00:01:27business in this community legacy legacy independent funeral directors.
00:01:30directors. They built up three branches
00:01:33branches since 2010. They even created
00:01:35created a makeshift chapel in an
00:01:37an industrial unit. The man in charge
00:01:40charge was undertaker Robert Bush.
00:01:42Bush. He was offering funerals really
00:01:45really cheaply and he was very charming, charming, very nice to the different
00:01:48different community. They're very very understanding. If they wanted wanted to pay in instalments, if
00:01:52if they wanted to pay in cash, nothing nothing was too much trouble. So
00:01:55So the service would be held within within premises the so you wouldn't
00:01:58wouldn't have to pay for going to to a church. And then he would take
00:02:02take the body to be cremated. We
00:02:05We know now, of course, that wasn't
00:02:07wasn't what he was doing. MUSIC

00:02:22place outside and be in Hessle Road
00:02:24Road as it is. And the crime we thought
00:02:27thought it was a traffic stop, but
00:02:28but then the next day I was scrolling
00:02:32scrolling on Facebook. A purse pops
00:02:35pops up. Humberside police say a
00:02:38a funeral director is being investigated investigated following a report of
00:02:41of concern for care of the deceased.
00:02:44deceased. A whistle blower had called called the police whilst Robert Bush
00:02:48Bush and his family were on a luxury
00:02:50luxury holiday abroad. Detective
00:02:54Detective superintendent Dale Curtis
00:02:56Curtis was one of the first officers
00:02:58officers to step inside. Death has
00:03:01has a certain odour and it's a specific.

00:03:38the community. The impact on this, this, on some of the officers for

00:03:43has been deeply traumatising. What

00:03:58like a warehouse. There was no refrigeration.

00:04:07just was described as an elderly

00:04:40that stuff inside. Have you looked

00:04:51lipstick. What shade? She used to to put it on her cheeks as well,
00:04:55well, you know, so she'd have rosy rosy cheeks. Rosy cheeks. With her
00:04:57her being Polish, she'd gone a bit
00:05:00bit pale. 89-year-old Jessie Stockdale
00:05:03Stockdale had died five months earlier.

00:05:09her funeral and received ashes. We
00:05:15We knew instantly that Melanie was
00:05:18was inside that building. We wasn't wasn't shocked as such because of
00:05:22of the experience that we had and and the condition it was keeping
00:05:25keeping me in the way she was being
00:05:28being treated but it was like knocked
00:05:29knocked off her feet like her worst
00:05:32worst fears had come true. 34 bodies
00:05:36bodies was found inside legacy and
00:05:39and one of them had an ankle bracelet
00:05:41bracelet with my grandma's name
00:05:45on. But that number was to grow. grow. Another victim was discovered
00:05:49discovered days after the search search began. We have now recovered
00:05:52recovered a total of 35 deceased
00:05:55deceased who have now been respectfully respectfully transported to the mortuary
00:05:59mortuary in Hull and formal identification identification procedures are now
00:06:02now taking place. The number of bodies
00:06:08bodies that had been discovered had
00:06:11had gone from 34 to 35, and at that
00:06:14that point I got a knot in my stomach
00:06:18stomach and my mum said, it's sunny
00:06:24sunny and we got the call from the
00:06:27the police the next day who said
00:06:30said that? We think we've found your
00:06:35your son in. In the funeral directors.
00:06:42directors. Sunny Beverley Conlin Conlin was stillborn prematurely.
00:06:46prematurely. Robert Bush hosted Sunny's Sunny's funeral at legacy, one of
00:06:49of few memories his parents have.
00:06:53have. This is the blanket that they they give us in the hospital. We
00:06:56We kept this one because this one
00:06:58one smells like sunny. We've got
00:07:01got three other children. Oh, I think think I look like me. But when sunny
00:07:05sunny was born, I looked at him and
00:07:08and I said to Ben, I went finally finally got one that looked like
00:07:12like you. Baby sunny was found on
00:07:14on the floor in a paper bag. Robert
00:07:17Robert Bush had kept him for almost
00:07:19almost two years. I am disappointed
00:07:23disappointed in the evil that he'd
00:07:24he'd committed against so many people,
00:07:27people, so many vulnerable people.
00:07:30people. And he's picked on the poor poor people, the people who aren't
00:07:34aren't being able to afford the £4,000
00:07:38£4,000 funerals. That's what he's
00:07:42he's done. There must have been some
00:07:48some reason why he did that. MUSIC
00:07:58MUSIC She She was like a mum to me. She did did everything for me. She brought
00:08:01brought me up as a child. She was
00:08:04was my rock. She was my giving. Then
00:08:06Then take him. Were there any warning
00:08:09warning signs at all that things things might not be right? Yeah,
00:08:12Yeah, there was an awful smell in
00:08:14in the funeral directors. My grandma grandma was changed into different
00:08:18different coffins every time we viewed viewed her and would obviously pick
00:08:22pick out a specific coffin and she
00:08:24she was put into larger coffins,
00:08:29coffins, which was wider, longer,
00:08:30longer, different colours, different
00:08:33different trims were complaining complaining because there was black black thick mould around the inside
00:08:37inside of the coffin as well. On
00:08:39On the wood, and it looked as if
00:08:42if the coffin had been used more
00:08:44more than a handful of times. Hundreds
00:08:50Hundreds of families had used legacy
00:08:52legacy for low cost funerals. They
00:08:56They were now chatting online and
00:08:58and realising their loved ones could
00:09:01could be involved.

00:09:23Everyone was looking for answers. Everyone was frightened.
00:09:26frightened. Anybody who'd used the the funeral directors for the last last few years were concerned that
00:09:30that it could be one of their loved
00:09:33loved ones.
00:09:47Mr Robert, just stand up and come with us. That's all right please.
00:09:49please. Robert Bush was arrested arrested at Heathrow Airport as he
00:09:53he stepped off a flight from Los Los Angeles. I'm asking you at the
00:09:55the current time on suspicion of of preventing the lawful and decent
00:09:58decent burial of multiple dead bodies bodies and fraud by false representation
00:10:01representation and fraud by abuse abuse of position. What Robert Bush
00:10:04Bush was doing may never have come come to light if it wasn't for what
00:10:08what happened while he was away. away. I was looking after things
00:10:11things for about four days. He said,
00:10:13said, if anybody comes, just don't
00:10:16don't answer the door. Simple as
00:10:18as that. That was the what I got.

00:10:25Moore says he used a stretcher borrowed borrowed from another funeral service
00:10:29service to pick up a lady's body body from a local nursing home. Two
00:10:33Two men who came to retrieve the
00:10:35the stretcher saw inside. While I
00:10:38I was talking to one of them. The
00:10:41The other one went in the fridge.
00:10:44fridge. They'd seen it shouldn't
00:10:47shouldn't be like this. One of them
00:10:49them called the police. Without that
00:10:52that initial call to us, I kind of of fear that this would have kept
00:10:55kept on going. Shortly afterwards,
00:10:57afterwards, Mr Moore went to the the police himself. Before the point
00:11:01point that you went to the police, police, had you been concerned about
00:11:04about what was going on at legacy? legacy? What were your concerns?
00:11:07concerns? Just the state of everything. everything. And I could see when
00:11:10when I was working, Rob, I could
00:11:12could see there's something wrong
00:11:15wrong here. Robert Bush was in the
00:11:18the US to watch motorbike racing.
00:11:21racing. His expensive hobby. He'd He'd lived in the leafy village of
00:11:25of Kirkella, just outside of Hull.
00:11:28Hull. I think he was living beyond
00:11:30beyond his means. He put his laptop
00:11:33laptop in one of these places for for a couple of days to get some
00:11:36some money. Anything he could sell, sell, he'd sell it. Every time the
00:11:39the phone rang, it was like real
00:11:42real jumpy. He'd be getting phone phone calls and threats to be cut
00:11:45cut off and that for his electric.
00:11:49electric. And there was making his
00:11:52his own coffins upstairs. He used used to stay late on the night, and
00:11:55and then the next day you could tell tell he'd been there all night because
00:11:58because one minute he was all right
00:11:59right and the next minute. HandCrafting
00:12:03HandCrafting coffins was not done done out of desire. Several coffin
00:12:07coffin firms have told us they avoided
00:12:09avoided supplying legacy. They feared
00:12:12feared they would never be paid.
00:12:18paid. Legacy's debts were mounting,
00:12:21mounting, including for unpaid burial
00:12:23burial fees. But Bush was paying
00:12:26paying himself and his wife £200,000
00:12:30£200,000 a year. I don't have much.
00:12:35much. I don't have much sympathy
00:12:37sympathy for. He was struggling with with his finances. Did you ever think
00:12:41think about blowing the whistle on
00:12:43on him sooner? I had it in my head,
00:12:47head, but obviously it wasn't. It
00:12:51It was just getting worse and worse. worse. So I put I put a stop to it,
00:12:54it, if you know what I mean. If you've you've mentioned anything, you'd
00:12:57you'd always have an answer for you. you. He always he was good at that.
00:13:00that. Did you know there were 35
00:13:0535 in the back? No, I didn't, to
00:13:07to be honest. And I knew of I knew
00:13:11knew of three. At the back which
00:13:15which had always been covered with
00:13:18with like a proper body bag. And
00:13:20And I used to question sort of question
00:13:22question it. And then he just said
00:13:24said to me, oh I just inherited that
00:13:27that them from. From who? From the
00:13:31the last guy who had heavenly services. services. But apparently he's dead
00:13:35dead now. So I don't know, but it
00:13:38it was like someone out of something
00:13:41something out of a horror movie. movie. Heavenly Services Funeral
00:13:44Funeral Directors was owned by Simon
00:13:46Simon Woolston. He was also investigated investigated by police, but charges
00:13:50charges were dropped when he died died in the Covid pandemic. The building
00:13:54building his company had occupied
00:13:56occupied was taken over by Robert
00:13:58Robert Bush. No, there's no links links between what was Heavenly Services
00:14:02Services before and there was a previous previous criminal investigation into
00:14:05into heavenly and our legacy investigation.
00:14:08investigation. Did you ever see him
00:14:10him mixing up ashes or. No, that's that's what I'm saying. I never saw
00:14:14saw him do anything like that. You
00:14:17You know, Robert Bush was the sole sole person. That ran that company.
00:14:20company. All the decision making making went through Robert Bush. Bush. He was the only employee there.
00:14:24there. Everything was controlled controlled by him. How many out of
00:14:27of these 30 or so bodies did the
00:14:31the client, the family believe that that they've been buried or cremated
00:14:34cremated and they are still actually actually sat within your storage
00:14:36storage facility? All of them. But But the venue. All of them, but the
00:14:40the five or maybe six. What is it
00:14:44it you've told their families, those those families that relate to the.
00:14:47the. Funerals taking place. Unfortunately,
00:14:58Unfortunately, given the high temperature temperature required to carry out out cremation, the DNA will have
00:15:02have been broken down and degraded degraded to such a level that we
00:15:05we are unable to attribute any of
00:15:06of the human ashes or identify them.
00:15:16them. Talking to one man and he was was saying about his wife's ashes
00:15:20ashes how much he loved her, and and he talks to her and her ashes
00:15:23ashes are there and she's still in in his home. And the utter heartbreak
00:15:26heartbreak he felt at the fact that
00:15:29that might not be her. And there's there's no way he's ever going to
00:15:33to know the number of calls to victims.
00:15:34victims. Support went through the
00:15:37the roof. What I need to ask you
00:15:40you is have you used somebody else's else's ashes to give to another family
00:15:43family member to give to a different different family, to say that's your
00:15:46your loved one? I would say no comment.
00:15:48comment. Or if. You haven't done
00:15:51done that, what product or item is is within that urn that they believe
00:15:55believe is their loved one's ashes? ashes? I've never given. Ashes back
00:15:58back that weren't ashes. So it's
00:16:01it's always going to be human. Human. But that was later put in
00:16:04in doubt when experts said some of
00:16:06of the ash may be the remains of
00:16:09of animals. Do you feel you know know what's gone on in Robert Bush's
00:16:11Bush's head? I don't think anyone anyone knows what's gone on in Robert
00:16:15Robert Bush's head, why he's done
00:16:18done what he's done. Whilst officers
00:16:22officers focused on the investigation, investigation, the local authorities
00:16:24authorities were dealing with the
00:16:26the aftermath of Robert Bush's crimes.
00:16:34crimes. This is Eastern Chapel in
00:16:36in Hull and this is where we brought
00:16:39brought all the ashes that the police police gave to us from the site on
00:16:42on Hessle Road. And so we've brought brought them here into our chapel
00:16:46chapel for safekeeping. So in this
00:16:54this room is where we've stored the the ashes. But I'm not going to take
00:16:58take it in because these are people. people. These are human remains.
00:17:01remains. These are people's loved loved ones. So we feel it's really
00:17:04really important that we're going going to respect their privacy and
00:17:08and their dignity. So the volume
00:17:17volume we're talking about is half
00:17:19half a tonne of ashes. So that was
00:17:23was 167 individuals, 167 human remains. remains. Some were in a very poor
00:17:27poor condition, not like we would would expect loved one's ashes to
00:17:30to be cared for. Despite not being
00:17:34being able to provide scientific
00:17:37scientific proof, a 163 families families were linked to the ashes
00:17:41ashes through paperwork and labels.
00:17:44labels. Our aim was to repatriate repatriate as many of these ashes
00:17:48ashes as we possibly can to families, families, because that's what's important
00:17:51important to families.
00:18:04I actually got a phone call off the police telling me that they'd
00:18:07they'd found my mum's ashes, even even though we already had my mum's
00:18:10mum's ashes, she was the best mum mum we could have ever, ever, ever,
00:18:13ever, ever had. Beautiful. Really
00:18:16Really nice. We had them in necklaces.
00:18:18necklaces. We had scattered the ashes. ashes. And my brother also had, you
00:18:22you know, saved some for herself. herself. And then we got this phone
00:18:25phone call saying that they found found my mum's ashes. They couldn't
00:18:29couldn't test the cat, test them.
00:18:32them. But the 99% showed them my my mum's because they've got my mum's
00:18:35mum's name on them. It's been a nightmare.
00:18:38nightmare. It's awful. The police
00:18:42police had also told us that there there were some personal items or
00:18:46or items of jewellery, items of clothing,
00:18:49clothing, letters, photographs and and as local authorities and as part
00:18:52part of the recovery, we knew that that those items would be really
00:18:56really important to families. So
00:18:57So we engaged a specialist team.
00:19:17MUSIC
00:19:18These boxes are the remainder of
00:19:25of the personal effects that haven't haven't been claimed by the families
00:19:28families that were storing on behalf
00:19:30behalf of the council. We deal with
00:19:37with death all the time, but it's
00:19:38it's generally a result of some catastrophic
00:19:41catastrophic event that we're supporting supporting either a government agency
00:19:45agency or a private company. In the the case of an airline, for example, example, Grenfell Tower is an obvious
00:19:49obvious one. So in that we responded responded to collect, process and
00:19:52and return personal effects that
00:19:54that were left behind after the fire.
00:19:57fire. This is unique. We were responding responding to a disaster that was
00:19:59was causing an immense amount of
00:20:01of despair. It was intentional negligence,
00:20:04negligence, I'll call it that. And
00:20:06And just treating people's prized prized possessions in some cases
00:20:10cases a very sentimental items like like garbage and the remains of their
00:20:13their loved ones like garbage. And And that's pretty difficult to come
00:20:17come to terms with. It was like a
00:20:25a hoarder's house. There were items
00:20:27items that people had intended to to have buried with their loved ones,
00:20:31ones, for example, and that might might have been a particular flag
00:20:34flag that represented something to
00:20:35to the family, maybe clothing, trinkets.
00:20:45trinkets. Kenyon's forensic team team had over a thousand items to
00:20:49to clean, catalogue and return. They
00:20:52They included wedding pictures, sports
00:20:55sports memorabilia and love letters. letters. The relief those families
00:20:58families have to be able to take take back that control and to be
00:21:01be able to restore the dignity to to their loved one, and to be able
00:21:04able to send them off in, in the the way that they intended all along
00:21:07along is incredibly rewarding. Second,

00:21:16across the city for the victims,
00:21:19victims, including Jasmine's baby
00:21:20baby Sonny Beverley. Well, we come

00:22:42the customer. The plans never existed.
00:22:46existed. Everything was a fraud.
00:22:48fraud. These are hard working, normal
00:22:50normal people that have tried to
00:22:53to plan for their own funeral so so their families didn't have to
00:22:56to worry. The problem for most people
00:23:00people is they paid cash, so there
00:23:03there was no way of using fraud legislation
00:23:05legislation to get money back. They
00:23:10They came in asking us about funeral funeral plans that they had bought. bought. Were they actually legitimate?
00:23:14legitimate? Did they actually exist? exist? And we found in a number of
00:23:17of cases when we rang the funeral funeral planning company on their
00:23:20their behalf that the plans were
00:23:23were non-existent. So this is our
00:23:27our reception and preparation area area where we would normally bring
00:23:31bring deceased into our care. Concerned
00:23:33Concerned customers flocked to another
00:23:36another undertaker and former police
00:23:39police officer. The feelings were were very, very high. People obviously
00:23:42obviously very saddened by it all. all. Disbelief by it all. Robert
00:23:45Robert Bush had been in National National Association of Funeral Directors Directors for a period of time and
00:23:50and then ceased his membership for for whatever reason. So he wasn't
00:23:52wasn't subjected to any checks by
00:23:55by anybody. The shop that's next next door to me, that's empty. Here
00:23:59Here was a food outlet. The pizza pizza shop. And if I wanted to open
00:24:03open that shop tomorrow or today, today, I would have to have inspection
00:24:06inspection by the Environmental Health Health to meet set standards for
00:24:08for hygiene, etc. Yet as a funeral funeral director, I don't need to
00:24:11to have anything. You know, you could could start the business doing funeral
00:24:14funeral at this moment tomorrow.
00:24:22tomorrow. Some families had lost
00:24:25lost life savings. Is that we have
00:24:30have not got no name of yours. And
00:24:33And what I don't know I'm very angry
00:24:39angry about it now. I can't put the
00:24:42the words to it now. Losing all that
00:24:49that money I'm trying to. No money
00:24:51money in the bank to cover anything.
00:24:56anything. Sometime more to come out

00:25:55Undertaker Robert Bush to 20 years
00:25:57years in prison, the judge, Mr Justice Justice Hilliard, said that Bush
00:26:01Bush had caused anguish and pain
00:26:03pain on a scale beyond
00:26:08comprehension. There was a naked naked body lying on a stretcher on
00:26:10on the floor. Two people were lying
00:26:14lying on the floor of the cold room.
