00:00:00sufficiently equipped in terms of
00:00:03responses and support for the directions
00:00:06of the main forces, if anything, yes, regarding
00:00:10unblocking the path to the Atlantic, so
00:00:14here, of course, there's just more of such
00:00:17a semantic, cognitive escalation,
00:00:21yes, of the situation around Kaliningrad, but the fact that
00:00:24Kaliningrad is becoming today a potential military
00:00:26target, that is excluded.
00:01:30The representative of the Netherlands, well,
00:01:34in this regard, he has long, he,
00:01:37probably,
00:01:39is a admirer of Bulgakov, he does not read Western
00:01:43newspapers, yes, before eating, so
00:01:46he clearly did not hear and did not read what
00:01:50all Western press, all
00:01:53information sources are trumpeting about the lack of
00:01:57money, the lack of weapons,
00:02:30joint exercises are held, recently joint exercises were held
00:02:34with the Chinese People's Republic, our alliance with the Russian
00:02:37Federation, with China, how important is it to conduct such exercises,
00:02:40especially when there is even such a language barrier, yes, when it would seem that China
00:02:44is a completely, one could say, different civilization, our
00:02:47military, how important is this cohesion today and in
00:02:51general what is the essence, the role of such
00:02:54exercises of Russia, Belarus with the involvement of
00:02:58China? In general, considering
00:03:01these exercises, we need to understand how
00:03:03Rostan Ukasil is formed
00:03:06in our region, in this
00:03:09case, why China gladly goes into our
00:03:13cooperation with us and with Russia, because it sees
00:03:16how effectively a regional grouping
00:03:20of Belarus and Russia was formed,
00:03:23this military grouping, in this
00:03:26regard, well, China sees it as -
00:04:00interesting from the point of view of, well, new landscapes,
00:04:03yes, one needs to understand, new
00:04:07technologies, after all, China technologically provides
00:04:10a basis
00:04:12to learn and catch up in this regard, not only Belarusians, even
00:04:16Americans admit that China today, well,
00:04:19probably, in the 22nd century already
00:04:23lives, to put it mildly, therefore, our cooperation with
00:04:26China in this regard, our joint exercises, they
00:04:30allow to feel
00:04:32the theater of war, and Eurasia is
00:04:36potentially, still a theater of war, yes, not only in
00:04:40the western direction, but in
00:04:44the eastern, therefore, understanding
00:04:46and having control over the situation, feeling it with all
00:04:50tactical links, yes, or fibers, yes, we
00:04:53know how our,
00:04:57for example, position, our situations, how quickly
00:05:01army, our units behave in different
00:05:04we adapt, how we see
00:05:08it, how we look, how we are able
00:05:11to perceive the latest technologies that can
00:05:14suddenly, yes, for example, or quickly
00:05:18arrive at our flank,
00:05:21therefore, we trained there, we trained here, we communicated here, we
00:05:25shared, they shared experience with us, in the end we get good
00:05:29experience. Among the recent personnel
00:05:32decisions of our head of state is the appointment of a general to one of the key
00:05:36positions in the presidential administration,
00:05:40how do such appointments reflect this? This is a strategic
00:05:43approach to forming a team responsible for national
00:05:47security, and what role does military experience play in public administration today, in your
00:05:51opinion? The fact is that if
00:05:55you look at how Western technologies,
00:05:57proxy or hybrid
00:06:00attacks act against the state, here first of all it is
00:06:04the civilian sector, this
00:06:07controlled chaos is not calculated on the military,
00:06:11but on civilians. And the civilian sector in this
00:06:14regard, if you strengthen it with specialists in the field
00:06:18of military security and
00:06:21people with, say, experience and
00:06:23composure, yes, regarding these
00:06:27operational changes in the situation, then I will say this, it's
00:06:30only a plus, this is a stabilizing factor,
00:06:33further it's a new perspective, because both of them like to
00:06:37move along the rails, yes, so
00:06:40to slightly deviate from the beaten paths and
00:06:44look at the situation more broadly, I
00:06:48think that Muraveiko's participation will not be superfluous in
00:06:51the system of management or political headquarters, as I
00:06:55would say, why, because for example, if the political headquarters looked
00:06:58at the economy, at demography, that is, such
00:07:01factors, yes, then the factor of the military
00:07:04system in this aspect gives
00:07:06importance to the fact that we are indeed
00:07:10surrounded -
00:07:42that element that creates conditions for
00:07:46deterring aggression, why? Because it is precisely those
00:07:49instruments or those directions that
00:07:52are the target of hybrid
00:07:55attacks, in this regard,
00:07:58this is already military readiness, you
00:08:02see, there are IT, cognitive parameters,
00:08:05financial structures, and so on, that is, based on
00:08:09this, I see that there must be military...
00:08:55Is there a safe route for any future
00:08:58only after that proceed to it, because one can try very hard, yes,
00:09:02and then lose everything in one part.
00:09:04потерять.
00:09:06Well, speaking of the future, according to the tradition of our program, your vision is also
00:09:10interesting. The horizon of five, or maybe even 10
00:09:14years, how will the security picture of our region develop and, most importantly,
00:09:18what role will Belarus be assigned in this,
00:09:22and what role can Belarus play in this? Well, if I don't
00:09:25stretch this
00:09:28thought too much, I will say this: in the next 5-10 years,
00:09:32Belarus will clearly and concretely
00:09:35move from the level of a foreman to the level
00:09:38of an architect of security in the region, therefore I
00:09:41see... only that Belarus
00:09:44will no longer be just some kind of participant, yes, it
00:09:48will form models, it will
00:09:51offer options, it will implement
00:09:54them precisely in the western direction,
00:09:57equally, just as our partners in
00:10:01the east will do, therefore I say, from foremen to architect, we
00:10:04will definitely switch, thank you, now let's move on to
00:10:08the interactive part, please, very interesting questions, even
00:10:11a little bit about...
00:10:55natural conditions that exist in Lithuania,
00:10:58in Belarus, such
00:11:01super heavy tanks, yes, they are
00:11:05useless scrap metal,
00:11:07and the adventures of American
00:11:10tank crews, yes, at Lithuanian training grounds
00:11:13demonstrated that this equipment is unsuitable
00:11:17for combat use in our conditions, driving on
00:11:21our roads, yes, just a little to the right, a little to the left, then...
00:11:56you need to build a lot of all these
00:11:59servicing elements, starting from
00:12:01factories, then you need to build a hospital, then build
00:12:05a cemetery, yes, for these German
00:12:08tank crews, kindergartens there, I don't know, that is,
00:12:12for new German-Lithuanian, what's
00:12:15it called, demographic explosions, yes, so
00:12:18based on this, all this goes in a general
00:12:22format element, so let them build a factory. I will tell
00:12:25you this, if we know that it is being built, we know its
00:12:29coordinates, where to aim if anything,
00:12:32so everything is fine, if we didn't know, and it was being built,
00:12:36that would be, well, they officially opened it today, so we
00:12:39know for sure, so they are not afraid, they are not going to attack, I will say
00:12:42this, another construction, they ask, there was also
00:12:46such news that the USA is building new factories, two new factories for
00:12:50the production of Patriot systems, so, are they preparing for war or are they
00:12:53preparing for sale?
00:13:25a horse like a gypsy,
00:13:28well, so, here's a philosophical question:
00:13:31the concept of terrorism changes every five years, says
00:13:35the listener, if not every year. The beginning,
00:13:38as I understand it, he says, or rather, yes,
00:13:41our listener says that it was Chechnya, then September 11,
00:13:44a sad date in the USA. The style, methods,
00:13:48technologies and technical equipment are changing,
00:13:50so cyberterrorism is a dangerous thing, or
00:13:54can one... how to resist and how to resist?
00:13:58Cyberterrorism is, you see, one of
00:14:01the elements, in fact, of a proxy
00:14:04war that is being waged today, including with us,
00:14:08so it's like, for example, tanks,
00:14:11yes, like missiles, like planes, it's just
00:14:14a variety, a way to inflict harm or
00:14:18damage to a potential, for example,
00:14:21enemy or target country, in this
00:14:23regard... terrorism, yes, it's a very dangerous thing,
00:14:27therefore, in these joint exercises, these
00:14:31moments are also considered, at these meetings
00:14:34of anti-terrorist centers and structures
00:14:37of the CSTO, SCO,
00:14:40CIS, all these things are also considered, at our forum
00:14:44there will be, which are at our forum, yes, all this
00:14:47is the direction that requires protection and
00:14:51security, the point is that artificial intelligence, why the
00:14:54same? Trump tries to rename everything from
00:14:57artificial to super or super, yes? Why? Because
00:15:01artificial intelligence is a dual-use
00:15:04system. It was supposedly invented to
00:15:08write texts quickly, yes, or analyze something, but in fact
00:15:12it turned into what? Into a weapon. Therefore, this
00:15:16is a new generation weapon,
00:15:18cyberterrorism is precisely those channels,
00:15:22yes, through which artificial intelligence will
00:15:25inflict harm or damage as a weapon? The hottest
00:15:28spot on the planet, the listener is confident,
00:15:31of all hot spots, he says: it is
00:15:35of course, Ukraine.
00:15:39Here's a saying he used, if a neighbor's house is on fire, we
00:15:42put it out, how, what peaceful
00:15:46initiatives does our Belarus put forward to extinguish
00:15:49this conflict somehow? We constantly demand this, we
00:15:52constantly meet Ukraine halfway, but he
00:15:56says, to act somewhat more, perhaps
00:15:59dynamically, more aggressively, these are
00:16:03very delicate matters, and to aggress.
00:16:06has arrived, well, we do not
00:17:07refuse, look, only in September 3,500
00:17:11Ukrainians moved to us - to a permanent place
00:17:14of residence, well, we accept Ukrainians
00:17:17to live, if someone sees the point
00:17:21of moving to Belarus -
00:17:23I think this was also the case before, I will say this, it's just
00:17:27that, of course, the conditions of war or
00:17:30the crisis that unfolded there
00:17:34push people to do this more actively, yes? But
00:17:37Ukrainians have always come to Belarus and lived, I will say that in
00:17:41Soviet times, Ukrainians came to live and
00:17:45live and develop in Belarus, so there is nothing in this
00:17:49regard, it has increased, yes, and I will say, Belarus
00:17:52has given the opportunity not only to settle, but helps
00:17:56with work, with housing, with
00:17:59education, Ukrainian children, yes,
00:18:03feel equal to our Belarusian ones, and there is nothing
00:18:06wrong with that.
00:19:07Here, the control system for this, it
00:19:11doesn't exist at a high border guard level,
00:19:14no, for this there are aerospace forces, there is
00:19:17air defense, there are, for example, satellite
00:19:21surveillance systems, so based on this
00:19:24we understand what threat
00:19:28is identified given the object that
00:19:32tries to cruise across our air border,
00:19:35so there's no height here,
00:19:38because if we know that there are
00:19:42military satellites that are capable of inflicting
00:19:45military harm on
00:19:48our territory, we will control them and will demand
00:19:52a request for border crossing, and
00:19:55we will likewise, for example, close or something
00:19:59else, if they threaten us,
00:20:02so such violators will appear, means
00:20:05of destruction will appear.
00:20:08Not necessarily from the ground, they can appear from the side
00:20:12of orbital complexes, groupings, and
00:20:16as Americans say today, such
00:20:18things already exist, they are working on it,
00:20:22and Russia also sees this, I will say that this
00:20:26question, it is good, it
00:20:29has such a forward-looking view,
00:20:33because the issue of the air border
00:20:36today is determined
00:20:40only by small planes, yes, but I understand that over
00:20:43time this issue will fall into the plane of space
00:20:46parameters, so that's it,
00:21:20a partner is someone who does something
00:21:22together with you, and an ally is someone who can stand
00:21:26up for you if anything or intervene, yes, so in
00:21:30this regard, China is both an ally and a partner, we
00:21:33have, as it were, civilian
00:21:36projects, but we also have military ones, so including
00:21:40if you look at Polonaise,
00:21:43our, say, Belarusian feature, yes, then I will say
00:21:47this, both partnership and alliance...
00:22:50And alliance is reliability.
00:22:53Your point of view: do you believe that the future
00:22:57of Europe, the future of Russia and Belarus still depends on
00:23:00the outcome of the war in Ukraine.
00:23:04If not the peace
00:23:04of the whole world.
00:23:08Once again, I, as the future of Belarus. Europe, Russia,
00:23:11does it depend on the outcome of the war in
00:23:13Ukraine?
00:23:15There is some logic in this. I will probably upset
00:23:19someone, yes. Well, this is probably my opinion, and I do not
00:23:23want to impose it on anyone, but I have the right to express it
00:23:25anyway, I will try to do so. It
00:23:29seems to me that nothing depends,
00:23:32because, as Ukraine and Europe
00:23:36are building the trajectory of this process,
00:23:39then, will Ukraine,
00:23:43let's ask ourselves this question, given
00:23:47such efforts, because, in essence,
00:23:50no European, American or any other
00:23:54structure or service, yes,
00:23:56regarding the establishment of some
00:23:59relations, does not imply
00:24:02or does not take into account the goals of the SMO, and the goals
00:24:06of the SMO were not to destroy Ukraine, but to
00:24:10stop the expansion, for example, of NATO to
00:24:13the east, to stop nationalism, this
00:24:17Russophobia, that's it. And
00:24:21militarization, that is, it was such
00:24:24denazification and demilitarization first
00:24:27of all, but what if Ukraine is accepted into
00:24:29NATO?
00:24:31Well, you know, there's a joke, a tiger attacked your mother-in-law,
00:24:35yes, well, let her get out of it herself,
00:24:39you understand, so the same with
00:24:41Ukraine's entry into
00:24:44NATO, I will say this, if Ukraine joins
00:24:48NATO.
00:25:20the speed of delivery, yes, of weapons also fell, that is, they
00:25:24look at profitability, if it is profitable, they will try,
00:25:28if not, they won't, so, well, hypothetically, Ukraine
00:25:32joined NATO,
00:25:36what are the mechanisms next, Article Five,
00:25:38or what, or should we immediately cover ourselves with white
00:25:41sheets, you know, the first, the first, what's it called, level
00:25:45of readiness for a nuclear strike, cover yourself with a white
00:25:48sheet and step aside. Put the
00:25:51machine gun away from your hands,
00:25:54so that molten metal does not drip on your boots and spoil state
00:25:58property, so in this regard, Ukraine will never be part of NATO.
00:26:34What kind of world today,
00:26:38it's hard to disagree, uh-huh, with this
00:26:41phrasing, the world is indeed different,
00:26:44we ourselves are witnesses of all these things,
00:26:48remember before, even 10 years ago, yes,
00:26:5115, everything was a little different, yes, there was something
00:26:55somewhere, but now it's all around us, next to
00:26:58us, so, of course, the world has changed,
00:27:02further everyone
00:27:05started some
00:27:08expansions, aggressions, yes,
00:27:11hoping that it would be fast, yes,
00:27:14easy and simple, but it turned out not
00:27:17to be so, the world
00:27:19missed, accounting for its own
00:27:22development, that's it, 10 or 15 years ago,
00:27:26we were told that you are developing,
00:27:30you are the third world or something, you understand? Today I don't see
00:27:33such pictures, there is no third, no first, no
00:27:36second, there is a world, yes, which today
00:27:39begins, well, how to say,
00:27:43to mix,
00:27:46there are no hegemons, no rules, no laws, some rules,
00:27:49you understand, it's like chaos, rules, in fact,
00:27:53yes, it's a great chaos, only planetary,
00:27:56so, in order to systematize this, you really need to enter
00:27:59multipolarity, because the hegemon... is no longer in a
00:28:03state to hold this entire
00:28:06world in its -
00:28:09hands or whatever, so
00:28:12multipolarity is the only way out today
00:28:15to systematize, agree, determine, because when
00:28:19there is multipolarity, it is clear, there are interests, but the hegemon
00:28:23does not see other people's interests, he only imposes his own, and when
00:28:26everyone starts building this mosaic,
00:28:29these puzzles, only then will the picture emerge,
00:28:33thank you, thank you, well, as per tradition, dear
00:28:37Alexander Vladimirovich, a couple of wishes to our listeners and
00:28:40viewers from you, we have such a serious topic, despite the fact that we
00:28:44were ironic somewhere, but of course, everyone needs to
00:28:48take it seriously, and not only the news, but each one to themselves,
00:28:51but in general, your wishes to our viewers
00:28:54and a note of positivity, it should still
00:28:57be there, of course, without positivity, one cannot, a person
00:29:00must hope for the best. Believe in the best and strive for the best,
00:29:04so I want to say this, well, unfortunately,
00:29:08now there are no reasons to relax,
00:29:11yes, but still for a good
00:29:15mood, for good deeds,
00:29:19there should always be a place, so well, only, only, only
00:29:22cheerfulness and faith that everything will be fine, I remind you, our
00:29:26guest today is a national security expert, Tishchenko Alexander
00:29:30Vladimirovich, the program is "Actual Microphone". Hosts Dmitry Varanyuk,
00:29:33Elena Shvaiko. See you again.
00:30:32the housing policy is now such that less is being built in Minsk,
00:30:36the workforce will be distributed evenly, the focus is on the development
00:30:39of regions, where housing is built proportionally to vacancies, it
00:30:42should become the main tool for solving
00:30:45the housing issue, a person will have a place to live and personnel
00:30:49solutions to personnel problems. Are we able to make
00:30:52world-class equipment? By no means relax, because you will
00:30:55quickly occupy the markets that are being
00:30:59freed up today. We speak warmly today
00:31:03of those who have linked their lives with mechanical engineering. More than
00:31:065,000 trolleybuses, about a thousand tram cars,
00:31:10a couple of hundred electric buses. This is how the still
00:31:13young, but already firmly established history
00:31:17of ground electric transport in our country looks today. A new trend
00:31:20is being developed in tram systems with unmanned
00:31:24level. Main topics on the main
00:31:27air. Watch on Belarus 24 TV channel.
00:32:43What if your loved one or a well-known person calls you and urgently
00:32:47asks for money, will you transfer it? And what if it's
00:32:50artificial intelligence that stole the intonation
00:32:54of a familiar voice? This is exactly how scammers
00:32:58can operate today. Minsk police decided to conduct a social
00:33:01experiment, to check if Belarusians can recognize
00:33:05who is calling them if the voice is generated by a neural network.
00:33:09We will now take samples of your voice, make a clone of it, and send it to one
00:33:12of your friends or relatives. Hello everyone,
00:33:15everything is great, the day was super excellent, now I will form
00:33:18a voice message, I will send it to you. The essence is simple: take
00:33:2230 seconds of a person's speech, generate a voice clone, and
00:33:26send it to relatives with a request for money, will they believe
00:33:29it or not? Karinka urgently needs it, Karinka urgently
00:33:33needs it, yes, that's fine, to pay the fine, uh-huh, I sent
00:33:37it through the network, I sent it,
00:33:41let's see, did you have any doubts, right?
00:33:45Well, why did you believe it, what was the final
00:33:49straw? Because, well, she's a friend, maybe she
00:33:53urgently needs to pay money. Dear
00:33:56citizens, be vigilant and it is better to double-check
00:33:59the information, call your relatives or acquaintances before
00:34:02transferring money or clicking on unknown links, protect
00:34:06yourself and your finances. Scammers
00:34:08called his wife, they told her something,
00:34:12she brought the money and gave it to the courier.
00:34:15A resident of the capital applied, his wife was deceived by
00:34:18phone scammers, the day before, a fake
00:34:21energy sales employee called the woman and asked
00:34:24her to name the code from the SMS to replace the meters. The scammers
00:34:28knew her surname, first name, patronymic, phone, and
00:34:31then fake employees of BLG and KGS
00:34:35contacted her, who intimidated the Minsk resident
00:34:38with criminal liability, saying that they could come to her with a
00:34:41search, if they found money, expect criminal responsibility.
00:34:45The curators forbade the woman to tell anyone about what happened, including her
00:34:49husband. To clear herself of suspicion, the Minsk resident agreed to give
00:34:52all the family's savings to a courier from the National Bank, a total of more than
00:34:5615,000 dollars in various currencies, and told her husband that she was
00:34:59going to the store. After handing over the money to the stranger, she returned home and did not
00:35:03confess anything to her husband until he saw an ongoing incoming call on her
00:35:06smartphone, after which he hung up and called the police.
00:35:10Detectives quickly located the intermediaries through whom the applicant's
00:35:13savings were transferred. A fourteen-year-old teenager and
00:35:16a seventy-three-year-old pensioner, what do they have in common? Both
00:35:20gave money to phone scammers, the latter her
00:35:24savings of 10,000 dollars, with the third
00:35:27victim, the total amount of damage was 100,000 Belarusian
00:35:31rubles, and now the criminal absurdity, when the couriers brought
00:35:34the money to the exchange office, they refused to
00:35:38accept it, they suspected something, what did
00:35:40the scammers do on the other end of the line, they ordered to burn
00:35:44the money on camera, the couriers face up to 12 years in prison,
00:35:48a forty-one-year-old Minsk resident started communicating on a dating
00:35:51site with a man, he told her about his passion
00:35:54for cryptocurrency and suggested that she try investing,
00:35:58the result, the woman lost -12,000
00:36:01rubles. This is not an isolated case:
00:36:03a fifty-four-year-old Minsk resident met a woman online,
00:36:06she suggested he invest, the man
00:36:10borrowed money from colleagues, monitored the balance as
00:36:14he carried out instructions, when
00:36:18he decided to withdraw funds, it turned out that impossible, already lost
00:36:21120 rubles,
00:36:24another resident of Minsk, 29 years old, lost.
00:36:36in Minsk, it is committed on the internet or with its help, so it is important to remind
00:36:40adults and children about digital hygiene and rules that cannot be
00:36:43violated when using the internet, so as not to lose personal
00:36:47data and money. First of all, basic advice: do not click on
00:36:50links, even if they come from friends or colleagues at
00:36:54work. We record cases when attackers disguised malicious
00:36:57mailings as receiving a gift, a free annual
00:37:01subscription to some service, a list of awarded employees
00:37:04or a funny video. As soon as you click on a malicious
00:37:08link, you may lose access to your account or infect
00:37:12your gadget with a virus. We also advise you not to enter bank card
00:37:15data, passwords, and logins for online banking on
00:37:18unfamiliar websites. This data can be stolen
00:37:22if the page turns out to be phishing, that is, fake. Do not
00:37:25transfer advance payments to sellers from unofficial
00:37:28online stores, check the store name through the medical
00:37:32Telegram bot Scambybot to be
00:37:34sure that it is not fraudulent. Also, for
00:37:37verification, there is another life hack: in the search bar of a regular browser,
00:37:41enter the seller's card number to find out which
00:37:44bank issued it. If the seller uses a bank card from a foreign
00:37:48bank, then refrain from transferring money. If you think
00:37:51that scammers are simple-minded people from an alley, you are far behind
00:37:55the times. Today they are technical specialists and good
00:37:59psychologists, they do not break in, they persuade,
00:38:02and Kufr is one of their favorite platforms, here is
00:38:06a scheme for scamming sellers. The scammer
00:38:08finds an ad, copies contacts, but does not write on the platform:
00:38:12you cannot send a phishing link there, he
00:38:15looks for the seller in the messenger and introduces himself as a buyer,
00:38:19says: I have already paid, sends a link to a fake
00:38:22page where you need to enter the card number and everything else and
00:38:26the money from the seller is debited, if you
00:38:29suspect that you are communicating with scammers, you must first
00:38:33stop communicating and not respond to messages, in Belarus
00:38:36there is and works a unique service "Check Bel", it
00:38:40helps to quickly identify scammers in social networks and messengers, if you
00:38:44received a message from a stranger or you are
00:38:46offered a transfer, purchase, some profitable deal,
00:38:50please do not rush to trust, first check, just enter the account
00:38:53name or send a link to the profile on social networks with
00:39:16and there asks for an advance payment or delivery, saying, I left the city, no time, to dispel
00:39:19doubts, talks about holding funds, if there is no delivery,
00:39:22Kufr will return your money, sends a link
00:39:26to a fake. The buyer enters card
00:39:29data, money is debited, and
00:39:33there is no parcel, and there is no money. A second blow,
00:39:37when the buyer starts to suspect something, the scammer says:
00:39:40"An error occurred, the item has already been picked up, I am ready to return all
00:39:44the money, here is a link to the return page," and there
00:39:47again you need to enter card data, again
00:39:50a debit, again your money is gone. An eighteen-year-old
00:39:54resident of Maladzyechna decided to rent an apartment for a long period.
00:39:58She found the advertisement on a trading platform, however, the scammers convinced
00:40:01the girl to switch to a messenger for communication. The owner
00:40:05of the dwelling said that she was outside the
00:40:07country, and her sister would deal with the apartment issue.
00:40:10Under the pretext of high demand and
00:40:14a queue of people wanting to rent an apartment,
00:40:17the scammer convinced the girl to transfer an advance payment to the card. In
00:40:21the process of further communication, the victim transferred money for another
00:40:24month of residence, and after refusing further
00:40:28unjustified payments for the return of already
00:40:31transferred funds, entered her card
00:40:34data. To be convincing, the scammers used photos
00:40:37of a passport and a certificate of state registration
00:40:41of real estate. The Minsk police remind: do not
00:40:44make advance payments before viewing the dwelling, do not
00:40:47click on links, and do not share your card
00:40:50data. Do not trust sent photo documents and do not
00:40:54leave the trading platform to discuss a deal in old
00:40:57messengers. The range of fraudulent schemes is huge,
00:41:01and it is constantly growing. This can be an offer of
00:41:04a side job, trading stocks or cryptocurrencies. You
00:41:08take out a loan, transfer it to the exchange, you are sent
00:41:11pictures of successful deals, while your crypto wallet
00:41:14empties. This could be some link in an incoming
00:41:18SMS message, one click and the virus is already on your
00:41:20phone. A call from a so-called mobile operator
00:41:24with an offer to re-register your SIM card.
00:41:27As soon as you enter the code, money will be debited from your balance,
00:41:30a message like, "You have an unpaid fine" or "Your
00:41:34card has been blocked" and a request to click on the link to
00:41:37pay. The main rule is, if a stranger,
00:41:41presenting themselves as anyone, asks for money, codes, or
00:41:44card data, they are a scammer. No
00:41:47in Belarus ever call
00:41:51from messengers and ask for any data. I will separately touch upon the topic of
00:41:54telephone fraud. Do not disclose codes from
00:41:58SMS messages to strangers, even if the caller introduces themselves as a mobile
00:42:02operator, an employee of the social service, Belpochta or
00:42:06energosbyt, but even if you have already named the digits of an SMS message,
00:42:10do not agree to fulfill other demands of the attackers,
00:42:13for example, to transfer money to a stranger's account for declaration, to register
00:42:17cryptocurrency wallets or to pick up cash from
00:42:20fellow citizens. I will also draw attention to fraudulent schemes when
00:42:24dating on social networks. If a penpal asks you
00:42:27to lend them money to move to Belarus, then check
00:42:30your interlocutor at least via a video call. In general,
00:42:34I advise you not to send money to strangers before a personal
00:42:36meeting, even if they promise to return the debt soon.
00:43:10the victim's acquaintances demand money, do not store what you do not
00:43:13want to see in public, and if you
00:43:16got caught, do not pay, go to the police, the attacker will not
00:43:20stop until they deprive you of everything. Scammers
00:43:23use stolen data with incredible efficiency, they
00:43:27can personalize their messages and communication with victims,
00:43:31using data such as photos, videos, voice
00:43:34messages, text information, for example, with the help of artificial
00:43:38intelligence technologies, they can generate
00:43:41realistic, fake photos, videos, they can
00:43:44imitate a person's voice, using those audio recordings that were
00:43:48stored. Make sure that you are not communicating with scammers, and
00:43:52of course, it is important, if you have still contacted, check
00:43:55information sources, do not trust messages from strangers or
00:43:59even acquaintances, if they ask for money or any personal
00:44:03data, be careful with personal information of any kind, do not
00:44:06share your passport data, banking information,
00:44:10or any other confidential information without explicit necessity,
00:44:13especially over the phone in correspondence. Do not transfer
00:44:17personal information, address, financial data,
00:44:20bank card details, account data, passwords, access codes,
00:44:24those confirmation codes that your bank or services send you. Well, and to
00:44:28understand what attention the state pays to digital
00:44:31hygiene as an element of national security, in September
00:44:34the president signed an updated Directive No. 1. For the first time
00:44:38at the level of the head of state, mechanisms for maintaining
00:44:41law and order in the virtual environment are prescribed, this is one of
00:44:44the priorities for state bodies, including increasing the digital literacy
00:44:48of the population, the responsibility of the heads of state bodies and organizations
00:44:51with the support of the media to conduct constant
00:44:55explanatory work on issues of digital hygiene and personal data
00:44:58protection is clearly stipulated. It is now clearly
00:45:02defined who is responsible for what. As we often
00:45:05say, individual, society, state, and this
00:45:08is clearly traced here as well, that there is
00:45:11a family, the cell of society, it is defined separately, who
00:45:15is responsible for all of this, there are enterprises, with its
00:45:18directors, there are industries, there are regions, well, of course, there is
00:45:21the head of state who is responsible for the existence of our
00:45:25country, for its internal, external policy, for all those
00:45:28spheres of life in which we are with you today, so I
00:45:32believe the directive was adopted very on time, very timely, and
00:45:35the changes that are taken into account there, well, truly provide, first
00:45:39of all, a... a clear starting point for action, but the most important thing to understand
00:45:42is that this is not a dogma, but a guide to action, this
00:45:46is what should push everyone to fulfill these
00:45:50tasks, those eleven fundamental
00:45:53directions that are specified in this directive. We live in a world
00:45:56where trust has become the most expensive commodity, the most
00:46:00vulnerable. Scammers no longer break down doors, they break
00:46:03psychology, call on behalf of the bank, the police,
00:46:07mom, friend, voices from...
00:46:16ridiculously simple, but that's why it's ignored: don't share codes, don't transfer to secure
00:46:19accounts, don't believe in winnings, don't click on
00:46:22links, and most importantly, before giving money,
00:46:26call a living person, a real one, to
00:46:29the bank, to the police, create a code word
00:46:32that a scammer cannot know, because digital
00:46:35hygiene is the new literacy, either
00:46:39you... it, or it teaches you with
00:46:43your own
00:46:43money.

00:50:39support, which students need. Teachers of the country
00:50:42celebrate their professional holiday. Finally,
00:50:45they remembered their farmers, Poland and Romania refused Ukraine
00:50:49assistance in exporting additional volumes of grain.
00:50:53A tradition that has been around for more than four decades in Minsk, the honorary
