00:03:58once again.
00:04:00what is your view on the increasing frequency of extreme weather events in recent
00:04:03years? the impacts of climate change are
00:04:07real. communities all around the
00:04:10world are are struggling, no one is immune from that. part
00:04:14of my job, i visit vulnerable communities um around the
00:04:17world. my own uh home is
00:04:21of highly vulnerable. um, two years
00:04:24ago uh, my island was devastated by
00:04:27hurricane barril, 98%. of properties were
00:04:31damaged or destroyed, 98%
00:04:34of the properties were damaged in in well specifically the
00:04:38island of karaku, it passed over, it miss mainland karaku, my
00:04:42island is um off the coast of of grenada, but it
00:04:45was impacted my own home
00:04:49um, but it swept through the islands causing um,
00:04:53how are your family by the way, secretary? families, family, family are wealth, my
00:04:57parents have only just just
00:05:01um uh restored the
00:05:02of roof of to the the house, just moved back um to their home after
00:05:06a couple of years and that's that's after after after two years they've only got
00:05:10round to um to changing the the... repairing the the
00:05:14the roof, and my parents are more fortunate than many others, there
00:05:18are many others who are still um, still not yet in their in
00:05:22their homes, but this is story
00:05:25that communities around the world, millions of
00:05:29people around the world a struggling with the impacts,
00:05:33whether it is um hurricanes, whether it is through
00:05:36droughts, flooding, wild fires, extreme
00:05:39heat, and that has...
00:05:44incredible impact
00:05:46on the economies
00:05:49of countries, it impacts national security
00:05:53in terms of climate migration, um, it
00:05:57speaks to um, whether it is
00:06:01food shortages through to crop failures, through drought,
00:06:05through flooding,
00:06:07um, this cross-sects so
00:06:11many. aspects of people's
00:06:14lives, so the impacts are
00:06:18real, being felt, and those are only going
00:06:22to increase, we're only going to see more
00:06:26climate impacts, but secretary steal, you spoke with a sense
00:06:30of, you give it a sense of personal touch and personal warm that
00:06:33we truly appreciate, and also a sense of urgency, mean
00:06:37i myself went to Alaska and anchorage and took a boat to
00:06:41see the
00:06:42the the... ice
00:06:43camps and mounting and falling off the river right in front of my eyes
00:06:46in 2017 September, that made huge emotional impact on
00:06:50myself. so let ask you about this if I may, what do you hope to achieve
00:06:54by this China visit? I mean it's sharing
00:06:57where we need to get to
00:07:00um certainly by the end of this year within the the
00:07:04climate negotiations, understanding what the
00:07:07priorities um of um of of China
00:07:10are, those translate into what is
00:07:14actually
00:07:15and this I think is the most fascinating bit in terms the actual
00:07:18actions that are taking place on the
00:07:22ground and there is always far more actually taking
00:07:25place um in in in reality in
00:07:29practice than is always reflected in
00:07:33um in in in present number so it's always good to get a sense of what
00:07:36is what is really happening here anything strikes you differently this time around I
00:07:40mean you're regular it's just the energy um, I did not get a chance
00:07:44to meet with the um private sector um here in
00:07:48in Beijing um before coming here I was in Hong Kong and
00:07:52I did get to meet um with um with private sector there and there's
00:07:56some incredible things that happened within the financial markets
00:08:00and how they're supporting sustainable um
00:08:04sustainable development, but it's it's the
00:08:07vibrancy, it is that can do attitude, it's
00:08:10recognizing that there are... massive opportunities
00:08:14and the sheer determination, the sheer focus and
00:08:18performance um is something that that's
00:08:21motivating, it's uplifting, you can see what can be done,
00:08:25and when you you understand have an understanding
00:08:29of China's longer-term development trajectory,
00:08:33the progress that has been made decade after decade
00:08:37after decade, that determination to move a
00:08:41country a... very clear um developmental and
00:08:45path is is is absolutely
00:08:48astonishing, so taking that
00:08:51energy, how that energy can be transferred
00:08:55to you on my travels around the
00:08:59world is something that
00:09:01that that is certainly

00:10:15point about our goal of containing the
00:10:18temperature rise to 1.5 degree celsus? I mean, if I were
00:10:22to ask you this question, five, si years ago, there
00:10:26might have
00:10:26been a different answer, but um, what is happening now? well, we
00:10:30know the science is clear, where we need to get to and where we
00:10:34are, and we're far off track. where i take hope is
00:10:38the fact that we have all the tools that we need, we know
00:10:42what needs to be done, we know what needs to be
00:10:46done by whom and by
00:10:49when, that is clear. we have uh,
00:10:53this multilateral framework. which sets out clearly
00:10:57how all parties, all countries um
00:11:01are to contribute. we saw
00:11:05from the uh the last set of cl climate
00:11:08plans that were received from
00:11:11um from from all countries, we saw for the first time
00:11:14when we synthesized those, we see that emissions
00:11:18curve based on plans submitted
00:11:22break for the first time, so... That is
00:11:25noteworthy, we've seen if all plans
00:11:29currently received were implemented, we'll see a
00:11:3212% um reduction in global emissions, said the
00:11:36first time we're seeing that um that reduction, but the
00:11:40target we need to get to by 2035 is not 12%,
00:11:43it's 60%, so we know we're far off
00:11:46track, but we have seen, we're now
00:11:50moving in the right direction, we notice a trend
00:11:53whereeb visiting heads of state or heads of government became
00:11:57regulars in checking out China's electric vehicle scenes, test
00:12:01driving uh Chines ECVs themselves, how do you
00:12:05see this phenomena? I mean, there is no better way to
00:12:07promote uh new technology
00:12:11by getting the most prominent leaders to
00:12:15be consumers, users um of those. We've
00:12:18seen uh over the years, you
00:12:22electric vehicles from becoming what... novelty or
00:12:26viewed as novelty um to what
00:12:29now is the vehicle of choice for so
00:12:33many and what we're seeing now especially with the
00:12:36energy crisis um and we're seeing that the
00:12:40accelerated um interest in the take
00:12:44up of electric vehicles I
00:12:46mean it is a trend that we're going to see um we're going to
00:12:50see continue and to speed up you think the war in the middle east right now
00:12:53can actually accept. the pace and
00:12:57the political will and the market drive for the
00:13:01electric vehicle industry
00:13:03to to only thrive. well, say it goes beyond just the electric vehicles. the
00:13:07energy crisis lays bear global
00:13:10vulnerability to its dependence on fossil
00:13:14fuels. 75% of all countries are net
00:13:18importers of oil and gas. we've
00:13:21seen the impact that that this crisis is... had
00:13:25on fuel prices, on energy security,
00:13:29so we're seeing at two levels, we're seeing um at government
00:13:33level where questions are now um
00:13:37being asked, reasked with regard
00:13:40to um energy security and that that that
00:13:43vulnerability and discussions about
00:13:46accelerating the uh the transition away from
00:13:50fossil fuels as a key measure not
00:13:53only in terms of ensuring energy security,
00:13:57but also economic competitiveness, and even
00:14:01if this crisis, which is viewed, the IEA has said
00:14:05that this is the worst energy crisis in our
00:14:09history, we've seen it before, we seen it
00:14:12now, and it will happen again, so whether
00:14:16you're a consumer and you're making decisions as to whether it's how you
00:14:20what you drive, how you heat your home, whether it's
00:14:23governments in terms of how they view their own
00:14:27sovereinity, their national security, their energy security and their
00:14:31economic competitiveness, these are all things that being brought
00:14:34and clear into question now, so you're saying that we're actually a
00:14:38defining moment in human history, we all know that over the
00:14:42last um two or three years climate has fallen
00:14:46down the the political um agenda
00:14:50and throughout the course of this year through the the war in the middle
00:14:53east we've seen that narrative shift
00:14:57um from governments everywhere and that certainly presents
00:15:01an opportunity in terms of
00:15:05pushing uh the pushing forward um with that
00:15:09message that the only way to deal with these
00:15:13national um security issues, energy
00:15:16security issues and economic competitiveness is to
00:15:20accelerate the transition away from fossil

00:16:11signing of that agreement, we're now around half of
00:16:15that, we know that that is still a long way away
00:16:19from the 1.5 that um that we need
00:16:22to ensure the safety of um of
00:16:25humanity, but what that has demonstrated
00:16:29is that this multilateral and
00:16:32process for climate change is working,
00:16:36mean china was ab... instrumental um
00:16:39in in reaching agreement of
00:16:43195 countries back in 2015,
00:16:47has been an active participant together with other major
00:16:50nations in driving the changes that are needed,
00:16:54and what we now need to do 10 years after the signing the Paris
00:16:58agreement is shift to new era. the focus now
00:17:02is on the era of implementation where we put those
00:17:05tools, those rules and to to work and that speaks of
00:17:09what happens within the real economy and bringing it back to
00:17:13China um in terms the uh the
00:17:17efforts, significant efforts that are made in terms of your
00:17:20own domestic decarbonization, absolutely
00:17:24remarkable, and there are lessons that many
00:17:28others can learn. well, if you look at um what we've seen
00:17:32right here um in China um over the last 10
00:17:35years, the... speed of
00:17:39China's um transition, its investment
00:17:42in um in green uh low-carbon
00:17:46um economy is is is mindblowing, both
00:17:50in terms of how that has benefited uh job
00:17:53creation
00:17:55um um economic opportunities here, the shif volume
00:17:59scale speed of what is happening here in China
00:18:02is driving innovation, it is driving down and
00:18:06prices which the rest the world um has been able to
00:18:10benefit from, so whether that is we see the um the explosion
00:18:14of electric vehicles, we see um the rapid
00:18:18expansion of solar wind, and much of that is
00:18:22driven by what is taking place here in Mainland China, but the rest
00:18:26the world is able to benefit from that. what do you think
00:18:29are some the Chinese experimentations and
00:18:32experience that can be uh scaled and
00:18:36replicated by the rest the world, one
00:18:39is political will, that has been
00:18:43demonstrated um,
00:18:44you know, at the highest levels, your nationally determined
00:18:47contribution last year, um, it was stated quite
00:18:51clearly in its presentation that, um, as
00:18:54significant the effort that will be needed to deliver on
00:18:58that, there is still scope to strive to do
00:19:02more, that gives very, very clear signal, China
00:19:05has a reputation
00:19:09of doing what it says it's going to do, so
00:19:13any commitment made, it's not only that they will be
00:19:16met, they are often um exceeded, so
00:19:20if we look at um the
00:19:24targets uh that were set for solar
00:19:27and wind deployment, those targets were met
00:19:31six years early,
00:19:34um, so the... intent, that
00:19:38political um will that exists to drive through those
00:19:42changes, I think is the first message. The second
00:19:45message, um, is how that political will is
00:19:49translated into action on the
00:19:52ground, um, so whether it is your
00:19:55investments in research and development, in all the te
00:19:59the key technologies for the transition, um, and
00:20:03translating those um, those innovations into...
00:20:07products that can scale up um making
00:20:11markets as well as supplying markets um
00:20:15again there are examples there to be taken how those then
00:20:18translate into job creation, economic growth, social
00:20:22benefits for your people, again there is a model that is
00:20:26quite clear there that others can take others
00:20:30can learn from, so your leadership domestically
00:20:34here at home is an example for the rest the world.
00:20:37but then based on this year volume and innovation that coming out
00:20:41of China, the impact that that has on global
00:20:45markets, driving um technological
00:20:48innovations. and driving down prices and then
00:20:52making those products available for the global
00:20:55market. we've seen um around the world, the countries are
00:20:59overpromising and underdelivering, and you once said yourself that
00:21:03we're we should be rather in the period of delivery instead
00:21:07of you, making promises. absolutely. it is now time to
00:21:11move those words, the words on
00:21:14paper into um into concrete
00:21:18actions um on the ground. and what we
00:21:21are um are witnessing, this is
00:21:25not just a theoretical
00:21:26exercise,

00:22:50that you constantly come back to, and you said
00:22:54China has been playing an exemplary role
00:22:58in making this change and leading the wave of
00:23:01climate multilateralism, can you elaborate on this
00:23:05concept and also on China's
00:23:08ruling all this, within this multilateral process countries
00:23:11are able to step forward, find areas of
00:23:15agreement so that we can move forward, it is
00:23:19how we now... transition to this new era from the
00:23:23negotiations to um
00:23:25implementation. i think the key message
00:23:29is that the leadership that China has
00:23:33shown, the contributions has made
00:23:36continues to make in terms of driving technological
00:23:40advancement in terms of what it's doing
00:23:44domestically, its role in terms of providing
00:23:47support um ' for other developing countries
00:23:51within the global south, the leadership that it it has
00:23:55shown, it is shown there is how
00:23:58that can be brought forward for other countries to
00:24:02step up and to in terms of within
00:24:06this multilateral environment push forward other key decisions that
00:24:10that need to be made within the process, but in terms of driving
00:24:14action on the ground and demonstrating that leadership
00:24:18when china others
00:24:21follow how do
00:24:22you see the importance the b and road initiative and in particular the green b and
00:24:26road initiative in solidify and rallying the global
00:24:30south for the fight against climate change? well through the baltin
00:24:34roads initiative significant investments have been
00:24:37made in developing countries, including in the areas
00:24:41of climate action and
00:24:45with regard to the um the energy transition
00:24:49so... again demonstrable
00:24:53um uh put in words into action, but also showing
00:24:57what international cooperation is all about
00:25:01within the global south, so it is an
00:25:04example of of how countries need to
00:25:08work together to help one another in terms
00:25:12of development and
00:25:15progress. we left baku at
00:25:19cop 20. with the decision on the
00:25:22new finance, new finance goal, so the
00:25:26300 billion dollars per year by
00:25:282035 and the road map to 1.3
00:25:32trillion, and this is support uh
00:25:36for for developing countries. we've seen levels
00:25:39of investment last year alone of 2.1
00:25:43trillion in renewables compared to
00:25:461 trillion in fossil fuels that. is very
00:25:50clear signal um the uh the finance flows are
00:25:54shifting from fossil fuels um to renewables.
00:25:58the challenge we have with the exception of China that...
00:26:02"uh, when we look at those levels of investment um, it's very,
00:26:06very uneven. those flows need to
00:26:10um to to flow more evenly and ensure that all
00:26:13developing countries are able to take advantage of those
00:26:17investment opportunities so that they can
00:26:21also um transition away. is that why or partially
00:26:25why you often bring up this concept of fair and just
00:26:28global energy transition? mean, that's at the heart of..."
00:26:32the Paris um agreement ensuring that
00:26:36um that no one is left behind with regard
00:26:39to the energy transition, it's not a transition, it's
00:26:43transitions, um, every country, every
00:26:46region um is a different path, not
00:26:49everyone is starting at the same point, we all need to end
00:26:53up in the same place in order to get us to the um the
00:26:571. um f um goal, we
00:27:01know that some major's powers or major power, this
00:27:05time singular, not plural, is apparently and
00:27:09obviously absent from their commitment to the Paris climate
00:27:13accord, they joined it, quitted it, joined it again and then quitted it
00:27:16again, how damaging is this
00:27:20to the cause of global climate change
00:27:23fight? well clearly having the world's largest
00:27:26economy, not part the process um is
00:27:30highly unhelful at this... time, but what we have seen
00:27:34in the past, and I hope we will see in the future,
00:27:38as they have left, they will return
00:27:42at some point, but in the meantime, the
00:27:45other 194 countries that are part the
00:27:49Paris agreement, clearly stating their
00:27:52commitment to the Paris agreement, this
00:27:56global transition is a significant
00:28:00economic opportunity, and this
00:28:03the um one the the the the key
00:28:07features um of our climate meeting at
00:28:11the end the year will be on the action agenda and
00:28:14again picking up real examples of action that's
00:28:18being take taking place here on the ground in
00:28:22china, how that is reflected in the action
00:28:25agenda, i think will be very, very interesting
