00:00:14is for the Putin-Trump agreement
00:00:28Welcome back to the evening news. I'm Alina Stancu, and together we'll see the headlines
00:00:32of this edition. Scandalous discovery at the National
00:00:36Meteorological Agency, with money from the institution's cards, bras, pajamas, luxury clothes, and
00:00:40perfumes worth hundreds of thousands of lei were bought. The Minister of Environment found this out after sending
00:00:44the control body there. control.
00:00:47The acts investigated in the August 10 file
00:00:50expired starting today, and no one can be held criminally responsible for
00:00:54the violence in Victory Square. The victims will go to the ECHR to seek
00:00:57justice. Donald Trump is accused of weakness
00:01:02towards Vladimir Putin, once he committed to buying huge quantities
00:01:05of diesel from Russia. The White House leader thus suspends sanctions
00:01:09against the Russian Federation, claims President
00:01:13Zelensky.
00:01:13Perfumes, luxury accessories, cosmetic
00:01:21products, and even intimate lingerie, all worth over
00:01:2540,000 RON. These are the acquisitions discovered
00:01:28by the control body of the Ministry of Environment at the National Meteorological
00:01:32Agency. The director of the institution says she announced the Economic
00:01:36Police. The Minister of Environment, however, demands the resignation of the head of ANM and
00:01:40announces that she has notified the prosecutors in this
00:01:42case. Interim Minister of Environment Diana
00:01:46Buzoianu wrote on Facebook about the purchases made with
00:01:49the Meteorological Agency's cards. She
00:01:51President Nicuș Ordan referred also posted photos of a luxury bra worth over
00:01:541000 RON and other products. Clothes and accessories worth
00:01:5818,000 RON were bought, perfumes, cosmetic products, or floral arrangements,
00:02:02for another almost 30,000 RON, all of which
00:02:05were bought starting last year, with five cards to which five employees
00:02:08of the agency had access. There are official reports upon
00:02:11official reports drafted and signed by people from
00:02:14the institution who talk about the purchase of fringed boots
00:02:18and cosmetics. We will send the control body's report to the
00:02:21High Court of Cassation and Justice. We will send this report
00:02:25also to the Court of Accounts and we will follow absolutely all legal avenues to
00:02:29recover the money. There have been many more thefts committed in this institution
00:02:33in these years, so, from my point of view, Ms. Mateescu should resign
00:02:37immediately. The director of ANM says that the acquisitions are the subject
00:02:40of an internal audit and not only that. Since
00:02:44August, based on the first documents provided to the representatives
00:02:47of the Control Body of the Ministry of Environment, Water, and
00:02:51Forests, we launched an internal audit mission.
00:02:54The preliminary report was the basis for filing
00:02:58a complaint with the General Directorate of Police of the Municipality of
00:03:02Bucharest on August 12, at the
00:03:06capacity. And the railway Economic Crime Investigation Section. I informed
00:03:09the minister, I did not have any discussion on
00:03:11this matter with her, I saw this
00:03:15morning and I took note of the control body's report.
00:03:18Because an investigation is underway, Elena Mateiescu
00:03:21did not want to give details about the internal audit report,
00:03:25nor who used the institution's accounts for
00:03:28personal purchases. The August 10 file
00:03:32expired three days before the appeal was heard, announce
00:03:35representatives of the Click community, an NGO that fought for
00:03:38this case. The victims of the gendarmerie's forceful intervention at the diaspora protest
00:03:42eight years ago, will address the ECHR after the finalization of the process
00:03:46in the country. Regardless of the final decisions of the court, no person
00:03:49investigated will serve any criminal
00:03:53penalty. The general statute of limitations for
00:03:56abuse of office is eight years, that is, exactly the period
00:04:00elapsed from 2018 until now. Therefore,
00:04:03the acts of abuse of office for which the former heads of the gendarmerie
00:04:06are accused are considered time-barred. The appeal is
00:04:10scheduled to begin at the Military Court of Appeal only in three days.
00:04:13This does not mean that the military judges will stop
00:04:17judging this case; they could
00:04:20continue the process, but when they pronounce
00:04:24the sentence, they will find that the acts have expired. However, even if
00:04:27the acts have expired on the criminal side, there is
00:04:31the possibility, at least theoretically, for the court to oblige
00:04:34the former heads of the gendarmerie to pay compensation to
00:04:38the victims. The victims in the August 10 file will sue
00:04:42Romania at the ECHR in case of an unfavorable verdict, announces
00:04:45Click. From today, all that remains for the victims is to go to the ECHR,
00:04:49and we, the Click community, support them to finish the process here
00:04:53in the country so that later, with an unfavorable decision, they can find justice
00:04:56at the European Court. Monday, a
00:05:12CCR decision from 2016 saved
00:05:15him, according to which the violation of secondary
00:05:18legislation is no longer
00:05:20criminalized.
00:05:24On August 10, 2018, over 10,000 people protested in
00:05:28Victory Square in the Capital against the amendment of justice
00:05:32laws during the period when Liviu Dragnea was the president of the PSD
00:05:35and of the Chamber of Deputies. In the evening,
00:05:38the protest degenerated after groups of agitators started to fight with
00:05:42the forces of order.
00:05:45A gendarme woman assaulted in the stampede lost her
00:05:48weapon.
00:05:53After 11 PM, the gendarmes received orders to intervene forcefully.
00:05:56At their head was Colonel Cătălin Paraschiv, who was called the
00:06:00ghost in white. The forces of order used tear
00:06:03gas, irritating smoke, and water cannons, not only
00:06:06against hooligans, but also against peaceful
00:06:09demonstrators.
00:06:15Hundreds of people needed medical care, including in the hospital. Among
00:06:19those assaulted were also Romanian and foreign
00:06:21journalists. The Danube records new historic
00:06:25lows, but in the maritime area of the river, the water rises
00:06:29daily by a few centimeters. Why? I'll tell you
00:06:32immediately. Train travel from Bucharest to
00:06:36neighboring localities in Ilfov County could improve in the coming years. The government
00:06:39approved the modernization project of the Bucharest railway complex, an investment
00:06:43of 18 billion RON. The plans foresee, among other things, the modernization
00:06:47of almost 400 km of track and the rebuilding of over 20
00:06:51stops and stations.
00:06:54Due to the poor state of the railway infrastructure, speed restrictions
00:06:57have been imposed on some lines within the Bucharest railway complex, and
00:07:01trains are forced to run slower than they should.
00:07:04Travelers expect to travel in better conditions by rail, especially
00:07:08since train tickets have become more expensive in recent years. The lines in
00:07:12the area of the North Station, the largest railway hub in the country, are old,
00:07:15and some have deteriorated so much that they have become
00:07:35the modernization project of the Bucharest Railway Complex, a
00:07:39total investment of 18 billion lei.
00:07:42The works include almost 400 km of railway line
00:07:46and 22 stops and stations. The investments will be
00:07:50carried out in stages in the next five years. It comes with a
00:07:53major investment here, around the capital,
00:07:57on all lines, the packages of lines that enter Bucharest and that
00:08:01converge towards the surrounding localities, will modernize, will
00:08:04electrify, will introduce modern signaling on
00:08:08the ring around Bucharest, on these packages of lines that
00:08:11enter into... the North Country and which today are congested, practically
00:08:15reached the limit of
00:08:18employees are also waiting for better working conditions. Especially
00:08:22the railway ring can contribute to streamlining
00:08:26freight transport, including on
00:08:28the routes between Constanța and Giurgiu. Yes, it is a large-scale
00:08:32project, and modernizing the railway
00:08:35means investment in infrastructure, mobility, and economic development, just
00:08:38as Romania did with its motorways.
00:08:42which is announced to be the continuous provision of funding, according to
00:08:45railway specialists. Unusual phenomenon in Romania, while
00:08:49the Danube records new historic lows, unprecedented, in
00:08:52the maritime zone of the river, the water rises daily by a few centimeters.
00:08:56The explanation would be that the Black Sea, which is now above the Danube's level,
00:09:00pushes the water upstream.
00:09:03The Danube records record after record regarding
00:09:07the low flow. At the country's entry, it has
00:09:101200 m3/sec,
00:09:12much below the normal average for this period. There are areas in
00:09:16Constanța county, such as Rasova, where you can see
00:09:19the sand. In Rasova, the Danube's level is so low that the water
00:09:23can barely be seen in the distance, and on the shore a real beach has formed, with a
00:09:26width of tens of meters. Specialists monitor the Danube's
00:09:30level, especially near Cernavodă, where the water level
00:09:33is now minus 259 cm, but forecasts
00:09:37show that in the next five days the level will reach
00:10:10some areas on the Danube", the situation is completely opposite. In
00:10:14recent days, on the maritime Danube in the ports of Brăila, Galați, Isaccea and Tulcea,
00:10:18a bizarre phenomenon has been recorded, namely the fact that the Danube's level here has
00:10:22risen by a few centimeters, while it has fallen
00:10:25in the rest of the country. Specialists say that the Black Sea is responsible
00:10:29for this rare situation. Although the Danube is
00:10:33continuously decreasing, reaching historical minimum levels in the Cernavodă
00:10:36area from 260. In the
00:10:39maritime area between Sulina and Brăila, a
00:10:43daily increase of 2-5 cm has been observed, even in some places.
00:10:45The only explanation is that the level has dropped so much
00:10:49that the maritime Danube reaches the
00:10:52sea level. And a low tide
00:10:55influence or wind in the Black Sea makes
00:10:59the water in that area remain
00:11:02stationary. In mid-October, the Danube's level at Galați should
00:11:06have been at least 300 cm, but now it is only
00:11:105 cm.
00:11:12Over 25,000 pilgrims are queuing to worship at the relics
00:11:16of Saint Parascheva, placed in the canopy in front of the Metropolitan
00:11:20Cathedral in Iași, and the wait is long, at
00:11:23least 12 hours. It will take until the faithful who are now queuing
00:11:27reach the reliquary. Year after year, the feast of Saint
00:11:31Parascheva highlights the power of faith, strengthens
00:11:35the pilgrims who stand for over 12 hours in line,
00:11:38standing, in the sun, in the rain or in
00:12:06came from Vaslui, he is queuing with his daughter, who came from further
00:12:10away, from Bucharest, for greater or lesser needs,
00:12:34next to the reliquary in the ornate canopy are enough for all
00:12:37exhaustion to disappear, the pilgrims tell us, and for their
00:13:19Saint Parascheva, pilgrims, inside
00:13:22the faithful who are queuing to worship with so much
00:13:26patience, with so much good manners and faith,
00:13:29for only a few moments, to worship Saint Parascheva.
00:13:33Thousands of pilgrims are also expected on Sunday evening at the procession of the
00:13:37Saints' Way, when the relics of Saint Parascheva and those of
00:13:40Saint Paisy of Sihăstria will be carried
00:13:44through the streets of Iași.
00:13:46The designated prime minister will submit next Thursday to parliament the governing program and the list
00:13:50of proposed ministers on the very last day of the legal deadline, but
00:13:54the political calculations, which are not clear at all, the parties of the former
00:13:58coalition seem to want to vote for President Nicușordan's fourth attempt,
00:14:01but with certain conditions. The PNL does not want to be in the government
00:14:05as the PSD asks, and the social democrats do not want to take the step alone with Luca
00:14:08Niculescu as prime minister.
00:14:11So far, halfway through the deadline he had at his disposal to prepare a government
00:14:15with a program and a team, Luca Niculescu seems to have an advantage over
00:14:19Siegfried Mureșan, he also met with the PSD leader, not only PNL and
00:14:22UDMR, but without any other progress. All options are on
00:14:25the table, technocratic government, hybrid
00:14:29government, political, technocratic, political
00:14:32government, obviously I want a
00:14:34majority,
00:14:37as solid as possible, I saw the willingness to
00:14:40vote for a government, not all agree with the type of government,
00:14:43but there is the willingness to have a government, that is, there are some
00:14:47parties that also want early elections, but
00:14:49the parties are aware that we must quickly get out of
00:14:53this deadlock. After... The head of state again ignored his proposal for
00:14:57prime minister. The PSD asked the PNL and UDMR to join the government so that
00:15:00they would have a stable majority. The liberals said they would give a vote of
00:15:04confidence from the opposition and that's it. Ilie Bolojan reminds that the PSD overthrew
00:15:08the government invoking magical solutions and now asks them to show how they can implement
00:15:12their own solutions. We quote: "Without blowing up
00:15:15Romania's budget." A few hours later, Sorin Grindeanu wrote on his
00:15:19social media page that the PNL's participation in the government is not
00:15:22a favor done to the PSD, but the correct decision for Romania, and
00:15:26the change of direction does not mean the promise that all problems will be
00:15:30solved overnight. Spectators at this exchange of messages and after
00:15:33the discussion with Luca Niculescu, the UDMR leader is waiting for the final
00:15:37decisions of the PSD and PNL and then will announce what it will do.
00:15:40The UDMR has advocated from the beginning for the reformation of the
00:15:43coalition. The social democrats and liberals are expected to have
00:15:46a meeting at the beginning of next week to decide if
00:15:50they will change the mandate. Otherwise, Luca Niculescu's chances of gathering
00:15:54the 233 votes are increasingly reduced. A new
00:15:58failure, however, could be paid for by the head of state, who would have had more
00:16:02discussions with Luca Niculescu before he was
00:16:04designated. Democracy is
00:16:07important to reaffirm, because many of us
00:16:11believed that once obtained, we would have it
00:16:14forever, and we see that
00:16:18today it is being questioned, moreover, if
00:16:21we ask Romanians in opinion polls,
00:16:24we see that
00:16:26it is not so
00:16:30obvious that all
00:16:33citizens see the future based
00:16:36on a democratic society, and unfortunately
00:16:39we see a rise
00:16:42in populism in Romania, a
00:16:46reality difficult for political parties to manage, with an economic
00:16:49context in which populism no longer has a place, now everyone is waiting
00:16:53to see how many more prime ministers the president has on the reserve bench, as long as
00:16:57he refuses early elections.
00:17:00Democratic values must be reaffirmed whenever necessary in a
00:17:03society where some question them, said the president
00:17:07with Șordan at the 100th anniversary of the founding of the National Peasant
00:17:10Party. The venerable political formation promoted
00:17:14before and after the 45 years of communism,
00:17:17a series of political principles that still define Romania's aspirations,
00:17:21also said the Head of State. The event was also attended by former
00:17:24President Emil Constantinescu.
00:17:28to the importance of defending democracy, which he
00:17:32said should not be considered a definitive
00:17:35gain. The President emphasized the responsibility
00:17:38of current generations to defend the values for which the members
00:17:42of the National Peasant Party fought and
00:17:45sacrificed. Promoter of
00:17:48morality,
00:17:50promoter of
00:17:53responsibility, promoter
00:17:56of loyalty towards
00:17:59the Romanian state. Thousands of party members were
00:18:03arrested, persecuted, deported, but
00:18:07they preserved their values. The centennial law of the National
00:18:10Peasant Party came into
00:18:14force. We celebrate 100 years since the founding of the National
00:18:17Peasant Party at a time when Western democracy
00:18:21is in danger, under the attack of far-right
00:18:24movements. The Head of State emphasized that the principles promoted by
00:18:28the PNT continued to influence the aspirations of Romanian
00:18:31society even after the fall of communism, including regarding
00:18:34Romania's Euro-Atlantic integration.
00:18:38An Romanian historian from Oxford opened an exhibition in Rome
00:18:41about eugenics, the ideology that justified racist policies,
00:18:45forced sterilizations and even the Holocaust. Why is the professor's
00:18:48initiative important at this moment, find out in
00:18:52the news. A gift for Putin, this is
00:18:56how Ukrainian authorities describe the agreement between the United States and Russia, through
00:19:00which Moscow will deliver millions of tons of diesel to the American market until
00:19:03April next year. President Zelensky emphasized that Trump showed
00:19:07weakness when he suspended sanctions against the Russian Federation
00:19:11through this commercial transaction. Economic analysts, however,
00:19:14doubt Russia's ability to deliver the quantities of
00:19:18fuel. The United States quickly concluded
00:19:21a trade agreement with the Russian
00:19:23Federation that provides for the delivery of over 30,000 tons of
00:19:27diesel. Immediate transaction followed by another
00:19:305,000 tons in November and 1 million
00:19:33tons immediately after that. Also,
00:19:37according to the contract, Russia will deliver another 3 million
00:19:40tons in a short period of time. The contract was
00:19:44already authorized by the US State Department
00:19:47and is in effect until April 17, 2027.
00:19:50President Putin, to be honest with you, we have massive amounts of oil coming into the country.
00:20:04to fight even more,
00:20:37this is definitely not a partnership, and
00:20:40this, in my opinion, is a
00:20:43weak decision.
00:20:45Russia, Moscow, has assisted
00:20:50the export of diesel to satisfy domestic market
00:20:53demands. Now, the Russian Minister of Energy gives the green light to
00:20:57exports. The Moscow press is convinced that the main
00:21:00goal of the Kremlin administration
00:21:04to put even more pressure on Kyiv and thus make it stop
00:21:07attacking oil processing facilities.
00:21:11The phone conversation between Trump and Putin was confirmed by an
00:21:14adviser to the president. Moscow's position remains
00:21:18unchanged. Russia
00:21:50wants to achieve its military objectives, but that it is ready for
00:21:53negotiations for a long-term peace. Ukrainian
00:21:56cities were again targeted by drone and missile strikes by
00:21:59the Russians. The most serious toll was in Zaporizhzhia, where at least
00:22:0312 people were killed, including three children. Moscow's strikes came
00:22:06just hours after the commercial agreement between Russia and the United States,
00:22:10about which President Zelensky warned that it would encourage Russia to
00:22:14continue the war.
00:22:18Russia powerfully hit a residential area in the Ukrainian city of
00:22:20Zaporizhzhia just a few hours after the trade agreement between
00:22:24Moscow and the United States. Among the victims were
00:22:27three children. The increasingly violent attacks directed at the
00:22:30civilian population in Ukraine triggered a new wave of reactions at
00:22:34the UN. secretly visited the capital Sofia on
00:22:37October 7-8. It is clear that efforts to restore
00:22:40peace in Ukraine
00:22:58deserve our support. And the
00:23:01cessation of hostilities is of paramount interest, not
00:23:04only to the warring parties, but to all of us, to all of Europe,
00:23:07because we continue to pay one and... Budanov's visit
00:23:11took place as two commercial vessels
00:23:15were hit by drones in Bulgaria's economic
00:23:18zone in the Black Sea this week.
00:23:23One sank and the other is adrift.
00:23:26It has not yet been established whether the drones that hit the ships are Russian, writes the Sofia
00:23:30press. Poland is shaken by a third knife
00:23:34attack in an educational institution in just four days.
00:23:38A 20-year-old student from Warsaw injured three women, and one
00:23:41of them was transported to the hospital. The attack comes after two other
00:23:45serious incidents. On Wednesday, a 19-year-old injured nine people in a vocational
00:23:49school, and on Thursday, a 15-year-old killed a caregiver and
00:23:52injured two teachers. The police have so far checked
00:23:55tens of thousands of institutions and arrested almost 80 people following
00:23:59online threats. The authorities have not confirmed the existence
00:24:03of a coordinated provocation on the internet and no connection
00:24:06between the three attacks, but the government promises additional
00:24:10security measures in schools.
00:24:13Over 2,000 children and adolescents in Romania are officially registered with
00:24:16mental health disorders, and the number is increasing
00:24:20year after year, according to data from the National Institute of Statistics.
00:24:23However, not all minors with various
00:24:26problems, from anxiety to depression, appear in statistics, warn
00:24:30doctors. One of the reasons is related to the shame of talking about such
00:24:34ailments. On World Mental Health Day, Mirabela,
00:24:38President Nicușordan's partner, called for
00:24:41understanding and emphasized how important it is for young people and
00:24:44children to have support and access to specialized
00:24:48services. Asking for help is not a sign
00:24:51of weakness, it is an act of courage and care for one's own
00:24:55life. And for children and adolescents,
00:25:39Rome, an exhibition about Eugenics, the ideology that
00:25:42justified racist policies, forced sterilizations, the Holocaust and
00:25:46theories that still destroy societies today. Why now and what
00:25:50the Romanian professor aims to achieve with this initiative, we find out from the report
00:25:53made by our correspondent in Italy, Anca Mihai.
00:25:57Eugenics is a dangerous legacy that does not belong only to
00:26:00the past. Etymologically, the term comes from the Greek language, from
00:26:04the words eu (good) and genos (birth,
00:26:07race), literally meaning good birth or of
00:26:11good lineage. We do not treat it only as a historical subject, but
00:26:15we treat Eugenics as something that still affects us, if we look at
00:26:18population policies, if we think about
00:26:21the segregation that continues in schools, if we
00:26:24look at certain genetic manipulation techniques,
00:26:28if we think about humanization projects.
00:26:32Of course, if we look at the current political discourse, which tends
00:26:36to become more and more racist and more
00:26:39nationalist, precisely because it plays with this
00:26:42insecurity that we have, this difficulty of
00:26:46accepting others. Historical documents, photographs, archive
00:26:49texts and explanatory panels illustrate how eugenic
00:26:52ideas spread worldwide starting in the 1880s
00:26:56. The exhibition demonstrates how Eugenics
00:27:00was not just a delusion of Nazi Germany, but a broader
00:27:03movement in the 20s, 30s, intensely promoted in the United States,
00:27:07Great Britain, Poland or Romania. Practically, it is a
00:27:10pseudo-science that justifies, argues racial
00:27:14superiority and whose precepts have never
00:27:17completely disappeared. Quella di cominciare a diffondere questo
00:27:20tipo di tematiche di e di problematiche che sono ancora
00:27:23attuali nelle scuole, per gli studenti
00:27:26universitari, poi per la società civile
00:27:29tutta. Within the exhibition, Professor Marius Turda draws
00:27:32the attention of Italian students not only to the results of Eugenics, but also to
00:27:36important names in Romanian research, and here we are talking about
00:27:39Gheorghe Marinescu, Constantin Parhon or Sabin
00:27:42Mănuilă. Inaugurated in 2021 at the Wiener
00:27:46Holocaust Library in London, the exhibition subsequently reached several
00:27:50countries, including Romania, Poland, Sweden and the United
00:27:53States. In Italy, the exhibition of the Romanian professor Marius
00:27:57Turdea can be visited until
00:27:59Christmas.
00:28:01Informative notes and collaborations with the Securitate in the theatre world are
00:28:05the elements of the newest book signed by Iulia Popovici, doctor in theatre,
00:28:08critic and researcher in performing arts. The author
00:28:12wondered what exactly made actors betray their colleagues to the
00:28:15Securitate and found out that often the reason was either a passport
00:28:19visa, a place in a tour, or money and other professional
00:28:23advantages. The Artist, the Informer and
00:28:26the Securitate is the first research in Romania about the motivations
00:28:30of Securitate informers in the world of theatre from the 70s and 80s. What
00:28:33made people write informative notes about their colleagues was
00:28:37the question from which Iulia Popovici began her research in the Securitate
00:28:40archives. A broader story about the very wide
00:28:44diversity of motivations and contexts in which
00:28:48various artists, predominantly directors and actors,
00:28:51became agents of the Securitate, some
00:28:54suffering very much, others being
00:28:58directly forced and trying to reject it. And
00:29:01others, finding, how shall I say, a relatively
00:29:05perverse pleasure in the sense of power that the gesture itself gave
00:29:09them. Based on the informative notes, the author reconstructs
00:29:13the relationship between the actors of the National Theatre, the network of
00:29:17informers and the Securitate in the last two decades of the communist
00:29:20regime. The book is worth
00:29:22reading, because it could be
00:29:25titled "Everything you wanted to know about the Securitate
00:29:29and didn't dare to ask".
00:29:32Information that may sometimes be difficult
00:29:35for you, but I think that the way they are
00:29:39viewed and the way they are brought together and
00:29:43the way they actually awaken our reflections on a
00:29:46context, make this book extremely necessary
00:29:50. 89 meant one of the most
00:29:54precious gifts we received,
00:29:57the chance to be truly free
00:30:01. This immense chance that we all
00:30:04had since '89 to be free and to build, we all know that
00:30:08it depends on each of us and that the one in front
00:30:11of us, at least after
00:30:14'89,
00:30:16no longer has power as long as we do not accept a
00:30:20compromise. The launch took place backstage at the Grand Hall of the National
00:30:24Theatre in Bucharest, a place where in the 80s there were
00:30:27microphones near the stage and in the actors'
00:30:30dressing rooms.
