00:10:22the number, well, we are constantly inclined to believe that
00:10:25the cause is not necessarily
00:10:28fundamentally alcohol or other reckless behaviors,
00:10:31but building awareness from younger
00:10:35generations, such continuous dissemination
00:10:38of knowledge about water, about its values,
00:10:42but also its dangers, because it seems to me that basically only in this way
00:10:46are we able to prepare generations for safety
00:10:50and for awareness of water lifeguards, then
00:10:53significantly less... work on
00:10:57paying attention, on educating, simply these information systems
00:11:00that will be able to work already, because
00:11:03people will consciously be able
00:11:07to eliminate danger themselves. I will just
00:11:09add to that that since June of this year, only since
00:11:12June of this year, which means we have two months of such
00:11:16summer vacation period, already 105 people have drowned, and
00:11:20it's peak vacation season, the statistics regarding

00:30:16and a ban on introducing any currency
00:30:19other than the Polish zloty in our country.
00:30:23We're talking about the euro, of course. Karol
00:30:27Nawrocki's most important election promises were
00:30:30cheaper electricity. You remember, within the first
00:30:34100 days, our bills were supposed to decrease
00:30:38by 33%. Lower taxes, and this
00:30:41is a very broad issue, because in addition
00:30:44to lowering the VAT tax, there were also
00:30:47tax reliefs, for example, for families
00:30:51with at least two children. The
00:30:54great four of development, which is the construction
00:30:58of Polish nuclear power, the construction of a central
00:31:01communication port in the shape envisioned by the
00:31:05Law and Justice government,
00:31:06and stopping migration
00:31:10and the Green Deal. These were the four
00:31:12such blocks that Karol Nawrocki strongly pushed
00:31:17Let's look, because it turns out that
00:31:20on the very first day of his term,
00:31:23tomorrow we will celebrate the anniversary, he
00:31:26was supposed to introduce six draft laws
00:31:29to the Sejm, which concerned these three
00:31:33issues. Well, among others, there were
00:31:36pension valorizations, at least by 150 PLN,
00:31:40not less than the valorization index, reliefs
00:31:43for families, these mentioned tax changes
00:31:47for entrepreneurs, and that electricity cheaper
00:31:50by 33%. What of all these promises
00:31:53has been fulfilled? There is one point
00:31:57that President Karol Nawrocki fully managed
00:32:01to implement, and that is supporting farmers
00:32:04and caring for the Polish countryside, as
00:32:07stated in his program, because this concerns a
00:32:10project signed in March this year. Firstly,
00:32:14it concerns extending the ban on selling
00:32:17Polish land to foreigners by 10 years. Secondly,
00:32:21support for farmers in connection
00:32:23with the European Union
00:32:30signing a trade agreement with Mercosur countries.
00:32:34Karol Nawrocki still in the election campaign
00:32:37said that he would use tools that could
00:32:41influence the government, and that is why
00:32:44this cohabitation, which
00:32:46was difficult from the
00:32:49very beginning, was supposed to be easier for
00:32:52him, his projects were supposed to pass,
00:32:55but that did not happen, and one
00:32:59of the methods that Karol Nawrocki uses
00:33:02to put pressure on the government are
00:33:06vetos, and let's count how much these
00:33:10vetos cost, in terms of Ministry of
00:33:12Finance estimates, very loose, because the Ministry
00:33:45of Finance bases itself here on the
00:33:49costs that Poland could have incurred, it's
00:33:53over 5 billion PLN, because we have
00:33:56here: 1 billion for the veto regarding

00:39:28of the Volhynian Massacre. Research
00:39:31work was conducted for a month,
00:39:33with representatives of the Institute of National

00:40:25carried out earlier in the 90s.

00:40:32This is a place where there were
00:40:36many bodies, human remains. Yes, in
00:40:39this place, under that pear tree
00:40:43that remembers those times, behind the
00:40:46barn, a large pit was dug,
00:40:5012 meters long, 2.5 meters wide,
00:40:53only 70 cm deep. And it
00:40:57was the inhabitants, men first, gathered
00:41:00at the school, in the school
00:41:03yard, who were brought here under
00:41:07the pretext of medical examinations, a medical
00:41:10commission. Some Polish-Ukrainian unit was supposed
00:41:14to be formed to fight the Germans.
00:41:17Here in this barn, they were undressed,
00:41:21with stakes, clubs, but in any
00:41:24case, without the use of firearms.
00:41:28We know that from that pit
00:41:33remains of 243 people, mainly men,
00:41:37but in this group there were also
00:41:4029 women, I'm sorry, 26 women
00:41:44and 19. These exhumations, which are
00:41:46just ending, led to you finding
00:41:50further remains, which had been confirmed
00:41:53by previous search work. It seems

00:42:06it wasn't until 2017 that
00:42:10we purchased an aerial photograph from American archives, a
00:42:14photograph from May
00:42:161944. And on that photograph, the
00:42:19pit behind the barn was marked,
00:42:23and a very similar, slightly smaller one
00:42:26next to it. And Irena Kozłowska's
00:42:30account, a teacher who, in a
00:42:33letter to her cousin, describes
00:42:37how men were taken, including her
00:42:40husband. Later, more people are
00:42:43taken. There are no more men,
00:42:47so they take women and children,
00:42:50leading them in the same direction,
00:42:53and she writes: "Only 50 of
00:42:56us are left." The question was,
00:43:00where were they leading these women
00:43:03and children in the same direction,
00:43:06meaning somewhere here? This aerial photograph,

00:44:27people from Wola Ostrowiecka. About

00:44:34the 48 exhumed people, there should
00:44:38be almost 50 here, about 50.
00:44:41We are looking for this well.
00:44:45We found one outside the farm,
00:44:48but it was a farm well for
00:44:51watering cattle. We searched down to
00:44:54the source, there were no human
00:44:58remains. We found another pit. We
00:45:01thought it was a well, but
00:45:05it turned out to be a
00:45:08farm dump. All these places have
00:45:12been searched, dug up. The well
00:45:14is still somewhere and we will
00:45:18look for it. We have to look

00:48:09local railways have already paid such
00:48:12compensation to Jews and their descendants

Here, it is clear as day that it was the use of public money, because that is how the foundation was financed, public money to discredit Polish judges and attack them, it is very good that this has consequences, I will even say a little maliciously, because as I recall, during the time of Law and Justice, regulations were introduced enabling the securing of assets or freezing the account of a suspect. Therefore, one would like to say, whoever lives by the sword, may not die by the sword, but is secured, this is also an important element, because incidentally, when it comes to whether Mr. Świrski was guilty or not, as citizens we should expect the possibility of recovering these funds, and why not from the assets of the person who committed a potential crime, i.e. the decision of the prosecutor's office is rather justified and shows that the matter is being taken seriously, well, first of all, the decision was made in accordance with the law, I repeat, adopted in the previous term, i.e. when Law and Justice had a majority and was in government. The prosecutor's office had every right to secure funds for the purpose of these proceedings, and it's very good that this happened. Not too late? Whether it's too late is, of course, a matter of the prosecutor's office's work, but it seems that in these proceedings, too, the formula, which will probably also be reflected in court, is being carefully applied so that it is not. I will ask, because this means
00:50:42that the prosecutor's office has strong grounds for such an
00:50:46action, or am I going in the wrong
00:50:48direction? In a very good one, Mr. Editor, are you going in the right direction?
00:50:52If the prosecutor uses this solution, which is provided for in the code
00:50:56of criminal procedure, it means that he believes that the conditions have been met
00:51:00allowing for the application of so-called financial security, which is de
00:51:03facto security for the possibility of executing a future ruling
00:51:07that will involve financial consequences for Mr.
00:51:11Świrski. Please also remember that when the prosecutor uses this solution, he
00:51:15expects that it will be appealed to the court, and therefore
00:51:18he must assume that the conditions
00:51:21are met. And that this decision in the form of
00:51:25asset protection will be upheld in court, so, as it were,
00:51:29answering your question again, you are leading the argument
00:51:33in the right direction regarding the justification, the situation
00:51:36of the prosecutor's office in relation to this specific proceeding, I will
00:51:39repeat once again, this is a normal, standard procedure, this is how
00:51:43the Polish state should act, when it becomes necessary
00:51:47to secure financial interests in the
00:51:50context of a future ruling that may... be issued, well, the Polish
00:51:53state must be effective, court judgments, if they are issued in the
00:51:57future, must also be executable, it is not about
00:52:00it being only illusory justice.
00:52:04leading to a situation
00:52:09that is defined
00:52:12in the Code of Criminal Procedure as precisely a safeguard for

00:52:31This is a very good question in relation to many actions of the prosecutor's office.
00:52:35But we must also honestly say that we do not know the files of this proceeding, and
00:52:39therefore it is difficult for us
00:52:42to determine, even in our conversation, whether
00:52:46this action is belated, or whether it may
00:52:49result from some circumstances related
00:52:52to the ongoing proceedings, I can refer to my own
00:52:55experience, I am thinking here about practicing as a
00:52:58lawyer, there are a number of circumstances that determine
00:53:01taking specific actions at a given moment... in the
00:53:05Code of Criminal Procedure, solutions, here please also remember
00:53:08that the decision-maker, regarding these measures, regarding
00:53:12taking the decision, is the prosecutor, because it is the prosecutor who takes
00:53:16the decision when he makes asset protection,
00:53:19we can only basically reduce this comment to such
00:53:22a statement that since the prosecutor resorted to these measures at this
00:53:26stage, it means that he considered that this is the stage
00:53:29that deserves the introduction of such
00:53:32a solution in this specific proceeding, it is very difficult for us
00:53:35to assess, because as I said, we do not know the files, so it is difficult to
00:53:38comment without knowing the files on whether this is
00:53:42a good time, or whether it should have been carried out earlier, or perhaps
00:53:45later, we shall see, please also remember, what I said, the court
00:53:49will also verify this, if Mr.
00:53:53Świrski files an appeal against the prosecutor's decision, it is clear,
00:53:56Mr. President, the prosecutor's office is conducting
00:54:00an investigation into the "Just Courts" campaign of the Polish National

00:55:44large extent, should be classified as
00:55:47actions behind which the Polish state stood, meaning
00:55:51the Polish state, in the light and eyes of citizens, undermined
00:55:54the trust of these citizens
00:55:57in their state, in the Polish state, this was,

00:56:04our. trust in our state, and it is extremely dangerous that someone came up with

00:58:23indictments that are being prepared, these
00:58:26actions of the prosecutor's office that are being taken, these
00:58:29decisions that we are witnessing today, were
00:58:32prepared meticulously and reliably, but there
00:58:35is also a third aspect that we must remember, recently one of the very
00:58:39important

00:58:53who convinced Waldemar Żurek, and

00:59:54for the activities of this foundation. This
00:59:57organization was primarily intended to promote

01:00:10investments, an open market, tourism,

01:00:18developing, quickly, however, it turned out that this
01:00:21foundation carried out political orders of Law
01:00:25and Justice, especially at the moment
01:00:28when it carried out a slanderous
01:00:32judges, slanderous judges
01:00:35PR campaign,
01:00:38well, it was inconsistent with
01:00:42the assumptions that lay at the basis of the establishment of this
01:00:45foundation, interestingly, this foundation... still exists today, it cannot
01:00:49be liquidated without legislative
01:00:51changes,
01:00:54its current bosses have repeatedly said what the money was
01:00:57spent on, what it was really wasted
01:01:01on, because Poland's reputation during
01:01:048 years of Law and Justice rule, thanks to the activities
01:01:08of the Polish National Foundation, did not improve, on the
01:01:11contrary, it worsened, because the bad
01:01:14reputation of Poland was due to the previous government, which... destroyed
01:01:18the rule of law, the justice system, freedom, media, and so
01:01:21on, and no PR activities of the foundation

01:02:07PiS political campaigns, when PiS went to war with

01:02:18the Polish National Foundation financed a campaign
01:02:22slandering judges, these were the famous billboards on the
01:02:25streets of many Polish cities, that 10

01:02:35sausage. What was it for, not to build Poland's
01:02:38image, but to attack judges, because that was the political
01:02:41interest. Billboards were supposed to explain to society how
01:02:45the reform of the justice system would proceed. Meanwhile, on billboards
01:02:49we could read: drunk judge causing trouble in a club, judge and wife
01:02:52stealing electronics, judge stealing trousers, judge can lie
01:02:56with impunity. So what was it? This promotion
01:03:00of justice reform,
01:03:04the slogan that this money was spent on promoting the reform
01:03:07of the justice system, is of course
01:03:10a political sham, a falsehood, a lie and hypocrisy,
01:03:14because it had nothing to do with the reform
01:03:17of the justice system, what goals and interests
01:03:20PiS was pursuing at that time was at war with judges, so
01:03:24it had to present the other side
01:03:27as bad, dangerous,
01:03:31involved in various things that look bad,
01:03:35from trousers in a shop to
01:03:38a brawl, well that's what the Polish National
01:03:42Foundation did, the government could not finance it, because it couldn't
01:03:45be attributed to anything, but there was one such person, his
01:03:49name was Maciej Świrski, who decided to take it
01:03:53upon himself, without looking at the consequences, and today he has
01:03:56to face those consequences.
01:04:00Half a million zlotys in losses, that's how much the Polish National
01:04:03Foundation, from 17 State Treasury companies, spent
01:04:06and allocated to these campaigns
01:04:09inconsistently with the foundation's statute
01:04:12of activity. Was it a natural move by the prosecution that
01:04:16the assets of the former head of this foundation were secured?
01:04:20When the prosecutor uses such a solution as
01:04:24asset protection, when there is a very high
01:04:26probability that the convicted person... in this
01:04:30case Maciej Świrski, chairman of the board of the Polish Foundation, member
01:04:34of the authorities of the Polish National Foundation,
01:04:36may be obliged by a court decision
01:04:40to repair the damage caused, the damage was
01:04:43financial damage, so that Maciej
01:04:47Świrski could fulfill this,
01:04:49the prosecutor decided to secure his assets, also
01:04:53guided by the fact that Maciej Świrski,
01:04:57money does not stick to him, we remember. He spent
01:05:01half a million zlotys from his company card on luxury
01:05:04restaurants and the best hotels, so it is worth securing
01:05:07these assets so that they do not vanish
01:05:11when there is a court decision to cover these
01:05:14losses caused by Maciej Świrski, so that there is something
01:05:18to cover those losses with. Everything is now, of course, in the hands
