01:06:54Plenty of sympathy for Canada among lawmakers on Capitol Hill
01:06:58who want the trade war to end. I am frankly heartsick at this
01:07:02moment in our relations. I think
01:07:05it is wrong to have a trade war with Canada. It is not in the
01:07:09interest of our country to have a trade war with Canada. I
01:07:13believe that both Canada and the United States should return
01:07:17to the bargaining table. But this prominent Republican
01:07:21senator says Canada could make an already difficult situation
01:07:25worse by deepening trade ties elsewhere. I do think it would
01:07:29sound fortunate that Canada is turning to the European Union.
01:07:33That doesn't help rebuild
01:07:36good relationship that we once have and that I want us to have
01:07:40again. Does that make it harder to get back to the negotiating
01:07:43table with Canada, attorney to Europe? Yes,
01:07:46I think it does. Just hours after that warning,
01:07:49President Donald Trump lashed out at Canada and Europe. I
01:07:52think it's laughable. Look, the whole thing with Canada,
01:07:56Canada has been a terrible trade partner.
01:07:59And no, I don't see that. And if they
01:08:03do that, if I think it's at all a
01:08:05hostile act, I will put very serious tariffs
01:08:08or stop trading with Europe. Trump's trade war and the
01:08:11uncertainty is why the Prime Minister is looking to expand
01:08:15markets, a bind some US lawmakers
01:08:17understand. It is embarrassing to be an American senator at a
01:08:21moment when our president continues to impose reckless
01:08:25and unfounded costs on the trusted,
01:08:27deep relationship between the United States and Canada.
01:08:31Senator Chris ***** is organizing A bipartisan visit
01:08:34to Canada in the hopes of repairing the relationship and
01:08:37is backing bills to have some tariffs against Canada repealed
01:08:41and refunded. One of the ways we can ease the burden on
01:08:44American families is reigning in the administration and
01:08:47restoring the the trade relationships we have with
01:08:50allies. This Democrat Co sponsored one of the bills,
01:08:54which is more symbolic than substantive since it's not

01:35:05Stand up for a strong and sovereign Alberta within a
01:35:08united Canada. As the Alberta government starts running ads
01:35:12about the upcoming referendum, a new report commissioned by
01:35:16the government lays out the potential costs of separation
01:35:20as much as $170 billion / 5 years. It says in a worst case
01:35:24scenario, Alberta's GDP could drop by
01:35:27about 10%, average annual wages could
01:35:29shrink by close to $5500, and the debt could grow by $327
01:35:33billion. In a scenario where things go smoothly,
01:35:37GDP could fall by about 2%, those wages could drop by about
01:35:41$1200 a person, and Alberta's debt could
01:35:44increase by $209 billion. A lot of pain up front,
01:35:47not a huge amount of gain. Those pushing for Alberta to
01:35:51leave say the uncertainty is worth it. The question is,
01:35:55are we more afraid of what's coming with Liberals and power?
01:35:59Are we more afraid of being self-sufficient?
01:36:02Because either way, there's a risk
01:36:05campaigning to stay in Canada, believe the costs could be even
01:36:08higher. There are so many assumptions. And at the very
01:36:11bottom, at the very bottom of the report, it says we're not sure. We're
01:36:15not sure if this is right or not,
01:36:16but this is the best we could do. And I think that that's
01:36:20actually the statement that we should be focused on. Alberta's
01:36:23premier pointing to the costs, saying it's up to voters to
01:36:26make up their minds. It's not inconsequential the amount of
01:36:29debt we would have to take on. I'm personally of the view that
01:36:32things are going so well right now that we've managed to
01:36:35address so many of the things that were holding Alberta back. This
01:36:39political scientist says the province has not campaigned
01:36:43strongly for the stay vote. If they were actually interested
01:36:46in making a strong campaign for Alberta to remain part of
01:36:49Canada, they would be saying exactly
01:36:51that on all of their messaging and all of their ad buying. As
01:36:55the vault looms, campaigns on both sides are
01:36:57expected to ramp up. Albertans head to the polls October 19th

01:37:09videos like this offer an inside look into a criminal
01:37:12network that's thrown Canadian communities into crisis. That
01:37:16man firing a handgun near an Edmonton highway was deported
01:37:20earlier this year.
01:37:24So was this man. Images taken from his cell phone include
01:37:28what appears to be an automatic weapon,
01:37:30bins that look full of bullets and a selfie taken in front of
01:37:34a burning building.
01:37:37The videos come from police investigations into the Bishnoi
01:37:41gang, led from an Indian jail cell by
01:37:44Lawrence Bishnoi.
01:37:47That gang or its copycats believed to be behind the
01:37:50crisis of extortions and shootings targeting the Indo
01:37:54Canadian community in Alberta, British Columbia and Ontario.
01:37:58CBC News exclusively received the files from Canada's
01:38:02Immigration and Refugee Board. The release includes this
01:38:06threatening letter to the Abbotsford police last summer
01:38:10from Laurence Gang from India. It says we will rule in Canada.
01:38:14We have more than 5000 gang members in Canada.
01:38:18They can do shooting for only 1000. Do not try to stop us. I
01:38:22think it's pretty unsurprising. Criminology professor Wade
01:38:25Diceman says those threats have credibility because the gang
01:38:30recruits young men, often on student visas. They're
01:38:33prepared to do this work for very cheap. Also last summer,
01:38:37the Canada Border Services Agency intensified extortion
01:38:40investigations, leading to more than 100
01:38:43deportations. That they're engaging in that many
01:38:46deportations tells me that
01:38:48they're they're doing a cost benefit calculus. They can't
01:38:52possibly prosecute all of those cases. That choice means those
01:38:56individual cases are closed. Diceman says that may make it
01:39:00tough to follow evidence further up the criminal chain.

01:39:09According to newly released documents,
01:39:11the Toronto police officer didn't care if people got hurt
01:39:14after he conducted government database searches and sold
01:39:18peoples confidential information,
01:39:20knowing it could lead to serious violence. The documents
01:39:23also say the officer preferred to do these searches while on
01:39:27duty to reduce suspicion.
01:39:29Timothy Barnhardt, who police call the Genesis of
01:39:32Police Corruption case Project S,
01:39:35is accused of routinely selling confidential information to
01:39:39Brian Decosta
01:39:41which allegedly led to various shootings across the GTA. And
01:39:45to this I have not seen anyone get out the passenger side. An
01:39:49alleged attempted murder of a jail official which was
01:39:52intercepted by police. Let's take him down right now.
01:39:55Barnhart is accused of providing the jail officials
01:39:58address and vehicle information to Decosta,
01:40:01who then gave it to an alleged gun for hire network to carry
01:40:05out the attempted hit.
01:40:07This is all outlined in an Information to Obtain or ITO
01:40:11police documents laying out existing evidence used to
01:40:15convince the courts to sign off on police conducting search
01:40:19warrants. The allegations in the ITO have not yet been
01:40:23tested in court. Also in the ITO who police believe ordered
01:40:27the alleged hit on the jail official and why?
01:40:31It goes back to this man Gurpreet Singh,
01:40:34who is in jail fighting extradition to the US. He's
01:40:37accused of
01:40:39acting as an accomplice in an alleged murderous drug
01:40:42smuggling ring led by accused cocaine kingpin Ryan Wedding.
01:40:45According to the ITO, police intercepted calls from
01:40:49the Toronto S detention centre between Singh and inmate there
01:40:53and Acosta. The ITO says Singh had motive to harm the jail
01:40:57official for a number of reasons,
01:40:59including that he confiscated cell phones and steroids from
01:41:03Singh and his former cellmate and separated the two,
01:41:06the documents also state. Police believe it
01:41:09as a jail guard who is also an ex-girlfriend of Singh,
01:41:13who took a photo of the jail officials license plate which
01:41:16Barnhart then used to run his search to get the jail
01:41:20officials address. Both Singh and his ex-girlfriend,
01:41:23the jail guard have not been charged in this case. CBC News
01:41:27asked the lawyers for comment for Singh,
01:41:29Barnhart and Decosta. Barnhart's lawyer declined. We
01:41:33did not hear back from Decosta or Singh lawyer by our deadline.

01:41:40that his client has not been charged in this case. Angelina

01:43:50We're following developing news out of Quebec. A diver is in
01:43:53hospital following an attack by A great white shark in eastern
01:43:56Quebec. The diver was on an excursion in the Gaspe
01:43:59Peninsula with a scuba diving company. And Sarah has the
01:44:03latest on this. Sarah, absolutely. I mean,
01:44:05the latest is that after this attack happened 10:30 in the
01:44:09morning or just before that, this diver was treated,
01:44:12we understand from the Coast Guard and from the company
01:44:15involved here treated at the scene and had been aboard or
01:44:19was part of a crew that was out on a vessel named Yoda,
01:44:22a Coast Guard Auxiliary dive boat. And so there was the
01:44:26ability to treat on the scene and then take to hospital. And
01:44:29from the dive company involved here,
01:44:32they put out a statement and basically what they are saying
01:44:35here is that the driver was taken to hospital but not with
01:44:39any life threatening injuries. So in other words,
01:44:42is is alive and it's expected to live despite the fact that
01:44:46there was this shark attack precautionary measure. They say
01:44:49they are suspending
01:44:51dive activities. This is the area that we're talking about
01:44:54here. Here's the Gaspe Peninsula and the waters are
01:44:57are off the coast here in the Gulf of Saint Lawrence.
01:45:00Important to say this is very cold water right now. We're
01:45:03talking about maybe 14° and it's of course only going to
01:45:06get colder as we approach the winter. But what we are hearing
01:45:10from this dive company in is that they are suspending as a
01:45:13precautionary measure any future dives or anymore dives
01:45:16in an area that is. And these are some of the pictures of
01:45:19this spectacular for scuba diving. It
01:45:21is a popular tourist and activity. This company is not
01:45:24engaging in it anymore this season as a result of what's
01:45:28happened here. I feel like the reaction from a lot of people
01:45:32watching might be twofold. First of all,
01:45:34a shark attack off the waters of Canada. And secondly,
01:45:38how unusual is this? So on one hand,
01:45:40do the answer would be very rare, but on the other hand,
01:45:43more common than you might think and more common in the
01:45:47last, say, few years. There is a nonprofit
01:45:49organization that tracks sharks O
01:45:52search and they had just over the summer,
01:45:54so that they had been tracking 4 sharks in particular that had
01:45:58been spotted in this particular area of the Saint Lawrence near
01:46:02to a couple of islands and in one case off the coast of
01:46:05Newfoundland. And you know, so that is for sightings. And
01:46:09the this was, this was announced and,
01:46:11and talked about in the context of being really good news
01:46:15because, you know, what it might suggest is that
01:46:18this is a healthy or healthier population of great white
01:46:21sharks, you know, a species that has been threatened certainly,
01:46:25and perhaps a return to healthier waters. Of course,
01:46:28today's news is going to maybe, you know, put a bit of a,
01:46:31a shadow on that. But this is what we're experiencing here.
01:46:35We are seeing a return to some extent of great white sharks in
01:46:39this area. All right, Sarah, thank you very much. Well,
01:46:42let's bring in an expert who tracks shark behavior for his
01:46:46perspective on what happened. Neil Hammerschlag is the
01:46:49executive director of the Shark Research Foundation and he is
01:46:53in Halifax.
01:46:54Thank you very much for joining us. When you heard of this
01:46:57attack on a diver in the Gaspe Peninsula,
01:47:00what was your reaction?
01:47:03Well, obviously, you know, I'm a very upset. This is a
01:47:07tragic thing. It's terrible that anyone would be bitten by
01:47:11a shark. And even as as rare as it is, you know, it's,
01:47:15I think it unfortunately paints the sharks in a bad light. And
01:47:20obviously we don't want any harm to come to people. But not
01:47:25entirely unexpected considering, you know,
01:47:28there are a lot of sharks in Atlantic Canada at this time of
01:47:32year. OK to that I think, I mean, I grew up in in the Maritimes
01:47:36and, and that statement kind of
01:47:38surprises me. So a lot of great white sharks in the waters off
01:47:42Atlantic Canada.
01:47:44Yeah. So my team, we do research on on the great
01:47:47white sharks off of Nova Scotia. And like for example,
01:47:50last year our team documented over 100 different great white
01:47:54sharks that moved through our one area of the Southwest and
01:47:58Nova Scotia. And what I can tell you is we we've started to
01:48:02see quite a few great whites this year already. My team was
01:48:06out today with Atlantic Shark Expeditions and we had three
01:48:10different great whites just today alone at our boat. So,
01:48:14you know, you you're surprised and it's
01:48:16true, but this is a part of their
01:48:18natural range. But encounters and sightings have been
01:48:22increasing, especially over the last,
01:48:24let's say, five years. And is there
01:48:27anything unusual about where this shark was and the time of
01:48:31year that this happened?
01:48:34No, actually, this is, you know, the gas bag Quebec. That area
01:48:38is known to have a lot of seals. And we know that great whites
01:48:42at this time of year are probably at their most
01:48:45plentiful. Like September is the peak of the peak season for
01:48:49them. And they're around, they're probably hunting seals.
01:48:53And, you know, you know, where they're seals,
01:48:56they're sharks. And so that is an area that are known to be
01:49:00frequented by great whites and, you know, an area where
01:49:04they could be, you know, hunting seals.
01:49:08Maybe we can blame Hollywood. But Neil,
01:49:10I don't have to tell you that. Whether it's an attack off the,
01:49:14you know, coast of Australia, California or in this case,
01:49:18Quebec, there's something about a great
01:49:20white shark attacking a human being that not only gets a lot
01:49:24of attention but makes a lot of people feel uncomfortable. How
01:49:28concerned should those who like to scuba dive, for example,
01:49:32in this area, How concerned should they be?
01:49:36Honestly, this is relatively, I mean,
01:49:38this is rare. We you have, when you're scuba diving or
01:49:42even walking along the beach, you have more to worry about,
01:49:45you know, falling and tripping over
01:49:47sandcastle and, and, and you know,
01:49:49more people die that way. Actually annually more people
01:49:53die of, of being caught in a RIP
01:49:55current. Drowning a shark bite is extremely, extremely rare,
01:49:58especially from our great white. But I think there's obviously
01:50:02something dramatic about it. And the fact is, like
01:50:05a lot of people, you know, that's,
01:50:07that's like a primorial fear of and so that's why it gets so
01:50:11much more attention than people dying here in Atlantic Canada,
01:50:14tick bites, which is obviously way more
01:50:17common and way more lethal. So I think, you know, personally,
01:50:20I would, I would take my kids to the
01:50:22ocean. I would enjoy the ocean. I think everyone should enjoy
01:50:26the ocean. Fortunately for us, there are great whites,
01:50:29but humans are not a natural prey item. We're not on their
01:50:32menu. And in fact, most of the time great whites actually want to have
01:50:36nothing to do with people. And generally,
01:50:53You've probably seen the headlines. A super El Nino is
01:50:55brewing in the Pacific. I've been tracking El Nino for years.
01:50:59But these numbers, they're off the charts. So what
01:51:02is it that I've never seen before?
01:51:04I've never seen an El Nino this strong hit on top of an ocean
01:51:08that is hotter than we've ever seen it and that has experts
01:51:11around the world worried that the usual El Nino floods and
01:51:15storms will be worse than we can imagine. So how does this
01:51:19all work? At its most basic, El Nino is a huge shift
01:51:22of warm ocean water. So normally,
01:51:24strong trade winds blowing near the equator shove the warm
01:51:28surface water east to West toward Asia and Australia. All
01:51:32that warm water gets piled up, pushing heat deep into the sea
01:51:36while opening the door for cooler water to come to the
01:51:40surface off the coast of South America. This is our normal
01:51:44ocean state. But during an El Nino,
01:51:46those trade winds collapse, often triggered by a
01:51:50disturbance like a cyclone that sets off a domino effect.
01:51:54And with no wind holding it back,
01:51:56that giant pool of warm water sloshes right back across the
01:52:00Pacific, spreading out like a hot
01:52:02blanket. So why does this slosh in the Pacific matter to the
01:52:06rest of the world? Because the Pacific covers half
01:52:10the planet. That much warm water sitting on the surface
01:52:13releases a colossal amount of heat straight up into the
01:52:17atmosphere. That injection of heat fuels thunderstorm
01:52:21clusters and rising columns of air acting like giant
01:52:24roadblocks,
01:52:26the highways that direct the flow of weather systems around
01:52:29the world, AKA the jet stream. It dumps
01:52:32torrential rains and flooding onto places that don't normally
01:52:36see it, while trapping other regions in
01:52:38devastating droughts. And for country sitting on the
01:52:42receiving end of that warm water slosh, like Peru,
01:52:45the impacts are immediate. So the coastal communities are
01:52:49preparing for flooding and even landslides,
01:52:52especially in communities and areas that don't have the
01:52:56correct
01:52:57restructuring place. The northern part of the Andes are
01:53:00also expecting really heavy rains and how to contain that,
01:53:04while southern parts typically face really intense droughts
01:53:07and they need to be adapted so these don't disrupt the food
01:53:11systems. As for climate change, right now we're stacking one of
01:53:15the hottest El Ninos ever recorded on top of more heat.
01:53:19El Nino itself doesn't create new heat,
01:53:22it redistributes energy already stored in the ocean. Climate
01:53:26change, on the other hand,
01:53:27is adding more trapped heat back into this equation every
01:53:31day. El Nino just kind of moves the heat around,
01:53:33and that's bad because people are adapted to the amount of
01:53:37rainfall they get, the temperatures they get,
01:53:39and when they move it around, then all of a sudden, hey,
01:53:43I'm not getting the rainfall I was expecting to get. And that
01:53:46creates big problems for people. So does all of this mean that
01:53:50the Super El Nino is a window into a warming world where we
01:53:53could see these impacts every day?
01:53:55It's not a permanent shift yet. The extreme
01:53:58nature of this El Nino means the ocean will likely seesaw
01:54:01back into a colder landino over the next two years. But what's
01:54:05happening now is the clearest preview we've ever had of what
01:54:09happens when a supercharged natural cycle collides with an
01:54:12ever warming baseline.
01:56:16PEI wants to reduce energy drink consumption among youth.
01:56:19You can buy them at about any corner or grocery store and
01:56:23there's no law that says you need to be a certain age to buy
01:56:28them. That's just by growing concern energy drinks are
01:56:32leading to a generation of over caffeinated kids to the point
01:56:36it's causing harm. Caffeine can cause palpitations,
01:56:40some feelings of vomiting and nausea. They can make people
01:56:44certainly affect their sleep
01:56:46and their concentration. Caffeine can also lead to
01:56:50elevated blood pressure, an elevated or irregular
01:56:53heartbeat, and interact with drugs like
01:56:56the ones used for ADHD. This one energy drink contains 160
01:57:00milligrams of caffeine. That's almost as much as two cups of
01:57:05coffee or 4 to 5 cans of pop. Health Canada says the daily
01:57:09limit for kids is 2 1/2 milligrams per kilo of weight.
01:57:13That means for any kid who weighs less than 64 kilos,
01:57:16or about 140 lbs, this is too much for them. This
01:57:20year, federal rules kicked in
01:57:22requiring warning labels saying energy drinks aren't
01:57:25recommended for people under 14 and advising a daily limit on
01:57:29consumption. Energy drinks aren't allowed in Island
01:57:32schools, but that doesn't mean kids
01:57:34aren't having them off site. It would actually make me pretty
01:57:38shaky. Like they didn't make me feel that good so that's why I
01:57:41don't really have them anymore. I wasn't about 3 * a Week,
01:57:452 for work and one like just what I'm feeling,
01:57:48one for school. I haven't had an energy drink. My mom does
01:57:51not want me having them. She thinks that they're very bad
01:57:54for us and like the caffeine in it is not good for us. My coach
01:57:58that I had last year, he said he doesn't want to see
01:58:01any in the dressing room because you could have a heart
01:58:04attack in the ice or something like that. So if he if he saw
01:58:07them in dressing, you usually get like sat.
01:58:09Quebec is preparing to ban the sale of energy drinks to kids
01:58:13under 16, PEI's chief public health
01:58:15officer told a legislative committee today. An educational
01:58:18approach here is the way to start. BACK will be one of the first
01:58:21jurisdictions here in Canada to take that step to ban energy
01:58:25drinks. We don't know if it's going to achieve what they're
01:58:28hoping for. Doctor Morrison shared about limitations and
01:58:31struggles they're having. And I think it's prudent for us as a
01:58:34province to see that play out before we act. The committee
01:58:37will recommend a path forward to government this fall. In the
01:58:40meantime, public health says for kids or
01:58:42anyone who wants to be energetic and alert,
01:58:44nothing beats a balanced diet and a good night's sleep.

02:07:05it is wrong to have a trade war with Canada. It is not in the
02:07:09interest of our country to have a trade war with Canada. I
02:07:13believe that both Canada and the United States should return
02:07:17to the bargaining table. But this prominent Republican
02:07:21senator says Canada could make an already difficult situation
02:07:25worse by deepening trade ties elsewhere. I do think it would
02:07:29sound fortunate that Canada is turning to the European Union.
02:07:33That doesn't help rebuild
02:07:36good relationship that we once have and that I want us to have
02:07:40again. Does that make it harder to get back to the negotiating
02:07:43table with Canada, attorney to Europe? Yes,
02:07:46I think it does. Just hours after that warning,
02:07:49President Donald Trump lashed out at Canada and Europe. I
02:07:52think it's laughable. Look, the whole thing with Canada,

02:08:37is backing bills to have some tariffs against Canada repealed

02:08:54which is more symbolic than substantive since it's not

02:09:09shot at passing if Democrats win the midterm elections.

02:21:42how we treated Indigenous Native Americans. In a
02:21:45statement, the Department of Homeland

02:21:52exactly that, temporary. Some Haitians,
02:21:55out of desperation, are considering fleeing to
02:21:58Canada. But this advocate warns, unfortunately,
02:22:01many of the people who have tried to flee the US into

02:35:12about the upcoming referendum, a new report commissioned by
02:35:16the government lays out the potential costs of separation
02:35:20as much as $170 billion / 5 years. It says in a worst case
02:35:24scenario, Alberta's GDP could drop by
02:35:27about 10%, average annual wages could
02:35:29shrink by close to $5500, and the debt could grow by $327
02:35:33billion. In a scenario where things go smoothly,
02:35:37GDP could fall by about 2%, those wages could drop by about
02:35:41$1200 a person, and Alberta's debt could
02:35:44increase by $209 billion. A lot of pain up front,
02:35:47not a huge amount of gain. Those pushing for Alberta to
02:35:51leave say the uncertainty is worth it. The question is,
02:35:55are we more afraid of what's coming with Liberals and power?

02:36:39political scientist says the province has not campaigned
02:36:43strongly for the stay vote. If they were actually interested
02:36:46in making a strong campaign for Alberta to remain part of
02:36:49Canada, they would be saying exactly
02:36:51that on all of their messaging and all of their ad buying. As

02:37:58CBC News exclusively received the files from Canada's
02:38:02Immigration and Refugee Board. The release includes this
02:38:06threatening letter to the Abbotsford police last summer
02:38:10from Laurence Gang from India. It says we will rule in Canada.
02:38:14We have more than 5000 gang members in Canada.
02:38:18They can do shooting for only 1000. Do not try to stop us. I
02:38:22think it's pretty unsurprising. Criminology professor Wade
02:38:25Diceman says those threats have credibility because the gang
02:38:30recruits young men, often on student visas. They're
02:38:33prepared to do this work for very cheap. Also last summer,
02:38:37the Canada Border Services Agency intensified extortion
02:38:40investigations, leading to more than 100
02:38:43deportations. That they're engaging in that many
02:38:46deportations tells me that
02:38:48they're they're doing a cost benefit calculus. They can't
02:38:52possibly prosecute all of those cases. That choice means those
02:38:56individual cases are closed. Diceman says that may make it
02:39:00tough to follow evidence further up the criminal chain.

02:39:09According to newly released documents,
02:39:11the Toronto police officer didn't care if people got hurt
02:39:14after he conducted government database searches and sold
02:39:18peoples confidential information,
02:39:20knowing it could lead to serious violence. The documents
02:39:23also say the officer preferred to do these searches while on
02:39:27duty to reduce suspicion.
02:39:29Timothy Barnhardt, who police call the Genesis of
02:39:32Police Corruption case Project S,
02:39:35is accused of routinely selling confidential information to
02:39:39Brian Decosta
02:39:41which allegedly led to various shootings across the GTA. And
02:39:45to this I have not seen anyone get out the passenger side. An
02:39:49alleged attempted murder of a jail official which was
02:39:52intercepted by police. Let's take him down right now.
02:39:55Barnhart is accused of providing the jail officials
02:39:58address and vehicle information to Decosta,
02:40:01who then gave it to an alleged gun for hire network to carry
02:40:05out the attempted hit.
02:40:07This is all outlined in an Information to Obtain or ITO
02:40:11police documents laying out existing evidence used to
02:40:15convince the courts to sign off on police conducting search
02:40:19warrants. The allegations in the ITO have not yet been
02:40:23tested in court. Also in the ITO who police believe ordered
02:40:27the alleged hit on the jail official and why?
02:40:31It goes back to this man Gurpreet Singh,
02:40:34who is in jail fighting extradition to the US. He's
02:40:37accused of
02:40:39acting as an accomplice in an alleged murderous drug
02:40:42smuggling ring led by accused cocaine kingpin Ryan Wedding.
02:40:45According to the ITO, police intercepted calls from
02:40:49the Toronto S detention centre between Singh and inmate there
02:40:53and Acosta. The ITO says Singh had motive to harm the jail
02:40:57official for a number of reasons,
02:40:59including that he confiscated cell phones and steroids from
02:41:03Singh and his former cellmate and separated the two,
02:41:06the documents also state. Police believe it
02:41:09as a jail guard who is also an ex-girlfriend of Singh,
02:41:13who took a photo of the jail officials license plate which
02:41:16Barnhart then used to run his search to get the jail
02:41:20officials address. Both Singh and his ex-girlfriend,
02:41:23the jail guard have not been charged in this case. CBC News
02:41:27asked the lawyers for comment for Singh,
02:41:29Barnhart and Decosta. Barnhart's lawyer declined. We
02:41:33did not hear back from Decosta or Singh lawyer by our deadline.
02:41:37Those things lawyer has previously reiterated to us
02:41:40that his client has not been charged in this case. Angelina

02:43:50We're following developing news out of Quebec. A diver is in
02:43:53hospital following an attack by A great white shark in eastern
02:43:56Quebec. The diver was on an excursion in the Gaspe
02:43:59Peninsula with a scuba diving company. And Sarah has the
02:44:03latest on this. Sarah, absolutely. I mean,
02:44:05the latest is that after this attack happened 10:30 in the
02:44:09morning or just before that, this diver was treated,
02:44:12we understand from the Coast Guard and from the company
02:44:15involved here treated at the scene and had been aboard or
02:44:19was part of a crew that was out on a vessel named Yoda,
02:44:22a Coast Guard Auxiliary dive boat. And so there was the
02:44:26ability to treat on the scene and then take to hospital. And
02:44:29from the dive company involved here,
02:44:32they put out a statement and basically what they are saying
02:44:35here is that the driver was taken to hospital but not with
02:44:39any life threatening injuries. So in other words,
02:44:42is is alive and it's expected to live despite the fact that
02:44:46there was this shark attack precautionary measure. They say
02:44:49they are suspending
02:44:51dive activities. This is the area that we're talking about
02:44:54here. Here's the Gaspe Peninsula and the waters are
02:44:57are off the coast here in the Gulf of Saint Lawrence.
02:45:00Important to say this is very cold water right now. We're
02:45:03talking about maybe 14° and it's of course only going to
02:45:06get colder as we approach the winter. But what we are hearing
02:45:10from this dive company in is that they are suspending as a
02:45:13precautionary measure any future dives or anymore dives
02:45:16in an area that is. And these are some of the pictures of
02:45:19this spectacular for scuba diving. It
02:45:21is a popular tourist and activity. This company is not
02:45:24engaging in it anymore this season as a result of what's
02:45:28happened here. I feel like the reaction from a lot of people
02:45:32watching might be twofold. First of all,
02:45:34a shark attack off the waters of Canada. And secondly,
02:45:38how unusual is this? So on one hand,
02:45:40do the answer would be very rare, but on the other hand,
02:45:43more common than you might think and more common in the
02:45:47last, say, few years. There is a nonprofit
02:45:49organization that tracks sharks O
02:45:52search and they had just over the summer,
02:45:54so that they had been tracking 4 sharks in particular that had
02:45:58been spotted in this particular area of the Saint Lawrence near
02:46:02to a couple of islands and in one case off the coast of
02:46:05Newfoundland. And you know, so that is for sightings. And
02:46:09the this was, this was announced and,
02:46:11and talked about in the context of being really good news
02:46:15because, you know, what it might suggest is that
02:46:18this is a healthy or healthier population of great white
02:46:21sharks, you know, a species that has been threatened certainly,
02:46:25and perhaps a return to healthier waters. Of course,
02:46:28today's news is going to maybe, you know, put a bit of a,
02:46:31a shadow on that. But this is what we're experiencing here.
02:46:35We are seeing a return to some extent of great white sharks in
02:46:39this area. All right, Sarah, thank you very much. Well,
02:46:42let's bring in an expert who tracks shark behavior for his
02:46:46perspective on what happened. Neil Hammerschlag is the
02:46:49executive director of the Shark Research Foundation and he is
02:46:53in Halifax.
02:46:54Thank you very much for joining us. When you heard of this
02:46:57attack on a diver in the Gaspe Peninsula,
02:47:00what was your reaction?
02:47:03Well, obviously, you know, I'm a very upset. This is a
02:47:07tragic thing. It's terrible that anyone would be bitten by
02:47:11a shark. And even as as rare as it is, you know, it's,
02:47:15I think it unfortunately paints the sharks in a bad light. And
02:47:20obviously we don't want any harm to come to people. But not
02:47:25entirely unexpected considering, you know,
02:47:28there are a lot of sharks in Atlantic Canada at this time of
02:47:32year. OK to that I think, I mean, I grew up in in the Maritimes
02:47:36and, and that statement kind of
02:47:38surprises me. So a lot of great white sharks in the waters off
02:47:42Atlantic Canada.
02:47:44Yeah. So my team, we do research on on the great
02:47:47white sharks off of Nova Scotia. And like for example,
02:47:50last year our team documented over 100 different great white
02:47:54sharks that moved through our one area of the Southwest and
02:47:58Nova Scotia. And what I can tell you is we we've started to
02:48:02see quite a few great whites this year already. My team was
02:48:06out today with Atlantic Shark Expeditions and we had three
02:48:10different great whites just today alone at our boat. So,
02:48:14you know, you you're surprised and it's
02:48:16true, but this is a part of their
02:48:18natural range. But encounters and sightings have been
02:48:22increasing, especially over the last,
02:48:24let's say, five years. And is there
02:48:27anything unusual about where this shark was and the time of
02:48:31year that this happened?
02:48:34No, actually, this is, you know, the gas bag Quebec. That area
02:48:38is known to have a lot of seals. And we know that great whites
02:48:42at this time of year are probably at their most
02:48:45plentiful. Like September is the peak of the peak season for
02:48:49them. And they're around, they're probably hunting seals.
02:48:53And, you know, you know, where they're seals,
02:48:56they're sharks. And so that is an area that are known to be
02:49:00frequented by great whites and, you know, an area where
02:49:04they could be, you know, hunting seals.
02:49:08Maybe we can blame Hollywood. But Neil,
02:49:10I don't have to tell you that. Whether it's an attack off the,
02:49:14you know, coast of Australia, California or in this case,
02:49:18Quebec, there's something about a great
02:49:20white shark attacking a human being that not only gets a lot
02:49:24of attention but makes a lot of people feel uncomfortable. How
02:49:28concerned should those who like to scuba dive, for example,
02:49:32in this area, How concerned should they be?
02:49:36Honestly, this is relatively, I mean,
02:49:38this is rare. We you have, when you're scuba diving or
02:49:42even walking along the beach, you have more to worry about,
02:49:45you know, falling and tripping over
02:49:47sandcastle and, and, and you know,
02:49:49more people die that way. Actually annually more people
02:49:53die of, of being caught in a RIP
02:49:55current. Drowning a shark bite is extremely, extremely rare,
02:49:58especially from our great white. But I think there's obviously
02:50:02something dramatic about it. And the fact is, like
02:50:05a lot of people, you know, that's,
02:50:07that's like a primorial fear of and so that's why it gets so
02:50:11much more attention than people dying here in Atlantic Canada,
02:50:14tick bites, which is obviously way more
02:50:17common and way more lethal. So I think, you know, personally,
02:50:20I would, I would take my kids to the
02:50:22ocean. I would enjoy the ocean. I think everyone should enjoy
02:50:26the ocean. Fortunately for us, there are great whites,
02:50:29but humans are not a natural prey item. We're not on their
02:50:32menu. And in fact, most of the time great whites actually want to have
02:50:36nothing to do with people. And generally,
02:50:38I would say avoid people.
02:50:41All right. Well, it's fantastic to have your
02:50:43perspective. Neil Hammerschlag, the executive director of the
02:50:53You've probably seen the headlines. A super El Nino is
02:50:55brewing in the Pacific. I've been tracking El Nino for years.
02:50:59But these numbers, they're off the charts. So what
02:51:02is it that I've never seen before?
02:51:04I've never seen an El Nino this strong hit on top of an ocean
02:51:08that is hotter than we've ever seen it and that has experts
02:51:11around the world worried that the usual El Nino floods and
02:51:15storms will be worse than we can imagine. So how does this
02:51:19all work? At its most basic, El Nino is a huge shift
02:51:22of warm ocean water. So normally,
02:51:24strong trade winds blowing near the equator shove the warm
02:51:28surface water east to West toward Asia and Australia. All
02:51:32that warm water gets piled up, pushing heat deep into the sea
02:51:36while opening the door for cooler water to come to the
02:51:40surface off the coast of South America. This is our normal
02:51:44ocean state. But during an El Nino,
02:51:46those trade winds collapse, often triggered by a
02:51:50disturbance like a cyclone that sets off a domino effect.
02:51:54And with no wind holding it back,
02:51:56that giant pool of warm water sloshes right back across the
02:52:00Pacific, spreading out like a hot
02:52:02blanket. So why does this slosh in the Pacific matter to the
02:52:06rest of the world? Because the Pacific covers half
02:52:10the planet. That much warm water sitting on the surface
02:52:13releases a colossal amount of heat straight up into the
02:52:17atmosphere. That injection of heat fuels thunderstorm
02:52:21clusters and rising columns of air acting like giant
02:52:24roadblocks,
02:52:26the highways that direct the flow of weather systems around
02:52:29the world, AKA the jet stream. It dumps
02:52:32torrential rains and flooding onto places that don't normally
02:52:36see it, while trapping other regions in
02:52:38devastating droughts. And for country sitting on the
02:52:42receiving end of that warm water slosh, like Peru,
02:52:45the impacts are immediate. So the coastal communities are
02:52:49preparing for flooding and even landslides,
02:52:52especially in communities and areas that don't have the
02:52:56correct
02:52:57restructuring place. The northern part of the Andes are
02:53:00also expecting really heavy rains and how to contain that,
02:53:04while southern parts typically face really intense droughts
02:53:07and they need to be adapted so these don't disrupt the food
02:53:11systems. As for climate change, right now we're stacking one of
02:53:15the hottest El Ninos ever recorded on top of more heat.
02:53:19El Nino itself doesn't create new heat,
02:53:22it redistributes energy already stored in the ocean. Climate
02:53:26change, on the other hand,
02:53:27is adding more trapped heat back into this equation every
02:53:31day. El Nino just kind of moves the heat around,
02:53:33and that's bad because people are adapted to the amount of
02:53:37rainfall they get, the temperatures they get,
02:53:39and when they move it around, then all of a sudden, hey,
02:53:43I'm not getting the rainfall I was expecting to get. And that
02:53:46creates big problems for people. So does all of this mean that
02:53:50the Super El Nino is a window into a warming world where we
02:53:53could see these impacts every day?
02:53:55It's not a permanent shift yet. The extreme
02:53:58nature of this El Nino means the ocean will likely seesaw
02:54:01back into a colder landino over the next two years. But what's
02:54:05happening now is the clearest preview we've ever had of what
02:54:09happens when a supercharged natural cycle collides with an
02:54:12ever warming baseline.
02:56:16PEI wants to reduce energy drink consumption among youth.
02:56:19You can buy them at about any corner or grocery store and
02:56:23there's no law that says you need to be a certain age to buy
02:56:28them. That's just by growing concern energy drinks are
02:56:32leading to a generation of over caffeinated kids to the point
02:56:36it's causing harm. Caffeine can cause palpitations,
02:56:40some feelings of vomiting and nausea. They can make people
02:56:44certainly affect their sleep
02:56:46and their concentration. Caffeine can also lead to
02:56:50elevated blood pressure, an elevated or irregular
02:56:53heartbeat, and interact with drugs like
02:56:56the ones used for ADHD. This one energy drink contains 160
02:57:00milligrams of caffeine. That's almost as much as two cups of
02:57:05coffee or 4 to 5 cans of pop. Health Canada says the daily
02:57:09limit for kids is 2 1/2 milligrams per kilo of weight.
02:57:13That means for any kid who weighs less than 64 kilos,
02:57:16or about 140 lbs, this is too much for them. This
02:57:20year, federal rules kicked in
02:57:22requiring warning labels saying energy drinks aren't
02:57:25recommended for people under 14 and advising a daily limit on
02:57:29consumption. Energy drinks aren't allowed in Island
02:57:32schools, but that doesn't mean kids
02:57:34aren't having them off site. It would actually make me pretty
02:57:38shaky. Like they didn't make me feel that good so that's why I
02:57:41don't really have them anymore. I wasn't about 3 * a Week,
02:57:452 for work and one like just what I'm feeling,
02:57:48one for school. I haven't had an energy drink. My mom does
02:57:51not want me having them. She thinks that they're very bad
02:57:54for us and like the caffeine in it is not good for us. My coach
02:57:58that I had last year, he said he doesn't want to see
02:58:01any in the dressing room because you could have a heart
02:58:04attack in the ice or something like that. So if he if he saw
02:58:07them in dressing, you usually get like sat.
02:58:09Quebec is preparing to ban the sale of energy drinks to kids
02:58:13under 16, PEI's chief public health
02:58:15officer told a legislative committee today. An educational
02:58:18approach here is the way to start. BACK will be one of the first
02:58:21jurisdictions here in Canada to take that step to ban energy
02:58:25drinks. We don't know if it's going to achieve what they're
02:58:28hoping for. Doctor Morrison shared about limitations and
02:58:31struggles they're having. And I think it's prudent for us as a
02:58:34province to see that play out before we act. The committee
02:58:37will recommend a path forward to government this fall. In the
02:58:40meantime, public health says for kids or
02:58:42anyone who wants to be energetic and alert,
02:58:44nothing beats a balanced diet and a good night's sleep.
