00:02:41for a bit, so I'll ask you first about the whole
00:02:44format of such a celebration, quite a grand anniversary,
00:02:48not of an election, but of the anniversary of the
00:02:51presidency. It's somewhat compared to an
00:02:54American style of conducting politics, Doctor, how do
00:02:58you perceive it?
00:03:08his personal ones with President Donald Trump, so it's not
00:03:11surprising that he wants to solemnly celebrate the anniversary
00:03:15of taking up this important office. The convention
00:03:18entrepreneurs and Poles are waiting for itself, the formula itself, is indeed
00:03:20oil and interesting, it has not been practiced in Poland before, but also
00:03:23the presidency is exceptional, one could
00:03:27say, the president is exceptionally active.
00:03:30politician who acts in a very visible,
00:03:34very proactive way, sometimes even
00:03:36quite aggressive, one could say, in terms of such a political language,
00:03:40so hence probably such a convention, because some also
00:03:44believe that this is a symptom of, well, a bit of
00:03:47self-celebration, well, firstly, we haven't had such a
00:03:51case yet, for the president to celebrate an anniversary, not a term,
00:03:54some jubilee, not even,
00:03:58well, I don't know, governments that celebrate the first anniversary
00:04:02of their, their rule, well, it's like we are probably witnessing
00:04:05the birth of a new secular tradition, that is, the anniversary of taking office
00:04:09by the president, the question
00:04:12is whether it will be Karol Nawrocki, only during Karol Nawrocki's term,
00:04:16or whether subsequent presidents will also celebrate in
00:04:20this way, but it is an event that, in my opinion, fits
00:04:23very nicely with this presidency, that is, it suits
00:04:27it very well. Karol Nawrocki is.
00:04:30strong, he has some patterns in the world, strong
00:04:33in, well, the promotion of himself,
00:04:37so, well, if there is this kind of location, why not
00:04:40use it? Of course, the question is, what will
00:04:44come of it? Well, I don't know, maybe something important will be said during
00:04:48the president's speech, maybe
00:04:50the most important element of this event
00:04:54will be an artistic performance, there is also supposed to be an artistic
00:04:57performance, well, a surprise here, because we don't know at...
00:05:01Yes, publicists, journalists, people
00:05:04are just vying with each other to guess what kind
00:05:07of performance it will be, yes, I am also very curious, but precisely, because
00:05:11you mentioned that... I thought
00:05:16for a moment that it was also about support, because indeed in recent days or
00:05:20even weeks, many polls were published that showed
00:05:24what kind of support the president enjoys. Two weeks ago, a
00:05:27CBOS study was published, in which
00:05:3156% of Polish women and men rated him positively,
00:05:34very similar results were also recorded by other polling agencies,
00:05:38these are also his record results, it wasn't like that a year
00:05:41ago... shortly after taking office, it wasn't like that during
00:05:45this year, what do you think, Doctor, is the reason
00:05:48for such support?
00:05:51Well, as a rule, presidents have an easier time when it comes to
00:05:55building their support, than, for example, prime ministers, because their
00:05:58function is different, it does not concern current politics,
00:06:02the president can place himself above
00:06:05certain current issues, build his authority, when it
00:06:09comes to such matters integrating the state,
00:06:12showing a certain continuity and cohesion, which
00:06:16President Nawrocki certainly does not do, but I wanted to point
00:06:19out that the function itself already helps to
00:06:23build support and these polls also, well, certainly
00:06:27Karol Nawrocki did not have an easy start, because he was an unknown
00:06:30politician, de facto a year before the presidential
00:06:34election campaign, probably few people in
00:06:37Poland had heard of him, apart from people who actually followed politics very closely.
00:06:40As a result, he basically had to
00:06:44build himself, his position, his image from
00:06:47scratch, so he builds such an image
00:06:50of a strong politician, a very
00:06:53active politician, a politician who is strongly embedded
00:06:56in such a masculine political
00:06:59discourse, which probably appeals to some part of society, simply put, I would also
00:07:03refer to this strength,
00:07:06and these other reasons for which this support could also increase, that will be
00:07:10in a moment, but precisely with this strength and this... what kind
00:07:13of institutional function does the president perform, because this is also one of
00:07:17such threads of accusation from the government, very
00:07:21often that the president tries to expand his
00:07:24powers, well, after all, each time
00:07:28he vetoes a bill, there's no shortage of such opportunities, as we know,
00:07:31over 40 vetoes, at this point, this
00:07:35is, he also comes up with such a proposal or rather such a demand that in that case
00:07:39all bills should be consulted with him,
00:07:42it often happens that eventually what then goes
00:07:45back to the Sejm is some formula, well, I don't
00:07:49know, of combining these bills with what came out earlier and with what the president
00:07:53proposed, meaning he effectively clears such a path, so to speak,
00:07:57to have more of this
00:07:59power, well, he also does here, Doctor, probably much more
00:08:03precisely than I can define it, but
00:08:06he does it, well, on the borderline, on
00:08:08the borderline
00:08:11of law, very... and well, he does it indeed in
00:08:15a tough way, what for? And Karol Nawrocki
00:08:19simply creates a new center of power, wants to create a new center
00:08:22of power in Poland, and he has partly succeeded
00:08:25in that, and in this way he achieves,
00:08:28metaphorically and colloquially speaking, several goals: the first goal is
00:08:32to be the patron of the entire right,
00:08:35the right in Poland, which means he presents himself as a tough,
00:08:39decisive man, who says to the government
00:08:43of the hated Tusk no, you also have to remember
00:08:46that the initial declarations of Karol
00:08:49Nawrocki concerned overthrowing the Tusk government, yes,
00:08:53his goal here is to overthrow the Tusk government, now perhaps there is a little less of
00:08:57that particular thread, but either way, either way
00:09:00it's about presenting himself on this anti-coalition,
00:09:04anti-Tusk line, and the issue of building this center
00:09:08of power for the right, please note. We have a huge
00:09:11dispute in Law and Justice, a split, Karol
00:09:15Nawrocki, keeps his distance,
00:09:18calm, actually doesn't speak, doesn't
00:09:21say anything about it, he withdrew his people
00:09:24from the barbecue, because they were supposed to perform there, yes, some, well,
00:09:28yes, but complete distance, he'll see what
00:09:31happens, and then perhaps he'll intervene in one
00:09:34way or another, in one way or another,
00:09:37well, in this way Karol Nawrocki also
00:09:40shows his electorate. Because one must also note
00:09:44one very important feature of this presidency: there is no
00:09:48attempt to go beyond his voters, no, it's about
00:09:51hardening, hardening these people who sympathize with
00:09:54him anyway, so, well, showing such
00:09:58effectiveness, effectiveness through vetoes, effectiveness through
00:10:01proposals for his bills, which we know will not pass, but it always
00:10:05shows how flexible and strong
00:10:08and dynamic the presidential office is, and so
00:10:12on and so forth, so, well, we are dealing
00:10:16with at least an attempt, if it hasn't already succeeded, to generate another
00:10:20center of power in Poland, well, sometimes on the border
00:10:23of the constitution and so on. I'll come back to
00:10:27the question of what political role Karol Nawrocki could play or
00:10:30is trying to play, but for a second, because we've touched
00:10:34upon, well, this
00:10:37desire to expand his prerogatives,
00:10:40or his tools, which the president possesses,
00:10:44because vetoes are one thing, and the political pressure exerted
00:10:47by the president with his vetoes of his bills
00:10:51is another, and it also seems to me how he
00:10:57issues concerning the rule of law,
00:11:00judges, and so on, because I have the impression that Doctor mentioned balancing on the edge of the law, and that
00:11:04it is in these contexts most often that it is said
00:11:07that he takes such actions
00:11:11about which, well, I think there is agreement in the legal community
00:11:15that even PiS politicians also point to this,
00:11:19that he should not, for example, withhold
00:11:21the swearing-in of judges to the Constitutional
00:11:25Tribunal. Above all, President Nawrocki, like
00:11:28any other body in the state, is bound by the principle that he can act only
00:11:32and exclusively on the basis of and within the limits of the law. This is an absolutely fundamental
00:11:36constitutional principle which indicates that the
00:11:40president cannot interpret his powers
00:11:43expansively, especially since President Nawrocki tried
00:11:46to perform his office as if
00:11:50he was operating in a presidential system or at least a
00:11:53semi-presidential system like the American presidential system, for
00:11:57example, the example of France, where the position of the president is indeed
00:12:00constitutionally strong, but in Poland we have a clear parliamentary-cabinet
00:12:03system, the constitution leaves no doubt
00:12:06that the decision-making process in the scope
00:12:09of shaping both domestic and foreign policy rests with
00:12:13the Council of Ministers, and the president, apart from the fact that he obviously
00:12:16has constitutionally granted significant powers, but these are, as a
00:12:20rule, reactive, more blocking,
00:12:23because the active ones are mainly... he can submit
00:12:26bills, but as a rule, in other situations,
00:12:30his scope of competence is more reactive, blocking,
00:12:34and he is trying to
00:12:36expand, grant himself even new
00:12:40powers that the law does not directly grant him, meaning it is
00:12:44an action inconsistent with the law. Moreover, I would like to mention here
00:12:47a very important principle, which also seems to escape the president
00:12:51and his associates, namely the principle of cooperation
00:12:55between public authorities, which is a fundamental constitutional, legal
00:12:58principle, meaning that all authorities have the duty
00:13:02to cooperate with each other and, first and foremost, they should
00:13:05look after the interest of the state, the public interest, the reason of state,
00:13:09not their own particular, personal, political, or party
00:13:13interest. I have the impression that a commentary on your words is
00:13:16a CBOS study on the reception of Karol
00:13:20Nawrocki's presidency one year after the won elections. It was also published a few weeks
00:13:23ago, and the differences in
00:13:26assessments are very striking, because when respondents were
00:13:30asked if he is firm and determined in achieving his goals, well,
00:13:34of course, the affirmative answers were an overwhelming majority, yes, these are
00:13:37such, it's hard to disagree with that, he stands guard over
00:13:41national traditions and values, of course, the same, but somewhere at the bottom of this
00:13:45table, the worst answers, that it doesn't suit him at all, meaning he cooperates
00:13:49well with the government, but also
00:13:52very negative low
00:13:56results, that he is the president of all Poles, that there is a feeling, at least
00:14:00when looking at these studies, that he is a polarizing
00:14:03figure, well, yes, of course, that the actions
00:14:07of the president and his chancellery are a result of this polarization,
00:14:11simply put, and it seems to me that the president is aware of this, I just mentioned
00:14:15that he does not go beyond his electorate, that he will not jump
00:14:18over here either, but at the same time
00:14:2156% is already more than, well, the best
00:14:25poll, our... exit poll, yes, what we know after the presidential
00:14:29election, of course, but the question is, and this
00:14:31would have to be checked thoroughly with
00:14:33studies, how this grows, maybe that way, but it must be admitted that this
00:14:37year was very good for Karol Nawrocki
00:14:41as a president in these criteria concerning
00:14:45trust, evaluation of his presidency and so on and
00:14:49so forth, but the question is, was this a good year for
00:14:52Poland thanks to the president's actions, thanks to
00:14:56his decisions, thanks to the attitude of both himself and the officials
00:15:00of his chancellery, and here I would have serious doubts, because
00:15:04this presidency did not generate any
00:15:07new quality in terms of the functioning of the country, it is
00:15:11largely an anti-presidency,
00:15:14it is a reactive presidency,
00:15:17reacting to what is happening, to the government's
00:15:21ideas, for example, but also not just that, it's difficult,
00:15:25it's difficult here, although it seems,
00:15:28well, supporters of Karol Nawrocki are completely unconvinced by this,
00:15:31it's difficult to point to such creative, positive
00:15:34features of this presidency. Perhaps
00:15:38here, of course, the standard issue of the Polish-American
00:15:42alliance comes into play,
00:15:44and a personal relationship with Donald Trump, but what comes of that,
00:15:48actually, American soldiers, if they were to be withdrawn from Poland,
00:15:52are being withdrawn from Poland, for example, meaning, as I understand it, this issue
00:15:55of the ongoing troop review also overlaps, so if anything
00:15:59comes of it, we'll find out in a few months, right? But
00:16:03I actually wanted to ask if this isn't, because
00:16:06I once heard this phrase, that despite the fact that
00:16:10we have a president from a different party and a government from a different
00:16:13party, that precisely this puts us in
00:16:17a more comfortable, because a cunning position in relations with the
00:16:20American administration, would you agree with this? Well, right after the election
00:16:23of Karol Nawrocki as president,
00:16:27my French political scientist friend asked me, well,
00:16:31basically in Poland you have such a win-win situation, because you now have
00:16:34a prime minister who is well connected with...
00:16:46because, well, the European Union at this moment is a bit in opposition to the United States in these
00:16:50international relations, the president will, well, build relations
00:16:54with the other leg, good Polish-American
00:16:57relations, so this is probably a truly very
00:17:00positive situation, but unfortunately my colleague forgot
00:17:03that this leads to such a conflict that is largely
00:17:07destructive, not only in domestic politics, but also
00:17:10foreign policy, because it's not just about who has
00:17:13the competencies, yes, that's right, even though it has been decided
00:17:16many times, and already during Lech Kaczyński's presidency there were
00:17:20discussions about it and rulings by the Constitutional Tribunal, so there should be no
00:17:24doubts about that, and it is surprising that these topics are constantly
00:17:27raised, nevertheless this dispute regarding
00:17:31foreign policy is very destructive, we see
00:17:34problems with the staffing of ambassadorial posts. There is still
00:17:39these... I must say that here we already see that
00:17:42the president will speak in a moment, or rather he is already doing it, he is already
00:17:46standing at the podium,
00:17:48so we are moving to the presidential palace.
00:17:52First of all, I am very happy that one year after
00:17:55the inauguration you are here with your
00:17:58president in our common home, because the presidential
00:18:01palace is our common home, and you
00:18:05simply...
00:18:42were with me throughout the long election campaign and later also on August 6th, I
00:18:45see, dear sirs, those moments from the election campaign that
00:18:49at the very beginning did not
00:18:51promise my, our common
00:18:55success. I see, dear sirs, Racibórz
00:18:57County and the bakery in the town
00:19:01of Kornowac, the bakery of the Krzemień family, who just
00:19:04entered here with me. In Kornowac it was
00:19:08five in the morning, few people on the streets
00:19:11of the city, the Krzemień family were preparing to
00:19:15open their bakery, it was cold, dark
00:19:18and there was no chance of victory in the
00:19:22presidential elections, and then we talked about
00:19:25how the future Polish president, the Polish
00:19:28government can help Polish entrepreneurs and why they have
00:19:31to pay so much for electricity,

00:40:09much public discussion revolves

00:40:15sign four more laws, I will sign them, ladies and gentlemen,

00:40:22a problem we have in Poland, I am a humanist, as you

00:43:05patients there, there was no politics, there was
00:43:07a need... of the government for certain reforms in the presidential fund, the only thing I
00:43:11asked for was to create two sub-funds for
00:43:15rare diseases and for health security
00:43:18infrastructure, so, when we reach
00:43:22the limit, I am there where there is good law.

00:45:20would hinder the operation of Polish local governments, which are already
00:45:24so poor today, so poor, ladies and gentlemen, because all the
00:45:28programs that the government of the United Right has implemented with such
00:45:31success for so many years are ending, and today,
00:45:34ladies and gentlemen, these programs are gone, regardless of
00:45:38where the local government official is from.
00:45:57to my veto and how the law can be improved for the good of people and
00:46:00animals was the chain law, I don't know if
00:46:03you remember this,
00:46:07but for two weeks they tried to make someone
00:46:10who hates animals and
00:46:13is ready to wage the biggest war and fight with them,
00:46:17just because a bad law was prepared,
00:46:19demonstrations took place, ladies and gentlemen,
00:46:22so many politicians incited this political
00:46:26dispute, when for me, for my family, animals are
00:46:29very important, although never more important than another human being, than people,
00:46:33that's obvious.

00:46:55And thanks to activists and the hard work of the President's Chancellery,

00:47:05are unleashed from chains, nothing happened to anyone,
00:47:08that's the power of the veto, to
00:47:12adapt the law to the needs of people and animals, ladies
00:47:15and gentlemen, there are of course many such examples, but there are also
00:47:19examples that speak about that,
00:47:24it is also, ladies and gentlemen, it is

00:48:30that says that large insurance companies are to be
00:48:33exempted from fines that were imposed on them for
00:48:37stealing from those who insured
00:48:40with them. Who even writes such a law, who
00:48:44prepares a law in which we want to drop fines
00:48:47for insurance companies for stealing from
00:48:51my citizens.
00:49:22in this whole political dispute, which I greatly
00:49:25hope will be less, I will say at the very
00:49:29end, often innocent people or innocent
00:49:32animals are taken hostage, as with the
00:49:35chain law, it was like that around the discussion about
00:49:38the status of a next of kin, as I said in
00:49:42the election campaign, that I am ready to work on
00:49:45such a status,
00:49:48but not on an alternative to... Article
00:49:5118 of the Constitution, which states that marriage is
00:49:54a union of a woman and a man and is legally
00:49:57protected in Poland, we want to help people who want to be in
00:50:01the status of a next of kin, we do not want
00:50:04to impose ideology on solutions that are supposed to be good
00:50:07for people, we don't force anyone to get married, but
00:50:11marriage is a special thing, ladies
00:50:14and gentlemen, in our Constitution, I as
00:50:17President am the guardian
00:50:19of the Constitution.

00:52:14these relations between ministers and also
00:52:17the Prime Minister and the Prime Ministers of these governments,
00:52:21Czech Republic, Slovakia, all Baltic states,
00:52:24Hungary, Romania, regardless of changing governments, ladies and gentlemen,
00:52:28I said, I repeated during the election campaign,
00:52:31I promised you that I would build strength
00:53:47is ready, now we need to get down to hard work, but our relations are not only
00:53:50the United States, I also promised you that I would
00:53:53ensure a strong voice for Poland in the North Atlantic Alliance, I hope
00:53:57that after the last Fankara summit, you have no
00:54:00doubts, I went with one task, to fight
00:54:04to support the building of solidarity in the North Atlantic Alliance,
00:54:08but also for a decision to be made on
00:54:12fuel infrastructure, the so-called CEPS. This required
00:54:15many diplomatic efforts from me, but also
00:54:18from diplomats at various levels, ladies and gentlemen. From the
00:54:22Sankara summit, we returned with the guarantee of allied
00:54:25unity by the Americans and by
00:54:28all members of the North Atlantic Alliance and with
00:54:31a declaration that Eastern Europe will be.
00:54:36and the entire system of fuel infrastructure,
00:54:38ladies and gentlemen, by carrying out tasks in the
00:54:42international arena, we are building Poland's strength and responsibility
00:54:45on the eastern flank, that is just
00:54:49a symbol, but we also had to work on that, so that the next B9
00:54:53Group summit, the Bucharest Nine, which recently took place in
00:54:56Bucharest, would take place in Warsaw next
00:55:00year, to show that it is in Poland
00:55:03that the security of all Europe is
00:55:06decided and Poland is today, ladies
00:55:09and gentlemen, the strongest fortress on
00:55:12NATO's eastern flank, together with Scandinavia to
00:55:15the north and Romania to the south, building this vertical line of
00:55:19responsibility for our security, even though you probably
