00:01:20Cichy, good morning, welcome and
00:01:22come in.
00:01:32To begin with, a tragedy at Lake Durowskie in Wągrowiec.
00:01:35Two teenagers drowned in Lake Durowskie. The beach and
00:01:39swimming area where the teenagers were were not supervised. According
00:01:43to eyewitness accounts, one of the boys began to drown, and the other
00:01:46tried to save him. Unfortunately, similar tragedies happen
00:01:50every year. Today marks exactly 13 years since four
00:01:53siblings drowned in the currents of the Warta River. Therefore,
00:01:57we decided to remind you of safety rules. Bis,
00:02:08who checks safety by the water, and Katarzyna Matczak
00:02:12is in Trębaczew near Działoszyn, where 13
00:02:15years ago four siblings died. I welcome you warmly,
00:02:19we start with Jakub Szustakowski. Please
00:02:21tell us what the services
00:02:23managed to find out?
00:02:28This tragedy happened on... a wild unsupervised beach,
00:02:32because the actual one is currently undergoing
00:02:34revitalization and is closed,
00:02:38it is known that one of the boys was initially in
00:02:42the water, the other tried to save him, soon both
00:02:45were under the surface of the water, and the third, who saw the whole
00:02:49incident, called the emergency
00:02:52number 112, it was he
00:02:55who called the services, who received a report of
00:02:59this... tragedy after 2
00:03:02PM, before the services arrived
00:03:05at the scene, a Wopr
00:03:09diver from Wągrowiec rushed
00:03:11to help the boys. The boys were found
00:03:15a few meters from the shoreline, at a depth of about
00:03:184 meters, and were immediately evacuated to the shore where
00:03:22medical procedures were undertaken, medical assistance was also provided by
00:03:25units of the state medical rescue service, we conducted
00:03:28a cardiopulmonary resuscitation for over an hour, unfortunately
00:03:31despite many efforts, it was not possible to save the lives of two 13-year-old
00:03:35boys, eyewitness testimonies were that one of the boys started
00:03:38to drown, the others wanted to help him, because
00:03:40degrees and we are talking about there was another boy there, unfortunately the second one was most
00:03:43likely dragged under
00:03:46the water too.
00:03:51Meanwhile, as we hear from the residents
00:03:55here in Wągrowiec, in this lake
00:03:59one can...
00:04:31The boys were said to have been underwater for
00:04:35about
00:04:37mortgage on 40 minutes, despite the reaction of
00:04:39emergency services and prolonged
00:04:43resuscitation, their lives could not
00:04:47assets in be saved. Now the circumstances of this tragedy will be investigated by
00:04:50police under the supervision of the prosecutor's office.
00:04:54About this tragedy Jakub Szustakowski, thank you very much, how to take care of
00:04:58yourself and loved ones, that's the question now.
00:05:00to Bartosz Bis, Welcome Bartek, you are in Kołobrzeg, tell us
00:05:04what to pay attention to and what to remember
00:05:06we recovered the when relaxing by
00:05:07the water?
00:05:11Let's remember to choose a guarded beach, we are currently
00:05:15at one, the white flag is currently
00:05:17flying over the lifeguard station, which
00:05:21means you can swim, today good conditions
00:05:25for swimming in Kołobrzeg on the beach,
00:05:28but let's remember the basic safety rules, especially
00:05:32in the context of children, but more about that will be said by the
00:05:36lifeguard, a parent should stand by the shore, by the shoreline
00:05:40and observe their child. in the water, precisely so that
00:05:43incidents such as missing children or even drownings are minimized,
00:05:47we have red buoys, these are buoys
00:05:50for non-swimmers, and yellow for swimmers, however, at other
00:05:54swimming areas we may also find white buoys, then
00:05:57we have a maximum depth of 40 cm, there is no
00:06:01protective net for children, it's like a paddling
00:06:04pool, one might say,
00:06:08and as you heard, such places where
00:06:11there are special... designated zones of shallower
00:06:15water depth will be found at every swimming area, but importantly,
00:06:18a guarded swimming area, so let's try
00:06:21to choose such places where there are lifeguards,
00:06:25who, in case of such a situation, when
00:06:28a dangerous incident occurs, or even
00:06:31drowning, can react, here on the beach by
00:06:35the sea, actually at every
00:06:39width where there are lifeguards... if
00:06:41a situation arises where someone might be under
00:06:45water, a so-called chain of life
00:06:48is formed, this is
00:06:52based on the principle that all tourists enter,
00:06:56tourists who are relaxing by the water are called
00:07:00and they enter holding hands and search for such
00:07:03a person, this makes it easier to save
00:07:07someone, but when it comes to children, it is worth
00:07:11getting special
00:07:14buoys that can be attached
00:07:16to a belt, then we are sure
00:07:20that the child, even if they feel
00:07:23insecure, can grab such a buoy, but
00:07:27above all, common sense, assessing
00:07:30one's abilities, and using water
00:07:33responsibly. Bartosz Bis with all these
00:07:36tips, and now we return to the tragedy from 13 years ago,
00:07:40where four siblings drowned in the currents of the Warta River.
00:07:50Hello Kasia, please remind us how this tragedy
00:07:52happened.
00:07:57It was a beautiful summer day, five children, a mother and
00:08:01a social worker, with such a group, they all went
00:08:04to the Warta, a few kilometers from their home,
00:08:07at some point the children wanted to go into the water,
00:08:11the youngest of the siblings stayed
00:08:14on the shore with the caregiver, the mother and four children, they all went
00:08:18into the water, the siblings held hands, but at some point
00:08:22the youngest of them, Hania, 7 years old, stumbled, fell into
00:08:26a water depression and pulled 11-year-old
00:08:29Kasia with her, the boys, two brothers, wanted
00:08:33to help their little sisters, but suddenly they all ended up
00:08:37underwater, this story ended
00:08:39tragically, the search ended with... tragic
00:08:43news of the death of four children, we are recalling
00:08:46this story to appeal to your imagination,
00:08:50because at unguarded swimming areas, in places where there is no
00:08:53lifeguard, it is very dangerous, such
00:08:57water hides many traps, whirlpools, currents,
00:09:00uncertain bottom, all this makes it very dangerous,
00:09:04in Pajęczański county there is a ban
00:09:07on entering the water along the entire length of the Warta,
00:09:11here all the time... from 13 years ago,
00:09:15that is why the police continuously monitor
00:09:18the area around the Warta and check that no one
00:09:21here has such an idea to enter
00:09:25the water, because it is not worth it to enter the unguarded
00:09:28Warta.
00:09:30Katarzyna Matczak, previously Bartosz Bis and Kuba Szustakowski, thank you
00:09:34very much for all this information. And
00:09:37now with us is water rescue instructor, Mr. Filip Orłowski, welcome
00:09:40warmly, good morning. Good morning, unfortunately
00:09:44the statistics are alarming and leave no doubt that
00:09:48drownings are still a huge problem, because if around
00:09:52400 people drown in Poland annually, this is a serious problem, what is
00:09:55it caused by?
00:09:58Yes, every year we struggle with the same, with the same problem,
00:10:02the number of drownings, and it basically oscillates around the same
00:10:05numbers, the same statistics and despite all
00:10:09these actions that are carried out both by
00:10:12you and by entities authorized to perform water rescue, we still
00:10:16unfortunately have this symptom of inattention and
00:10:19a slight disregard for water environments, and hence
00:10:22the number, well, we are constantly inclined to believe that
00:10:25the cause is not necessarily
00:10:28fundamentally alcohol or other reckless behaviors,
00:10:31but building awareness from younger
00:10:35generations, such continuous dissemination
00:10:38of knowledge about water, about its values,
00:10:42but also its dangers, because it seems to me that basically only in this way
00:10:46are we able to prepare generations for safety
00:10:50and for awareness of water lifeguards, then
00:10:53significantly less... work on
00:10:57paying attention, on educating, simply these information systems
00:11:00that will be able to work already, because
00:11:03people will consciously be able
00:11:07to eliminate danger themselves. I will just
00:11:09add to that that since June of this year, only since
00:11:12June of this year, which means we have two months of such
00:11:16summer vacation period, already 105 people have drowned, and
00:11:20it's peak vacation season, the statistics regarding
00:11:24children are also terrifying. Now the question to you, how to ensure their safety
00:11:28by the water? yesterday, being
00:11:32at training already after an hour of work at
00:11:35a guarded bathing area, I had the opportunity to caution
00:11:38a group of
00:11:40five children who were jumping
00:11:44from a pillar, I think about 200 meters
00:11:47from the shore, and approaching them I asked if
00:11:51anyone was supervising them, if anyone was taking care of them?
00:11:55They told me that their parents were, but the search was
00:11:59unsuccessful, I don't know where those parents were among the crowds on the beach,
00:12:02so I think that a child is under care
00:12:05and they always have to rely
00:12:08on their caregiver, on their parent, on someone who is
00:12:12an adult and is able to tell them about possibilities and threats
00:12:16and eliminate them, well, that's crucial, unfortunately,
00:12:19and you have to remember about it. I'll also add that on
00:12:22sea swimming areas, it's a frequent... unfortunately, a situation in
00:12:25which our lifeguards search for children
00:12:28and well, parents are often surprised,
00:12:32we were in the same place, the child was just supposed to go to the water, but we always
00:12:36repeat one situation, where from the perspective of such a small child,
00:12:40who is about a meter tall, he walks down,
00:12:43looking at the return of all those lines
00:12:46of windbreaks that are there, he really loses
00:12:50his orientation, his idea of where to go, where to
00:12:53head, to... find his parents, and he
00:12:57walks along the water's edge, if he walks along the water's edge, that's
00:13:01still good news, and very often children get
00:13:04lost and we have these situations every day, several times,
00:13:08indeed during the day of
00:13:12lifeguards' work, and perhaps a system like the Dutch have, where they put up
00:13:15a large pillar with signs of some animals, parents
00:13:19entering the beach explain, saying that we are at this, at this...
00:13:23tym, że jesteśmy przy tym, przy tym...
00:13:26at this sign for children, it is very illustrative and also helps in
00:13:30case of disappearance, so to conclude, let me ask you, more
00:13:33education or perhaps more conversations between parents and
00:13:36children? Well, I think that there is nothing
00:13:40more valuable than a system, and an education system,
00:13:44I believe, is the foundation here, however, the additional
00:13:48element is our home, what we
00:13:50pass on to children and how we perceive safety
00:13:54ourselves? Because we know that children copy certain behaviors of
00:13:57adults, so if they see that a parent
00:14:00is careless, for example, goes on a watercraft without
00:14:03a life jacket, because they consider themselves a super swimmer, or goes outside
00:14:06the guarded zone, because nothing will happen to them, well, the child
00:14:10somehow copies these bad behaviors and behaves
00:14:14similarly, that's why we need to remember that we are always a role model for
00:14:18them to follow. Water rescue instructor Mr.
00:14:21Filip Orłowski was my guest and yours, thank you very much for all
00:14:25the information, thank you kindly, and now we change the subject,
00:14:28the regional prosecutor's office in Rzeszów has seized the assets of Maciej
00:14:32Świrski, former chairman of the National Broadcasting Council,
00:14:35investigators are conducting an investigation into the
00:14:39"Fair Courts" campaign of the Polish National Foundation, of which
00:14:42Maciej Świrski was the president. Details were provided by
00:14:46prosecutor Dorota Sokołowska Mach from the Rzeszów
00:14:49Prosecutor's Office. The prosecutor secured
00:14:52the assets
00:14:57regarding this suspect by
00:14:59establishing a compulsory
00:15:02a property of which the suspect is a co-owner,
00:15:05up to the amount of one million PLN, moreover
00:15:09he secured
00:15:12an account belonging to the suspect up to the amount of
00:15:152,000 PLN, this decision has practically been fully
00:15:19executed by the bank, moreover
00:15:22he also seized receivables from
00:15:26remuneration for work in the national broadcasting council
00:15:30in the amount of up to 5 million
00:15:32zlotys. It will be another day with
00:15:36extremely high temperatures across
00:15:39most of the country, so in 13 provinces,
00:15:43second and third degree heat alerts are already in effect.
00:15:46In some places, thermometers may show almost 40 degrees
00:15:49Celsius. Forecasters also predict storms, which
00:15:53in some places may be violent. IMGW
00:15:55heat alerts do not apply only to the northern part
00:15:59of the country. It is expected to be warmest in the southeast, locally
00:16:0338-39 degrees Celsius. In addition,
00:16:06forecasters warn. locally
00:16:16up to 45 liters of water per square
00:16:19meter may fall. Additionally, storms may be accompanied by winds
00:16:23reaching gusts of up to 100
00:16:25km/h.
00:16:30Rescuers appeal that on such hot days, we do not forget about those
00:16:33for whom enduring such heat is even harder than for us.
00:16:37Elderly or infirm people require more care at this time, it's not
00:16:41just about our loved ones, but also about strangers, let's not
00:16:45be indifferent, even walking through the park, seeing an elderly person,
00:16:48sitting in the sun or even in the shade, but we see they are
00:16:52pale, sweaty, they may
00:16:54need help, let's approach them, ask, maybe they need a bottle of water, let's remember about
00:16:58neighbors, those living in our building, those living two
00:17:01houses away from us, to check on them during these heatwaves, if
00:17:05everything is okay, if they are coping? if they are
00:17:08well, this is the greatest
00:17:12interest of loved ones is always the greatest help.
00:17:16High temperatures are most felt in cities,
00:17:19of course, where in many places it's difficult to find shade and coolness. In
00:17:22Lublin is Tomasz Maciuszczak. Welcome Tomek, good morning. Tell me,
00:17:26how do those who have to be in the sun cope with these
00:17:30heatwaves?
00:17:34Well, the gentlemen we are currently observing,
00:17:38working on one of the renovated streets in Lublin,
00:17:41admit that one can get used to working in such conditions, but
00:17:44of course they remember what
00:17:48we should all remember during heatwaves,
00:17:51which is primarily regular fluid replenishment, but in
00:17:54this case, longer and more frequent breaks also come into play, which
00:17:58are regulated by labor
00:18:01law regulations, well, exactly
00:18:05they allow for... shortening
00:18:09work in case of high temperatures, but
00:18:12let's also remember that summer is a time
00:18:16for road repairs, for example in Lublin, in at least several places
00:18:20you can find road crews doing this kind of
00:18:23work, here there are deadlines, there are certain
00:18:27obligations, what is planned
00:18:31must be done, we were earlier on one of
00:18:35the exit roads from Lublin, where asphalt was being laid,
00:18:38imagine that asphalt poured
00:18:41from the machine onto the road has a temperature of about 180
00:18:45degrees, in such conditions it cools
00:18:48much longer, so there
00:18:51you really feel the heat, well,
00:18:55here it is worth repeating these appeals
00:18:58to everyone, because as we have already mentioned, practically all
00:19:02day, in Lublin, but also in the entire
00:19:05southeastern, and also central, Poland these
00:19:08heatwaves will accompany us still
00:19:11today, in many places the mercury columns can stop at
00:19:1438
00:19:17temperature in the shade, so let's
00:19:20remember to take good care of ourselves, and
00:19:24also pay attention to others who may also
00:19:28need help in such conditions. Indeed,
00:19:31working outdoors now in such conditions is not pleasant, as
00:19:35Tomasz Maciuszczak said. Thank you very much. Let's
00:19:38see how wild animals in the Tatras cope with
00:19:41the heatwaves, as it turns out, the ban on swimming and drinking water from
00:19:45reservoirs such as Morskie Oko does not apply
00:19:48to them, one could say more, they are privileged,
00:19:52because they can even count on free bottled water from
00:19:56tourists. This enthusiast of mountain holidays is unlikely to receive a fine for swimming in the Tatras.
00:19:59We just keep our fingers crossed that the film doesn't fall
00:20:03into the wrong hands, of people who, despite bans on hot days,
00:20:07seek coolness, for example in Morskie Oko, he can
00:20:10dose it himself, and that is respected, the little one was
00:20:14lucky to meet people on the trail who shared water on a hot
00:20:17day, where the temperature drops, energy seems to increase,
00:20:21maybe it could be used for a game of tag, thought the Tatra
00:20:24chamois, it's not known who was chasing whom, or who turned out to be "it", but one
00:20:28thing is certain, we hope that with the cooling, we will all get our desire back for
00:20:32such antics. There was
00:20:34already an appeal from rescuers, now an appeal to beachgoers: do not leave
00:20:38trash, this is what local authorities from the Tricity
00:20:41are asking tourists for. Cleaning beaches costs hundreds of thousands
00:20:44of zlotys annually, and at the peak of the season, tons of
00:20:48waste are removed from the sand.
00:20:54At Gdańsk beach, a segregation campaign, there are tourists
00:20:58who do not need to be reminded that the place for waste is
00:21:02bins. It's unthinkable that someone would throw papers here,
00:21:06and yet there's quite a lot of it, not just papers. In Gdynia
00:21:10alone last year, 155
00:21:12tons of various types
00:21:15of waste were removed from the beaches, which can be compared to 10 empty
00:21:19trucks. From the beach, where it's clean, it's pleasant, but
00:21:22cleanliness costs, from the city's coffers, Gdynia spends about
00:21:26a million zlotys to maintain order and cleanliness on the
00:21:29beaches in summer, for comparison, Gdańsk allocates
00:21:33over 3 million for this purpose. This includes
00:21:36emptying waste containers, but also
00:21:39daily cleaning. It could still be cheaper.
00:21:43Coastal cities have launched a campaign, appealing to
00:21:47leave only footprints in the sand, and to take
00:21:50everything else with them. Of course, we take it to
00:21:53the nearest bin, there are also bins at every entrance to the
00:21:57beach, so you just need to throw it away, it's not a big
00:22:00philosophy, say those who do it, but there's a big
00:22:03appeal to the rest, to leave good memories
00:22:07instead of litter after beach relaxation.
00:22:10Weronika Bigus,
00:22:1210:30 PM.
00:22:15Thousands of faithful have set off for Jasna
00:22:17Góra.
00:22:20The 14th Warsaw Walking Pilgrimage, one of the oldest in Poland.
00:22:24Pilgrims began their journey from the church of the Pauline Fathers under the motto
00:22:27"Behold Your Mother." Piotr
00:22:30Gierzyński has the details. The 315th Warsaw
00:22:33Walking Pilgrimage to Jasna Góra has already truly
00:22:37left Warsaw. Behind me, you can see some of the pilgrims who
00:22:40are traveling in segments and are traveling, it must be said,
00:22:43very quickly indeed. Now perhaps you can see what
00:22:47it looks like. There are songs, there are banners. There are smiling
00:22:51faces, but I also managed to talk to these people
00:22:54before they set off, let's hear
00:22:57why they set off and with what intentions? These are for me like
00:23:00retreats on the road and such a lifelong building of a relationship with
00:23:04God, I believe that such a relationship with God
00:23:07and faith is built throughout life, it is also
00:23:11a meeting with another person, learning to love
00:23:15that other person, you have to be here once, if someone dares once, they will
00:23:19do it again.
00:23:50with people we know, whom we see every year, yes, such
00:23:53longing comes every year, to meet again, for today, they plan to cover
00:23:57over 30 km, and so
00:24:01practically every day until August 14th, because
00:24:04on August 14th, the final of this pilgrimage will take place at
00:24:08Jasna Góra, intentions of all kinds, concerning
00:24:11family, but also concerning the country and homeland,
00:24:15these people walk with songs on their lips, with prayer,
00:24:18hopefully they will safely reach Jasna Góra, because
00:24:22let's remember that the heatwave is upon us, but they have hats, they have
00:24:25umbrellas, they have water, so they should all safely
00:24:29reach their destination.
00:24:32Now politics, Law and Justice without subsidy.
00:24:36The court dismissed the cassation, it concerns PiS's complaint regarding the inaction
00:24:40of the body not paying subsidies for the party by the
00:24:43Ministry of Finance. More on this from the Sejm now
00:24:46Adamina Sajkowska. Good morning, please remind our viewers
00:24:50of the case: indeed, the Supreme Administrative Court rejected the cassation
00:24:54regarding the subsidy for Law and Justice. PiS filed
00:24:58a complaint against the Ministry of Finance, which did not pay the third
00:25:01installment of the subsidy for this party. The court found that
00:25:05the decision of the State Electoral Commission to reject the party's financial
00:25:09report, indicating numerous irregularities during
00:25:12the election campaign in 2023, is
00:25:15a prerequisite for this subsidy, which was reduced,
00:25:19not to be paid to this party. These irregularities include, among
00:25:23other things, election agitation during military picnics, but
00:25:26also the employment of staff who were supposed to work substantively
00:25:30for the Government Legislation Center, and instead conducted the election campaign
00:25:34of its head, but it should also be mentioned
00:25:37that image spots were organized and displayed from the Justice Fund of the former
00:25:41Minister of Justice Zbigniew Ziobro, a very quick
00:25:45comment from Andrzej Domański's side
00:25:49Minister of Finance, after the decision of the Supreme Administrative
00:25:52Court, which wrote that it was a crushing verdict for PiS in the court
00:25:56case of subsidies, upheld, cassation dismissed,
00:25:59no doubt, another PiS
00:26:19Sądu. Na pewno
00:26:22działalność opozycji będzie przez
00:26:25to mniej
00:26:26intensywna,
00:26:30pytanie tylko, czy też to.
00:26:34nie zmusi prawicy do właśnie
00:26:37intensyfikacji funkcjonowania do większego pospolitego
00:26:40ruszenia do większej aktywności bez
00:26:43lie exposed. Prime Minister Donald Tusk also spoke out
00:26:46in social media, writing, as we said,
00:26:49there is no money for swindlers and there
00:26:53will be none. The long-unseen MP,
00:26:56former MEP of Law
00:26:58and Justice, Ryszard Czarnecki, spoke today
00:27:03about the court's decision. Certainly,
00:27:06the opposition's activity will be less
00:27:09intense due to this, but the question is whether
00:27:13this will not force the right to intensify
00:27:17its operations, to a greater general mobilization,
00:27:20to greater activity without finances. Deputy
00:27:23Speaker of the Senate Maciej Żywno from Poland 2050 said that
00:27:27the story of Law and Justice
00:27:30losing the subsidy will be used to say
00:27:34that the opposition is politically
00:27:38persecuted. Formally, the violation of legal
00:27:42provisions and the fact
00:27:43that Law and Justice
00:27:46illegally used public money also during
00:27:50the campaign has been confirmed. There is a
00:27:53verdict, there is a penalty, there will be no subsidy
00:27:57and it is good that this has been objectively
00:28:00assessed, but of course it will be difficult to expect
00:28:04that Law and Justice will not at least politically
00:28:08question this verdict,
00:28:10portraying themselves as persecuted. Let's talk
00:28:14about specific numbers, in 2024 Law and
00:28:17Justice received 15 million PLN in subsidies,
00:28:20which is over 10 million less than the
00:28:24subsidy would have been for the party for
00:28:282024. Adamina Sajkowska from the Sejm on this.
00:28:32Thank you very much for the report. Ladies
00:28:35and gentlemen, a year has passed since Karol
00:28:39Nawrocki took office as president. This is a
00:28:42good opportunity for summaries. The President's Chancellery
00:28:45writes about successes on its official website,
00:28:49but did everything go as planned
00:28:52in the election campaign? Paweł Aramowicz
00:28:55Zieliński, who is with me in the studio,
00:28:58checked that. I'll leave you with the
00:29:02plasma, tell us. Let's look at Karol
00:29:06Nawrocki's plan for his term, announced,
00:29:09let's recall, in March last year in Seligach,
00:29:13although even earlier there were other announcements,
00:29:16such as no income tax on overtime.
00:29:20Does anyone still remember this postulate? Karol
00:29:23Nawrocki only mentioned it once, then he
00:29:27remained silent. Karol Nawrocki created his
00:29:31plan, which he called
00:29:32sections, and in these Plan 21, because
00:29:35there were 21 postulates there. He divided
00:29:38them into four such
00:29:41sections there were, among others, a reduction
00:29:45of VAT to 22%. In this sphere of a normal
00:29:48state, as he called it, there was, among
00:29:52others, "Stop, Green Deal," "Safe childhood
00:29:55without ideology." In a safe Poland, we were
00:29:59to stop the migration pact and have effective
00:30:05civil defense. And when it comes to these
00:30:09robes, here among these points there
00:30:13was, for example, support for farmers
00:30:16and a ban on introducing any currency
00:30:19other than the Polish zloty in our country.
00:30:23We're talking about the euro, of course. Karol
00:30:27Nawrocki's most important election promises were
00:30:30cheaper electricity. You remember, within the first
00:30:34100 days, our bills were supposed to decrease
00:30:38by 33%. Lower taxes, and this
00:30:41is a very broad issue, because in addition
00:30:44to lowering the VAT tax, there were also
00:30:47tax reliefs, for example, for families
00:30:51with at least two children. The
00:30:54great four of development, which is the construction
00:30:58of Polish nuclear power, the construction of a central
00:31:01communication port in the shape envisioned by the
00:31:05Law and Justice government,
00:31:06and stopping migration
00:31:10and the Green Deal. These were the four
00:31:12such blocks that Karol Nawrocki strongly pushed
00:31:17Let's look, because it turns out that
00:31:20on the very first day of his term,
00:31:23tomorrow we will celebrate the anniversary, he
00:31:26was supposed to introduce six draft laws
00:31:29to the Sejm, which concerned these three
00:31:33issues. Well, among others, there were
00:31:36pension valorizations, at least by 150 PLN,
00:31:40not less than the valorization index, reliefs
00:31:43for families, these mentioned tax changes
00:31:47for entrepreneurs, and that electricity cheaper
00:31:50by 33%. What of all these promises
00:31:53has been fulfilled? There is one point
00:31:57that President Karol Nawrocki fully managed
00:32:01to implement, and that is supporting farmers
00:32:04and caring for the Polish countryside, as
00:32:07stated in his program, because this concerns a
00:32:10project signed in March this year. Firstly,
00:32:14it concerns extending the ban on selling
00:32:17Polish land to foreigners by 10 years. Secondly,
00:32:21support for farmers in connection
00:32:23with the European Union
00:32:30signing a trade agreement with Mercosur countries.
00:32:34Karol Nawrocki still in the election campaign
00:32:37said that he would use tools that could
00:32:41influence the government, and that is why
00:32:44this cohabitation, which
00:32:46was difficult from the
00:32:49very beginning, was supposed to be easier for
00:32:52him, his projects were supposed to pass,
00:32:55but that did not happen, and one
00:32:59of the methods that Karol Nawrocki uses
00:33:02to put pressure on the government are
00:33:06vetos, and let's count how much these
00:33:10vetos cost, in terms of Ministry of
00:33:12Finance estimates, very loose, because the Ministry
00:33:45of Finance bases itself here on the
00:33:49costs that Poland could have incurred, it's
00:33:53over 5 billion PLN, because we have
00:33:56here: 1 billion for the veto regarding
00:34:00the blocking of the law increasing the
00:34:03sugar tax. Karol Nawrocki announced that
00:34:06he would not agree
00:34:09to raise taxes, and he did so.
00:34:13Almost 3 billion PLN next year,
00:34:16almost 2 billion this year, blocking
00:34:19the increase in excise duty on alcohol.
00:34:22In addition, there are hidden ones, such
00:34:26as the problem with alcoholism, and
00:34:30blocking changes in the judge monitoring system,
00:34:331 billion 200 million PLN, but
00:34:36vetos are not everything, because President
00:34:40Karol Nawrocki sometimes also refers laws
00:34:44to the Constitutional Tribunal, and depending
00:34:47on the mode, then these costs
00:34:50must be calculated. 4 billion PLN
00:34:53is the cost of blocking the last law
00:34:57concerning these extraordinary profits of fuel
00:35:01concerns in connection with market turmoil.
00:35:04This was referred to the Constitutional Tribunal.
00:35:07Approximately this much the state budget lost.
00:35:11Paweł Aramowicz Zieliński on a year of Karol
00:35:15Nawrocki's presidency. Thank you very much for
00:35:18these detailed information. German services are conducting
00:35:22intensive operations after a drone with explosive
00:35:25material was detected at Liebsk Hale Airport.
00:35:29The head of the German Interior Ministry
00:35:32interrupted his vacation. The explosion did not
00:35:36occur only because the detonator failed,
00:35:39and investigators are examining whether it was
00:35:43part of a hybrid
00:35:46attack. The investigation is being conducted by
00:35:50the Dresden Public Prosecutor's Office and
00:35:53the Saxon Criminal Police. The drone
00:35:57was found near Ukrainian transport planes, almost
00:36:01at the same time a DHL Cargo plane
00:36:04collided with an unidentified object after
00:36:07takeoff and had to make an emergency landing
00:36:10in Hanover. The German Interior Minister
00:36:14assessed that everything
00:36:19indicates a new type of threat
00:36:22related to hybrid attacks and admitted
00:36:25that apparently... A drone equipped
00:36:29with explosives was detected near Leipzig
00:36:33airport. This means a new level of
00:36:37threat. In the past, we have already had
00:36:40cases of detecting drones and threats
00:36:44associated with them, also in the context
00:36:47of hybrid actions. However, the appearance
00:36:50of a drone armed with explosives on
00:36:54the airport grounds constitutes a completely
00:36:57new threat scenario. Russia is most likely behind the incident
00:37:01with the armed drone at Leipzig airport.
00:37:04This is what the
00:37:05German press comments.
00:37:08The head of the German Interior Ministry
00:37:12said that the incident constitutes a new
00:37:15quality of threat in hybrid warfare.
00:37:18From Leipzig, Mateusz Bęż. Here at the
00:37:22airport in German Leipzig, the services are on high
00:37:25alert. The incident
00:37:37involving the Antonov transport plane occurred
00:37:40on the night of Tuesday to Wednesday.
00:37:44Around 11:30 p.m., the services received information that a
00:37:47drone with a payload was found
00:37:50near one of these planes. Of
00:37:52course, sappers appeared on site, but
00:37:56it was determined that this drone had a
00:38:00damaged transmitter, and therefore, the explosion
00:38:04did not occur. All services, of
00:38:08course, appeared on site and are still
00:38:12investigating the circumstances of this event, but
00:38:16this is not the only incident that occurred here
00:38:19in Germany, because a few kilometers
00:38:23from this airport, at an altitude of
00:38:26about 400 meters
00:38:39above the ground, another plane hit another drone. It managed to land at the airport in German Hanover, it had a damaged front
00:38:43and its examination is also underway.
00:38:45The services here are still investigating
00:38:49the circumstances of these incidents, which
00:38:52occurred, among others, at Leipzig airport.
00:38:55It is worth adding that these Antonov
00:38:58transport planes have been here since the
00:39:01beginning of the war in Ukraine, they
00:39:04were moved here, this is their main
00:39:08base, but so far there have been no
00:39:11such dangerous incidents, and the services,
00:39:15including the prosecution and the German authorities,
00:39:18will investigate the causes of these
00:39:22incidents. Now Ukraine in Ostrówki, Ukraine,
00:39:25the last day of exhumation of victims
00:39:28of the Volhynian Massacre. Research
00:39:31work was conducted for a month,
00:39:33with representatives of the Institute of National
00:39:37Remembrance and the Ministry of Culture
00:39:40and National Heritage participating. So far, archaeologists have unearthed
00:39:4455 remains of Poles, victims of
00:39:47the Volhynian Massacre. More details from Beata
00:39:51Wolańska and her guest. This place,
00:39:54where there once was a non-existent
00:39:58farm, just as it no longer exists.
00:40:02On August 30, 1943, a large
00:40:04part of the exhumation work, which is still
00:40:08ongoing today, took place right
00:40:11here. And this bronze cross was
00:40:14erected literally a week ago, when the recovery of
00:40:18remains from this very place was
00:40:22completed, although exhumation work was actually
00:40:25carried out earlier in the 90s.
00:40:29Dr. Leon Popek knows this best.
00:40:32This is a place where there were
00:40:36many bodies, human remains. Yes, in
00:40:39this place, under that pear tree
00:40:43that remembers those times, behind the
00:40:46barn, a large pit was dug,
00:40:5012 meters long, 2.5 meters wide,
00:40:53only 70 cm deep. And it
00:40:57was the inhabitants, men first, gathered
00:41:00at the school, in the school
00:41:03yard, who were brought here under
00:41:07the pretext of medical examinations, a medical
00:41:10commission. Some Polish-Ukrainian unit was supposed
00:41:14to be formed to fight the Germans.
00:41:17Here in this barn, they were undressed,
00:41:21with stakes, clubs, but in any
00:41:24case, without the use of firearms.
00:41:28We know that from that pit
00:41:33remains of 243 people, mainly men,
00:41:37but in this group there were also
00:41:4029 women, I'm sorry, 26 women
00:41:44and 19. These exhumations, which are
00:41:46just ending, led to you finding
00:41:50further remains, which had been confirmed
00:41:53by previous search work. It seems
00:41:57to be the same place, right?
00:42:00Yes, but back in 1992 and later, we
00:42:03didn't know about this place, because
00:42:06it wasn't until 2017 that
00:42:10we purchased an aerial photograph from American archives, a
00:42:14photograph from May
00:42:161944. And on that photograph, the
00:42:19pit behind the barn was marked,
00:42:23and a very similar, slightly smaller one
00:42:26next to it. And Irena Kozłowska's
00:42:30account, a teacher who, in a
00:42:33letter to her cousin, describes
00:42:37how men were taken, including her
00:42:40husband. Later, more people are
00:42:43taken. There are no more men,
00:42:47so they take women and children,
00:42:50leading them in the same direction,
00:42:53and she writes: "Only 50 of
00:42:56us are left." The question was,
00:43:00where were they leading these women
00:43:03and children in the same direction,
00:43:06meaning somewhere here? This aerial photograph,
00:43:17this account, convinced us that we
00:43:21had to search, we had to search
00:43:24in this place. And indeed, in
00:43:28April of this year, on the very first day
00:43:32of the search, we came across
00:43:35this mass grave, and in July,
00:43:37the exhumation confirmed
00:43:49that it contained 48 people, mostly
00:43:52women and children. Is there relief?
00:43:56Yes, there is. There is relief
00:43:59that more people have been found
00:44:03and will be buried according to Christian rites. But there
00:44:07is also a
00:44:10certain sense of disappointment, because
00:44:13we were looking for a well
00:44:17in the vicinity here. A witness
00:44:20saw a well full of corpses.
00:44:24We are still missing about 100
00:44:27people from Wola Ostrowiecka. About
00:44:31100 people. If we even subtract
00:44:34the 48 exhumed people, there should
00:44:38be almost 50 here, about 50.
00:44:41We are looking for this well.
00:44:45We found one outside the farm,
00:44:48but it was a farm well for
00:44:51watering cattle. We searched down to
00:44:54the source, there were no human
00:44:58remains. We found another pit. We
00:45:01thought it was a well, but
00:45:05it turned out to be a
00:45:08farm dump. All these places have
00:45:12been searched, dug up. The well
00:45:14is still somewhere and we will
00:45:18look for it. We have to look
00:45:22for it. Thank you very much.
00:45:25These searches are ongoing, and the
00:45:29teams that carried out the exhumations,
00:45:32as well as the search teams, are
00:45:35convinced that they will certainly return
00:45:38here as soon as they have
00:45:41permission. And as part of these
00:45:44exhumation works, which are just
00:45:48ending, a total of three such
00:45:51previously confirmed places were searched,
00:45:54and remains of 55 people were
00:45:58found there. On August 30, on
00:46:01the anniversary of
00:46:03the crime, all
00:46:06will be honorably buried. Beata
00:46:09Wolańska and her guest on this.
00:46:13After eight decades since the end
00:46:16of World War II, Belgium will
00:46:19face a historical reckoning with its
00:46:23own past. A lawsuit has been
00:46:26filed against the Belgian state national
00:46:29railway carrier in connection with the
00:46:32transportation of Jews to the German
00:46:36extermination camp Auschwitz-Birkenau. Dorota Pawołek is
00:46:40with us. Welcome, Dorota. Good morning.
00:46:44Tell us what
00:46:46compensation the plaintiffs are seeking and how
00:46:49this case is perceived in Belgium?
00:46:58Well, this information about the lawsuit
00:47:01sparked a wide debate in Belgian
00:47:04society, a lot of controversy. In
00:47:08fact, all Belgian media reported on
00:47:12this information. Local Jews have been
00:47:16talking about compensation for years, but
00:47:19this decision to file a lawsuit
00:47:23was actually prompted
00:47:32by the latest findings of Belgian
00:47:35historians, who documented the fact that
00:47:39Belgian state railways received payment for
00:47:42a total of 28 transports to Auschwitz
00:47:45between August 1942 and July 1944.
00:47:48These transports took almost 26,000 Belgian
00:47:52Jews, Roma, and political prisoners to
00:47:56the concentration camp. The payment is estimated
00:48:00to have been around 15 million
00:48:03euros. Therefore, following the example
00:48:06of the Netherlands and France, where
00:48:09local railways have already paid such
00:48:12compensation to Jews and their descendants
00:48:16(in the case of the French,
00:48:20almost 50 million; in the case
00:48:22of the Dutch,
00:48:25over 30 million euros), Belgian
00:48:27Jews also decided
00:48:30to file a lawsuit for such
00:48:33claims. Unnecessary, according to Belgian
00:48:37historians, who believe that official apologies
00:48:40might have been enough, especially since,
00:48:43as they emphasize, history is never
00:48:47black and white, and Belgian railways
00:48:50explain that in those wagons to
00:48:53Auschwitz... Jews say that a symbolic
00:48:57amount is enough for them, the
00:49:00amount they are seeking in the
00:49:03lawsuit. But experts point out that
00:49:06this may only be a procedural
00:49:10strategy, because if the verdict is
00:49:14ultimately favorable to them, it could
00:49:17open the way for multi-million dollar
00:49:20claims. Dorota Bawołek from Brussels on
00:49:52this. Dorota, thank you very much
00:49:56for this report. And we return,
00:49:59ladies and gentlemen, to the information about
00:50:03the securing by the regional prosecutor's
00:50:06office in Rzeszów of the assets of
00:50:10Maciej Świrski, the former head of the
00:50:13National Broadcasting Council. We are moving
00:50:17to the Sejm, where Magdalena Pernet
00:50:20is. Welcome, Magda. Good morning. Tell
00:50:24us how politicians in the Sejm
00:50:28are commenting on this matter. Strictly
00:50:31speaking, just so there's no uncertainty,
00:50:35let's briefly remind ourselves what this
00:50:38Świrski was the head of the Polish National Foundation, well, it exists, it is, no matter how you look at it, a state institution, of the State Treasury, and it was this institution that organized the so-called "Just Courts" campaign, and these were billboards, let's remember what was on these billboards, among other things, slogans such as "Drunk judge caused a disturbance in a club," another slogan: "Judge and wife stole electronics," another: "Judge stole trousers," another: "Judge can lie with impunity." Well, an attempt to discredit judges, what was it about, I will now ask the Deputy Speaker of the Senate Maciej Żywno, Poland 2050, he is already with me, good morning Mr. Speaker, good morning, welcome very much, Mr. Speaker, a first question, well, are state institutions for conducting such campaigns, well, it was probably an open discreditation of the judicial environment, what was its purpose? As you can see, even the prosecutorial and judicial proceedings indicate that it was at least illegal, but for everyone who is familiar with the activities of non-governmental organizations, including associations and foundations, they know that they can spend funds in accordance with their statutory purpose, and the aforementioned foundation was not intended to refer to any elements of the judiciary in Poland, but to promote Poland abroad. Here, it is clear as day that it was the use of public money, because that is how the foundation was financed, public money to discredit Polish judges and attack them, it is very good that this has consequences, I will even say a little maliciously, because as I recall, during the time of Law and Justice, regulations were introduced enabling the securing of assets or freezing the account of a suspect. Therefore, one would like to say, whoever lives by the sword, may not die by the sword, but is secured, this is also an important element, because incidentally, when it comes to whether Mr. Świrski was guilty or not, as citizens we should expect the possibility of recovering these funds, and why not from the assets of the person who committed a potential crime, i.e. the decision of the prosecutor's office is rather justified and shows that the matter is being taken seriously, well, first of all, the decision was made in accordance with the law, I repeat, adopted in the previous term, i.e. when Law and Justice had a majority and was in government. The prosecutor's office had every right to secure funds for the purpose of these proceedings, and it's very good that this happened. Not too late? Whether it's too late is, of course, a matter of the prosecutor's office's work, but it seems that in these proceedings, too, the formula, which will probably also be reflected in court, is being carefully applied so that it is not. We would all like it sooner, but the fact remains that there will be consequences, thank you very much for this commentary, my guest now was the Deputy Speaker of the Senate Maciej Żywno, Poland 2050, Mr. Speaker, thank you very much again, with our guest in the Senate Magdalena Pernet spoke, thank you for this conversation. On the line, Przemysław Rosatti, lawyer and president of the Supreme Bar Council, member of the State Tribunal, welcome very much Mr. Advocate, welcome Mr. President, good morning, welcome everyone, we hear each other, I am very happy, well, the regional prosecutor's office in Rzeszów is securing the assets of Maciej Świrski, I remind you, the former head of the National Broadcasting Council, but this is about the well-known "Just Courts" campaign, which Magda from the Senate already briefly mentioned. What are the consequences of such a security? First of all, I think it needs to be clearly reiterated, it was a scandalous campaign, which was aimed not only at attacking the judicial community, but above all at lowering citizens' trust in the judiciary, and I, partially not answering your question, clearly emphasize, these were actions that should never have taken place. Because they harmed the interests of all citizens, i.e. trust in their own state, here I am talking about the judiciary, answering your question, I will say this, it is not an extraordinary or some special procedure, it is a typical, in accordance with the provisions of the code of criminal procedure, action of the prosecutor's office in a situation where, in relation to the person against whom proceedings are being conducted, a fine, forfeiture, or monetary payment, i.e. funds, may be imposed in the future. I will ask, because this means
00:50:42that the prosecutor's office has strong grounds for such an
00:50:46action, or am I going in the wrong
00:50:48direction? In a very good one, Mr. Editor, are you going in the right direction?
00:50:52If the prosecutor uses this solution, which is provided for in the code
00:50:56of criminal procedure, it means that he believes that the conditions have been met
00:51:00allowing for the application of so-called financial security, which is de
00:51:03facto security for the possibility of executing a future ruling
00:51:07that will involve financial consequences for Mr.
00:51:11Świrski. Please also remember that when the prosecutor uses this solution, he
00:51:15expects that it will be appealed to the court, and therefore
00:51:18he must assume that the conditions
00:51:21are met. And that this decision in the form of
00:51:25asset protection will be upheld in court, so, as it were,
00:51:29answering your question again, you are leading the argument
00:51:33in the right direction regarding the justification, the situation
00:51:36of the prosecutor's office in relation to this specific proceeding, I will
00:51:39repeat once again, this is a normal, standard procedure, this is how
00:51:43the Polish state should act, when it becomes necessary
00:51:47to secure financial interests in the
00:51:50context of a future ruling that may... be issued, well, the Polish
00:51:53state must be effective, court judgments, if they are issued in the
00:51:57future, must also be executable, it is not about
00:52:00it being only illusory justice.
00:52:04leading to a situation
00:52:09that is defined
00:52:12in the Code of Criminal Procedure as precisely a safeguard for
00:52:16future possible decisions, to put it broadly, of a
00:52:19financial nature that will need to be executed.
00:52:23Well, the question that is already appearing in the public sphere is,
00:52:27isn't the prosecutor's office dealing with this
00:52:28too late?
00:52:31This is a very good question in relation to many actions of the prosecutor's office.
00:52:35But we must also honestly say that we do not know the files of this proceeding, and
00:52:39therefore it is difficult for us
00:52:42to determine, even in our conversation, whether
00:52:46this action is belated, or whether it may
00:52:49result from some circumstances related
00:52:52to the ongoing proceedings, I can refer to my own
00:52:55experience, I am thinking here about practicing as a
00:52:58lawyer, there are a number of circumstances that determine
00:53:01taking specific actions at a given moment... in the
00:53:05Code of Criminal Procedure, solutions, here please also remember
00:53:08that the decision-maker, regarding these measures, regarding
00:53:12taking the decision, is the prosecutor, because it is the prosecutor who takes
00:53:16the decision when he makes asset protection,
00:53:19we can only basically reduce this comment to such
00:53:22a statement that since the prosecutor resorted to these measures at this
00:53:26stage, it means that he considered that this is the stage
00:53:29that deserves the introduction of such
00:53:32a solution in this specific proceeding, it is very difficult for us
00:53:35to assess, because as I said, we do not know the files, so it is difficult to
00:53:38comment without knowing the files on whether this is
00:53:42a good time, or whether it should have been carried out earlier, or perhaps
00:53:45later, we shall see, please also remember, what I said, the court
00:53:49will also verify this, if Mr.
00:53:53Świrski files an appeal against the prosecutor's decision, it is clear,
00:53:56Mr. President, the prosecutor's office is conducting
00:54:00an investigation into the "Just Courts" campaign of the Polish National
00:54:03Foundation. You probably remember this campaign and
00:54:07what it was about?
00:54:10Mr. Editor, I remember it perfectly, first
00:54:12of all, those that one could see, it personally
00:54:16outraged me, I believe that any action that
00:54:20undermines the foundations, and that foundation is the trust of citizens in
00:54:23their own state, or here it was about undermining the trust
00:54:26in the justice system, it was about undermining the trust
00:54:29in judges, but also
00:54:33it inevitably...
00:54:52but there is absolutely never any basis to discredit any community, because now you see, for
00:54:55example, what could be seen a few years ago on
00:54:59billboards while driving a car across Poland, but there is absolutely
00:55:03no...
00:55:05to attack any group just
00:55:08because there are one, two, or 5 or 10 people
00:55:12out of a thousand who behave in
00:55:15a manner contrary to the regulations, this campaign was precisely
00:55:18aimed at the justice system, what
00:55:21personally worries me the most, but honestly
00:55:24speaking, infuriates me, is
00:55:27an action that aims to erode
00:55:30citizens' trust in the justice system, i.e., to erode
00:55:34trust in... their own state, these are unacceptable
00:55:37actions, these are actions that should not take place, and please note
00:55:41one more thing, these were actions that, to a
00:55:44large extent, should be classified as
00:55:47actions behind which the Polish state stood, meaning
00:55:51the Polish state, in the light and eyes of citizens, undermined
00:55:54the trust of these citizens
00:55:57in their state, in the Polish state, this was,
00:56:01this is our state, this was our state, this is
00:56:04our. trust in our state, and it is extremely dangerous that someone came up with
00:56:08such an idea, that someone participated in
00:56:11such a procedure, supported such a procedure, or took
00:56:14any actions thanks to which it was possible
00:56:18to hang, for example, these billboards that you now see,
00:56:22such, such actions are not pro-state
00:56:25actions, these are simply harmful actions, they should
00:56:29be held accountable, if a crime has been committed, then
00:56:33the court should comment on this
00:56:43and it must also be remembered that he has the right for this matter to be resolved by a court,
00:56:47the presumption of innocence applies to these people, these
00:56:50people have the right to a fair proceeding conducted before
00:56:54a court, however, this type,
00:56:58harmful, should be clarified beyond any doubt
00:57:02and accounted for. Przemysław.
00:57:05Rosati, lawyer, president of the Supreme Bar Council and member of the State Tribunal
00:57:09was my guest and yours. Thank you very much.
00:57:12Thank you very much. And now Arkadiusz Gruszczyński, journalist
00:57:16of Gazeta Wyborcza, is with us. Welcome. Ark, a warm welcome, good morning, good morning,
00:57:20welcome, perhaps I will
00:57:24this question journalistically, has the prosecutor's office not
00:57:27dealt with this issue too late? Well,
00:57:30it depends on how you approach such a
00:57:34question, because of course malcontents and people
00:57:37who expect the state to
00:57:40act efficiently, quickly, effectively, to
00:57:44put all other matters aside and deal with accountability,
00:57:48may feel a certain kind of irritation, anxiety, that this is
00:57:52only happening three years after the coalition took power
00:57:55on October 15th, even though the matters
00:57:58we are discussing today, which are related
00:58:02to the Polish National Foundation, have been
00:58:05well known for many, many years,
00:58:09however, I would also put forward the thesis that
00:58:13part of public opinion prefers
00:58:17the prosecutor's office to act independently, at its own pace
00:58:20and that these
00:58:23indictments that are being prepared, these
00:58:26actions of the prosecutor's office that are being taken, these
00:58:29decisions that we are witnessing today, were
00:58:32prepared meticulously and reliably, but there
00:58:35is also a third aspect that we must remember, recently one of the very
00:58:39important
00:58:39ministers,
00:58:44yes Ark, we hear you, or no, we hear you.
00:58:50There is still one element that one of the very important ministers told me about recently,
00:58:53who convinced Waldemar Żurek, and
00:58:57earlier Adam Bodnar, to choose 10
00:59:00cases related to the activities
00:59:04of the previous government and that as the Prosecutor General, who has
00:59:07the right to do so, he should personally supervise these cases, then
00:59:11we would be dealing with
00:59:14an acceleration of accountability for Law and Justice.
00:59:19let's say, because this case concerns the Polish National
00:59:22Foundation, perhaps you could remind us in two sentences what this foundation
00:59:26was and what it did?
00:59:29It was a foundation that was established in the times
00:59:32of Szydło, the first prime minister after
00:59:352015, it was a foundation conceived
00:59:39as a governmental
00:59:43organization supported by money from state-owned
00:59:46companies, these companies were obliged to
00:59:50transfer annual donations
00:59:54for the activities of this foundation. This
00:59:57organization was primarily intended to promote
01:00:00Poland abroad, to promote the Polish brand abroad,
01:00:04what Poland
01:00:07could boast of then,
01:00:10investments, an open market, tourism,
01:00:14how Poland... was
01:00:18developing, quickly, however, it turned out that this
01:00:21foundation carried out political orders of Law
01:00:25and Justice, especially at the moment
01:00:28when it carried out a slanderous
01:00:32judges, slanderous judges
01:00:35PR campaign,
01:00:38well, it was inconsistent with
01:00:42the assumptions that lay at the basis of the establishment of this
01:00:45foundation, interestingly, this foundation... still exists today, it cannot
01:00:49be liquidated without legislative
01:00:51changes,
01:00:54its current bosses have repeatedly said what the money was
01:00:57spent on, what it was really wasted
01:01:01on, because Poland's reputation during
01:01:048 years of Law and Justice rule, thanks to the activities
01:01:08of the Polish National Foundation, did not improve, on the
01:01:11contrary, it worsened, because the bad
01:01:14reputation of Poland was due to the previous government, which... destroyed
01:01:18the rule of law, the justice system, freedom, media, and so
01:01:21on, and no PR activities of the foundation
01:01:24could change this disastrous image of Poland
01:01:27on the international arena. Arkadiusz Gruszczyński, journalist of Gazeta
01:01:31Wyborcza, thank you very much for this comment, for more political
01:01:35comments, we now turn to Adamina Sajkowska,
01:01:38who is already waiting for you with her guest. Why
01:01:41did the regional prosecutor's office in Rzeszów secure the assets
01:01:45of the former president of the Polish National Foundation?
01:01:51And what was the "Just Courts" campaign about? I will discuss this with my guest, Senator of the Civic Coalition,
01:01:55Krzysztof Kwiatkowski, good morning, Mr. Senator, good morning, Editor,
01:01:58good morning to you all. The Polish National Foundation was supposed to promote
01:02:02Poland's image abroad, and what was it really
01:02:04doing? It was involved in supporting
01:02:07PiS political campaigns, when PiS went to war with
01:02:11judges, because judges did not want to be subordinated to
01:02:14the political will of Minister Ziobro, then
01:02:18the Polish National Foundation financed a campaign
01:02:22slandering judges, these were the famous billboards on the
01:02:25streets of many Polish cities, that 10
01:02:28judges, there was one who stole parts for a
01:02:32drill or a coil of
01:02:35sausage. What was it for, not to build Poland's
01:02:38image, but to attack judges, because that was the political
01:02:41interest. Billboards were supposed to explain to society how
01:02:45the reform of the justice system would proceed. Meanwhile, on billboards
01:02:49we could read: drunk judge causing trouble in a club, judge and wife
01:02:52stealing electronics, judge stealing trousers, judge can lie
01:02:56with impunity. So what was it? This promotion
01:03:00of justice reform,
01:03:04the slogan that this money was spent on promoting the reform
01:03:07of the justice system, is of course
01:03:10a political sham, a falsehood, a lie and hypocrisy,
01:03:14because it had nothing to do with the reform
01:03:17of the justice system, what goals and interests
01:03:20PiS was pursuing at that time was at war with judges, so
01:03:24it had to present the other side
01:03:27as bad, dangerous,
01:03:31involved in various things that look bad,
01:03:35from trousers in a shop to
01:03:38a brawl, well that's what the Polish National
01:03:42Foundation did, the government could not finance it, because it couldn't
01:03:45be attributed to anything, but there was one such person, his
01:03:49name was Maciej Świrski, who decided to take it
01:03:53upon himself, without looking at the consequences, and today he has
01:03:56to face those consequences.
01:04:00Half a million zlotys in losses, that's how much the Polish National
01:04:03Foundation, from 17 State Treasury companies, spent
01:04:06and allocated to these campaigns
01:04:09inconsistently with the foundation's statute
01:04:12of activity. Was it a natural move by the prosecution that
01:04:16the assets of the former head of this foundation were secured?
01:04:20When the prosecutor uses such a solution as
01:04:24asset protection, when there is a very high
01:04:26probability that the convicted person... in this
01:04:30case Maciej Świrski, chairman of the board of the Polish Foundation, member
01:04:34of the authorities of the Polish National Foundation,
01:04:36may be obliged by a court decision
01:04:40to repair the damage caused, the damage was
01:04:43financial damage, so that Maciej
01:04:47Świrski could fulfill this,
01:04:49the prosecutor decided to secure his assets, also
01:04:53guided by the fact that Maciej Świrski,
01:04:57money does not stick to him, we remember. He spent
01:05:01half a million zlotys from his company card on luxury
01:05:04restaurants and the best hotels, so it is worth securing
01:05:07these assets so that they do not vanish
01:05:11when there is a court decision to cover these
01:05:14losses caused by Maciej Świrski, so that there is something
01:05:18to cover those losses with. Everything is now, of course, in the hands
01:05:21of investigators and the prosecution, thank you very much for your comment, my guest
01:05:25was Senator of the Civic Coalition, Krzysztof
01:05:27Kwiatkowski. Adamina Sajkowska spoke
01:05:31with our guest. Five past twelve, Mirosław Cichy will be back with you tomorrow, thank you
01:05:35very much, and now Joasia Monkosa takes over the airwaves. See
01:05:38you.
01:05:44Good morning, everyone, Joanna Monkosa, welcome to the news at exactly
01:05:471:00 PM.
