00:00:00drones, launched, unleashed by the
00:00:03Russian Federation against us. We know that authorities are working at a rapid pace
00:00:07to implement measures to
00:00:11limit this threat. We can never completely
00:00:14exclude the drone threat.
00:00:17We see the unspeakable gestures of some politicians
00:00:20who post on social
00:00:24Israel commemorated on Wednesday three years since networks, groups, groups of the national army participating in
00:00:28security operations for the
00:00:30airspace, even a former supreme commander of
00:00:33the military forces of the Republic of Moldova has taken a series of
00:00:37measures that endanger the lives of soldiers and officers of the national
00:00:41army participating in such actions. There are
00:00:44many projects underway, unfortunately we
00:00:48cannot hope that
00:00:49this,
00:00:52for example, this state defense strategy for the airspace of the Republic of Moldova will be able to be
00:00:56implemented overnight, it requires
00:01:00preparation, it requires financial resources and first of all, let's not forget that
00:01:03not only the Republic of Moldova is subject to such a threat,
00:01:07which of course leads to competition in
00:01:11the defense industry market when we want to
00:01:14acquire defense systems, a fact also recognized by
00:01:18high officials from Chisinau. To
00:01:20what extent could EU membership also strengthen
00:01:24the security of the Republic of Moldova? Certainly, accession to the European
00:01:27Union will ensure
00:01:30better, better defense for the Republic of Moldova, given that the
00:01:34European Union is also rapidly evolving in this regard. First
00:01:38of all, access to financial resources will
00:01:41provide us with the opportunity to finance extensive programs
00:01:44for strengthening security and here we are not talking about preparing
00:01:48the Republic of Moldova to enter into war against someone, we are simply
00:01:51talking about the fact that at this moment we are trying to catch up rapidly
00:01:55with what has not been done for decades, as a result of a deliberate
00:01:58Russian policy to weaken the security architecture of the
00:02:02Republic of Moldova. The European Commission proposes
00:02:06changes that could facilitate the future enlargement
00:02:09of the entire European Union, at a time when the Republic
00:02:13of Moldova itself is taking rapid steps towards accession
00:02:16to the European space. Brussels
00:02:19believes that the European Union can admit new
00:02:22members, without modifying the European
00:02:26treaties, but at the same time that can
00:02:28avoid certain blockages that may come
00:02:32from member states. What do
00:02:35all these proposals mean and how could they affect
00:02:38the European path of the Republic of Moldova, we will see in the following minutes.
00:02:42urmează.
00:02:48some signals from Brussels in this On Tuesday, the European Commission adopted a package of proposals for preparing the Union for enlargement, and the Republic of
00:02:52Moldova is among the candidate states targeted by these
00:02:55changes. On Thursday, the European Commissioner for Enlargement, Marta Cosa, presented
00:02:58the initiatives at the seat of the European legislature in Brussels. She stressed
00:03:02that the Union can function with more members if it adapts its institutions and
00:03:06policies and uses qualified majority voting more frequently in
00:03:09areas where the treaties allow it, thus reducing the risk of a
00:03:13single state blocking certain decisions. Marta Cosa announced that Moldova,
00:03:17Ukraine, Montenegro and Albania will benefit from special roadmaps with
00:03:21indicative steps, objectives and deadlines for the continuation of the accession process.
00:03:24aderare.
00:03:31for European Commission, also for the member state to better follow
00:03:34up how they are doing on their
00:03:38way. Very important, this path will
00:03:41continue to be based on the individual achievements on candidates
00:03:44and of course no
00:03:47shortcuts.
00:03:49Um, I look forward to discussing this together with you once we will
00:03:52present the
00:03:54enlargement.
00:03:57Another important direction of the European proposals is the gradual integration of
00:04:00candidate states into certain
00:04:03information and advice policies, programs and sectors of the Union before actual accession. For the
00:04:05Republic of Moldova, this rapprochement has already begun with participation
00:04:09in the European Payment System in Eurosepa and by eliminating additional
00:04:13roaming charges in the European Union, mechanisms that facilitate
00:04:16economic ties and contacts with member states. Earlier this
00:04:20week, the European Commission unlocked another 157 million
00:04:24euros for the Republic of Moldova after it found that 18 reforms
00:04:28undertaken within the growth plan had been fulfilled. The funds are intended to support investments
00:04:32in infrastructure and public services. The Prime Minister of the Republic of Moldova emphasized in
00:04:36Brussels that economic rapprochement with the European Union is already producing concrete
00:04:39results. These funds help us to finance investments in transport, in
00:04:43energy, in sanitation, in water, health, education and other
00:04:46sectors. Economic integration is already producing concrete
00:04:50results. I am proud that our exports to the European
00:04:53Union are already two-thirds, 3 billion euros. And you
00:04:57all know, it's a complicated context, both regional and
00:05:00global, and despite this fact our exports have grown by
00:05:04over 10%. The European Commission also proposes stronger
00:05:07guarantees for situations where a member state seriously violates the rule of law,
00:05:11democracy or European values, including the possibility of reducing
00:05:14European funds and limiting certain rights. These mechanisms are
00:05:18to be included in future accession treaties, so that the Union can
00:05:22intervene more quickly in cases of serious violations. For the Republic of Moldova,
00:05:26the immediate goal is to elaborate the roadmap and continue the reforms
00:05:29necessary for accession, given that the authorities in Chisinau have set out to
00:05:33finalize the technical work for negotiations by the beginning of
00:05:372028 and to prepare the state for accession by
00:05:402030. The Commission's proposals do not currently modify the rules of
00:05:44accession, which are to be discussed by the member states and the European
00:05:47Parliament.
00:05:52Mihai, from where could more enthusiasm for these
00:05:55proposals come? Are the rules changing
00:05:59from the perspective of the states that are to accede, or will the enthusiasm
00:06:02come from the existing member states? Certainly, the member
00:06:06states of the European Union are concerned about what
00:06:10happened in states that joined the European Union perhaps
00:06:14prematurely, and here we refer, for example, to Hungary, and
00:06:17we know very clearly that Brussels has clearly stated that they no longer want
00:06:21a repeat of an Orban case in the new
00:06:24states that will accede. There are also, of course, the Western Balkan
00:06:28states that hope to obtain a
00:06:31repositioning in the accession scheme. We know that Montenegro
00:06:34has made great efforts. The Republic of
00:06:37Moldova also has certain concerns
00:06:41regarding the relationship between Budapest and Kyiv, with the Republic
00:06:45of Moldova periodically becoming a victim of these
00:06:48exchanges of words and the Hungarian
00:06:51veto against the support given to
00:06:55Ukraine. Even if Hungary, per se, has not
00:06:59opposed the accession of the Republic of Moldova and even the institutions of the
00:07:02Hungarian state have fully participated in supporting the Republic
00:07:05of Moldova for accession to the European Union. Nevertheless, this
00:07:09decoupling is one of the ideas
00:07:13that we hear more and more clearly in the political
00:07:17corridors of Chisinau, as well as in expert circles, the new rules
00:07:20come to offer
00:07:23chances, the chance of restarting discussions with certain
00:07:27states in the Western Balkans, but also the chance for the Republic of Moldova to
00:07:30clearly demonstrate that it deserves,
00:07:34it deserves to be recognized,
00:07:37for progress to be recognized, but it also obliges
00:07:41us because the Republic of Moldova will have to continue reforms, it will
00:07:44still have to ensure that it fulfills,
00:07:48not just on paper,
00:07:52the agreements with the community bloc, but we see that we also have
00:07:55some shortcomings, especially regarding the fight against corruption, despite
00:08:00regard. With us via Zoom is Mr. Răzvan
00:08:04Cotovelea, professor, former coordinator of non-reimbursable
00:08:07assistance for Romania, Professor, welcome back to Impact
00:08:11Global, thank you for accepting to be with
00:08:14us tonight. Good evening, nice to meet you, thank you for
00:08:17the invitation. Professor, this proposal of the European
00:08:21Commission to adjust
00:08:24or simplify, how can we view it at this
00:08:27moment, the potential enlargements
00:08:30of the European Union, do you think it will be
00:08:34received by the member states and if it is still a
00:08:37simplification of the procedure, or are we
00:08:41referring to the realities of the day, of the days we
00:08:44live in, I think it is an
00:08:46adaptation, I think it is an adaptation of the way
00:08:50the European Commission functions
00:08:52and
00:08:56political
00:08:58valences
00:09:00and not only European, and to the realities in
00:09:04certain member states or geographical
00:09:07areas,
00:09:09Eastern Europe, where we find the Republic
00:09:13of Moldova and Ukraine, has a special
00:09:16particularity. We have a
00:09:19war between Russia and Ukraine. We have an
00:09:22area that is considered by specialists
00:09:26the front line in Russia's hybrid war with the whole
00:09:30world. But Ukraine and the Republic of Moldova
00:09:33are there on the front line. And we need
00:09:37a different dynamic from the European
00:09:41Commission and a different way in which the European
00:09:44Commission relates to candidate
00:09:48states. I think what the European Commission is doing
00:09:51is a good omen and I think it is the optimal
00:09:54solution, a clear response to
00:09:58the political realities at the
00:10:01level of the European Union, of Europe in
00:10:04general, and not least of all at the
00:10:07global level. I think this
00:10:11idea will pass, it depends very much on what
00:10:14negotiations are to happen now in the
00:10:18last semester of
00:10:20this year, between the European Commission and certain European
00:10:23leaders. However, from what I discuss with
00:10:27my colleagues, my former colleagues from the Ministry of Foreign Affairs,
00:10:31there are majorities that tend to
00:10:35accept the European Commission's proposal, which for Moldova is a very
00:10:39good omen.
00:10:41Mihai also spoke, and you also said, each party that wants to
00:10:45accede, each so-called political package that wants to accede at this
00:10:49moment to the European Union, we are talking about Moldova, Ukraine,
00:10:52we have Armenia, well, less so from Georgia at
00:10:56this moment, we have the Western Balkans, who are,
00:10:59let's say, the beneficiaries in inverted commas of these,
00:11:03could be the beneficiaries of
00:11:06these new measures that the European
00:11:08Union is proposing?
00:11:11We have discussed many times, I think it needs to be
00:11:14discussed differently,
00:11:18it's about winning
00:11:20or not the offer that is
00:11:24put on the table. Romania
00:11:27had something to gain, in the European context in which we were discussing
00:11:31with the Commission and with the member states, we had something to
00:11:34gain, we had very difficult
00:11:37reforms, we had that moment and we took advantage of
00:11:40it. This must also happen with the Republic of
00:11:43Moldova, it has on the table some political
00:11:46realities, some situations from which it must emerge
00:11:50victorious. And then the whole strategy is to take
00:11:53the good part of what we have as
00:11:57an opening from the European Commission and the member states, I think
00:12:01we need to adjust our efforts
00:12:03for integration according to our priorities and
00:12:07plan, because the priorities are good, the plan is
00:12:10good, the target is feasible, 2028,
00:12:14it helps a lot that the official language both across the Prut
00:12:18and on this side of the Prut is Romanian, it helps a lot
00:12:21that we have the entire acquis communautaire, all European
00:12:25legislation translated into Romanian in the Official Monitor
00:12:29of Bucharest, it helps a lot
00:12:32that we have people on this side of the Prut who have helped and are helping
00:12:35the Republic of Moldova. So, let's maintain
00:12:38exactly this pace, let's do
00:12:41the reforms that need to be done.
00:12:45We are opening two more negotiation clusters, we are moving
00:12:48forward, we are achieving results and we are
00:12:52emerging as natural
00:12:55winners from this bloc of
00:12:58Ukraine, I have said it before and I am
00:13:01a partisan of winning, but through
00:13:04individual effort, I don't have to
00:13:07hinder another state from going further or
00:13:11support another state, I will go and run by
00:13:14myself and I will win, because I have all the arguments on my side, at some
00:13:18point this decoupling from Ukraine will certainly
00:13:21be realized. 2028 is a feasible
00:13:25term, difficult, very difficult, but feasible. Professor,
00:13:28since you already mentioned those two clusters, on October
00:13:327, the authorities in Chisinau received the invitation for
00:13:35clusters 2 and 3, two provides for the internal market,
00:13:39three, competitiveness and inclusive growth, I would like you to
00:13:42explain to us,
00:13:45within the time we have, what these
00:13:48clusters entail and what we should align ourselves with at this
00:13:51moment. Let's not forget
00:13:55an extraordinarily important element and I know that
00:13:58you discuss it in detail in your
00:14:02show, the roadmap will be published,
00:14:06it's extraordinary what will happen, because we will know
00:14:09exactly when, how, in what way and how
00:14:13we need to prepare in real terms. It is an
00:14:16extraordinarily good, extraordinarily strong
00:14:20response from the European Commission and the member
00:14:23states. We have been waiting for this roadmap for two
00:14:27years and here it is happening,
00:14:30many elements of this roadmap
00:14:34are already made public by the European
00:14:37Commission and therefore we have a lot of
00:14:40predictability and we no longer have
00:14:44any question marks as to whether
00:14:47the Republic of Moldova will be admitted and when, it is the roadmap,
00:14:51in fact we have exactly the steps we need
00:14:55to take, to achieve in everything that
00:14:58means reforms and legislative harmonization, institutional
00:15:02construction, negotiations and other chapters will follow, not
00:15:06only the chapter of which I spoke, cluster 2 and
00:15:093. Cluster 2 and 3, if you wish, has an
00:15:12economic importance beyond the political importance, in
00:15:16fact with these clusters Moldova begins real
00:15:19economic integration, with these clusters once
00:15:23completed,
00:15:25taken and closed, because they will be closed, only
00:15:28the justice cluster and internal affairs
00:15:32and fundamental rights, will technically be the last to be
00:15:35closed, this also happened with Romania and with all the other
00:15:39states, but clusters two and three are economic
00:15:42clusters. We will have a much
00:15:45greater appetite and desire from
00:15:48private investors from Romania, from the European
00:15:52Union, to invest in the Republic of Moldova. Any
00:15:55investor asks themselves: will this state
00:15:58join the European Union? Yes, the Republic of Moldova will be
00:16:02a member of the European Union. Does this state apply European
00:16:05legislation? Yes. legislative harmonization,
00:16:09so I am much more protected
00:16:12by a political and economic system than I would be,
00:16:15for example, in another country in the Far East,
00:16:19certainly yes, so this aspect is very important,
00:16:22much more direct investments, that
00:16:26means much more good salaries for the workforce
00:16:30in Moldova, that means that the workforce
00:16:33in the Republic of Moldova stabilizes and it is no longer necessary to
00:16:37take the foreign route for a
00:16:40few more dollars on the salary, the second important
00:16:43issue is that it is much more attractive from the point of
00:16:46view, let's say, of the environment, from the point of
00:16:50view of the business environment, it helps a lot the exports
00:16:54of the Republic of Moldova, because I will no longer have any
00:16:58economic barriers, because I will have the same system,
00:17:01it is true, legislative and
00:17:04protection regarding customs duties. Well, now
00:17:08we have a special regime, but
00:17:10Moldovan exporters will have a lot, a lot to
00:17:14gain. Last but not least, you will
00:17:18see that this economic dimension will
00:17:21support and accelerate the speed,
00:17:24the progress of the entire accession process, because
00:17:28certainly, once I have finished negotiating cluster
00:17:321 and I still monitor what needs to be
00:17:35monitored, once I tackle the internal market,
00:17:39competitiveness, competition with clusters 2 and
00:17:423, I have solved two of the four major
00:17:45problems, I still have agriculture and regional development with
00:17:49funds and whatever is there and largely the difficult
00:17:52part is over, clusters two and three are difficult clusters, the internal
00:17:56market, competition involves many
00:17:58commitments and responsibilities from the candidate
00:18:02state, but how can I
00:18:05say, once finalized. "I have an extra guarantee
00:18:09that I have overcome a very big, very strong hurdle,
00:18:12so it is again a very, very
00:18:16good response from the European Commission and certainly all those
00:18:20who worked on this effort
00:18:23to open clusters two and three should
00:18:26be congratulated. Professor, thank you very much for the explanations
00:18:29and we look forward to having you back on TVR Moldova and on Impact Global. Mihai,
00:18:33very briefly, 2027 will be electoral fever
00:18:37in the Republic of Moldova, do you think this electoral fever could
00:18:41dampen this process a bit, the optimism that the professor was speaking
00:18:45about? Certainly, three difficult years are coming, 2027 for
00:18:49local elections, 2028 for presidential elections, President Maia Sandu will no longer be able to
00:18:53run, the lack of a presidential
00:18:56candidate at this moment on the pro-European
00:18:59line is already being felt, 2029
00:19:02parliamentary elections, it is very likely that reforms will
00:19:06be electorally discounted by pro-European parties, but this
00:19:10should not stop the reform
00:19:12process. What other events took place on the world map this
00:19:16week, we see in the short
00:19:17news.
00:19:22Student protests that erupted in France spread this
00:19:25week to Belgium, Italy, Greece, Spain and Portugal amid
00:19:29dissatisfaction with education funding and public spending
00:19:32cuts. In Belgium, student demonstrations coincided with a national
00:19:36strike against austerity measures, and in Brussels approximately
00:19:393,000 people participated in a march organized by trade unions. In
00:19:43Italy, students occupied several high schools, including in Rome and Turin,
00:19:46and in Greece, protest actions in schools were announced. In Spain, tens of thousands
00:19:50of people demonstrated against the housing crisis. Governments facing
00:19:54protests announced that they would present plans to address public
00:19:57grievances. The Washington administration imposed
00:20:01sanctions on the International Criminal Court, accusing it of unjustifiably
00:20:04targeting American and Israeli citizens, even though neither
00:20:08the United States nor Israel recognize the court's jurisdiction. US Secretary of State
00:20:12Marco Rubio stated that the measures aim to limit the court's
00:20:15activity, including by blocking its transactions and resources.
00:20:19The court condemned the decision, calling it an attempt to obstruct justice,
00:20:22and several European states and the Brussels government
00:20:26expressed their disagreement and pledged support for the institution's continued
00:20:29activity. The sanctions target including American companies and
00:20:33individuals collaborating with the court, who were given
00:20:36six months to conclude their relations with
00:20:38it. At least 12 people died and another
00:20:42309 were injured in an attack on the international
00:20:45airport in the Saudi Arabian capital Riyadh, launched on Saturday by
00:20:49Houthi rebels from Yemen, supported by Iran. It was the third attack on
00:20:53the airport in a single week, and the strikes led to its temporary
00:20:56closure. US President Donald Trump stated that
00:20:59Washington is considering the possibility of joining Saudi Arabian
00:21:03strikes against Houthi positions in Yemen. UN Secretary General,
00:21:07Antonio Guterres, condemned the attack, emphasizing the danger to which
00:21:11civilians are exposed.
00:21:14the Hamas attack of October 7, 2023, which resulted in
00:21:18approximately 1200 deaths and 251 people taken
00:21:22hostage. At the site of the Nova Music Festival and in the communities
00:21:25attacked by Hamas combatants, victims' families observed moments
00:21:29of remembrance, and in Tel Aviv, approximately 5,000 people attended
00:21:32a commemoration ceremony. In parallel, in Jerusalem,
00:21:35protests were held against Prime Minister Benjamin Netanyahu, with participants
00:21:39demanding an independent inquiry to establish how the attack was possible. In
00:21:43the Gaza Strip, Palestinians marked the anniversary among the ruins left by
00:21:47three years of war, which resulted in over 7,000 deaths, according to
00:21:50local health authorities, although a US-brokered ceasefire
00:21:54halted major military operations, Israeli attacks on
00:21:57Hamas positions continue, and the humanitarian situation and the political
00:22:01future of the enclave remain
00:22:02unresolved.
00:22:07Mihai, how has the Middle East, and perhaps the entire
00:22:11world, changed in these three years since that Hamas attack on
00:22:15Israel? This attack had a much
00:22:18greater impact than was believed at that moment, we see
00:22:22reverberations in other regions of the Earth,
00:22:25it is about a global war against terrorism, the State of
00:22:29Israel has only partially managed to eliminate the terrorist
00:22:32threat, we see what actually happens when
00:22:36a region like the Gaza Strip is abandoned to
00:22:39extremist organizations, we saw the
00:22:42complex
00:22:44infrastructure used by terrorist organizations for the fight against
00:22:48the State of Israel, we also
00:22:51see the political implications of
00:22:54what is happening in the region, in a few weeks we will have parliamentary
00:22:58elections in Israel, practically
00:23:02120 seats in the Knesset, the unicameral parliament in Jerusalem,
00:23:05will be put before the voters and certainly
00:23:09Prime Minister Benjamin Netanyahu will try to
00:23:12stay in power, the opposition in Israel is making
00:23:16desperate efforts to unite, but at the same time. we
00:23:20see that the security needs in the region have also changed a lot after the launch
00:23:24of American and Israeli interventions against the
00:23:27Islamic Republic of Iran. Unfortunately, it is much too early to talk about peace
00:23:31in the region. We also saw the recent incident, in which
00:23:34plane was involved
00:23:38where an air disaster could barely
00:23:41be avoided. Unfortunately, we know that and tens of thousands
00:23:45of citizens of the Republic of Moldova live in the region, and we hope
00:23:49that they will not be affected by security developments. Mihai, thank you for the explanations, we'll see
00:23:52you next Sunday, ladies and gentlemen, thank you for being
00:23:56with us tonight, you see, as Mihai mentioned,
00:23:59an event that happens thousands of kilometers

00:29:11Transnistria, life in the gray zone.
00:30:37Hello, welcome everyone, I am Cătălin Deacu and I present the economic analysis show
00:30:41"Money Today". While the governmental crisis is still far from
00:30:45being resolved, the state has come to borrow on the internal market at high interest rates of over
00:30:497%, to cover current expenses. The leu, which is increasingly
00:30:52weaker against the euro and dollar, could bring us even higher prices for a wide
00:30:56range of products and services in the context where Romania has come to...
