00:00:00round of last year's presidential elections, Karol Nawrodzki obtained
00:00:0350.89%
00:00:05of the votes, thus surpassing his counter-candidate
00:00:09Rafał Trzaskowski, for whom 49.11%
00:00:11of Poles voted. The official
00:00:15celebrations today will begin at
00:00:185 p.m.
00:00:20Scandal in Bytom. The mayor of the city dismissed the director
00:00:24of one of the primary schools. The man is also
00:00:27forbidden from approaching the facility. The case is related to
00:00:31allegations concerning the possession of pornographic content involving
00:00:34minors. The man faces up to five years
00:00:38in prison. The charges against the man concern accessing
00:00:41pornographic content involving more than one
00:00:45minor. The city office in Bytom announced that due to the
00:00:48gravity and credibility of the allegations,
00:00:51immediately after receiving information from the prosecutor's office, they dismissed the director
00:00:55of the facility from his position. The suspect partially admitted to
00:00:58the charges of the director. The officers of the Central Bureau
00:01:01for Combating Cybercrime arrested him on July 27.
00:01:05The investigation is the result of a nationwide operation
00:01:08carried out by this unit together with the Human Trafficking Department
00:01:11of the Criminal Bureau of the General Police
00:01:15Headquarters. Young users of electric
00:01:18scooters are terrorizing the streets of Ostrowiec Świętokrzyski. A group
00:01:22of teenagers notoriously breaks traffic
00:01:25regulations. The police station in Ostrowiec Świętokrzyski
00:01:29has been informed. Scooters
00:01:30are flagrantly
00:01:35violating traffic regulations. Videos show them
00:01:39occupying the entire width of roads and sidewalks, crossing
00:01:42intersections, and exceeding the speed limit. Officers
00:01:46have already identified three people. The case of the juvenile
00:01:49road destroyers will go to the Family
00:01:52Court.
00:01:55In Hungary, concern is growing about the future of Lake Balaton. The water
00:01:59level of the largest lake in the country has dropped to one of
00:02:03the lowest levels in recorded history. In many places, the shoreline
00:02:06has receded by several tens of meters, revealing
00:02:10muddy bottom and strips of dried vegetation.
00:02:14This year's level, in some places approaching 55
00:02:18cm, ranks among the lowest in recorded
00:02:21history, in the entire history of measurements.
00:02:24The record low level of Balaton was recorded in
00:02:272003, when... the water level dropped to about
00:02:3160 cm. Now meteorologists are talking
00:02:35about a long-term precipitation deficit, which is deepening
00:02:38with each season. Winter did not replenish the losses, and intense
00:02:42evaporation in summer only accelerates the drop in water level. Experts
00:02:46warn that if abundant rainfall does not come,
00:02:49Balaton could enter its most serious
00:02:52hydrological crisis in decades.
00:02:56And that's all from me in this service. Of course, in less than half an hour,
00:03:00I will return to you with another batch of information. We are waiting for more information from Izabella
00:03:03Kozdraś. We return to politics. Law and Justice without subsidies
00:03:07or grants. The court dismissed the cassation. It concerns the PiS complaint
00:03:10regarding the so-called inactivity of the body, the
00:03:13non-payment by the Ministry of Finance of grants for the party. More on this from
00:03:17the Sejm now, Adamina Sajkowska. Adamina,
00:03:20tell us how this matter looks from the
00:03:22beginning. Indeed, the Supreme Administrative Court
00:03:26rejected the cassation in the matter of subsidies and grants for Law and Justice.
00:03:30Law and Justice indicated that the Ministry of Finance is inactive
00:03:33and has not paid the third installment of the subsidy for the party. But
00:03:36let's remember that the Ministry of Finance, according to the court, acted on
00:03:40the basis of the State Electoral Commission and its decision not to accept
00:03:44the financial report of Law and Justice, and thus
00:03:47to reduce the subsidy for this party. This was announced by
00:03:51Finance Minister Andrzej Domański, who also took to
00:03:54X and wrote, "A devastating verdict for PiS in the matter of
00:03:57subsidies and grants upheld. Cassation
00:04:00dismissed. No doubts, another PiS lie
00:04:03exposed." Prime Minister Donald Tusk echoed him, also commenting
00:04:07and writing, "As we said, there is no
00:04:10money for fraudsters and there will not be."
00:04:13And Andrzej Domański, the Minister of Finance, reminded
00:04:17that the State Electoral Commission decided not to
00:04:21accept the financial report of Law and
00:04:24Justice due to irregularities in spending
00:04:28during the parliamentary campaign in... 2023.
00:04:31As a result, Law and Justice for 2024
00:04:36meters from the shore on an received 15 million zlotys in grants, which is over 10 million less
00:04:40than the party should receive for 2024. This
00:04:44is certainly very painful for Jarosław Kaczyński's party, and
00:04:48It is known that this tragedy occurred on the party is asking all
00:04:50sympathizers for donations.
00:04:53Adamina Sajkowska with this information directly from the Sejm, thank you very much. And with
00:04:57me in the studio, the guest I announced, Professor Tomaska, University of Warsaw, good
00:05:01morning, Professor, good morning, Rector, good morning everyone. And this topic for
00:05:03starters, there's probably not much to discuss, because the topic
00:05:07has been known to us for, you could say, several years. But
00:05:10now there is this decision of the Supreme
00:05:14Administrative Court and political comments on this matter. Another
00:05:17blow to Law and Justice at a not very good moment for the party? Well,
00:05:21a huge blow, because as we know, since 2001, the model
00:05:25of financing political parties in Poland is actually based on
00:05:28budgetary subsidies, and
00:05:32the lack of these relatively large
00:05:36funds, well, not so huge for the state budget, but for political
00:05:39parties, yes, is very... a huge
00:05:43detriment to daily functioning, let alone an election
00:05:46campaign, which is approaching and the election
00:05:49fund should already be richly supplied in
00:05:53preparations for what will happen next year. As we hear,
00:05:57politicians are already appealing to their voters for financial
00:06:00support. I will ask about these voters in the context of what is happening in PiS,
00:06:04that is, the split, that is, what
00:06:07we hear, for example, regarding today's
00:06:11convention.
00:06:30This is a very interesting case of a somewhat chaotic political action to save
00:06:34the image, but it fits into a broader context,
00:06:38because actually since 2023, Law and
00:06:40Justice has no concept of how
00:06:44to be in opposition. No groundbreaking concept
00:06:47was born to go into 2027
00:06:51with something absolutely new and
00:06:54appealing to particularly young voters, because they will be
00:06:58one of the key elements here. On top of this is
00:07:02the lack of results from these actions that
00:07:05are taking place. I am thinking here of Przemysław
00:07:09Czarnek's actions, for example. There is no Czarnek effect, unless we understand it
00:07:12in the opposite way, meaning that PiS is losing on this
00:07:16candidacy, this supposed candidacy, because it's hard to say it's a candidate for
00:07:19prime minister, and of course, the third thing is
00:07:23the issue of the split. And it turns
00:07:26out that Law and Justice will remain with
00:07:30its iron electorate, which is barely
00:07:3320% of voters. In confrontation
00:07:37with the growing Confederacies, this
00:07:40is a defeat for the time being.
00:07:44To this political puzzle, I will add President Karol Nawrocki, who today
00:07:47celebrates a year of his presidency. And I will ask in
00:07:51the context of PiS, because I read various comments
00:07:54in which I gather that PiS, not
00:07:57only in reaction to the split, but also in reaction to these presidential
00:08:01celebrations, would like to, in inverted commas, latch onto
00:08:04these celebrations and go with the president,
00:08:08but Karol Nawrocki's environment
00:08:11does not necessarily look favorably on this. Where is the president in all
00:08:15this? Well, Karol Nawrocki is in a somewhat
00:08:18difficult situation, not only Law and Justice,
00:08:22because again, I will refer to organization and
00:08:25money. If Karol Nawrocki in 2030
00:08:28wants to run for president again, he probably
00:08:32will, he needs huge funds and needs
00:08:36a good organization. Well, that's the philosophy of Polish presidential
00:08:39elections. A candidate who does not have a large
00:08:43organization and huge money for an
00:08:47election campaign never wins.
00:08:51Law and Justice for now remains the most
00:08:54important reference point
00:08:55for Nawrocki.
00:08:58On the other hand, Nawrocki has his political ambitions, and
00:09:02a lot indicates that he would like to be, for now, a
00:09:05patron, perhaps of a new, broader right-wing
00:09:09camp after the end of even two
00:09:13terms. He will still be a young politician, perhaps a new leader
00:09:16of the Polish right. So Nawrocki must
00:09:20position himself, colloquially speaking, with two
00:09:23feet, partly in the existing PiS, and partly
00:09:27looking ahead to a new political
00:09:31concept. However, at this stage, on the other hand, it is somewhat
00:09:35PiS that needs the president to possibly rebuild its
00:09:38political losses after Morawiecki's departure. Since
00:09:42we are talking about the president, for a few days now, we have had these
00:09:45summaries regarding Karol Nawrocki's presidency.
00:09:48If we're talking about
00:09:51such key points, then those 41
00:09:55vetoed bills, because Karol Nawrocki goes down in history
00:09:58with that number.
00:10:01In your opinion, how does it look, from
00:10:04the perspective of such an observer of the political scene, because
00:10:08we know that friction between the president and the government is not new, it's
00:10:11not the first president who goes through such a
00:10:15situation, but as we see here, in this case, it's probably the sharpest. The
00:10:18editor said that these vetoes, 41
00:10:22vetoed bills, are something specific. So
00:10:31it is, because it distinguishes him from others. I have been studying the Polish
00:10:34presidency for 30 years, and I must
00:10:38say that this is a very interesting case of a president who very consistently tries
00:10:42to build something that I call in my research
00:10:44neo-Caesarism, referring to
00:10:48his own legitimacy derived from popular
00:10:51elections, he tries to show public opinion, I am key here.
00:10:56I have stronger legitimacy than the government and I should also
00:10:59have more power, because the nation supported me.
00:11:02The president has said many times that
00:11:06the nation elected him, the nation supports him, and he is to serve
00:11:10the nation. So this is building such a populist narrative
00:11:14of a national leader who should have
00:11:17key mechanisms in his
00:11:21own hands. So it is an exceptional
00:11:24presidency. On top of that, the announcement of a new constitution. As
00:11:28I understand, not all cards have been laid out yet, but as I understand, it
00:11:31would be built on the basis of strong
00:11:35individual power located in the presidential
00:11:38palace. It is very possible that today during the anniversary celebrations,
00:11:41the president will again refer to this idea. Well, we'll see, because it's
00:11:45at 5 p.m. We will certainly be showing it to you. Finally,
00:11:48I will ask whether the president manages to emerge with his
00:11:52dignity intact from these vetoes? I am thinking here,
00:11:56for example, about the safe program, because that was a very loud case,
00:11:59the entire voice of the military who stood firmly with the government in this
00:12:03matter, saying that it was the only option to defend Poland.
00:12:07The president stood firm by his position. Well, for now, there are no
00:12:11sharp declines in the president's ratings. He
00:12:14maintains a level of stable
00:12:18support. This also does not entirely result from the specific qualities
00:12:22of this particular president, but very often... let's note that
00:12:26presidents are the most popular politicians in the country, because they are
00:12:29most often the most recognizable politicians, and
00:12:32therefore, partly not only merit, but also recognition determines
00:12:36that we accept what
00:12:39the president does. Safe is for me a somewhat surprising situation, because I
00:12:43thought there would be much more serious consequences
00:12:46of this veto. Perhaps, when some
00:12:49failures in armament, in the
00:12:52defense program
00:12:55of the state could affect us,
00:12:58then this issue will return and remind the president that
00:13:02he vetoed Safe. For now, such a great loss is not visible.
00:13:06Professor Tomasz Słonka, political scientist at the University of Warsaw, thank you very much, Professor,
00:13:09for this meeting. We are not only dealing with politics
00:13:13today in the program, we are also dealing, or perhaps most importantly,
00:13:16with the weather, because in this weather, there's a heatwave. Monika
00:13:19Andrzejczak is checking the details for you. Tell us what's ahead. Good morning.
00:13:23This high temperature has reached... even the peaks of the Tatras. I must tell you that
00:13:27I am surprised, at Kasprowy Wierch it is currently 20
00:13:30degrees. In a few hours, it will be even higher. Forecasters say that on
00:13:33the peaks of the Tatras today, it may warm up to 23,
00:13:37maybe even to 25 degrees. What is interesting, in
00:13:40these conditions, there will be no thunderstorms today on the Carpathian
00:13:44peaks. It would seem that these are ideal conditions for hiking, but
00:13:48still, you have to be careful, because with such scorching sun, with
00:13:51this temperature, you can get a nasty sunburn. What
00:13:55will happen in other parts of the country? We know that it's raining and thundering in some places on
00:13:59the border of Opole Voivodeship and Lower Silesia, also in the Kłodzko
00:14:03Basin. In other regions, the morning is calm for
00:14:06now, but already very warm, though with varying temperatures, from
00:14:1022, 23 degrees in northern regions to 31
00:14:13already near Rzeszów. With each passing hour, the temperatures will be even higher
00:14:17on the thermometers, but not everywhere today will we experience a heatwave, because in
00:14:21the northwest it's below 30, and there it will be a calm
00:14:25summer day until evening. However, in other places, apart from
00:14:28the mentioned Carpathians, let's beware of dangerous, violent
00:14:31thunderstorms. See you.
00:14:34Monika Andrzejczak, with this warning at the end, thank you very much. But there are
00:14:38more warnings, among others, regarding what is happening on the water. Tragic
00:14:41statistics that the services are reporting regarding only
00:14:45August, let's remember, it's only the sixth day of the month, and in
00:14:49total there are already eight fatal victims, eight drownings, among
00:14:53others those from Lake
00:14:55Durowskie in Wągrowiec. Two 13-year-olds drowned precisely
00:14:59in this lake. The tragedy happened a few
00:15:01unguarded beach. In Wągrowiec is Jakub
00:15:04Szustakowski. Tell us what we know
00:15:07about this matter?
00:15:13an unguarded beach, because the proper one
00:15:17is undergoing revitalization. As
00:15:20the police reported, according to witnesses, at
00:15:23first in the water, there was one
00:15:27boy. The second, when he saw that he
00:15:30was starting to drown, rushed to his
00:15:33rescue, but soon both were under
00:15:37water. Then the third one on
00:15:41the shore called the emergency services. He
00:15:44called the emergency number
00:15:46112. We also know that
00:15:50before the services arrived, who received the report
00:15:53of this incident after 2 p.m.,
00:15:57divers also entered the water to save
00:16:01the boys, including a WOPR
00:16:03diver from Wągrowiec.
00:16:07Nine fire brigades were dispatched, including rescue divers
00:16:11from the specialized underwater rescue group from Piła, as well
00:16:15as sonar operators from the specialized sonar group from
00:16:19Poznań. In the meantime, of course,
00:16:22a procedure was also launched to notify
00:16:26other entities that could assist in water rescue,
00:16:29and one of the members
00:16:32of WOPR arrived at the scene even before the firefighters. He
00:16:36retrieved these two teenagers from beneath the
00:16:39water.
00:16:44The thirteen-year-olds were said to have been underwater for about
00:16:4840 minutes. Despite the rapid response
00:16:51of the services, a long resuscitation, and
00:16:55rescue operation, their
00:16:57lives could not be saved. Now
00:17:00the circumstances of this tragedy will be investigated by the police
00:17:04under the supervision of the prosecutor's office.
00:17:07Rustakowski, thank you very much for the report. And now, a massive fire at a shopping
00:17:11center in Bydgoszcz. The fire engulfed a large part of the building. Numerous
00:17:14fire brigades are on site. In Bydgoszcz is Olga Taraszka
00:17:18Knut. Tell us what is known about the course of the firefighting operation? And
00:17:22is anything being initially said about the causes of this
00:17:24fire?
00:17:28Good morning. Firefighters received a report about a fire on Kosaka Street
00:17:32in Bydgoszcz around 11:30 PM.
00:17:35The fire started in one of the drugstores and spread very quickly,
00:17:38engulfing the roof of this drugstore, as well as several
00:17:42nearby establishments, including a butcher shop, a pharmacy, and a
00:17:46pizzeria. In total, this area is 10
00:17:49square meters, of which two-thirds were burned.
00:17:53This firefighting operation lasted throughout the night, for many hours. Firefighters
00:17:56initially tried to control the fire, then searched the area
00:18:00for victims. Fortunately, no one was harmed.
00:18:0420 fire brigades participated in the operation. Residents
00:18:07of Bydgoszcz are still here in large numbers, and
00:18:11are going through this whole situation.
00:18:12Let's listen.
00:18:15It's a tragedy, I heard that this won't be here anymore, no, it's terrible,
00:18:19just a massacre. Well, it is a tragedy, I truly
00:18:22sympathize, really, because one feels bad when
00:18:26such tragedies happen, because we hear about these fires in Bydgoszcz
00:18:30more and more often.
00:18:31Me,
00:18:35the police are still on site, securing the area. Unauthorized
00:18:39persons are not allowed here. As you can see, the police
00:18:43tape is still stretched. As for the causes
00:18:46of this fire, it is initially attributed to a technical
00:18:50malfunction and a short circuit.
00:18:53Olga Traszka Knót, thank you very much for this latest information. And now,
00:18:57a series of searches of offices and private apartments in connection with the proceedings
00:19:00concerning Radosław Piesiewicz. Officers
00:19:03of the National Revenue Administration and the Central Anti-Corruption Bureau
00:19:07entered... several places where they secured documentation
00:19:10and data carriers. Dominika Kowalewska is outside the Regional Public Prosecutor's Office
00:19:13in Gdańsk. Tell us what
00:19:16we know about this case?
00:19:19Good morning. Indeed, this investigation is being conducted
00:19:23in the case of Radosław Piesiewicz. Here, investigators from
00:19:26Gdańsk suspect that Radosław
00:19:29Piesiewicz may have committed financial and economic
00:19:32malversations, and primarily we are talking about entities
00:19:35such as PKL, of which... he is still the president, let's remember, but
00:19:39we are also talking about entities, perhaps most importantly, such as the Polish Basketball
00:19:43Association, of which Radosław Kiesiewicz was the president until
00:19:462024. Just a moment ago, I spoke with
00:19:50representatives of the Regional Prosecutor's Office in Gdańsk. They confirmed that such
00:19:54searches took place. They say that they were
00:19:57already planned, that they are part
00:20:01of the investigation, that the investigation is being conducted according to the schedule.
00:20:04I also heard that these searches were extensive. Documents
00:20:50and electronic data carriers for a large,
00:20:53difficult, multi-threaded case
00:20:57conducted by the Regional Prosecutor's Office in Gdańsk. It concerns
00:21:01irregularities in the spending of money by the Polish
00:21:04Basketball Federation, the Polish Basketball League,
00:21:08and the Polish Olympic
00:21:11Committee.
00:21:14The investigation in this case by the Regional Prosecutor's Office in Gdańsk
00:21:18has been ongoing since March of last year. As I heard today, a lot is happening
00:21:21in this investigation, and it is not excluded that Radosław
00:21:25Piesiewicz will be questioned. At the moment, it is still
00:21:28unknown in what
00:21:32form, and charges have not yet been filed in this
00:21:36case. This is also important information.
00:21:38Let us recall that the main thread that
00:21:42this investigation concerns is the thread of unreliable and
00:21:46suspicions that Radosław Piesiewicz may have issued unreliable invoices.
00:21:59This could mean that Radosław Piesiewicz could face
00:22:02up to 25 years imprisonment.
00:22:04And about
00:25:409:30 Izabela
00:25:41Kozdraś.
00:25:51Services conducted further searches in connection with the proceedings
00:25:55concerning Radosław Piesiewicz, the current president
00:25:58of the Polish Olympic Committee. The operation took place on Tuesday
00:26:02and lasted several hours across the country.
