
00:19:17to ensure that there are rigorous and even vigorous sanctions
00:19:21against offenders. These are instructions that will be given in
00:19:25writing very soon to the authorized services at the
00:19:28Ministry of Commerce. We will also obviously
00:19:32draw the attention of consumers to
00:19:35vigilance. The problems are known. And
00:19:38we will also be the spokespersons for
00:19:42your concerns regarding tolls, regarding
00:19:45especially distribution entry. The minister
00:19:48also reiterated that until further
00:19:52notice, the applicable prices remain those set by the October
00:19:552018 order. She thus called for compliance with the regulations in
00:19:59force in order to avoid any market disruption.
00:20:02In Epénin, in Aliquala, floods
00:20:05disrupt the population. In this district
00:20:09facing rising waters, residents have to cope with difficulties
00:20:13in movement, the threat to their homes and the consequences
00:20:17of this disaster on their economic activities. A delegation led
00:20:20by the Minister of State Control,
00:20:24Public Service Quality and the Fight against Anti-Values,
00:20:27Léonard Noël Essongo
00:20:31of the disaster. Banabellé was part of the delegation,
00:20:34here is this report.
00:20:37The waters now dominate the daily lives of residents. The progression of the waters
00:20:41complicates the displacement of populations, residents, many families since about
00:20:451 month, more than 10,000 inhabitants are affected by
00:20:49this phenomenon.
