00:25:48data of our National Statistical
00:25:51Committee, and in our sample
00:25:55are reflected, just as in the structure of the general
00:25:58population, male and female population,
00:26:01residents of large cities and
00:26:04small localities. In our sample,
00:26:07the population is represented with different levels of
00:26:11education, with different marital status,
00:26:14and this allows us today
00:26:17to use the results of this study and
00:26:21to consider them as truly accurate
00:26:24diagnostics of those opinions that
00:26:28our respondents shared with us. Well,
00:26:32the overall need for such a large-scale
00:26:35study is dictated by the fact
00:26:38that we are currently
00:26:41participating in the implementation of the program
00:26:44of socio-economic development of the country.
00:26:47The first year of the five-year plan
00:26:50is coming to an end, and we were focused on getting
00:26:54such results that would allow us
00:26:57to diagnose
00:27:01the success of various types of activities
00:27:04that we all implement together. Thank you.
00:27:08One of the striking results of the entire
00:27:12study was the fact that
00:27:1585% of Belarusians, as
00:27:18the highest value, spoke about peaceful life, and indeed peace.
00:27:22How can this be explained from the point of view of both
00:27:26sociology and philosophy? Why is such a value
00:27:29in a leading position today? Here,
00:27:32we must first of all proceed from
00:27:36our domestic Belarusian realities. We live under a peaceful
00:27:40sky, we all have the opportunity
00:27:43to work, get an
00:27:47education, spend our free time
00:27:50as we wish,
00:27:52and not worry too much
00:27:56that something will happen,
00:27:59or rather, it is necessary to worry about it, but
00:28:03what we see outside our country especially
00:28:07emphasizes the importance of living in peaceful
00:28:10conditions, so the value of peaceful life is
00:28:13primarily dictated by
00:28:16the opportunity to compare, to contrast, what is happening with us and what
00:28:20is happening, unfortunately, in other
00:28:23countries, in other regions of the world, and how fragile this
00:28:27world can sometimes be, and from this it is necessary to draw conclusions
00:28:31in order to maintain it. Efforts are needed not only from
00:28:34the law enforcement agencies, the military-industrial complex,
00:28:37the army, not only from the state
00:28:40itself, but also from each of us, the
00:28:43President constantly says that you
00:28:46work, give me the economy,
00:28:49the rest of the issues are my competence, and it must be said
00:28:52that this competence
00:28:56is fully realized here, but this is not a reason
00:28:59to believe
00:29:03that since it has been this way for almost
00:29:06100 years, the Great Patriotic
00:29:09War ended in 1945, that
00:29:12this peaceful sky is absolutely guaranteed to us
00:29:16without our own efforts,
00:29:19without working at our workplace,
00:29:22to ensure such a peaceful sky will be
00:29:26hardly possible. Well, at the heart
00:29:30of this value are not only
00:29:32the results of such everyday comparative
00:29:36analysis, but certainly, our
00:29:39traditional life wisdom, traditional
00:29:42values, to which we sometimes
00:29:45relate more skeptically than
00:29:49required, are reflected here. In
00:29:52fact, the well-known saying "that there should be no war," as
00:29:56paradoxical as it may sound, the first
00:29:58quarter of the 21st century is already ending.
00:30:02But it is more relevant than ever, therefore, at the base of such
00:30:06a distribution of opinions here, actually, are the opinions of people
00:30:10who emphasize this, our life
00:30:13philosophy, which proves its
00:30:16validity in this regard.
00:30:19In the list of what Belarusians are proud of,
00:30:23social protection, product quality,
00:30:26cleanliness of cities, and preservation of historical memory were also
00:30:30particularly noted. In your opinion, how are these values
00:30:33generally related to each other, why is this particular set of values
00:30:37at the forefront of our society today? I believe
00:30:40that the set of values that we have
00:30:44just defined perfectly characterizes our
00:30:46daily life, our daily life as a society
00:30:50as a whole.

00:30:58policy that ensure precisely both
00:31:01social protection and
00:31:05the emphasis on us all working qualitatively,
00:31:08effectively, efficiently. This is reflected
00:31:12in the assortment
00:31:15of goods and services that are available
00:31:19to every resident of our country. There is
00:31:22a very reverent attitude to the cleanliness
00:31:26of our settlements, and I believe it is very
00:31:29interesting, useful, and necessary for
00:31:32both Belarusians and non-Belarusians to visit
00:31:36absolutely any of our settlements to make sure that
00:31:40the most comfortable living conditions have been created
00:31:43here, and clean
00:31:45streets, painted
00:31:48curbs,
00:31:50order in public places, this
00:31:53is not a sign that some guest
00:31:56will arrive, this is an attribute of our absolute
00:31:59daily life, and this is also a reflection of our
00:32:02character, our mentality, our culture, the desire for
00:32:06order, the desire for harmony, the desire to
00:32:10do everything not just effectively, efficiently, but to do everything
00:32:14beautifully. This whole
00:32:17set of values expresses and represents
00:32:21the result not only of those
00:32:24areas of activity that the state
00:32:27implements, but in this our own inner
00:32:30world is reflected, we live like
00:32:33this at home, in this way we organize
00:32:37our working life, our daily life,
00:32:40we strive for this, so in total, why is it
00:32:43so, well, it's everything,
00:32:47this is who we are. And you have already mentioned twice today about work,
00:32:50that it is really necessary to be very careful about your
00:32:53workplace, and indeed, if everyone works, does their job
00:32:57professionally and well, this is the basis of both security and well-being
00:33:01of all citizens. And what part
00:33:04of the research concerned specifically work ethics,
00:33:07work, and what were the results of the
00:33:11study, what did people say, what do they pay attention to?
00:33:15When we talk about work, I want to, in response to your
00:33:18question, to suggest,
00:33:22well, think for yourselves and I will make my comment
00:33:26on the distribution of people's opinions about
00:33:29how much they are willing to work
00:33:32a lot or work less, and rest more. So,
00:33:35more than half of the respondents, when answering
00:33:38the question, "What do you want, to work more,
00:33:42to work more, or to have a little..."
00:35:15In this particular study, this is the age group from 18 to
00:35:1830 years old, and I can
00:35:22assume that, probably, for that part
00:35:25that is still at university,
00:35:28that has not yet started a family,
00:35:32obviously for this group, it will probably
00:35:36be a greater priority to
00:35:38somehow manage their free time more. But after
00:35:42this period of growing
00:35:45up, when people come to their workplace,
00:35:49when they begin to understand more clearly that life
00:35:53success is achieved through work, everything that we aspire
00:35:56to and strive for can only be achieved through
00:36:00labor, here these accents shift, well,
00:36:03and for an older category of respondents, for
00:36:07that category that is already of
00:36:11retirement age, it's absolutely reasonable, probably,
00:36:15to a certain extent, career, professional
00:36:18success, self-realization, this
00:36:21is a matter of the present, and a little bit of
00:36:24the past, and there is more aspiration to
00:36:27focus on managing one's
00:36:31free time, which is also a wonderful trend,
00:36:34meaning it indicates that there is an opportunity to
00:36:38truly concentrate on other aspects of one's
00:36:42life. Well, if we talk about the quality of life, these
00:36:45data show that 88% are satisfied
00:36:48with trade work, and 65%
00:36:51are satisfied with healthcare, more than 60% with housing and utilities services,
00:36:54these are quite high indicators, even overall, if we take
00:36:58average global indicators for developed, developing countries
00:37:02and so on. But what about those who are truly dissatisfied?
00:37:06Today we are talking about the majority, about the results when people are truly
00:37:10satisfied, but there are, we understand, those who are dissatisfied, that's absolutely
00:37:13normal. What problems do they mention
00:37:16and how do you then transmit these signals
00:37:19to the relevant services to address
00:37:22this? I'll go back a little
00:37:26to the beginning of the question. I want to say that
00:37:28the figures that you
00:37:31mentioned, some of these figures, I can repeat them: 88%
00:37:35of respondents answered affirmatively to the question that yes, they
00:37:38are satisfied with trade, 65%
00:37:41with healthcare, more than 60%
00:37:44with services, approximately the same percentage, more than
00:37:4760% are satisfied with the condition
00:37:50of roads and other aspects. So

00:40:01that our respondents pay attention to, they are certainly
00:40:05present, the shelves of all Belarusian
00:40:08stores are filled
00:40:11with goods of various qualities, these goods are presented
00:40:15in various price ranges, but as one of the questions, and
00:40:18there is no news here,
00:40:22Belarusians are concerned that prices are rising, these
00:40:26questions are about...
00:41:27in the polyclinic, in the hospital, it's sometimes
00:41:31difficult to get an appointment for a consultation with the necessary
00:41:34specialist. The problem of medical staff
00:41:38shortages also exists. For this,
00:41:42the state is doing a very serious job, in particular
00:41:45the enrollment in medical universities for state-funded
00:41:48education is significantly expanding. These are issues
00:41:52that certainly did not arise
00:41:55today, here and now, but at the same time, it is necessary to understand
00:41:59that during, for example, one admission
00:42:02campaign or graduation campaign from a university across the country,
00:42:06it is difficult to answer all such
00:42:10problematic issues, well, it's also quite difficult, if
00:42:14it's even possible at all, so this is a priority that
00:42:17is in the focus of attention of both the head of state and the government.
00:42:20If we talk about housing and communal
00:42:23services, yes, we are talking
00:42:27about a sufficiently high percentage of respondents
00:42:30who evaluate it positively, but sometimes resonant issues
00:42:34arise, largely also due to the fact that perhaps
00:42:38excessive emphasis is placed on...
00:43:10where they are dissatisfied with something, this also reaches the
00:43:12relevant authorities and services, we work with this, this is the key
00:43:16question, absolutely right, and moreover, in the development
00:43:19of this direction of our conversation, the results
00:43:23of this study are widely presented, in this
00:43:27regard we are grateful to our journalist colleagues who give
00:43:30us the opportunity to convey to all
00:43:34those who wish to hear it, this picture of affairs.
00:43:37The second point is related to the fact that they project. Our
00:43:41customers were given a strict requirement
00:43:44to obtain the most objective
00:43:47picture. Well, the third point is the work
00:43:51on the tools, on those problematic
00:43:54issues that we planned to study. We
00:43:58attracted a number of experts who
00:44:02helped to crystallize
00:44:04exactly those topics, those questions that are directly
00:44:08in focus. Sometimes
00:45:15we just keep silent about it, but the state does a lot of work,
00:45:18thank you for that, and to the Institute of Strategic Studies, that all these
00:45:22issues do not just remain somewhere and the work continues.
00:45:26It's also interesting to know about the fact that
00:45:29the study covered all regions, it's very interesting, are there
00:45:33differences between, for example, residents of the capital, they always say: Minsk
00:45:36thinks differently, you have it this way, we have it that way.
00:45:40But our head of state always says that everyone should have
00:45:43equal conditions, access to all resources,
00:45:47tell us, are there these differences between regional centers, residents
00:45:51of rural areas, the capital, in priority, level of maybe
00:45:55satisfaction and so on. Yes, certainly, certain
00:45:58differences exist, but despite all that, such
00:46:01differences do not have
00:46:04any, so to speak, resonant,
00:46:08cardinal character. There are no global
00:46:11discrepancies, contradictions in the assessments given by
00:46:15residents of rural areas and urban areas,
00:46:18and since I said that
00:46:22certain differences, of course, exist,
00:46:25residents of the capital, residents of large cities,
00:46:28they are, it turns out, more critically inclined towards
00:46:32certain aspects of their
00:46:36life, towards certain aspects
00:46:39that characterize the development of a given locality. Rural
00:46:43residents are more loyal in this regard, as for
00:46:47the assessment of the quality of life, the standard
00:46:50of living,
00:47:52which is happening now thanks to you, for which many thanks,
00:47:55it is not a single act, we
00:47:58promptly inform about the results of the conducted
00:48:02research to our government, and
00:48:06this information becomes available,
00:48:09so to speak, for wide use, thanks to the fact that
00:48:13journalists are interested in population
00:48:16surveys, so feedback
00:48:20works and... in those areas
00:48:24that you mentioned, the increase
00:48:27in satisfaction with the work of retail
00:48:30facilities, and opportunities for
00:48:33leisure, this is also a consequence of the fact
00:48:36that local authorities respond
00:48:39to those moments of dissatisfaction, to those moments that
00:48:43are not problems, but rather points of application of efforts,
00:48:46and such communication
00:48:50ensures our ability to
00:48:53continue to develop. National Unity Day is approaching,
00:48:56it's very interesting how the intersection of interests of different
00:49:00groups of the Belarusian population, we talked about the gender composition, age
00:49:03composition, different regions, how
00:49:07the intersection of interests helps to strengthen the unity of our
00:49:10country, in your opinion? Well,
00:49:13I support the thesis of the intersection of interests,
00:49:17when in
00:49:19our work,
00:49:21and not only through
00:49:24conducting such public opinion
00:49:27surveys, but we
00:49:31see, we observe what is happening, this is also
00:49:34a source of information, we do not
00:49:37observe, and the results of our surveys do not record
00:49:41any differences, not just fundamental, but even significant
00:49:45differences in the assessment of certain aspects of our life
00:49:49between men and women, between urban and rural residents,
00:49:52between those who live in large cities and district
00:49:56centers. Yes, between age groups,
00:49:59certain differences certainly exist, but these differences are
00:50:03precisely the basis for more concentrating
00:50:07certain directions, efforts, either of the state
00:50:10as a whole, or of local authorities, on some
00:50:14key issues related, for example,
00:50:17to urban improvement, or to equipping places,
00:50:21including
00:50:52the celebration of National Unity Day, these
00:50:55traditions are supported by our state
