00:00:27The road to the ballot box runs through these. chambers where
00:00:31laws are made, institutions are scrutinized and the
00:00:34decisions shape the future of our democracy.
00:00:38welcome to the hallow chambers where we connect the work the
00:00:41legislature to the lives of nigerians.
00:00:48begin with some news
00:00:49of updates from the national
00:00:50assembly. the
00:00:55of presidential working group on the national policing bill says state police
00:00:58will strengthen federalism and bring policing
00:01:02closer to communities, speaking at the second
00:01:06annual distinguished parliamentarian lecture in Abuja, the group's
00:01:10secretary Naduben Mogalu challenge
00:01:13governors to back their commitments to protecting lives and
00:01:17property with adequate funding. He also addressed
00:01:20concerns about possible political interference in
00:01:24state policing. The
00:01:26of lecture organized by the House of Representatives Press Court.
00:01:30examine the role
00:01:31of the state police tacknel insecurity, the speaker
00:01:35of the house and other stakeholders renewed calls for stronger
00:01:39law enforcement and accountable citizen
00:01:43a
00:01:43of centered policing. the governors who prioritize security
00:01:46will fund security and in fairness
00:01:50to
00:01:51of governors, many state governors are already spending tremendous
00:01:55amounts of money supporting the federal security services that
00:01:59up. in their states, part
00:02:02of the problem is that in the absence of proper
00:02:06of structures, those funding, those resources don't give you the
00:02:10results that you desire. state police, if
00:02:13conceived and implemented with constitutional rights and
00:02:16rigore, strong oversight, adequate resources
00:02:20and
00:02:22of respect for human rights can be manyful instrument for securing
00:02:26communities and deepening our federal democracy,
00:02:30policy and
00:02:31of community engagement and
00:02:36of decentralizations are essentials in
00:02:37of sustainable development. The Nigerian police
00:02:40force remain committed to
00:02:44supporting constitutional,
00:02:48legislative.
00:02:52The Director General
00:02:53of the National Institute for Legislative and Democratic Studies
00:02:57Abrakar Suleiman says financial autonomy. for
00:03:00of state assemblies must come with accountability and
00:03:03transparency speaking as a
00:03:05in training program for the Nasara State House of Assembly
00:03:09Service Commission
00:03:10me in Abuja, he called for stronger
00:03:12of administration and more professional parliamentary staff.
00:03:16Suleiman urged the commission to prioritize merit and improve
00:03:20staff management.
00:03:22of Representatives
00:03:22in of the commission pledged to use the training to improve service
00:03:27of delivery. Our outputs, our impact. our
00:03:30services, i think is
00:04:37house of representatives committee on electoral matters has asked INEC
00:04:41to audit candidates for the 2027 elections and
00:04:44disqualify those whose names are missing from their parties membership
00:04:48registers.
00:04:50in a letter to the commission, committee chairman bayor balogun
00:04:53cited the supreme court's judgement upholding
00:04:57section 77 sub5
00:04:59of the electoral. Act 2026. The provision limits
00:05:03participation in party primaries, congresses and
00:05:06conventions to
00:05:08of members listed in the party register. The committee said the rule.
00:05:12had resolved the legal uncertainty earlier raised by
00:05:16INEC, it urged the commission to enforce compliance
00:05:19across all parties without delay, saying this would
00:05:23help prevent avoidable election disputes. We'll take a
00:05:27quick break and when we return, hello chambers will
00:05:30continue.
00:05:35Welcome back, as preparations for the 2027
00:05:38elections gather pace, inex recent briefing and
00:05:42stakeholder engagement have brought electoral readiness into
00:05:46sharper focus from funding and technology to
00:05:50security and public confidence. what must be done to turn
00:05:54preparation into a credible election and how can the national
00:05:57assembly strengthen that process while safeguarding the
00:06:01independence the electoral umpire. joining me to
00:06:05advance this conversation is the chairman the house of
00:06:08representatives
00:06:16me. Now following Inex recent briefing, how confident are
00:06:20you that the commission is on track for the 2027
00:06:23elections and what gives you that confidence and
00:06:27where do you think serious work still needs to be done? Well,
00:06:31I think following the recent elections,
00:06:35uh, the offices elections at in Ekiti
00:06:39and Oshu and the more recent.
00:06:42by-election in Kanu and some other states, you
00:06:46see how prepared inec is in
00:06:50terms of the procedure
00:06:53and uh the outcome the
00:06:56elections, in the in the last elections, I don't think
00:06:59anybody has actually gone to court, because what we want to
00:07:03achieve is to achieve a free, fear and
00:07:06credible election, and if out of
00:07:09about uh three major... elections
00:07:12and uh about six by
00:07:15elections, nobody has actually gone to court to
00:07:19challenge the process, that means Nigeria
00:07:22comfortable with the with ine
00:07:25preparation, and
00:07:26what in just did on Tuesday is to tell Nigerians in terms
00:07:30of logistics, because the ones they've been having are
00:07:33just off circle, just one state or so few states, but
00:07:37in terms of taking the whole country together we must be prepared in terms of
00:07:41logistics. so the issue, the majority the discussion on that
00:07:45day was actually on logistics, because in terms the
00:07:48outcome and procedure the election, I think
00:07:52INEc has done perfectly well, your committee wants INEc
00:07:56to disqualify candidates whose names are missing from their
00:08:00parties submitted membership registers, but does
00:08:03INEc actually have the legal authority to do that without a
00:08:07court ruling, and what point does
00:08:10parliamentary overside? become interference in the
00:08:14commission's independence, well uh, when it
00:08:18comes to the law, the parliament makes the law
00:08:22and there's what
00:08:23you call the spirit the law, why do you actually make this
00:08:27law? our objective, like i said is to have free,
00:08:31fear, credible election, and in terms
00:08:34of litigations too, we want a situation
00:08:37where elections, pre-election matters will be concluded before
00:08:41the general election. and uh the general election to
00:08:45the post litigation post election litigation to
00:08:49will be concluded before the swearing in of any winner, so
00:08:53if we we want to achieve this then we must look at what are
00:08:57the issues, what are the we are the what are the
00:09:00ways by which we can actually reduce the number of people
00:09:04that goes to call the the number of litigations and the
00:09:08time of litigation, the period
00:09:11and uh one the things we find out is that most
00:09:15these litigations are usually
00:09:18pre-election and uh which that means
00:09:22elections are dictation that comes out the primaries
00:09:25the political parties
00:09:28so we we amended the law
00:09:31to ensure that we don't have
00:09:35people byying in
00:09:38two three political parties at the same time.
00:09:42and uh that's what what brought in the section 77
00:09:464, that means every political party is
00:09:50expected to submit the
00:09:52register for for of membership of
00:09:56members for that period, if if
00:10:00your name is not on the register as at the
00:10:04time, i think it's the the provisions is 21
00:10:08days before the primaries of that political party, that
00:10:11means that candidate or that uh
00:10:15aspirant name that is not on the register
00:10:18cannot become the candidate the party and if the
00:10:22party does not also submit. the
00:10:26register, that means such a party will not be able to
00:10:29participate in that general election,
00:10:33so if you have made the law and we don't want a situation
00:10:37where we be having litigation in
00:10:41court up to one two years, then what do
00:10:45we do, we ensure that the writing is done at the right
00:10:49time, beyond inec what three things must be in place
00:10:53before your committee can conf ently tell Nigerians that
00:10:57the commission is ready for 2027 and if those
00:11:00targets are not met, what actions will your committee
00:11:04take? well uh, like I said, in terms
00:11:06the electoral process,
00:11:09the the technology
00:11:13and the procedure put in place
00:11:16binic, I think we are we we can say we are
00:11:20fully comfortable with position of neck, but when it comes
00:11:24to logistic... until the final
00:11:27day you cannot uh put your mind at rest, so
00:11:31neck must be its toes ensuring that they get the logistics
00:11:35right, you know because they don't have control over this logistics uh
00:11:39movement of materials they have to engage the
00:11:41NW for example to move materials for
00:11:45them uh they they engage the
00:11:47Nigerian uh air force to move some
00:11:51the materials so studying.
00:11:55the central bank, so there
00:11:56are lot of other thought parties that are involved, so it's not just about high
00:12:00neck, it's about ensuring that there synergy between all the
00:12:04stakeholders so that there won't be any breakdown,
00:12:07because it's all is just about
00:12:10perception, because they've given the
00:12:13timeline, when are the material supposed to get to the reck, when are
00:12:17the material supposed even get to the state, from the state it get to
00:12:21the rex, from the rex now it gets each.
00:12:25polling unit, what time will you get to the polling unit is
00:12:29also very important and this got to do with the size the
00:12:32areas in my for example
00:12:35my local government has the largest landms in lagus and with different
00:12:38terrains the way it gets to do some words is different from the time to get
00:12:42some other words so i think is also trying even
00:12:45break some these uh words situation
00:12:49where
00:12:51uh vehicle might be used for one word that is very small
00:12:55you must have some words that are very big so they are looking at their logistics now,
00:12:59how do you break it down so that they might get some vehicle three vehicles for some
00:13:02worldwide some what would use one so it's a lot of serious
00:13:06planning and uh to ensure that we get it right
00:13:10because between the last between 2019
00:13:14election and 2023 election we've had increment
00:13:17in the number of units the units
00:13:21have expanded even some areas has doubled so these part the things that
00:13:25affects
00:13:27the the logistics and that's why they're even increasing the number
00:13:30of uh um this machines they are using the beavers
00:13:34and all the pulling units cubics and everything
00:13:37so but in terms of getting their logistics right when
00:13:41it comes to procurement from what the chairman said uh
00:13:45all the procurements have been made that's the very important thing because some
00:13:49materials are not just bought on the shelf they have to be
00:13:52ordered and they have to be produced so those major ones
00:13:56have been done when we talk about beavers and uh the
00:14:00cubicles and all those softwares so i think those ones are in
00:14:04place so i think we good to go honorable balogu
00:14:08inec is talking about using artificial intelligence to
00:14:12verify election results in 2027 what
00:14:16exactly will this technology verify and has your committee seeing any
00:14:19evidence that it actually works or are ningerans being
00:14:23asked to trust another technological promise?
00:14:27Nigerians are the one asking for technology, every
00:14:31time we want to real time this, we want real time that, we want, you see
00:14:35Nigeria, when it comes to election management, we have one
00:14:39these, if not the moscated system in place
00:14:43now, uh, biometric
00:14:45recognition, accreditation of voters, it's only
00:14:49done in Nigeria and some few, very few
00:14:52countries, Germany and some other. countries even in America
00:14:55they don't do biometric recognition, you just go with your id card and they will identify
00:14:59you, so but what we are trying to do in Niger is what are the
00:15:03problems, the major problem in Nigeria
00:15:06election, number one is the issue of
00:15:10proxy voting, multiple voting and przy voting, how do
00:15:14we solve it, and that's why we brought in
00:15:17biometrics, biometrics is that you cannot be, if you
00:15:20are not there it cannot work, nobody can vote on your
00:15:24behalf and just introduced the electronics
00:15:28ecata now we are instead
00:15:32of just snapping the form that we used to have inec the
00:15:36presiding officer is not expected. to also imput the result
00:15:39into the beevers and now it's not possible for the
00:15:43beevers now to calculate all the results including
00:15:47void and everything and check it with the accredited
00:15:51number of voters so if it doesn't tally
00:15:55if
00:15:55it is more than it then it will not go it will not send but if it is
00:15:59lower yes you can have more accredited voter than the
00:16:03the actual voters someone can do accreditation and decide not to vote but
00:16:07cannot vote without being accredited, so the total
00:16:11number of voters on that day must not be more than the accredited
00:16:15voter from that unit, you see that will not eradicate overvoting
00:16:19entirely, and when you're talking about AI, every
00:16:22technologies
00:16:23can be regarded as AI, because it's artificial intelligence, as long
00:16:27as you bring in technology, you are using the computer, it's just the
00:16:31level that differs, so when they said they have be deploying
00:16:34AI, I think by immediaty we start. with
00:16:37beevs
00:16:40and uh IRF and all this thing here is already in place and with the
00:16:44electronic from east now that means we are
00:16:48actually uh being compliance in terms of
00:16:51technology. INEc has announced the dedicated AI
00:16:54division, but its AI governance policy is reportedly still
00:16:58being finalized. Shouldn't the rules and save guards being
00:17:02placed before the technology is deployed and has your committee
00:17:06examined how inex. intends to prevent errors,
00:17:09manipulation or misuse.
00:17:12now we've had ICT department, if
00:17:16they just call it AI like I said, it's
00:17:19just you have your ICT department, you know everybody wants to
00:17:23say we are more compliant than uh the other, so if if
00:17:27they now call it AI, well I don't reason why they just have to make it
00:17:31ai, ICT is enough, everything you are doing is still under
00:17:35ICT, so they would have just limited. the
00:17:38the
00:17:40the the nomenclature to ICT, but if they call it a high, probably to
00:17:44make them look good to the gens who
00:17:48are the majority in terms
00:17:50of when it comes to election, the number of participant in the
00:17:54election, but in the important thing is that every political
00:17:58party has their own agent, every political party is
00:18:01expected to colate their own
00:18:04results and if you have this
00:18:07discrepancies then you notify
00:18:10Inec, the N chairman will will not be on ground on day
00:18:14of election, all the people that will be on ground day of election are
00:18:18are dog stuff, so even if the
00:18:21the chairman is your brother, he cannot
00:18:25help you, it's the adock staff that will conduct election and they don't belong to any
00:18:29party, they are not civil servants, they are just inec,
00:18:32mean nys
00:18:35copers, so "that is
00:18:38area we must all concentrate on, your unit, elections are
00:18:42one at the unit, let every political party
00:18:46take the agents in their unit very, very
00:18:50seriously. all right, let's take a quick break, we still continue this
00:18:53conversation, don't go anywhere, we'll be right back. every week I
00:18:57take you inside the inner walkings the assembly where laws are
00:19:01shaped, decisions are made and the future the nation
00:19:05is decided, the eyes have it."
00:19:10and other season experts, analysts and law makers at the national
00:19:14assembly as they uncover the rule stories behind the
00:19:18headlines and offer unfiltered insight on the
00:19:22most pressing issues the day. this is your
00:19:25frontal seat to the heart of power. watch the hello
00:19:29chambers every Saturday at 9 p.m. only
00:19:33on TBC News. glad to have you back, we'll continue our conversation with
00:19:37Honorable Banogu, now Nigerians will naturally expect your
00:19:41committee to do more than hold meetings and receive
00:19:45briefings from INEC. What specific commitments
00:19:49can you make before the 2027 elections and how should
00:19:53Nigerians measure whether your committee has
00:19:56delivered? Look, we are law makers, our job is to
00:20:00make law and conduct overersight, we are not
00:20:03inic, so there's limit to what we can. do
00:20:07and we cannot do the work the political parties for them. i've just told
00:20:11you that look all we can do and uh
00:20:15is advocacy to encourage more
00:20:18advocacy at all tiress inek to do his
00:20:21own political parties are the ones that wts this
00:20:25election that the one contesting and civil
00:20:29societies too should do more
00:20:32advocacy will come with the
00:20:35guideline guideline of last election.
00:20:37know might be different from this one, it's not for people to say, oh
00:20:40we know how we used to do it, no, how
00:20:42you don't you used to do it, you do it according to what guideline
00:20:45inec is bringing, don't rely on
00:20:49what you did in the last election, even in the law, you don't rely on
00:20:53what electoral of 2022 says, it is
00:20:572026 now. all right, honorable balug, as we wrap up the
00:21:00conversation, one the biggest concerns from previous
00:21:04elections has been the gap between what happens at the polling
00:21:08units and what nigerians eventually see during
00:21:11collation. how can neck make the entire process more
00:21:15transparent, particularly when the technology fails
00:21:18and how do we ensure that you know technical
00:21:22failures don't become excuse for questionable
00:21:26results? you see, let's focus on
00:21:30the main thing, which is to have a credible
00:21:33election, free, fear and credible, yes, to
00:21:37be free is to ensure that there's adequate security and
00:21:41everybody have free access and even taking care of all
00:21:44the uh people with challenges and all the rest, and
00:21:48we are talking about, to be for the election to be
00:21:51credible is is, i think it's a duty of everyone of us
00:21:55and elections are conducted by political parties, because we
00:21:59should not somehow mix what the public is saying and what the
00:22:02political party is saying, there's no political party in the last
00:22:06election to my own knowledge that went to court
00:22:10at this to say that we score 300
00:22:14so in so so place, but what was reflected was
00:22:18150. those are the times
00:22:21that you can say this, there were discrepancies in the
00:22:24result, the delay of results or
00:22:28seeing it on the RF or not seeing it on the RF does not change
00:22:32the results during the last uh election
00:22:36to we had at some areas the results came in very late on the
00:22:40RF
00:22:41but at the end the ask people were there differences between what
00:22:45came in and what were posted but nobody came out to
00:22:49say yes we had discripances in one or two areas and nobody had
00:22:53actually gone to court, because what the what happened in 2023
00:22:56election w more of cases on
00:22:59qualification, mr. president was taken to court
00:23:03on various angles of which all borders on qualification
00:23:07or non-qualification, eligibility or noneligibility, so these
00:23:11are not issues that got to do with neck, these are issues i
00:23:14got to do with you challenging candidate
00:23:18for eligible. and cannot remove anybody
00:23:22on that basis unless a court says so political party
00:23:26now should also ensure that
00:23:29they put the right people to uh
00:23:33cover for their elections and for the public please
00:23:37we we have to be very very patient and uh we should
00:23:41know that the the final result of an
00:23:44election should be what we should be waiting for don't
00:23:48rely on speculative
00:23:52results, some sometimes because someone won a
00:23:55unit or local government and the out orchestrating it and
00:23:59shouting does not make them win the general
00:24:03election, election result is the
00:24:06cumulation of all the results
00:24:10and all the units, you can win a state,
00:24:13you can win in f 6 states and we have 36 states until
00:24:16you see the final result please do don't go
00:24:20around and start sposting a winner or
00:24:24who has not won, it's that's what usually cause some of this
00:24:27problem that oh we were winning up till so so
00:24:31so time and things now changed if the if they announce the
00:24:35area that you have strength from beginning yes you actually be
00:24:38winning but by time they start announcing the areas where some other
00:24:42political party have their own strength yes it will change but the issue
00:24:46is is there any proof that there were manipulations?
00:24:50let's come up with proofs, let's come out with evidence so that
00:24:54what our argument with the evidence based, not emotionally based, is
00:24:58not because I like Mr. A and I feel he's going to win, he must win,
00:25:02no, nobody must win, it is what they what
00:25:05Nigerian says that will happen on the day of election, no matter how much
00:25:09I love my own candidate, I can't, my, I just have one
00:25:13vote, my one vote cannot make him the winner,
00:25:17and uh, so we want to appeal to every one of us and "we should lower
00:25:20our expectation, let's don't let
00:25:24our emotion overtake our reasoning on the
00:25:27day of election.
00:25:39the national assembly, the responsibility is to make the electoral laws
00:25:42work, and for ineck is is to deliver a process
00:25:46non-jerans can trust, and for political parties
00:25:49it is to..." respect the rules they expect others to
00:25:52obey. The measures of success is whether every
00:25:56eligible voter can participate freely, every
00:25:59valley vote counts and the declared outcome. reflects the
