00:02:42remain in Lebanon? Representatives from both countries and the
00:02:46US return to the table for seventh round of talks in Rome,
00:02:50but with Hesbollah refusing to disarm until Israel leaves, while
00:02:53Israel refuses to leave until Hezbulah disarms. Can peace
00:02:57talks really succeed? I'm Andrea Sanki and
00:03:01today's news maker is
00:03:04of Lebanon.
00:03:08in
00:03:19Well, it's obvious you have to manage expectations when a lead negotiator
00:03:23says, peace talks shouldn't move too
00:03:26of quickly. That is not what hundreds of thousands of displaced people want to hear.
00:03:30Desperate to return home, some have made their way back to villages left in ruins
00:03:34in southern Lebanon, with occupying Israeli forces never far
00:03:38away. It's added more hardship to
00:03:40of the country marking six years since its capital city was
00:03:44virtually destroyed in the Bayrut port explosion. So
00:03:48of while Lebanon's people remain as resilient as ever, will they actually
00:03:52get the peace and accountability they
00:03:54of deserve. Here's a look. The latest
00:03:58Israel Lebanon talks are. about negotiating another peace
00:04:02me deal, they're about assessing whether the one already agreed
00:04:06can actually work. for the first time since
00:04:091993, Israeli and lebanese officials have been meeting
00:04:13directly marking
00:04:14a diplomatic breakthrough after decades without face to face
00:04:18talks, but turning that breakthrough into peace may
00:04:21prove far more difficult. at the heart
00:04:24of the framework is faced Israeli withdrawal from southern
00:04:28Lebanon. the... first test is series of so-called pilot
00:04:32zones. Under the plan, Israeli forces would gradually
00:04:36withdraw, the Lebanese army would take over security, and
00:04:39the
00:04:40model would then be expanded elsewhere. But after weeks of
00:04:44in of negotiations, only one pilot zone
00:04:46of has been
00:04:47of implemented. in That slow progress reflects the
00:04:50deeper problem. Every stage
00:04:53of the framework depends on another one. Israel once Hezbulat
00:04:57disarmed before completing his withdrawal.
00:05:00of Hezbollah insists there will be no disarmment while Israeli troops remain
00:05:04inside Lebanon. The talks also exposed one
00:05:08of the biggest gaps in the process. Hesbullah remains outside the negot.
00:05:12and rejects the very premise it's built
00:05:15on. we consider that all direct
00:05:19negotiations with Israel have brought nothing but shame,
00:05:22humiliation, disappointment and continuous
00:05:25concessions. the divisions are not confined to
00:05:29the negotiating table, Israeli military operations have continued
00:05:33across southern Lebanon, raising concerns that
00:05:36implementation remains far more fragile than the agreement
00:05:40itself. the UN inter in Lebanon continues to
00:05:44observe daily Israeli violations of Lebanese
00:05:46airspace. Between Thursday and Sunday, peacekeepers recorded
00:05:50125 air violations with a combined total overflight
00:05:54time exceeding 418 hours.
00:05:58Surveillance and arm drones were observed near or above unifill positions in both
00:06:02sectors. Peacekeepers also report extensive military activity
00:06:06on the ground in south Lebanon, including significant engineering works and
00:06:09active troop movements. For display. Lebanese that's
00:06:13delaying any return to normal life, some families have
00:06:17gone back to their villages, many others are still waiting with
00:06:21Israeli troops remaining in parts the south and entire
00:06:24communities left in
00:06:26ruins. We can say that the
00:06:30matter cannot be measured in terms of time, but rather in terms
00:06:34of solutions, and the solutions are very complicated when
00:06:38it comes to completely withdrawing Hezbollah's weapons from within
00:06:41Lebanon. "the issue goes beyond the national sphere, it
00:06:45may even have regional dimension. Therefore, I
00:06:49believe that the timeline for the Israeli occupation will be
00:06:53a long time. The negotiations have reached a new
00:06:56stage, the diplomacy and the conflict, however,
00:07:00still appear to be moving
00:07:02on two very different tracks. So our Lebanon
00:07:06Israel peace talks a positive trajectory or just barely maintaining
00:07:10lull in this war. We'll joining me now." are from Tel

00:07:28Joe, you are in Beirut where you just
00:07:31marked six years since the Beirot port
00:07:34explosion on Tuesday, so my condolence is there, let ask
00:07:38though, how are you personally feeling about?
00:07:42where your country is headed right now given the state of political
00:07:46affairs as well as these continuing talks in in
00:07:50uh with
00:07:50Israel?
00:07:54well you s sumed
00:07:56up the major problems in labanon so i'm gonna try as much as possible
00:08:00to in few seconds to answer that
00:08:04mean the way what we reach at this point
00:08:08is series of state collapse
00:08:11regional. intervention, decades of
00:08:15mismanaging public
00:08:19affairs, but now we are a very critical moment, I
00:08:23think an era is ending in South Stebern, the way we know
00:08:26it, but we are transitioning to something that's not very
00:08:29clear yet, and it's being forced imposed
00:08:33by force, whether the Israeli force and the US
00:08:37support for this force, and this is
00:08:41my... bring some temporary resolution,
00:08:45but it's not going to bring a long term. now Lebanon is in
00:08:49limbo, is waiting for US Iran basically
00:08:52talks, and we have these talks in Rome as you mentioned this
00:08:55week, without the clear road map, maybe we will
00:08:59discuss it later in detail, but I think all
00:09:03the problems now I mentioned are
00:09:06really the culmination of it is what's happening in in
00:09:10South Levan at this moment. Okay, uh,
00:09:14let ask, Romy,
00:09:16you know, Joe says it's not a clear road map, um,
00:09:20and that they're transitioning right now in in Lebanon, this also something that's
00:09:24just not very clear, but they they at least have these pilot
00:09:27zones, do you think they're working, and are they really the
00:09:31best indicator of of actual
00:09:33progress? Well, they're working as they're
00:09:37supposed to work, which is to reaffirm Israeli-American
00:09:41superiority. and and sovereign
00:09:45control over South Lebanon and forcing
00:09:49the Lebanese government to comply with what Israel
00:09:52wants, so in that respect they are working. most
00:09:56the world doesn't think, I think most the region and much the world
00:10:00doesn't think this is a really fair and
00:10:03legitimate and equitable process
00:10:06and like the board of peace
00:10:09in in Gaza and and some
00:10:13the things that were developed with
00:10:16Iran and the US under American pressure,
00:10:20these are not serious uh peace
00:10:23processes or... movement towards
00:10:27a mechanism for peaceful
00:10:30coexistence in the long run, unlike say what you saw in
00:10:34northern Ireland or Southern Africa, which did lead to an
00:10:37equitable peace, so in that respect, no, they're not
00:10:41uh, they're not real progress uh, in the
00:10:44long run, and they, but if they can spark
00:10:47a push by all sides
00:10:51to get to the next stage that is more equitable,
00:10:55"for instance, the Lebanese should determine where do the Israelis withdraw
00:10:59from in phase two. In phase one, the Israelies said we're getting out these
00:11:02areas, some
00:11:03of which they didn't even occupy. Phase two, maybe Lebanon should say,
00:11:07well, these are the villages you got to get out of, and these are the areas you
00:11:11have to stop bombing. Something like that could rectify the
00:11:15imbalances now, but that rarely happens, but we'll just have to wait
00:11:18and see, the Lebanese are very talented people, but it depends on whether the
00:11:22US comes down. equitably for Israel and
00:11:26Lebanon or continues to push a process that favors what
00:11:30Israel wants? so you're saying
00:11:32that the pilot zones could somehow
00:11:35spark the real progress, but there's
00:11:39this overlying concern that, well Israel has definitely
00:11:43highlighted this, that Hezbulah will try to return
00:11:46to these pilot zones once it's established that the
00:11:50Lebanese army is in control. do you
00:11:54see that?
00:11:55as is something quite possible or is are you
00:11:59suspicious that Israel is looking for excuses to either stay as
00:12:03an occupier or be able to return
00:12:05later? the
00:12:08you know hizballah is issue but it's not the issue. the
00:12:11issue is the tensions between
00:12:14zionist colonial expansion, american
00:12:18support for that and inadequate lebanese
00:12:22and arab government systems and foreign
00:12:25manipulation interference in the region since the
00:12:281920s, that's the real problem, so the
00:12:32hezballah is willing to make like Hamas
00:12:35and Palestine, is willing to make reasonable concessions
00:12:39if the core root the problem is addressed,
00:12:43which is Israeli occupation
00:12:45and okay, Hamas, Hezball
00:12:49was born to push back Israel to get them out of Lebanon, they
00:12:53weren't born for anything. Okay, I'm going to follow
00:12:57up with that in just second with Joe, but first I have to ask
00:13:00akiva, because on the Israeli
00:13:03side, I i mentioned the suspicions that Israel already
00:13:07has, and it's also said that it, it has to
00:13:10verify somehow that Hezbulah has
00:13:13disarmed, how would that ever happen, and I
00:13:16mean then you have to also quash the suspicions that Israel
00:13:20has that the Lebanese army is somehow going to cooperate with Hesbolah.
00:13:25uh, because that's just what they do, and again it opens the
00:13:29door to prolonged
00:13:30occupation. well, I can tell
00:13:34you when it's probably not going to happen, and
00:13:38this is between now to October 27th,
00:13:42until the the elections in Israel, because
00:13:45what the current government is doing is looking
00:13:49at every strategic question
00:13:53from,
00:13:53you know, through the lenses. the
00:13:57balloting boxes to the elections and
00:14:01right now there are still having a problem
00:14:05convincing the communities in the israel there was a
00:14:09kind of symmetry that we are doing
00:14:12between the Israeli
00:14:14refugees that had to leave their
00:14:17homes during the war that started all
00:14:21this and started the reoccupation of uh
00:14:25southern Lebanon, and they are also
00:14:28demanding some kind of guarantees
00:14:32from the current government that it will not happen to
00:14:35them again, there are still people who move to
00:14:39the center of Israel and they are not back yet because they don't
00:14:43feel safe, so Netanyahu right now is
00:14:47looking every morning at the polls
00:14:50and he's not happy with what he sees
00:14:53and... "and probably
00:14:57the good news is that in October
00:15:01we will have another government that will look
00:15:05at the Israeli international relationship
00:15:09and public relations of Israel a different
00:15:12way, different from what Netanyahu was suggesting
00:15:16a super sparta, he said
00:15:18in on
00:15:19the in the kness that he sees himself as the

00:15:52solution, there is no leadership
00:15:56that is suggesting a deadline for the
00:16:00Israeli occupation and timeline, they are
00:16:04talking about sequence, first they have to stop terrorism. first we
00:16:08have to this make sure that to disarm
00:16:11hizballah and the Hamas, but they
00:16:15don't offer anything, they are blaming government for
00:16:19outsourcing Israel security, outsourcing to the
00:16:22Lebanese government, to President Trump when it comes to
00:16:26Iran and to the new peace
00:16:29council in in Gaza. Okay,
00:16:33um, let me come back to uh, Joe in Beirut.
00:16:37because I need to pick up on something that Rami had said, he he seems to have some
00:16:41confidence that Hezbulah would act in good
00:16:45faith if um Israel were to to
00:16:48withdraw, however Hezbulah says that these talks alone have brought
00:16:52so much, you know shame and humiliation to Lebanon, but at the same
00:16:56time many Lebaneses actually feel humiliated by Hezbulah
00:17:00because it's a non-state actor that they say has seated
00:17:04their sovereignty to foreign power.
00:17:08"and that Hesbololah goes
00:17:09goes ahead and makes unilateral decisions to you, attack Israel and then
00:17:12complains on behalf of Iran for that matter, and then complains that,
00:17:16the constitution is being violated because they didn't get to
00:17:20agree to negotiations, so how
00:17:23dangerous is that difference of opinion
00:17:26alone within
00:17:28Lebanon? I mean, regardless
00:17:32the emotion and ideological differences that
00:17:36are very you know..." a high level and level on for
00:17:39me, i like to focus on how how the policies
00:17:42are, obviously we have now
00:17:46two visions of foreign policies in in, one is
00:17:49betting on what's happening on the SR talks, the other one is
00:17:53betting on on the talks with directly with Israel through
00:17:57yes mediation and neither can reach very
00:18:01clear solution, now we have a framework
00:18:05agreement, we have especially security and you mention pilot
00:18:09zones, they don't address the core the problem, which has
00:18:13been in the last two years since the last fire in November
00:18:162024, is how you deal with the issue of disarmment and
00:18:20withdrawal? they tried the step by step, netanyahu government
00:18:24refused, now they are trying to buil it
00:18:26zone, there are
00:18:30some structural problems in the security annex that makes the
00:18:34the framework agreement unable to reach that, it's going to stop at some point because neither
00:18:37Israel, neither, and there are no
00:18:41mechanism to force them to do this, so the agreement was was signed
00:18:45on the assumption that hisballah will voluntary
00:18:48accept, because neither Israel government
00:18:52can disarm by force as we saw in in the
00:18:56last year, so it's a very complex issue, part of
00:18:59it,
00:19:00it it has to related to decision tehran because the
00:19:03US talks, part of it are libanese israeleli
00:19:07long decades of of
00:19:10tension, especially what most
00:19:14ofese perceive as continuous
00:19:17Israeli aggression as we see in the last strike in Beirot just
00:19:21before the last spire, and we have problems inside Lebanon, which is the
00:19:25relation between the government and hasballah, how it will be
00:19:28after after these these stocks or whatever is happening
00:19:32on the border, so those are all complex issue, but but the
00:19:36framework and... agreement presented by the US now in these
00:19:40talks doesn't dissolve resolve the same the core dilemma or the
00:19:44core problem uh what's happening at sous level
00:19:48yeah let me come to Romy because joe has mentioned
00:19:51this uh alluded to this several times
00:19:54now you tell us how much you think the peace
00:19:58process in Lebanon is just contingent on the
00:20:02US war on Iran and the position Tehran takes
00:20:05and the position the US takes. "I think they're directly
00:20:09linked, they're not only linked in short-term that the Iranians are
00:20:12insisting that the fighting stop in Lebanon for the
00:20:16US, Iran and Israel, Iran fighting to
00:20:20stop, they're linked a very much more
00:20:24important and older way, which people in the west, and
00:20:28I think in Israel probably, but akiva can tell us more and
00:20:31that the people don't understand very well, the
00:20:34the in the middle east..." that are
00:20:38most active in resisting Israel in the
00:20:41US are Lebanon, Palestine,
00:20:44Iran. What do those four
00:20:48countries have in common? they are the countries that probably have been
00:20:52more ravaged, manipulated, occupied,
00:20:56humiliated and and overall
00:21:00beaten up by western and or
00:21:03Israeli colonial interventions in the last
00:21:06120 years,
00:21:09Iran, and Yemen, it's
00:21:13not by accident that these countries
00:21:16together continue to push back, and and for.
00:21:21and saying you can't forcibly disarm somebody like
00:21:25hizballah because they've tried it and l in gaza with
00:21:29hamas with a massive force destroying
00:21:33gaza and they've tried it in Iran and it hasn't
00:21:36worked you so if if the Israelis and
00:21:39Americans are and and
00:21:43Palestine they're not going to get anywhere in Lebanon that's why they've
00:21:47come up with this you know sort of uh make
00:21:50believe political process in
00:21:54Lebanon, starting in Rome, which is nice place to start, because it's
00:21:57a great place to visit, but now they're really not
00:22:01getting anywhere very significant because they're running up against the
00:22:04core issue of of Hisballah has to
00:22:08be involved any negotiations like the Vietnam war,
00:22:12like the Taliban war and like Hamas was, eventually you've got to sit with
00:22:16Hisballah and the Lebanese government all together, I don't... think the
00:22:20Lebanese government and Hizballah will have a problem in reaching an
00:22:23agreement ultimately, the problem is more with the
00:22:27Israelis and the and the Americans and
00:22:30possibly the Iranians, but yes the linkages are
00:22:34are deep and old and they have to be appreciated.
00:22:38Okay, let me come to Akiva then, because just quickly
00:22:41akiva, there's the long-term issue as
00:22:44well, and the question over how
00:22:47motivated Israel and especially certain
00:22:51Israelis are to hold to the
00:22:55Lebanese land that they are now occupying, it's still part of this
00:22:58greater Israel vision that one would hope with the next
00:23:02election will be diminished, but how serious are the
00:23:06chances that it won't be diminished, and Israel has every
00:23:09motivation to keep holding to the land it's taken,
00:23:13believing it is
00:23:14theirs,
00:23:18the Israeli people, have lost faith in
00:23:22the
00:23:22in the kness, in the government, and this
00:23:26is, as I mentioned, this is something that
00:23:30hopefully will change in October,
00:23:34but we hope that the next prime minister will
00:23:37probably be the best chances
00:23:40is Gudy Isencop, who was a chief of staff,
00:23:44and I, I know him quite well, and I
00:23:48believe that, "unlike Netanjahu, he
00:23:51doesn't believe that the name the game
00:23:55is catch as much as you can, territories,
00:23:59if the hizballah will
00:24:02strike the Israeli northern communities,
00:24:06then we will occupy five kilometers,
00:24:09then if they strike the Israeli soldiers
00:24:13or they undermine the Israeli
00:24:16occupation along the new line then..." we
00:24:20capture more land. This is the
00:24:23same thing they are doing in Gaza,
00:24:27holding more than 60% the
00:24:31territories of Gaza, and in the West Bank. Next year, we
00:24:34will mark 60 years to the occupation the West
00:24:38Bank, and if you ask the Israeli,

00:26:32internally, so will the Lebanese people finally get
00:26:36justice and accountability, and is this finally a real opportunity
00:26:40for this government to deliver something to the
00:26:43people and build the confidence that it really needs, or do
00:26:47you fear it will become more
00:26:49divisive? I
00:26:53hope that, I was on the march on August 4th
00:26:56that went from downtown to the port and and you see the families
00:27:00of of of the... 'who who died on that day and you
00:27:04see that after six years, it's not about what
00:27:08the the state did do or not do, but
00:27:12it what allowed to happen that you have those natural ammonium
00:27:15basically that crossed all the security
00:27:18personnel in in the airport and arrived, until
00:27:21now not one person was was
00:27:24detained, not one press conference by any government official to explain the
00:27:28process, there's now an indictment is going through'.

00:28:26I think what the big of explosion was on August
00:28:29400, yeah, and it it could prove a unifier. if handled
00:28:33finally with real accountability, but unfortunately Joe, we're going to have to leave
