00:00:00is being discussed, and on the one hand, contribute to regional stability. the Russia-Ukraine issue is
00:00:03on the agenda. US President Trump had statements
00:00:06that an energy ceasefire was reached. Both this statement
00:00:10and its reflections are again among the topics discussed under the
00:00:13Russia-Ukraine heading. As we said, the meeting's agenda
00:00:17is quite busy. President Erdoğan will appear
00:00:20before the cameras after the meeting and will announce
00:00:24both the agenda and the decisions taken at the meeting.
00:00:35with critical topics, and another critical topic is actually an important
00:00:38threshold in the process of a Turkey without terrorism. The terrorist
00:00:42organization PKK evacuated four shelters in the Baze region
00:00:46of the Metina area in northern Iraq. Cansı Doğan will report
00:00:49the details. Yes, Gülçin, an important development
00:00:53has occurred. It is considered a new development in the process of strengthening
00:00:56national solidarity and social integration.
00:01:00In this context, the terrorist organization PKK evacuated
00:01:03four shelters in the Baze region of the Metina area
00:01:07in northern Iraq. According to information
00:01:09obtained from security sources, it was stated that efforts
00:01:13to evacuate the terrorist organization's shelters
00:01:16are continuing. In this context, it was stated that the terrorist
00:01:19organization PKK, KCK, evacuated four shelters in the Baze
00:01:23region of the Metina area as of October 8.
00:01:27This development is considered an important step for the
00:01:31progress of the process. Security sources announced
00:01:35that the aim is to end the terrorist organization's activities in all areas.
00:01:38It was stated that the aim of the ongoing work
00:01:42is to ensure peace, and with the success of the process,
00:01:45to strengthen social unity and solidarity based on brotherhood,
00:01:49and to reinforce the atmosphere of peace
00:01:51throughout the country. It was also reiterated
00:01:55that the steps taken in the process of strengthening national
00:01:58solidarity and social integration will contribute to regional
00:02:02stability. Let's remind again.
00:02:05A new development occurred in the process of strengthening
00:02:08national solidarity and social integration, and in this context,
00:02:12the terrorist organization PKK evacuated
00:02:16four shelters in the Baze region of the Metina area
00:02:19in northern Iraq.
00:02:21Vice President Cevdet Yılmaz
00:02:30stated that interim payments could be made once
00:02:33the proposal for the liquidation of funds becomes law this month.
00:02:36He announced that the proposal would begin to be discussed
00:02:40in parliament on Wednesday. He also noted that the number of investors
00:02:44would fall below 100,000. Cevdet Yılmaz said,
00:02:47"If there is an unlawful transaction, responsibilities will not disappear."
00:02:50We are considering
00:02:53that with the enactment of this law proposal
00:02:56in October, interim payments, which we can also call
00:03:00an advance, can be made, primarily for small investors
00:03:04and money market funds. The number of investors
00:03:07we are talking about here will fall below
00:03:10100,000. The law proposal
00:03:13regarding the fund liquidation process is ready; now all eyes
00:03:16are on parliament. The commission will discuss
00:03:20the law on Wednesday, and then it will be debated
00:03:23in the general assembly.
00:03:25He also answered questions
00:03:30and said that payments were made to 44 citizens and 17 funds
00:03:34were delisted. He stated that they designed a system
00:03:38to pay the principal. There are three sources we will use
00:03:41when returning these funds. The first is the assets
00:03:45remaining in this fund,
00:03:47and the second is the refunds to be made to these accounts.
00:03:51Thirdly, precautionary measures have been placed on the assets
00:03:54of many responsible persons. No public funds will be involved.
00:03:57He underlined that the board is continuing
00:04:01its inspections with 15 inspectors. He said that with the new fund
00:04:04guide, capital markets will be even stronger than before.
00:04:08He said, "No one should cast a shadow over the markets."
00:04:12Even if an unlawful action has not been committed due to excessive
00:04:16income, if an unlawful action is in question, responsibilities
00:04:19will certainly not disappear. If anyone commits a criminal
00:04:23act, no matter who they are, even if they are
00:04:26our closest, even if they are from our party, or in another
00:04:30democracy, whoever it is, what is necessary will be done.
00:04:34This is the understanding of the AK Party. Inflation was also on Yılmaz's
00:04:38agenda. He signaled a regulation for city ticket prices.
00:04:41Urban transportation is also an issue that pushes
00:04:44headline inflation up; local governments
00:04:48have a responsibility there. Some rules must be implemented
00:04:52regarding transportation. He also made an assessment
00:04:55regarding the process of a Turkey without terrorism.
00:04:58Especially in some sensitive areas along
00:05:01our border, some caves are being evacuated,
00:05:04and the structures there are no longer
00:05:07a threat. We see positive developments
00:05:10on the ground. Two of the drivers
00:05:13who were detained
00:05:14in connection with the accident
00:05:23in Akhisar district of Manisa, in which 11 people lost their lives,
00:05:27were arrested by the court they were brought before.
00:05:30An expert report on the accident was also released.
00:05:34The report stated that the bus driver was primarily
00:05:37at fault. Cehat Sönmez is waiting for us. What does the report say,
00:05:41and how will the process proceed?
00:05:46Yes, the accident happened yesterday, 11 people lost their lives.
00:05:50Especially the Akhisar Chief Public Prosecutor's Office reacted
00:05:53very quickly and three public prosecutors
00:05:56were assigned. There were detentions regarding this issue.
00:06:00The driver of the tow truck, the driver who was driving
00:06:03the tow truck, the driver who was driving
00:06:06the tour bus, and the spare driver were detained. In the afternoon,
00:06:10after the procedures at the gendarmerie
00:06:12they were transferred to the Akhisar Courthouse
00:06:16and first the prosecutor's procedures and then their referral
00:06:19to court were carried out. The prosecutor's
00:06:22office had already requested the arrest of the two drivers
00:06:26from the court. The court also made
00:06:29its decision. Approximately half an hour ago, the court
00:06:33concluded and both drivers were arrested and sent
00:06:37to prison. An expert report was prepared. Just now I said
00:06:40that the Akhisar Chief Public Prosecutor's Office reacted very quickly,
00:06:44well, an expert was immediately appointed
00:06:47and the main expert report regarding this accident
00:06:51was prepared in terms of traffic elements. According to this report,
00:06:54the bus driver was included in the report as primarily
00:06:58at fault. The reason stated was the violation of general
00:07:02conditions regulating going backward
00:07:05and maneuvering as determined by regulations, and turning
00:07:08backward outside of these conditions. In this expert report,
00:07:12the driver of the tour bus was found to be primarily
00:07:15at fault, and the driver of the tow truck
00:07:19was found to be secondarily at fault on the grounds
00:07:23of acting contrary to speed limits.
00:07:26Both drivers' statements to both the gendarmerie
00:07:29and the prosecutor's office were also along
00:07:33these lines. For example,
00:07:36in the statements of the tow truck driver,
00:07:40there is a part where he stated that he was going fast.
00:07:44This was an element mentioned by the prosecutor's
00:07:47office in the referral to court.
00:07:50Their statements to the gendarmerie were also reflected
00:07:54in the press. We had also included these in our news
00:07:58and broadcasts about an hour or two
00:08:00ago. There were statements describing the moment of the incident.
00:08:04The driver of the tour bus stated that he missed
00:08:07the Akhisar Junction and when the passengers behind
00:08:11him said that they missed the junction,
00:08:14he stopped and went backward.
00:08:17The tow truck driver stated in his statements
00:08:20to the gendarmerie that he did not see
00:08:23the bus and could not maneuver.
00:08:27Lastly, let's underline this again:
00:08:3024 hours have passed. 11 people lost their lives
00:08:33in the incident that happened yesterday. The judicial
00:08:37process was also completed first.
00:08:40Both drivers were arrested and sent to prison.
00:08:44There was a third detention,
00:08:47the spare driver, who was also the owner
00:08:50of the bus, was released under judicial control by the prosecutor's office,
00:08:54and the court process has also been completed
00:08:58as of now. Of course, this incident also has a health
00:09:02aspect. There are injured people whose treatment
00:09:05continues in hospitals. Information is available
00:09:09that 13 people are still receiving treatment as of now,
00:09:12but those who have received treatment are being discharged
00:09:16gradually. Let's provide this information as well.
00:09:20An expert report was prepared and a responsible
00:09:23expert
00:09:25in traffic was appointed. The report was prepared quickly
00:09:29and the court decision was made based on this report.
00:09:32Two drivers were arrested. The spare driver
00:09:35and the bus owner were released
00:09:37under judicial control. This is the latest situation
00:09:41at the Akhisar Courthouse in Akhisar.
00:09:44These were the details
00:09:48of the accident in Manisa where 11 people lost their lives.
00:09:51Unfortunately, there is also an accident report from Antalya.
00:09:55In Aksu district, 17 people were injured, one seriously,
00:09:58when a passenger minibus overturned. The injured were taken
00:10:02to hospitals in the area. The moment of the accident
00:10:05was captured by a security camera of a workplace. Heavy rain
00:10:09made the road slippery. The minibus, entering the main
00:10:12road from the connecting road at high speed, suddenly
00:10:16lost control, first hit the median strip, then crossed
00:10:19into the opposite lane and overturned. The footage is from the Antalya-Isparta
00:10:23highway. The minibus, carrying 23 passengers, was moving
00:10:27in heavy rain. In Topallı neighborhood, the driver
00:10:30lost control of the vehicle. At that time, it was raining,
00:10:33of course, the ground was slippery. With the stones coming down,
00:10:37it started to slide due to the slipperiness of the ground.
00:10:39After sliding, it directly flipped over and went to the opposite
00:10:43road. Of course, since we were here, we immediately ran to help.
00:10:47One passenger was seriously injured, and 17 passengers
00:10:50Shopkeepers in the area
00:10:54rushed to help the injured. Brother, get out of here.
00:10:58Health teams, who arrived at the scene upon the report,
00:11:01provided first aid to the injured. Afterward, the injured were transported
00:11:04to hospitals in the region. The Antalya-Isparta road
00:11:08was closed to traffic for a while due to the accident. The passenger minibus,
00:11:12which lost control of its steering, hit the median strip,
00:11:15crossed into the opposite lane, and overturned,
00:11:18was removed with the help of a crane and a tow truck.
00:11:21Dear viewers,
00:11:24all eyes
00:11:36are again on diplomatic traffic.
00:11:40Both US President Donald Trump and Ukraine have statements.
00:11:43Will it return to the table? Will diplomacy be on the agenda
00:11:47again? We will talk to Tuna Şanlı from Washington and immediately
00:11:51after that, we will get notes from Uğur Keleş from Moscow.
00:11:54Let's say Washington first, because there is an energy ceasefire
00:11:57brought up by Tuna Trump. What does this mean and what kind
00:12:00of move is expected for it?
00:12:03Hello Gülçin from the White House.
00:12:08While we were talking about the Iran war for months,
00:12:11why did the war in Ukraine suddenly come to the forefront?
00:12:15There is only one reason for this: global energy prices
00:12:19and especially the increase in diesel prices. This is the reason
00:12:22announced by the Trump administration.
00:12:25Donald Trump said that an energy ceasefire would be implemented
00:12:29between Russia and Ukraine, meaning that both countries
00:12:32would not attack each other's energy infrastructure.
00:12:36And according to an allegation in the Financial Times,
00:12:39which has not yet been confirmed or denied by the Trump administration,
00:12:43if Ukraine continues to attack Russia's energy pipelines,
00:12:46the United States may suspend its arms supply to Ukraine.
00:12:49This is the Financial Times' claim. Therefore,
00:12:52the Trump administration blames Ukraine, criticizing
00:12:56Ukraine's attacks on Russia's diesel pipelines
00:12:59in particular, and states that Ukraine's
00:13:02attacks on Russia have increased
00:13:06global diesel prices. For this reason,
00:13:09the Trump administration suddenly announced that an energy
00:13:13ceasefire was reached between Russia and Ukraine,
00:13:16and has been making statements on this issue for days,
00:13:20because in the United States, the price of diesel
00:13:23has risen to $6.5. And United States President
00:13:27Donald Trump states that Ukraine is solely
00:13:31responsible for the attacks on Russia.
00:13:33He states that Ukraine is responsible. The Trump administration's
00:13:37goal is to control global energy prices
00:13:41by preventing these attacks that disrupt
00:13:44global diesel supply. However, especially
00:13:47Washington's step, even if it ignites a glimmer
00:13:50of hope for diplomacy between the two countries,
00:13:54Russia and Ukraine, we know that the two sides
00:13:58still have very deep disagreements. Therefore,
00:14:01the general belief in Washington is that it is
00:14:04very difficult for the parties to come to the table,
00:14:08that the disagreements are very big, and for this reason,
00:14:12even if a ceasefire is achieved for a few days,
00:14:15there is very little hope for ending
00:14:18this war on energy infrastructure or reaching a larger
00:14:22scale ceasefire. This is the prevailing
00:14:25view in Washington. Gülçin.
00:14:28Thank you, Tuna.
00:14:31Even if an energy ceasefire is achieved, for lasting
00:14:34peace, the leaders of the two countries need to sit at the table.
00:14:38How will this happen? The Kyiv administration points to Turkey.
00:14:42We will talk to Uğur Keleş. Uğur, Kyiv pointed
00:14:45to President Erdoğan's mediation to meet with Putin.
00:14:48How is this received there? At the same time, of course,
00:14:52what are the expectations for a ceasefire there?
00:14:58Yes, let me answer your first question first. Ukrainian
00:15:01President Volodymyr Zelensky constantly states that he wants
00:15:04to meet with Putin face to face, and that he is ready to meet.
00:15:08In the latest official statements from Ukraine, they stated
00:15:11that they are ready to meet with Putin through Trump
00:15:14or President Recep Tayyip Erdoğan. However, Russia's statements
00:15:18on this matter have been made many times before.
00:15:21If Zelensky wants to meet, let him come to Moscow,
00:15:25the one who wants the meeting is him, we will meet with him
00:15:28here, and we will guarantee his security. There were statements
00:15:32in this direction, but there has been no response to this
00:15:35latest statement, but I don't
00:15:37think the answer will be different from this. Tuna explained
00:15:41the issue quite well earlier. United States
00:15:43President Trump mentioned an energy ceasefire,
00:15:46saying that he had reached an agreement with Putin
00:15:50on diesel, but these are not long-term solutions.
00:15:54Experts on the subject state that the diesel Russia
00:15:57will release to the market will not have a significant
00:16:01impact on the market. As for negotiations,
00:16:04Ukrainian President Volodymyr Zelensky gave the first
00:16:08reaction yesterday, saying that we have no agreement
00:16:11not to attack critical infrastructure. If someone has an agreement,
00:16:15they should inform us. We are ready for this.
00:16:18If Russia does the same, we will not attack energy infrastructure.
00:16:22Today, statements came from the Kremlin. Kremlin
00:16:25spokesman Dmitry Peskov touched upon the issue.
00:16:29Primarily, he did not confirm Trump's claim regarding an
00:16:32agreement between Ukraine and Russia not to attack
00:16:36energy infrastructure. Negotiations continue.
00:16:39He said he would share the details later.
00:16:42He said Moscow's goal is not a short-term ceasefire,
00:16:46but long-term peace. He thanked America for its efforts,
00:16:50saying they appreciated them. But he said that there
00:16:53is no such agreement at the moment, that negotiations are continuing,
00:16:56and that they would share the details later. There was the issue
00:17:00of elections, another issue regarding elections in Ukraine.
00:17:03Peskov also said on this matter that if Ukraine decides to hold
00:17:07elections, Russia is ready not to attack Ukraine
00:17:11for one day, on election day. Zelensky had a proposal
00:17:14for a 60-day ceasefire, saying that if there is a 60-day
00:17:17ceasefire, they would go to elections and prepare. Peskov also
00:17:21said on this matter that they want this 60 days
00:17:25not to organize elections, but to heal their wounds,
00:17:28regroup, gain strength, and continue the war.
00:17:32He said that this would not be possible, that they are not
00:17:36in favor of a short-term ceasefire, but want a long-term,
00:17:39definitive peace. Another statement on this matter
00:17:42came from Russian Foreign Minister Sergey Lavrov.
00:17:46Sergey Lavrov said today that Zelensky does not deserve
00:17:49a breathing spell on the front, and that as Putin said,
00:17:53our special military operation continues, we continue to advance.
00:17:57Our goals have not changed. Moscow will achieve
00:18:00these goals. To summarize, a green light is given for negotiations,
00:18:04saying "we are ready," but neither Russia
00:18:07nor Ukraine has given up
00:18:10on their demands. Especially Russia,
00:18:14with the attacks it has carried out recently and the increased
00:18:17intensity of these attacks, does not want to take
00:18:21a break in this process because it believes Ukraine
00:18:25cannot withstand it. It wants to continue in this
00:18:29way, and when Ukraine sits at the table, it wants
00:18:32it to sit in a way that accepts Russia's demands.
00:18:35This is what appears to be the case at the moment.
00:18:39They say yes to negotiations, but currently neither
00:18:42side has made any concessions
00:18:46on their demands. On the one hand, there is the
00:18:50Russia-Ukraine war and search for negotiations there.
00:18:53On the other hand, the world is waiting for negotiations
00:18:56between the US and Iran. While all these efforts
00:19:00are underway, we are now talking about another front in the Middle
00:19:03East. Dear viewers, the attacks of the Houthis
00:19:06in Yemen on Saudi Arabia also continue. In the last attack
00:19:10on King Khalid International Airport in the capital Riyadh,
00:19:13one person was killed and 11 people were injured.
00:19:17While five airports in Saudi Arabia were targeted more than
00:19:2010 times in the last week,
00:19:25the Saudi Arabian and Iranian Foreign Ministers discussed
00:19:29the tension in the region. The Houthis in Yemen continue
00:19:32their attacks on Saudi Arabia. King Khalid International
00:19:36Airport in the capital Riyadh was targeted once again.
00:19:38One person was injured
00:19:42in the attack. New footage also emerged regarding
00:19:46the attack on October 10, which killed 13 people.
00:19:49The panic that occurred after the explosion in the area
00:19:53where Umrah pilgrims were located was captured
00:19:55by cameras.
00:19:58More than 10 attacks were carried out on five
00:20:01airports in Saudi Arabia in the last week.
00:20:05A total of 20 people lost their lives. The Saudi Arabian
00:20:08General Authority of Civil Aviation suspended operations
00:20:12at King Khalid International
00:20:13Airport after the attack.
00:20:17The Houthis also announced that they targeted two facilities
00:20:21belonging to the Saudi state oil company Aramco.
00:20:24The Saudi Arabian Ministry of Energy, on the other hand,
00:20:28announced that they would continue to meet global energy supply
00:20:31under all circumstances. The Saudi-led coalition
00:20:34forces also carried out retaliatory attacks
00:20:37on Houthi targets in Yemen. The Yemeni Army announced
00:20:40that they neutralized more than 900 Houthi members
00:20:44within the scope of the Yemen Healing Operation.
00:20:46While the clashes continue,
00:20:50the Saudi Arabian and Iranian Foreign Ministers discussed
00:20:53the tension in the region. Iranian Foreign Minister
00:20:57Abbas Aragchi said that Tehran is ready to provide all kinds
00:21:00of assistance for the resolution of the crisis.
00:21:03The Houthis in Yemen
00:21:06have held control of the capital Sana'a and some
00:21:10regions since September 2014. The Saudi-led coalition
00:21:13forces, on the other hand, have been supporting
00:21:16the Yemeni Government against the Houthis
00:21:20since March 2015. What do these developments
00:21:22mean?
00:21:26How will they affect the security balance
00:21:30in the region from now on? We will discuss the details.
00:21:33Welcome to Oytun Orhan, ORSAM Levant Studies Coordinator.
00:21:37Thank you for having me. We have presented the latest
00:21:40picture, but let's talk about how we got to this point,
00:21:44going back a bit. Are we talking about a relatively four-year
00:21:47ceasefire there? There are attacks that are intensifying again,
00:21:50even if they are broken. What do the Houthis want?
00:21:53intensified again? Where is this going?
00:21:57Well, of course, this has a dimension related to Yemen's internal dynamics,
00:22:00and on the other hand, it is directly related
00:22:04to the developments in the region. Especially
00:22:07the war between the US and Iran, and we know that the Houthis
00:22:11are an organization supported by Iran.
00:22:14Therefore, it is an organization that Iran uses in the context
00:22:17of its regional goals, but it is not completely
00:22:21under Iran's control, like Hezbollah or other proxy forces
00:22:24in the region. But when you look at it,
00:22:28we are talking about a structure that is directly affected
00:22:32by the developments in the region,
00:22:34in Yemen. Why did the conflict
00:22:37in Yemen, the conflict between Saudi Arabia
00:22:40and the Houthis, flare up again?
00:22:43I think the ongoing conflict between the US and Iran
00:22:47is a very serious factor here.
00:22:51That is, where will that war,
00:22:54the Iran war, lead? And in the US,
00:22:58during an election process, at a point where discussions
00:23:01are ongoing about whether an agreement will be reached
00:23:04with Iran before the elections or not,
00:23:08the tension in Yemen, caused by the Houthis,
00:23:11suddenly started to escalate again.
00:23:14This, on the one hand, is in line with the Houthis'
00:23:18expectations for Yemen.
00:23:20What do they want? Broader territorial
00:23:24control, control of strategic areas. The Bab-el-Mandeb Strait,
00:23:28which has gained more importance with Iran's control of the Strait
00:23:31of Hormuz in particular, is a region of critical
00:23:34importance for global trade and energy supply security.
00:23:38Control of this region is also an important
00:23:41advantage, a trump card, for the Houthis.
00:23:44They want to control this. But looked at
00:23:47in a more regional sense, Iran also seems to want
00:23:51to strengthen its position in negotiations with America
00:23:54before the elections in America through the support
00:23:58it gives to the Houthis. We can say that Iran
00:24:02also seems to support this new action
00:24:05of the Houthis there.
00:24:08Therefore, we can say that we are facing a Yemeni civil war
00:24:12that is directly affected by both
00:24:15the internal dynamics of Yemen and the US-Iran
00:24:18rivalry in the region, the Iran-Israel rivalry.
00:24:21It appears that the Iranian influence is definitely
00:24:24there, but the Houthis also have their own strategic
00:24:28goals and local demands in the region, in Yemen.
00:24:31So perhaps I will ask how effective Iran can be
00:24:34in bringing this to peace, but first, now, airports,
00:24:38belki hani İran ne kadar etkili olabilir bu işin sulhe doğru
00:24:41gitmesinde diye soracağım ama önce şu, şimdi havalimanları,
00:24:45energy infrastructures are being targeted. This also means something else,
00:24:49actually. When we compare
00:24:52the power of the Houthi in Saudi Arabia, is it more about disrupting
00:24:54Saudi Arabia's security perception
00:24:58or its credibility, rather than a military
00:25:01conflict? What is the exact aim, because
00:25:05ultimately, whether they will reach their desired military targets
00:25:08is clear, clear, but let's say, of course, comparing
00:25:11Saudi Arabia's military capacity with that of the Houthis,
00:25:15a non-state actor in Yemen, is not very accurate.
00:25:18Saudi Arabia is one of the countries
00:25:21with the highest defense spending in the world.
00:25:24It has air defense systems based on American
00:25:28systems, air forces.
00:25:32In this sense, Saudi Arabia truly has an effective force,
00:25:36but it is not a proven force on the ground. When you look at the Houthis
00:25:39in Yemen, you say they are a non-state actor,
00:25:43but despite all their weaknesses,
00:25:47technological deficiencies,
00:25:50economic weaknesses,
00:25:53they are an organization that has managed to create
00:25:56a balance against Saudi Arabia's broader
00:26:00power. We can talk about them. They receive support
00:26:03from Iran. As you know, Iran
00:26:07has created a balance of power
00:26:10in the region
00:26:14means, such as unmanned ground
00:26:17vehicles, unmanned
00:26:20aerial vehicles, armed drones.
00:26:23The support it provides has caused
00:26:26the Houthis to develop
00:26:30capacity. When you look at the Houthis, yes,
00:26:33they are a non-state actor, but we are talking
00:26:37about an organization that has managed to carry out
00:26:40missile attacks, ballistic missile attacks,
00:26:42and armed drone attacks with a range of up to
00:26:462,000 kilometers against Israel and Tel Aviv.
00:26:49And in recent times, it has been able
00:26:52to carry out attacks on Saudi Arabian
00:26:55airports, bypassing all of Saudi
00:26:58Arabia's American
00:27:01technology-based defense
00:27:02systems,
00:27:07giving the message that "nothing is safe now."
00:27:10We are talking about such an organization. This is a reality
00:27:14of Yemen, but on the other hand, of course,
00:27:17there is a legitimate Yemeni government
00:27:20against the Houthis. We can talk about
00:27:23a Yemen divided into two within
00:27:26itself. Therefore, it is possible to evaluate
00:27:30the struggle and conflict in Yemen as a power projection
00:27:34within the context of both Yemen's internal dynamics
00:27:37and the struggle between Israel and Iran, the competition
00:27:40between Saudi Arabia and Iran, and if you look
00:27:43at the outer perimeter, the China-America
00:27:46struggle. However, it seems
00:27:50that it is not very possible to completely exclude
00:27:53the Houthis from the Yemen equation or ignore them.
00:27:57The Houthis, yes, perhaps control
00:28:01a narrower geographical area in Yemen, but when you look
00:28:04at it, they control approximately
00:28:0870-80% of the Yemeni population,
00:28:11and we see that the Houthis are effective in the region.
00:28:15With the support they receive from Iran, they have developed
00:28:18a significant military capacity, and it is possible
00:28:22to talk about a really strong Houthi presence
00:28:25on the ground in a de facto sense. However,
00:28:29whether the Houthis are right or wrong, whether they are a terrorist
00:28:32organization or not, these are different discussions, but
00:28:36the Houthis are a reality on the ground in Yemen. It
00:28:39seems that we are also seeing the region enter
00:28:43a new period in the civil war in Yemen. Of course, it's hard to predict,
00:28:47but if we look at the next period,
00:28:50what could be the strongest scenario? Will mutual
00:28:53retaliations continue, or will we talk about another military
00:28:56operation with a stronger response from Saudi Arabia?
00:28:59Will there be a regional domino effect? What do you
00:29:03think is the strongest scenario? Now, of course,
00:29:06Saudi Arabia is a regional actor, and it has
00:29:10America's support. It has a very strong army
00:29:13in terms of numbers and technology.
00:29:16When I say strong, it's not an army proven
00:29:19on the ground, but we are talking about a Saudi
00:29:22Arabian army that is strong in terms of
00:29:25numbers and technology. However, it must also be stated
00:29:28that it has not achieved results in Yemen for almost
00:29:3210 years. Of course, we can say that Saudi Arabia
00:29:36needs external support at this point. America,
00:29:39in Trump's latest statement, said, "We can support
00:29:42Saudi Arabia, we can intervene in the events." America's
00:29:46support would be a move that changes the balance
00:29:49on one hand. If America gets involved, how will
00:29:53America's involvement be? I mean, in the past,
00:29:56it was involved with air strikes,
00:29:59but to achieve results in Yemen,
00:30:02only air strikes are not enough. Saudi Arabia's
00:30:05ground forces have been a bit
00:30:09weak in achieving results here. Saudi Arabia
00:30:12needs to be supported with ground forces,
00:30:15and America will definitely not get into such
00:30:18an adventure right now, but it's already in another
00:30:22adventure, it can't get out of there, yes, as we said,
00:30:25it's in another adventure, and the Trump administration
00:30:29doesn't want to provoke it too much before the election.
00:30:32If we get into such an adventure, it knows that things could
00:30:36get a bit hotter there. Therefore, America is currently
00:30:39staying a bit more in the background in terms of directly
00:30:43intervening in this issue. It seems
00:30:46that in the struggle between Saudi Arabia and the Houthis,
00:30:50the balance at this stage seems to be
00:30:53a bit in favor of Yemen, of the Houthis.
00:30:57Here, we can perhaps talk about
00:31:01a problem whose solution is not
00:31:04possible in the short term. It is also directly
00:31:08affected by regional developments. We can say
00:31:11that where the US-Iran war and the competition
00:31:15between Iran and Israel will lead will have a very
00:31:18direct impact on the Yemen issue. It is a Middle
00:31:22East equation with many unknowns. Oytun Orhan,
00:31:24thank you very much for your valuable contributions.
00:31:33Action has been taken for the owners of the building
00:31:36that collapsed in Maltepe and killed five people, dear
00:31:40viewers. The Istanbul Governorate announced that approximately
00:31:439 million liras of support will be provided for urgent
00:31:47needs. Three alternatives were offered to citizens
00:31:50for permanent housing. We have put forward
00:31:53several alternatives for permanent settlement.
00:31:57Istanbul Governor Davut Gül and Deputy Minister of Environment,
00:32:00Urbanization and Climate Change Ömer Bulut met with the owners
00:32:04of the collapsed building in Maltepe and the surrounding
00:32:07apartments. Measures and projects for the victims were discussed.
00:32:10As of today,
00:32:13approximately 9 million
00:32:16Turkish liras will be transferred by AFAD and our governorate
00:32:19for the urgent needs of our fellow citizens
00:32:22in the collapsed building. Five apartments
00:32:26around the collapsed building were also evacuated
00:32:29as a precautionary measure. Three different alternatives
00:32:33were offered to the victimized citizens to acquire permanent
00:32:36housing. The first option is the "Half from Us" campaign.
00:32:40We have a "Half from Us" project
00:32:42ongoing in Istanbul.
00:32:45With a support of 1,875,000 liras, citizens
00:32:48have the opportunity to do this work with contractors
00:32:52they find themselves. Another option is for the houses
00:32:55to be rebuilt by the ministry. As the Ministry of Environment
00:32:59and Urbanization, just like the transformation projects
00:33:02we carried out in every district of Istanbul, in Kartal
00:33:05where the building collapsed before, in Kağıthane,
00:33:09in different neighborhoods of Kartal, and in Güngören,
00:33:13we will implement this
00:33:15project very quickly, and they will also have
00:33:19this project implemented by the state within a year.
00:33:23The third alternative was ready-made houses
00:33:26remaining from previous urban transformation projects
00:33:30in Maltepesanat. With the alternatives offered, it is
00:33:33aimed to initiate the permanent housing process for the owners
00:33:36of the collapsed building
00:33:41in a short time. Now we will bring three
00:33:44separate images to your screens. Actually, our main
00:33:47title is mountains. Our first image is on your screens,
00:33:51from Esenyurt, Istanbul. A car enters a shop
00:33:54and is captured by cameras moment
00:33:57by moment. Those sitting in the cafe narrowly
00:34:01escape the accident. We said it was from Esenyurt, Istanbul.
00:34:04The parked car that the car hit, dear viewers,
00:34:08broke the window of the pastry shop and went inside,
00:34:12making a mess. A customer was at the table that
00:34:15the car hit a short while ago. Another customer
00:34:18at another table also
00:34:21narrowly escaped the accident. No one was injured.
00:34:24Another image of ours came from Arnavutköy.
00:34:28The minibus driver allegedly got out to check a sound
00:34:31after starting his vehicle. The vehicle, whose brakes
00:34:35failed, crossed the street and entered the garden
00:34:38of a two-story house. Fortunately, no one
00:34:40was injured. Damage occurred
00:34:43to the house and the car and trailer in the garden.
00:34:46Another image of ours was recorded on the Northern
00:34:50Marmara Highway. One of the vehicles in the wedding
00:34:54convoy entered the emergency lane. The driver then
00:34:57quickly moved to the leftmost lane to avoid missing the exit, and an accident
00:35:01became inevitable. The vehicle
00:35:06collided with the car in the left lane. Those moments
00:35:10were captured by another vehicle's camera.
00:35:13Two people stranded on a raft in the Botan Stream in Siirt
00:35:17were rescued by teams. 7 people were detained
00:35:20in connection with the stone attack on the bus carrying
00:35:24Osmaniyespor fans in Mersin.
00:35:2715,000 drug pills were seized in a passenger bus in Şanlıurfa.
00:35:31Here is our news tour compiled from around the country
00:35:34coming to your screens. In Siirt, the 112 emergency
00:35:38call center was informed that an abandoned vehicle
00:35:42was found by the Botan Stream. Upon receiving a report
00:35:45that two people in the vehicle
00:35:46could not be reached,
00:35:52AFAD, UMKE, gendarmerie, and fire department teams
00:35:56were dispatched to the region. Two people stranded in the middle
00:35:59of the stream on a raft they made with their own
00:36:03means were rescued in an exhausted state. After the New Mersin
00:36:06İdman Yurdu vs. Osmaniyespor match, a stone attack
00:36:09was carried out on a bus
00:36:15carrying fans near a resting facility in Mersin. The bus
00:36:18windows were broken. As a result of the efforts
00:36:21of the Mersin Provincial Gendarmerie Command teams,
00:36:257 suspects determined
00:36:27to be connected to the attack were detained.
00:36:29In Bahçesaray district
00:36:33of Van, it was decided to refer a person injured
00:36:37by falling from a height to Van Training and Research
00:36:41Hospital for further examination and treatment. An ambulance
00:36:43helicopter was requested
00:36:47by contacting the Provincial Health Directorate. The injured
00:36:50person was transferred to Van by helicopter ambulance.
00:36:54In Karaköprü district of Şanlıurfa, 15,000 drug pills hidden inside
00:36:58a bag in the luggage
00:37:02compartment were seized during a search of a passenger
00:37:05bus. One person who was detained was arrested.
00:37:08Nuri Tuğan Temur, who is engaged in beekeeping
00:37:12in Elazığ, was attacked by bees. Tuğan Temur
00:37:15was taken to the hospital for treatment. Those moments
00:37:19were captured by a security camera. In Manisa, a person
00:37:22stung by a bee lost his life.
00:37:26He was attacked by bees, lost consciousness. The moments
00:37:29he tried to escape were captured on camera. Nuri
00:37:33Tohan Temur, who is engaged in beekeeping in Baskil
00:37:35district of Elazığ, went to the hives to give
00:37:39syrup and cake to his bees. However, as he opened
00:37:43the lids, he was attacked by bees. Although Toğan
00:37:46Temur tried to escape from the bees, he was
00:37:50unsuccessful. The beekeeper, whose body was stung
00:37:52by bees, lost consciousness.
00:38:01"They attacked my feet, my legs. I sat at the bottom,
00:38:05I saw it wasn't working, I started to run,
00:38:09they attacked me even more. When I came to the hospital,
00:38:12I was unconscious, my eyes went dark, I couldn't
00:38:15see anything." Nuri Toğan Temur, who was taken to
00:38:18Inönü University Turgut Özal Medical Center,
00:38:22was discharged after his treatment was completed.
00:38:25In Manisa, Hulisi Kozu, who was picking olives
00:38:28in the garden, was stung by a bee. Koz, who lost
00:38:32consciousness and was taken to the hospital, could not
00:38:35be saved despite all
00:38:38interventions. Now we will go beyond
00:38:42our borders. We will bring hot topics from three
00:38:45different points to your screens. This time,
00:38:49we can actually title it "The Destructive Effect
00:38:52of Adverse Weather Conditions." Our first image is on your screens. You see giant
00:38:56waves. The effect of Rachel Storm in California,
00:38:59United States,
00:39:02is these images, dear viewers. Giant waves
00:39:06formed in Long Beach. Rising waves damaged
00:39:09dozens of houses. Docks collapsed, and the
00:39:13destruction was captured by cameras moment by moment.
00:39:17Officials had warned about dangerous waves
00:39:19and possible coastal floods.
00:39:23Again from the United States, the hurricane's
00:39:26strong winds blew off the roof of a house
00:39:30like this. The images
00:39:31are from Florida, United
00:39:40States. 4 people lost their lives due
00:39:44to Hurricane ISSS, which reached the land.
00:39:47Approximately 670,000 households were left without
00:39:50electricity. The destruction caused by the hurricane
00:39:54was viewed from the air like this.
00:39:58We are in Nepal now. The images of the river
00:40:01overflowing after the
00:40:05landslide are on your screens, dear viewers.
00:40:09The bridge over the river collapses like this,
00:40:13unable to withstand the flood. We said the address of the
00:40:16image is Nepal. The Budigandi River in northern
00:40:19Nepal overflowed. This was the bridge that provided
00:40:23passage between two districts, and it was damaged.
00:40:27The moments when the bridge was swept away by the flood
00:40:30were recorded with a mobile phone camera. While surrounding
00:40:33residential areas were damaged, those living in villages
00:40:36were evacuated. Dear viewers, in Istanbul,
00:40:40narrow streets, heavy traffic, and illegal
00:40:43parking make it difficult for ambulance teams to reach
00:40:47cases. While 379 emergency aid stations
00:40:50and 6 mobile teams are on duty across the city,
00:40:54thousands of emergency cases are intervened daily.
00:40:57In rural areas, when transportation becomes
00:41:01difficult, a helicopter ambulance is deployed.
00:41:04In Istanbul, ambulances respond to thousands
00:41:08of emergency cases every day. However, narrow
00:41:11streets, heavy traffic, and improper parking
00:41:14make it difficult for teams to advance. Difficult
00:41:18moments are experienced in cases where time
00:41:21is of the essence. Narrow streets, traffic congestion,
00:41:25and improper parking affect us. We experience
00:41:27this problem most in the Fatih and Beyoğlu
00:41:31districts across Istanbul. In some neighborhoods,
00:41:34the time to reach a case remains above average.
00:41:38Sultanahmet, Nişanca, and Tahtakale in Fatih,
00:41:41and Kulaksız and Kılıç Ali Paşa in Beyoğlu are among these neighborhoods.
00:54:15leaving no room for doubt, quickly and indeed, if I may say so,
00:54:18in plain terms, tick-tock, the process
00:54:21is working. A few terms
00:54:25later, God willing, we will
00:54:28not even discuss whether there was terrorism in
00:54:31Turkey again. We will leave this whole issue
00:54:35to memories, to political
00:54:38recollections and political history.
00:54:42Therefore, I would like to state that significant progress
00:54:45has been made in this process. How did we get here? First of
00:54:49all, let me say this: May God
00:54:51bless them all. The result achieved in the fight
00:54:55against terrorism with such strength, thanks
00:54:58to the great struggle of our martyrs and veterans,
00:55:02the terrorist organization was indeed significantly
00:55:05brought under pressure. Afterwards, you saw the statements
00:55:09made from İmralı. Specifically, two
00:55:12things were said there in the statements made two consecutive
00:55:15years. Firstly, a statement
00:55:18that the organization no longer had the means to engage in armed
00:55:21struggle. Secondly, statements were made
00:55:25that the founding ideology of the organization
00:55:28was no longer
00:55:31valid, meaning that rational socialism was no
00:55:34longer temporary. Subsequently, politics also seriously
00:55:38embraced this issue. Under the leadership of our President,
00:55:41with the support of Mr. Devlet Bahçeli, who truly paved
00:55:45the way for the process at the most strategic
00:55:48points, and with the support of the leaders
00:55:51and executives of all political parties, this work
00:55:55has come this far. Dear friends, dear
00:55:58people of Antep. For this process to be successful,
00:56:01as I stated at the university meeting
00:56:05and want to reiterate here, three fundamental
00:56:09issues need to be resolved simultaneously.
00:56:12One of them, as I mentioned,
00:56:15is ensuring the complete disarmament
00:56:18of the organization. This news is important in this regard. Secondly,
00:56:22along with this, taking the necessary steps
00:56:26for the rule of law and the development of democratic
00:56:29standards in Turkey. Thirdly,
00:56:32ensuring that all citizens of the Republic
00:56:36of Turkey, especially the people of the region,
00:56:39benefit positively from the results of a
00:56:42terror-free region and a terror-free Turkey
00:56:46within the comfort that this peaceful environment
00:56:49will bring. In other words, it must be demonstrated
00:56:53once again how great opportunities this process
00:56:57will provide to the nation, along with
00:57:00its economic benefits, primarily the peaceful
00:57:03environment. Dear friends,
00:57:06Turkey spent half
00:57:09of its first century dealing with terrorism.
00:57:11For approximately 50 years, Turkey paid
00:57:15a very heavy price.
00:57:18In 2014, I continued these
00:57:21studies with my university colleagues. At that time, it was calculated
00:57:25to be 1.3 trillion dollars. Today,
00:57:29with the most modest calculations,
00:57:32we know that this figure is over 2 trillion
00:57:36dollars. Turkey both lost
00:57:40its people, martyring thousands of young
00:57:43children. And Turkey had to bear
00:57:46a very large material cost.
00:57:50Dear friends, during this 50-year
00:57:53period,
00:57:56we know very well who supplied weapons to this
00:57:59terrorist organization and other terrorist
00:58:02organizations, why they supplied them, and
00:58:06for what purpose they provided political, intelligence,
00:58:09and military support.
00:58:11Let me be clear, not because they loved
00:58:15some of our ethnic elements very much,
00:58:19but in order for all the people in Turkey, including
00:58:22those in the region, to be restless and
00:58:25live in an insecure environment, they gave weapons to terrorist
00:58:29organizations. Now,
00:58:31reason requires taking a stronger step
00:58:35than the thought, word, and project of
00:58:38imperialists. If they want to divide, we want
00:58:41to integrate, unite, and bring together. They
00:58:45do these things to scatter and break apart.
00:58:48We also want to bring our scattered pieces together.
00:58:52This is the main idea of the terror-free Turkey
00:58:56issue and the terror-free region issue.
00:58:59A century ago, as I stated again this morning,
00:59:02the people of this region, from here to Yemen,
00:59:05were fragmented into pieces. They were divided
00:59:09by ethnic conflicts. The Balkans were divided,
00:59:12the Middle East was divided. The Gulf was divided, Yemen
00:59:15was shattered. The lands of the Ottoman Empire
00:59:19were ravaged, believe me, within a period
00:59:23of 20-25 years. What business
00:59:25did the French have in Antep?
00:59:27If they had the power, Antep would not
00:59:31be ours
00:59:32today.
00:59:45in the goal of a terror-free Turkey. Dear viewers, security
00:59:49sources reported that the terrorist organization PKK has evacuated
00:59:52four shelter areas in northern Iraq. The areas reported
00:59:55to have been evacuated as of October 8 are located
00:59:59in the Baze region
00:59:59of Metina.
01:00:04The calendar is moving forward in the process of strengthening
01:00:07national solidarity and social integration. A new step
01:00:11has been taken towards the goal of a terror-free
01:00:13Turkey. According to information obtained from security sources,
01:00:17the terrorist organization PKK has evacuated four shelter areas
01:00:20in northern Iraq. The shelter areas evacuated as of October 8 are located
01:00:24in the Baze region of Metina.
01:00:27Security sources stated that this development is an indication
01:00:30that the process is continuing with determination. They reported
01:00:33that the aim is to end the activities of the terrorist
01:00:37organization in all areas. They noted that the ongoing
01:00:40efforts are aimed at establishing
01:00:43peace. With the success of the process, social unity
01:00:46and solidarity based on brotherhood are targeted.
01:00:49The aim is to reinforce the atmosphere of peace throughout
01:00:53the country. The steps taken
