00:01:25[Asha] E-bikes and e-scooters are taking off...
00:01:29and many of these rides can reach high speeds in seconds.
00:01:34And they're available to almost anyone.
00:01:40[salesperson 2]

00:01:45[Asha] You're seeing more of them on our streets.
00:01:52Even highways!
00:01:56And sometimes you don't see them coming at all.
00:02:01But as ridership grows,
00:02:03what happens when the danger hits home?
00:02:11That's what brings us here, to St. John's, Newfoundland.
00:02:27after spending more than three months in hospital.
00:02:31I got my skull missing all right here.
00:02:34And this is soft right here.
00:02:37I cracked my skull over here. Broke this bone, broke my collar bone.
00:02:42[Asha] Jayden's riding his e-scooter
00:02:44when he hits a speed bump and loses control.
00:02:48He's wearing a helmet, but still suffers a traumatic brain injury,
00:02:52leaving him with memory loss,
00:02:54along with a long list of other issues.
00:02:56Do you remember much about your accident?
00:02:59I can't remember nothing in my whole life...
00:03:03past a month or two.
00:03:05-Nothing at all? -No.
00:03:08[Asha] But his mom, Amy Richards, remembers it all too well.
00:03:12It's one of the worst days of my life, for sure.
00:03:14And I don't ever wanna relive it.
00:03:17[Asha] She rushes to the emergency room.
00:03:19At that time, I didn't know if Jayden was alive
00:03:22or if he was dead, I didn't have a clue.
00:03:25I went in the room and he was full of blood,
00:03:27and I could barely recognize Jayden.
00:03:30You know, he was unconscious. He was just after having seizures.
00:03:36Very scary.
00:03:37Do you remember what's running through your mind
00:03:40as you're looking at that scene?
00:03:42You know, is he gonna pull through? Because I knew as soon as I seen him,
00:03:46I knew it was bad.
00:03:49[Asha] When Jayden wakes from his 21-day coma,
00:03:52she's by his bedside. What's the first thing he says to you?
00:03:57Uh, well, the first thing he said was, "Mom,"
00:03:59and then shortly after, he said, "Love you."
00:04:03How did you feel in that moment? Oh, my God, I was overjoyed
00:04:06because I knew in that moment that a little part of Jaden
00:04:09was gonna be back and, you know,
00:04:12I just clung to that little piece of hope.
00:04:14[Asha] Hope helps them get through
00:04:16a gruelling surgery along with endless hours of rehab.
00:04:20Jayden has to re-learn how to walk,
00:04:23talk, even eat.
00:04:25We had to start all over again at the age of 14.
00:04:28Yeah.
00:04:30[Asha] He's among a growing group of kids under 15
00:04:33landing in hospital with e-scooter injuries.
00:04:37The number has almost tripled in the past year.
00:04:40And in 2025, e-bikes and e-scooters
00:04:43claimed ten young lives.
00:04:45♪
00:04:50And this is the worst summer?
00:04:52This is the worst summer for sure, by far.
00:04:54[Asha] Dr. April Kam is an emergency physician
00:04:57at McMaster Children's Hospit.
00:04:58It's not just a toy, it's a motorized vehicle.
00:05:01We're seeing kids who are presenting with brain bleeds,
00:05:05with abdominal injuries, solid organ injuries.
00:05:09[Asha] Her message is clear.
00:05:11We don't recommend children under the age of 16
00:05:14be on an e-scooter or ride an e-scooter.
00:05:18[Asha] The rules of the road vary from coast to coast.
00:05:21Most provinces have traffic ls
00:05:24capping the speed of electric rides
00:05:26at 32 kilometres or under.
00:05:28But age restrictions depend on the device,
00:05:31and they're all over the map, starting at 12 years old,
00:05:35to 14, 16,
00:05:38and 18, while the territories and some other provinces,
00:05:42like Newfoundland and Labrado, have no minimum age to ride.
00:05:47Here in Ontario, you have to be 16 years old to ride.
00:05:50E-scooters should only go 24 kilometres an hour.
00:05:53For e-bikes, it's 32.
00:05:57But how does that match up with what's on the market?
00:06:00We're turning on our hidden cameras
00:06:02and hitting the stores to find out.
00:06:05Going to six major retailers,
00:06:08a mix of big box and specialty shops.
00:06:11Our research shows these are well-known stores
00:06:14that sell popular brands.
00:06:16We'll be visiting two locatios each in the Toronto area.
00:06:21First, we're checking the recommended age to ride
00:06:25to see if it all checks out.
00:06:33they're selling at Best Buy.
00:06:35[Bobby]
00:06:38[Asha] The box says 14, but Ontario says 16.
00:06:42So it's two years too young for the law.
00:06:46What about Costco?
00:06:47[Bobby]
00:06:53[Asha] Not quite.
00:06:54Let's head to this e-bike store, Emmo,
00:06:57see what they say.

00:07:09[Asha] Ten? Really?
00:07:12And check out the recommended age for this scooter at Canadian Tire.
00:07:16[Bobby]
00:07:23Some of these e-scooters have a recommended age
00:07:26of eight years and up. That just boggles my mind.
00:07:29Kids at this age don't necessarily have
00:07:32the developmental ability, um,
00:07:34to maneuver these motorized vehicles.
00:07:38Some of these e-scooters are sold at lower speeds,
00:07:41-so 20 kilometres per hour... -Mm-hmm. Right.
00:07:44...or even 16k an hour.
00:07:47Is that still risky, though, for an eight-year-old?
00:07:49That is still risky, especially, again,
00:07:53if you're out in traffic
00:07:54and you're going at still a significant speed
00:07:57and cars and motorcycles
00:07:59aren't expecting to see e-scooters with kids.
00:08:02Razor tells us its e-scooter designed for kids
00:08:06as young as eight meets US safety guidelines
00:08:09for low-speed motorized vehicles.
00:08:11They add, the e-scooter is safe
00:08:13when used properly off public roads.
00:08:16Very concerning that there's this huge market
00:08:19for selling children these motorized vehicles,
00:08:23essentially, and deceiving the parents and family,
00:08:26marketing them as toys. It makes it feel like they're safe.
00:08:30That's right, that's right.
00:08:31That's the mirage, and that's what they're selling.
00:08:36[Asha] More than half the stores we visit
00:08:39sell e-scooters recommended for kids
00:08:41under 16 despite Ontario's la.
00:08:46Segway, Razor, and Canadian Tire say
00:08:48customers should follow the local laws.
00:08:52Best Buy says the rules for e-bikes and e-scooters
00:08:55are quickly evolving,
00:08:57and they try to keep product information up to dat.
00:09:01No response from Costco.
00:09:03♪
00:09:06Next up, we're checking for speed,
00:09:08and this time, it's electric rides for adult.
00:09:12It's on riders to follow the rules of the road.
00:09:15Remember, e-bikes can't go faster
00:09:17than 32 kilometres an hour. E-scooters, 24.
00:09:21And most stores remind us of that.

00:09:31[Asha] But there's nothing stopping retailers
00:09:34from selling products that go past the limit.
00:09:37Listen to what they tell us at Best Buy.

00:09:47It just speeds up from there at a shop called EZbike.
00:09:57[salesperson 3]
00:10:02[Asha] Wait, what?
00:10:03An e-scooter that can go 120 clicks an hour?
00:10:08That's five times the legal road limit!
00:10:12At several stores, they tell s
00:10:14the bikes have built-in speed limiters.
00:10:17Thing is, they're easy to override.
00:10:20At Amego, they show us how.

00:10:42[Asha] And over at Emmo...

00:10:57[Asha] You heard right. She says 80k.
00:11:01Wow, 80 kilometres per hour.
00:11:04It's highly concerning.
00:11:06Eighty kilometres is almost triple the legal limit.
00:11:08We're showing our hidden camea video to Michael Pasquali.
00:11:11He's the founder of the Canadn Electric Bicycle Association,
00:11:16and he owns this Hamilton sto.
00:11:18These types of shops that are selling products that are way beyond the legal limit,
00:11:21they're putting a lot of people in danger. And how do you feel about the fact
00:11:25that they demonstrated it for us right there in the store?
00:11:28Yeah, that's heartbreaking. [Asha] We tee up another video.
00:11:31An Emmo salesperson says their bikes
00:11:33can hit even higher speeds
00:11:35for "off-road use."
00:11:39[salesperson 1]
00:11:43-[Asha] Oh. -[salesperson 1] Yeah. [Asha]
00:11:45[salesperson 1] Unbelievable.
00:11:49So this store clearly saying, "We can modify this bike to go faster.
00:11:53Whatever you want." Yep, and over 15 years,
00:11:57that pretty much happens on a daily basis. People will bring a foreign bike and say,
00:12:01"Can you make this faster? Can you, will you?"
00:12:03Our policy's always been no. And how do you feel knowing there are stores
00:12:07-that will say yes? -That's horrible.
00:12:09If you're showing consumers how to push a button
00:12:12and make it faster, or offering to modify it
00:12:14to go faster with the caveat that you keep it off-road?
00:12:18Well, that's technically right.
00:12:21But most consumers aren't doing that, right?
00:12:24And it's just extremely unethical.
00:12:26[Asha] Wrapping up our hidden camera investigation,
00:12:29we find 10 of the 12 stores we visit sell electric rides
00:12:34already capable of exceeding the speed limit.
00:12:37And half of those locations tell us you can override
00:12:40the speed limiter on some models.
00:12:43Amego says they do not offer or perform modifications,
00:12:48and the salesperson likely exaggerated the top speed.
00:12:51The company that operates the two Emmo locations
00:12:54we visited says, "A product's technical capabilities
00:12:57should not be confused with what's allowed on the roads."
00:13:02No response from EZbike.
00:13:07Meantime, back in Newfoundlan,
00:13:10Jayden is living with the aftermath
00:13:12of an e-scooter that's easy to buy but hard to control,
00:13:16in a place with no regulations and no protections for kids.
00:13:21The province tells us they've consulted the public
00:13:24and are looking at changes to the Highway Traffic Act
00:13:26to include micro-mobility devices.
00:13:29Can't come soon enough for Am. It should have happened a long time ago.
00:13:34Kids should at least have to be 16
00:13:36to get on these electric scooters.
00:13:38We need to protect our children.
00:13:41That should come first and foremost.
00:13:47[Asha] Coming up,
00:13:48RCMP get serious about road safety...
00:13:51So riding on the sidewalk is a $109 ticket.
00:13:54And you both don't have helmets. [Asha] And we're along for the ride.
00:14:05The moment you believe the whole world is actually a
00:14:08facade, then it gets so hellishly
00:14:10dangerous. We'd like to find a way to get in there.
00:14:14Especially if Jessica was living in there. Walk me
00:14:16through that day. You knock on the door,
00:14:19tell me everything. I think the pink. Yeah,
00:14:21the pink one with the balcony. That's the hotel. And when you
00:14:24say kids are going to suffer, you were not talking
00:14:27hypothetically. You were suffering. I watched kids
00:14:30suffer. It's debilitating. It's scary. And they're trying to
00:14:33hide that fear of is my child dead or alive?
00:14:36Imagine you're a kid coming from school. They could walk
00:14:39upon you like this.
00:14:41All it takes is this and your influence. You're saying that
00:14:51Why wouldn't her doctor line? The biggest part of it was that
00:14:54we haven't been listened to. They just didn't listen.
00:14:57There's never been a worse time to call this referendum. Quebec
00:15:01separatists, Alberta separatists. It's like,
00:15:04no, we're just regular folk that
00:15:05want to free and independent country. How many workers are
00:15:09in this IT army? Somewhere between 2:00 to 5:00
00:15:121000. It seems pretty clear that it's definitely in the
00:15:15thousands. How cool are are you in North Korea right now?
00:15:19No. Are you North Korean? Sounds like he was inside. Yeah,
00:15:22he's because she said he wasn't interested. But how would that
00:15:41What kind of future do Albertans want for their
00:15:44province? The upcoming referendum will
00:15:46reveal where voters stand on the ballot is whether to stay
00:15:50in Canada to seek more provincial powers over
00:15:53immigration or whether to push for constitutional change. To

00:16:19And as you can see, the bike lanes and pathways
00:16:23are packed with e-bikes and e-scooters.
00:16:26And as we've learned in Ontar,
00:16:28what's for sale in stores is a stark contrast
00:16:32to what's allowed on our streets.
00:16:34But RCMP in British Columbia are warning that if you want
00:16:38to ride electric here, there are rules to follow,
00:16:41and consequences if you don't.
00:16:44Corporal Frank Bryson is with the Richmond RCMP.
00:16:47They're ramping up enforcement on electric rides.
00:16:51So we're gonna head right now down to the city center here.
00:16:54[Asha] Today we're getting a behind-the-scenes look at what they do.
00:16:58So the checklists of what you're looking at...
00:17:02what does that look like? Right away, helmet.
00:17:05That is a key piece of safety equipment. That could save your life.
00:17:12[Asha] By law, every rider here has to wear a helmet.
00:17:17Stop, stop, stop! -Hey, man. -[rider] What's happening?
00:17:20How come you're not wearing this? And you both don't have helmets.
00:17:24So, today I'm just gonna give you a verbal warning.
00:17:26Okay? But if we see you again, it could be a ticket, okay?
00:17:29[Asha] They're also clocking speeds,
00:17:33and riders in the wrong place.
00:17:35So, for an e-scooter, you have to be in the bike lane there.
00:17:38So riding on the sidewalk is a $109 ticket as well.
00:17:41[Asha] They'll issue warnings, hand out tickets, too.
00:17:46Do you see a lot of young people riding these things?
00:17:51There's a lot of young people riding them.
00:17:53We want the parents to know these are not toys.
00:17:56You could get seriously injured or even die.
00:17:58Like, it's not a joke, it's not a game.
00:18:03[Asha] It's why they're always on the lookout.
00:18:05And as we're cruising,
00:18:08they spot two kids on one e-scooter.
00:18:12[officer] Hello, this is Richmond RCMP. How you doing?
00:18:16How old are you? -Eight? Nine? Yeah. -[kid] Nine.
00:18:19[Asha] In these situations, they call home.
00:18:22I'm here with your sons.
00:18:24They're riding a scooter here, so we just stopped them.
00:18:28Yeah, everything's okay. They're safe.
00:18:30We're just educating them about the rules.
00:18:34[Asha] One brother is too young to ride,
00:18:36and they're not allowed to double up.
00:18:38One other thing, they have to have helmets.
00:18:41So in the future, just let them know,
00:18:43and we're gonna let them go here just with some education and no ticket today.
00:18:47[mother on phone] [Bryson] Okay.
00:18:50[Bryson] Big lesson, yes. Just walk if your home is nearby.
00:18:53Just don't ride it, because someone else will stop you.
00:19:04Know the rules before you head out, and follow the rules.
00:19:08[Asha] While police on the west coast continue to enforce the rules.
00:19:12in Hamilton, Ontario, Theo Smith knows firsthand
00:19:16the dangers of those who break them.
00:19:19I got hit by the electric bike.
00:19:22-Yeah. -I was running from down there,
00:19:25and then it came past...
00:19:28slipped, and I had to go to the hospital.
00:19:32-[Melissa] Yeah. -[Asha] It hurt a lot, eh?
00:19:34A rider on an e-bike hits the four-year-old
00:19:37on the sidewalk outside his daycare.
00:19:40He spends days in intensive ce
00:19:42as his mom Melissa watches over him.
00:19:45[Melissa] He got hit so hard that it was...
00:19:47you know, through the skin,
00:19:49through the muscle, through all the tissues.
00:19:51It was right down to the bone
00:19:54and fractured his skull.
00:19:56I mean, you can say, you know, a child was hit by a bike,
00:19:59but until you see the pictures of the injuries,
00:20:03I don't think it registers.
00:20:06[Asha] Oh... wow.
00:20:10[Melissa] Immediately after.
00:20:15[Asha] That is awful.
00:20:17But that, I mean, I wouldn't even think a bike.
00:20:19I mean, that could be... -A car. -Yeah.
00:20:22Yeah. And that's the thing.
00:20:24These bikes go as fast as vehicles.
00:20:29[Asha] Theo's physical scars are healed,
00:20:32but the emotional trauma lingers.
00:20:35It's motivated his mom to run for city council.
00:20:38As for the e-bike rider who hit him and took off,
00:20:41it's been almost a year. They're nowhere to be found.
00:20:45[Melissa] There are minimal regulations.
00:20:48There's zero accountability.
00:20:52♪
00:20:56I think it's fair to say that the regulations
00:20:58are miles behind the e-bikes.
00:21:02Miles behind. Kilometres behind.
00:21:05[Asha] Michael Parrish is a regulatory lawyer
00:21:08specializing in transportatio.
00:21:10There's no regulation of the product,
00:21:13of the actual devices.
00:21:15[Asha] Existing laws only apply
00:21:17to how riders use them on the roads,
00:21:20which is just one part of the bigger problem, he say.
00:21:24There are no regulations currently
00:21:26for manufacturers or retailers.
00:21:29It's all on the users. Does that need to change?
00:21:34Yes, I think that does need to change.
00:21:36I think Transport Canada, they need to have
00:21:39some comprehensive e-bike legislation that basically says,
00:21:43"This is how fast they should go,
00:21:45this should be the maximum engine power."
00:21:47I think that's very necessary. And that law would need to say
00:21:52it's illegal to import or sell an e-bike
00:21:56that doesn't meet these rules.
00:21:58But those rules don't exist right now.
00:22:05[Asha] Coming up, we head to the capital to put that to the feds.

00:25:24and as injuries climb, regulations have not kept pac.
00:25:28So we're in Ottawa,
00:25:30asking the Minister of Transpt Steven Mackinnon
00:25:32what will it take for them to step up.
00:25:35We found vehicles that went anywhere
00:25:37from 80 to over 100 kilometres an hour.
00:25:40And they're on Canadian highways and streets. What's your government going to do about that?
00:25:44Um, well, of course, safety is a major priority,
00:25:48and I am personally preoccupied by stories that I hear
00:25:52from parents and others who worry about, uh,
00:25:57some of the capabilities of these devices.
00:26:00Why isn't Transport Canada regulating e-scooters?
00:26:03These aren't toys, they're motorized vehicles.
00:26:05Well, Motor Vehicle Acts are typically provincial in nature.
00:26:07We act to ensure the safety
00:26:10of motor vehicles as they are defined.
00:26:13Um, and so it's pretty clear that there is a lot of impetus
00:26:17here for provincial action, municipal action.
00:26:20Right, but what about a federal vehicle class?
00:26:22And we need to absolutely consider, uh,
00:26:25what we will do in terms of regulating the safety of those devices, absolutely.
00:26:29[Asha] But for now,
00:26:31no quick fixes and no immediate solutions.
00:26:36Putting it all on those who choose to ride.
00:26:39Do you think you'll ever get on an e-scooter again? No.
00:26:44-Not a chance? -No. It only takes a split second
00:26:48and your life can change forever.
00:26:52Yeah, it's not worth it.
