00:00:00almost the entire country is in a zone of high
00:00:03fire danger, air humidity has dropped below
00:00:0615%, and a dry wind fans the flames in
00:00:10a matter of minutes.
00:00:12Constant obstacles to grazing livestock, obstacles to collecting
00:00:16pineapples, to collecting firewood, even that which lies on the ground. We cannot
00:00:20clear our forests, they want them to burn, what
00:00:23is happening now, is this what they want, for everything to be destroyed, they
00:00:27want Spain to turn into a desert.
00:00:33These heatwaves are further evidence of the increase in the global average
00:00:36temperature, which has already approached the 1.5° mark
00:00:40above pre-industrial levels. This trend is causing serious
00:00:44concern in Europe. We are the fastest-warming
00:00:48region in the world. Caused by human activity, climate
00:00:51change is undoubtedly the main cause of heatwaves,
00:00:54wildfires and other extreme weather events, such as
00:00:58floods and droughts.
00:01:05This year, there was a lot of precipitation in winter, especially in the western
00:01:08regions, immediately after the rains this led to a kind of exuberant growth
00:01:12of greenery, but then something remarkable happened: spring
00:01:16was abnormally dry and hot, which led to
00:01:19widespread desiccation of vegetation in these areas.
00:01:22That is why there are so many wildfires here now,
00:01:25this is where the consequences of drought are manifested in this part.
00:01:31The EU has mobilized record forces to combat wildfires.
00:01:35The main difference this season is the transition to a proactive
00:01:37strategy. Until 2022,
00:01:40the European Civil Protection Mechanism only worked
00:01:44post-factum. Aid was sent only when the fire was already raging, and
00:01:47the resources of the affected country were exhausted. Now,
00:01:51international firefighting crews and aviation are pre-positioned in
00:01:55the most vulnerable regions to eliminate the threat at
00:01:59its inception. But the main systemic vulnerability of Europe in
00:02:02the face of large-scale fires manifests itself year after year. In
00:02:05most of the affected countries, from Spain and France to Greece and
00:02:09Italy, there is no unified departmental vertical
00:02:13along the lines of the Belarusian Ministry of Emergency Situations. There is simply
00:02:16no unified force to eliminate disasters there. Several
00:02:20factors hinder the creation of a unified Ministry of Emergency Situations in Europe: the jealous
00:02:24autonomy of regions, the usual division of functions between the Ministry of Internal Affairs
00:02:28and the Ministry of Ecology, as well as
00:02:30the cost of maintaining a permanent staff of rescuers.
00:02:33Restructuring this system requires a complete change of legislation
00:02:37and overcoming bureaucratic resistance. However, the colossal
00:02:40scale of modern fires is already forcing Europeans
00:02:44to reconsider this approach despite the financial
00:02:47and political costs. Italy is the only of
00:02:50the four most affected countries in Southern Europe that
00:02:54has not officially requested emergency international assistance through
00:02:57the EU Civil Protection Mechanism. This is despite the fact
00:03:01that the area of burned territory in the country is a quarter larger than
00:03:04the average and corresponding indicators over the past 20
00:03:08years. The dispersion of fire sources saves
00:03:11it, however, even if they do not merge into a single megafire,
00:03:15the scale of each individual one is a real
00:03:18challenge for local firefighters. At
00:03:21such a temperature, we simply cannot put it out, there is not enough
00:03:25aviation equipment, because, apparently, half of Sicily is burning, we
00:03:29just. We did everything we could, I've been on
00:03:32duty for 40 hours, but we still couldn't stop the fire,
00:03:36the heat and wind are just squally,
00:03:39until recently, the summer was considered relatively calm in
00:03:43Greece, however, the situation sharply escalated, due to strong
00:03:47winds, the fire suddenly appeared in the vicinity of
00:03:50Athens.
00:04:13Difficult days still lie ahead, August is traditionally
00:04:17considered a difficult month, I sincerely want to ask all our
00:04:20fellow citizens to be extremely careful, unfortunately, even
00:04:24now, as we speak, many fires break out due to banal
00:04:27negligence.
00:04:30Disaster headquarters are growing day by day, it got to the point that
00:04:33in just one day, the fire services of Greece recorded
00:04:37more than fifty new fire outbreaks.
00:04:40European countries were affected by the simultaneity of fires in
00:04:44different parts of the continent. Winter was mild and wet, which
00:04:48caused vigorous growth of grass and shrubs. Summer drought
00:04:51turned this dense vegetation into ideal fuel for
00:04:55megafires.
00:04:57What once seemed an anomaly now, unfortunately, has become our
00:05:01reality and will remain so in the future. The element we
00:05:04are facing has destructive, unprecedented
00:05:07power, but there is nothing exceptional about it anymore, because this
00:05:11nightmare will... repeat again and
00:05:13again.
00:05:16Well, ultimately, one of the things we know about climate
00:05:20change is that as the Earth warms due to
00:05:24greenhouse gas emissions, in almost all regions of the
00:05:27globe, we expect that periods of extreme heat will become
00:05:31more intense, prolonged and frequent.
00:05:34In many regions, we can also expect changes in the nature
00:05:37of droughts or an increase in their number. So, for example, in
00:05:41Europe, we expect drier weather, all of
00:05:44which will lead to a situation where in the future, conditions
00:05:48conducive to the spread of such wildfires will become
00:05:51a more frequent phenomenon.
00:05:54Due to an aging population and the migration of young people to cities,
00:05:58many farmlands have been abandoned,
00:06:01the land has become overgrown with wild shrubs, which has deprived
00:06:04the regions of natural protective barriers. Europe
00:06:08is experiencing one of the hottest periods in history.
00:06:42in June and July, however, according to the latest scientific
00:06:46data, this is just a warm-up. New forecasts published by
00:06:49the World Meteorological Organization paint a grim
00:06:52picture for the period from August to October. El Niño is gaining
00:06:56strength, adding fuel to the fire of an already burning planet.
00:07:54Anna Vladimirovna, these universities can already sum up the final results
00:07:58for admission to state-funded places, but as for the secondary specialized level
00:08:01of colleges, admissions are still ongoing, what are the current
00:08:05trends, what can we talk about today? Yes, today we can
00:08:08already sum up some interim
00:08:10results of the admissions campaign at both the
00:08:14vocational and technical and secondary specialized
00:08:16education levels. At the level of vocational and technical education,
00:08:20as of today, approximately
00:08:2274-75%
00:08:25of the control admission figures have already been applied for by applicants.
00:08:28There are certain trends for the most
00:08:31in-demand professions, which makes us very happy. For many
00:08:35specialties and professions, there is already competition, including for
00:08:39construction, which makes us happy. And if we talk about
00:09:3075% of the control admission figures, of course,
00:09:33it is given to our industries, which are very important for our
00:09:37country, these are engineering, processing, construction
00:09:40technologies, agriculture. agriculture,
00:09:43veterinary medicine, and we are very
00:09:47happy that there is already competition, those
00:09:50modern new technologies that are being applied
00:09:54in the economy of these industries
00:09:57simply attract our children, and
00:10:00drones alone are worth something, right? When children on
00:10:03such a large combine, when they launch this drone, and then directly in
00:10:07the cabin, on the onboard computers, they see...
00:10:10will not happen without working
00:10:55hands, this is how interest is seen
00:10:58here, still, I see that the trends are such
00:11:01that bloggers, IT specialists are good, but our
00:11:05youth still chooses more earthly professions, absolutely true,
00:11:08this trend, it is not only this year, we have been observing
00:11:12it for the last few years, to judge the competition, you know, every
00:11:16year there are different situations, absolutely different
00:11:19professions are in the top, why this happens, it's hard to say.
00:11:2377
00:12:42such training workshops
00:12:45have already been created, another
00:12:4753 training workshops are planned to be opened at enterprises,
00:12:51all this contributes to the fact that training...
00:12:55for working professions and in principle working professions with modern
00:12:58equipment attract our children, and
00:13:02of course it is possible to earn money, because when you know how to
00:13:05do things with your hands, you can always earn a good
00:13:08salary for your family, and be
00:13:12provided for always at any time, if you
00:13:15recall a couple of years ago, there was such a demand for production
00:13:18masters, they were acutely lacking, how does the situation look now, are there
00:13:22any vacancies in colleges at all? processes, then production
00:14:55processes, therefore, there is no acute
00:14:58shortage of industrial training masters or
00:15:01special subject teachers in our institutions.
00:15:05It's interesting, those who leave after the ninth grade, whether it's the
00:15:08vocational education level or secondary specialized education,
00:15:11most often continue their studies at universities,
00:15:15or after mastering a profession, they go to their workplaces,
00:15:19possibly later studying by correspondence, for example, there is
00:15:22a certain percentage of students, it always varies. plus or minus,
00:15:26when students enter higher education
00:15:29institutions immediately after college, and we also
00:15:32have a reduced form of study, specifically by
00:15:35profile, if you graduated from college with this profile. and then you can enter
00:15:39corresponding specialties in a university, there is a reduced
00:15:42form of correspondence study, there is also a full-time form of study,
00:15:46so about 20% of students certainly
00:15:49always enroll, the other students go to their first jobs,
00:15:52work with pleasure, but there are also cases, yes, when after working for several years, realizing
00:15:55that this is indeed their profession, they
00:15:59want to link their life with this profession, develop,
00:16:02improve their qualifications, they can then enroll after a few
00:16:06years, including, well, today, as in universities, in secondary specialized schools it is also possible
00:16:09to study for free at the expense of the budget, for a fee at your
00:16:13own expense, and also at the expense of the employer, do I understand correctly, this is targeted
00:16:17admission, how actively do applicants use it, what does this admission
00:16:20campaign say? Applicants actively use it, very actively, because
00:16:24the competition for targeted places, it
00:16:28has been formed, it exists, personnel customers
00:16:31also actively accept students, they undergo a kind of interview.
00:16:35with the personnel customer, they sign agreements for
00:16:39targeted training and then submit documents to the admissions committee
00:16:43together with this agreement, well, they have their own
00:16:46competition, they have a certain advantage when
00:16:50entering in terms of going through a separate competition,
00:16:54but there is a tendency when the average score of documents
00:16:57on education for targeted training in the competition can be
00:17:00much higher than for children who
00:17:04are already going through the general competition. to check the medical
00:18:07indications, are we suitable for this profession, this also takes
00:18:11time, it's undergoing medical examinations, and moving from one
00:18:15profession to another, if suddenly you don't pass for some
00:18:19reasons, well, for what last score, yes, in the competition, so
00:18:22the deadlines are quite long, they last all summer for students at the
00:18:26vocational education level, they started on June 15, and end on
00:18:29August 23, well, and we are already summing up the results of our
00:18:33admission
00:18:34campaign.
