00:14:06interrogation center, and they've also taken over a

00:14:17inside the camp, they are raiding home to home,
00:14:21carrying out heavy vandalism and destruction of
00:14:25contents inside these homes, which is something we see across the occupied
00:14:29west bank a daily basis, they are carrying out
00:14:32interrogations with people and physically assaulting them,
00:14:36mostly
00:14:36men.

00:33:42is not what hundreds of thousands of displaced. want to hear,
00:33:46desperate to return home, some have made their way back to villages left in
00:33:50ruins in southern Lebanon, with occupying Israely forces
00:33:53never far away, it's added more hardship to the country marking
00:33:57six years since its capital city was virtually destroyed in the
00:34:01Bayrut port explosion, so while Lebanon's people remain as
00:34:05resilient as ever, will they actually get the peace and
00:34:08accountability they
00:34:14Israel aren't about negotiating another peace
00:34:17deal, they're about assessing whether the one already
00:34:21agreed can actually work. for the first time since
00:34:241993, Israeli and lebanese officials have been meeting
00:34:28directly marking diplomatic breakthrough after decades
00:34:32without face to face talks, but turning that breakthrough into
00:34:36peace may prove far more difficult. at the heart
00:34:40the framework is faced Israeli withdrawal from southern
00:34:44Lebanon. "the first test
00:34:46is series of so-called pilot zones. Under the plan,
00:34:50Israely forces would gradually withdraw, the Lebanese army would take
00:34:54over security and the model would then be expanded
00:34:57elsewhere. But after weeks of negotiations,
00:35:01only one pilot zone has been implemented. That
00:35:04slow progress reflects the deeper problem. Every stage the
00:35:08framework depends on another one. Israel once Hezbulah
00:35:12disarmed before completing his withdrawal." Hesbullah
00:35:16insists there will be no disarmment while Israeli troops remain
00:35:20inside Lebanon. The talks also expose one the
00:35:24biggest gaps in the process. Hesbullah remains outside the
00:35:28negotiations and rejects the very premise it's built
00:35:31on. We consider that all direct
00:35:35negotiations with Israel have brought nothing but shame,
00:35:38humiliation, disappointment and continuous
00:35:41concessions. The divisions are not confined.
00:35:45To the negotiating table, Israeli military operations have continued
00:35:49across southern Lebanon, raising concerns that
00:35:52implementation remains far more fragile than the agreement
00:35:56itself. The UN interum force in Lebanon continues to
00:35:59observe daily Israely violations of Lebanese
00:36:02airspace. Between Thursday and Sunday, peacekeepers recorded
00:36:06125 air violations with the combined total overflight
00:36:10time exceeding 418 hours.
00:36:14Surveillance and drones were observed near or above unifill positions in both
00:36:18sectors. Peacekeepers also report extensive military activity
00:36:22on the ground in south Lebanon, including significant engineering works and
00:36:26active troop movements. For displaced Lebanes, that's delaying
00:36:29any return to normal life. Some families have gone back to
00:36:33their villages, many others are still waiting with Israeli
00:36:37troops remaining in parts the south and entire communities left
00:36:41in ruins. We can say that the
00:36:45matter cannot be measured in terms of time, but rather in terms
00:36:49of solutions, and the solutions are very complicated when
00:36:53it comes to completely withdrawing Hezballah's weapons from within.
00:36:57Lebanon, the issue goes beyond the national sphere, it may
00:37:01even have regional dimension. Therefore, I believe
00:37:05that the timeline for the Israeli occupation will be a long
00:37:09time. The negotiations have reached a new
00:37:12stage, the diplomacy and the conflict, however,
00:37:16still appear to be moving on two very different tracks.

00:40:12the world doesn't think, I think most the region and much the world
00:40:16doesn't think this
00:40:17is a really fair and legitimate and
00:40:21equitable process and like the board of
00:40:24peace in in Gaza.
00:40:28"and the
00:40:29some things that were developed with Iran
00:40:33and the US under American pressure, these are not
00:40:37serious peace processes
00:40:40or movement towards a
00:40:44mechanism for peaceful coexistence in the long
00:40:48run, unlike say what you saw in Northern Ireland or southern Africa
00:40:52which did lead to an equitable peace, so in that respect
00:40:56no, they're not..." "they're not real progress
00:40:59uh in the long run, and they, but if they can
00:41:02spark push by all
00:41:06sides to get to the next stage that is more
00:41:09equitable, for instance the Lebanese should determine where do the

00:42:10as as something quite possible or
00:42:14is are you suspicious that Israel is looking for excuses to either
00:42:17stay as an occupier or be able to return
00:42:21later? um, the you know hizballah is issue, but
00:42:25it's not the issue, the issue is the
00:42:28tensions between
00:42:30uh zionist colonial expansion, american
00:42:34support for that
00:42:35and inadequate uh lebanese and arab government
00:42:39systems. and foreign manipulation
00:42:43ference in the region since the 1920s, that's the real
00:42:46problem. so the hisballah is willing
00:42:49to make like Hamas and Palestine, is willing to make
00:42:53reasonable concessions if the
00:42:56core root the problem is addressed, which is Israeli
00:43:00occupation
00:43:01and
00:43:05was born to push back Israel to get them out of Lebanon, they
00:43:09weren't... born for anything else.
00:43:19side, I i mentioned the suspicions that Israel already
00:43:23has, and it's also said that it, it has to
00:43:26verify somehow that Hezbulah has
00:43:29disarmed, how would that ever happen,

00:47:15Hezbulah, because it's a non-state actor that they say
00:47:19has seated their sovereignty to a foreign
00:47:22power and that the Hezball goes goes ahead and makes unilateral
00:47:26decisions to attack Israel and then complains on behalf of
00:47:30Iran for that matter and then complains that the constitution is being
00:47:34violated because they didn't get to agree to
00:47:37negotiations, so how dangerous is that
00:47:41difference of opinion alone within
00:47:44Lebanon? I
00:48:01we have now two visions of foreign policies in libanon,
00:48:05one
00:48:05is batic on what's happening on talks, the other one is
00:48:09betting on on the talks with directly with Israel through
00:48:13yes mediation and neither can reach very
00:48:17clear solution, now we have a framework
00:48:20agreement, we have especially security. next, you mentioned the pilot
00:48:24zones, they don't address the core the problem, which has been
00:48:28in the last two years since the last is fire in November
00:48:322024, is how you deal with the issue of disarmument and

00:50:24think they're directly linked, they're not only linked in short term that the Iranians

00:50:32US, Iran and Israel, Iran fighting to
00:50:36stop, they're linked a very much more
00:50:40important and older way, which people in the west, and I think
00:50:44in Israel probably, but a Kiva can tell us more on
00:50:47that, the people don't understand very well,
00:50:50the the..." the middle east today that are
00:50:54most active in resisting Israel in the
00:50:57US are Lebanon, Palestine,
00:51:00Iran. What do those four
00:51:04countries have in common? They are the countries that probably have been
00:51:08more ravaged, manipulated, occupied,
00:51:12humiliated, and and overall
00:51:16beaten up by western and or
00:51:19Israeli colonial interventions in the...

00:52:19running up against the core issue of of
00:52:23Hisballah has to be involved any negotiations like the
00:52:27Vietcon war, like the Taliban were and like Hamas was, eventually
00:52:31you've got to sit with Hisballah and the Lebanese government all together.
00:52:35"I don't think the Lebanese government and Hizballah will have a problem in
00:52:39reaching an agreement ultimately, the problem is more with the
00:52:42Israelis and the and the Americans and
00:52:46possibly the Iranians, but yes the linkages are
00:52:50are deep and old
00:52:59the long-term issue as well, and the question
00:53:02over how motivated..." Israel and
00:53:06especially certain Israelis are to hold
00:53:10to the Lebanese land that they are now occupying, it's
00:53:13still part of this greater Israel vision that one would hope with the
00:53:17next election will be diminished, but how
00:53:21serious are the chances that it won't be diminished, and Israel has every
00:53:25motivation to keep holding to the land it's taken,
00:53:29believing it is
00:53:29theirs.
