00:00:07Welcome to their story: sometimes, love for animals means
00:00:10a caress, a bowl of water,
00:00:14or a safe home, other times
00:00:17it means responsibility, prevention,
00:00:20and gestures that can change
00:00:22campaign were filled in less than destinies. Such a gesture was also made by representatives of
00:00:25over 70 NGOs for animal protection, as well as by simple
00:00:29animal lovers, who came from all cities of the country to reunite on World
00:00:33Animal Day in Bucharest. Together they were
00:00:36a voice for those who have no voice, cannot say what problems
00:00:40they have, what hurts, who abandons them or who treats them
00:00:44with cruelty. Through their participation in the protest on
00:00:47October 4th, the largest for animal rights,
00:00:51animal lovers called for respect for all
00:00:54animals in Romania, whether they are
00:00:58pets, whether they are wild animals or
00:01:02farm animals. Romania is a country where every day we see cases
00:01:05of abominable cruelty. Although
00:01:08animals cannot speak, there are people who represent them and
00:01:12defend their rights. Participants demanded the implementation of a national
00:01:15sterilization program and concrete support measures
00:01:19against abandonment. In recent years, over 2000
00:01:22dogs have been euthanized. People are
00:01:25dissatisfied that the state spends money on euthanizing
00:01:28dogs instead of having a national
00:01:31sterilization program, as well as legislative changes
00:01:35"I brought two kittens from the street, they are from aligned with European standards. Romania
00:01:38is at the bottom of the European ranking regarding the management
00:01:41of stray dogs, say the organizers
00:01:44of the protest, the federation "Together for Animals" and
00:01:48NGOs. The protest was attended by furry friends
00:01:51who accompanied their owners throughout
00:01:54the event. "Voiceless, but with
00:01:57rights", "Death for money",
00:02:01"Their heart also beats" were some of the
00:02:04messages displayed on banners. We hope they reach the right place and
00:02:08can change animal protection in Romania for
00:02:11all lives that depend on our voice,
00:02:15declared animal
00:02:16lovers.
00:02:21An animal means joy, companionship, and love, but
00:02:24also responsibility, and
00:02:27sometimes a gesture can make a difference when an
00:02:30animal gets lost and needs to find its way back
00:02:34home. Microchipping is one
00:02:37of these simple but
00:02:39important measures. What should we know about it? When is it
00:02:42mandatory and why can it be so important
00:02:46for the safety of our animal? We will find out
00:02:49more from Raluca
00:02:51Băleanu.
00:02:54Did you know that dog microchipping is not just a recommendation, but also a legal
00:02:58obligation? After the dog is microchipped, it is also
00:03:02registered in the register of owned
00:03:03how rare is such dogs: Rex. Registration is done by an authorized
00:03:07veterinarian. In Rex, among other things, the unique microchip
00:03:10code, date of birth, species, breed, sex,
00:03:14color, and distinctive marks of the dog are registered. The register also contains
00:03:17owner data, name and surname, CNP, and address. In
00:03:21addition, information about veterinary actions and important
00:03:24events in the dog's life, such as
00:03:28loss, rediscovery, theft, change of ownership, or
00:03:31death, can also be recorded. What is one of the most important benefits of
00:03:34microchipping? If a dog is found on the street, the veterinarian or an authorized
00:03:38person can scan its microchip. If the data is correctly
00:03:41registered and updated, the owner can be found. This can make
00:03:45the difference between a lost dog and an abandoned one. A dog that ends up on
00:03:49the street is not automatically a stray. By checking the microchip and the data
00:03:53in Rex, it can be determined if the animal has an owner and then, if necessary,
00:03:56they can be identified and contacted. Of course,
00:04:00there are all sorts of myths when it comes to microchipping. "The microchip is
00:04:04a chip that tracks me." No, the microchip does not transmit signals and
00:04:07does not collect data about you. "It listens to my dog." No, it does not have
00:04:11a microphone, battery, or recording function. "Can I see where my
00:04:15dog is in real time?" No, the microchip is not GPS, it does
00:04:18not show you the dog's position on a map and you cannot track it in real time. So what
00:04:22is it for? It is practically the dog's identity card. It is simply
00:04:26a permanent means of identification associated with the dog's and
00:04:30owner's data. Therefore, microchipping means
00:04:33the studio of our show, responsibility, identification, and compliance with the law, because an unmicrochipped
00:04:35dog automatically means a fine of 5000 RON.
00:04:39In other words, microchipping clearly tells us, "This dog has a person,
00:04:43let's take him
00:04:43home."
00:04:47Every spring and autumn, hundreds and
00:04:51thousands of unwanted kittens appear,
00:04:54and for many of them, the story begins and ends
00:04:58on the street. Preventing this suffering
00:05:01begins before the kittens are born. In Ilfov
00:05:05County, a large free cat sterilization campaign
00:05:08aims to do just that: to help people and, at the same
00:05:12time, to reduce the number of abandoned
00:05:15animals.
00:05:19In recent years, nearly 2000 animals,
00:05:23dogs and cats, have been sterilized for free in Ilfov. These
00:05:26campaigns are also possible thanks to the collaboration between
00:05:30the Ilfov County Council and the Swiss
00:05:34Suzi Utzinger Foundation. The Suzi Utzinger Foundation
00:05:37has 25 years of experience
00:05:41in the field. And fortunately,
00:05:45it has been in our country for a long time. Our clinic
00:05:48started its activity in 2015, so we already have
00:05:5211 years of collaboration. Tens of
00:05:55thousands of animals have been sterilized in these years
00:05:58with the support of the Suzi Utzinger Foundation, to whom we are extremely
00:06:02grateful.
00:06:05The foundation not only has
00:06:08a branch in Bucharest, but also has a hospital
00:06:11in Galați. It also has a
00:06:15hospital and a shelter that it supports.
00:06:19A very important part of the foundation is the training it
00:06:22offers to veterinarians, either aspiring ones or those with
00:06:25little experience, for whom it offers
00:06:29training to specialize, especially
00:06:32in
00:06:35sterilization surgery, to be performed in a minimally
00:06:39invasive way, minimizing
00:06:42all risks as much as possible, with as few
00:06:46complications as possible, which in the long run makes a very
00:06:50big difference in animal welfare. If
00:06:53this collaboration between a foreign foundation,
00:06:57a very active
00:06:59team
00:07:01for sterilization, and a state
00:07:04structure had not existed, things would not have been like this. We can
00:07:08meet the needs of the community here in Domnești.
00:07:13This is already the third campaign
00:07:16this year. I believe that this year we will manage to
00:07:20sterilize 1000
00:07:21kittens together.
00:07:25A sterilization campaign means more than a few days of
00:07:29medical interventions. It means prevention,
00:07:33responsibility, and especially collaboration between
00:07:36authorities, veterinarians, organizations, and people in the
00:07:40community. Today we are talking
00:07:42about this campaign, about its results, and about
00:07:46what the local administration can do so that the problem
00:07:49of abandoned animals is addressed before it
00:07:53becomes a tragedy. Our guest is Ana
00:07:57Maria Constantinescu, animal protection advisor within
00:08:00the Ilfov County Council. Ana Maria, welcome.
00:08:04Thank you for the invitation.
00:08:07I wanted to ask you first, why did you choose to conduct
00:08:10this cat sterilization campaign and
00:08:16an opportunity? I know that there are quite high costs when it comes
00:08:20to cat sterilization. We are
00:08:23daily in the field and
00:08:26we encounter very many cases of abandoned
00:08:30kittens, and that's why prevention is very important,
00:08:33and therefore we come with these free
00:08:37sterilization programs to prevent the birth
00:08:41of kittens who, unfortunately, often have no
00:08:44chance, end up and remain on the streets. But what happens
00:08:48when sterilization is not intervened,
00:08:51how much does a cat community
00:08:54grow, very quickly, they
00:08:58multiply a lot and quickly, especially during these
00:09:02periods of the year, spring, autumn, and there
00:09:05are very many kittens born,
00:09:08and we always talk to people and try
00:09:12to explain this to them,
00:09:15to make them understand that through sterilization,
00:09:19the birth of kittens can be stopped,
00:09:22for whom it is difficult, even if it is a cat with an owner,
00:09:26for a large number of kittens, it is very difficult to find
00:09:30responsible families. I guess you
00:09:33saw the co-presenter
00:09:36of today's edition, another
00:09:39abandoned kitten, but who fortunately,
00:09:42here he is, having arrived here in
00:09:45managed to find a family. How many
00:09:48of such kittens are as
00:09:52lucky as the gentleman in my arms? He is
00:09:56indeed a happy case, he will go to a responsible
00:09:59family. Sterilization of animals involves a
00:10:02cost, and this cost prevents
00:10:05people from coming and sterilizing their animal.
00:10:09Can the cost of sterilization be
00:10:13a problem for many cat
00:10:16owners? Yes, and we also encounter it in
00:10:19our campaigns that we carry out in the field in Ilfov
00:10:23County. Indeed, the cost of a sterilization operation
00:10:27can be an obstacle for many people, which is why we
00:10:30don't just tell people to be
00:10:33responsible and sterilize their animal, but we also come
00:10:36with these concrete programs, with these free sterilization campaigns, to help
00:10:40both the person and the animal they have. All
00:10:44300 places in this
00:10:47a week. We have this program in collaboration with
00:10:51the Suzi Utzinger Foundation from Switzerland and we thank them on this occasion
00:10:55for the collaboration and the chance to sterilize so many
00:10:58kittens, but we don't stop here, we will continue with these
00:11:01free programs in other localities in Ilfov County. How did
00:11:05your collaboration with the Swiss
00:11:07NGO start, which managed somehow to get
00:11:11involved in this community problem here with us?
00:11:15Yes, they have been active for many years in Romania and
00:11:19help animals from our country.
00:11:22And I managed to somehow connect this
00:11:26partnership also through the work that we do every day
00:11:29here in Ilfov County, through sterilization campaigns, through information
00:11:33campaigns, raising awareness among the residents of Ilfov County, and
00:11:37they offered to help both the residents and
00:11:40the animals in Ilfov. Our colleague Roxana
00:11:43Iordache was with
00:11:47your colleagues to
00:11:49see what was the reaction
00:11:52of the people regarding this campaign.
00:12:00our gate, I heard about this campaign and I kept
00:12:04looking to find a way to sterilize them because it's very good and
00:12:07we encourage everyone to do this. We think that if
00:12:11they have too many kittens, it's not good for them, not good for us, not good for
00:12:15the kittens, because they might be beaten and
00:12:18tormented on the street and so on. I have a cat that I
00:12:22keep in the yard because I don't have the possibility to take
00:12:25her inside, and she had kittens that I
00:12:29had to donate and I wouldn't want to repeat the experience because I don't
00:12:32know what to do with them next. Practically,
00:12:36it's difficult to have kittens and for them to
00:12:39multiply in a way that you can't help all of them
00:12:43to survive and have a
00:12:46good enough quality of life so that you consider you can
00:12:49keep them, be their caregiver, not
00:12:53an owner, because it's not." "Today I brought three
00:12:56kittens for sterilization, they are stray cats near
00:13:00our house, they are not mine, the mother did
00:13:03not want to come, I couldn't catch
00:13:04her.
00:13:07I think it's good to get involved and I'm glad that such campaigns exist here in our
00:13:11commune in Ilfov County, Mogoșoaia commune. We are waiting for
00:13:14the next campaigns to stop this uncontrolled multiplication
00:13:18of animals, to help them, to help us, everyone is
00:13:22happy. I think that for at least a month, regularly
00:13:35cats are thrown on the street, and dogs also from
00:13:38time to time, but cats, as
00:13:41a rule, are often thrown on the street,
00:13:45sterilization is the best solution for
00:13:48these cases. I will also sterilize the dog, these
00:13:51sterilization campaigns are welcome.
00:13:55Maybe people will become even more responsible
00:13:57and won't end up on
00:14:01the street because not all of them are happy on the street who
00:14:03end up there and not all of them are lucky enough to be found and
00:14:07taken in by someone to love them. I think love is what
00:14:10they miss the most on
00:14:11the street.
00:14:15Where does the owner's responsibility begin and
00:14:19where does the authorities' responsibility begin when it comes
00:14:22to sterilization and stray animals? The owner's
00:14:26responsibility begins the moment they
00:14:28adopt an animal, and at that
00:14:32point they must sterilize their animal, not wait for
00:14:35kittens to appear and then wonder what to do, what
00:14:39to do with the kittens, where to put them up for adoption. I wanted to ask
00:14:43you if you have animals at home. I have a dog
00:14:46that I adopted three years ago and
00:14:50she is a full member of the family. What's her name? Haley,
00:14:53she's a girl. How beautiful. Thank you very much,
00:14:57we wish you much success in your
00:15:00future activities and actions and we welcome you back to
00:15:03the studio of "Their Story Through Their Eyes". Thank you very much
00:15:07too.
00:15:08noi.
00:30:39Welcome back to "Exclusively in Romania"! In 2027,
00:30:43Harghita will be a European gastronomic region. What does that mean?
00:30:46It mainly means more tourists for perhaps one of the most beautiful counties
00:30:50in Romania. Of course, interested in food, but not only. There are
00:30:54many things to see, to learn, to discover in Harghita. Like,
00:30:57for example, a superb church.
