00:00:07360.
00:00:14Good morning, welcome to
00:00:17Mañanera 360, Thursday's conference from the National
00:00:21Palace, Mañanera del Pueblo on Thursday by President Claudia
00:00:25Sheinbaum, among the topics, among the messages that stand out today.
00:00:29national sovereignty is also energy
00:00:32sovereignty, at least Mexico must stop
00:00:35depending more and more on foreign
00:00:38countries. Today, President Claudia Sheinbaum supports
00:00:42the advances in scientific opinions on the
00:00:46points that are marked in possibility of exploiting unconventional gas in our country,
00:00:49emphasizing that no country can
00:00:52truly proclaim itself independent if it hands
00:00:56over control of its electricity to other countries, you see.
00:01:03Very happy, Miguel, we start Thursday, it's a pleasure to be with our dear
00:01:06audience, women in history closes with Chavela
00:01:10Vargas, other topics are touched upon from the National Palace,
00:01:14including the meeting that President Claudia Sheinbaum had yesterday with the
00:01:17Secretary of the Vatican, the details we will have here in Mañanera
00:01:21360, prepare your coffee because we are
00:01:22starting.
00:01:36Mañanera 3:60 we
00:01:39give you the information, we give
00:01:42you the information, tomorrow was
00:01:443:60, tomorrow was
00:01:473:60, we give
00:01:50this morning by the director of the Faculty of Engineering of that water is recycled, you the information, we give you the information, tomorrow was
00:01:543:60, because here we inform you,
00:01:57we do it from the heart.
00:02:01they establish. And with We open the conference for the whole nation,
00:02:18to have the information from we start with the Mañanera 360 of this Thursday, today we talk about the possibility of
00:02:22exploiting unconventional gas in our country,
00:02:25you remember it, you know it, currently
00:02:28entrepreneurs, the presence about 75%.
00:02:30of elements of the National of the gas we consume in our country comes from abroad,
00:02:34mainly from the United States, what would happen if Donald
00:02:38Trump says and I knock on wood for that to happen, if the United
00:02:41States government says, I'm not going to sell gas to Mexico anymore, we could face
00:02:45a severe crisis, that's why Mexico is looking to
00:02:48extract the gas that we have within our
00:02:51territory so as not to depend so much on foreign countries, because
00:02:55energy security, energy sovereignty
00:02:59also has to... to do with the security of the Mexican
00:03:02state, many other topics were discussed as well, for example, today the topic
00:03:05of Mexican avocado is discussed because in the United States people are starting to
00:03:09raise an eyebrow about the topic of avocado and
00:03:12other other vegetables, other fruits also in our country, you will
00:03:16also see why this topic was discussed in the national palace, how did you see the
00:03:19conference, this fundamental topic is touched upon and
00:03:23it is worth understanding that in times where not only
00:03:27tariffs have become a form of international
00:03:32gas with the elimination of geopolitical extortion, but also energy, we see it in the case of the
00:03:34island of Cuba which has suffered a blockade not only economic,
00:03:38but also energy and that is putting at risk the lives
00:03:42of so many people, what Mexico is looking for is to understand
00:03:45what can happen in the future
00:03:48consult the people what they and prevent it with an integral strategy, with
00:03:51experts that we will also be listening to later, but what do you think if we
00:03:55go to the National Palace where our dear colleague Miguel is.
00:03:58What a pleasure to greet you, how are you, good
00:04:02morning, greetings Arlín tocayo from
00:04:05the National Palace, Thursday's conference, today, this group
00:04:09of experts who analyzed all this issue of the
00:04:13hydroelectric project of exploitation of unconventional gas in Mexican territory presented
00:04:17some of their conclusions, among them
00:04:20mainly, first an analysis
00:04:23was made about the technical
00:04:25not be in our country, he will be viability of all the
00:04:26are guaranteed, conditions that exist in the region
00:04:28to determine if there are environmental conditions so that there is no
00:04:32environmental damage, if there are conditions even so that there are no
00:04:35affectations in the communities economically,
00:04:39also analyzed was all this issue of what
00:04:43is necessary to do in these areas for the exploitation of unconventional
00:04:46gas, it is about having these
00:04:49saltwater deposits that do not have
00:04:53connection with some other water sources with the intention of
00:04:56not causing affectations for shallow
00:04:59waters that are the water that can be suitable for human consumption, so
00:05:03the intention is not to cause affectations in
00:05:06the communities in this way, they found that there are three
00:05:10basins in our country, one of them is not viable, it is the
00:05:13Tampico Misantla,
00:05:15that is not viable, however the Sabinas Burros
00:05:19Picachos which is between Coahuila
00:05:23and Nuevo León and the Burgos which is in the northwest of Tamaulipas, these are
00:05:26viable, with these one could start to make
00:05:30drillings for exploration, first to
00:05:33find this salt water that is necessary for this process
00:05:37and what is the intention, the intention is first to analyze that this
00:05:40exploitation is viable. Why, because it is important for energy
00:05:44sovereignty, it is sought
00:05:47to reduce dependence on the United States to
00:05:51have natural gas in our country, as
00:05:54Tocayo Orsate mentioned, 75% of
00:05:58natural gas consumption in our country comes precisely from the United
00:06:02States, with the exploitation of these deposits it could be
00:06:05reduced to 50%. An important
00:06:08step in search of energy sovereignty, however it is not the
00:06:12only thing that is being done, other alternatives are still being
00:06:16explored with renewable energies such as
00:06:19wind energy, photovoltaic energy, among
00:06:22others with the intention of reducing dependence
00:06:26on the United States, how important it is to
00:06:29have our own energy alternatives so that we do not
00:06:33depend precisely on other countries and that,
00:06:36as it is said, the tap is not closed, then it would be a severe
00:06:40problem for our country. Also, what was discussed today,
00:06:43well, the president mentions that
00:06:46there was a meeting with these avocado entrepreneurs
00:06:50after the withdrawal of these inspectors from the United
00:06:54States, we remember that for this avocado
00:06:58export agreement to the United States, well, it is necessary that
00:07:01these inspectors are in our country,
00:07:04they supervise that the orchards and the production
00:07:07process is carried out according to the standards
00:07:13the withdrawal, obviously, exports are limited, what is the
00:07:16intention, well, to meet with authorities from the
00:07:20United States to reach these agreements, even if they are perhaps inspectors from
00:07:24Senasica who are in these inspections
00:07:28with the intention that exports of this important
00:07:31product are not reduced, especially in this region of Michoacán,
00:07:35also in this meeting with the avocado
00:07:43Guard in some territories of the entity was
00:07:46also discussed, the president also talks about this meeting
00:07:49she had with the Secretary of State of the Vatican, Pietro
00:07:53Parolin, with whom she talks about this
00:07:56invitation to Pope Leo
00:07:59XIV with the intention that he comes to our country, however,
00:08:02due to agenda issues, at this time he will only visit
00:08:06three South American countries, among them Peru,
00:08:09we remember that Pope Leo XIV has
00:08:13an important link with Peru, in fact he was in charge of that
00:08:16diocese of Lima for a long
00:08:19time, so there is this connection, however the
00:08:22invitation is still open, also discussed was
00:08:25this encyclical of Pope Leo XIV regarding
00:08:29the use of artificial intelligence and how
00:08:32in Mexico this debate has also opened up and
00:08:36lastly, President Claudia Sheinbaum also spoke about this
00:08:39exercise of transparency that is carried out
00:08:42in our country, this group of experts that precisely proposes
00:08:46this project, but with very clear
00:08:49and very transparent analysis precisely so that
00:08:53all the population can know, well, the president
00:08:56regarding this issue of the right of audiences to truthful
00:09:00information mentions it, right? Just
00:09:04as we do this exercise, it is also proposed that communication
00:09:07companies also carry out this exercise as
00:09:11part of their code of ethics, a little of what was discussed today
00:09:14here at the morning conference at the National
00:09:17Palace,
00:09:20there are the main topics of this morning at the National Palace, Tocayo,
00:09:23indeed something that several reporter colleagues wanted to know
00:09:27is if Pope Leo XIV will be visiting our
00:09:30country, well, for now the president says the information that is available
00:09:34is that due to his agenda he will
00:09:37in the diocese of Chiclayo in Peru where Pope
00:09:41Leo XIV carried out a large part of his
00:09:44apostolate, Pope Leo XIV, a pope who
00:09:47was born in the United States, but with a lot,
00:09:51a lot, a lot, very rooted in Latin America for his apostolate
00:09:54work he had in Peru and hopefully, hopefully,
00:09:58I mean, right now it's like this, hopefully later the
00:10:01possibility changes and there is a space to visit our country, but for now
00:10:04the president has the information that due to his agenda he will
00:10:07not be in our country, tocayo, what will
00:10:10be the question for this Thursday? To the poll, well, we are going to
00:10:14ask the population if Mexico should depend
00:10:17less on the import of natural gas from other countries,
00:10:21perfect, we'll see you in a moment, we'll see you in a while.
00:10:30The main
00:10:30course:
00:10:36we go directly to the main course that today tastes of
00:10:39national sovereignty, energy
00:10:42sovereignty. Almost 4 months ago, the Mexican
00:10:45government formed a committee, a group of
00:10:49Mexican scientists who carry out their
00:10:53work in our country and also outside our borders, that is,
00:10:56abroad, this group of scientists sought
00:11:00to analyze with technical rigor, with scientific
00:11:03rigor, the possibility of ending
00:11:06the vulnerability that our country has in
00:11:09terms of gas, why do we mention it at the beginning
00:11:13of this space, Mexico depends heavily
00:11:16on the gas that is brought to us from abroad, mainly from the United
00:11:20States. What will this committee be in charge
00:11:23of doing? And today it presented the first advance of these studies
00:11:27it is carrying out, to see the possibility of exploiting unconventional
00:11:30gas in our country, a gas that can be used
00:11:34for domestic use, for
00:11:37industrial use, this unconventional gas is trapped
00:11:40in rocks at great
00:11:42depth, to extract it, one
00:11:45possibility is hydraulic fracturing, today, today
00:11:49it was particularly discussed how these
00:11:53advances are going, these scientific studies. to see if it is possible or not
00:11:57to exploit unconventional gas in our country, but something very important today
00:12:00all that the scientists are seeing was discussed
00:12:03and something very interesting is that in this group of scientists
00:12:07there are people dedicated to the study of the environment
00:12:11who defend the protection of the environment and today it was
00:12:15discussed that with this hydraulic fracturing
00:12:18fresh water should not be used, that is, water that could
00:12:22be used for homes, if it is being talked about that
00:12:25salt water should be used, now
00:12:29it was said which regions of the country should not
00:12:32be sought, explored to exploit unconventional
00:12:35gas, where it should, and those places where unconventional
00:12:38gas can be exploited, not using fresh water, but
00:12:42salt water, another very important thing, consult the
00:12:45population where a project of unconventional gas
00:12:48exploitation could be carried out, Arlin, and on
00:12:52this it is worth understanding what the reality is. and the
00:12:55current situation in the world, we are seeing
00:12:59that in these times not only a commercial war is being
00:13:02carried out with tariffs, but also natural
00:13:06resources have become a way in which sovereignty
00:13:09can be defended, and on this it is worth
00:13:12understanding which are the countries that produce the most natural
00:13:16gas, in the first place is the United States with one billion
00:13:19cubic meters, then there is Russia,
00:13:22Iran, China, if you look closely.
00:13:25are countries that have also sought to have their autonomy not only
00:13:28energy but also national sovereignty
00:13:32and sadly Mexico is the country that depends most on
00:13:36the United States with more than 70% of the gas, we are
00:13:39the country that buys the most natural gas from the United States, then there is
00:13:42Canada, Nicaragua and Jordan. What the president says
00:13:46goes much further than just gas
00:13:49as such, it seeks to defend sovereignty so that when the United States decides
00:13:53what it decides, it does not affect Mexicans
00:13:57in their daily lives, this is not only
00:14:00talking about the Donald Trump government, looking to the future so that Mexico
00:14:04can be independent in the use of its natural resources
00:14:07is fundamental for any negotiation when talking
00:14:11about national sovereignty. Today this issue is discussed
00:14:15and it is also sought that our country can innovate in the
00:14:19way in which this gas is extracted, so
00:14:22important for daily life. Let's listen.
00:14:27In the framework of energy sovereignty,
00:14:30to avoid depending more and
00:14:33more on foreign countries, we
00:14:36have publicly opened the possibility
00:14:39of using unconventional gas in certain areas
00:14:42of the country, where social justice
00:14:46and minimal environmental impacts
00:14:5170% of the light that illuminates
00:14:53us in this room comes from
00:14:55unconventional
00:14:58gas, only not from Mexico, from the United
00:15:02States, in the framework of energy sovereignty, what we must do
00:15:04responsibly
00:15:06is to protect communities, protect people, protect
00:15:10the environment, and sovereignty requires energy
00:15:13sovereignty, at
00:15:15least
00:15:18to prevent us from continuing to depend more and
00:15:21more on foreign
00:15:23countries, that is a goal for all countries
00:15:26in the world,
00:15:28now, if the Dos Bocas refinery had not
00:15:32been built,
00:15:34we would be depending on imported gasoline.
00:15:38At a time when
00:15:41there is a shortage of imported gasoline in the
00:15:44world due to the conflict in
00:15:46Iran, how have Japan,
00:15:50South Korea, etc. fared? Many
00:15:54countries, India,
00:15:57because it is not available as it was
00:16:00before, so the same applies to giving
00:16:04Mexico viability in the long term. Guarantee
00:16:08more and more energy sovereignty.
00:16:11Today, the first results of the analysis of unconventional
00:16:14gas in Mexico were presented, with the aim of achieving energy
00:16:17sovereignty. The work led by the scientific community was
00:16:21carried out in four commissions: engineering, water,
00:16:25impact and planning and foresight, all aimed
00:16:28at environmental protection and social and financial analysis. As part of
00:16:32this process, dialogue tables were held with the Ministry of
00:16:35Energy with Mexican Petroleum, the National Water
00:16:39Commission, the Ministry of Environment and Natural Resources, as
00:16:42well as with specialists from the United States and
00:16:45Canada. These tables allowed for contrasting
00:16:48information, incorporating the experience of the responsible
00:16:51institutions and strengthening the analysis. The panorama in Mexico
00:16:54is as follows: natural gas consumption is 9.1 billion
00:16:58cubic feet per day, 70% is used in electricity
00:17:02generation, while in other sectors lower
00:17:05percentages are used. Since 2000. That's right, natural gas imports have increased
00:17:09every year to supply demand, the country imports 75%
00:17:13of its natural gas from the United States, which compromises Mexico's
00:17:17energy sovereignty and security. These are deposits
00:17:20that are trapped in rocks of
00:17:24very, very low permeability, I'm going to get into, pardon me,
00:17:27technically, into rocks in formations that
00:17:31have very low permeability, very
00:17:34low porosity, so that to be able to
00:17:38exploit them they require special techniques for their
00:17:41extraction and only 7%, there
00:17:45is the amount, are conventional deposits
00:17:48that are the deposits that are normally
00:17:52exploited in Mexico. To strengthen the country's energy sovereignty,
00:17:56four strategies must be promoted: increase electricity
00:17:59generation with renewable energy, make increasingly efficient use of
00:18:03energy, increase national production of unconventional
00:18:07natural gas in deposits and reduce gas flaring in oil fields
00:18:10and of course protect the environment. The Mexican government has already presented
00:18:14a plan to increase renewable electricity generation
00:18:17related to the scientific committee's proposal. The
00:18:21projection for 2030 contemplates an increase of 38% in
00:18:25renewable electricity generation and cogeneration to more than 90
00:18:28TWh, more than 22,000 MW of new clean
00:18:31capacity and efficient cogeneration of 1500 MW in the use
00:18:34of heat in industrial processes. The committee's idea includes
00:18:38the development of an energy efficiency plan to avoid greater
00:18:42natural gas consumption in large consuming industries with standards
00:18:45focused on home appliances and industrial machinery. Finally,
00:18:49Pemex must implement a plan to increase natural gas supply with
00:18:53conventional production. If we focus on this
00:18:55point, it is
00:18:57something we could
00:19:00increase, according to calculations,
00:19:03up to 2.4 billion cubic feet of rural
00:19:09flaring in oil fields and greater activity in conventional
00:19:13fields that we still have in
00:19:16Mexico. What has been projected so far is the reduction of dependence on
00:19:20imported natural gas through renewable measures, however, the
00:19:23result still does not reach Mexico's energy sovereignty.
00:19:27It is a work that highlights the participation of the scientific community
00:19:30in public decision-making. Mañanera
00:19:333:60.
00:19:36And talking about energy sovereignty also means having historical memory,
00:19:40Lázaro Cárdenas understood it with the oil expropriation
00:19:44in 1938, what is sought now is to update
00:19:47those struggles and understand that natural gas is not only for
00:19:51cooking, it exists for different things, the electricity we have
00:19:54in our homes, which is at this moment in this study,
00:19:58drying, air conditioning, transportation, commerce,
00:20:02manufacturing, that is, the industry of our country,
00:20:05requires natural gas, that's why... that's why today it is worth listening
00:20:09to the 58 experts who will continue with this
00:20:12research to follow up on the conclusions with
00:20:16better technology and see if there is salt water to then
00:20:19drill exploration wells, because this
00:20:23is important because let's remember that fracking
00:20:26that has historically been used and that is where the United
00:20:30States produces the natural gas that we currently
00:20:33consume, produces excessively large quantities.
00:20:38or requires large quantities of water, this affects the
00:20:41environment, what is being sought is that there can
00:20:44be energy sovereignty without the environmental
00:20:47costs that are required for... the extraction of
00:20:51unconventional natural gas that is done in
00:20:54other countries in the world, Miguel. In this first
00:20:57scientific opinion on the possibility of exploiting unconventional
00:21:00gas in our country, the committee set 10
00:21:04key points with a view to establishing a plan, a
00:21:07plan for the exploitation of unconventional gas in our country that, if applied,
00:21:10could help to reduce the dependence
00:21:14that Mexico currently has on foreign
00:21:17gas. There is talk of a reduction from 75
00:21:21to 50%, taking advantage in a first moment
00:21:24of 141 billion cubic feet of
00:21:28gas, the possibility, the amount that we could
00:21:31exploit in the short term, following 10 key
00:21:36the conclusion, listen to how this was
00:21:39mentioned,
00:21:42it is a sample of how we work on different
00:21:45issues, advised, supported
00:21:49by a scientific committee that allows
00:21:52us to evaluate, also with a scientific committee
00:21:56from different points of view that allows us
00:21:59to evaluate, in this case the possible
00:22:02production of unconventional gas in our country, that experts
00:22:05continue to accompany us, that all
00:22:08information be public, transparent and also
00:22:11that
00:22:14there be a public consultation before starting any type of
00:22:17production in the area.
00:22:20and continue working so that if there is unconventional
00:22:23gas that is feasible to use, that they tell
00:22:27us with what technologies it should be done so that
00:22:30water can be recycled, so that
00:22:33very toxic substances
00:22:36are not used and that most
00:22:40what we would do would be to start from the Mexican Institute of Water
00:22:44Technology, exploration wells for water, for
00:22:47water to see if there is salt water. Well, if there is
00:22:50no salt water, then the possibility of
00:22:54any type of unconventional gas exploitation is closed,
00:22:57it is to continue working and every two months,
00:23:00two and a half months, as the conclusions come, continue
00:23:04informing in the morning and also
00:23:06have a special page in the Ministry of
00:23:10Energy and in the Ministry of Science,
00:23:12Technology, Humanities and Innovation so that all
00:23:16Mexicans can see what the information is.
00:23:22The president made it clear not to use fresh water,
00:23:25to use salt water, not to use fresh water
00:23:28so that the consumption of domestic water is not impacted,
00:23:32to recover that water so that it is not contaminated
00:23:36in the subsoil, also a consultation in the towns
00:23:40where the exploitation of this unconventional gas can take place
00:23:43and above all to protect the environment, well, what are these
00:23:4610 points of the conclusion that the committee of scientists presented,
00:23:50the first point, accelerate the incorporation of renewable sources
00:23:54of electrical energy, the second, implement measures
00:23:58and energy efficiency programs
00:24:01throughout the country, also national production of unconventional
00:24:05natural gas must be increased, the fourth point,
00:24:08prohibit not allowing activities
00:24:11of unconventional natural gas extraction in the Tampico
00:24:15basin, Misantla, could have a very
00:24:18strong environmental impact in that place. That's why we don't do it at this
00:24:21point. The fifth, the fifth
00:24:24recommendation, the fifth point that the committee of scientists
00:24:27establishes is to confirm the existence of saltwater through
00:24:31well drilling. That's right, the sixth
00:24:34is to confirm through well drilling the existence of natural
00:24:37gas in unconventional deposits. Seventh,
00:24:40implement environmental protection actions and best
00:24:44practices in waste management. Eighth,
00:24:48carry out prior consultations. The delimitation of the areas before
00:24:52starting any activity, which was already the case in Tamaulipas
00:24:55where indigenous communities were found, and therefore
00:24:59this point is also discarded.
00:25:02Ninth, incentivize local supply to
00:25:06promote regional employment. 10,
00:25:09establish an external and independent scientific
00:25:12monitoring that provides permanent technical
00:25:16advice. This is discussed from Palacio Nacional and for this,
00:25:20experts attended. This is the case of Ana
00:25:23Paula Gomora, head of the Earth Sciences Engineering Division
00:25:26at UNAM, she mentions that there are three basins
00:25:29with more than 141 million cubic
00:25:33feet of gas, this
00:25:35in Tampico, in Burgos, in Sabina, in Misantla and after the
00:25:39evaluation for several reasons, the exploration
00:25:42in the Tampico basin is discarded, this
00:25:45is because it is a social zone where there is a vast
00:25:49population and... This could affect it, it remains
00:25:52to evaluate areas in Nuevo León, in Tamaulipas and in Coahuila. Let's
00:25:56listen.
00:25:59It was identified that the potential of natural gas
00:26:02from unconventional deposits is estimated at
00:26:06141.5 million million cubic
00:26:10feet that are mainly distributed in
00:26:13three basins, these are Burgos, Sabinas,
00:26:16Burropicachos and Tampico Misantla. The
00:26:20commission recommended
00:26:24where to and where not to carry out activities in unconventional
00:26:27deposits, due to
00:26:30environmental protection criteria.
00:26:32biodiversity and demographic density, it should
00:26:36be considered to prohibit exploitation activities
00:26:40of unconventional natural gas
00:26:42in the Tampico Misantla basin.
00:26:46It recommends continuing with the evaluation to determine
00:26:50the feasibility of developing unconventional
00:26:54natural gas deposits in two
00:26:57basins, in Sabinas Burro Picachos
00:27:01located in Coahuila and Nuevo León,
00:27:04as well as in the Burgos basin, in the northeast
00:27:07area of Tamaulipas,
00:27:10since there are these excavations, water mixed
00:27:14with sand and chemicals is injected to fracture the rocks,
00:27:18the sand keeps the rocks open and this gas can
00:27:21be exploited, and not all regions of
00:27:25our country have this possibility, one of these regions that the
00:27:28country does not have is the Tampico Misantla basin, which covers
00:27:31from Veracruz, Tamaulipas, San Luis Potosí, Hidalgo and
00:27:35Puebla. There, no, but yes, in the north of the country, for
00:27:38example, in Coahuila, Nuevo León and another part further north
00:27:42of Tamaulipas, there is the possibility of carrying
00:27:45out hydraulic fracturing for the exploitation of natural
00:27:49gas. This was explained
00:27:53at UNAM, José Antonio Hernández, how
00:27:55to take advantage of the fields, well, the areas
00:27:59that do have possibilities in our country, look at the details.
00:28:04It is considered very important that a prior and informed
00:28:08consultation be carried out with the population in the areas of
00:28:11influence where this type of deposits is intended to be exploited,
00:28:14we recommend that it be in the Burgos basin and in the Sabinas Burro Picachos basin
00:28:20the population and their opinion. It is also very important to develop
00:28:24local supply chains that can incentivize new
00:28:28jobs at the local level. It is also fundamental that
00:28:31different sources of work and economic activities be maintained
00:28:35and at all times it is very important to minimize the superficial
00:28:38impacts in well drilling, in the area of the
00:28:42environment, the following recommendations are determined:
00:28:45it is necessary to guarantee above all the preservation
00:28:48of aquifers, especially in the north of the country where surface
00:28:51water is quite scarce and therefore it will be necessary to preserve
00:28:55that there is water security in the aquifers, particularly
00:28:59those that serve for human consumption also in... those
00:29:02that supply
00:29:05ecosystems, on the other hand, it will also be necessary to guarantee
00:29:09a plan, to carry out a plan of prevention and mitigation of all
00:29:13operational risks related to the processes and projects of
00:29:16hydraulic fracturing and it will have to be a dynamic plan that adapts
00:29:20according to the consequences and it will also be necessary to guarantee the
00:29:23recycling and correct disposal of the water that is
00:29:26being managed and of all the materials used in the different
00:29:30operations, there is no sensitivity there, in addition
00:29:33to talking about the importance of why it is necessary to exploit unconventional
00:29:37gas in our country, it is about always
00:29:40having the people of Mexico at the center
00:29:43of the discussion where a hydraulic fracturing project
00:29:47can be carried out,
00:29:50think, what they are worried about, what they
00:29:53need, you will remember when in the Fox government an airport
00:29:57project was wanted to be built in Texcoco that caused
00:30:00discontent and led to the uprising of a group
00:30:04of farmers who said here there cannot be an airport because of the impact it can
00:30:08have and also because they are not asking us anything or what is
00:30:11happening, another project, do you remember the
00:30:15La Parota in Guerrero, they wanted to put a concrete curtain
00:30:19over the Papagayo river, there were many legal resources
00:30:23also in the Fox government, also that
00:30:26six-year term in the decade of 2000 where with legal
00:30:30resources another project that was not consulted
00:30:33with the people and that was attempted to be imposed, the dam,
00:30:37El Zapotillo in Jalisco, they wanted
00:30:40to flood towns, flood towns to,
00:30:43according to them, have a project that was going to benefit, yes, it was going to benefit a
00:30:47small group, but it was going to affect a lot, well, now the government of
00:30:50Mexico before carrying out any project, in addition to doing the
