00:07:15An alliance for the future is a unique,
00:07:17positive approach that we will define together. Mark Carney
00:07:21addressed the European Parliament earlier today. His
00:07:24speech came just a day after the head of the EU offered
00:07:28Canada an invitation to become an associate member. Carney
00:07:32says any new partnership with the Block would first have to
00:07:36be approved by Parliament in this country. The Prime
00:07:39Minister is now on his way back to Ottawa,
00:07:42so let's get some analysis. Analysis on this. And for that
00:07:46I'm joined by Ben Roswell. Here's a consultant with
00:07:49Catalyzed 4A strategic advisory company. Ben,
00:07:52good to see you. What stood out to you in terms of Mark Carney
00:07:56speech? I think this is a great day for
00:07:58Canada. We took a concrete step towards building our national
00:08:02power with this opening of negotiations for an alliance
00:08:05with with the EU. Yes, they'll have to come back to
00:08:08Parliament, but I think the Prime Minister
00:08:11articulated the case for this treaty,
00:08:13for this alliance in a way that I think will resonate with
00:08:17Canadians, that this is about
00:08:18fundamentally about our freedom. Our freedom is a country is
00:08:22under threat from aggressive great powers,
00:08:24from big tech companies that seem to be running away with
00:08:28control over our every everyday lives. And we need to team up
00:08:31with other major democracies if we're going to protect the
00:08:35freedom of Canadians. How does it build our national power?
00:08:38Well, you build power by sharing it
00:08:40with other countries. So when we have power over
00:08:44certain things that happened in the economy and our society,
00:08:47we share it with the Europeans so that we can draw in their
00:08:50power and they can draw on ours. It's, it's never going to be more than, say,
00:08:54the United States or China, but it's a,
00:08:56it's a way that we can build resilience. I think one of the
00:08:59most evocative phrases the Prime Minister had today,
00:09:02he talked about the storms blowing across the
00:09:04international system. He said it might be too much for one
00:09:07tree, but not for a forest. The
00:09:08forest will stand. And So what he did today was to try and
00:09:11build out what that forest will look like. This feels like
00:09:14this is a way to reduce the dependency, the concern,
00:09:17the threats from the United States. This is all part and
00:09:20parcel of that. Do you think that's the case?
00:09:22He certainly took pains to say this is not meant to be like a
00:09:26anti American alliance, but it certainly shows that
00:09:28Canada acts on its own in the international system. We are
00:09:31not a vassal of the United States. We make our own
00:09:34decisions. We partner with whoever we want. And in this
00:09:37day and age, it makes sense that we partner
00:09:39with democracies as the United States is turning to
00:09:42authoritarianism, as it's rejecting the rule of law both at home
00:09:46and abroad. We are embracing relationships with an older set
00:09:49of partners that have an an equally deep commitment to the
00:09:53rule of law. What about our sovereignty and our
00:09:56independence? And then any concern that,
00:09:59you know, as we kind of push back against
00:10:02US, threats towards that, that the EU is friendly,
00:10:05democratic, the free world, all those good things. But
00:10:08there are those that say, are we going to have to give up
00:10:12sovereignty in some way? So this expense,
00:10:15our sovereignty, obviously
00:10:17we have to be deliberate about where we align with the
00:10:21Europeans and that will mean reducing our scope of maneuver
00:10:25on certain certain issues that the,
00:10:27the term here that we use is pooling of our sovereignty. We
00:10:31take all of our sovereignty to the table. The Europeans bring
00:10:36theirs. We decide where we're going to exercise our power
00:10:39collectively and overall it should increase our ability to
00:10:43to to create conditions of freedom for our our citizens.
00:10:47So if you do it with fellow democracies,
00:10:49it's positive for our sovereignty. Some people want
00:10:52to know tangibly, what does this mean?
00:10:54What does this mean to everyday people walking down the street?
00:10:57Are people going to be able to live and work in Europe or
00:11:00European is going to be able to live and work here?
00:11:02Yeah. What do you think? They actually did make that
00:11:05specific commitment to labour mobility and for students going
00:11:08back and forth. I think we're going to see more of a a joint
00:11:11effort to regulate technology. These massive technology
00:11:14companies that have the whole world worried about their
00:11:16future, this AI companies themselves
00:11:18think that, you know, they desperately need to be
00:11:21brought under control by governments. Well,
00:11:23the United States is not going to be the government that will
00:11:26do that. The European Union, it's a hoax. The yeah,
00:11:28that's right. The European Union has been the the leading
00:11:31democratic voice in the world when it comes to making sure
00:11:34the technologies protects privacy and protects citizens.
00:11:37We're now going to be able to benefit from all of those rules.
00:11:40I think it take it any area of interaction migration for
00:11:43example, we'll have far greater control
00:11:45over migration if we're not just waiting for migrants to
00:11:47show up at our airport through our borders,
00:11:49but before they get on planes leaving,
00:11:52leaving Europe. The more that we can align what our citizens
00:11:55need with what their citizens need,
00:11:58the more freedom we create for our citizens. Other EU taxes,
00:12:01well, Canadians pay EU taxes of any
00:12:03kind. Well, the Prime Minister seems to be
00:12:06cutting our business taxes. I would assume that would
00:12:09engender a bit of pushback from the Europeans because as he's
00:12:13trying, you know, comes out of the investment
00:12:16summit here in Toronto, goes to to the European Union,
00:12:19and he has just announced that we're actually going to be competing with all
00:12:23these European countries for investment. So we clearly are
00:12:26not clipping our wings too much on this very quickly. And I
00:12:29appreciate the irony and that I'm asking you about time,
00:12:32but very quickly, how long do you think this
00:12:34process is going to take? Because the Europeans,
00:12:37they can be slow when it comes to defining all this. Yeah. So
00:12:40I think the the challenge for Canada right now is to not be
00:12:43dictated by the pace of the Europeans because they will be
00:12:46slow. They have to get consensus between 27
00:12:48governments. It's a very, very burdensome process.
00:12:51But what we're building here is not just a link to the European
00:12:54Unions. We're building an alliance for the future,
00:12:57and that should include other great democracies around the
00:13:00world, including the big democracies in Asia, Japan and South Korea. And the
00:13:04Premier BC is concerned that there's not enough focus. And
00:13:07there certainly has been discussions about bringing the
00:13:09European Union together with the Trans Pacific Partnership,
00:13:12which is Canada, plus all these Asian countries.
00:13:15We have to make sure that we continue to reach out and build
00:13:18those ties with the new partners, not just the the historic ones
00:13:22that are represented by the European Union. Then always

00:44:23We're learning about more cases of AI behaving badly. The
00:44:26company Open AI has revealed 6 new instances of what it calls
00:44:30unexpected or concerning behavior in its models. The
00:44:33models hit their mistakes, made-up data,
00:44:36talk to each other in secret, and put files on the open
00:44:40Internet without permission. In one case,
00:44:43a model told itself to disregard its normal
00:44:46constraints and to be quote freed from the roles that bind
00:44:50other chat bots. Open AI has backed
00:44:52falls to slow down AI development over warnings the
00:44:56tech could wipe out humanity.
00:44:59For more on this development, we've reached someone who knows
00:45:02a lot about this kind of technology. Bailey Parnell is
00:45:05the founder and president of the Centre for Digital
00:45:08well-being an AI. She's also the founder and CEO of Skills
00:45:11Camp, a company that specializes in
00:45:13soft skills and leadership development. We've reached her
00:45:16in Toronto. Bailey, appreciate you taking the time
00:45:19to talk to us. OK, what do you make of these
00:45:21latest reports of AI? I guess is are the words are
00:45:24behaving badly.
00:45:26But do you know what, when I read that report for the
00:45:29first time, I was pretty alarmed,
00:45:30I think as most people, average people are when they
00:45:33read this. And you know, what alarmed me was that the
00:45:36company that is offering this service and the product to
00:45:39millions of Canadians and over a billion people around the
00:45:42world felt so comfortable effectively saying the product
00:45:45that we're offering you engages in,
00:45:47in deception and concealment. Also, it might lie. Also,
00:45:50it might break your privacy. Also,
00:45:52we don't really know what's going on. Also,
00:45:54none of the industry really knows what's going on.
00:45:57And they felt so comfortable putting that out there with
00:46:00clearly they weren't worried about too many consequences.
00:46:03But I'll tell you, Andrew, if that happened in any other
00:46:06industry, especially if they were
00:46:07offering a risky behavior where when you participate,
00:46:10you expose yourself to potential harm,
00:46:12we would be saying as regulators and as people,
00:46:14we'd be saying, well, then you're not ready to give
00:46:17it to the people. And so that was my first thought was just
00:46:19alarm. Like, I can't believe that you
00:46:21thought thought that this was like, OK, so on the one hand,
00:46:24Bailey, I think what you're saying is that it's it's good that a company would
00:46:28put this out there and tell us that this is happening. But
00:46:32it's bad in that there may not be consequences,
00:46:35that this is so unregulated and no one really seems to know
00:46:39what to do or the company doesn't seem inclined to do
00:46:42anything. I mean, what's going on?
00:46:45Well, this company said, you know, oh,
00:46:47we don't think that the AI industry is ready to to do this
00:46:50effectively. And here I am thinking,
00:46:52but you don't seem to have a problem, you know,
00:46:55making billions of dollars off of offering this to people and
00:46:58essentially making us the pilot project as people who exist
00:47:01today and offering it to the public. Like a moral condition
00:47:04is one thing. And they're saying, you know,
00:47:06for them to be transparent as people might say, like, oh,
00:47:09this is a good thing. The company is being honest. But
00:47:12then that means that beyond the moral condition of is this
00:47:15right or wrong, where is the consumer protection here that I would
00:47:19expect of our governments to say that, OK, well,
00:47:21you just admitted that you're now offering a service and a
00:47:24product that you don't actually know how it works,
00:47:27and it might be causing more harm than you intended. And in
00:47:30any other industry, with any other consumer product
00:47:32or service, we would be saying, well,
00:47:34then you need to figure that out before you offer it to the
00:47:37people. So what do you think needs to be done? I mean,
00:47:40I mean, the question we're asking some
00:47:42pretty existential questions here because I don't know,
00:47:44humanity's existence seems to be on the line
00:47:47with the minds of some. Do you think that's the case?
00:47:50And if that is the case, should we be putting a stop?
00:47:53Should we be pulling the putting a pause or pulling the
00:47:56plug or something?
00:47:59Well, OK, so even though it sounds very
00:48:01daunting and I've, and I've just said so much
00:48:03about how I really was alarmed from, you know,
00:48:06the consumer protection angle, somehow I actually remain very
00:48:09optimistic and hopeful, even working in AI. I just
00:48:12returned from the Middle East this morning and I get to see
00:48:15all around the world and all around Canada how people are
00:48:18using this for good. And so I see why it's worth having these
00:48:22conversations. And I think one of the things that we can do is
00:48:25treat this as the risky behavior that it is in that
00:48:28when you, as I said earlier, when you participate, you expose yourself to
00:48:32potential harm. And so something like driving,
00:48:34you expose yourself to potential harm. But we have
00:48:36collectively agreed that it is worth putting guardrails up,
00:48:39maybe slowing down, maybe saying like, well,
00:48:41you know what, we have some regulation at the
00:48:43country or, you know, the European Union is moving
00:48:46forward with certain regulations about this. We're
00:48:48going to protect our people. And then we believe that the
00:48:51companies will get in line. And so, yeah,
00:48:53maybe slowing down a little bit. And then I have 3 pillars of
00:48:56readiness for any organization. The 1st is governance and
00:48:59ethics. The second is technical
00:49:00readiness and the third, most often forgotten,
00:49:03is human readiness. You know, I mean, just taking your,
00:49:06I appreciate your car analogy because I think that it's a
00:49:09good one, you know, but we don't drive. We all have
00:49:12control of the car for now. For now,
00:49:15we've decided that autonomous driving is not quite ready for,
00:49:18for the mainstream quite yet. But this kind of feels like,
00:49:22you correct me if I'm wrong, but it kind of feels like AI is
00:49:25like a car that's taken the wheel and that we're not going
00:49:29to be able to kind of slow
00:49:30things down or we're not going to be able to get off the road.
00:49:33And maybe that car is just gonna go into the ditch.
00:49:36Hmm. Well, I think that we are not there
00:49:39quite yet. I mean, the one encouraging sign here
00:49:42is that there was humans that caught these errors. Like in
00:49:45order for it to happen, there had to in order for them
00:49:49to even have it out there, there had to be humans to say,
00:49:52like, oh, it's not doing what we intended,
00:49:55which suggests some level of oversight. I just worry that
00:49:58that these are the ones that they did catch. And then what
00:50:02are we not catching? But I also think that there's a
00:50:05lot of kind of really extreme
00:50:07fears stocking language around AI and, and,
00:50:10and so I'm very balanced. I find I'm very in the middle of
00:50:13that, that we can be grounded. And I
00:50:15think most people are, most people watching feel the
00:50:18same. We have fears about cognitive offloading. We have
00:50:21fears about is this going to take our jobs and,
00:50:24and what should we do? But we also know that this is
00:50:27helping us make a home budget and this is helping me save
00:50:30time at work so I can spend it with people. And so I think
00:50:34what we should do is, is effectively together,
00:50:36the people. The only way we've ever moved
00:50:39anything is decide what is right and what is wrong here.
00:50:42What are our shared values? We don't think that there
00:50:45should ever not be a human in the loop. We shouldn't. We
00:50:48think that there should always be human accountability and
00:50:51judgment. And if, if AI does something wrong,
00:50:53let's say in the workplace, you the leader or you the
00:50:56company are responsible, there's no blaming it on AI
00:50:59here. That might help. Bailey, it was really good to talk to
00:51:03you about this. This is complicated,
00:51:05interesting and existential conversations that we need to
00:51:08be having. Bailey Fradel, founder and president of the
00:51:11Centre for Digital Well-being and AI and the founder and CEO
00:51:15of Skills Camp.
00:53:17Walk off the sea bus at Lonsdale Quay and you'll see a
00:53:20sign. Need a family doctor? Come to the North Shore.
00:53:24Oftentimes I ask people do you have a family doctor?
00:53:27And when I hear somebody says no and I tell them do you want
00:53:31a family doctor? And they're shocked. They're
00:53:34like really? Are you serious? The region now has capacity for
00:53:3920, 000 new patients and 90% of
00:53:41residents already have a primary care practitioner. So
00:53:44how did they do it at a time when around
00:53:476 000, 000 Canadians don't have a
00:53:49family doctor? I do think it's been a
00:53:52combination of both the provincial policies and the
00:53:55local work that's happening. And there's, you know,
00:53:58teams of people behind this making it happen. Since 2023,
00:54:02the province has introduced a new payment model and
00:54:05streamlined the process for international doctors to come
00:54:08work in BC. The North Shore has invested heavily in recruiting
00:54:12doctors, even hiring a dedicated staffer
00:54:15to help them navigate immigration and licensing.
00:54:18That has paid off. Data shows 25% of those recruited in the
00:54:22past three years are from Iran, 25% are from the UK,
00:54:2510% from the US. If you had asked me 10 or even 5 years ago,
00:54:30if you'd asked me during COVID, like we just thought we were in
00:54:34such dire straits. I never thought we'd have these kind of
00:54:38results. Like we're absolutely, we're thrilled with it. Across
00:54:42the province, challenges remain. The Ministry
00:54:45of Health says 323, 000 people have registered to
00:54:49when the primary care provider and are still waiting,
00:54:52but it claims that number is dropping daily and that BC now
00:54:56has the highest number of doctors per capita in Canada.
00:54:59At care affinity clinics, the message to patients is
00:55:03clear. If they happy to make that commute,
00:55:05we'll take them on. There's no problem. Come on on. Michelle

00:55:15Newly obtained documents reveal that a Regina plasma centre
00:55:17allowed someone to donate twice, even though they'd said they'd
00:55:21had sexual contact with the person who tested positive for
00:55:24HIV. It's one of multiple concerns at a Grifols and
00:55:27Regina flagged in a January Health Canada inspection report.
00:55:30Here's what the regulator says happened.
00:55:33The donor initially answered yes to the question. Have you
00:55:36ever had sexual contact with anyone who has ever had HIV
00:55:40AIDS or has ever had a positive test for HIV AIDS virus which
00:55:44would automatically disqualify you from donating?
00:55:47An employee in training changed their response to no. Griffel
00:55:50says that staff member is no longer employed with the
00:55:53company. This hematologist and health historian says paying
00:55:57people for plasma can be risky. The people who are needing to
00:56:01sell their plasma are often in disadvantaged
00:56:03positions of poverty, sometimes their drug users,
00:56:07and these these conditions make them vulnerable to having
00:56:11infections. Griffiths told the federal regulator that it
00:56:14rejected the donor when they came to donate 1/3 time and it
00:56:18destroyed the two donations. Griffel says the plasma it
00:56:22collects is safe, that it has to pass multiple
00:56:25levels of screening before it's processed.
00:56:28The for profit Spanish company owns more than a dozen paid
00:56:32plasma centres in Canada. Canadian Blood Services made a
00:56:35deal with Griffiths in 2022 allowing them to pay people for
00:56:39plasma. In exchange, Griffiths will use it to make
00:56:42medications for Canadians. At no circumstance would Canadian
00:56:45Blood Services continue business with the vendor of any
00:56:49sort of partner of any sort if the product we were getting
00:56:52from them was putting patients in in in harm's way. Scheer
00:56:56says Canada needs Grifols because CBS can't collect
00:56:59of plasma on its own. Without it. We're reliant on buying
00:57:02American plasma. He says Grifols does have some
00:57:05deficiencies that need attention,
00:57:07but that it's the layers of safety measures have kept
00:57:11donors and patients safe. Public trust can be eroded if
00:57:14there is a suggestion that the observations that occur through
00:57:18these regulatory audits and oversight mechanisms have in
00:57:22fact suggested product or donor safety issues,
00:57:25when that is not the case, Scheer says. The fact that
00:57:28Health Canada didn't shut
00:57:30apples down proves that it's safe. The company temporarily
00:57:33paused collection in August after what it called unfounded
00:57:36attention in wake of two donor deaths in Winnipeg in the past

00:57:44PEI wants to reduce energy drink consumption among youth.
00:57:47You can buy them at about any corner or grocery store and
00:57:51there's no law that says you need to be a certain age to buy
00:57:56them. That's just by growing concern energy drinks are
00:58:00leading to a generation of over caffeinated kids to the point
00:58:04it's causing harm. Caffeine can cause palpitations,
00:58:08some feelings of vomiting and nausea. They can make people
00:58:12certainly affect their sleep
00:58:14and their concentration. Caffeine can also lead to
00:58:18elevated blood pressure, an elevated or irregular
00:58:21heartbeat, and interact with drugs like
00:58:24the ones used for ADHD. This one energy drink contains 160
00:58:28milligrams of caffeine. That's almost as much as two cups of
00:58:33coffee or 4 to 5 cans of pop. Health Canada says the daily
00:58:37limit for kids is 2 1/2 milligrams per kilo of weight.
00:58:41That means for any kid who weighs less than 64 kilos,
00:58:44or about 140 lbs, this is too much for them. This
00:58:48year, federal rules kicked in
00:58:50requiring warning labels saying energy drinks aren't
00:58:53recommended for people under 14 and advising a daily limit on
00:58:57consumption. Energy drinks aren't allowed in Island
00:59:00schools, but that doesn't mean kids
00:59:02aren't having them off site. It would actually make me pretty
00:59:06shaky. Like they didn't make me feel that good so that's why I
00:59:09don't really have them anymore. I wasn't about 3 * a Week,
00:59:132 for work and one like just what I'm feeling,
00:59:16one for school. I haven't had an energy drink. My mom does
00:59:19not want me having them. She thinks that they're very bad
00:59:22for us and like the caffeine in it is not good for us. My coach
00:59:26that I had last year, he said he doesn't want to see
00:59:29any in the dressing room because you could have a heart
00:59:32attack in the ice or something like that. So if he if he saw
00:59:35them in dressing, you usually get like sat.
00:59:37Quebec is preparing to ban the sale of energy drinks to kids
00:59:41under 16, PEI's chief public health
00:59:43officer told a legislative committee today. An educational
00:59:46approach here is the way to start. BACK will be one of the first
00:59:49jurisdictions here in Canada to take that step to ban energy
00:59:53drinks. We don't know if it's going to achieve what they're
00:59:56hoping for. Doctor Morrison shared about limitations and
00:59:59struggles they're having. And I think it's prudent for us as a
01:00:02province to see that play out before we act. The committee
01:00:05will recommend a path forward to government this fall. In the
01:00:08meantime, public health says for kids or
01:00:10anyone who wants to be energetic and alert,
01:00:12nothing beats a balanced diet and a good night's sleep.

01:27:32And this is a deep fake doctor Francois Marquis. It's an AI
01:27:37generated video of his face and voice used to advertise drugs
01:27:41on social media. And this time I'm selling something that is
01:27:45supposed to fix your joints. I had patients, actual victims,
01:27:49come for me in the ICU wanting to get their money back. And
01:27:54he's not the only prominent Canadian physician being deep
01:27:58faked during the aggressive wave of mandatory COVID vaccination
01:28:02back in the pandemic, online ads used an AI generated
01:28:05version of Canada's former top Dr. Teresa Tam,
01:28:08the Canadian government Department of Health and BC's
01:28:11provincial health officer, Doctor Bonnie Henry. It is
01:28:14still happening on and off. It's very disturbing. The
01:28:18challenge now is AI video keeps getting better and tougher to
01:28:21spot.
01:28:23One study found up to half of individuals couldn't tell the
01:28:26difference between authentic videos and deep fakes. I think
01:28:30that anytime content is being pushed to you and they're
01:28:34selling a product, that should be a major red flag.
01:28:37That's because of strict standards enforced by medical
01:28:40colleges in Canada, which don't allow doctors to
01:28:44advertise regulated drugs or medical devices. The federal
01:28:47government says anyone who may have been a victim of fraud or
01:28:51cyber crime can file a police report
01:28:54or contact the Canadian Anti Fraud Centre. There's a faint
01:28:57Paul and a fake Brad running around TikTok,
01:29:00but doctors who've tried those routes say fake ads are tough
01:29:04to take down. I started complaining to the police and
01:29:07basically I was told that there's nothing they can really
01:29:11do. The bottom line? Be skeptical of any video
01:29:14showing a doctor pedaling health products before you hand
01:29:18over your credit card. Lauren Pelley, CBC News, Toronto.
01:34:02Anytime, any place in today's world of
01:34:05online sports betting, gambling has few limits. Teddy
01:34:08Waterwitch knows the cost of it. I can't even put it into
01:34:11figures how much I've lost. He developed a gambling disorder,
01:34:15lost his career as an accountant and nearly his life.
01:34:18At times I was gambling, lost all my money and you know
01:34:22that that led me to to drinking a few years ago,
01:34:25he turned to his local emergency department for help.
01:34:28There's lots of variability and Canadian researchers say
01:34:31there's a troubling
01:34:33increase of people going to ER for gambling disorders. The
01:34:36people who are showing up are probably representing the
01:34:40absolute most severe manifestations of it. Most of
01:34:43them are there for what seemed to be mental health crises.
01:34:47Researchers analyzed 14 years of hospital data from Ontario
01:34:51and found 952 ER visits related to gambling disorders and say
01:34:55after the market opened up to online sports betting,
01:34:59rates jumped by 99%. There's a real warning signal that
01:35:02gambling use is going up, that associated harms arising
01:35:06and that this is not really been part of the calculus or
01:35:10conversation training on sports and most affected boys and men.
01:35:14Experts say the constant marketing of betting sites is
01:35:18tied to harm. You are marketing it directly at them and then
01:35:22you layer on top of that having a phone in your pocket all the
01:35:26time. It enables access almost constantly. In Ontario,
01:35:29there are 2.6 million registered player accounts that
01:35:33gambled $80 billion last year. As more people placed bets,
01:35:36more are also reaching out for help. We also see that there
01:35:40are worsening of anxiety disorder,
01:35:42worsening of school attendance problems there at BET 365.
01:35:45Experts say governments need to tighten restrictions on ads. We
01:35:49do need to separate these sports watching experience from
01:35:52the gambling advertising experience. Researchers say
01:35:56they hope that any provinces or territories wanting to open up
01:35:59the online gambling market put protections in place to Shawna

01:36:23And when I hear somebody says no and I tell them do you want
01:36:27a family doctor? And they're shocked. They're
01:36:30like really? Are you serious? The region now has capacity for
01:36:3520, 000 new patients and 90% of
01:36:37residents already have a primary care practitioner. So
01:36:40how did they do it at a time when around
01:36:436 000, 000 Canadians don't have a
01:36:45family doctor? I do think it's been a
01:36:48combination of both the provincial policies and the
01:36:51local work that's happening. And there's, you know,
01:36:54teams of people behind this making it happen. Since 2023,
01:36:57the province has introduced a new payment model and
01:37:01streamlined the process for international doctors to come
01:37:04work in BC. The North Shore has invested heavily in recruiting
01:37:08doctors, even hiring a dedicated staffer
01:37:11to help them navigate immigration and licensing.
01:37:14That has paid off. Data shows 25% of those recruited in the
01:37:18past three years are from Iran, 25% are from the UK,
01:37:2110% from the US. If you had asked me 10 or even 5 years ago,
01:37:26if you'd asked me during COVID, like we just thought we were in
01:37:30such dire straits. I never thought we'd have these kind of
01:37:34results. Like we're absolutely, we're thrilled with it. Across
01:37:38the province, challenges remain. The Ministry
01:37:41of Health says 323, 000 people have registered to
01:37:45when the primary care provider and are still waiting,
01:37:48but it claims that number is dropping daily and that BC now
01:37:52has the highest number of doctors per capita in Canada.
01:37:55At care affinity clinics, the message to patients is
01:37:59clear. If they happy to make that commute,
01:38:01we'll take them on. There's no problem. Come on on. Michelle

01:38:10It's been almost five years since the deaths of Jagdish and
01:38:14Vaishali Patel and their two kids. The family froze trying
01:38:18to walk across the US border from Manitoba in January 2022
01:38:22after they got separated from a larger group of migrants in a
01:38:27snowstorm. Now we're learning more about the RCMP's
01:38:30investigation. Police say they identified a driver who brought
01:38:35the Patels and other crossers to Winnipeg. That unnamed
01:38:39person was arrested in February,
01:38:41but police didn't know yet if they'd be a witness or be
01:38:45prosecuted in either Canada or the US. That's one of the
01:38:48biggest updates from search warrant documents CBC recently
01:38:52got access to. A Manitoba judge ruled last week only heavily
01:38:56redacted versions of those documents could be released,
01:39:00but those still give a closer look at the investigation,
01:39:04including a man police say was their primary person of
01:39:08interest. Fennel Bedell was arrested last year after an
01:39:11extra Commission request from the US. Before that, Patel,
01:39:15who isn't related to the Patel family,
01:39:18was living in Ontario. The documents say the migrants
01:39:21arrived in Canada using fraudulent documents and allege
01:39:25Fennel Patel organized the smuggling. They say a hotel
01:39:29manager remembered Patel booking rooms for people he
01:39:32said were students as far back as 2018. The documents also
01:39:36give reasons why RCMP say their investigation is taking so long,
01:39:40in part because it's been plagued by lack of staff,
01:39:44especially after more RCMP were sent to the US border last year
01:39:48following pressure from President Donald Trump.

01:40:02soldier filming a burning building and then turning the
01:40:05camera on himself. Saheed Judd Singh is an Indian national who
01:40:08officials believe is part of a criminal network that's been
01:40:11targeting communities across the country with violent
01:40:14extortions.
01:40:16He was living in Alberta on a study permit and arrested last
01:40:20year on firearms charges. He's since been deported. CBC News
01:40:24has obtained hundreds of pages of documents and half a dozen
01:40:28videos related to an investigation of SYNC. They
01:40:31offer a glimpse into the lifestyles of the young men
01:40:34believed to have been recruited by the Bishnoi gang. Footage
01:40:38from Singh cell phone appears to show him flaunting handguns
01:40:41in another video. What appears to be a semi automatic rifle
01:40:45inside a moving vehicle.
01:40:47More footage that shows crates filled with bullets in the
01:40:50trunk of a car. A brazen social media post showing a parking
01:40:54lot hangout with the caption we don't flex but people know what

01:41:01Singh during another investigation. You're
01:41:04investigating Arshdeep Singh and alleged Bishnoi gangster.
01:41:08Police found text exchanges between the two men about guns.
01:41:11Investigators found sings Instagram saw these posts and
01:41:15tracked down his car and where he was living.
01:41:18Inside, they found a pump action
01:41:20shotgun inside his bedroom closet. Singh has denied that
01:41:23he's a member of the Bishnoi gang,
01:41:25but did concede that he's committed offences that were
01:41:28part of the organization's criminal activity. He's now one
01:41:32of more than 100 people who have been deported as agencies
01:41:35across the country try to get a handle on this National Crime

01:43:50I'm joined now by Canada's ambassador designate to the European Union, Jonathan Wilkinson. Jonathan
01:43:53Wilkinson, it's good to see you, Sir. Thank you for your time.
01:43:57Not at all. Good to see you, David. How far is Canada
01:44:00prepared to go in this new arrangement with Europe? We,
01:44:03we understand the strategic reasons and the areas you're
01:44:06looking at, but just how deep could this
01:44:08integration be, Sir? Well, I think on both sides we've
01:44:11expressed a lot of ambition in terms of deepening the
01:44:13relationship. President Vanderlyn spoke to the European
01:44:16Parliament yesterday with Prime Minister Carney in attendance.
01:44:20And I would say that was quite historic because never has
01:44:23there been a head of state that is not an EU member there for
01:44:26her State of the Union address.
01:44:28And then Prime Minister Carney spoke to the Parliament this
01:44:31morning and, and essentially both said that
01:44:34they have great ambition to make this as close as we
01:44:37possibly can. Obviously, short of becoming a member of
01:44:40the European Union, there are a number of areas
01:44:43that we're looking to deepen ties. That includes some things
01:44:46relating to labour mobility, but sectors around energy and
01:44:49critical minerals, into artificial intelligence
01:44:52and supercomputing, defence and defence procurement
01:44:55and a number of others That we think there are significant
01:44:59initiatives that could be undertaken to bring us closer
01:45:02together to create prosperity and to enhance our collective
01:45:06security and our in our collective sovereignty. But the
01:45:10Prime Minister said today that this will all be debated in
01:45:13Parliament and likely voted on in Parliament. Is that because
01:45:17what is being considered would have the requirement of
01:45:21parliamentary approval or is that sort of to satisfy the
01:45:24participation and political desires here in Canada?
01:45:29The the specific initiatives that being negotiated will be
01:45:32announced at the summit in Canada at the end of October.
01:45:36But what I would say and so, so it's difficult at this stage,
01:45:39but it, it is something of significance
01:45:42that the Prime Minister recognizes is of significance.
01:45:45And so I think that was the basis on which he made those
01:45:49comments. OK. But we already have an arrangement on trade
01:45:52with Europe through the sea agreement and there's still 10
01:45:56European nations that haven't ratified that,
01:45:59even though it's
01:46:00it is provisionally in effect and we get about 98% of the
01:46:03benefits. So does this add to CEDA build on cedar or is the
01:46:06ratification of CETA something that Canada is kind of moving
01:46:10past and not insisting on at this point? Well,
01:46:12you're right. That's that's it is provisionally enforced,
01:46:16which means basically all of its provisions have been in
01:46:19force for 10 years. And it's been enormously successful.
01:46:22We've seen, you know, big increases in trade on,
01:46:25you know, both sides of undersea. So it,
01:46:27it's been very successful, but over the last year
01:46:30they actually have started to deepen those ties. And you know,
01:46:34Canada joined a number of programs in Europe and is
01:46:37treated as though it was a European country. One of the
01:46:40men defence procurement, the other in research related
01:46:43activities. And so we're looking at doing more of that,
01:46:46about actually doing things together,
01:46:48creating economic opportunities together,
01:46:51opportunities for youth. I think the Prime Minister talked
01:46:54a little bit about the, the desire to, to join a program called Erasmus,
01:46:58which is about young people being able to,
01:47:01to travel and study in, in, you know,
01:47:03in a borderless manner. So there's a whole bunch of things
01:47:07that we can do to actually go well beyond a simple trade
01:47:10agreement, which provides A framework.
01:47:12This is being far more strategic about how we actually
01:47:15deepen those ties. But but I wonder Ambassador designate you
01:47:19you've heard the criticism, I'm sure from the Conservatives
01:47:22and others who are worried about Canadian money being sent
01:47:26to Brussels to go to what they call Eurocrats to having maybe
01:47:29some rules and regulations and standards.
01:47:32You're in Canada determined by the European Union from away. I
01:47:35mean, would Canada sign a deal that
01:47:37would would come with anything like that?
01:47:40Because where we can't be full members in the EU,
01:47:43you can't have representation and direct say it is there. Is
01:47:46there any willingness to hand over money and and some control
01:47:50to the European Union on standards? Well, I mean,
01:47:52first of all, let me say this is not across
01:47:55the board and it's not alienating sovereignty. And
01:47:58anybody who says that probably should wait to hear what it
01:48:01really looks like in October.
01:48:04But I would say that that that doing some programs with the
01:48:07European Union
01:48:09that may involve some financial participation by Canada
01:48:12actually enables Canadian companies to participate. And
01:48:15so in the SAFE program, where we are contributing some
01:48:18funds to the overall program, Canadian companies have
01:48:20benefited that because they have access to procurement
01:48:23contracts, including, you know, Marconi in Montreal,
01:48:26which actually won a contract relatively recently.
01:48:30The same thing is true with Horizon where Canada has
01:48:33participated in some of the research related things. And
01:48:35many of the universities across Canada have benefited by being
01:48:38able to participate. So you, you have to be thoughtful about
01:48:41where is Canada going to derive the greatest benefit. But
01:48:44certainly to say that, you know, you shouldn't participate in
01:48:47things that the European Union is doing really does not
01:48:50acknowledge the fact that we can be enormous beneficiaries
01:48:53in, in a direct way, but we can also benefit from
01:48:55scale. I mean, at the end of the day, we're,
01:48:57we're a market of 40 million people. They are a market
01:49:00of, you know, 3 / 300 million people and
01:49:02Canadian companies if they're going to be successful in the
01:49:05world need the opportunity to scale. That means they need
01:49:08access to markets. So I do think that there are enormous
01:49:11opportunities here for Canada and for Canadians. But you know,
01:49:14I think folks that that are that are, you know,
01:49:16sounding some concerns should wait a little bit until they
01:49:19see what we are actually are thinking about doing when we
01:49:22announced that at the the summit in October. OK. But when
01:49:25you talk about SAFE, is that the sort of model you
01:49:28would be talking about for the various sectors
01:49:30that are on the table here of buying into specific programs
01:49:34to guarantee Canadian participation rather than sort
01:49:37of sending an annuity to the EU as a bureaucracy itself?
01:49:40Well, it could be that, but I mean, not,
01:49:42not all of this is about specific programs. Like,
01:49:45you know, President von der Leyen
01:49:47announced a corporation that they are actually creating
01:49:50relating to critical minerals and stockpiling. Well,
01:49:52we are doing that in Canada. We are working with them right now
01:49:56with the European Investment Bank to enable them to be able
01:49:59to make investments in Canadian mines and processing. So
01:50:02there's a whole range of things that we can do to help
01:50:04ourselves and to help each other. They have a need for
01:50:07critical minerals. We have a need for capital to actually
01:50:10develop the critical minerals
01:50:12so that we can actually sell or process and build the batteries,
01:50:16magnets and sell those. So there are there are huge
01:50:19opportunities that are going to be beneficial. And honestly,
01:50:23it starts with the fundamental basis that we share values with
01:50:26the Europeans, that we are all committed to
01:50:29multilateralism, to the defence of democracy,
01:50:32to the defence of human rights. And this is a place where
01:50:36Canada should be actually spending time and working to
01:50:39actually develop a closer relationship. So do you see
01:50:42in Cedar ratification as part of this process or is Canada
01:50:45kind of content to have that sit provisionally in place
01:50:48rather than force the issue and maybe risk of political
01:50:51backlash? Where are things on on the
01:50:53overall trade agreement that's already been negotiated as you
01:50:56go down this path now?
01:50:59Yeah, I mean, look, we we would like to see the
01:51:02ratification process completed, although as I say,
01:51:05with it provisionally implemented,
01:51:07it actually is giving the benefits that the agreement has
01:51:10to pull offered. And there are a number of countries that are
01:51:13moving down that path. We expect to see a number of those
01:51:17countries that haven't ratified to move towards that over the
01:51:20course of the coming year. But but as I say, I mean,
01:51:23that's something we will continue to push on. But
01:51:26fundamentally, we're getting the benefits that
01:51:28we actually aspire to get.
01:51:30Then we negotiated the agreement already. So the the
01:51:32US president weighed in on this yesterday,
01:51:35Jonathan Wilkinson saying if this is something that's being
01:51:38done with bad intention, you know, he may invoke heavy tariffs on Europe,
01:51:41maybe stop trade with Europe. It certainly caught their
01:51:44attention and certainly some of the language in the prime
01:51:47minister's speech that's caught American headlines. Any
01:51:50concerns that that this could be yet another flashpoint in
01:51:53the relationship with the United States?
01:51:56Well, I would certainly hope not. You
01:51:58know, at the end of the day, this aunt Auntie American is
01:52:02not an anti Chinese. It's it's about Canada actually building
01:52:06a future that's going to be a more resilient one,
01:52:08working with partners with whom we share common values and
01:52:12common desires and aspirations. So it's not intended to be a
01:52:16negative thing. It's intended to be a positive thing at the
01:52:19end of the to be a sovereign country and sovereign countries
01:52:23get to decide on Canada, that one of those parties is
01:52:26the European Union.
01:52:27All right, Jonathan Wilkinson, we're having some signal issues

01:56:57You've probably seen the headlines. A super El Nino is
01:56:59brewing in the Pacific. I've been tracking El Nino for years.
01:57:02But these numbers, they're off the charts. So what
01:57:06is it that I've never seen before?
01:57:08I've never seen an El Nino this strong hit on top of an ocean
01:57:12that is hotter than we've ever seen it and that has experts
01:57:15around the world worried that the usual El Nino floods and
01:57:19storms will be worse than we can imagine. So how does this
01:57:22all work? At its most basic, El Nino is a huge shift
01:57:26of warm ocean water. So normally,
01:57:28strong trade winds blowing near the equator shove the warm
01:57:32surface water east to West toward Asia and Australia. All
01:57:36that warm water gets piled up, pushing heat deep into the sea
01:57:40while opening the door for cooler water to come to the
01:57:44surface off the coast of South America. This is our normal
01:57:48ocean state. But during an El Nino,
01:57:50those trade winds collapse, often triggered by a
01:57:54disturbance like a cyclone that sets off a domino effect.
01:57:58And with no wind holding it back,
01:58:00that giant pool of warm water sloshes right back across the
01:58:04Pacific, spreading out like a hot
01:58:06blanket. So why does this slosh in the Pacific matter to the
01:58:10rest of the world? Because the Pacific covers half
01:58:14the planet. That much warm water sitting on the surface
01:58:17releases a colossal amount of heat straight up into the
01:58:21atmosphere. That injection of heat fuels thunderstorm
01:58:25clusters and rising columns of air acting like giant
01:58:28roadblocks,
01:58:30the highways that direct the flow of weather systems around
01:58:33the world, AKA the jet stream. It dumps
01:58:35torrential rains and flooding onto places that don't normally
01:58:40see it, while trapping other regions in
01:58:42devastating droughts. And for country sitting on the
01:58:46receiving end of that warm water slosh, like Peru,
01:58:49the impacts are immediate. So the coastal communities are
01:58:53preparing for flooding and even landslides,
01:58:56especially in communities and areas that don't have the
01:59:00correct
01:59:01restructuring place. The northern part of the Andes are
01:59:04also expecting really heavy rains and how to contain that,
01:59:07while southern parts typically face really intense droughts
01:59:11and they need to be adapted so these don't disrupt the food
01:59:15systems. As for climate change, right now we're stacking one of
01:59:19the hottest El Ninos ever recorded on top of more heat.
01:59:23El Nino itself doesn't create new heat,
01:59:25it redistributes energy already stored in the ocean. Climate
01:59:29change, on the other hand,
01:59:31is adding more trapped heat back into this equation every
01:59:35day. El Nino just kind of moves the heat around,
01:59:37and that's bad because people are adapted to the amount of
01:59:41rainfall they get, the temperatures they get,
01:59:43and when they move it around, then all of a sudden, hey,
01:59:46I'm not getting the rainfall I was expecting to get. And that
01:59:50creates big problems for people. So does all of this mean that
01:59:54the Super El Nino is a window into a warming world where we
01:59:57could see these impacts every day?
01:59:59It's not a permanent shift yet. The extreme
02:00:02nature of this El Nino means the ocean will likely seesaw
02:00:05back into a colder landino over the next two years. But what's
02:00:09happening now is the clearest preview we've ever had of what
02:00:13happens when a supercharged natural cycle collides with an
02:00:16ever warming baseline. SARA WILL BE
