00:00:43of ongoing violence. Israel again has struck southern Lebanon and accused
00:00:46Hezballah of being the one to violate the cease fire. Israel's forces have
00:00:50also been active in the occupied
00:00:51of West bank. They've detained dozens more Palestinians in raids including women
00:00:55and children. And those wounded said that troops blocked medical
00:00:59teams. from coming to assist them
00:01:01of a lucking to come in from the cold,
00:01:03of Myanmar's leader Min Ang
00:01:05is in Thailand pushing to restore ties with the same Asian countries that banned him from their
00:01:09summits after his military queue triggered deadly civil war.

00:01:30Iran and Aron are finalizing an interim deal on commercial
00:01:34shipping through the straight of hormoos. Authorities have reached an understanding
00:01:37on the geographic coordinates that would define the shipping roots
00:01:41through the waterway. Under this deal, Iran would manage ships that are
00:01:45entering the gulf, the outbound traffic that would be overseen by
00:01:48Oman. One
00:01:49of the major sticking points though, is the cost of transit fees. Iran
00:01:53is looking for five to 7% of all cargo value.
00:01:57A man has proposed
00:01:58of 3%. and sealing the deal is also contingent on other
00:02:02factors, namely the lifting
00:02:04of the US naval
00:02:05of blockade. Donald Trump though is hinting a broader deal with around might also
00:02:09be close, that complicates everything. He insists that the US is
00:02:13seeking
00:02:13a diplomatic resolution, but he's promised military action
00:02:17if a broader deal isn't achieved. We've got
00:02:21our correspondents out and about around the region. Rezahatom is in
00:02:25Tehran, our North America correspondent John Brane is in Washington.
00:02:29We'll go first to... and speaking of
00:02:32diplomacy, ran has been extremely active negotiating with
00:02:36a man and it looks like
00:02:38of they they're really quite close now
00:02:41in to um finalizing this deal, just take us through the the
00:02:45you know the intricacies of it and and what
00:02:46of will be required to push it over the
00:02:48finish?
00:02:55well it was on Wednesday evening probably
00:02:57of 24 hours ago or a bit less. that Iran's foreign ministry spokes
00:03:01person said that Tehran and Moscat are on the verge of
00:03:05finalizing an agreement
00:03:08a on the roots in the straight of our moves, but still we are waiting
00:03:11for the conclusion
00:03:13of these talks, we are still waiting for a joint statement by
00:03:17Iran and Oman confirming that the coordinates
00:03:21of geographic route in the
00:03:23a straight of moves have been agreed on by
00:03:27in Iran and Oman, well we know that ' As you said, Iran has been
00:03:31engaged
00:03:31in a lengthy discussions with Oman, Iranians
00:03:35say that these
00:03:37of negotiations have been going on for two weeks or
00:03:40so, and they're still continuing,
00:03:44and as everyone says, as Iran says, as the
00:03:47a United States says,
00:03:49of good progress has been made in this regard, but there is
00:03:52caviat as
00:03:53of well, Iran says that even
00:03:55of if Tehran and Moscot agree on these
00:03:59of ship. of roots and root coordinates in the straight of hormos, this doesn't
00:04:03mean that the straight is reopened. Tehran says that the
00:04:07United
00:04:07of States should also lift its naval blockade and also
00:04:11of stop military threats against Iran. basically Iran wants the United
00:04:15States to return to its commitments under the Islamabad
00:04:18memorandum of understanding that was signed between Iranian and US
00:04:22presidents in June. This is what I would sort of describe
00:04:26as the minor deal buse this
00:04:27is just in the straight of Homus, the bigger deal of... would require the US and
00:04:31Iran
00:04:32of to come to a long-term end of hostilities,
00:04:36um, is there any admission yet from Iran that there's work being made towards
00:04:40of that?
00:04:46well, you're right, before the war, the main problem or at the
00:04:50heart of tensions between Iran and the United States was
00:04:54of Tehran's nuclear program, but more recently that has been
00:04:56of overshadowed by the status
00:04:59of the straight off. moves, this is message that Iran has sent to the
00:05:02world and to the United States and Israel in particular, that
00:05:06by launching this war against Iran, you did not achieve any of
00:05:10your goals, Iran's nuclear program. remains the same, Iran's ballistic missile
00:05:14program remains active, operational, and Iran's
00:05:18support for its regional allies also continues and
00:05:22isn't changed, the only result the war has
00:05:25been something that was okay before the war
00:05:28and that's the straight of hormos which is which is now closed by Iran. Iran says
00:05:32that before the war the United States
00:05:36has used the straight of formus for military purposes and the
00:05:40old status coa hampers. and endangers Iran's
00:05:44national security and therefore there should be new mechanism
00:05:48for administrating it and about the other
00:05:51problems between Iran and the United States, well Iranian leaders have
00:05:55said that if talks go positively if
00:05:59the straight of arm gets reopened and the United States lifts this naval
00:06:03blockade, basically if the issue of straight of mooz is settled then
00:06:06Iran is open to open to talking about
00:06:10other sticking points that it's has other problems that it has with the
00:06:14United States, most importantly, it's nuclear program.
00:06:22DC now and get an update there from John Brain. John, just give
00:06:26me an understanding how this has been viewed in the US, are they seeing this as Iran
00:06:30looking after its own interests in terms of organizing shipping in the state of
00:06:33moves, or are they looking at this as this is something that's in US
00:06:37interests
00:06:37too?
00:06:43"well, I, I think it's a mixed picture really. I think most people looking at it
00:06:47objectively uh, would say, yes, this is Iran, looking after
00:06:51Iran's interests alone, but of course the U.S.
00:06:55administration needs to put much more positive gloss
00:06:58on it, uh, and to talk about it in terms of a possible
00:07:02breakthrough, one which uh, combined with the American
00:07:06negotiations with the Iranians could ultimately break the
00:07:09deadlock, uh, but of course, as we know..." "the Iranians have
00:07:13consistently denied that any discussions are taking place
00:07:17with the Americans, but they also know that it's up to the US to lift that
00:07:21naval bloccade before the straight could in any
00:07:24way be said to be fully opening and functioning, but
00:07:28the the frustration is certainly building uh with
00:07:32Donald Trump and it's be notable today that uh
00:07:36he's lashed out those people who are saying that the reason
00:07:40he called off the attack on Iraq." is nothing to do with them
00:07:44actually being willing to negotiate further, it's purely to
00:07:47do with the missile stockp being
00:07:51dangerously low uh, he's denied that a true
00:07:55social post and he's called for long jail sentences for
00:07:59those making those claims, I think that just shows the level of
00:08:03pressure he feels under at the moment. yeah, let's dig into that pressure now, because when
00:08:06this conflict began more than five months ago, there was occasional mention of
00:08:10mid-terms and how... Trump really need to wrap up the war
00:08:14before it got too close, suddenly it it feels like it's it's
00:08:18just on the horizon, and I noted recent opinion poll in the US
00:08:22painted a really negative picture for him, I think more than
00:08:26half of people in America now see this getting worse in the
00:08:29Iran conflict before it gets better, and they don't seem to have much
00:08:33confidence in Trump's ability to find
00:08:36resolution.
00:08:41Uh, no confidence. at all and of course this war was unpopular even from day
00:08:45one, mean usually there's a sort of rallying round the flag
00:08:49factor that comes in when the US does go into conflict even if
00:08:53ultimately a conflict is unpopular, it usually
00:08:57starts off with the big support uh that
00:09:01was not the case with this conflict, people say well it was a war of choice,
00:09:05it was unnecessary and the more that it's
00:09:09gone on with Trump vacilating between... threatening to
00:09:13destroy Iran and then saying that negotiations
00:09:17are going well, the more that what little confidence there is
00:09:21in his handling of this diminishes even
00:09:24further, so he is under real strain at the
00:09:28moment, and as you rightly point out
00:09:29the mid-terms are coming rapidly towards
00:09:33him, he says he doesn't care about that, his only care is
00:09:37to stop Iran having a nuclear weapon, clearly though he does
00:09:41care and it will... him if one or both the
00:09:45congressional chambers falls to the
00:09:55Israel's military says that two of its soldiers have been killed, eight oters
00:09:58wounded in combat in southern Lebanon. The strikes on
00:10:02Wednesday were in retaliation to what Israel described as being Hezballah
00:10:06violations the sea spire. It also urged residents the village of
00:10:09Mansouri to evacuate. It claim that it was.
00:10:25outstanding issues relating to the next phase of a gradual Israeli
00:10:28withdraw from southern Lebanon, this all under a US broker framework
00:10:32deal, diplomats have been looking into working also a comprehensive
00:10:36peace and security
00:10:37agreement, so we're going to
00:10:41get the latest from around the region, we've got Prinka Nevani standing by in Beirot,
00:10:44Mohammed al-Kassim is in occupied east Jerusalem, first let's go to
00:10:48Rome and find out from Elena Trabatoni, welcome Elena,
00:10:52have we learned at this point what was discussed and maybe even
00:10:56agreed in those
00:10:57talks. well,
00:11:00lot was discussed and little was agreed, but as my
00:11:04diplomatic sources here on the ground from various sides the
00:11:08negotiations said, even just discussing and sitting around table
00:11:12and talking about things like - you know the various zones, the
00:11:15geographical mapping the zones, the cease fire as well, you
00:11:19know, this is all success uh, because it's already
00:11:23starting talking about it for. future conclusion these
00:11:27negotiations now, in terms the ceasefire, which Lebanon very much
00:11:30requested uh, immediate uh confirmation
00:11:34of this didn't happen, but the US has agreed to give answer
00:11:38on that, uh, there has been the start the search for a third
00:11:42party verification uh actor on
00:11:46in the region that will look at how uh Israel
00:11:50gradually withdraws from southern Lebanon and as
00:11:53the area gets... gradually transferred under the
00:11:56Lebanon military army forces
00:11:59and alongside with the uh disarmanment of
00:12:03hezbolah so uh that has been talked
00:12:07uh there have been talks on that, no decision was made
00:12:10on that, good news on the uh prisoner
00:12:14front, a preliminary list of prisoners uh was
00:12:17exchanged, lebanon is demanding uh is
00:12:21requesting an release the first batch of
00:12:25prisoners, as a sign of good faith uh, so all stand
00:12:28by on that in terms of seeing how things develop on that front, and
00:12:32of course there's various other uh issues that were discussed
00:12:36including the pilot zones, how to roll them out uh, what
00:12:40the time table is, uh, Lebanon of course would like to speed
00:12:43that process up, Israel would like the first two uh to go through
00:12:47a trial run and successful trial run uh before
00:12:51proceeding with anything else. now the next date for the negotiation.
00:12:55missions that's being floated is September 1st, but this is a
00:12:59hypothetical date and all parties are sort of working
00:13:02towards that, and hopefully we'll have
00:13:12Navani. Prianca that for the people, especially in southern Lebanon,
00:13:16the talks, I mean, yes, it's encouraging, but the deal is what they really need, and they
00:13:20need an end to the fighting, which again has continued, more
00:13:23death, more wounded to...
00:13:30Absolutely, and not just continue death and
00:13:33continued fighting, but we are actually seeing a real upstick and
00:13:37what many people are calling a serious escalation in
00:13:41southern Lebanon. We have new numbers from the UN just
00:13:45released in the last couple of hours saying that yesterday
00:13:49Israel fired the most amount of projectiles into
00:13:52Lebanon since mid-June. that would be since the
00:13:56US uh Lebanese Israeli framework was established,
00:14:00the very framework that these talks are happening
00:14:03under. Besides that, yesterday we saw the
00:14:07first evacuation slash displacement order
00:14:11issued by the Israelis on the town of Monsodi, essentially
00:14:15calling all Lebanese citizens and residents who
00:14:19live there to get out. This is something that we have seen time and
00:14:23time again throughout the full. war, but
00:14:25it is not something that we have seen much of throughout the summer, and so certainly
00:14:29it just, you know, fills the hearts and minds the lebanese
00:14:33who have gone back into southern Lebanon with terror, because
00:14:37people are really making that decision about whether or not to return to their
00:14:41homes slowly, because we know that the war truly
00:14:45is not over yet, and that the Israeli violence continues, so
00:14:49we are seeing things happening that do not ordinarily happen
00:14:53in southern Lebanon, and many analyts... Those who I have spoken to
00:14:56today say that is not a coincidence and that is the
00:15:00Israelis really responding to the Lebanese demands being
00:15:04made in Rome as if to say we are not trying to move
00:15:08forward right now, we are not going to expand these pilot zones,
00:15:11and first and foremost we are certainly not going to agree to a
00:15:15cessation of hostilities, which is Lebanon's demand number
00:15:24Jerusalem now.
00:15:28look at
00:15:28what is happening on the ground, it's Israeli hostility
00:15:32if you and another country's sovereign territory, mean they say that it's hezballah
00:15:36that's breached. existing seizfire, they say that these are kind of
00:15:40protective, defensive moves. the optics aren't great though when you're killing people in
00:15:44another country. how is the Israeli leadership explaining, trying to justify what
00:15:48they're
00:15:48doing?
00:15:52you're absolutely right, want the Israeli
00:15:55officials have been saying, including those on the military and
00:15:59political side that hizballah has violated the
00:16:03terms the seasfire and because of that Israel is retaliating.
00:16:07and retaliating with iron fest that they will not let this
00:16:11latest incident go by which killed by the way to
00:16:15Israeli soldiers which were
00:16:17officially announced earlier in the
00:16:21day that Israel will continue to root out as
00:16:25they said hizballah members um from southern Lebanon
00:16:29but also let's not forget that uh the Israeli defense
00:16:33minister Israel cats has said in the past and he is on the
00:16:37record than that that Israel will not relinquish any more
00:16:40pilot zones uh after um pulling out or at
00:16:44least allowing the lebanese army to enter into three
00:16:48different areas including souter al garbia in in southern
00:16:52Lebanon now according to our sources they say that the
00:16:55talks in Rome were positive and one indication is that
00:16:59there there has been an agreement on another
00:17:03round in the near future but also uh again as
00:17:07a said there hasn't been any break through on
00:17:09agreement
00:17:11uh uh a future pull out by Israeli forces uh from
00:17:15any area in southern Lebanon any pockets to allow the
00:17:18Lebanese um army to enter and also
00:17:22another sticking point according to uh my source is that
00:17:25there was no agreement on who uh a third party
00:17:29independent third party to supervise the Lebanese
00:17:33armies actions in these areas Israel has
00:17:37been insisting that it wants to be the party that will
00:17:40evaluate the success or like there of the
00:17:43Lebanese army there, so the process
00:17:46remains stolled at this time in terms of pulling out from
00:17:50different zones and according to our sources and also
00:17:54according to what we are seeing right now, given that less than three
00:17:58months there will be Israeli elections held, I don't anticipate any
00:18:01major break through in terms of Israeli forces pulling out from
00:18:05areas that it occupies in southern. Lebanon, this is something that
00:18:09will hurt Netanyahu and his liquid party in the
00:18:12polls as well as the other parties who make up his far right
00:18:16coalitions, so anyone who anticipates or believe that there will be a
00:18:20breakthrough in terms of Israeli major Israeli withdrawal from
00:18:24southern Lebanon between now and the end of
00:18:26October um that's really
00:18:30a something that is not going to happen and I hate to say this but
00:18:34this is what we are looking at so that uh "there
00:18:38are some positive steps forward, Neil, but uh, there are
00:18:42still many major issues sticking issues
00:18:45that are still to be resolved, and we'll see what's going to happen in the next
00:18:49in the next round when it's determined whether at the end of this month or
00:18:53early September, and let's not forget as you just stated at the beginning,
00:18:57that Israel has resumed its attacks and
00:19:01strikes over southern Lebanon, mainly as Priyanka told us a
00:19:04Mansouri area where Israel accuses..." as well of
00:19:08attacking his uh forces there. Mohammed, I, I worry sometimes
00:19:12it's very easy, and maybe this is in fact part the plan from Israel, I'm being slightly
00:19:16cynical here, but it's easy to get bogged down and distracted by these details, these
00:19:20pilot zones, but if you steck back and look at the big picture, is it not
00:19:24the kind of fundamental position of Lebanon, they want all their sovereign territory back, I've spoken
00:19:28to MPs there who said, we're not giving up any of our territory, and is it not the
00:19:31fundamental stated position the Israeli leadership, they want buffer
00:19:35zone in the south the country? because they just don't trust that they will be
00:19:39safe without it. I mean, is there any is
00:19:41there any way you can get past those two immovable positions that both
00:19:44countries have? one
00:19:48the reasons why I don't think that there will be, and I agree with you by the way, Neil,
00:19:52on what you said, that there won't be any major breakthrough or
00:19:56major pull out of Israeli forces from southern Lebanon for at least
00:19:59year, that we are getting reports and leaks from Israeli officials and Israeli
00:20:03media over the past 24 to 48 hours that Israel
00:20:07has erected at least five different uh what seemed to be
00:20:11permanent Israeli military uh posts and military
00:20:14bases across the yellow area, the yellow
00:20:18line similar to to the one in in Gaza, that
00:20:21means that Israeli forces are planning to be there and be there for some
00:20:25time, and also let's not forget that Israel has destroyed a
00:20:29great deal uh of many villages across southern Lebanon in the
00:20:33area again that it calls inside the yellow line uh
00:20:37Israel has yet to allow the entire population, lebanese
00:20:41population to return to - to southern Lebanon. Another
00:20:45sticking point that I failed to talk about and mention earlier that there
00:20:48was Israel is still... rejects any
00:20:51extension uh to the mandate for the unifil,
00:20:55those are the United Nations forces that have been
00:20:59uh kind of creating a buffer zone between Israel
00:21:03and and Lebanese, their mandate will end later this year, Israel is
00:21:07determined not to agree to allowing them to extend
00:21:10their mandate for another year, which is going to create major obstacle
00:21:14in having any independent, reliable, credible force in the
00:21:18ground um uh supervising any infraction the
00:21:22seasfire deal, in fact unifel forces have come under fire by
00:21:26Israeli forces and others over the past
00:21:29couple of years and also now Israel may by its rejection to the
00:21:33extension of this mandate to unifill
00:21:36it may actually clutch with some European countries
00:21:38namely France and Italy who wants to see forces on the ground
00:21:42in in southern Lebanon to create this buffer zone to make
00:21:46sure that neither side continue to point the finger. at the
00:21:50other one, but also um Israel still
00:21:54um has has rejected even that notion, maybe Italy will be
00:21:57one, but this is something that the Lebanese delegation has been
00:22:01insisting on and Israel has been rejecting so far, which is
00:22:05going to create another obstacle in the way of progression and a break
00:22:09through and these in these talks, small steps forward, very
00:22:13little progression, that's promising, but no break through to mention
00:22:17or report at this point, Neil, appreciate it.
00:22:25van megadichan who joins me from the Lebanese capital, thank you so much for coming
00:22:28on van, I've always lived by the adage of judge, judge people by
00:22:32what they do, not what they say, and what I see Israel
00:22:36doing is remaining in Lebanon, despite all the talk
00:22:40of wanting peace and wanting to withdraw, I see continued fighting
00:22:44and I can see continued military presence, do you believe that the Lebanese government can
00:22:47actually negotiate Israel and their
00:22:50territory,
00:22:55it's a question, it's a question of
00:22:58willingness, actually this is the strongest and the
00:23:02most credible lebanese government
00:23:05um, since um a long time for
00:23:09Lebanon that an actual Lebanese government, a state that has
00:23:13decided to actually go and sit down with the Israelis
00:23:16and have face to face discussions about how to
00:23:21recurring problems and the decades old conflict between
00:23:25Lebanon and Israel, I
00:23:27agree with you, lot these issues are difficult, I agree
00:23:31with you that in the foreseeable future the
00:23:34Israelis are probably going to stay in Lebanese
00:23:37territories that they occupy, unfortunately I
00:23:41don't really see a quick solution to
00:23:44the hizballahiz weapons
00:23:47arsenal in South Lebanon. and in Beirot,
00:23:51because all the time these uh limited
00:23:55wars or destructive wars between Israel and
00:23:58Hazballah have never uh yielded any
00:24:02uh tangible results on the ground, meaning that one
00:24:06side loses, the other side wins, or one side's
00:24:10argument wins over the other. This is the time that the Lebanese government has
00:24:13decided to take the matter into its own hands, but as your
00:24:17correspondent in um in Jerusalem in
00:24:21the west bank was saying, i believe his name was muhammad, muhammad was saying
00:24:25there are tiny steps and and and
00:24:29and uh objectives that are being met, but the overall the goal were
00:24:33far from the the main goal. i also always think that if you're trying to
00:24:37settle disagreement you really need both parties to sit down at the table, and you
00:24:41haven't got that because hezbalar are not party to any the discussions, can there
00:24:45be a meaningful long-term resolution if if they are not party
00:24:49to any the...
00:24:50discussions: well,
00:24:53officially, officially Hisballah has rejected to take part
00:24:57in these discussions. Hazballah has
00:25:00announced that they do not recognize these
00:25:04discussions, they believe these discussions are
00:25:08against their beliefs, they believe that they are not in the interest of
00:25:12Lebanon, but at the same time, at the same
00:25:15time, it is no secret that Hazballah officials
00:25:19are... are talking through intermediaries like
00:25:23their junior partner and
00:25:27political handchman uh is the speaker the
00:25:30parliament into trying to push their
00:25:34arguments or their conditions in these
00:25:36negotiations, so we we hear over
00:25:40and over from the new hazballah secretary general that
00:25:44Lebanon should withdraw from these negotiations and go back
00:25:48to sponsored... third party negotiations with
00:25:51Israel, but while simultaneously sending messages that
00:25:55we agree with this, but
00:25:57we we don't agree with that, trying to basically impose
00:26:01a certain kind of... power over Lebanon's Lebanese
00:26:04government's uh prerogative in talking to the
00:26:08Israelis themselves, so hizballah has a tricky
00:26:12role to play here, they at the same time they say they do
00:26:16not believe and they do not recognize these negotiations, but they
00:26:20are taking part in them. Just a quick one, it's the same one I ask
00:26:24to our correspondent, if you look at what is happening on the ground, you have
00:26:27Israel on the territory the occupied west bank in
00:26:31Gaza, in Lebanon. "it doesn't seem to be withdrawing any
00:26:34them,
00:26:35in fact it's entrenching itself. do you think it really means to withdraw from any of those
00:26:38areas?
00:26:42oh, it is difficult to say, i think scholars
00:26:45and an analysts for decades
00:26:49have tried to answer this question, whether Israel's
00:26:52national security interests lie
00:26:56in in stable borders in peace with its
00:26:59neighbors, some h'. historical facts
00:27:03point to the former, the others point to the
00:27:07latter, basically if we take Egypt and
00:27:11Jordan, Israel has has been has has
00:27:14had peaceful uh relations with them uh
00:27:18for decades now, but if we take the Palestinian territories,
00:27:22the Palestinian towns and villages that how how
00:27:26Israel has repeatedly
00:27:29tried to you know... cut cut in
00:27:33front of any agreement that would improve the situation or withdraw from
00:27:37those territories, that has proved
00:27:41complicated, and in the case of Lebanon, Lebanon
00:27:45side, whether whether the Lebanese or the
00:27:48or Hazballah's patrons in Iran, they
00:27:52have, they have refused and they have played Israel's game in
00:27:56continuing the war, the decades old war between
00:27:59themselves, so there are conflict.
00:28:02things at this point and it has been the case for
00:28:06decades, but right now, as you're saying, what's happening in Palestinian
00:28:10territories, what's happening in South Lebanon, what's happening
00:28:13overall in in the region, well, one day we
00:28:17go to negotiations, the next day we're threatening to
00:28:21obliterate the enemy, whether it's Iran, whether it's Israel,
00:28:25whether it's united states, I hope this
00:28:28conflict comes to an end with the example of is...
00:28:32Israel, Turkey and Egypt and Israel and Jordan
00:28:36where peaceful peaceful relations are
00:28:40possible between these neighbors, and hopefully the Abraham
00:28:43accords are pushed forward and would
00:28:47incomporate all these neighbors, whether it's the Palestinians
