00:20:02For a closer look at this latest in the trade war,
00:20:04we have reached Jattan da Silva and Calgary. She was Alberto
00:20:07senior representative to the US during the first Trump
00:20:10administration. She also served as the province's deputy
00:20:13minister for international and intergovernmental relations in
00:20:16Japan. Gotta see you. Thank you very much.
00:20:19Thanks for having me on the show. What do you make of this
00:20:22latest round of tariffs and the series of exchanging measures?
00:20:26Well, things definitely are heating
00:20:28up and seem to be escalating quickly. I think it's no real
00:20:32surprise given that President Trump tends to be more forceful
00:20:35on these things and really does like to be the centre of
00:20:38attention. So I think we do have to brace ourselves for
00:20:42continued escalation, at least on the United States
00:20:44side. The US Trade Representative, Jameson Greer,
00:20:47says it's, quote, unhinged for Canadian leaders
00:20:50to characterize the administration's tariffs
00:20:53as a trade war against Canada. What do you what do you make of
00:20:57that?
00:20:59I think that the Prime Minister is right that when you have
00:21:02been snacked, we have essentially been an
00:21:04economic war with the United States almost since President
00:21:07Trump returned to office a year and a half ago. And so I think
00:21:10this is an effort on the US side as we see that the tariffs
00:21:13are starting to bite. We know that tariffs are attacks on
00:21:16consumers. And so in the lead up to this US midterm elections,
00:21:19they're trying to change the narrative and try to pin the
00:21:22blame of this situation on Canada when we know full well
00:21:25that the president loves tariffs. He says it's a
00:21:27beautiful word. He's deeply committed to it, and we've known all along
00:21:31that this would, in fact, raise prices and that those
00:21:34impacts would be felt by the average American and average
00:21:37Canadian. Yeah. I mean, he kind of makes it sound as
00:21:41though this is just, it's a tariff dispute. It's a
00:21:44trade dispute. I mean, it's just that. But it's not.
00:21:47It's not just that it's so much more. It's like political
00:21:51attacks on the country's existence. It's all these memes,
00:21:54all these maps of Canada with the Stars and Stripes over.
00:21:58It's threats of annexation. I mean, it's just frankly,
00:22:01isn't it nonsense to say that this is just a trade dispute?
00:22:06I think it's gone far beyond that. Yes, we are fighting over trade for sure,
00:22:10100%. And that's something that we would like to see that
00:22:12resolved. But I think the American cabinet and the
00:22:15president are very surprised that Canada said no and walked
00:22:17away. But it shouldn't be a surprise because you've done
00:22:20this before. When we were first negotiating our first free
00:22:23trade agreement with the United States,
00:22:24we also walked away because we wanted to dispute resolution
00:22:27mechanism and the Americans did not. So Canada has held firm in
00:22:30our history of trade with the United States and we're going
00:22:33to continue to do so. Now,
00:22:35this is effectively retaliation for the terrorists put in place
00:22:39yesterday just after midnight. What strategies do you believe
00:22:42the Canadian government is contemplating,
00:22:45because so far there haven't been new measures by the
00:22:48Canadian side to these new measures by the American side.
00:22:52What what do you think is going to happen next?
00:22:56I think that behind the scenes, Canadians are leaning very hard
00:23:00on US elected officials and other Americans and people in
00:23:03places of influence. You know, our best hope at this point to
00:23:07deescalate the situation is to get Americans to carry our
00:23:10message to the White House and somehow convince the president
00:23:14that he's had enough of a win on this issue and encouraged
00:23:17him to get back to the table to reach some type of agreement
00:23:20with Canada or at least stop the escalation. I think barring
00:23:24that, it can be very tricky, you know, really only when
00:23:27the tariff issue really starts to become a mainstream
00:23:30political issue in the US midterms. If the Republicans
00:23:33are really concerned about losing seats as a result of
00:23:36tariffs and affordability, that's really,
00:23:39I think our best hope at this point to calm the waters a bit
00:23:42and get back to some kind of respectful negotiations. I,
00:23:45I feel like I, I sometimes ask the same
00:23:48questions on two different days to two different guests,
00:23:51just like you. But I know that you were around for the Trump's
00:23:54first round. Now he's in office for the second time,
00:23:57and I'm just not sure
00:23:59whether he cares that much about the midterms in terms of
00:24:03tariffs being one of his favorite words and being
00:24:06something that he seems to be completely committed to. So do
00:24:11you believe that the pressure really could,
00:24:14that he could actually feel the pressure and actually back down?
00:24:20The president is deeply concerned about his legacy. He
00:24:23wants to be known as the president who hasn't done
00:24:26something that other presidents have done. This is in part his
00:24:29obsession with expanding US territory. You know,
00:24:32these are references to 51st state,
00:24:33to annexing Greenland or Cuba or Venezuela. And so he does
00:24:36care very much about how he is seen. And so I think that if
00:24:40this is an issue that continues to damage his reputation and
00:24:43his personal reputation, yes, he'll remain committed to
00:24:46tariffs. But there's always a way to repaint the story,
00:24:48to redraw the narrative, to make it look as though he has won in some way,
00:24:52and then shift the focus to something else. Dominic LeBlanc
00:24:56has said that he and the US trade representative,
00:24:59Jamison Greer, are talking. What do you think
00:25:01it would take to get these two sides back to the negotiating
00:25:05table? Well, I suspect a lot of negotiating
00:25:08is happening behind the scenes. There was a lot of intense
00:25:11public pressure when our team was in Washington the last go
00:25:14round. And so I think this time, you know,
00:25:16we're trying to see what work can be done behind the scenes
00:25:19to move the goal post. It is going to be tricky, however,
00:25:22as the US has made very clear that they are looking for
00:25:24tariff free access to Canada. They are not going to give us
00:25:27tariff free access in return. They've also made clear that
00:25:30they're looking to move Canadian manufacturing to the
00:25:33United States. And so Canada is going to have to be very clear
00:25:36on what our red lines are, those issues that we cannot concede on,
00:25:39those issues that are critically important to our own
00:25:42national interests and stick to those because,
00:25:45as we said all along, no deal is better than a bad

00:28:32A few months ago, we learned that Canada's most
00:28:34prolific ****** had been praying on more than 600 women
00:28:37and girls right here in Greater Victoria. What we didn't know,
00:28:40and what I've spent the last few months digging into,
00:28:43is the devastating way Yang Yang Derek Chang's crimes have
00:28:46changed his victims lives. Many of the victims are struggling
00:28:49to move forward in the traumatic aftermath of these
00:28:52crimes and feeling hunted. When police wouldn't answer my
00:28:55questions, I spent months scouring court
00:28:58records and talking to victims. Here's what we found out. Chan
00:29:01secretly recorded explicit videos of women and children for six
00:29:05years throughout communities on southern Vancouver Island,
00:29:08filming through the windows of their homes,
00:29:11at beaches and in popular stores including Value Village,
00:29:14Walmart and local malls. By the time Chan was arrested,
00:29:18the ****** was recording more than a video a day and
00:29:21uploading many online channels. Now in jail serving a 4 1/2
00:29:24year sentence, but only a fraction of the
00:29:27victims have been identified. Here's what 1 I spoke to said.
00:29:30Him being so close to me
00:29:32was like the most icky feeling. How did I let someone get so
00:29:35close to me without noticing? The identities of victims are
00:29:38protected under publication ban. Learning about this crime has
00:29:42shattered many victims sense of safety in public spaces,
00:29:45they said. In court, some women said they can't hold
00:29:47down a job, struggle with their mental
00:29:49health and have changed the type of clothes they wear. The
00:29:52woman said chance crimes have impacted relationships,
00:29:55eroded their ability to trust others and left them feeling
00:29:58powerless. They fear that the videos and images are still
00:30:01online, which some are. I also learned that while Chan was on bail,
00:30:05the Spanish police watched Chan enter several local businesses
00:30:09with a cell phone in hand, including Value Village,
00:30:12where police knew Chan had already victimized more than
00:30:15400 women and girls. This was a breach of Chang's bail
00:30:18conditions and raises questions about why police didn't
00:30:21intervene. Saanich police declined to answer my questions,
00:30:24only providing a statement. Our approach was guided by a trauma
00:30:28informed commitment to minimizing further harm while
00:30:30supporting victims through the criminal justice process.
00:30:34Advocates working with victims are pushing for more
00:30:37transparency. I wish that Saanich police had been more
00:30:40timely in communicating the widespread nature,
00:30:43the degree of the crime in this situation. One victim has a
00:30:47message to others impacted by this. It doesn't devalue who
00:30:50you are. You didn't do anything wrong to put yourself in the
00:30:54situation and none of it was your fault. There's a lot of
00:30:58questions still unanswered, especially when it comes to the
00:31:01police investigation.
00:31:03That's something I'm continuing to look into for the CBC,

00:31:20We've been digging into stories like this for a while now but
00:31:23the scale of this one really surprised us a normal looking
00:31:26company hiding its connections to accounts with 10s of
00:31:29millions of followers, hundreds of pages and websites
00:31:32leading Facebook feeds around the world. But it's quite
00:31:35staggering this so of what's being done here we dive into
00:31:38this bizarre network and track the digital clues to this
00:31:41office and the company's CEO. Hello, is this
00:31:45revealing the big business of the AI slot economy?
00:31:52OK, so it starts with this report
00:31:54which exposes hundreds of Facebook pages flooding feeds
00:31:57around the world with AI generated content. And what we
00:32:00found was pretty shocking. I mean,
00:32:02just a massive volume of activity producing content that
00:32:05we really describe as agnostic to the truth. Millions of
00:32:08Canadians have likely seen this content. Now,
00:32:11not all these pages are spreading misinformation. Some
00:32:14are clickbait, like this one about the Air
00:32:16Canada crash and La Guardia airport in March. But some
00:32:19posts are just outright false, like this one claiming a US
00:32:22city was destroyed. There's also these posts stocking anti
00:32:26Muslim sentiment. The fact that you're seeing AI generated
00:32:29content that's targeting kind of religious division or
00:32:32political division is kind of an old playbook in Internet
00:32:35culture and they want to click it and figure out what's
00:32:38happening. And clearly misleading. Yeah. Oh,
00:32:40totally deceptive. That's the thing. These Facebook posts
00:32:43always have a website link to click. They lead you to low
00:32:46quality websites full of ads for everything from foot fungus
00:32:49medications to Canadian tourism and some
00:32:52big companies too. So they get paid to, you know,
00:32:54put up the content on the social media platform of
00:32:57whatever choice. And then they get paid ad revenue on the
00:32:59websites from where the social media content, you know,
00:33:02you click on it and it takes you there. It's very lucrative.
00:33:05So who's actually behind this and how are they allowed to get
00:33:08away with it?
00:33:12We team up with Radio Canada's decryptor. They took steps to
00:33:16obscure kind of ownership and who ran these sites. That's
00:33:20what's interesting is when people are trying to hide on
00:33:24the Internet, almost inevitably they'll make
00:33:26a small mistake. We start by looking at the websites
00:33:32lots of ads. There's the e-mail Colax 9843. Using that Colax
00:33:36e-mail, we find more fake news sites,
00:33:38including a site called FG Media. We find this photo,
00:33:42reverse image, this picture, and it takes us to a TikTok
00:33:45account. And you can see in that TikTok account basically
00:33:48the same sign, right? Yeah. I think that's the key
00:33:51here as well. So these sites are somehow connected to a
00:33:54Vietnamese company called HGTV Network. It calls itself an
00:33:58international media company that connects the world with
00:34:01authoritative journalism. It's different from this other HTV,
00:34:04a big Vietnamese broadcasting company. Something about this
00:34:07feels off. So we dig deeper. We use domain tools to figure out
00:34:11who registered some of these new sites. Take this one
00:34:14called Long BN Truck, a company for truck sales. But
00:34:17behind this company home page hides A slop news site almost
00:34:21identical to the ones we've seen before. Data shows the
00:34:25site is registered to new Anton based in Vietnam. He's a CEO
00:34:29his company HDB Network. So yet another link between the sites
00:34:33and HDTV. In fact, this is no here right in the
00:34:36centre of this photo we find. And if we weren't certain
00:34:39enough about the connection between HIV and these accounts,
00:34:43we find this a picture posted
00:34:45when HDTV employee. So it's it's kind of blurry,
00:34:48but what you can see is that he's logged into the creator
00:34:51controls of this Facebook page, which is called I Love Rugby.
00:34:54Kelsey, you have an employee of this
00:34:57company that is actively running a page that is sending
00:35:00links to the websites that we identified as belonging to this
00:35:03company. Vietnamese corporate records show the company got $7
00:35:07billion or about 370, 000 Canadian dollars as seed
00:35:10money, which it feels like a lot of
00:35:12money, a lot of money for, for Vietnam. Yeah. And the
00:35:15company puts out
00:35:16that's looking for people to run these sites paying more
00:35:19than double the average salary. In Vietnam,
00:35:22your job is to cover English and Spanish. New sites follow
00:35:26trends on Facebook manage pages. When I look at this,
00:35:29I see a bleak future for how social media platforms imagine
00:35:33the future of content creation. These employees are managing
00:35:37what we uncover to be a massive list of Facebook pages and
00:35:40sites. We found hundreds of Facebook pages,
00:35:43domains linked to this, all going back to Vietnam,
00:35:47staggering the scope of what's being done here. It's quite
00:35:50remarkable that you're able to capture the 100 pages at this
00:35:53scale of follower and number of accounts. This is likely a well
00:35:57performing business. HDTV Network appears to be growing.
00:36:00We see employees talking about team building trips and
00:36:03celebrations like this huge year end party. What I find
00:36:06such a contradiction is that what seems like a great job
00:36:09could be doing something which ultimately has so little,
00:36:13yields so little productivity, so little contribution. At this
00:36:16point, we're asking ourselves,
00:36:18what if all of this is just appearances?
00:36:21So we want to see it for ourselves. HTPC's website says
00:36:24they have an office in Hanoi. It's on Google Maps. So we go.
00:36:28We can see the sign at the doors. You can see people on
00:36:32computers at their desks. It's a real place. We call the CEO.
00:36:36No, Antan. Hello. Hello. Is this Antan?
00:36:40What is this? No, Anton,
00:36:43who are you? Who are you? My my name is Eric. I'm calling
00:36:46from Canada.
00:36:48What we share our findings over text. He tells us he doesn't
00:36:52have pages and websites and the pages we share aren't related
00:36:56to HPV and that his phone number has maybe been stolen,
00:37:00but that same number is on the HDTV website. The next day,
00:37:03his Facebook profile is locked down and the ATV network
00:37:07website is offline, but the Facebook accounts and
00:37:10websites the company controls, they're still up. Why is
00:37:14Facebook allowing the stuff to exist still on the platform?
00:37:18A lot of social media platforms
00:37:20have been struggling with this sort of issue. The incentive is
00:37:24to keep as much inventory on these platforms as possible and
00:37:27provide more opportunities for ads to be placed against this
00:37:31inventory. Facebook needs this content. Facebook needs content.
00:37:35The quality of the content comes secondary into the
00:37:38quantity of the content. The way this gets resolved is that
00:37:42there is some cost to Meta for enabling this sort of scam. A
00:37:46real, concrete cost. They get money,
00:37:48they get engagement on their platform,
00:37:50and everyone wins except for Canadians,
00:37:53Canadian businesses and Canadian democracy. If you see

00:45:38another round of trade sanctions from the United
00:45:41States.
00:45:42The series of proclamations made on Tuesday by U.S.
00:45:46President Donald Trump calls for 50% tariffs on several
00:45:49products like furniture and aluminum,
00:45:52but also an outright ban on the import of several Canadian
00:45:56products including alcohol, motorcycles, way and molasses,
00:46:00to take effect on September 29th. Moosehead Breweries is
00:46:04trying to get as much of its product South of the border as
00:46:09it can ahead of that date. We are working very hard
00:46:12with our importer in the US and our distributor to line up as
00:46:17many orders as we can to ship to the US over the next three
00:46:21weeks.
00:46:23Even though we'll be paying those 50% tariffs and losing
00:46:27money in every case, it's vital that we protect our
00:46:31shelf space in our
00:46:34with our retail partners in the US,
00:46:37A small brewery on Campobello Island is taking a different
00:46:41approach. We are being told that
00:46:44what makes up at least 67.1% of our gross revenue customers
00:46:48aren't going to have access to our product anymore. And when
00:46:52we live in an island of 800 people that has no connection
00:46:55for eight months of the year to our own country,
00:47:00I'm
00:47:02unsure what we're supposed to do other than try and move our
00:47:06brewery to the other side of the bridge. Crosby's Molasses
00:47:10has been around for nearly 150 years. In a statement on
00:47:14Wednesday, the Saint John company said
00:47:17it's still navigating what the ban will mean for its American
00:47:21customers. Premier Susan Holtz office said Wednesday that the
00:47:25province is working on a response to the ban.
00:47:30Last month, Riley Brockton said that enough
00:47:32is enough. Ottawa still has a street named after Donald Trump.
00:47:36Brockington calls it an honor the US president doesn't
00:47:39deserve, and he wants to change the name
00:47:42of Trump Ave. He first floated that idea last month.
00:47:46I received an overwhelming level of correspondence,
00:47:49literally from around the world within the last two weeks,
00:47:53obviously heavy within Ottawa. I've heard from people and many
00:47:56American states, many countries throughout the
00:47:59world. I'm quite surprised how far this is gone. There's a
00:48:03long list of reasons why this street should be renamed. Now
00:48:06he's moving forward to make it happen with a motion that will
00:48:10come up for a vote in two weeks. It asked council to approve
00:48:13renaming the street and to launch a public consultation
00:48:17process with people who live there,
00:48:19asking them to help find a new name. He calls a name offensive.
00:48:23In light of everything Trump is doing to harm Canada
00:48:27right now, we're past the point of discussion.
00:48:31If we were to commemorative and name the street today for this
00:48:34individual, he would fail basically every
00:48:37criteria. So it's time to honor someone else with the, you know,
00:48:41a street of the nations capital. We will go through a process.
00:48:44All Trump Ave. residents will be invited to participate in
00:48:48that process, and a new name will be put
00:48:50forward to council for final approval.
00:48:54The street is in the Central Park neighborhood,
00:48:56which is full of New York City themed street names. A previous
00:49:00effort to rename it failed in 2021 when local residents split
00:49:04on the idea, but now it's getting more support.
00:49:07I'm supportive of Councillor Brockington's motion. I,
00:49:11you know, I, as long as the residents of
00:49:13Trump Ave. are consulted and, and they have a say in this
00:49:17because it's them that will have the administrative burden
00:49:21of changing their driver's licenses and contacting all of
00:49:24their all of their contacts.
00:49:27I caught up with about 1/2 a dozen city councillors after
00:49:31the meeting and most are lining up behind Brockington's motion.
00:49:35But not all one sided. The administrative burden for
00:49:38people who live on the street, like changing their address on
00:49:41every bill.
00:49:43I understand the symbolic nature. I understand the message we want to send, you know,
00:49:47to the president of the United States. But it is a lot to ask
00:49:50for residents when you change a street name.
00:49:53If the motion passes, a new name is expected to come
00:49:56back to council during the first half of next year. Arthur

01:09:48I don't think I'm gonna break any news here by saying it's
01:09:51not gonna be good, that this will deepen the
01:09:54uncertainty. Where these tariffs hit,
01:09:56they will hit particularly hard, much like the first and the
01:09:59various rounds of terrorists had so far. They don't apply
01:10:03uniformly and they're not felt equally across the country. But
01:10:06where they hit, they hit particularly hard. And
01:10:09you need only talk to somebody in Sioux Saint Marie or Windsor
01:10:12ON or in, you know, BC and parts of Quebec that are
01:10:15really struggling under the weight of these tariffs. This
01:10:19new round where they hit, we'll hit equally hard. But
01:10:22there is and you know, you, you take everything we just
01:10:25heard out of Ottawa and Washington. And there is a
01:10:28sense that there was a real worry yesterday afternoon. And
01:10:31I think I might have expressed it to you that the, the,
01:10:35the US response could have really been a hammer blow and,
01:10:38and could have have really escalated the situation and the
01:10:41tensions and the trade war. And we talked about we're in that
01:10:45escalatory cycle, a spiral that's really hard to
01:10:48get out of. The more we go through these
01:10:50numbers, and there's a lot of them and
01:10:52there's a lot of tariff codes and specific products,
01:10:55the more we look through them, the less of a hammer blow this
01:10:58proves to be to the Canadian economy. Doesn't mean this is
01:11:01going to help. It doesn't mean things are going to get better.
01:11:05There's still new tariffs in. There are new exclusions and
01:11:08new product bans. They're all like they've expanded the field
01:11:11in terms of the tools they're using to really try to squeeze
01:11:14Canada. But it's not as bad as we had initially thought and
01:11:17it's certainly not as bad as we had feared. The economy will
01:11:21weaken further. We knew that going in. We had a pretty good second
01:11:24quarter. We're hoping that can sustain through the 3rd. And
01:11:27now we're, we know the fourth quarter will
01:11:29have a bit of a drawback. This will add to that. But will it
01:11:32take us all the way back to zero and the precipice of a
01:11:35recession? Probably not. But it sort of
01:11:37depends on a bunch of other factors as well. You know,
01:11:39in a lot of ways the, the higher price of oil and
01:11:42thus the higher price of gasoline is going to have a
01:11:45bigger impact on the Canadian economy than this particular
01:11:47round of tariffs. But when you think about this particular
01:11:50round of tariffs, Andrew,
01:11:52it's that it's cumulative. It's been building for 18 months.
01:11:55And now we've expanded it, as I say,
01:11:57to these exclusions and product bands and now added new tariffs.
01:12:00Sure, they clawed some back and
01:12:02that's great. But the, the, the scope of this trade war has
01:12:05grown. And so where this hits will hit particularly hard.
01:12:08It's also interesting, Peter, you know,
01:12:10I was just thinking about another statistic that could
01:12:13mitigate things. And that is in July,
01:12:15the exports to the US dropped to about 66%. Whether that's a
01:12:18trend, but that's a significant decline. It was always in this, it's often
01:12:22in the 70s if that continues to happen and then and it went up,
01:12:25I should say for other markets. So if that continues to happen,
01:12:28and I think that corresponding part is really important that
01:12:32we are finding other markets. We're never going to be able to
01:12:35replace the United States. And you know,
01:12:37somebody reminded me after I did a hit with the national
01:12:40last night, the governments don't do business with governments, right,
01:12:43That the US government doesn't buy anything or very little
01:12:46from Canada. It's thousands and millions of of small businesses,
01:12:49big and small, that huge businesses that buy stuff from Canadian
01:12:53businesses, big and small. And those
01:12:55relationships will probably sustain. But, you know,
01:12:57when's the next time you're going to see a huge surge in
01:13:00Canadian tourism to Maine or Vermont or California?
01:13:03I think that's going to take some time. Even if we get back
01:13:06to a place where booze is on the shelf,
01:13:08will Canadians start to buy it again?
01:13:11I think that too is going to take some time. I don't think
01:13:14so, Peter. There's lots to digest
01:13:15and all of these new measures, how will it affect the
01:13:18pocketbook of the average Canadian consumer?
01:13:22So I mean, we measure that in a handful of
01:13:24ways, right? Like the, the, the measures announced last
01:13:27night probably aren't gonna move the needle very much on
01:13:30inflation. But you know, inflation is ticking up and
01:13:32that's a concern. So it's like one more thing that adds to
01:13:35that. You know, you look at the regions that
01:13:38will be targeted and a lot of these tariffs sort of double
01:13:41down on existing ones, right? So on the one hand,
01:13:43you have a product that had a 50% tariff that's an effective
01:13:46ban. It was already basically banned from the US because it
01:13:49was priced out, but some were able to get through. Now
01:13:53has been that will hit further. So you'll see these regional
01:13:55disruptions to the economy that are being hit by those tariffs
01:13:58and that'll lead to job losses. That'll lead to some businesses.
01:14:01Frankly, Andrew, and I think we know this and
01:14:04it's horribly sad, but some businesses won't
01:14:06survive. There are businesses that are tailored and built to
01:14:09to cater to an American audience. They've been caught
01:14:12up in this by no work of their own and,
01:14:13and some simply will not survive. And that will be
01:14:16crushing for them, but also for their communities
01:14:19and for the people they employ. Remember,
01:14:2170% to private sector employment in Canada
01:14:23is done by small and medium enterprises, right?
01:14:25We're talking a lot of those are like 1015 people. That's
01:14:28the lifeblood of the economy. And when you're eating into
01:14:31those, you know, we talked about yesterday was
01:14:34the the big broad first round of tariffs were all on big
01:14:36industrial sectors that have boardrooms full of lawyers and
01:14:40have, you know, industrial level support to
01:14:42help them get through a tough moment. Those small mom and pop
01:14:45shops, they don't have that. And so where it hits, it hits particularly hard.

01:26:31Brockington calls it an honor the US president doesn't
01:26:34deserve, and he wants to change the name
01:26:37of Trump Ave. He first floated that idea last month.
01:26:41I received an overwhelming level of correspondence,
01:26:44literally from around the world within the last two weeks,
01:26:48obviously heavy within Ottawa. I've heard from people and many
01:26:51American states, many countries throughout the
01:26:54world. I'm quite surprised how far this is gone. There's a
01:26:58long list of reasons why this street should be renamed. Now
01:27:01he's moving forward to make it happen with a motion that will
01:27:05come up for a vote in two weeks. It asked council to approve
01:27:08renaming the street and to launch a public consultation
01:27:12process with people who live there,
01:27:14asking them to help find a new name. He calls a name offensive.
01:27:18In light of everything Trump is doing to harm Canada
01:27:22right now, we're past the point of discussion.
01:27:26If we were to commemorative and name the street today for this
01:27:29individual, he would fail basically every
01:27:32criteria. So it's time to honor someone else with the, you know,
01:27:36a street of the nations capital. We will go through a process.
01:27:39All Trump Ave. residents will be invited to participate in
01:27:43that process, and a new name will be put
01:27:45forward to council for final approval.
01:27:49The street is in the Central Park neighborhood,
01:27:51which is full of New York City themed street names. A previous
01:27:55effort to rename it failed in 2021 when local residents split
01:27:59on the idea, but now it's getting more support.
01:28:02I'm supportive of Councillor Brockington's motion. I,
01:28:06you know, I, as long as the residents of
01:28:08Trump Ave. are consulted and, and they have a say in this
01:28:12because it's them that will have the administrative burden
01:28:16of changing their driver's licenses and contacting all of
01:28:19their all of their contacts.
01:28:22I caught up with about 1/2 a dozen city councillors after
01:28:26the meeting and most are lining up behind Brockington's motion.
01:28:30But not all one sided. The administrative burden for
01:28:33people who live on the street, like changing their address on
01:28:36every bill.
01:28:38I understand the symbolic nature. I understand the message we want to send, you know,
01:28:42to the president of the United States. But it is a lot to ask
01:28:45for residents when you change a street name.
01:28:48If the motion passes, a new name is expected to come
01:28:51back to council during the first half of next year. Arthur

01:36:32and it is a closeness that's being tested now,
01:39:03We've got tariffs, we've got trade threats. We've got, I mean, we've got threats to take over
01:39:07the whole country.
01:39:09It makes me angry to
01:39:12to see our government
01:39:15talking about our neighbor
01:39:17like they are and acting the way they are because it's not
01:44:08This is absolutely outrageous with the president is doing to
01:44:11the state of Vermont.
01:44:13He has put a bullseye on the back of the Vermont economy.
01:44:19It's unconscionable and it's wrong. Vermont Democratic
01:44:22Senator Peter Welch met with small businesses at the Canada
01:44:26US border last week to push back against what he calls
01:44:29Trump's reckless trade war. And he recently introduced the Bad
01:44:33Deal Act to repeal and refund the president's 50% tariffs on
01:44:37Canadian goods. And Senator Peter Welch joins me now.
01:44:40Senator, it's good to see you again,
01:44:42Sir. Thank you for your time today. Thank you.
01:44:46We're all acutely aware of what all of this is doing on our
01:44:48side of the border. But you bought small businesses at the
01:44:51border last week, brought them together and tried
01:44:53to send a message to the president about what the trade
01:44:56war is doing to Vermont. What can you tell us about that?
01:45:00It's really a catastrophe. I mean,
01:45:02it's beyond losing jobs for us, it's losing companies. I'll
01:45:06just give a specific example. We have this track manufacturer
01:45:10for snow moving equipment. They have $500,
01:45:13000 sales that are falling through because they'll be an
01:45:17additional $250, 000 tariff placed on it. That
01:45:20company manufacturers in Vermont and Wisconsin,
01:45:23its viability is threatened. So what the president is doing,
01:45:27we know is very, very harmful to Canada, but
01:45:30it's truly bizarre that he's choosing to do so in a way
01:45:33that's incredibly damaging to Vermont and to really the
01:45:36United States. So what do you make of this latest escalation?
01:45:39Last night, the president announced import
01:45:41bans on a variety of goods from Canada and,
01:45:43and swapped around some terrorists. I,
01:45:45I guess various things that you, you couldn't go without in your
01:45:49country are now terror free and other things are,
01:45:51are heavily tariff. We don't know if the Canadian government
01:45:55is going to respond, but it seems if they do,
01:45:57the Trump administration is determined to have the last
01:46:00word and this could just keep spiraling. What do you make of
01:46:02where things stand?
01:46:05They don't see it anywhere because essentially there's not
01:46:08a policy dispute that could be defined by the president other
01:46:12than that he's a bully and he wants to force capitulation and
01:46:16for Canada to cry uncle. So obviously Canada has to stand
01:46:20up for itself. But where the president is doing something
01:46:23that has no economic benefit in just economic detriment to
01:46:27Vermont. And by the way, third, we're one of 34 states where
01:46:31your you Canada are our major trading partner or he's doing
01:46:34it the way it will hurt us as well as you,
01:46:37but also it's gonna hurt his election prospects. I mean,
01:46:41the race in Michigan, the race in Maine,
01:46:44those are two states that are really hammered by these
01:46:48tariffs. So this is the president really being unstable
01:46:51as opposed to being smart about getting a good deal
01:46:55economically for us, even at your expense. So he
01:46:58he's doing these most recent trade actions using Section 338.
01:47:02And this is the Smoot Hawley legislation from 1930,
01:47:06thereabouts, if I remember correctly,
01:47:07It's sort of the suite of laws that helped usher in the Great
01:47:10Depression. So it has a bit of a, you know,
01:47:13an infamous history. You're trying to repeal this, right?
01:47:15Like, this is part of your legislation. Is it you just strip this power away from the
01:47:19president entirely? Is that what your legislation would seek to do?
01:47:23Yes, it would with Senator
01:47:25Gillibrand. Of course, New York border state,
01:47:28they're getting impacted just like us. And we would strip
01:47:31away any authority that the president has under that
01:47:34section to impose tariffs. Tariffs. And by the way,
01:47:37I don't think he does have authority to impose those
01:47:40tariffs. And secondly, it would refund all the money.
01:47:44Now, in order for us to pass that,
01:47:46I think we'll probably get unanimous Democratic support.
01:47:49But we're going to have to get Republicans who are willing to
01:47:53put aside their fear of Trump
01:47:55and step forward on behalf of protecting their own
01:47:58constituents who are as adversely affected by these
01:48:01tariffs as folks who voted for a Democratic. This is not a
01:48:04partisan deal. But that seems unlikely given sort of the
01:48:08capture of the Republican Party by but sort of the MAGA
01:48:11movement and by the president at this point in time,
01:48:14does it not, Senator? So I wonder with the midterms
01:48:17coming up, you mentioned Maine, you mentioned Michigan,
01:48:20there is a path for your party to get control of the Senate.
01:48:24Has has Chuck Schumer
01:48:26gotten behind this and said, if you get control of the
01:48:29Senate, this goes through, this will get passed?
01:48:32Oh, yeah, no, he he has gotten behind us
01:48:35using our legislative authority to repeal any tariff authority
01:48:39that the president is asserting. And there are a number of bills,
01:48:43including one that he has and I'm a Co sponsor of. But you
01:48:47know, the basic capitulation here is
01:48:50by the Senate as a whole, but led by the Republicans.
01:48:53Under our Constitution, only the Senate and Congress
01:48:57have the authority to raise taxes. Tariffs are attacks.
01:49:00Trump is trampled that, and
01:49:02the Republicans who we need in order to stand up for our
01:49:06authority have capitulated to the president. And that's out
01:49:10of fear. But at a certain point, you're seeing what's happened
01:49:14to farmers in Minnesota. You're seeing what's happening to
01:49:18farmers in Iowa and Nebraska. These are Republican states,
01:49:22the last two, and those folks are going to
01:49:25have an opportunity to express their point of view
01:49:30this November. But, you know, we really have a situation here
01:49:34that is quite mystifying. There's not an economic case
01:49:38that the president is making about these tariffs,
01:49:42and he's also bullying and really acting in pretty bizarre
01:49:46ways. You know, Lake America, Canada is the 51st state,
01:49:51the governor of Canada. All of this has nothing to do with
01:49:55advancing economic interest on our side of the border at your
01:50:00expense,
01:50:01which you might understand even though I would repudiate. Yeah,
01:50:04but it has to do with his ego. Well, look,
01:50:06there have been a lot of ad hominem attacks against the
01:50:10Prime Minister and Ed Hydroderm, attacks against Lake Ontario
01:50:13trying to call out Lake America. So there there is a personal
01:50:17nature to this. And you've called this a reckless trade
01:50:20war. Canada calls it a trade war. We define it on our screen
01:50:23right now below you, Canada, U.S. trade war. Jameson Greer
01:50:26criticized Canada, saying it's just business when
01:50:29he says he wants
01:50:31you make of that. Go ahead. No, I heard him. He diminished it
01:50:35and he said it's only 5% and what's the big deal? Well,
01:50:38he wasn't with us in Jay, Vt, where that company I mentioned
01:50:42they can lose sales of their vehicles and they,
01:50:46their company literally could go out of business with this
01:50:4950% tariff. We have a cheese company that has a $1 million
01:50:53machine at the border to come into Vermont. They're going to
01:50:57have to pay $500, 000 more to get it and that
01:51:00sale will go through.
01:51:02So Jamison Greer is diminishing the day-to-day reality,
01:51:06the everyday reality of folks who have spent their lives
01:51:10building companies on your side of the border and ours. He's a
01:51:15very smart guy, Jamison is, but he's got to do the work of
01:51:19the president. But that that is totally wrong,
01:51:23what he said and really disrespectful of folks who have
01:51:27enterprises on both sides of the border. We we had on our
01:51:31show last night Canada's former ambassador to the United States,
01:51:35Kirsten Hillman, who was the lead negotiator
01:51:37during the first phase of these renegotiations. And her
01:51:41assessment of essentially what the United States is asking for
01:51:44here is from Mark Carney. To agree to something which
01:51:47cements the economic death of core industries like the auto
01:51:51sector and maybe steel here in Canada. And, and,
01:51:53and with the stated intention of the United States to read
01:51:57industrialize these key sectors on the American side of the
01:52:00border. The natural consequence of that is
01:52:02industrializing those sectors on the Canadian side of the
01:52:06border. Given all of that and the demands and the attacks,
01:52:09do you see any kind of a path back to negotiations and any
01:52:13kind of a reasonable settlement because it seems scar tissue is
01:52:17building up at an alarming rate?
01:52:20Well, number one, I agree with her and was so
01:52:23profoundly wrong about the president's approach. Is it the
01:52:26US threat is not Canada. Canada and the US have to cooperate if
01:52:31we're going to be able to have an auto industry that is able
01:52:35to withstand the onslaught of China. So what the president is
01:52:39doing is going to ultimately hurt the auto industry on both
01:52:42sides of the border. But secondly, I do see a way,
01:52:46I mean, bottom line here,
01:52:48this is just a willful president. He's not being
01:52:51advised that what he's doing is making any sense. He's a
01:52:55renegade on his own. And the reality of what is happening to
01:53:00good people on the Canadian side, in the US side,
01:53:03I think in time and hopefully quickly,
01:53:06is going to be so compelling that we have to reach an
01:53:09agreement.
01:53:11Last point I want to make. The president has bragged that the
01:53:15USMC, a United States, Mexico, Canada trade agreement that he
01:53:20renegotiated is the best agreement we've ever had. You
01:53:24know what, he's right. Let's take
01:53:26advantage of USMC A. That was where together, by cooperation,
01:53:31both sides of the border benefited.
01:53:34Senator Welch, Just one last question for me.
01:53:37Do you see in the absence of a midterm breakthrough for the
01:53:41Democrats in the Senate and the Democrats in in the House,
01:53:44which is possible? I don't know how probable it is,
01:53:47though, because, you know, elections can change. Do you
01:53:51see critical mass anywhere in the Republicans that will come
01:53:55to your side on this trade dispute?
01:53:57You know, my biggest sadness is when I
01:54:00talk to Republicans, they hate tariffs. I mean,
01:54:03Republicans are a low tax party. They've always hated tariffs.
01:54:07And they won't say that publicly and they won't act in
01:54:11their official capacity to essentially stand up for their
01:54:15constituents, their companies and defy the,
01:54:18the, the, the rampage of the president is
01:54:21doing so much harm. I think the elections are going to be very
01:54:25important because if, in fact, the voters
01:54:28express their view that what Trump is doing is really
01:54:31hurting their pocketbook, then the Republican colleagues
01:54:34who are silent now will have to step forward for their own
01:54:38political salvation because the voters will have spoken.

01:56:51A new school year has kicked off with major changes to
01:56:53Ontario Student Assistance Program,
01:56:55which is better known as OSAP. The province slashed the amount
01:56:59of money eligible students can get in grants. I spoke with
01:57:03several students who broke down their funding for us and their
01:57:06totals vary quite a bit. Here's what I learned. Let's start
01:57:10with third year student Jack Masco. He's studying urban and
01:57:13regional planning at Toronto Metropolitan University. For
01:57:17the 20252026 school year, Masco got $6286 in grants and
01:57:203872
01:57:22dollars in loans. Now compare that to this academic year
01:57:25where he got $4897.00 in grants and $6530 in loans. The change
01:57:29means Masco is getting over $1000 less in grants and taking
01:57:34just over $2500 more in loans. He says it's a pretty
01:57:38considerable difference. I I've I've previously worked part
01:57:42time during school and it did get quite difficult to do
01:57:46shifts, especially around exam season.
01:57:49But this kind of upcoming
01:57:51academic year, I'm basically, I have told myself that like I
01:57:55just need to sort of push through. I need to just work.
01:57:58The changes are affecting college students too. Peter
01:58:01Chando just entered his third year at Sheridan College and
01:58:05Experiential Design. He went back to school to try and gain
01:58:08a competitive edge in the workforce. For this academic
01:58:11year, he got about $3000 less in
01:58:13grants and just over $2000 more in loans. The changes have him
01:58:17questioning whether going back to school was the right choice.
01:58:21Looking to rescale and sort of stay competitive in the
01:58:25marketplace. Meaning I do have my usual builds that I had
01:58:28before all of my rent. I had a car,
01:58:30which you can't get rid of when you go back to school. Now,
01:58:34because OSAP eligibility criteria is very complex,
01:58:37not every student is going to be taking on more loans and
01:58:40getting less grants from these cuts. For graduate student
01:58:44Gabrielle Tyree, she's getting less of both.
01:58:46She's applying for OSAP by semester. This fall semester,
01:58:49she's getting $816.00 less in grants and 2002
01:58:52$149 less in loans when compared to the same time last
01:58:56year. That change caught her by surprise. I had made the
01:58:59assumption that like, I wasn't one of those people
01:59:02who were receiving a majority in grants or anything,
01:59:05so I thought that I would be somewhat unaffected. The cuts
01:59:09are also making students like Haley DeSantis rethink plans
01:59:13for a graduate degree. She wants to go into counseling,
01:59:16which typically requires a masters. I was planning to go
01:59:19to straight after my degree if accepted,
01:59:22but now I've kind of reconsidered.
01:59:24I think I'm just gonna try maybe do like a grad
01:59:27certificate where in work and then pay off my debt before I
01:59:31even go to think about doing a masters. DeSantis didn't get
01:59:35hit too hard with the cuts, only receiving $112 less in
01:59:38grants and taking on 276 dollars more in loans this year.
01:59:42But still those changes cause her worry. People will probably
01:59:46say it's only a couple of 100, but like with me,
01:59:49that's a that's a big determining factor. I came from
01:59:52a low income family and so I didn't
01:59:55think I was gonna be able to fund university or college. And
01:59:58then folks up really did. It was a support there and I think
02:00:02that support is very necessary for students in this day and
02:00:05age. The OSAP cuts are affecting each student
02:00:08differently. Some may be able to shoulder it,
02:00:11while others might have to rethink their finances and
