00:06:11also analyzed the nine scenarios in which practically
00:06:14Romania's energy security could be jeopardized. These
00:06:18are caused either by cyber attacks, by
00:06:21drought, by a typical winter weather with
00:06:24storms and blizzards, but also by those that may
00:06:28follow an eventual military conflict, but here
00:06:31the probability is quite low. Even so,
00:06:35it is important to understand that
00:06:38when the data received from the Ministry of
00:06:41Energy shows that this
00:06:45measure is needed, the executive will disconnect only companies
00:06:48from the electrical system; the measure will not be adopted for
00:06:52Romanians, for household customers, and will in any case be temporary. A
00:06:5624-hour notification will be required. Tomorrow,
00:06:59however, the executive will meet again in a session, an extraordinary
00:07:03session because the rules have been set, and tomorrow it will be
00:07:06established exactly how these companies will be disconnected. I will only
00:07:10tell you that this measure would apply only if necessary, it doesn't mean that
00:07:14if the government decision was approved, the executive will
00:07:17also make these decisions and disconnect some companies that consume a large
00:07:21amount of electricity.
00:07:23Vlad, thank you. Here's what interim Prime Minister Ilie Bolojan said at the end of
00:07:27today's government meeting. These are important
00:07:29clarifications.
00:07:32Regarding the aspects related to compensations, in
00:07:36this conjuncture in which we find ourselves,
00:07:39currently and at least for the next days,
00:07:43we estimate five to seven days, as
00:07:46long as, according to forecasts related to flow, the operation
00:07:49of group 2 at Cernavodă is ensured,
00:07:52we will not have industrial
00:07:56consumers affected. Regarding a possible stage we might
00:08:00enter, where measures to limit
00:08:03consumption
00:08:06will be taken, even during this
00:08:09period, there is no question of providing any
00:08:13I emphasize that personal
00:08:16homes, citizens, will not be limited or
00:08:19disconnected, so household
00:08:22consumers are exempt from these
00:08:25measures. Also,
00:08:28consumers whose activity cannot be interrupted,
00:08:32such as hospitals, will not be included in this
00:08:36regulation.
00:08:38In the meantime, some suppliers have already started sending new offers to household customers
00:08:42whose contracts are expiring, which have higher tariffs than what they
00:08:46are currently paying. Here's what a viewer reported whose

00:09:24the context of the price of energy on our Spot market increasing quite
00:09:27a lot. If we make a comparison, look at what happened year
00:09:30on year. On August 5th, we reached a price of even
00:09:34930 lei per MWh, whereas
00:09:38on August 5th, 2025, the price was
00:09:41only 330 lei. It's a big difference, almost
00:09:45three times. Furthermore, I wanted to
00:09:48show you, I prepared data for you
00:09:51to see what offers suppliers currently have, what offers
00:09:54are still valid until the end of this year. And if we look at Bucharest, for
00:09:58example, the lowest price you'll find for electricity is
00:10:011.11 bani, and the price can reach even
00:10:041.94 bani with certain suppliers. And that's not all. Let's
00:10:07look at other major cities in the country, for example in Cluj county, if we
00:10:11look at Cluj county. What's happening, prices are a bit higher than in
00:10:15Bucharest, 1.16 bani and can reach 1.99 bani
00:10:18per, and in Iași we already have
00:10:21suppliers offering tariffs even
00:10:25over 2 lei per kWh. This

00:11:28If the shutdown continues at unit 2, that means
00:11:32another 700 MW are missing from the
00:11:36production side, approximately 20% of Romania's peak consumption.
00:11:40We are in a critical situation,
00:11:44if unit 2 also stops, it will be an even more critical
00:11:48situation and the biggest risk is in case
00:11:51of failures. meaning if somehow
00:11:55there's a
00:11:57breakdown
00:12:01at another large group, we might have
00:12:04cascading problems.
00:12:07Mrs. Derăban, you represent
00:12:10the interests, especially of energy distributors, but also of some
00:12:14suppliers. For energy distributors, what
00:12:17challenges can arise in this situation, if you can no longer
00:12:21bring energy from Cernavodă, for example, and have to get it from somewhere else?
00:12:26For us, the problem arises if we don't have
00:12:29access to energy for technological consumption,
00:12:33but I don't think that will be the case, because we
00:12:37will transport everything that is available. The problem is, yes,
00:12:41indeed, the availability of the
00:12:44energy resource so that technological consumption is covered, but we don't
00:12:48estimate, even if prices
00:12:52may be higher during this period, we don't estimate
00:12:55at the moment a problem regarding availability for August.
00:12:59There are some discussions, but I still think that
00:13:02distributors, transport,
00:13:06the transport operator have
00:13:09the necessary experience to manage such
00:13:12situations. Mr. Urliescu, I know
00:13:15you had discussions with the government, there was a meeting with the
00:13:19interim Prime Minister, in the situation where we will reach these limitations
00:13:22of consumption that
00:13:25Transelectrica will establish, as you saw what's, exactly what the authorities are
00:13:28preparing, in fact, the legal framework for such a thing, the technical part to
00:13:32be able to limit the consumption of large companies, obviously if it's
00:13:36necessary. These notifications to companies will be
00:13:40transmitted through suppliers or how will it proceed, from what you
00:13:43know, not necessarily, but first, to give you a general
00:13:46overview, the system
00:13:48operator
00:13:51tries to solve these crises in several stages. The first stage is still
00:13:55to maximize and start what production groups of energy
00:13:59exist in the system, either in reserve or not loaded to the
00:14:03maximum. The second stage is by working on the network,
00:14:06respectively,
00:14:09postponing network maintenance, so as to ensure
00:14:13that the network is as intact as
00:14:17possible and as stable as possible. The third
00:14:21one, which is more unpleasant, is to work on the consumption
00:14:25side, and here we have several statuses, I would say: first
00:14:28is the request for voluntary reduction of consumption, which
00:14:31has already happened, the second is
00:14:35the consumption limitation, and here we have a clear regulation regarding
00:14:38consumption limitation in crisis situations, what is done, in
00:14:42parenthesis, it must
00:14:45be issued by government decision, then the central dispatcher gives
00:14:48limitation orders for each consumption tranche
00:14:52to the network operators. The network
00:14:55operators inform consumers and the supplier
00:14:5924 hours in advance, and then
00:15:02operationally the consumption
00:15:06reduction is ordered. And there's still
00:15:09another step, manual disconnections, so
00:15:13in case even consumption
00:15:16limitations are not enough, then we
00:15:19go to the next step of manual disconnections. We had something
00:15:22like that before 1990, if you remember. Those who are a little
00:15:26older, I hope we don't go back there. Mrs.
00:15:29Darăban, from a technical point of view, for a distributor, what challenges can
00:15:33arise when you stop and start the electricity supply
00:15:36for a large consumer?
00:15:40You know why I'm asking you, just yesterday on this show, representatives of large
00:15:43industrial consumers said: "Sir, it's not like pulling
00:15:46a plug out of a socket in the case of a large company, there are certain
00:15:50processes, it's not as simple as we imagine." But
00:15:53I think many people don't know that for these
00:15:57potential, these consumers on this
00:16:00list, there are special
00:16:03procedures, theoretically they
00:16:07should have been done and
00:16:10exercises for emergency situations should have been done,
00:16:13meaning I think there's a custom, meaning it's not
00:16:17something that the system operator intervenes and
00:16:20shuts them down, meaning cuts off their energy. Besides the notification they
00:16:24have, I think all necessary evaluations are done
00:16:28so as not to cause, let's say, costs on the technological
00:16:31flows or on the equipment these
00:16:34companies have. In my
00:16:38experience, in emergency situations, such
00:16:41companies are known, their technical specifics are known,
00:16:45it is known where, how much, how
00:16:48it can be done, meaning I would still like to come back a bit,
00:16:52the problem is August, the problem
00:16:55is generated by drought, the problem
00:16:58can be managed if we
00:17:01understand that we need to shift the peak
00:17:04consumption from a certain interval. Rarely,
00:17:087, 11, otherwise, during the
00:17:11day, we can especially since we have these
00:17:14high temperatures, we can use air conditioners, we can
00:17:18use energy consumers, there is absolutely
00:17:21no problem, the problem is the peak consumption interval,
00:17:25when indeed, the system cannot be balanced
00:17:29from what we have available in production,
00:17:32and then the authorities' appeal is, so that we don't
00:17:35reach disconnections, to all help
00:17:38in the sense that we adjust consumption in this interval.
00:17:42Mr. Urluiescu, you saw what I presented with the figures a little earlier,
00:17:46some suppliers have started sending notifications to consumers
00:17:49informing them that the new contracts will have somewhat higher
00:17:53tariffs. What are
00:17:54the explanations?
00:17:58I don't think the crisis that happened a few days ago is
00:18:01an explanation. It's more, I've noticed
00:18:04an increase in prices on the
00:18:08wholesale market, on the long-term markets, not on the day-ahead
00:18:11market, which is a short-term market, because, well, why
00:18:14should we pretend to forget about the crisis in Iran,
00:18:18which led to an increase in energy prices, not only in Romania,
00:18:22but everywhere in
00:18:25Europe, but for that
00:18:29consumer, I must point out that there is also the
00:18:32possibility of changing providers. I know
00:18:36that, as you also presented, there are still offers on the market at
00:18:391.35, so he can change
00:18:43anytime. There are still, there are still and I even recommend
00:18:46negotiating with the provider, we don't say "well, okay, I don't really like your
00:18:50offer, I'm going somewhere else where I found it cheaper", let's see what the answer is,
00:18:54no, yes, correct, correct, but now, from case to
00:18:57case, because there are certain consumers who prefer certain
00:19:00special services from some providers. For example, I'll give you just one

00:19:29generate these price increases? Are they also related to this crisis situation that we
