00:00:12Hello everyone, welcome to a new food, where they ate, what they news broadcast on France 24.
00:00:16Andrés Mesa Muñoz greets you. Let's go with the
00:00:18headlines.
00:00:21Saudi Arabia fortifies itself after Iranian attacks against
00:00:24it. The Gulf country signed a defense agreement with Pakistan and
00:00:29they are from Scuinapa in Turkey. The pact stipulates that an armed offensive against
00:00:32any of the three, including the Pakistanis who have nuclear weapons,
00:00:35would be considered an offensive against all. We have a
00:00:38report:
00:00:41Deadly shooting in Thailand. A 14-year-old teenager killed
00:00:45five people at a school on the outskirts of Bangkok, where he also left at
00:00:48least 30 injured, nine of them in critical condition. This
00:00:52happened before committing suicide and after having murdered his two
00:00:56grandparents.
00:00:59Avelar de la Espriella assumes the presidency of Colombia today in a
00:01:03ceremony that for the first time in the entire republican history of the country will not
00:01:06take place in the capital.
00:01:09with adequate quality and We recap the trajectory of the new president and the challenges that await him.
00:01:26Let's start with Middle East news. Saudi Arabia signed a joint
00:01:30defense agreement with Turkey and Pakistan, a nuclear weapons holder that would
00:01:34shield it from constant attacks from Iran. The pact aims to
00:01:37strengthen collective deterrence of any act of
00:01:41aggression and stipulates that an armed offensive against any of the
00:01:44three would be considered an attack against all. From Istanbul, our
00:01:48correspondent Adrián Rocha told us how these three countries got to
00:01:52SENASICA in to Well, it's mainly due to the great
00:01:56fear that exists right now throughout the region, an inherent fear that the new
00:02:00re-escalation of the conflict between the United
00:02:04promising that the state would regain the States and Iran, which has not yet occurred, but which could occur at any moment, will affect all of
00:02:07Iran's neighbors. To put it in context,
00:02:11we did all the investigation at the plant of Trump assured last week, as our viewers will remember, that he was preparing the biggest attack
00:02:15the United States has ever carried out since World
00:02:18War II, something he himself stopped
00:02:21extend it to on Sunday afternoon after the countries of the region, especially Saudi Arabia and Qatar, explicitly
00:02:25asked the United States to stop that attack, not to carry it out, due to the
00:02:29fear of these countries, especially in the Gulf, but also
00:02:32Turkey, which has been attacked in the past, being attacked by
00:02:36Iran, which, in fact, according to press leaks, even
00:02:40explained to these Gulf countries which specific points, which
00:02:44oil stations, which logistical points, which ports, which airports would be attacked
00:02:47in case the United States carried out its bombings
00:02:50or fulfilled its
00:02:53been in contact with the threat of attacks against Iran. Therefore, the
00:02:57reason for this defensive alliance is very clear: it is to protect,
00:03:01States, with especially in this case, a Saudi Arabia that has proven very
00:03:04vulnerable, as have all the countries of the Gulf, before these attacks
00:03:08from Iran, which during the first months of this spring were constant,
00:03:11daily, and which threatened not only the security
00:03:15of these countries but also the economy of both the region and the entire
00:03:18world with the blockade of the Strait of Hormuz, which still remains, in addition to the
00:03:22inability of many of these countries to consistently export
00:03:25their oil reserves. Let's remember that Saudi
00:03:28Arabia is one of the biggest, biggest oil producers and exporters in the world. Turkey
00:03:32has the largest army in the region, the second
00:03:36largest in NATO, and is the only NATO member country, and Pakistan is the only Middle
00:03:39Eastern country that publicly admits to having nuclear
00:03:43weapons. Let's remember that the other country that does have them, although it has never publicly admitted it, is
00:03:47Israel. Well, these three countries now intend to defend themselves right
00:03:50now and form a new alliance that allows for
00:03:54a little more deterrence for an Iran that, if attacked again,
00:03:57will have to think twice about this new
00:04:01defensive alliance of Turkey, Saudi Arabia, and Pakistan. What
00:04:04is clear is that Iran continues with its threats against its neighbors. It has not
00:04:08only been Saudi Arabia that has
00:04:10government of been attacked during recent months and probably won't
00:04:13be so.
00:04:160.0002% of Above all, Iran has
00:04:17returned after traveling been attacking not only Kuwait,
00:04:20Qatar, the Emirates, and Oman, but also other countries in the region in
00:04:23response to US attacks.
00:04:27Regarding the offensive in the Middle East, the Houthis, backed by
00:04:30Iran, continue to attack provinces in Yemen. According to military sources, at least three
00:04:34members of government forces and two civilians died this Friday. The
00:04:38attacks continued after the group killed at least 58 people in a
00:04:42drone and missile offensive on Thursday against Yemeni government
00:04:45soldiers. Let's look at the report. The
00:04:48Houthis in Yemen, backed by Iran, continue to attack several provinces
00:04:52in Yemen. On Thursday, they launched a series of missile
00:04:55and drone attacks against Yemeni government forces.
00:04:59It was one of the deadliest days of the
00:05:01with each other. In the case of country's civil war in the last four years. The rebel
00:05:04group claimed that the attacks were a response to a military
00:05:08concentration backed by neighboring Saudi Arabia.
00:05:13Hundreds of enemy Saudi mercenaries have been killed and wounded,
00:05:17a large number of enemy Saudi camps, troop concentrations,
00:05:20depots and weapons have been destroyed and set on fire in eastern
00:05:24Yemen. According to an anonymous
00:05:27military source, Houthi drones and missiles attacked several
00:05:30military camps in the central province of Marib and in
00:05:34Hadramaut, near the border with Saudi Arabia. The
00:05:38rebel group also attacked the border region of Najran
00:05:42in the south of the territory.
00:05:45We warn the Saudi enemy that any reckless action against our country and
00:05:48our people will face the consequences of any
00:05:52escalation.
00:05:55According to a Saudi official, several intelligence agencies
00:05:58claim that Iraqi militias, in coordination with the Houthis
00:06:02in Yemen, were preparing imminent attacks against
00:06:06Saudi Arabia under the direction of Iran's Revolutionary
00:06:09Guard. The kingdom stated that it would take the necessary
00:06:13measures to respond to any aggression. Since
00:06:162014, a proxy war has been raging in Yemen between the Houthi rebels, allied
00:06:20with Iran, and the internationally
00:06:24recognized Yemeni government, backed by Riyadh and
00:06:28Washington. In 2022, a fragile ceasefire came into
00:06:31effect, but it broke last month when an Iranian plane
00:06:35tried to land in Sana'a. The Houthis
00:06:38announced a naval blockade of Saudi ports and began attacking
00:06:42the kingdom's oil tankers.
00:06:45In Lebanon, a year has passed since a plan for the disarmament of Hezbollah
00:06:49was announced, but that process is stalled, especially
00:06:52after Israeli attacks against this group continued in southern
00:06:56Lebanese territory. In the agreement, the government established that the Lebanese
00:06:59armed forces would be the only legitimate armed forces in the
00:07:02country. How is the militia at this moment? The
00:07:06details are provided by our Beirut correspondent Etel
00:07:09Bonet. A year ago, the Lebanese government announced
00:07:13the start of Hezbollah's disarmament,
00:07:16monopoly on weapons, and 12 months later, the process
00:07:20remains blocked. Hezbollah has not handed over its arsenal and rejects
00:07:23any disarmament imposed from outside, but the war with
00:07:27Israel has changed its position. The group has lost
00:07:30part of its military structure and political weight, while Israel
00:07:33claims to have
00:07:35destroyed
00:07:40Well, first, some good news. I'm going to put on my
00:07:43glasses.
00:07:47Put up the graphic. Annual inflation in Mexico drops
00:07:513.12%.
00:07:55We were at 3.37% in
00:07:57June, and July came in at
00:08:013.12%.
00:08:05Very important. Well, the second thing I
00:08:09want to inform you about is that
00:08:13Betsy Chávez, who was President of the Council of Ministers
00:08:17of the government of former President Pedro Castillo, who
00:08:20remained for several months in the
00:08:23Mexican embassy in
00:08:24Peru,
00:08:28which then had to close that embassy, given that
00:08:32Peru broke relations with Mexico,
00:08:36and remained under the protection of Brazil, whom we
00:08:39thank very much.
00:08:42She is about to land in Mexico. Safe conduct was
00:08:46granted for Betsy. An air force
00:08:50plane was sent for her, and she is in a
00:08:53few minutes landing in our country. This is a
00:08:56dialogue that began with the new government of Peru several
00:09:00weeks ago. This was a request that we made,
00:09:04and
00:09:06it
00:09:09is an element
00:09:13or an action
00:09:15that
00:09:18is, of good will, let's say, from the
00:09:23President Fujimori towards
00:09:26Mexico, and
00:09:29well,
00:09:33I don't know if I can announce it yet or not, but I'm going to
00:09:36announce it. With this, relations with
00:09:39Peru will be re-established. And
00:09:43we, as always, as we have
00:09:45done, will continue to
00:09:49defend President Castillo for the
00:09:52reasons we have stated. They know it, the new government
00:09:56of Peru knows it. But well, it's a
00:10:00step, and welcome,
00:10:02Chávez, to
00:10:06Mexico. Well, this is the
00:10:08second very important piece of information.
00:10:13Here are Dr. Kerzenovich, Secretary of
00:10:17Health, and Dr. Víctor Hugo Borja, Director
00:10:21of COFEPRIS. They will give a brief explanation
00:10:26about cyclosporiasis. It
00:10:29is called cyclo, well, they will
00:10:32say it now.
00:10:37Uh, which, even yesterday,
00:10:40Secretary Rollins mentioned in an
00:10:42intervention, it is a bacterium,
00:10:45not a parasite,
00:10:49uh, that has been found in some lettuces in the United
00:10:52States. All the studies have been
00:10:56negative in Mexico, but it is very important
00:10:59that we all know about it. They will explain it to us, and
00:11:03then here with us, and we are very pleased,
00:11:53then first, with David
00:11:56Ken.
00:12:01With your permission, Madam President, good morning, everyone.
00:12:04Recently there has
00:12:08been an outbreak in the United States of a
00:12:12parasite called cyclospora
00:12:16cayetanensis, sorry for the full
00:12:18name, which gives rise to a
00:12:21disease known as cyclosporiasis.
00:12:26I would like to show you the next one, please.
00:12:28What is this
00:12:32infection? This is an intestinal infection
00:12:36caused, as I said, by a parasite.
00:12:39It is treatable, no deaths have been
00:12:43reported anywhere.
00:12:46It is therefore of very low
00:12:49mortality. The characteristic is that it starts
00:12:522 to 14 days after
00:12:56consuming contaminated food or water,
00:12:58and it manifests as very explosive
00:13:02diarrhea that is controlled
00:13:05after 48 to 72 hours,
00:13:09and in some cases it requires
00:13:12hospitalization to rehydrate
00:13:16the person, especially when they have nausea or
00:13:20vomiting. The next one,
00:13:22please. There are different types of
00:13:26cyclospora, but only one, known as
00:13:29cayetanensis, affects humans
00:13:33and is the parasite that is present throughout the
00:13:36world and occurs recurrently. It typically
00:13:40appears between May and
00:13:43August annually in almost
00:13:46all countries in our Northern Hemisphere. It is present in
00:13:50North America,
00:13:53Latin America, and Europe, Africa, and
00:13:57Asia. It does not show up in
00:14:00common stool analyses, but
00:14:03requires, as with COVID, molecular
00:14:06PCR tests to detect this
00:14:10infection. The next one, please.
00:14:13What happens in Mexico?
00:14:17We have cases annually, however, they are very
00:14:20few. In Mexico we have
00:14:23had 33 cases confirmed as of
00:14:26July 31st, and if we take into
00:14:30account our population, this
00:14:33has an incidence of
00:14:41the population and recurs annually. There is
00:14:45treatment and no person has
00:14:48died. The next slide, please.
00:14:50favor,
00:14:53What do we recommend in general to avoid
00:14:56these cases of cyclosporiasis?
00:15:00Wash fruits and vegetables with clean and
00:15:03potable water before consuming them,
00:15:06peel them, or cook them.
00:15:09Wash your hands with soap and water for at least
00:15:1220 seconds before preparing
00:15:15food, before eating, and after
00:15:18using the bathroom, and consume
00:15:21potable or boiled water. The
00:15:25next one, please.
00:15:27Now it is a worldwide
00:15:31question why all the outbreaks that occur
00:15:34worldwide
00:15:38in our hemisphere occur between
00:15:41May and August. It has to
00:15:45do with humidity that allows the
00:15:48parasite's eggs to grow much more easily.
00:15:52It is not transmitted from person to
00:15:55person. Uh, it is transmitted by
00:15:58individual contamination, and there are
00:16:02some things that are still under
00:16:05investigation, such as the high mobility of
00:16:09people between countries who travel
00:16:12a lot from one country to another, who consume
00:16:15food in different
00:16:18places. Even when someone goes
00:16:21to a supermarket, they find many
00:16:25products from other countries,
00:16:28etc., and it is very difficult to pinpoint one in
00:16:31particular. Dr. Borja will present how
00:16:35our results have been negative
00:16:38in Mexico. And something very important has to do, therefore,
00:16:41with climate change, which has caused
00:16:45the frequency of cyclosporiasis to increase
00:16:49much more in some countries, such as
00:16:51the United States. So this is a
00:16:54multifactorial
00:16:57problem in which different risk
00:17:00factors are involved. The next one, please.
00:17:02favor.
00:17:05What do we do in Mexico? And this part is very
00:17:08important to convey to you. We have a very
00:17:12active epidemiological and sanitary surveillance
00:17:16to try to protect our
00:17:19population. For example, in the outbreak
00:17:22in the United States, we work together with the
00:17:26FDA, COFEPRIS and
00:17:30the review that has to do with the
00:17:33sanitary aspect of being able
00:17:37to... detect this type of infections. We search
00:17:40in the cultivation, in the primary
00:17:43agricultural production together with SENASICA, in the
00:17:47packaging for the epidemiological management and control
00:17:50and sanitation together with the
00:17:53General Directorate of Epidemiology and
00:17:56COFEPRIS. But we also
00:17:59distribution sites for fresh and minimally
00:18:03processed products. So
00:18:06we carry out food surveillance
00:18:10trying to detect the source from which it may
00:18:13come. The next one, please.
00:18:18We also actively follow the
00:18:22international health regulations. For
00:18:25example, in these outbreaks that have occurred, we have
00:18:30United Kingdom, which notified
00:18:33us of the cases in England, and with the United
00:18:36Inglaterra y con Estados
00:18:38the agency that monitors
00:18:42information in the United States. We
00:18:45receive the report, and
00:18:48immediately when they notify us of the presence of cases,
00:18:51we activate epidemiological and sanitary surveillance.
00:18:54We do this through COFEPRIS, which checks
00:18:58food, products, and health
00:19:02services and supplies. Through SENASICA,
00:19:05we conduct animal and plant
00:19:08surveillance, thus having
00:19:11a very coordinated action to know how
00:19:15the infection is evolving, not only in our
00:19:18country but also how it is evolving in other
00:19:22countries. The next one, please.
00:19:25The message, pardon me, yes, the message, this is
00:19:29my last slide, is that
00:19:32we will continue
00:19:34to inform with transparency, with scientific evidence, and
00:19:37working to protect the health of all
00:19:40Mexicans. We want to send a message of calm that
00:19:44we do not have an active cyclosporiasis outbreak
00:19:48in our country. Thank you very much.
00:19:50Thank you.
00:19:56With your permission, Madam President,
00:19:59I will present the attention we give to the outbreaks that are reported in this
00:20:03context of international cooperation between countries for
00:20:07food safety, and I would like to
00:20:10tell you what an outbreak is. An outbreak is two or more
00:20:13related cases or cases that have
00:20:16a common origin. This makes an outbreak not
00:20:20an epidemic, but cases associated with
00:20:23each other. Uh, what have we done when
00:20:27we receive these notifications? What
00:20:29countries do first to detect an outbreak
00:20:33is to see if they have a number of cases that are associated
00:20:38cyclosporiasis and salmonella, the
00:20:41CDC, the Centers for Disease
00:20:44Control in the United States, uses a
00:20:47questionnaire like this and asks
00:20:50people who have had a positive result
00:20:54where they ate, because cyclosporiasis is related to
00:20:57contamination of water or
00:21:01ate, and so on. This generates a hypothesis, and what they
00:21:05report to us are hypotheses, not confirmed
00:21:08issues. The investigation, as in
00:21:11the case of the United States, the CDC asked these confirmed
00:21:15cases where they had eaten, and there was a
00:21:18report that
00:21:21many of them had eaten in some fast-food
00:21:24restaurants. The FDA, when investigating
00:21:27this, consulted the restaurants about the origin
00:21:31of the food, and they asked the patients specifically about
00:21:34the purchase of some
00:21:37specific foods that are fresh foods,
00:21:41and all of them reported, for the most part,
00:21:44that they had consumed this lettuce that is
00:21:47called romaine lettuce. For us, the
00:21:51head lettuce, and that they had consumed it chopped and that
00:21:54it came in packaged bags. So the
00:21:57FDA asked where the packing plant that
00:22:01distributed it or the distributors came from. They saw that it came
00:22:04from common distribution centers in the United States, and
00:22:08then they notified us that it could be associated
00:22:11with Mexico's export of these
00:22:14products. So what we
00:22:17did when the FDA alerted
00:22:20us that it could be from a packing plant called Taylor Farms
00:22:24in Guanajuato, we immediately went to Taylor
00:22:28Farms to investigate the
00:22:30conditions of production and
00:22:34the treatment of the lettuces. We went with the
00:22:37General Directorate of Epidemiology and SENASICA to see the whole process from the
00:22:41seedling to the packaging. The
00:22:44lettuces, finally, Mexican, produced with
00:22:48very good quality in Guanajuato, travel more than 300 km to
00:22:52reach these distribution points. Well, we went to
00:22:55the states, the plant. We took,
00:23:01the production conditions, we took
00:23:03five whole lettuces before being processed,
00:23:07five samples of the chopped
00:23:10lettuce water, we
00:23:13submitted these analyses by molecular
00:23:16biology and found that all were negative. In such
00:23:20a way that the hypothesis is not confirmed with these
00:23:24laboratory study results. The hypothesis
00:23:28is still maintained and the direct source is not confirmed. Taylor
00:23:31Farms stopped the plant's
00:23:34operation preventively, there was a risk analysis being done by the
00:23:38company. So the Mexican origin is not yet
00:23:42proven. The epidemiological situation of cyclosporiasis
00:23:45in the United States is not only associated with this outbreak
00:23:49in the United States. From May to August, as Dr.
00:23:52Kerzenovich mentioned, there have been a total of
00:23:5510,468 confirmed cases, not all
00:23:59associated with the outbreak.
00:24:01There are 47 affected states and two
00:24:05deaths. And those associated with the outbreak,
00:24:08hypothetically associated with this lettuce, are
00:24:116,358 confirmed cases in 15 states,
00:24:15278 deaths and two fatalities. So
00:24:19the problem goes beyond
00:24:22what is reported for just this outbreak.
00:24:25These are the cases reported within the United States who have not traveled.
00:24:29On the other hand, there are 1,400 cases that
00:24:33they report had traveled in previous
00:24:36weeks and then fell ill in the United States. The next one, please.
00:24:40This is how we received the
00:24:43report and acted immediately. In
00:24:47this case of cyclosporiasis,
00:24:50the result in the lettuce samples is not
00:24:54confirmed. The next one, please.
00:24:57We had another report
00:25:01from the United Kingdom of cases that
00:25:07to various countries. Among those,
00:25:1048 cases traveled only to
00:25:14Mexico. Some had traveled only to the United States, some to
00:25:18Mexico and the United States, especially after the World Cup.
00:25:22And they reported these cases to us. We visited
00:25:25because they had been in some
00:25:28hotels and reported that they had consumed fresh vegetables
00:25:31in the hotels. We visited 16 hotels
00:25:34in the area. Eh, from
00:25:38Quintanaroo, we took samples and these
00:25:41are 32 food samples and 11
00:25:44water samples are in the process of
00:25:47being analyzed in our laboratory. Next please,
00:25:50the last report we received was about
00:25:54salmonellosis eh associated with possibly
00:25:58chilies of Mexican origin, serrano chilies,
00:26:01this was reported by... FDA eh on
00:26:04July 31st, this salmonella
00:26:07outbreak eh which had not yet been identified
00:26:10who was the distributor, on August 5th,
00:26:14they notified us that the distributor could be an
00:26:17packer located in Nuevo León, we immediately went to Coffrís
00:26:21to visit this packing plant in Nuevo León,
00:26:25we have already seen who are the producers
00:26:28who send these chilies,
00:26:31Sinaloa and we are in the process of
00:26:34investigation, samples of the chilies were already taken
00:26:38to investigate if this can be related to
00:26:42salmonellosis, the outbreak in the United States, so
00:26:45we follow these investigation processes that
00:26:48correspond to the cooperation between Mexico and the United
00:26:51States, since 2020 we have received
00:26:54about 17 notifications of outbreaks, in
00:26:57some of them accompanied by
00:27:00FDA, Senasica and. we make visits to
00:27:03companies to ensure that these export
00:27:07processes are carried out
00:27:12what is done is in a preventive way, thank
00:27:15you very much,
00:27:19so far all negative so that
00:27:22there
00:27:25are no other
