00:02:54It has become known that by the end of the year, Belarusians will have the opportunity
00:02:58to register domestic animals through the unified portal of Electronic
00:03:01Services. Recently, this issue has become acute. A
00:03:05flood of dog and cat owners
00:03:08poured into the executive committees. Many of them would like to shorten the path to
00:03:12cherished tokens for their pets with the help of digital technologies. And
00:03:16soon they will have such an opportunity. Registration
00:03:18of pets will become another administrative procedure that
00:03:22we will be able to carry out without leaving
00:03:24home.
00:03:28In our country, for more than 10 years, the
00:03:32National Center for Electronic Services, abbreviated
00:03:36NCES, has been functioning. It is an infrastructural operator of e-government.
00:03:39What does this mean?
00:03:42Imagine a huge virtual city. Instead
00:03:45of people, it is inhabited by our passports. And millions
00:03:49of operations are linked to passport data. Tax payments,
00:03:53registration of births, deaths, marriages and
00:03:56divorces, cars, apartments, processing of sick
00:03:59leaves. Someone must connect the services that
00:04:03accompany all these processes, ensure data protection in
00:04:06the system, maintain unified rules for their processing, and
00:04:10distribute the load on servers that store
00:04:13information about 9 million people.
00:04:16This someone is the digital government operator,
00:04:20in Belarus, it is NCES. It works in three
00:04:23key areas: provides public services on a unified digital
00:04:26portal, develops electronic document management in the country,
00:04:30and digital trust
00:04:31services.
00:04:36Digital trust services are programs that help
00:04:39identify the user to provide him with access to
00:04:43remote processing of electronic services and
00:04:46administrative procedures. For example, an electronic digital
00:04:49signature, EDS. This is an analogue of a citizen's
00:04:53ordinary signature, which he makes with his hand. Not literally its
00:04:57graphic copy, but a multi-component key
00:05:00created using complex algorithms. It is impossible to forge such a
00:05:03signature, unlike a flourish made by
00:05:06hand. EDS confirms that the document was
00:05:09signed by the person who owns it, and that it was not
00:05:13altered while it was being sent to the recipient. An electronic digital signature is issued
00:05:17to the user on a flash drive, and it should not be given to
00:05:20anyone. You can get an EDS in any city
00:05:24in Belarus. To do this, you need to contact one of the registration
00:05:27centers of the state system for managing public
00:05:30keys, we have 15 of them, or a service
00:05:33point of this system, we have
00:05:3549 of them. What do you need? Gather a package of
00:05:38documents, submit an application. You will be given
00:05:41a flash drive with... Those who have it can receive all
00:05:45electronic services and carry out administrative procedures available on
00:05:49the unified portal of electronic services in the country. Its address is
00:05:53eposluga.by.
00:05:58And if there is no digital signature, you can use the limited
00:06:02functionality of the portal. Remember that parallel to the real
00:06:05life of our state there is a huge virtual
00:06:09city, where instead of us live our passport numbers.
00:06:13As soon as a person's data appears in the country's population register,
00:06:16the system creates a personal account for them on the electronic
00:06:20services portal. This is a small apartment for your passport number in our big
00:06:24digital city, it remains empty until you
00:06:27log in to your personal account on the EPosluga website.
00:06:31Once you log in, your personal account is activated. From
00:06:34this moment, you can interact with state
00:06:37structures from it. There are two ways to show
00:06:41the system who you are. Strict and non-strict
00:06:44authorization. Strict authorization is when you
00:06:47enter an electronic digital signature, allow the system to
00:06:50scan your ID card - a new format for Belarusian passports,
00:06:54or enter a unique identifier. Non-strict
00:06:58authorization is logging in via a mobile number, email
00:07:01address, Google account, or Apple ID. We have figured out
00:07:05where to get an electronic digital signature. As for
00:07:08the ID card, it can be obtained through the Ministry of Internal Affairs, i.e., at the passport office.
00:07:12And the advantage of this document is that it comes with the citizen's
00:07:16electronic digital signature embedded from the start, and
00:07:19here's a nuance that not everyone knows. The EDS
00:07:23issued on a flash drive in registration centers is valid for only
00:07:262 years, while the one embedded in the ID card works for
00:07:3010 years. ID card holders: you already have an electronic digital
00:07:34signature, and to access the full list of electronic services, you do not
00:07:38need to get it separately. To
00:07:40activate your personal account on the Eposluga portal
00:07:44using an ID card, you need to download a special application
00:07:48to your smartphone, enable the NFC function, and place the card
00:07:51against the back of the phone.
00:07:54The application activates a reader in the phone, and it
00:07:57transmits the card data to the system, where it
00:08:01is linked to the user's personal account on the electronic services
00:08:04portal. This was the second method of strict authorization.
00:08:08The third is entering a unique identifier. It can be
00:08:11obtained through. The procedure
00:08:31is free and available to every citizen of the country, but it somewhat
00:08:35limits the user in the range of services received. Those of them
00:08:38that require signatures through a unique identifier will be available,

00:09:16It is enough to click on one of them to understand that everything is simple, you can
00:09:20intuitively find your way to your personal account through them. In
00:09:24the same module with all these keys, there is an active link
00:09:27"Register". This is for those whose personal account is still
00:09:31dormant. Currently, Eposluga allows remote access to
00:09:35303 electronic services and to carry out
00:09:38595 administrative procedures, meaning
00:09:41they are working. 798 electronic
00:09:44services. Citizens who undergo strict authorization
00:09:47scenarios via ATS or ID card gain access to
00:09:51all of the above. Those who use a unique identifier
00:09:55have access to over 400 different services and
00:09:58procedures. However, people who log in via email,
00:10:01mobile number, Google, and Apple ID, can
00:10:05use about 40 system
00:10:07services.
00:10:12Yes, it's definitely worth it. You can remotely
00:10:15register as unemployed, request state
00:10:18targeted assistance, certificates from the tax office, police,
00:10:22pension fund, alienate residential premises, declare
00:10:25your desire to receive rental housing and family capital, receive
00:10:29certificates and licenses, queue for an apartment,
00:10:32apply for kindergarten places for children, register at your place
00:10:36of residence, apply for replacement driving licenses,
00:10:39register vehicles, and much more. For over a year, you can
00:10:42obtain an electronic visa for travel to Belarus through the electronic services
00:10:46portal. This option is used by foreigners. The applicant
00:10:50receives a PDF file with a QR code. To
00:10:53... a visa, you just need to scan this code in the
00:10:57Eposluga application. For those who go through strict authorization
00:11:00scenarios, paper bureaucracy on most everyday
00:11:04issues is a thing of the past,
00:11:07and the number of people who actively use the services of the unified portal
00:11:10of electronic services is growing. Currently,
00:11:14there are 777,000
00:11:17active personal accounts of citizens, and over 4,000
00:11:21unique identifiers have been issued. If in 2022,
00:11:25our state structures provided 76 million
00:11:28services through the portal, then in 2025 there
00:11:31were 173 million,

00:11:57various authorities.

00:12:06run around to various authorities and collect papers, others solve all
00:12:09issues with a single mouse click. Use
00:12:12digital technologies to the fullest. The Eposluga.by
00:12:14portal was created to save our nerves and
00:12:18time. It's foolish to refuse such a tool out of an unfounded
00:12:21fear of digitalization. And embrace life in a new
00:12:25world where a digital signature is harder to fake than
00:12:29one made with a pen, and you'll have to choose between them, considering this
