01:02:09financing. The proposal also brings regulations regarding
01:02:12investigation and prosecution processes and execution
01:02:15processes. Let's mention that ongoing
01:02:19investigations and prosecutions that require a prison sentence of up to
01:02:2215 years can be deferred for 5 years, and those over
01:02:2615 years for 10 years. In addition, for finalized
01:02:30executions, sentences under 15 years can be deferred for
01:02:345 years, and those over 15 years for 10 years.
01:02:37In addition, an important step is being taken to eliminate
01:02:41the deprivation of rights arising from sentences and
01:02:45cases. Requests for removal can be evaluated
01:02:47after 2 years for 5-year deferrals, and after 3 years for 10-year deferrals.

01:08:14has taken over the solution of this problem. I especially
01:08:18want to emphasize this. If you notice,

01:09:57Professor, now we are talking about a dual mechanism. There
01:10:00is a mechanism to be established under the chairmanship of the Vice
01:10:03President, and there is also a mechanism in the Grand National Assembly
01:10:07that concerns you. A monitoring committee will also be established
01:10:11here. The laying down of arms will be announced with a decision of the National
01:10:14Security Council, and the process will begin like that. As you
01:10:18know, it's a draft law consisting of 12 articles. Two articles
01:10:22are related to implementation. When you look at it, you can see
01:10:25the content in 10 articles.
01:10:29defined. You know, when a law is
01:10:33passed, it doesn't immediately come into force. Let's say that
01:10:36because you can see that there are some mechanisms there.
01:10:39Let's say, what is the aim here? Let's state
01:10:43the aim. The aim is to cover
01:10:46the terrorist organization, PKK, KCK,
01:10:50and all related formations. This is an independent
01:10:53draft law, let's say that. It should be seen as a solution
01:10:57package put forward for those within this scope.
01:11:00So, how will this happen, you ask? Now, let's say this
01:11:04law passed through our Grand National Assembly. You know, it was proposed
01:11:08yesterday, and on Friday, it will go to the commission. Discussions
01:11:11will be held, and then, of course, there is a path to be followed
01:11:15here. You know, the National
01:11:18Security Council needs to
01:11:22confirm something. Yes, in the process
01:11:25after this law is passed, you know,
01:11:28a council will be established consisting of security
01:11:31units. I won't list them all one by one, but we see that
01:11:35it's a council with representatives of important state security
01:11:39units. The National Security Council, the aim here is the
01:11:42liquidation of PKK and KCK formations
01:11:46and the laying down of arms, because this needs to be especially
01:11:49emphasized. This is the aim. Now, there will be those
01:11:52who want to provoke this. I can see them, let me tell you,
01:11:56some people who try to use this for their shallow interests,
01:11:59that is, they don't see the cost of Turkey's past

01:13:06takes over this issue. We will also show the capacity
01:13:10of political capacity in Turkey to solve important

01:18:51institutions that the PKK, KCK terrorist organization and all
01:18:54related formations have ended their actual existence
01:18:57and laid down their arms and surrendered their
01:19:01ammunition." So, what is important here?
01:19:04The laying down of arms by terrorist organization members
01:19:08in Iraq, and especially in Syria, the integration
01:19:12and elimination of the terrorist organization's presence there
01:19:15by the Syrian administration, the Damascus administration.
01:19:18Again, look, it's not just talking about laying down
01:19:21arms; it's talking about ending its actual existence.
01:19:24That is, the European structure. The European
01:19:28structure of the terrorist organization. We are talking
01:19:30about a broad structure that includes associations,
01:19:33lobby groups, media organizations, and financial networks in
01:19:37the activities of the PKK terrorist organization in Europe.
01:19:41So, the actual structure in this European structure,
01:19:43which is known to be active in countries like Germany,
01:19:47France, Belgium, and Switzerland, must also end its activities.
01:19:50This activity must also end. It's not just about
01:19:54clearing the organization's camps in Iraq and completely

01:20:05We must reiterate this. In this
01:20:07sense, Ms. Sezen,
01:20:11for investigations or prosecutions that require
01:20:14a sentence of less than 15 years,
01:20:17or for convictions received, there will be a 5-year
01:20:21postponement period. For crimes requiring
01:20:24a sentence of 15 years and above, investigations,
01:20:28prosecutions (which means a criminal
01:20:32case that has been filed), or if there is a final
01:20:35conviction, for crimes requiring a sentence of more
01:20:39than 15 years, there will be a 10-year postponement
01:20:43period. If during the postponement
01:20:46period, this terrorist organization
01:20:49member who surrendered, does not commit another
01:20:53terrorist crime during the postponement period starting from the postponement
01:20:56decision, then the prosecutor's office will
01:21:00decide on non-prosecution in the open investigation.
01:21:03If there is an open criminal case, a decision of dismissal
01:21:07will be made. If there is a final conviction,
01:21:11and no new terrorist crime is committed during
01:21:14the postponement period, then the sentence will be
01:21:17deemed to have been executed. So, for those who have received
01:21:21sentences, or whose cases or criminal
01:21:24proceedings are ongoing, the framework law has actually
01:21:27chosen a very important path.
01:21:31In this sense, I think the proposal has also been prepared
