00:06:40by the teams.
00:06:42It was reported that an abandoned vehicle was found by the stream
00:06:46at the Bridge locality, and no news could be received
00:06:49from the two people believed to be in the vehicle. Upon notification,
00:06:52AFAD, gendarmerie, fire department, and
00:06:55UMKE, which is the National Medical Rescue Team, were dispatched to the region.
00:06:59As a result of the teams' efforts, it was determined that two people
00:07:03were stranded in the middle of the stream on the raft
00:07:06they made with their own means. The two exhausted individuals
00:07:09were taken by the teams from where they were found
00:07:12and brought to a safe area.
00:07:16Afterwards, their treatment was started as a precautionary measure.
00:07:19Of course, those fearful moments
00:07:22remained as a sad memory for them.
00:07:25They were stranded in the Botan Stream due to the raft they made
00:07:29with their own means.
00:07:32Now,
00:07:36as we stated earlier, that is, at the beginning of our bulletin,
00:07:39we underlined the changing
00:07:42weather conditions in some places.
00:07:45It started especially last night as we started this new week.
00:07:48Hatay is one of them.
00:07:51There was heavy rain last night.
00:07:54There were also flood images in places where the rainfall
00:07:57was effective. Reyhanlı district,
00:08:01Alakuzu neighborhood, look, the roads
00:08:04are completely under water. Agricultural
00:08:07lands were also damaged. Similar scenes
00:08:10were also in Kilis.
00:08:12Vice President Cevdet Yılmaz is a guest at the Anadolu Agency's
00:08:16editor's desk and is making important statements. We are immediately turning our cameras
00:08:20to the live broadcast. Our current
00:08:23account deficit will increase a bit this year, because
00:08:27the incidents in the Gulf had significant effects,
00:08:31especially on energy prices.
00:08:33Therefore, we expect
00:08:36a 2.6%, 2.6% current account deficit
00:08:39this year due to the war. Last year,
00:08:43it was below 2%, but this is still
00:08:46a manageable current account deficit, meaning
00:08:49there is no situation that will cause us concern.
00:08:52Our budget deficit is still at a very positive
00:08:56level when compared to the world. We expect
00:08:59to close this year with a 3.1% budget
00:09:02deficit. The ratio of our budget deficit to national income, the Maastricht
00:09:06criterion, is around 3%. Despite earthquake expenditures,
00:09:10despite the effects of the war, despite the escalator system
00:09:13we implemented to limit these energy
00:09:17prices brought by the war, our budget deficit
00:09:21is quite manageable and at good levels. Our banking
00:09:24system is robust. We call it capital
00:09:28adequacy ratio. It is well above
00:09:31international requirements and our legal
00:09:34requirements. Therefore, our macroeconomic outlook
00:09:37is like this, and our economic fundamentals are strong.
00:09:40We are continuing our path in this way. A budget
00:09:44process will start soon.
00:09:47On the 16th, we call it a budget binding ceremony.
00:09:51We will realize this when we send our budget to our parliament.
00:09:54After that, the budget process will start with general
00:09:57presentations in the Plan and Budget Committee. There, we will share much more
00:10:01detailed information regarding both the general
00:10:04economic outlook and our budget.
00:10:07Sir, I would like to ask a question regarding this fund
00:10:10investigation, which has been occupying the public agenda. Now, a judicial
00:10:14process is ongoing. First of all, at what stage is this judicial process?
00:10:18Secondly, have the responsible parties been fully identified?
00:10:21Because there are those who established and managed these funds, and
00:10:24there are also institutions
00:10:25that are responsible for auditing and regulation.
00:10:29And there are victims. At what stage are we here?
00:10:33Have all those responsible been identified? Have the victims
00:10:36been identified? And could you briefly summarize
00:10:40this process for us? Now, first of all, as you know, I gave a speech
00:10:44informing the General Assembly last week
00:10:47actually tried to summarize
00:10:50this process comprehensively.
00:10:53Here...
00:10:55There are steps taken by the public and studies conducted in the last year.
00:10:59Most recently, there is a fund guide,
00:11:02a fund guide published by the CMB. With this fund guide,
00:11:06with this guide published by the CMB, new rules,
00:11:10new principles have been introduced.
00:11:13Transparency has been increased. Rules
00:11:17have been put in place to create a more trustworthy market structure.
00:11:20This is actually a very positive step. That is, for funds
00:11:24that comply with these conditions, for financial instruments that comply, it is a very
00:11:27positive step. With these rules,
00:11:30problematic structures also came
00:11:34to light. Problematic funds also came
00:11:37to light, and there was
00:11:40a problem here. Against these,
00:11:44a quick measure was also
00:11:46taken. This incident that occurred in a certain
00:11:49area of the fund market was decided
00:11:53to be quickly liquidated so that it would not spread to the general
00:11:56public and would not harm the general structure.
00:12:00In a sense, these problematic funds were quarantined.
00:12:03We can liken this to the following, Serdar Bey:
00:12:07There is a diseased structure in the body
00:12:10or, what should we say, a problematic structure. You want to remove
00:12:14it from the body, but it is important to succeed
00:12:17without harming the body. Therefore, these were quarantined.
00:12:21Measures were taken against 7 companies
00:12:25and 131 funds under them. A liquidation
00:12:28decision was made. In the process that followed,
00:12:32judicial mechanisms came
00:12:36into play. Judicial
00:12:39mechanisms started to operate very effectively against those
00:12:43who played a role in this becoming problematic,
00:12:46those who caused many investors to be adversely affected.
00:12:50Currently, many people
00:12:53are either arrested, or in custody, or
00:12:57under investigation. There are many people
00:13:01whose statements have been taken.
00:13:04Therefore, a judicial process has started and is ongoing.
00:13:08Measures have been placed on their assets.
00:13:12Travel bans have been imposed. That is, when you look
00:13:15at these main culprits, I don't remember
00:13:19many names who fled abroad.
00:13:22The owners of the companies are already being processed
00:13:25by the judicial mechanism. Judicial mechanisms are also
00:13:29operating regarding related structures. Important
00:13:32investigations and inspections are ongoing
00:13:36regarding individuals who have obtained exorbitant
00:13:39returns or have gained
00:13:42unfair profit through illegal
00:13:45transactions. This is one side of the issue.
00:13:48On the administrative side, the CMB
00:13:52and BRSA made various decisions during this period.
00:13:55On the other hand,
00:13:58our President approached this process
00:14:01with great sensitivity from the beginning.
00:14:04And our government has been following
00:14:07this process very closely
00:14:10from the beginning. Most recently,
00:14:14as you know, our President established a fund
00:14:17coordination board. This board,
00:14:20under my chairmanship, includes our Ministry of Treasury
00:14:24and Finance, our Ministry of Justice, and all relevant
00:14:27authorities. This board has met four
00:14:30times and made very important principle decisions.
00:14:34On the other hand, our President also assigned
00:14:37the State Supervisory Board. It is a structure affiliated
00:14:41with the President and a supervisory board with very broad
00:14:44powers. As far as we understand, the State Supervisory Board
00:14:48will identify those responsible among the institutions within
00:14:51the state, and the individuals within the institutions.
00:14:55It will examine effective individuals and decision-makers.
00:14:58It has started, and it has started very intensively. The relevant
00:15:02institutions, of course, of course,
00:15:06are being investigated. The institutions are currently,
00:15:10that is, with approximately 15
00:15:12auditors, inspectors, our State Supervisory
00:15:16Board has launched this work in the field in a multifaceted
00:15:19way, encompassing all relevant institutions.
00:15:22Sir, the CMB, the BRSA,
00:15:25these independent financial authorities, let's say, in general terms,
00:15:28all these
00:15:32institutions will be
00:15:34subject to audit. The shortcomings
00:15:38of the administrations that will be formed,
00:15:41and the responsibilities of individuals,
00:15:44will be revealed in this process. The State Supervisory
00:15:48Board is working very intensively in the field. Of course, these are the people
00:15:52directly assigned, and the State Supervisory Board
00:15:56also has the opportunity to benefit from the experts
00:15:59of all institutions. Therefore, with these broad
00:16:03means, our State Supervisory Board is strongly
00:16:06auditing this process from an administrative
00:16:09perspective. On the other hand, as you know,
00:16:12a law was prepared. Action was taken very quickly, indeed.
00:16:16There are over 455,000
00:16:18investors affected by this incident in these problematic
00:16:20funds. In total,
00:16:24these 131 funds constitute
00:16:284.6% of our total funds,
00:16:31and 7.7% of our total fund portfolio.
00:16:35And... When you look at it as individual
00:16:39persons, more than 455,000 investors are in these funds.
00:16:42So, a draft law was also discussed
00:16:45at our Fund Coordination Board to protect
00:16:49their rights and interests. We discussed this
00:16:52with our group, our parliamentary
00:16:55group, in terms of general principles and the main
00:16:58framework. As you know, Mr. Abdullah Güler
00:17:02announced this last Friday
00:17:05and shared this new draft law
00:17:08with our society. Here, we foresee that there are 7 companies
00:17:11and 131 problematic funds under them.
00:17:15Regarding these, three companies accepted
00:17:18the ordinary liquidation conditions and were liquidated.
00:17:22This happened as of October 8th.
00:17:25The payments of approximately
00:17:2844,000 citizens out of 455,000
00:17:32have been completed.
00:17:35Ziraat Bank manages this side.
00:17:39Among these funds, there is a large fund called Tera, and there are six
00:17:43other funds. The liquidation of Tera
00:17:46is managed by İş Bank, because Tera has worked
00:17:49with İş Bank until now. The management of the other funds
00:17:53is with our Ziraat Bank. They worked with Ziraat Bank.
00:17:56Three funds whose liquidation is managed
00:18:00by Ziraat Bank were liquidated under ordinary conditions. What does
00:18:04'ordinary conditions' mean? Within our existing rules. So,
00:18:08all the payments to investors were made,
00:18:11and the rights and obligations
00:18:14there were fulfilled. 17 funds
00:18:17thus exited the system, meaning 17
00:18:21out of 131 funds exited the system. There are also
00:18:24what we call closed funds here. There are also
00:18:28closed funds under each of them. In the three institutions
00:18:31that were ordinarily liquidated, there are over 2,000
00:18:34people. They will also liquidate the closed funds
00:18:38according to their nature and characteristics. Therefore,
00:18:41we can say that approximately 46,000
00:18:44people entered the liquidation process
00:18:48through ordinary methods. These three
00:18:51companies, A1 Capital, Bulls,
00:18:55and Pardus, these three were liquidated.
00:18:58So, three of those 7 companies have been set aside.
00:19:02Four companies remain. Are you saying there are no victims left
00:19:05in these companies? It's over.
00:19:08The file only has closed funds, as I said, with a certain number
00:19:12of people in them. There are also a total of over
00:19:152,000 people, and it is said that they will resolve it among themselves.
00:19:19So, approximately 46,000
00:19:22people have exited this system,
00:19:25we can say. The main large fund, there is one fund.
00:19:29The largest fund is Tera. On the other hand,
00:19:32as you know, there are
00:19:35Pusula, Hedef, and Atlas. Negotiations
00:19:39are currently ongoing regarding Atlas.
00:19:41Ordinary liquidation is possible for Atlas.
00:19:45We will probably see this this
00:19:49week.
00:19:51Negotiations are being held with the owners.
00:19:55That is, we hope and wish
00:19:59that it will be like this. If Atlas also enters
00:20:03the ordinary liquidation process, there are
00:20:06approximately 58,000 of our citizens,
00:20:10let's say investors, who were adversely affected by this.
00:20:13Ordinary liquidation will also be applied
00:20:15to these. I guess this will become clear
00:20:19today or tomorrow, within this week.
00:20:22Three remain. I will ask a very relevant question about this fund
00:20:26investigation: What is the economic dimension? What amount
00:20:29are we talking about? And ordinary liquidation means
00:20:32they pay with their own means, right? How will the injured
00:20:35investor be funded here?
00:20:41Thank you very much for asking this. I emphasized this
00:20:45very strongly in parliament. There is no question
00:20:49of using public funds in either ordinary
00:20:52liquidation or extraordinary liquidation. This
00:20:55means our citizens' public funds, the Treasury,
00:20:59our nation's, our citizens' funds. Therefore, it is out of the question
00:21:02to use them. Why not? Because
00:21:05in fund markets, in capital markets, there is no
00:21:08state guarantee. Now, as you know, there is
00:21:12a state guarantee up to a certain amount in the banking system. For this,
00:21:16we have a structure called TMSF. There is a fund accumulated there.
00:21:20God forbid, if a problem arises, it comes into play
00:21:24and pays the compensation.
00:21:27Here, there is no such situation. There is no public guarantee.
00:21:30I also explained it in parliament. When going to these
00:21:34free funds, a professional investment
00:21:38and qualified investor agreement
00:21:41is signed. In this agreement,
00:21:44both profit and loss are
00:21:47implicitly accepted. Therefore, there is
00:21:50no question of using public funds here. The liquidation
00:21:53of these three funds is done with their own resources.
00:21:56We may go into details about the extraordinary fund later, but there too,
00:22:00our important principle is not
00:22:03to use public funds. You might ask what will be used
00:22:07if there are no public funds. Ask those three immediately,
00:22:10because that's important. Public funds will not be used, but we are talking
00:22:14about a very large amount of money here.
00:22:17Yes, will the expected money be able to cover
00:22:21the victims? Well, Serdar Bey, here,
00:22:25of course, our main principle is what we call
00:22:27the net investment amount.
00:22:31This net investment amount
00:22:33needs to be framed.
00:22:37That is, in ordinary liquidations,
00:22:41the investor already gets their money.
00:22:44I am talking about extraordinary liquidation. Ultimately,
00:22:47no one's rights and obligations disappear.
00:22:51At the very end of this, of course, investors
00:22:54have rights and obligations
00:22:58based on their shares. Our main principle
00:23:00in extraordinary liquidation is a concept
00:23:03called net investment amount. What is this net investment
00:23:07amount? It would probably be better if I explain it with an example.
00:23:10There can be many different examples, but simply put, let's say
00:23:14you went and bought shares from a fund.
00:23:18Let's say 1 million lira today. You invested 1 million lira. Your principal
00:23:21is 1 million.
00:23:24Then you made a profit of 2 million.
00:23:27Let's say you withdrew that 2 million
00:23:30in between. 1 million remained in your account.
00:23:34Let's say you withdrew that profit for some
00:23:37reason, and 1 million remained. We will not
00:23:40pay you up to 1 million in this extraordinary payment,
00:23:43because you already received your principal.
00:23:47Do you understand? We are designing a system that will pay
00:23:51the principal based on the net investment amount. This is the proposal
00:23:54in our law. It has not passed parliament yet, of course. That is,
00:23:58so that it is not misunderstood, parliament
00:24:00has the final say on everything. I am explaining it in its current
00:24:03proposed state. I understand. Those investors
00:24:07who already collected their profits will, of course, no longer be
00:24:10on the list of victims with these ordinary liquidations. How?
00:24:14Of course, of course. Two groups will not
00:24:18be included: those
00:24:20who took the net investment and exited, and also those
00:24:23who engaged in illegal transactions. These two
00:24:26groups will not be able to receive up to 1 million. By illegal
00:24:30transactions, I mean those who gained unfair profit, those
00:24:34who are subject to investigations,
00:24:36and those who are subject to prosecutions. Of course,
00:24:40they will not benefit. Plus, those who have received
00:24:43their principal in this process, those who, when you look at it with the net
00:24:47investment amount,
00:24:50have already received their principal, will also not benefit. But this is a temporary
00:24:53situation. Let me emphasize this again.
00:24:57The main provisions are still valid. What we call extraordinary liquidation is
00:25:01for these remaining
00:25:04companies, with these investors.
00:25:07I'm telling you the essence of the work, a system that will allow us to pay
00:25:10up to 1 million liras of people's principal,
00:25:14this does not remove the general provisions, the general provisions are still
00:25:18valid. So, when the time comes,
00:25:21when all these resources are
00:25:24collected, whoever is entitled to what
00:25:27will still get it, there will be a netting process there, so
00:25:31the amount received by those who have received up to 1 million
00:25:33will be included in the calculation through netting when their final
00:25:37rights and obligations are calculated.
00:25:40However, we want a system that prioritizes small investors and money market
00:25:43funds. "Small investors should
00:25:47have access to these resources as soon as possible."
00:25:51We believe that this is important from a social
00:25:55perspective, so a large group of people,
00:25:58the 450,000 I mentioned, most of them
00:26:02will have their final figures
00:26:05clarified shortly, but I believe
00:26:08that if these investments and decisions regarding
00:26:12extraordinary liquidation pass through our parliament
00:26:15and are implemented, the number of investors
00:26:18we are talking about here will probably drop
00:26:21below 100,000. Thank you, Yahya Bey, please. You just
00:26:25mentioned unjust enrichment, those who obtained unjust enrichment.
00:26:28Now, a mechanism has been established for the return of these unjust gains.
00:26:32That's right, in fact, in a statement made a few days ago, it was stated
00:26:36that 4 or, if I remember correctly, 5 people had returned their money
00:26:39in this regard. I would like to ask about the current situation, sir,
00:26:43how many companies and individuals voluntarily returned money?
00:26:47What is this amount? Also, this is always discussed, sir,
00:26:50did they give the money and all responsibility was removed? What do you say about this?
00:26:54Now, regarding these 131 funds,
00:26:57the CMB took a decision and a special account
00:27:01was opened for each fund within the TMSF,
00:27:04because the legal situation of each
00:27:07fund is different, you have to
00:27:10look at each fund individually. There are those
00:27:14who have invested in that fund, and there are forms of relationships
00:27:17for that fund, so these accounts are not just one account,
00:27:20131 accounts have been opened for each fund,
00:27:24and one general account has also been opened.
00:27:27That general account is not fund-based,
00:27:31but stock-based... an account for those who conduct
00:27:34illegal transactions, or obtain unjust enrichment or excessive
00:27:38profits, or an account where the proceeds
00:27:42from the sale of assets will be deposited. That's one,
00:27:46and the 132nd account is this general
00:27:49account. Now, a process has started. If
00:27:52our law passes, this will be based on a much healthier
00:27:55foundation. Both those who
00:27:58voluntarily return their excessive
00:28:03gains, and
00:28:06the proceeds from the sale of assets of companies
00:28:10or individuals who have committed
00:28:12illegal transactions and obtained unjust enrichment
00:28:15will be collected in these accounts. If it is a special income
00:28:19for a fund, it will be entered into that fund's
00:28:22account, otherwise it will go to the general account,
00:28:26and from the general account, this resource will be distributed
00:28:29to these funds with certain criteria, as you asked earlier...
00:28:38where this resource comes from. There are three sources. We will use these three sources when returning these
00:28:41resources to investors who have been negatively
00:28:44affected. First, assets remaining in this fund.
00:28:48There are still assets that can be converted
00:28:50into value. Secondly,
00:28:53reimbursements to these accounts.
00:28:56Thirdly, as you know,
00:28:59many responsible people's assets
00:29:03have been seized. Companies, individuals,
00:29:06those thought to have a role in this process. Therefore,
00:29:09this law grants significant powers
00:29:13to the TMSF specifically
00:29:16for this matter. There will be resources
00:29:19generated from the TMSF's efforts to convert these assets
00:29:22into cash and from the evaluation
00:29:25of these assets. Therefore, the amounts to be paid to these
00:29:28investors will be financed from these sources.
00:29:32This will basically be financed from these three sources.
00:29:36No public funds will be involved. These accounts have been opened.
00:29:39Processes have started. We hear that a certain number of
00:29:43people have deposited money, but the real acceleration of this process
00:29:46will begin with this law. So, the issue is not closing,
00:29:53değil mi Yahya Bey'in sorusunun devamında iade
00:30:35işlemde sorumluluklar elbette ortadan kalkmaz, yani piyasa
00:30:39bozucu bir durum varsa bunu kim belirleyecek
00:30:42efendim? bu faaliyetin piyasa bozucu olup
00:30:45olmadığını, nihai olarak belirleyecek olan yargı tabii,
00:30:48yargıdaki eee çıkacak sonuçlar, tabii ki burada
00:30:52bağımsız otoriteler var, onların ortaya koyacağı
00:30:55kararlar, analizler bütün bu süreci netleştirecektir.
00:30:59eee şunu söylemek istiyorum yani bu... süreçte
00:31:03tabii bir taraftan bunlar yürütülürken diğer
00:31:06taraftan eee bu çerçevede
00:31:10eee sermaye piyasalarımızın
00:31:14borsamızın... durumu da çok önemli yani ben şunun üzerinde
00:31:17özellikle durmak istiyorum Serdar Bey eee değerli
00:31:20arkadaşlar eee burada bir ayrımı
00:31:24net bir şekilde yapmamız lazım, aksi takdirde
00:31:27kendi ayağımıza sıkmış oluruz, sermaye piyasalarımıza
00:31:30zarar veririz, bu işlerle hiçbir alakası olmayan yatırımcılara zarar
00:31:34vermiş oluruz. Yatırımcı
00:31:37ayrı manipülatör ayrı, spekülatör
00:31:40ayrı. Bunun altını kalın çizgilerle çizmek istiyorum.
00:31:44Biz. yıllardır bakın planlarımızda,
00:31:47programlarımızda, hükümet politikalarımızda
00:31:50sermaye piyasalarımızı her zaman öncelikli gördük, destekledik,
00:31:54bundan sonra da en güçlü şekilde desteklemeye devam
00:31:57edeceğiz, bundan hiç kimsenin şüphesi olmasın,
00:32:00borsamız, sermaye piyasalarımız bizim için çok kıymetli, niye
00:32:04kıymetli, kalkınmanın finansmanında en sağlam
00:32:07kaynak bunlar, şirketlerimiz için,
00:32:10kalkınmamız için, üretimiz için çok kıymetli piyasalar
00:32:14buralar.
00:33:51oluşturulmuş oldu. Dolayısıyla şu an biz borsamıza da, sermaye
00:33:55piyasalarımıza da güveniyoruz ve bu yeni fon rehberi ile
00:33:59birlikte DDK raporları ile birlikte
00:34:02oluşabilecek hani ilave alınması gereken tedbirleri
00:34:06de eee almakta hiçbir eee beis
00:34:09görmeyiz.
00:40:35bankası, eee tasfiyeden sorumlu iki banka
00:41:46right? In continuation of Yahya Bey's question,
00:41:49with the return... No, no, no, look, legal responsibilities
00:41:53and general responsibilities do not disappear. There are two types
00:41:57of, let's say,
00:42:00situations. There is illegal activity
00:42:03and market-disturbing conduct,
00:42:07and there is obtaining excessive
00:42:11profits. Especially if there is a return due to excessive
00:42:14profit, even if no illegal transaction was made, there is
00:42:18nothing to say there. But if there is an illegal
00:42:21transaction, responsibilities for illegal
00:42:24transactions certainly do not disappear.
00:42:28So, if there is a market-disturbing situation, who will determine
00:42:31this, sir? The judiciary, of course, will ultimately
00:42:35determine whether this activity is market-disturbing or not.
00:42:38The outcomes of the judicial
00:42:41process, of course, there are
00:42:44independent authorities here, their decisions
00:42:48and analyses will clarify this whole process.
00:42:51I want to say that
00:42:54while this process is ongoing,
00:42:57on the other hand, the situation of our
00:43:01capital markets and our stock exchange
00:43:04in this framework is also very important.
00:43:07I want to emphasize this in particular, Serdar Bey,
00:43:11dear friends,
00:43:13we need to make a clear distinction here,
00:43:16otherwise we will shoot ourselves in the foot,
00:43:19we will harm our capital markets,
00:43:23we will harm investors who have nothing to do
00:43:26with these issues. An investor
00:43:29is one thing, a manipulator is another,
00:43:33a speculator is another. I want to underline
00:43:37this with thick lines. For years, we have always
00:43:40prioritized our capital markets in our plans,
00:43:44programs, and government policies, and we will continue
00:43:48to support them in the strongest way possible. No one should
00:43:51doubt this. Our stock exchange,
00:43:54our capital markets are very valuable to us. Why are they valuable?
00:43:57They are the most reliable sources for financing
00:44:00development. These are very valuable markets for our companies,
00:44:04for our development, for our production. Therefore, no one should cast
00:44:08a shadow over these markets in general, and no one should
00:44:11portray investments made here as if they are a crime.
00:44:15Those who do this will harm this country. I want to underline
00:44:19this very clearly. There are 455 people here who have invested.
00:44:22Can we call all of them criminals? Can such logic exist?
00:44:25These people came and invested, tried to make a return,
00:44:29and if they made a reasonable return, there is nothing
00:44:33to say about it. Our target here is
00:44:36those who engage in market-disturbing transactions,
00:44:39manipulators, speculators,
00:44:41those who are involved in illegal activities
00:44:45that cause investors to be negatively affected
00:44:48in these matters. I would like to make this distinction clear again and again,
00:44:52and our investors should rest assured.
00:44:55With the new fund guide
00:44:59and the problematic funds leaving this system,
00:45:02the capital markets... there is no doubt about this, we are trying to remove
00:45:05a diseased structure, so to speak, a virus,
00:45:09from the system, and this will strengthen
00:45:12this body even more, it will not weaken
00:45:16our capital markets, on the contrary, it will strengthen them even more. With the new fund guide,
00:45:19these problematic structures that emerged, as well
00:45:23as the remaining structures, have gained additional confidence.
00:45:26Actually, for the current funds, for our current stock exchange,
00:45:29a much healthier foundation has been created. Therefore,
00:45:33we currently trust our stock exchange and our capital
00:45:37markets, and with this new fund guide and the reports of the State Supervisory Council,
00:45:40we will not hesitate to take
00:45:43any additional necessary measures
00:45:47that may arise. If there is a structural problem,
00:45:50this report of the State Supervisory Council will serve two purposes, Serdar
00:45:53Bey. First, it will identify responsibilities
00:45:56and ensure that those responsible for this matter are held accountable,
00:46:00both within state institutions and within independent institutions,
00:46:03whether they are independent or not, within all relevant
00:46:06institutions. Secondly,
00:46:10this State Supervisory Council report will guide
00:46:14us on what the shortcomings in the system are, what needs
00:46:17to be done and corrected, it will take an X-ray
00:46:20of the structural issues. Are there any structural measures
00:46:23that need to be taken? In light of this,
00:46:27today, for example, we sent a law regarding
00:46:30only extraordinary liquidation to our parliament. After
00:46:33the State Supervisory Council's examination and investigation,
00:46:37we can also send a law aimed at more structural
00:46:41improvements to our parliament for its discretion.
00:46:44Therefore, I emphasize again and again that
00:46:46the stock exchange is very valuable to us,
00:46:50capital markets are very valuable.
00:46:53They are indispensable elements of our development.
00:46:57No one should cast a shadow over these markets.
00:47:01Let's not confuse the dry with the wet,
00:47:05let's not confuse the wheat with the chaff.
00:47:08Criminals will certainly receive their punishment, there is no doubt about that.
00:47:11Administrative and judicial processes are already running effectively,
00:47:15but it is absolutely unacceptable to portray investors
00:47:19as potential criminals. On the other hand,
00:47:22we took a principled decision in our fund coordination
00:47:26board, which I would like to state here. It is that while all these liquidation
00:47:29processes, whether ordinary or extraordinary,
00:47:33are taking place, we attach great importance
00:47:36to carrying out these works in a way
00:47:39that does not negatively affect our stock exchange.
00:47:43Of course, many things affect our stock exchange, not
00:47:46just funds. Unfortunately, today in the world, interest
00:47:50rates are at historically high levels, security
00:47:53risks, etc. It is not possible to explain all the developments
00:47:56in the stock exchange with the situation in these fund markets,
00:48:00but of course, developments in these fund markets
00:48:03and the discussions around them can inevitably
00:48:06reflect on investor behavior, or
00:48:10the process of converting these resources into liquid
00:48:13assets can
00:48:17create some discussions.
00:48:21I would like to reiterate this message through you:
00:48:24these liquidation processes will be conducted
00:48:27in a way that will not negatively affect our stock exchange.
00:48:31In this regard, our fund coordination board
00:48:35has a guiding approach for all our institutions.
00:48:39One, the stock exchange will not be affected. Two, public funds will not be used.
00:48:42And again, I'm looking
00:48:46at my notes, cause anxiety in capital markets and use it to hit the government.
00:48:49the State Supervisory Council This is not a logical
00:48:53argument, everyone needs to get rid of this, no one
00:48:57should harm the economy, this country's
00:49:00investors, just to hurt the government. Look,
00:49:03what they are doing is a policy that
00:49:06harms investors and markets
00:49:09from all parties, please don't do this, this economy
00:49:13is ours, these capital markets, this
00:49:16stock exchange, this country's stock exchange, let them not cast
00:49:20a shadow on it, let them not cast a shadow on investors.
00:49:23Let's distinguish the guilty from the innocent, let's
00:49:26approach this with legal criteria and
00:49:29let's not spare anyone who is guilty.
00:49:32Our President also gave instructions that
00:49:36no matter who is affected, it will be followed
00:49:39through to the end. Ms. Merve, please let's continue with you.
00:49:43Sir, I would like to return to the macroeconomic side.
00:49:46We have completed the third year of the inflation
00:49:49fight program. Of course, the wars
00:49:53in our region and the rising oil prices
00:49:57are affecting our inflation,
00:50:01and of course, this makes the fight
00:50:04more difficult. Will we be able to see a significant
00:50:07improvement in inflation from 2027, Ms. Merve?
00:50:10As you know, the latest inflation figure
00:50:14for September is 29.7. Therefore, the
00:50:1730% psychological barrier
00:50:20was broken in a way. And despite the war
00:50:24and the extraordinary rise in energy
00:50:27markets, this happened. This is truly good news.
00:50:31According to an estimate by our Central Bank,
00:50:35if the war had not happened this year, our inflation
00:50:38would have been 7 points lower than today.
00:50:42Unfortunately, this war has had an impact
00:50:46of around 7 points on us, I am talking about the Iran
00:50:49war. Despite this, we have seen below 30%.
00:50:52"Inflation in basic goods has fallen below
00:50:5616%, 15.9%.
00:50:59The service items that push inflation
00:51:02up, there is also a downward trend there, but we are not yet
00:51:05at the point we fully desire. When I say services,
00:51:09I mean items like rent and education. The education
00:51:12aspect concerns approximately 10% of society.
00:51:1690% benefit from free public schools, but
00:51:20even if it's 10%, increases in education
00:51:22push up what we call headline inflation.
00:51:26Rent has a wider social dimension.
00:51:30In rents, according to TÜİK's
00:51:34figures again, 28% of society
00:51:37lives in rented accommodation. This is an important
00:51:40factor, especially in metropolitan areas.
00:51:44We are continuing our fight with multi-faceted
00:51:47policies here, especially our 500,000 social
00:51:50housing and rental social housing projects.
00:51:54On one hand, monetary policy, and on the other hand,
00:51:58supply-side policies are continuing this fight, and
00:52:01I believe that after a while, we will enter a very
00:52:05different period in rents. There are positive
00:52:08developments in food. This year, thank God,
00:52:11it was a fruitful year. Last year,
00:52:14as you know, we experienced both frost and
00:52:18drought. Both frost and drought occurred in the same year,
00:52:22which had a negative
00:52:25and also negatively affected our growth. This
00:52:28year, however, the agricultural sector
00:52:32has a positive impact on both growth and inflation.
00:52:35"Food prices came
00:52:38in quite well, the decline in food prices was very effective
00:52:41in the latest inflation figure
00:52:44being below expectations. This is also very important
00:52:48socially. There are many items socially that concern
00:52:52the general inflation headline, but I think
00:52:55three items are very critical: first,
00:52:59housing; second, food; and third,
00:53:02urban transportation. Unfortunately, urban
00:53:06transportation is also an issue that pushes
00:53:09our headline inflation up. Local governments
00:53:13have a responsibility here. The increases
00:53:16in urban transportation prices that occur
00:53:19beyond the costs of local governments
00:53:22also negatively affect inflation.
00:53:24In this regard, we also call these managed,
00:53:28guided prices. There is also
00:53:31an approach to this, whether at the local
00:53:35or central level. Here, there is a
00:53:39desire to set a limit, not to exceed that limit.
00:53:42We did this in education, as you know, rules were
00:53:45set. We expect a more positive process
00:53:49in education in this sense in the coming period.
00:53:52In fact, some rules should definitely be
00:53:56put in place regarding transportation as well.
00:53:59Increases far above inflation should not be made.
00:54:02These rules on one hand, supply-side policies on
00:54:05the other, and monetary policies on the other.
00:54:09With the holistic effect of all these, we have
00:54:13stated 21% for next year in the medium-term
00:54:15program, a 21% inflation level, and
00:54:18a return to single-digit inflation in the medium
00:54:22term. We have tried to draw a realistic
00:54:25framework because the state of the world and our
00:54:29region is obvious. But we have not made
00:54:33the slightest concession in our determination.
00:54:37Ms. Merva, I can say this: our inflation
00:54:40fighting policy framework remains as it is.
00:54:44We are committed to it, and our direction is clear:
00:54:47to bring inflation down to lower levels,
00:54:51to relieve our people in this sense. We have
00:54:54come to a certain point; from 75%, we are now
00:54:58at around 29%. We will go to an even
00:55:01better point. Our people should have no doubt
00:55:05about this. But these are difficult conditions.
00:55:09We talk about shocks, external effects,
00:55:12effects coming from the world and our region
00:55:16that are beyond our control. But it is always necessary
00:55:20to emphasize this: what matters is your program.
00:55:22If your program is correct and yields results,
00:55:25you will move towards your goals step by step.
00:55:29External effects may delay you a little, may affect
00:55:32you a little, but these effects are temporary.
00:55:36Eventually, you will leave those effects behind and continue
00:55:39on your course. We are also continuing
00:55:43our journey resolutely regarding inflation. Thank
00:55:46God, we have healed the wounds of the earthquake.
00:55:49Look, just to heal the wounds of the earthquake,
00:55:52we have spent 5.4 trillion Turkish liras at today's
00:55:55prices. This amounts to 104 billion dollars.
00:55:59As of the end of this year, the Republic of Turkey
00:56:02has spent 104 billion dollars for the reconstruction
00:56:05of a large region. Wars on one side,
00:56:09the effects of the earthquake on the other. Despite all this, our program
00:56:13has yielded results and will continue to yield
00:56:16results, and hopefully, Sir, thank you. I
00:56:20would like to move on to the issue of a Turkey without
00:56:24terrorism. You are following the process
00:56:27of the organization laying down its arms. We
00:56:30are also closely monitoring this issue as the media.
00:56:34What is the situation there? At what stage are we
00:56:37in the process of a Turkey without terrorism?
00:56:40Mr. Serdar, first of all, a historical
00:56:44support of 467 votes emerged from our Parliament for the process
00:56:48of a Turkey without terrorism, as you know, a law was
00:56:51passed. Before that, our Parliament conducted
00:56:53a long-term committee work, and a model
00:56:57specific to Turkey emerged. Now, when you look
00:56:59at the models for ending such conflicts in
00:57:02the world, there is usually a third party, other
00:57:06countries, international organizations are involved.
00:57:09This is not the case in our country. We are talking about a Turkey model,
00:57:13the will of our Parliament, there are
00:57:16the leadership of our President, and the transformation
00:57:20of this issue into a state policy, and
00:57:24within this framework, the ongoing efforts are progressing
00:57:27positively in the direction of a Turkey without terrorism. Of course,
00:57:30this is not an easy issue. We need
00:57:34to be realistic. We are talking about a problem
00:57:38that has accumulated over years and decades.
00:57:40According to an estimate we made for Turkey,
00:57:44we are talking about a problem that costs at least
00:57:472.3 trillion dollars. But now we have
00:57:50caught a historic opportunity. We say "Turkey without
00:57:53terrorism and a region without terrorism."
00:57:57In a period when terrorism has
00:58:00permanently left the agenda, we will hopefully
00:58:03direct the energy we spend on terrorism,
00:58:07or rather on fighting terrorism, towards development,
00:58:11improving our democratic standards and living
00:58:14standards. I think this is a great opportunity.
00:58:18We see this as a new era for our democracy
00:58:21and development. We call it the Turkish Century.
00:58:24Our President always emphasizes that the Turkish Century
00:58:28will also be a century of peace and brotherhood.
00:58:32On the other hand, everyone sees the developments
00:58:36in our region. All our citizens see it. For
00:58:39years, the communities living in our region
00:58:43have been brought face to face, so to
00:58:46speak, and pitted against
00:58:50each other over ethnic identities, sectarian identities,
00:58:53and beliefs, while our energy
00:58:56is spent on these matters, some imperialist
00:58:59powers come and take the resources of
00:59:02this region for themselves. When we say a region
00:59:06without terrorism, this is one of our
00:59:10biggest emphases: let the Iraqis use
00:59:13Iraq's resources. Let our Syrian brothers
00:59:16use Syria's resources. This applies to the entire
00:59:19region. Why should others come and take
00:59:22these resources, why should the people living
00:59:26here be deprived of them and be in conflict?
00:59:29On the one hand, the peace, security,
00:59:32and strengthening of Turkey's internal structure;
00:59:36on the other hand, frustrating these imperialist
00:59:39traps, establishing an environment of peace
00:59:43and security in our region, and raising
00:59:46the overall prosperity of the region. This
00:59:49vision is the vision of the Turkish Century,
00:59:52and hopefully, we will implement it step
00:59:56by step. As you know, a commission,
00:59:59a board, was formed under my chairmanship
01:00:02in the executive branch. We have also
01:00:05shaped its sub-committees. Have the sub-committees
01:00:09started working in the legislature? Yes,
01:00:12of course, there are two main stages in
01:00:15the law passed by
01:00:17our Parliament. The first stage is the laying
01:00:21down of arms, its verification,
01:00:36and its confirmation by our National Security Council. So, we are continuing
01:00:40with the headlines. It is now 11 o'clock.
01:00:43We are with you for the second part.
01:00:46We will continue to share the developments
01:00:50of the day. Actually, that terrible traffic
01:00:53accident was one of the developments that saddened
01:00:56us when we heard about it over the weekend.
01:00:59We are also showing the images on the screen.
01:01:02Look, a tour bus missed the intersection
01:01:06and then stopped suddenly after that exit.
01:01:10Traffic continued behind it. And
01:01:13unfortunately, it made that wrong decision and
01:01:17started to reverse. It thought of going
01:01:21back to that exit, probably thinking nothing
01:01:24would happen, but unfortunately, look,
01:01:28a truck coming from behind, which we also call
01:01:31a tractor, but a large articulated truck,
01:01:34had a load on it, so it was heavy.
01:01:37As a result of hitting the bus from
01:01:40behind, 11 people lost their lives.
01:01:43There are also injured people, and their treatment
01:01:47is ongoing. But the camera footage from the
01:01:50EDS unfortunately clearly shows us the
01:01:54cause of this accident.
01:01:55Now we will go
01:02:00to the address where the accident happened.
01:02:04Cihat Sönmez is waiting for us there. He
01:02:07will share with us both the details of the cause
01:02:10and the ongoing work there. Rasim, unfortunately,
01:02:13we lost 11 lives on this road yesterday.
01:02:17We are currently on the Istanbul-Izmir highway.
01:02:21The accident happened right behind us,
01:02:24at the spot where we are. The Akhisar Junction is
01:02:27right here. Unfortunately, the accident happened
01:02:31when a truck coming from behind hit a tour
01:02:33bus. After the accident, this road turned into
01:02:37a battlefield. 11 people lost their lives.
01:02:4026 people were injured. We have information that
01:02:4313 of them were discharged during the night. The other
01:02:4613 are currently being treated in hospitals in
01:02:50Manisa. Let's give you the information that
01:02:5313 people are in the hospital. So, what is
01:02:56the latest situation? Let's talk about that a
01:03:00little. The teams started working on the road
01:03:03yesterday when the accident happened. You see the
01:03:06barriers on the right side, which is the
01:03:09left side of the camera. These iron barriers broke and came out
01:03:13of their place. Two large vehicles had already
01:03:17fallen into this area. You see this wooded
01:03:20area on the left. There is information that
01:03:24these are hornbeam trees. Those who know about
01:03:27trees will know that they are very heavy.
01:03:30The truck was carrying them, and they were very
01:03:33heavy. After it overturned, it completely dropped
01:03:37its load here. The bus and the truck
01:03:41were at the point where we are now,
01:03:44where our friend in front is working. And the
01:03:48accident happened at this point. So, how
01:03:51did it happen? The EDS images show it
01:03:54very clearly. There is an EDS on a pole
01:03:58behind us that controls the highway. The bus
01:04:02misses the Akhisar Junction. It comes all the way
01:04:05to the area where the camera is now,
01:04:09where I am, and realizing it missed the
01:04:13junction, it stops. Then it starts reversing.
01:04:16This is very clearly visible in the EDS.
01:04:20And I will show you the Akhisar Junction.
01:04:23Serhat, if we can show those signs a
01:04:26little further ahead. There is a slight
01:04:29bend in the road. In that slight bend,
01:04:32the truck turns the corner at the point
01:04:36where the white car is now. It encounters
01:04:39the bus at that point and cannot even slow down before
01:04:43colliding. And with that collision, both
01:04:46vehicles are dragged to this point,
01:04:50and this is where the vehicles finally
01:04:53stopped. Let me show the area again with
01:04:56Serhat. If we can walk like this,
01:05:00"tehlikeli bir nokta şu anda jeneratörün oradan şöyle bir

01:06:49Let's thank Cihat. May God have mercy
01:06:53on them. It was a very painful accident,
01:06:57a visible accident that was coming. Now,
01:07:01that's not the only accident news, dear
01:07:04viewers. Excessive speed and carelessness caused
01:07:08deaths and injuries in other locations.
01:07:12One person lost
01:07:12their life and 5 people
01:07:18were injured in accidents in Mersin, Kayseri, Antalya
01:07:21and Karaman. In Erdemli district of
01:07:25Mersin, a car and a motorcycle collided
01:07:28on Erdemoğlu Boulevard. In the accident, the
01:07:32motorcycle rider and a passenger behind him were thrown onto the
01:07:36road and seriously injured.
01:07:40One of the seriously injured in the hospital
01:07:43lost his life despite all interventions.
01:07:46The investigation into the accident continues.
01:07:49In Kayseri, a motorcycle crashed into the rear of a car
01:07:53traveling in front of it. The motorcycle was thrown by the
01:07:57impact, hit a traffic
01:08:01sign on the sidewalk and skidded 50
01:08:05meters before stopping. It was learned that
01:08:08the condition of the motorcycle driver, who was taken to the hospital,
01:08:12was serious. In Antalya, two cars collided
01:08:16on Serik Belek Tourism Road. In the accident,
01:08:19one of the vehicles hit an electricity
01:08:23pole, stopped and
01:08:23caught fire. Upon
01:08:27the notification of citizens in the vicinity,
01:08:31fire, police and health teams were dispatched to
01:08:35the scene. While the burning vehicle was extinguished,
01:08:38two people injured in the accident were taken
01:08:47to the hospital. In Karaman, an elderly woman
01:08:50was hit by a car while crossing
01:08:53Hamza Çetin Boulevard. The injured person was
01:08:57taken to the hospital after initial medical
01:09:00intervention by health teams. An investigation
01:09:03was launched into the incident.
01:09:07We will show an image from the Istanbul
01:09:11Bosphorus. This Maltese-flagged tanker started drifting
01:09:14due to engine failure. The Bosphorus was closed
01:09:18to traffic in both directions for a while.
01:09:21With the intense efforts of the teams, the
01:09:25tanker was towed to Küçükçekmece Anchorage,
01:09:28and then the Bosphorus was reopened to traffic.
01:09:31This Maltese-flagged tanker, 110 meters
01:09:34long, was en route from Bulgaria to
01:09:37Italy. It malfunctioned
01:09:43in the Istanbul Bosphorus. Due to engine failure,
01:09:47it drifted off Kanlıca. Upon notification, teams
01:09:50from the General Directorate of Coastal Safety were
01:09:53dispatched to the area. Ship traffic
01:09:56was suspended in both directions, north
01:09:59and south. The tanker
01:10:04was safely anchored in Küçükçekmece Anchorage
01:10:07with the escort of
01:10:12the Kurtarma 7 tugboat. With the rescue of
01:10:16the tanker, the Istanbul Bosphorus was reopened
01:10:20to ship traffic. An image from Istanbul
01:10:23again, the moment a building collapsed. This time,
01:10:27a building whose demolition
01:10:30had started, was 7 stories
01:10:34high. One of the two adjacent buildings collapsed, dear
01:10:38viewers. Fortunately, no one was injured.
01:10:42The surrounding apartments were also damaged.
01:10:46The 7-story building collapsed with a loud
01:10:49noise. The area
01:10:53was covered in a cloud of dust.
01:10:56"They started from the bottom of the building
01:11:00and demolished the columns all the way.
01:11:04The building collapsed straight down. In Küçükçekmece,
01:11:08Istanbul, the demolition of two adjacent
01:11:117-story buildings began. While the teams were demolishing
01:11:15one of the buildings, the other collapsed.
01:11:18It collapsed in the same place. Thank
01:11:21God it didn't fall sideways, otherwise it would have
01:11:24taken all the buildings opposite. The moment
01:11:28of the collapse was captured by cameras like
01:11:32this. The fact that no one was on
01:11:36the street at that moment prevented a disaster.
01:11:40The debris scattered from the building damaged
01:11:43the surrounding apartments, natural gas and water
01:11:46installations, and the lighting pole.
01:11:50This week is Champions League week. In the
01:11:53middle of the week, our representatives Galatasaray
01:11:57and Fenerbahçe. Galatasaray will host Spanish giant
01:12:01Barcelona at home. Fenerbahçe will face
01:12:03Aston Villa away in England.
01:12:20Now, the Galatasaray-Barcelona match stands out
01:12:23as the most expensive ticket match in Turkish
01:12:27football history. Match ticket prices
01:12:31start from 2,800 liras and go up
01:12:34to 75,000 liras. As such,
01:12:36and with great interest in the match,
01:12:39because it is already said to be sold
01:12:42out, what comes to mind? The
01:12:46possibility of concern? Black market. Istanbul

01:16:50Haftanın ilk satır başında piyasalar haftaya nasıl
01:16:54başladı bunu. için ekonomiye bir parantez açacağız, petrol
01:16:57fiyatları brend petrol 103 dolar bandında seyrediyor,
01:17:01altındaki düşüş 4.200 dolarla
01:17:05sınırlı durumda kaldı. Peki beklentiler ne yönde?
01:17:08Gizen bilen konuyla birlikte İstanbul Stüdyomuzda bizi
01:17:11bekliyor.
01:17:15Haftanın ilk işlem günündeyiz. Altın, Petrol ve Borsa Cephesinde
01:17:19denge arayışı öne çıkıyor. Bu hafta ABD enflasyon verisini takip edeceğiz.
01:17:23Aslında küresel piyasalar açısından. önemli bir veri olacak, peki piyasalar
01:17:27yeni haftaya nasıl başladı, bunları konuşacağız, yanımda konuğum yatırım
01:17:30danışmanı Sinan Alican var. Sinan Bey hoş geldiniz, yayınımıza öncelikle.
01:17:34Hoş bulduk, iyi yayınlar dilerim. Dilerseniz önce petrol
01:17:37diyelim.
01:20:31gerekiyor. Peki şimdi fon tasfiye süreci hızlandı, geçen hafta
01:20:35saw a search for balance and an upward movement
01:20:39in the stock market. What levels will
01:20:42we follow in Borsa Istanbul in the next period? Of
01:20:46course, in this regard, the start of the process
01:20:49for liquidation as of Thursday last week is
01:20:53quite positive. We will also be following the
01:20:56news flow here this month. On the other hand,
01:20:59the biggest factor affecting the pricing of Borsa Istanbul,
01:21:03and the first thing we follow, is the inflation
01:21:06data in the country. The last data we received
01:21:10was quite good and below expectations. Also,
01:21:13there is a Central Bank meeting this month. So,
01:21:16there are many options that the markets will
01:21:19price, and one of them will be the quarterly
01:21:23financials that will be announced this month.
01:21:27Therefore, in light of all these,
01:21:29we can say that expectations are quite positive. However,
01:21:32investors should especially monitor whether the 12.5
01:21:36level is fully passed, as this level appears
01:21:39as a resistance. On the downside, we see that
01:21:43the 11,900 level has been a strong
01:21:46support. Investors can follow these levels as support levels
01:21:50below. Thank you very much for your contribution
01:21:54to the broadcast. Yes, we have brought the latest
01:21:58market situation to the screens on the first trading
01:22:02day of the week, and now we
01:22:10will move on to politics. The Grand National Assembly of Turkey
01:22:13will have a busy agenda this week as well. Last week,
01:22:17it started the new legislative year with a fast start. So,
01:22:21what will be the main agenda items this week? Which proposals
01:22:24will come to the General Assembly this week? Yiğit Can Karatepe is with us
01:22:28with the details.
01:22:32Rasim Kılıç, that speed will continue to increase in
01:22:36the Grand National Assembly of Turkey. If you will, there will
01:22:39barely be time to breathe in the Grand National Assembly
01:22:43of Turkey. Let's start with the General Assembly. The agenda
01:22:46item of the General Assembly will be the Turkish Red Crescent's
01:22:50proposal. With this proposal, the 158-year-old Hilali
01:22:53Ahmer will finally have its own law. With this proposal,
01:22:56the era of obtaining supplies from the Red Crescent without
01:23:00tender in emergency situations and disasters will begin.
01:23:03Thus, urgent needs will be met quickly. At
01:23:05the same time, the Turkish Red Crescent will be the sole
01:23:09authorized institution for aid from the International Red Cross
01:23:12and Red Crescent to Turkey. All these topics and much
01:23:16more will be included in the Turkish Red Crescent Law proposal.
01:23:21As of Tuesday, it will be discussed in the General Assembly
01:23:25of the Parliament. On the other hand, the commissions will also
01:23:28work hard this week. Let's first talk about the Planning and Budget
01:23:32Commission, as the 9-article law proposal submitted by the AK Party last week will be
01:23:36on the agenda of the Planning and Budget Commission as of
01:23:39Wednesday. Thus, payments of up to 1 million liras will
01:23:42be provided to fund investors exceeding 450.
01:23:46It will also be ensured that public resources are definitely
01:23:49not used in these payments. The liquidation of funds will
01:23:52be provided with the law proposal and the temporary 9-article
01:23:56law proposal. It will be discussed in the Planning and Budget
01:23:59Commission this Wednesday and in the General Assembly of the
01:24:02Parliament next week. The Public Economic Enterprises (PEE) Commission
01:24:06will also make a rapid start as of this week. The budgets
01:24:09of Public Economic Enterprises will begin to be discussed
01:24:12in the Public Economic Enterprises Commission of the Grand National
01:24:16Assembly of Turkey for the next 2 months. On the other
01:24:20hand, the budget intensity will also begin in
01:24:23the Parliament. The 2027 Central Government Budget Law proposal
01:24:26is expected to be submitted to the Grand National Assembly
01:24:29of Turkey on Friday. The budget marathon, which will last for
01:24:32approximately two months in the Parliament in the coming
01:24:36weeks, will begin at the
01:24:38end of this week, let's say,
01:24:40and hand over to you again. Rasim Kılıç. The Speaker of
01:24:44the Grand National Assembly of Turkey, Numan Kurtulmuş, is speaking
01:24:47in Gaziantep, we are watching. Why is Turkey
01:24:51taking action on this now? Why did it choose
01:24:54such a path and start fighting determinedly to
01:24:57get rid of terrorism? We all know that
01:25:00many political leaders in our history, especially
01:25:03in our multi-party political life, made great
01:25:07efforts to leave this issue behind. If we
01:25:10count the late Özal, the late Erbakan, and
01:25:13even the late Ecevit, we can easily say that
01:25:16many people made efforts to solve this problem,
01:25:20but they could never succeed because the internal and
01:25:23external circles of the period did not allow this
01:25:26issue to end. Similarly, the solution process
01:25:29initiated by our President in 2013, in 2013-14,
01:25:33was also foiled by internal and external
01:25:36powers. Despite the progress that
01:25:39had been made, they made every effort
01:25:42not to solve the problem. It later became clear
01:25:45how many circles, especially FETO members within the police, intelligence, and other
01:25:50elements, sabotaged that process.
01:25:53Now, thank God, different opportunities
01:25:57have emerged, and here, first of all,
01:26:01the state's mind and the nation's conscience
01:26:03came together, and a determined stance was
01:26:07taken to solve this problem. This will
01:26:09of our President has very seriously
01:26:12become a state policy, and we have
01:26:15come to this point step by step.
01:26:18In this process, undoubtedly, the effective
01:26:21and inclusive leadership displayed by our President,
01:26:24as well as the determined stance displayed by
01:26:28the Nationalist Movement Party Chairman Mr. Devlet
01:26:31Bahçeli, and his guiding advice when
01:26:34things got stuck, and the positive
01:26:37contributions of the leaders and executives
01:26:41of all other political parties to the problem
01:26:44have led to this point. For this
01:26:48reason, I sincerely thank everyone who
01:26:52has contributed up to this point. Why
01:26:55now, first of all, a very strong
01:26:58social climate has emerged regarding the
01:27:02solution of this problem. That is, circles with different
01:27:05political views in society all want
01:27:09to end this issue, for Turkey to move
01:27:11away from terrorism, and for Turkey to
01:27:14spend its efforts on development and
01:27:18progress. I assure
01:27:25you that the state's mind and the public's
01:27:29conscience may not always align. This
01:27:32time, thanks to many positive contributions
01:27:34brought by the conjuncture, the meeting of the state's
01:27:38mind and the public's conscience has created
01:27:42a very strong social climate. From
01:27:44the beginning of the process until today,
01:27:48we all see that this climate is
01:27:51increasingly becoming more positive. Perhaps
01:27:54this is one of the most important reasons.
01:27:58Another important reason is the fact
01:28:01that developments around us and in the world
01:28:04no longer allow Turkey to remain a country
01:28:07struggling with its internal issues.
01:28:10In an environment where almost all the
01:28:13great powers of the world are fighting
01:28:17each other in the Balkans, Caucasus,
01:28:20Black Sea, Eastern Mediterranean, and Middle
01:28:23East regions, and where almost all the
01:28:27armies of the world have physically come
01:28:30to this region, Turkey has no
01:28:34other option but to stand firm in this
01:28:38region. Therefore, Turkey's domestic
01:28:41fortress must be strengthened due
01:28:44to the developments in this region,
01:28:47and especially, as mentioned earlier, Israel's extraordinary
01:28:50efforts to destabilize the entire region
01:28:54under the pretext of Gaza for
01:28:563 years, and its entry into a
01:29:00stance that threatens
01:29:02all countries in the region.
01:29:06Ladies and gentlemen, we will continue with a hot
01:29:09image, a new image. The address of this
01:29:13image is Mersin, there is a fire news.
01:29:16This is the Organized Industrial Zone located
01:29:19in Tarsus district, dear viewers. A fire
01:29:23broke out in a factory located within the Organized
01:29:26Industrial Zone for an unknown reason. This is
01:29:29a tobacco processing facility, dear viewers.
01:29:32The flames suddenly grew and engulfed
01:29:35the entire factory.
01:29:47Upon notification, many fire crews were dispatched
01:29:50to the scene, and those crews are currently
01:29:53making intense efforts to prevent the fire
01:29:57from spreading to nearby workplaces, because
01:30:01there are other factories close to the
01:30:04fire. That's why they are trying to take
01:30:08precautions. We have brought the first
01:30:11live images from the scene to the screen.
01:30:15We will bring an image from the Strait of Hormuz
01:30:18to the screen, dear viewers. The Iranian Revolutionary
01:30:21Guards shared images of a tanker hitting
01:30:23a sea mine in the Strait of Hormuz.
01:30:27Look, as the tanker was sailing,
01:30:30smoke rose meters high due to
01:30:34the explosion. After the explosion, a fire
01:30:37broke out in the ship's
01:30:49engine room. Tehran attributed the cause
01:30:53of the accident to the tanker passing
01:30:57through an unauthorized route by shutting
01:31:00down its navigation systems. These mines
01:31:04were talked about a lot during the
01:31:07period when diplomatic efforts to open the
01:31:10Strait of Hormuz came to the agenda.
01:31:13It was emphasized that these mines
01:31:17must first be cleared to ensure safe passage
01:31:20through the Strait of Hormuz. However,
01:31:24many people commented that it would take
01:31:27many days to clear the number of mines
01:31:31there, and that a very long time
01:31:35would be needed for their clearing.
01:31:38Therefore, this image actually shows
01:31:41the danger there. Let's continue.
01:31:45In another point, an attack was carried
01:31:48out on King Khalid International Airport
01:31:52in Riyadh, the capital of Saudi
01:31:55Arabia. You will remember the weekend.
01:31:57New images of the attack continue
01:32:01to emerge. A terrible image. An explosion
01:32:05occurs in the area where Umrah pilgrims
01:32:09are located. The panic that followed is
01:32:12reflected in the lenses in this way.
01:32:1613 people lost their lives in the
01:32:18attack. 309 people were injured.
01:32:22These images were captured by cameras
01:32:25at the moment of the explosion that
01:32:29occurred in Fiat. Now,
01:32:32it is in the news, we constantly use this
01:32:35expression. I'm sure
01:32:37there are those who
01:32:45ask. We say, "Iranian-backed Houthis
01:32:49in Yemen." So you ask, "Who are these
01:32:52Houthis? What are these Houthis?" Because
01:32:56recently, attacks against Saudi Arabia
01:32:59have increased. You saw an example
01:33:03just now. Airports and energy facilities
01:33:06in the country, especially Riyadh, are targeted,
01:33:09and the Arab coalition led by Saudi Arabia
01:33:13is engaged in a struggle against the Houthis.
01:33:16Therefore, the details of who the Houthis
01:33:20are, who are the powers behind them,
01:33:23who supplies them
01:33:24with weapons, and
01:33:29what their goals are, are in our news. The history of
01:33:33the Houthis dates back to the early
01:33:371990s. In 1992, they came together
01:33:40under the leadership of Hussein Badr al-Din
01:33:44al-Houthi in Sa'dah,
01:34:07northern Yemen. In 2004, they
01:34:10adopted the name Ansar Allah Movement
01:34:14and turned into an armed movement.
01:34:17Saudi Arabia supported the internationally
01:34:21recognized Yemeni government. In 2015, it formed
01:34:23an Arab coalition and conducted operations
01:34:27against the Houthis. Thus, the Houthis
01:34:31faced both the Saudi Arabia-led coalition and forces loyal
01:34:35to the Yemeni government. The extent of the
01:34:37relationship between
01:34:40Tehran and the Houthis is also a matter
01:34:43of debate. Iran is said to provide
01:34:47military and financial support to this group.
01:34:51It is also claimed that Houthi leaders
01:34:54received training in Iran in the 1990s.
01:34:57The ceasefire reached between Saudi Arabia
01:35:00and Yemen in 2022 significantly reduced
01:35:04conflicts. However, a political solution
01:35:07could not be reached.
01:35:18This year, tensions escalated again.
01:35:21The Houthis targeted Saudi Arabia after
01:35:25four years of no conflict. They accused
01:35:29Riyadh of attacking airports under their
01:35:32control. The Houthis are striking airports
01:35:36and energy facilities in the country. The
01:35:40Saudi Arabia-led coalition has also
01:35:43increased its military operations against
01:35:47the Houthis. Let's continue with
01:35:50an author, a section of findings. Today,
01:35:53we will share the article by Tunca Bengi,
01:35:57columnist for Milliyet Newspaper, titled
01:36:01"Though it seems to be an SDG remnant,
01:36:04it reads Mossad." Actually, it is
01:36:08necessary to address all the developments
01:36:11in the region at once. Look, how dynamic
01:36:15that region is, the Bab-el-Mandeb
01:36:18line and the Hormuz section are also
01:36:22like that. And regarding the developments
01:36:24in our south, Tunca Bengin's article especially
01:36:28contains some headlines about Israel's targets
01:36:31in Syria. Now, he says this: "Israel's
01:36:35dirty plan is clear. It is provoking
01:36:38developments by saying, 'Don't lay down your
01:36:41arms, wait, things may change soon.'
01:36:45While the Israeli Army is intensifying
01:36:48its military operations in southern Syria,
01:36:51the Golan Heights, Quneitra Line, and
01:36:54Suwayda, and establishing new fortifications on
01:36:58the border, it does not want the Syrian
01:37:01Army to focus on the Southern Front.
01:37:05It is implementing a strategic distraction
01:37:08tactic, thinking it is forcing Damascus
01:37:12to shift its military and logistical power
01:37:16to the far northeast of the country with
01:37:19the internal turmoil in Hasakah. These
01:37:22are clearly part of a despicable plan
01:37:25aimed at destabilizing Syria, dragging it
01:37:29back into civil war, and thus targeting
01:37:32the administration of President Bashar al-Assad.
01:37:35Turkey and Syria are writer Tunca
01:37:38Bengin brought the developments in the region
01:37:42to his column from this perspective.
01:37:52"The news we're about to convey caught my attention today
01:37:56when I saw it in the newspapers. It was on the first page of Sabah newspaper:
01:37:59A 135,000 lira and the overwhelming
01:38:03majority of the restaurant selling expensive tzatziki." Look,
01:38:06a customer who paid 100 lira for four bowls of tzatziki
01:38:10appealed to Cimer. What does that mean, for God's sake? Four
01:38:13bowls of tzatziki for 100 lira? This is starting
01:38:17to become ruthless. The Ministry of Trade took action upon
01:38:20the consumer's complaint. During the inspection, organization for years
01:38:24it was determined that the prices of 34
01:38:27products were different. The restaurant was fined
01:38:30135,000 lira administratively. So,
01:38:33will a 135,000 lira fine stop them
01:38:37from doing this? This is debatable, of course. You could just say,
01:38:40"Okay, don't go there," but I mean,
01:38:44how long can you say "don't go there"? Are these exorbitant
01:38:48prices normal, for God's sake? Let's look at the
01:38:50news.
01:38:54A consumer stated that a restaurant in Ankara's Çankaya district
01:38:58requested a 100 lira bill for 4 portions of tzatziki. They
01:39:02filed a complaint with Jimer regarding the issue. The Ministry of Trade
01:39:04took action.
01:39:07Ankara Provincial Directorate of Trade teams conducted a price tag inspection at the establishment.
01:39:11The price list at the restaurant's entrance was compared
01:39:15with the QR code menus on the tables. It was
01:39:17determined that the selling prices of 34 products were different.
01:39:21In the QR code menu, a portion of tzatziki
01:39:23was priced at 250 lira.
01:39:27Due to the violation of the regulation, the establishment
01:39:30was fined 135,082 lira administratively. The Ministry of Trade
01:39:33announced that inspections would continue resolutely
01:39:37to protect consumers' economic interests and ensure price transparency.
01:39:41bildirdi.
01:39:45We will continue with scenes from Istanbul traffic.
01:39:49Esenyurt, Kartal, and Avcılar will be our addresses.
01:39:52Let's start with Esenyurt. A dispute broke out
01:39:56in traffic in Esenyurt. Look, these are the images recorded
01:39:59after that dispute. Citizens mobilized to separate
01:40:02the parties. Teams from the Traffic
01:40:06Inspection Branch Directorate of the Istanbul Police Department launched an investigation
01:40:10based on these images. The aggressive driver was caught quickly.
01:40:13The driver, whose license was permanently revoked, was fined
01:40:17180,000 lira administratively.
01:40:20It's good that we have videos in our lives
01:40:23in this regard. With those images, people can be identified, and
01:40:27thus, some of them are filtered out of traffic. Now,
01:40:31let's continue with another driver who needs
01:40:34to be filtered out. The identity of the driver who endangered
01:40:38traffic by cutting in was determined by virtual patrol teams,
01:40:42and the driver was fined 96,000 lira
01:40:45administratively. Another address where a rule
01:40:48violation occurred is Avcılar. The driver
01:40:50going in the wrong direction also assaulted the shopkeepers
01:40:54who warned him. The driver, who was taken into custody,
01:40:57was fined 180,000 lira. Now, here, he is going
01:41:01in the wrong direction. It's a single lane,
01:41:04only one car can pass there. We use the expression "guilty
01:41:07and powerful" for such drivers. This is one of them. People
01:41:11around him warned him, but he tried
01:41:14to cover his mistake with another
01:41:17mistake. Luckily, the laws are clear
01:41:20here. He is now facing 180,000.
01:41:22şimdi.
01:41:27Now, as we mentioned earlier, temperatures will drop
01:41:30significantly this week, but in some places, they have already started to drop.
01:41:34Kars is one of them. In Sarıkamış
01:41:37district, car windows and plants were covered
01:41:41with frost. In Ardahan's Göle district, the temperature
01:41:44was measured at -5
01:41:46degrees Celsius.
01:41:51In mid-October, a large part of the country is experiencing
01:41:54autumn. In the east, winter conditions have started to appear.
01:41:59In Sarıkamış district of Kars, the air temperature dropped
01:42:02to -1 degree Celsius. Trees and plants were covered
01:42:05with frost. As you know,
01:42:09the weather has gotten cold, and winter has started
01:42:12to make its presence felt. Today, there was an extraordinary
01:42:15frost. I hope it will be a good winter for our
01:42:17country. Drivers scraped
01:42:21the ice off their car windows
01:42:23in the morning.
01:42:27In Göle district, the temperature dropped to -5
01:42:31degrees Celsius.
01:42:36Now, this is the situation here. Let's go beyond our borders.
01:42:40Images from Nepal and the United States will be shown on the screen.
01:42:43In Nepal, the
01:42:45river overflowed. Look, we can see both the moment of overflowing
01:42:49and how much the flow increased, and these are the images
01:42:52of it completely swallowing houses, dear viewers.
01:42:56In Nepal, in the Gorkha region, dozens of
01:42:59houses were swept away, many residences were
01:43:03underwater, six bridges collapsed, and 10 people are missing.
01:43:06The flood images from Nepal were reflected on the screen like this.
01:43:10In the United States, hurricanes are especially
01:43:13active in almost every region during this time of year.
01:43:17Even if their names change from time to time, their
01:43:20effects actually don't change. This time, Hurricane Isaias
01:43:23showed its effect. Dozens of houses and vehicles were damaged,
01:43:27trees fell. Four people lost their lives.
01:43:31More than 670 thousand people
01:43:34were left without electricity in Florida, Alabama,
01:43:38Georgia, and Mississippi states. Aerial footage
01:43:41once again revealed
01:43:42the intensity of the hurricane.
01:43:48The Russia-Ukraine war has started to take an interesting
01:43:51turn on the field, dear viewers. You may recall that energy
01:43:54facilities were targeted one after another recently,
01:43:58but this time, the targets have changed a little. Digital infrastructure
01:44:01facilities are being targeted. Ukraine attacked
01:44:05data centers belonging to the Russian Technology
01:44:07Company, Yandex, with unmanned aerial vehicles.
01:44:11Some services came to a standstill, and some users from
01:44:14different parts of the world
01:44:16also experienced problems
01:44:18with digital services.
01:44:23First, oil refineries were targeted, then data centers, the heart
01:44:27of the digital world. This time, Ukraine hit
01:44:31some data centers belonging to the Russian Technology Company Yandex with unmanned
01:44:34aerial vehicles.
01:44:38After the data centers in Ryazan and Luga were attacked,
01:44:41the center belonging to Yandex in the Vladimir region also ceased
01:44:45its operations. In the area where fires broke out due to the attacks,
01:44:49two transformer centers providing
01:44:50electricity to 5,000 people were disabled.
01:44:53The effects of the attacks are not limited to Russia.
01:44:57Many users from different parts of the world experienced
01:45:00access problems with some digital services such as search engines,
01:45:04navigation, and storage. The attacks, extending
01:45:07from oil facilities to data centers, once again showed that the war is not limited to the front lines.
01:45:23Ladies and gentlemen, in the "One Frame, A Thousand Stories" section,
01:45:27we will indulge in a bit of nostalgia. I mean, due to my age,
01:45:31I only caught a glimpse of it, but those who are older
01:45:34will know it very well. There will be those whose eyes
01:45:37well up when they go back to those old times. These
01:45:40memories will profoundly affect them. There is a place
01:45:44in Ankara for those who want to see them.
01:45:46It operates in a historical building in the Ulus district.
01:45:50We are talking about the PTT Stamp Museum. It has been free
01:45:53to enter since 2013, and it is a great museum
01:45:57to see the point Turkey has reached in communication.
01:46:00At the same time, it provides an opportunity to commemorate
01:46:03memories. It sheds light on the history of communication
01:46:06in the post from the establishment of PTT to the present day.
01:46:10There are stamps, there are postman bags.
01:46:14Look, one of the postman bags. There are their clothes.
01:46:17They are exhibited in the museum. Along with the postman
01:46:20bag, mailboxes, stamps and seals,
01:46:24telephones and telegrams are exhibited
01:46:27in that museum. In the museum, there are also
01:46:31the clothes of postmen from the past to the present,
01:46:33dear viewers. I will ask my director, if we show this image
01:46:37on the screen now, look, there is a stamp
01:46:40album, there is a stamp collection. Now, our
01:46:43cameraman friend, Mustafa, came to the studio.
01:46:46Mustafa Abi came. He said he has two
01:46:50or three such albums. He stated that he still keeps
01:46:54them at home. These are very beautiful memories, very beautiful
01:46:58collections. In these albums, there were various stamps
01:47:01from that period, different people, different visuals.
01:47:05Being able to still keep this is a great achievement.
01:47:08These are the features we have carried from the past
01:47:12to the present. In "One Frame, A Thousand Stories," we journeyed into the nostalgia
01:47:16of stamps and the postal organization.
01:47:34Now, the Ministry of National Defense periodically shares
01:47:38photos under the tag "Photo of the Day." Those photos
01:47:41are very meaningful. Let's look at today's
01:47:45photo of the day. A proud frame was shared, dear viewers.
01:47:48There's also a beautiful statement: "Our wings
01:47:52are stronger as long as our flag waves."
01:47:55Along with the Turkish flag, air elements,
01:47:58likely the Turkish Stars, are seen. Yes, these proud
01:48:02moments, accompanied by the Turkish Stars
01:48:05and sharing the same frame with the Turkish Flag,
01:48:08were shared as the photo of the day by the Ministry
01:48:12of National Defense, with the note: "Our wings
01:48:16are stronger as long as our flag waves."
01:48:32Now, we will complete the second part with an interesting
01:48:36story, then move on to the third part. He noticed a problem
01:48:39during his Hajj journey, and it became
01:48:42a turning point in his career. We will continue with the story
01:48:45of Turkish sound engineer Ahmet Tekin Topuzdağ.
01:48:49He carried out significant work on the sound
01:48:52systems of the two holiest shrines in the Islamic world.
01:48:55His story, which began in Masjid al-Nabawi,
01:48:59reached the prayers of millions of Muslims. Because
01:49:02the acoustic sound element there is very,
01:49:05very important. Topuzdağ told TRT Haber reporter
01:49:09Dilruba Amili about his quarter-century
01:49:12of service in Haremain. Look, how that problem
01:49:16he saw led him to a turning point
01:49:19in his career, and what successes
01:49:23he achieved, especially in those holy lands.
01:49:26Let's see. Afterwards, we will be with you with the third and last
01:49:30part towards the top of the hour.
01:49:40Sound has been a passion for me since birth.
01:49:43I have loved beautiful sound as long as I can remember.
01:49:47I build a bridge of hearts with sound. Turkish sound
01:49:51engineer Ahmet Tekin Topuzdağ is responsible
01:49:54for the more understandable sound of adhans and Qur'an
01:49:57recitations echoing in places where millions
01:50:00of Muslims gather, and a Turkish engineer
01:50:02has worked for this.
01:50:05We are at Süleymaniye Mosque. This is my school. I learned
01:50:09Islamic voice here, in this acoustic. Therefore,
01:50:12this is my school,
01:50:14and my teacher is Mimar Sinan.
01:50:17Every sound rising in Süleymaniye gains
01:50:21a different meaning under the dome. Qur'an recitation,
01:50:24adhan, and prayer are spread not just
01:50:27to be heard, but to reach hearts. Mimar Sinan treated
01:50:31sound as part of the architecture in this great mosque.
01:50:35Centuries passed, technology changed,
01:50:37but the meaning of sound in mosques did not change.
01:50:41Today, Ahmet Tekin Topuzdağ undertook the same responsibility
01:50:44in large places of worship in different
01:50:47geographies. The aim is not to amplify sound
01:50:51but to convey the words in the most accurate way.
01:50:54Ahmet Tekin Topuzdağ's story began
01:50:57with his Hajj visit in 1997.
01:51:01While praying in Masjid al-Nabawi in Medina,
01:51:04he noticed echoes and distortions in the sound system. He met
01:51:07with officials to solve the problem,
01:51:09and then he was given the opportunity
01:51:13to work. What he said was, "Allah sent you to us.
01:51:17I know you came here for worship, but if possible, would you
01:51:21do the other parts?" they asked me. As a result of
01:51:25a 2.5-3 month effort, I brought clarity to
01:51:28the sound system of the entire Masjid al-Nabawi. He made
01:51:32arrangements that reduced echoes and made the words
01:51:35more understandable. He dedicated years to these efforts.
01:51:38He said, "I am making you the director of the sound
01:51:41systems of Masjid al-Nabawi." He also said, "I am making
01:51:45you the director of the sound systems of the Kaaba." He said, "I have given
01:51:48you so much authority that I cannot appoint
01:51:52a director over you. Therefore, you are responsible
01:52:06before Allah." And this was in 1997.
01:52:09I am Hasan Bahadırhan, the Lord of Diyarbakır,
01:52:12the ruler of Tabriz.
01:52:16What does Lord Mucunasan say, will he give us Karamanoglu
01:52:20Isak? Let it be known
01:52:22that Karamanoglu Isak, according
01:52:26to Turkish tradition, has sought refuge
01:52:28at my feet
01:52:30and entered
01:52:33my protection. Now everyone prepare,
01:52:36our expedition to Rome has been postponed.

01:52:46defies a traitor. Whoever wants to take
01:52:50those who sought refuge at my feet will be crushed
01:52:52under my feet. I am Sultan Mehmet Khan. I will hang
01:52:56whoever threatens me with their feet
01:52:58in Tabriz Square.

01:57:15We wish our teachers and students a year
01:57:19full of success. Fatih Kalem, Turkey's pen.
01:57:34Welcome back. It's almost 12 o'clock. We are with
01:57:37you with the third and last part of the headline. We also
01:57:41shared this in the previous hour. Vice President
01:57:44Cevdet Yılmaz was a guest at the Anadolu Agency editor's
01:57:47desk. His statements regarding the fund liquidation
01:57:51process were noteworthy. He said that if the decisions
01:57:54pass through the parliament, the number of investors will drop
01:57:57below 100,000. He noted that payments will be made
01:58:00to investors from three sources and that public funds
01:58:04will not be used in this process. Yılmaz said that if there
01:58:07is an illegal transaction,
01:58:09responsibilities will not disappear.
01:58:12If the investment decisions regarding extraordinary
01:58:16liquidation pass through our parliament and are implemented,
01:58:20the number of investors we are talking about here
01:58:23will probably drop below 100,000. Payments have been made
01:58:26to close to 44,000 of our 455,000
01:58:29citizens. Ziraat Bank is managing
01:58:32this side. If there has been a refund,
01:58:36even if there was no illegal transaction due to excessive
01:58:40income, there is nothing to say there, but if there is an illegal
01:58:43transaction, responsibilities will certainly not disappear
01:58:46in an illegal transaction. We have three sources
01:58:50to use when refunding these funds. The first
01:58:53is the assets remaining in this fund. The second
01:58:57is the refunds to be made to these accounts.
01:59:00And the third is that many responsible
01:59:03individuals have had their assets frozen. No public funds
01:59:07will be involved.
01:59:10Let's also look at the judicial part, dear viewers. The investigation
01:59:14continues on one hand. The Istanbul Chief Public Prosecutor's Office
01:59:17is conducting that investigation. Action was taken after
01:59:21confidential documents were shared on social media and digital platforms.
01:59:24The Chief Public Prosecutor's Office announced that an ex officio
01:59:28investigation was launched against those who shared them, on the grounds
01:59:31that the confidentiality of the investigation was violated.
01:59:35It was stated that instructions and warrants were sent
01:59:38to institutions such as the Capital Markets Board, Borsa Istanbul,
01:59:42the Central Registry Agency, and the Banks Association,
01:59:45in accordance with the stages of the investigation.
01:59:47It was also stated that confidential documents regarding
01:59:51the content of the investigation were shared with the public
01:59:54on some social media platforms and digital media. In its statement,
01:59:57the Chief Public Prosecutor's Office stated that the violation
02:00:01of the confidentiality of the investigation would be
02:00:04evaluated within the scope of Article 285 of the Turkish
02:00:07Penal Code. It was stated
02:00:08that an ex officio judicial
02:00:20investigation was launched against those who made these shares.
02:00:23We had just shown you the first images from the scene
02:00:27in Mersin. Our team members have reached the front
02:00:30of the factory where the fire
02:00:34broke out. Sena Kaya will now report the details from the location.
02:00:38Yes, we are currently in the Mersin Tarsus Organized Industrial Zone,
02:00:41right in front of the factory
02:00:42where the fire started. A fire
02:00:47broke out in a tobacco factory. The fire actually started inside
02:00:51a tobacco factory, but the tobacco factory consists of three sections.
02:00:54Currently, teams have intensified their efforts in the section where the flames
02:00:58are most visible. Of course, many firefighter
02:01:01teams arrived, and firefighter teams
02:01:04from surrounding districts also came to this point.
02:01:08As we said, the fire started a short while ago.
02:01:12The factory consists of three sections. It started in one
02:01:15section, but due to the effect of the wind, the flames
02:01:19quickly spread to the other two sections. We are
02:01:22currently broadcasting from in front of the factory
02:01:25where the flames are most intense. Many
02:01:28teams were dispatched here in a short time.
02:01:31Firefighter teams were dispatched. We can still say that firefighter teams are coming
02:01:35from surrounding districts. According to the information
02:01:38we have currently, of course, these are still claims,
02:01:41and there has been no official statement, but we received
02:01:45information that there was no one in the factory.
02:01:48At least for now, we have information that there
02:01:51are no casualties, no poisoning,
02:01:54or injuries. The factory consisted of three sections.
02:01:58I will ask my cameraman friend to move forward a bit.
02:02:02Look, we see intense work there. Of course, efforts are being
02:02:05made with great dedication, because this is an industrial
02:02:09zone where many factories are adjacent to each other.
02:02:12There are different factories right behind
02:02:15the factory, but the main reason for the teams' meticulous
02:02:18work is to prevent the flames from spreading
02:02:22to other factories. Look, my cameraman
02:02:25friend is showing it. They are very close. There
02:02:29are other factories just next to and above
02:02:32the tobacco factory where the flames started and grew.
02:02:35First, precautions were taken to prevent
02:02:39the flames from spreading to other factories.
02:02:42Look, you can see here that the tobacco is currently burning
02:02:46fiercely. The wind sometimes makes it difficult
02:02:50to work here, but teams from every area,
02:02:53even armored vehicles, have arrived. Work is continuing
02:02:56at full speed in every section of the factory.
02:02:59We said there are three sections. We will show you now by moving
02:03:03forward a bit. The fire continues in one of the three
02:03:07sections. We can say that work is continuing in a more
02:03:11controlled manner in the other two sections. My cameraman
02:03:15friend, Osman Kaplan, is also showing this on the screens.
02:03:18There is a dedicated struggle here. Because the most important
02:03:22thing here is that there is a fire, but meticulous
02:03:25work is being carried out to prevent this fire from spreading
02:03:29to other factories. It consists of three sections.
02:03:31The area we are showing on the screens right now
02:03:35is actually the point where the fire and flames first
02:03:38started. From here, it spread to other
02:03:42sections. There is a management building a little further
02:03:45ahead. We will also move towards that. Teams continued
02:03:49their efforts to prevent it from spreading
02:03:53to that management building. We are currently at the entrance
02:03:56of the factory. Of course, this is a very large area.
02:04:00These flames extend to the back. Look, you see
02:04:03the teams right now. In every spot where there
02:04:07are no flames, and where the flames are being intervened,
02:04:10cooling efforts are also being carried out simultaneously
02:04:13to prevent the flames from growing again. Teams from many
02:04:17surrounding districts are here. Police are here,
02:04:21security forces are here. They took precautions,
02:04:25of course, to prevent the fire from spreading to other factories.
02:04:28And they warn us from time to time about the fire
02:04:32growing. And since the smoke is very dense, health
02:04:35teams are also here, warning the workers
02:04:39one by one to prevent any negative situation.
02:04:43We are currently moving in the factory with my cameraman
02:04:46friend Osman Kaplan. We said the fire started
02:04:50in three sections. This is one of those sections.
02:04:54The flames had grown in the first
02:04:55section, and while it was being intervened
02:05:04there, those flames here subsided a bit. Work is still
02:05:08continuing here. Let's return to you.
02:05:12Let's share a new image and a breaking development,
02:05:16dear viewers. This is Antalya, a passenger
02:05:18minibus overturned in the area. The
02:05:21minibus, which went out of control for an
02:05:24undetermined reason, hit the median and overturned.
02:05:28There is information that there are injured people for now. Yes,
02:05:31dear viewers, Furkan Yazıcı is on the other end
02:05:35of our phone line. We are broadcasting the live image on the screens.
02:05:39We will also listen to Furkan
02:05:51for the latest information about the accident. This is the Antalya-Isparta Highway,
02:05:55Topallı location, especially a frequently preferred road
02:05:59on the Antalya-Ankara route, and a passenger minibus
02:06:03overturned on this road. Furkan Yazıcı is on the other end of
02:06:07our phone line and will share the developments about the accident with us.
02:06:10Meanwhile, let's emphasize that the image on your screens
02:06:13is live. Furkan. Yes, Rasim Kılıç, as you
02:06:17mentioned, the accident occurred on the Antalya-Isparta
02:06:20Highway. Let's state that
02:06:23as a result of the minibus overturning, according to initial
02:06:26determinations, five people were injured. Actually,
02:06:30let's mention that a short-term downpour
02:06:33was effective in Antalya, and presumably,
02:06:37with the effect of this downpour,
02:06:40the minibus lost control of the steering wheel
02:06:44as the road became slippery, crossed into the opposite lane
02:06:47and overturned. According to initial determinations,
02:06:51five injured people were transferred to
02:06:54nearby hospitals. Let's say that
02:06:57they were transferred to nearby hospitals. Let's
02:07:01also say that there is no information
02:07:04about the driver yet. The accident occurred
02:07:08in Topallı, a district of Aksu on the Antalya-Isparta
02:07:11Highway, and according to initial determinations,
02:07:15as I just mentioned, there are 5 injured people.
02:07:18Let's also say that the injured were transferred
02:07:22to nearby hospitals with the intervention of teams,
02:07:25fire, health, and police teams. In Antalya,
02:07:29there was actually a downpour that was effective before
02:07:33noon, and although it was short-lived,
02:07:35in many parts of the city,
02:07:39and with this, let's say that
02:07:42the roads also became slippery. And
02:07:46a minibus coming from Isparta towards Antalya
02:07:50lost control of its steering wheel
02:07:53and crossed into the opposite lane
02:07:56and overturned. And with this,
02:08:00according to initial determinations in the accident
02:08:03that occurred, five people were injured.
02:08:06Of course, many health personnel, fire
02:08:10teams, and police were dispatched to the scene
02:08:13with the notification, and with the first
02:08:16interventions, the injured were removed
02:08:19from the vehicle and transferred to
02:08:22nearby hospitals. And due to the accident,
02:08:25let's say that transportation on the Antalya-Isparta
02:08:28Highway is being provided in a controlled manner.
02:08:31As we mentioned again,
02:08:34let's state that the minibus
02:08:38caused the accident and
02:08:41crossed into the opposite lane after losing control.
02:08:44And with the minibus overturning,
02:08:47let's say that initially
02:08:51five people inside were injured.
02:08:54Let's say that with
02:08:57this accident on the Antalya-Isparta Highway, transportation
02:09:00is being provided in a controlled manner.
02:09:03This accident occurred in Topallı,
02:09:07in the Topallı neighborhood. Let's state that
02:09:11a minibus coming from Isparta towards Antalya lost
02:09:14control and crossed into the opposite lane
02:09:18and overturned. With this,
02:09:21according to initial determinations in the accident,
02:09:25five people were injured. We
02:09:29do not yet know exactly how many people
02:09:33were in the minibus, but let's say
02:09:36there are five injured. Teams, fire
02:09:39teams, health, and police teams arrived at the accident
02:09:43scene in a short time, and according
02:09:46to initial determinations, five people were injured.
02:09:49Let's also say that after the first
02:09:53aid to the injured, they were taken
02:09:56to nearby hospitals. Of course,
02:10:00we are currently trying to reach the area
02:10:03where the accident occurred. Let's say that
02:10:06there is traffic congestion on the Antalya and Isparta
02:10:09Highway, and transportation is being carried out
02:10:20in a controlled manner. When they arrive at the scene,
02:10:24we will hear the details about the accident in that area
02:10:27visually from him. It's like when such incidents happen,
02:10:31they come one after another, because last weekend
02:10:34we received the news of a very tragic accident.
02:10:38You know, the driver of a tour bus that missed the exit
02:10:42on the highway tried to turn back into that exit,
02:10:46and this caused a disaster. 11 people lost their lives
02:10:50in this accident in Akhisar. 26 people were injured.
02:10:53Three drivers
02:10:54were detained in connection
02:10:58with the accident. The bus driver missed the exit
02:11:02on the highway. His reverse maneuver resulted
02:11:05in a disaster. The tow truck
02:11:07coming right after hit the tour bus like this.
02:11:10The driver of the tour
02:11:12maneuver to turn into
02:11:16the exit he missed on the highway. During this time, the bus
02:11:19collided with a tow truck and overturned. The tow
02:11:22truck also went into the ditch. The accident occurred
02:11:25near the Akhisar Toll Booth on the Izmir-Istanbul Highway.
02:11:29A tow truck coming from behind hit the tour
02:11:32bus, which was going from Bursa to Denizli
02:11:35Pamukkale and had 34 passengers and three personnel.
02:11:39The bus was dragged approximately 80 meters
02:12:07due to the impact. 11 people lost their lives
02:12:10and 26 people were injured in the accident. The injured
02:12:14were taken to hospitals in Akhisar and Manisa.
02:12:17One person, who escaped the accident with minor
02:12:20injuries, was treated on the ambulance. Minister
02:12:24of Health Kemal Memişoğlu announced that one of the injured
02:12:27undergoing treatment is in serious condition. Minister of Justice Akın
02:12:31Gürlek announced that the judicial investigation initiated by the
02:12:34Akhisar Public Prosecutor's Office regarding the accident
02:12:37is being meticulously conducted by three public
02:12:41prosecutors. The drivers of the two vehicles involved
02:12:44in the accident who were injured and whose treatment
02:12:48was completed, and the reserve driver and owner of the tour
02:12:51bus were detained. It was determined that the drivers
02:12:54of the vehicles involved in the accident had
02:12:57SRC and psychotechnical documents. It was learned
02:13:00that no alcohol consumption was found in the test.
02:13:04Due to the accident, the highway was closed to traffic
02:13:07in one direction for a while. 13 of the 26 injured
02:13:10at Akhisar State Hospital were discharged after their treatment.
02:13:27One of today's important headlines is the Presidential
02:13:30Cabinet Meeting, which will be held under the chairmanship
02:13:34of President Erdoğan. So, which headlines are expected
02:13:38to be on the agenda? Let's go to the address where the meeting
02:13:40will be held. Emin Kuvat
02:13:45is waiting for us in Beştepe. As you mentioned,
02:13:48the Presidential Cabinet will meet today
02:13:52under the chairmanship of President Recep Tayyip Erdoğan.
02:13:55The meeting is expected to start when the clock strikes 3 PM.
02:13:59Undoubtedly, important headlines regarding domestic
02:14:02politics and foreign policy will be discussed.
02:14:06Of course, one of the most important headlines will be
02:14:09what happened in the capital markets. President Recep Tayyip
02:14:13Erdoğan had used the expressions "If everyone has a plan,
02:14:16a scenario, we also have an action plan, a schedule.
02:14:20We will implement this plan step by step,
02:14:23move by move, with patience and determination."
02:14:27In this context, we can say that the work
02:14:30of the Fund Coordination Board will be evaluated
02:14:34at the cabinet meeting. President Recep Tayyip Erdoğan
02:14:38will discuss the steps taken by the Ministry
02:14:42of Treasury and Finance
02:14:45under the coordination of Vice President Cevdet
02:14:48Yılmaz, and the latest situation regarding the fund
02:14:51liquidation will be reviewed. In the cabinet meeting,
02:14:55the goal of a Turkey without terrorism and a region
02:14:59without terrorism will also be on the agenda.
02:15:02And the activities of the National Solidarity and Integration
02:15:06Coordination Board and the new period roadmap in the
02:15:09parliament will be discussed. The process of the terrorist
02:15:12organization laying down its arms, developments
02:15:16in the field, and military and intelligence reports
02:15:19will be discussed, and the latest situation will be
02:15:22reviewed again. We can
02:15:28state this. Another important headline in the cabinet
02:15:31will be foreign policy. Steps taken in the context
02:15:34of the Mecca alliance and
02:15:37steps that Turkey will take against Israel's regional
02:15:41aggression will also be discussed. In addition, the extensive
02:15:45diplomatic efforts to end the Russia-Ukraine war
02:15:48and to de-escalate tensions between the United States
02:15:52and Iran will be discussed. It is worth reiterating
02:15:55that the meeting will begin
02:15:58at 3 PM at the Presidential Complex. We will
02:16:01follow the developments moment by moment
02:16:05and report them. We hand
02:16:07the floor back to you. Izmir
02:16:11Metropolitan Mayor Cemil Tugay gave important
02:16:14messages after joining the AK Party. Tugay
02:16:17stated that President Erdoğan's approach influenced
02:16:20him in joining
02:16:22the party. He said
02:16:24it would be very good
02:16:35for Izmir. Cemil Tugay explained why he joined the AK
02:16:38Party and his
02:16:41priority goals for Izmir.
02:16:45Welcome to the AK Party family, Izmir
02:16:48Metropolitan Mayor Cemil Tugay. I have
02:16:51no doubt, it will be very good
02:17:25for Izmir, no one should have any doubts.
02:17:28Izmir Metropolitan Mayor Cemil Tugay spoke to
02:17:31Yeni Asır Newspaper after his transition to the AK Party.
02:17:35He stated that President Erdoğan's approach
02:17:38influenced him. I saw a very mature,
02:17:41respectful, and fatherly person with a natural
02:17:44approach. Honestly, I was very
02:17:48positively influenced by him that day.
02:17:52I invite Mr. Cemil to your presence.
02:17:55I am a person who entered politics
02:17:59to be the voice of the voiceless. No one
02:18:02can deny Atatürk's words. But is this an obstacle
02:18:06for the AK Party to embrace that legacy
02:18:10and want to be the voice of the voiceless
02:18:14as a party?
02:18:15I don't understand
02:18:21why it's being criticized so much. Cemil Tugay also
02:18:25touched upon the reasons for his decision
02:18:28to join the AK Party. He stated that
02:18:30he took over a city
02:18:34and municipality where problems accumulated without
02:18:38a plan or program. He said he made this
02:18:41decision after being convinced that this was
02:18:45the best for the people of Izmir. According
02:18:49to Tugay, urban transformation
02:18:52is among Izmir's most urgent problems
02:18:56awaiting solutions. Structures that are
02:18:59risky in terms of earthquakes need
02:19:03to be transformed urgently. Previous
02:19:07mayors acted with the mentality of
02:19:10"we will not let TOKI enter Izmir."
02:19:13After I took office, I said we can also
02:19:17work with TOKI. The preparations
02:19:20for the ordinary general assembly
02:19:24of the CHP are continuing, and this
02:19:28week will be busy. We will learn the details
02:19:31of the new week from the source. Deniz
02:19:35Aslan is waiting for us at the General
02:19:38Headquarters. Current political
02:19:41developments, intra-party disciplinary processes,
02:19:45and preparations for the ordinary
02:19:47general assembly.
02:19:56The agenda of the Republican People's Party this
02:20:00week will be shaped around these three
02:20:04topics. Kemal Kılıçdaroğlu will continue his work
02:20:07at the General Headquarters
02:20:11today. He will hold one-on-one meetings
02:20:15with MYK members and obtain presentations
02:20:18and reports regarding their fields. Tomorrow,
02:20:22we expect him to be at the rostrum of the
02:20:25Grand National Assembly of Turkey at the group
02:20:29meeting. And on Wednesday, the General Headquarters
02:20:32will once again be the address for meetings at the CHP.
02:20:36Kılıçdaroğlu will preside over the Central Executive
02:20:39Board first, and then the Party Council.
02:20:42The agenda of both meetings is actually common.
02:20:45Preparations for the ordinary general assembly, you know,
02:20:48the lists are expected to be suspended at the
02:20:52end of the month. Then district and provincial
02:20:55congresses will be held, and in the spring months,
02:20:58the Republican People's Party will hold its Grand
02:21:02General Assembly and elect its general chairman
02:21:05and new party administration. Technical
02:21:08preparations at this point are on the table,
02:21:11of course. On the other hand, the last topic
02:21:14is intra-party disciplinary processes. As you know,
02:21:18there was a study on individuals who are members
02:21:37of the Republican People's Party but carried out
02:21:41some political propaganda in favor of other
02:21:45political parties. Let's say that these studies
02:21:48are continuing. Of course, there are also some
02:21:52requests to return to the party. All of these
02:21:55will be discussed extensively at the meetings
02:21:58to be held on Wednesday.
02:22:02Let's also look at the New Party front. New Party
02:22:04General Chairman Özgür Özel gathered
02:22:08the MYK at the General Headquarters. So what are
02:22:11the agenda topics at the meeting?
02:22:14We will listen to the details
02:22:18from Özge Çalışkan. There is an important
02:22:21meeting in the New Party. The Central Executive
02:22:24Board meeting started under the chairmanship
02:22:28of Özgür Özel. One hour has passed.
02:22:31So what is on the agenda? Let's say there are important
02:22:35headlines. Organizational efforts, general
02:22:38assembly efforts, like the first
02:22:41headline. District congresses have been
02:22:44completed, eyes are on provincial congresses.
02:22:48This process will be completed on October 27,
02:22:51and the grand general assembly will be
02:22:54held on November 14-15 in the capital, Ankara.
02:22:58All details regarding the general assembly are on the table.
02:23:01Organizational efforts are on the table.
02:23:05Deputies carried out studies in the provinces
02:23:09for the last 20 days, met with citizens,
02:23:12and prepared reports. These reports are also
02:23:16among the topics discussed at the table.
02:23:18Economy is another headline. A comprehensive
02:23:22evaluation on the economy will be made at this meeting.
02:23:25Another headline is the name change
02:23:29issue. The Constitutional Court had given a one-month
02:23:32period and requested a defense. The defense
02:23:35was sent from the New
02:23:43Party. If the Constitutional Court decides that
02:23:47the name should be changed, the name of the New
02:23:50Party will be changed, a word will be added
02:23:53next to "New," there are five different
02:23:56alternatives on the table. This is another
02:23:59headline on the agenda. The MYK meeting
02:24:03has been continuing for an hour. After
02:24:06the meeting, the party spokesperson will be in
02:24:09front of the cameras, and we will bring it to the screens.
02:24:13After the statement, it became an agenda item
02:24:16that everyone talked about. He said that
02:24:20foreign electric vehicles could pose a security
02:24:24threat. Therefore, he said that
02:24:27they do not allow foreign electric vehicles
02:24:31into the campuses of defense industry companies
02:24:35such as Aselsan, Roketsan, Hawelsan, and TI.
02:24:38He stated that artificial intelligence
02:24:41could use vehicles like a missile on the ground.
02:24:45Let's look at the details of that statement.
02:24:49Afterwards, what does this mean? Is there
02:24:53really such a threat? What can be done if
02:24:57there is, or what kind of threat can
02:25:00it be? We will talk to our expert
02:25:03soon. As Turkey, as Aselsan, Roketsan,
02:25:06Havelsan, and TI, we no longer
02:25:09allow foreign electric cars into
02:25:13the campus because there are too many
02:25:17sensors, it maps with cameras,
02:25:20and we don't have control. We allow
02:25:24local ones, the software and
02:25:27control are also ours. He drew attention
02:25:30to the security risks coming
02:25:33with artificial intelligence. He said
02:25:36that they have restricted the entry of foreign
02:25:40electric vehicles into the defense
02:25:44industry. If you make war simulations
02:25:48with artificial intelligence, artificial
02:25:51intelligence uses cars as land cruise
02:25:54missiles every time. What does
02:25:58this mean? It uses them as guided
02:26:02missiles walking on the ground.
02:26:05It takes control of the car.
02:26:09It crashes it into the gate
02:26:12of your military unit. Tusaş
02:26:16Engine Industry General Manager Mahmut Faruk Akşit
02:26:21visited Pamukkale University. He spoke
02:26:25at the conference on changing threats,
02:26:28artificial intelligence, biology, and genetics
02:26:31in the developing world. Akşit
02:26:35stated that technology can be used for
02:26:38malicious purposes. He emphasized the importance
02:26:42of domestic systems. God forbid,
02:26:46you never know what will happen in a war.
02:26:52If you have control of the software,
02:26:55you can change the password and software
02:26:59and secure it again, but if the software
02:27:03and control are in other
02:27:07hands. it has become
02:27:10a very serious agenda item,
02:27:14so we need to talk about it a little.
02:27:17Defense industry researcher Anıl Şahin is
02:27:21with us in the studio. Welcome, Anıl
02:27:24Hodja. Thank you, good broadcasts.
02:27:28Thank you. Now, what kind
02:27:32of threat does it pose? Let's
02:27:36start with that. I think yesterday
02:27:39it was also discussed a lot
02:27:43whether only electric vehicles are
02:27:46meant, or whether new
02:27:50generation vehicles with autonomous
02:27:53driving features can pose a threat
02:27:56here. Actually, all vehicles
02:28:00that can have remote access
02:28:03capability and communicate within
02:28:06a network, whether electric,
02:28:10hybrid, or fossil fueled, actually
02:28:14carry a risk. This is a reflection
02:28:17of a cyber security risk in the field.
02:28:21Of course, a new intelligence
02:28:24branch has emerged recently, called
02:28:27"car intel," which is a new term
02:28:31for automobile intelligence. These
02:28:34automobile intelligence concepts actually
02:28:38jeopardize information security. Because
02:28:40imagine you are hosting a critical
02:28:43facility, a guest will come in,
02:28:47they own an electric vehicle, or rather,
02:28:50a vehicle with remote access
02:28:54capability and sensors. When this
02:28:57guest enters your facility with their
02:29:01vehicle, they can obtain a map of
02:29:04your facility with a lidar sensor,
02:29:07they can obtain a 360-degree
02:29:11image of your facility thanks
02:29:14to the cameras on the vehicle,
02:29:18and through that
02:29:20network, these data can be transferred
02:29:24to a different location, at best,
02:29:27to the data center of the vehicle's
02:29:31manufacturer, even without the knowledge
02:29:34of the vehicle's driver or owner.
02:29:37This poses an intelligence risk. So how can
02:29:40these vehicles be used like a missile?
02:29:44This is the most curious question.
02:29:48I will come to this point later,
02:29:51but I think the ban on the entry
02:29:55of these vehicles into our defense
02:29:59industry campuses is not new,
02:30:02it has been implemented for a while now.
02:30:06In the world, nothing is left to chance right now, and in Turkey, nothing is left to chance
02:30:10either. So, in Mahmut Akşit's statement, there was a prominent sentence,
02:30:13outside of Tog, outside of Tog,
02:30:17why was that emphasized? Let's explain what "outside of Tog" means.
02:30:20Now, Tog is, at the end of the day, a domestic vehicle, and its software
02:30:24is also domestic, so it's the most reliable port. Tog is currently
02:30:28a domestic and national vehicle whose technology was developed
02:30:31by Turkish engineers. Therefore, since it is seen as a safe haven,
02:30:35Tog's entry into these facilities is, of course,
02:30:38made possible, it is allowed. However,
02:30:41all other foreign vehicles, whether electric or hybrid, it doesn't matter,
02:30:45all vehicles with remote communication capability
02:30:48and all vehicles with autonomous driving capability
02:30:51are prohibited from entering the tests, because their software
02:30:54is foreign and their data centers are in a foreign country. People
02:30:58think that what we saw in movie scenarios, more often called
02:31:01science fiction, is no longer fiction
02:31:04in the days we are living. So, these things...
02:31:08where does this lead, Professor Anul? I mean,
02:31:21kontrolü istediği an başka birine geçebilir düşüncesi
02:33:49won't people buy electric cars or autonomous cars? This
02:33:53is a serious factor
02:33:54to consider. As a consumer,
02:34:06I would think that the control of my vehicle could be taken
02:34:10by someone else at any moment. I think that thought
02:34:14would deter me from buying it. This is actually a matter
02:34:17of choice. Now, it's necessary to make a classification.
02:34:20Users who will buy a vehicle with autonomous capability, autonomous driving
02:34:24capability, and remote communication
02:34:32capability
02:34:51must now know that they will be deprived
02:34:55of some of their rights before buying that vehicle, and they must
02:34:58accept it and proceed to buy the vehicle accordingly. So,
02:35:07if an engineer working in the defense industry works in Aselsan, Roketsan, Havelsan,
02:35:09Tusaş, or STM, they accept that they cannot enter
02:35:13the company's main campus with their vehicle, and they buy the vehicle accordingly.
02:35:16What do they do? They park the car outside the park,
02:35:19they go by shuttle or on foot. The whole world is actually
02:35:22pushing you towards a choice, and at the end of your
02:35:26choices, to be deprived of some of your rights,
02:35:29because in recent times, as you into the opposite lane overturned.
02:35:41Let's say that AFAD teams carried out the rescue
02:35:43operation and that the injured were evacuated from the bus
02:35:47and taken to nearby health institutions and hospitals.
02:35:51Let's also say that one of the 17 injured
02:35:54is in serious condition. Look, my cameraman friend Sedat Özsan
02:35:58should now bring those images to the screen. Let's
02:36:01go towards the starting point of the accident,
02:36:05in that direction. Look, this is the Antalya-Isparta
02:36:08Highway. Immediately on the way from Isparta
02:36:12to Antalya, approximately 100 meters
02:36:15before, the minibus driver lost control of the steering
02:36:19wheel, and 100 meters
02:36:21later, the vehicle hit the median
02:36:24and crossed into the opposite lane,
02:36:28where it overturned. Let's state that
02:36:3117 of the 27 passengers inside
02:36:34were injured. Let's say that one of the injured
02:36:38is in serious condition, and that health teams,
02:36:42police teams, AFAD teams, and other organizations
02:36:45immediately intervened at the scene of the accident,
02:36:48and the injured were transferred
02:36:52to nearby hospitals. Let's also state that
02:36:55the vehicle's driver is a father and son.
02:36:59Let's state that the driver's health condition
02:37:01is good, but his son
02:37:05was injured and taken to the hospital.
02:37:08Let's state that the roads became slippery
02:37:12due to the heavy rain in Antalya.
02:37:17Let's state that a passenger minibus coming from the direction
02:37:20of ... lost control and crossed into the opposite
02:37:24lane and overturned, and that 17 people were injured.
02:37:27With that, I'll hand it back to the center. Rasim
02:37:31Kılıç.
02:37:33Let's thank Furkan and wish the injured
02:37:36a speedy recovery. Unfortunately, we received similar accident
02:37:39news last weekend, and the toll there was very tragic; 11 people
02:37:43lost their lives. Moreover, there's a new development
02:37:46regarding this accident, which was caused by such a simple
02:37:50mistake that shouldn't have been made, dear viewers. Three suspects
02:37:54were detained. Three drivers, rather, the truck driver,
02:37:57the bus driver, and the relief driver, three suspects were detained.
02:38:01After the procedures at the police station were completed,
02:38:04those three suspects were referred to the courthouse.
02:38:07We will share any new information regarding that
02:38:10investigation as it develops.
02:38:14paylaşacağız.
02:38:21In Tokat, approximately 3,000 people, a significant
02:38:24number, applied to hospitals with complaints of nausea,
02:38:27vomiting, and abdominal pain. The governorship warned
02:38:30against using tap water for drinking and cooking purposes
02:38:34as a precautionary measure. Samples were also sent
02:38:36to Ankara for examination.
02:38:39gönderildi.
02:38:44They experienced nausea, vomiting, abdominal pain, and diarrhea.
02:38:48They rushed to health institutions.
02:38:49koştular.
02:38:52In Tokat, 2,914 people applied to hospitals in 3 days
02:38:56with suspected poisoning. The majority of the patients
02:38:59were discharged after outpatient treatment. The health condition
02:39:03of 18 children whose follow-up and treatment in the hospital
02:39:06continues is good. A statement was made
02:39:09by the Tokat Governorship regarding the incident. It was
02:39:12stated that samples were taken from the drinking water
02:39:16network to determine the cause of the complaints. The samples
02:39:19were sent to the Ankara Public Health Reference Laboratory for examination.
02:39:23The governorship warned against drinking tap water and using
02:39:27it in meals until the results are clarified.
02:39:30Tokat Mayor Mehmet Kemal Yazıcıoğlu also called on citizens
02:39:33to follow official announcements. In the observational
02:39:37controls carried out on drinking water,
02:39:40no change in odor or color was detected.
02:39:44During periods of rainfall,
02:39:47no change in the quality of the internal
02:39:50drinking water was detected. Citizens are kindly
02:39:54requested to follow the announcements made by our official institutions.
02:39:57Education and training were suspended today in educational institutions
02:40:01in the center of Tokat for detailed disinfection
02:40:04work to be carried out.
02:40:08verildi.
02:40:12In Hatay, sudden heavy rain caused floods.
02:40:19The sudden hail quickly covered the roads in white.
02:40:23bürdü.
02:40:28In Hatay, the heavy rain that started at night caused
02:40:32floods. In the Alakuzu neighborhood of Reyhanlı district, roads
02:40:35and agricultural lands were damaged.
02:40:39The local people took precautions to prevent the flood from
02:40:43entering their homes and barns. Vehicles stuck in the mud
02:40:47brought by the flood were pulled out with tractors. Some trees
02:40:50were uprooted by
02:40:51the force of the flood.
02:40:55In Kilis, heavy rain and hail also affected
02:40:58urban life. Despite the sudden hail, there were no problems
02:41:01in transportation. Drivers who were trying to proceed
02:41:05cautiously in traffic tried to move their vehicles to
02:41:08safe areas when the hail started. Citizens who were caught
02:41:11unprepared by the hail took shelter in front of
02:41:15shops.
02:41:16sığındı.
02:41:25Now the weather has started to get colder. In many
02:41:27places, combi boilers are now working. This is one of
02:41:31the classic news reports we always do as we enter
02:41:34the winter months, regarding combi boiler
02:41:37use and ways to reduce natural gas bills. But really,
02:41:40if you apply this, you can achieve up to
02:41:4340% savings on your natural gas bill.
02:41:47This is a proven fact. So, what should we do? Let's
02:41:51remember. Mikail Kurban is waiting for us in Erzurum.
02:41:53bekliyor.
02:41:59Yes, Rasim Kılıç, the weather has gotten colder, of course.
02:42:03In many cities in the Eastern Anatolia region, combi boilers
02:42:06have started to run in homes and workplaces. Of course,
02:42:10with regular combi boiler maintenance,
02:42:14significant savings can be achieved. So, how is combi boiler
02:42:18maintenance done? We are currently at a workplace and will talk
02:42:21to an expert. Zafer Bayraktutan, a combi boiler maintenance expert,
02:42:24will be with us. Of course, at this point.
02:42:37Now, we need to have our combi boiler maintenance done
02:42:40annually. Let's slowly open the cover of our combi boiler
02:42:44and start. Let's open the cover, friends.
02:42:47We have filter groups under our combi boiler.
02:42:51There are filters used in our return water.
02:42:53They wear out over time and can fill with dirt.
02:42:56These need to be cleaned thoroughly. First of all,
02:42:59the filters must be cleaned. I'll show you.
02:43:03Our filter here accumulates deposits over
02:43:07time, and this makes the return difficult,
02:43:10so it starts to make a difference in
02:43:13fuel consumption, meaning it leads to us paying more
02:43:17for fuel. First of all, these need to be cleaned.
02:43:20They are cleaned. Can they be changed too? Yes, they can be cleaned
02:43:23and changed.
02:43:28Let's open the top cover of our combi boiler.
02:43:31Here, we have a pump on the combi boiler.
02:43:34We take the air out of the water returning
02:43:37from the system with the combi boiler's pump.
02:43:41We have a heat exchanger. We need to clean the pores
02:43:44inside the heat exchanger so that it provides
02:43:47more fuel savings. After that, we have
02:43:50a fan section on the top. The fan helps to expel
02:43:54exhaust gas. The fan's impeller sections
02:43:57also need to be cleaned very well, because if
02:44:01it doesn't expel exhaust gas, it causes explosions
02:44:05inside the device. Plus,
02:44:08it doesn't heat the water in the heat
02:44:12exchanger, and it struggles with the system returns.
02:44:15This has a very big impact on fuel.
02:44:18Does it get air in the fan? We have an expansion tank
02:44:22on it. It can have air. We can release its air
02:44:25from the air purge valve
02:44:28on it. Yes, this
02:44:32relieves the system
02:44:34and causes it to work
02:44:38more easily. Yes, after that,
02:44:42what do you do? After that,
02:44:45I want to talk about the heat exchanger.
02:44:47This heat exchanger is an area that heats
02:44:51the water, meaning gas enters here,
02:44:54and water passes through the pipes
02:44:58inside it. When the gas burns, the heat exchanger starts
02:45:01to heat up. The pores inside the heat exchanger
02:45:04need to be cleaned very well. When it is cleaned,
02:45:07it also provides fuel savings. Thank you very much.
02:45:11You're welcome. Thank you. Yes, we talked with our
02:45:15guest. After all these procedures are done, you can get
02:45:19better performance from your combi boiler. And experts also
02:45:22warn that these maintenance checks should be done every
02:45:26year. Let's say that and hand it back to the center.
02:45:29bırakalım.
02:45:34Hazelnuts, one of Turkey's important agricultural export
02:45:37products, continue to contribute billions of dollars to the country's
02:45:41economy. In the first 9 months of 2026,
02:45:44more than 152,000 tons of hazelnuts were exported.
02:45:48The income obtained reached 1.919 million
02:45:51dollars. The figures for the new export season,
02:45:55which started in September, are also quite noteworthy.
02:45:58So, what kind of picture does Turkish hazelnut present
02:46:02in the world market? What are the expectations for the new
02:46:05season? Our reporter Selim Beceoğlu from Ordu
02:46:07will convey the details.
02:46:13Turkey is a dominant force in hazelnut production
02:46:16in the world and also in exports. According to the data
02:46:20announced by the Black Sea Union, export figures
02:46:23for the first 9 months of 2026 reached 1.919
02:46:26million. These figures were also a source of joy
02:46:30for exporters. We are at a facility in Ünye district
02:46:33of Ordu. In the facility, as you can see, hazelnuts are being
02:46:36cleaned by Turkish women and prepared for export.
02:46:40The export figures for the first 9 months of 2026 were also
02:46:44announced, and the figures were quite striking. In the January-September
02:46:47period, a total of 152,543
02:46:50tons of hazelnuts were exported from Turkey.
02:46:54The income obtained from this export was approximately 1 billion
02:46:57919 million dollars. As you know, the new hazelnut
02:47:00export season also started on September 1st, and the data
02:47:04for the first month of the season has also been determined.
02:47:06In September alone,
02:47:0918,929 tons of hazelnuts were sent abroad from Turkey,
02:47:13and in return, more than 192 million dollars in foreign
02:47:16currency entered the country. My cameraman friend Kenan Burhan
02:47:19is showing you how carefully the hazelnuts are being selected
02:47:22one by one by Turkish women and prepared for export.
02:47:25So, how does this journey that starts in the orchards
02:47:29of the Black Sea continue? Especially in Ordu, Giresun,
02:47:32and Trabzon, hazelnuts harvested in the Black Sea are dried
02:47:35and brought to processing facilities, where they are
02:47:38sorted one by one, as you can see, meticulously.
02:47:42The higher quality ones are gathered here,
02:47:45and the defective or rotten ones are separated, because
02:47:49they need to be sent to Europe in high quality, and the product
02:47:53sent must be worthy of Turkey. That's why these efforts are being
02:47:56made meticulously. The data for the first 9 months was
02:48:001 billion 919 million dollars, and the figure is expected
02:48:04to grow even more in the last 3 months, because targets have
02:48:07also been set for new markets. Turkish hazelnuts are expected
02:48:11to enter the Indian and Chinese
02:48:12markets. Let's hand it back to
02:48:21the center. We will say goodbye with football
02:48:24today, of course. When the Super League resumed after the national
02:48:28break, we started to feel that excitement again. There were
02:48:31exciting matches on the weekend. On Sunday, Beşiktaş
02:48:35hosted Kocaelispor at home. The Black Eagles continue
02:48:38to win in Dolmabahçe. Beşiktaş defeated Kocaelispor
02:48:422-1 in the 7th week of the Super League. It was
02:48:45a high-stakes match. There was also a good fight on the field.
02:48:49Beşiktaş won all four of their home matches.
02:48:53Vincenzo Italiano's players increased their points
02:48:56to 15 and rose to second place in
02:48:59the league. They are in second place after Galatasaray.
02:49:03We will say goodbye with the highlights of that match.
02:49:06Nilgün Balkaç will be on screen.
02:57:26Our clocks show 13:00, welcome to the main news of noon, I am Nilgün

02:57:45They will report the developments from the scene minute by minute, but unfortunately, traffic accidents happened one after another
02:57:49this weekend and today. In Aksu district of Antalya,
02:57:5217 people were injured according to initial reports
02:57:56when a minibus overturned. The latest situation regarding
02:58:00the accident is with my reporter friend Furkan Yazıcı.
02:58:03Furkan, the accident yesterday and today.
02:58:05"We are with you
02:58:10with the details." Nilgün Balkaç, Antalya, Isparta, on the highway
02:58:13in the Topallı area. The accident occurred when a passenger
02:58:17minibus overturned. It lost control of the
02:58:20steering wheel, while coming from Isparta
02:58:24towards Antalya. After losing control of the steering wheel,
02:58:27it first hit the central median, and then
02:58:30crossed into the opposite lane and overturned.
02:58:34And let's also state that according to initial reports,
02:58:37there were 17 injured people.
02:58:40With the accident, both health teams,
02:58:44police, and AFAD teams, many teams immediately
02:58:47arrived at the scene and carried out
02:58:50the evacuation of the injured inside the vehicle, and
02:58:54let's state that the injured were transferred
02:58:56to nearby hospitals. Look, my cameraman
02:59:00friend Sedat Özhan is now showing us the images
02:59:04left from the accident. We see the interior of the vehicle,
02:59:07the windows are broken, some of the
02:59:10seats are also damaged, the windows
02:59:13are currently on the ground, the bodywork, likewise,
02:59:17let's state that there is literally a wreck left
02:59:20from the car. Of course, the highway teams are also carrying
02:59:24out repair
02:59:27that traffic interruption.
02:59:31Let's walk with the cameraman towards the starting point of the accident,
02:59:35look, this is Topallı Mevki in Aksu district
02:59:39of Antalya, this is the route coming from Isparta,
02:59:42and the brake marks actually start at the point
02:59:46where the traffic police are, approximately
02:59:49100 meters before. The driver
02:59:51lost control of the steering wheel, and then
02:59:54100 meters later, after losing
02:59:58that control, it hit the central median at this point,
03:00:01and we even see the curb stones scattered
03:00:05all over the place. At this point, after hitting here,
03:00:09the bus crossed to the other side of the road, to the route
03:00:13going from Antalya to Isparta,
03:00:16and overturned. And with this
03:00:19accident, let's state that there were
03:00:2221 passengers, and two drivers,
03:00:26making a total of 23 people, and 17
03:00:29of them were injured,
03:00:32as I just mentioned in Antalya.
03:00:43There was actually a dialogue with Hüseyin Taşçı,
03:00:47the governor warned the driver about
03:00:50being fast, saying that he watched the footage
03:00:53and drew attention to the speed. At this point,
03:00:57we can also state that the vehicle was fast.
