00:03:49think it's good, the Attorney General's Office is exploring
00:03:53new lines of investigation to clarify the events in which the
00:03:5643 Ayotzinapa students disappeared and
00:04:00they obey the detention of
00:04:02order issued by the Permanent Criminal Chamber Ángel Aguirre Rivero, the former governor of Guerrero. This morning
00:04:05President Claudia Sheinbaum highlighted the work of the
00:04:08Prosecutor's Office in charge of Ernestina God Ramos which has allowed
00:04:12to have information on the case.
00:04:16There are several lines of investigation that the Prosecutor's Office is following,
00:04:20accompanied by searches that are carried out in the territory
00:04:24of evidence that is available, the search is done, evidence, the search is
00:04:27done, more people have been arrested, some
00:04:31of whom had never appeared as
00:04:34possible perpetrators and they
00:04:37were arrested now by the Prosecutor's Office, they
00:04:41have given some testimonies, in short, these are
00:04:44different lines of investigation that lead to
00:04:47arrests.
00:04:50Well, that's right, it was detailed that new ways of analyzing information are being
00:04:54used and the president said that it can
00:04:58be the same evidence, but now they are deepened with scientific
00:05:02filed a request for diplomatic asylum at mechanisms and assured that her government has a commitment to the parents
00:05:05of the students and the people of Mexico to achieve truth and
00:05:09justice.
00:05:11The ultimate goal is to know the
00:05:15truth, do justice and find the young
00:05:18people, that is the commitment we made with the mothers and
00:05:22fathers of Ayotzinapa, I will put all my effort, all
00:05:25my energy, all my will for it to
00:05:29be so, the parents know
00:05:33this, and today the initial hearing of the former governor of Guerrero
00:05:36Ángel Aguirre Rivero was held, this in the Altiplano prison in the state of Mexico,
00:05:40a control judge imputes
00:05:43preventive detention, his defense also requested the extension
00:05:46of the constitutional term, which will allow him
00:05:50to gather evidence in favor of his client. The
00:05:53former governor was arrested yesterday Thursday, we informed you here in Informativo
00:05:5714, for allegedly ordering the disappearance of videos
00:06:00from the security cameras of the State Justice Palace in
00:06:04Iguala, where the moment in which state and municipal police
00:06:07detained the normalistas who were traveling in bus number
00:06:1015:31 of the Estrella de
00:06:14Oro line on the night of September 26, 2014, is supposedly
00:06:18observed. The capture of Aguirre Ribero occurred after the statements of two
00:06:21former officials who had pointed to the former state governor. The
00:06:24hearing will continue next Tuesday where the judge will define if
00:06:28Aguirre Rivero is or is not linked to process for the crimes of
00:06:31obstruction of justice and forced disappearance of
00:06:35people in the Ayotzinapa
00:06:36case.
00:06:41And to expand this information, we link up with Manuel
00:06:44Vázquez, he is Manuel Vázquez Arellano, a survivor of the Ayotzinapa
00:06:48case, we welcome you Manuel, how
00:06:50are you? Hi, thank you very much, Rita,
00:06:54Aurora, at your service, well,
00:06:57precisely because of the new information that we are now
00:07:00reading for the public, that we have been sharing since yesterday, I want to know your
00:07:04opinion, what do you think of these new lines and techniques of
00:07:07investigation, what is your opinion about what is happening right
00:07:11now. Well, my initial opinion would be that
00:07:15hopefully these new lines of investigation, these new investigation techniques
00:07:18will deepen not only the line of
00:07:22investigation that led to the capture of Ángel
00:07:26Aguirre Rivero, but also other lines of
00:07:29investigation that have also remained pending, we hope
00:07:33that the Prosecutor's Office has a well-founded
00:07:36investigation file and the accusations made against the former
00:07:39governor in such a way that it can
00:07:42know what happened to those proofs, those videos
00:07:46and that leads to the truth of the
00:07:49case, specifically Manuel, regarding
00:07:52this arrest of Ángel Aguirre, precisely
00:07:55I want to ask you how this arrest is received,
00:07:59this first measure that is given initially for the case, for
00:08:02you who are much closer to this
00:08:06case, what does it tell you, what does it refer to, how do you
00:08:09take it now looking at it from this point.
00:08:14Well, it seems a little late to me, it's almost 12 years since the
00:08:17events, since
00:08:21movement, the protests that we led
00:08:24ourselves
00:08:27what we demanded, the resignation and investigation
00:08:30of Ángel Aguirre Rivero, because he was
00:08:34the governor, he was the boss of Guerrero, it can't be that he
00:08:37wasn't informed of the events that night or at
00:08:41least. his security cabinet, his secretary of
00:08:44government, people very close to him, they had to
00:08:49was happening, this that the prosecutor accuses him
00:08:53of ordering the destruction of
00:08:55evidence, well, there they are
00:08:58telling us everything, either he was pressured by factual
00:09:01powers or he was pressured by the federal
00:09:05sphere, which in any case would be the federal authorities such as
00:09:08Osorio Chong or people directly related
00:09:11to Enrique Peña Nieto, so
00:09:15we'll see, let's hope that something comes out of
00:09:18this, because it's time, claro, you said it well, sorry,
00:09:22sorry, sorry, no, I just had a question, Manuel, you mentioned, there
00:09:26are other pending lines, what are you thinking about?
00:09:29Well, we are thinking about many lines, that is, the issue of
00:09:32the intervention of municipal police from
00:09:35Huitzuco, the issue of the line of investigation of drug
00:09:39trafficking, the Mexican army and its participation,
00:09:42the position of some elements, those pending
00:09:46lines of investigation that can give an account, there are
00:09:49many testimonies from surviving compañeros who had
00:09:53family members, cousins,
00:09:56neighbors who worked in the 27th
00:10:00battalion, who were called and asked for information about the boys, and the
00:10:04commanders there told them to shut up and not get involved in those
00:10:07matters, that is, there is still much to investigate,
00:10:10of course. And you say it well, Manuel, also
00:10:14ask you about these videos that were allegedly
00:10:17destroyed, of which we have no reason today what those
00:10:21images could have been or where they are if they are truly destroyed. What
00:10:25would they mean, how important are they, what relevance do you give to
00:10:28these images, to this alleged evidence?
00:10:30Well, a
00:10:34greater relevance, because they were
00:10:38in the palace of justice, as the expert
00:10:42Ángel said and some other experts have said, let's
00:10:46see, it's not just that the governor ordered
00:10:49to destroy this evidence, but also the technicians,
00:10:52the people who manipulated these
00:10:56equipment should also be held accountable because they could
00:10:59have not acted and out of conscientious
00:11:03objection they would have said, well, I can't participate in destroying this, let
00:11:06someone else do it or
00:11:10etc., so there are many people involved there, let's remember that
00:11:13the president of the Guerrero state justice court is imprisoned
00:11:16precisely for having destroyed this
00:11:20evidence, she has been imprisoned for 2 years, 2 years, so
00:11:24now we know where the pressure or the order came from, let's hope it
00:11:26is proven, clear, Manuel, given these facts, declarations
00:11:30and the arrest of the former governor, do you
00:11:34foresee that new information will be accelerated,
00:11:37that the results will go in another direction, that the case
00:11:41will be sped up, how are you
00:11:43experiencing it?
00:11:45Well, look, if the arrest was made in accordance with the law, if the
00:11:48accusations are well-founded, if there is enough
00:11:51evidence, I think it can shed light on what happened at least
00:11:55with a group of our compañeros, who
00:11:59took them where, because let's remember that there were several
00:12:02aggression events that night, on one hand those who
00:12:06were in the justice palace, but on the other hand where I was for example was
00:12:10on Juan Álvarez street, in that area there were no cameras as far
00:12:13as is known until now, right? So at
00:12:17least for a group of compañeros we would know where they were
00:12:20taken. Manuel, also ask
00:12:23you, we are almost 12 years from that night in Iguala,
00:12:26a few days, a few weeks before the 12th
00:12:30anniversary of this case, ask you if you know if anything
00:12:33special is being prepared eh, well, some
00:12:36event, some march, some
00:12:39commemoration precisely there at the place here in Mexico City,
00:12:41yes, there will be mobilizations from
00:12:45the 20th to the 26th, even beyond at the national
00:12:49level, if we remember that every year it is the largest
00:12:52mobilization that has been done lately. So
00:12:55we will be there from our trench, I from the federal
00:12:58deputation will ask my coordinator Ricardo Monreal to let
00:13:02me be part of the effemérides for or that this
00:13:05effemérides for Ayotzinapa be held and that
00:13:09I be the one who proposes it, we have already done it in previous
00:13:12years and other surviving compañeros have been accompanying
00:13:16us there in the
00:13:18tribunal. Hey, Manuel, sorry, Manuel, you were very
00:13:22young 12 years ago. Did you
00:13:25finish your studies as a teacher there in
00:13:28this rural
00:13:31normal rural
00:13:33school? No, I didn't
00:13:37finish, I only studied there for 2 years and then
00:13:40I dedicated myself fully to activism for the struggle of the
00:13:4443, I was a spokesperson until 2017-18
00:13:48and then I joined the national regeneration movement, I studied
00:13:52law here in Mexico City, I am a lawyer.
00:13:57But I continue to be supportive of the cause and well, I am a
00:14:01survivor, I will be until the last day of my
00:14:05life, well, a hug, that's right Manuel, we
00:14:08thank you very much for taking our call and of course we will
00:14:12keep this window open so that we can continue talking in the
00:14:16future about all the events that continue to happen regarding this
00:14:19case, thank you very much, see you later, see
00:14:22you soon, thank you Manuel Vázquez. survivor
00:14:25of the Ayotzinapa case and well, we have
00:14:29more information, in other details, Ramón Ángel Álvarez Ayala, Alias
00:14:33LR1, leader of this cell related to the Jalisco
00:14:36Nueva Generación cartel, was linked to process for crimes against health,
00:14:39possession of a firearm and possession of cartridges for exclusive
00:14:43use by the armed forces, he is singled out as the
00:14:46intellectual author of the homicide of the mayor of Uruapan Carlos Manso and the
00:14:50femicide of content creator Valeria Márquez, the control judge of
00:14:53the courts of the Federal Altiplano Prison has ratified
00:14:57preventive detention and now set a period of 3 months for the complementary
00:15:01investigation.
00:15:05And with regard to the fight against organized crime, President
00:15:08Sheinbaum reiterated that Mexico is willing to collaborate with
00:15:12the United States, but under the collaboration schemes established
00:15:16by law.
00:15:19We have always stated this, the relationship between Mexico and the United States
00:15:22must be of mutual respect and mutual
00:15:26trust,
00:15:29there is relevant information that the United States
00:15:32government has, we receive it with pleasure and we
00:15:35plan and carry out the operation in coordination
00:15:41or the state attorney's offices, they know
00:15:45our four principles: coordination without
00:15:50sovereignty and
00:15:52defense of the territoriality of our country,
00:15:56collaboration without loss of
00:15:59sovereignty.
00:16:02Given the call from former Ambassador Ken Salazar to put behind
00:16:05us the issue of the capture of Ismael "El Mayo" Zambada, she assured that the United States must
00:16:09clarify what happened, because if there was
00:16:12interference, it would mean that the laws of our
00:16:16country were violated. It's not a stubbornness to
00:16:19say, "it's just that
00:16:22we keep insisting," just because
00:16:25it is relevant, it is relevant
00:16:28because it has to be clarified if there was interference and direct
00:16:32participation in
00:16:36this detention also in the
00:16:39situation that Sinaloa is experiencing
00:16:42right now,
00:16:44it is very relevant to clarify to continue
00:16:47advancing, and since Rita told us about this
00:16:51collaboration between Mexico and the United States, the US
00:16:55Department of State has recognized the public commitment of President Claudia
00:16:58Sheinbaum to fight against drug trafficking, Assistant Secretary of
00:17:02State for Narcotics Michael González assured that under her
00:17:06leadership Mexico has supported the apprehension and transfer
00:17:09of 92 drug trafficking leaders who were handed over, let's remember, to the United
00:17:13States.
00:17:17Well, and in economic information we tell you that in July the annual inflation
00:17:20in Mexico fell to 3.12%, its
00:17:24best level in the last 6 years, also representing the
00:17:27fourth consecutive month down, according to data from the war between Ukraine
00:17:31and Russia, what has happened is that Mexico has remained on the sidelines
00:17:34eh in economic matters by
00:17:38precisely giving fiscal incentives so that the price of gasoline does not
00:17:41rise and everything can continue to function, what does this imply, basically everything,
00:17:45in the food that reaches our home, the table day by day, the
00:17:49electricity we use, many things, you know that
00:17:52these eh eh well, this energy issue we
00:17:56use it every day, that's how it has been reflected in these good results
00:18:00that seem to be already transparent
00:18:04Rita, that's right, if we compare ourselves to the rest of the world we will see the situation very
00:18:08different, there is economic growth there to
00:18:11see, so that's right, well, think about these figures
00:18:15and let's move on to what's next, that's right, in more
00:18:19inflation is not only reflected in the indicators in the
00:18:22markets, merchants are already reporting the adjustment in the price of basic
00:18:25products and even assure that this trend is beginning to
00:18:29be noticed in the pockets of Mexicans.
00:18:31mexicanos.
00:18:37Even with a war in the Persian Gulf that raised the cost of hydrocarbons
00:18:40and fertilizers worldwide, the Mexican economy
00:18:44managed to slow down inflation, increase the gross domestic product and
00:18:48stabilize the prices of the basic
00:18:50food basket.
00:18:53In July, the price of jitomate, LP
00:18:56gas, potato and chicken decreased. The same happened
00:18:59with the cost of automobiles. Beyond being an economic indicator,
00:19:03it is an advance that is reflected in the pockets of merchants and
00:19:09buyers. Yes, yes, the price has already gone down because there is more of this product
00:19:14supply center and they give you another price so that here
00:19:18housewives also pay another price, if we are doing
00:19:22well, with the rain you know that it rains and suddenly
00:19:25it clears up, but the business is good, friend,
00:19:29good, I don't complain, very extensive this
00:19:32work well, extensive
00:19:36extensive it sells well
00:19:38although they recognize that prices for these products have dropped, they
00:19:42know that this can improve,
00:19:45it's good, working anything is possible,
00:19:48yes, but it's good from regular, it helps because
00:19:51you buy at a better price and so you can also give
00:19:55another price.
00:19:59The agreement with gas station owners also allowed the popular
00:20:02impact of inflation not to be felt so much, because although
00:20:06the cost of a barrel of oil doubled due to the war in Iran,
00:20:09inflation moderated to 3.12%,
00:20:12something that had not been seen since May 2020.
00:20:16In the case of gasoline, we did it in
00:20:192025, in the first half of
00:20:222025, we agreed with the gas station
00:20:26owners that Magna gasoline would not rise above 24 pesos per
00:20:29liter. And to date it remains at that
00:20:32price.
00:20:35Channel 14.
00:20:39This afternoon we also tell you that the governments of Mexico and Peru reestablished diplomatic
00:20:43relations, after in November 2025,
00:20:47the Andean country broke relations because of the stance regarding the arrest
00:20:51of then President Pedro Castillo and the political
00:20:53asylum granted to Prime Minister Betsy Chávez. After several
00:20:57days of dialogue, President Keiko Fujimori granted safe conduct
00:21:01to Chávez, who this morning already had diplomatic protection from
00:21:05Mexico, which was the determining step in the recovery
00:21:08of the bond between both nations. This was reported by President Claudia
00:21:12Sheinbaum.
00:21:14It is a dialogue that began with the new government of Peru several
00:21:18weeks ago. This was a request that we
00:21:22made and it
00:21:25is
00:21:27an element or an
00:21:31action
00:21:33that
00:21:36eh of good will, let's say so, of the
00:21:41President Fujimori towards
00:21:44Mexico
00:21:47and eh I
00:21:52don't know if I can announce it yet or not, but I will announce it,
00:21:56with this relations with Peru will be reestablished,
00:21:59well,
00:22:03Mexico thus reestablishes these relations in a time of
00:22:07much fracture and much divergence, so
00:22:11congratulations to them, they are good relations with the rest of the world, the
00:22:14president always maintains them because it is part of her
00:22:18long-term diplomacy. Over the years, she
00:22:22emphasized the good relationship that has always been maintained with Latin America and
00:22:25that must continue to be nurtured, so good
00:22:29news, good news,
00:22:32we always seek the best friendly relations with all the peoples
00:22:36of the world, because that is also Mexico's
00:22:40foreign policy established in the Constitution, and at
00:22:44the same time we defend the self-determination of peoples and on Mexico's part
00:22:47humanitarian aid to the entire world. As we
00:22:51have historically done, fraternity is Mexico's
00:22:55hallmark, love is the hallmark of our people and
00:22:58as such, we as representatives of the people of
00:23:01Mexico, that is our task and our
00:23:05function. But who is Betsy Chávez and why
00:23:09is she facing a judicial process, how did she get to this point,
00:23:13here we explain the
00:23:13context.
00:23:22The former Prime Minister of Peru, Berti Chávez, left the country
00:23:25this Friday after the government of Keiko Fujimori granted safe
00:23:28conduct. Nine months after the Peruvian government broke
00:23:32diplomatic relations with Mexico, the foreign ministries of both countries announced
00:23:36the resumption of the bond and bilateral cooperation. Chávez was
00:23:40condemned in the first instance for conspiracy to rebellion for her
00:23:43participation in the events of December 7, 2022,
00:23:47when Pedro Castillo was accused of orchestrating a supposed
00:23:52of the Supreme Court imposed on Betsy 11 years, 5
00:23:55months and 15 days of effective imprisonment. President
00:23:59Keiko Fujimori defended her government's decision to grant this
00:24:03safe conduct by arguing that the measure responded to respect for the rule
00:24:07of law and compliance with Peru's international obligations beyond
00:24:10any political color.
00:24:12And as I
00:24:15pointed out before taking
00:24:19office, for us, it was
00:24:22one of our objectives and we explained it to Foreign Minister
00:24:26SPA, to restore these relations. In addition, as I have
00:24:30already stated on several occasions, we will have
00:24:33a very institutional
00:24:36government and one that fully respects the rule
00:24:40of law.
00:24:42Betsy Chávez was arrested on June 20, 2023, by police
00:24:45agents at her home in the city of Tacna, in compliance with an
00:24:52of the Supreme Court. As part of the judicial process against
00:24:55her, the prosecutor's office requested that the former minister be
00:24:58subjected to a period of 18 months of preventive detention for the alleged
00:25:02crime of rebellion. In 2025, the Constitutional
00:25:05Court of Peru approved a habeas corpus demand,
00:25:09a resource that protects people against arbitrary detentions
00:25:13promoted by Betsy Chávez's defense. By proving that the
00:25:16former minister was imprisoned longer than anticipated in the request for
00:25:20preventive detention. On August 25,
00:25:232025, the court ordered Chávez's release and
00:25:27left open the possibility of imposing measures to ensure her
00:25:30presence in future judicial proceedings.
00:25:34The former official regained her freedom at the beginning of September of the same
00:25:37year, after having been discharged from a hospital where she
00:25:41was admitted to monitor her health due to the hunger strike she
00:25:45started on previous dates. On November 3,
00:25:482025. Chávez
00:25:52the Mexican embassy in Lima due to repeated
00:25:55violations of her human rights as part of a political
00:25:58persecution by the Peruvian state. This
00:26:01Friday, President Claudia Sheinbaum confirmed that Betsy
00:26:05Chávez was at the Mexican embassy in Peru, currently under
00:26:09Brazil's protection, and that she would arrive in Mexican
00:26:12territory. It should be noted that despite the benefit
00:26:16granted, the Peruvian government warned that its power to request
00:26:19the extradition of Betsy Chávez remains in force, should the judicial
00:26:23authorities so require.
00:26:26Marisol Hernández, Canal
00:26:2814.
00:26:44What does the foreign policy of Mexican humanism represent in the face of the new
00:26:47Condor plan and the shift to the right in Latin
00:26:50America? President Claudia Sheinbaum announced this
00:26:54Friday the reestablishment of diplomatic relations between Mexico
00:26:57and Peru, after 9 months of rupture after the
00:27:01Peruvian government's decision to suspend ties with our
00:27:04country, after Mexico, in adherence to its foreign policy
00:27:08principles enshrined in the constitution, granted political
00:27:11asylum to former Prime Minister Betsy Chávez, who
00:27:15has been judicially persecuted after the coup d'état against President
00:27:18Pedro Castillo, still unjustly deprived of
00:27:22liberty. The former Peruvian Prime Minister obtained
00:27:26today the safe-conduct to reach our country thanks to the excellent
00:27:30diplomatic work of the Mexican government.
00:27:33And meanwhile, this same day, Abelardo de la
00:27:36Espriella arrives at the presidency of Colombia, as a result of an
00:27:39electoral process marked by American and Israeli interference.
00:27:43Aligned with the interests of the White House, this new
00:27:46government has announced the rupture of diplomatic relations with Cuba
00:27:50and Nicaragua, as well as the closure of 14 embassies and
00:27:5415 consulates, a decision that only benefits
00:27:57the United States. Who it harms most are the
00:28:01Colombians. On the same day, two paths in international
00:28:04relations for Latin America: sovereignty
00:28:08and democracy or repression and subservience. Mexico
00:28:12once again becomes a refuge and oasis of freedom in the face of the night that
00:28:16looms over the continent, and as in the
00:28:18past, our homeland can be the stage for preparation and
00:28:22reference for a new triumph of the revolutions that
00:28:26bring independence and well-being to our America.
