00:04:00years, the impacts of climate change are real,
00:04:04communities all around the world
00:04:07are are struggling, no one is immune from that, part of my job, i visit
00:04:11vulnerable communities um around the world, my
00:04:14own uh home is
00:04:17of highly vulnerable, um, two years
00:04:20ago, my island was devastated by
00:04:23hurricane barrel, 98% of properties were
00:04:27damaged or destroyed, 98% 98%
00:04:31were damaged in in well specifically the island of
00:04:35karaku, it passed over, it miss mainland karaku, my island
00:04:38is um off the coast of of Grenada, but it
00:04:42was impacted my own home
00:04:45um, but it swept through the islands causing um,
00:04:49how are your family by the way, secretary? family is, family, family are wealth, my
00:04:53parents have only
00:04:55of just just um uh restored the
00:04:58of roof to the the house, just moved back um to their home after
00:05:02a couple of years and that's that's after after after two years they've only got
00:05:06round to um to change in the repairing the the
00:05:10roof and my parents fortunate than many others, there
00:05:14many others who are still
00:05:16um still not yet in their in their homes, but this is
00:05:19story that communities around the
00:05:23world, millions of people around the world
00:05:27a struggling
00:05:28with the impacts, whether it is hurricanes, whether it
00:05:32is through droughts, flooding, wild fires, extreme
00:05:36heat, and that has
00:05:38an incredible impact
00:05:42on uh the economies
00:05:46of countries, it impacts uh national security in
00:05:50terms of climate migration, um, it
00:05:53speaks to um whether it is um
00:05:57food shortages through to crop failures, through drought,
00:06:01through flooding, um,
00:06:03this cross sec so many
00:06:07aspects um of people's lives,
00:06:11so... 'you the impacts are real being
00:06:15felt and those are only going to
00:06:18increase, we're only going to see more
00:06:22climate um impacts. the secretary steel, you spoke with a sense
00:06:26of um, you give it a sense of personal touch and personal warm that
00:06:29we truly appreciate, and also a sense of urgency. mean
00:06:33i myself went to Alaska and anchorage and took a boat to
00:06:37see the the the ice camps mounting and falling off the
00:06:41the river right in front'. my eyes in 2017 September, that made
00:06:45huge emotional impact on myself. So let ask you about this, if I
00:06:49may, what do you hope to achieve by this China visit? I mean
00:06:52it's sharing where we need to get
00:06:56to um, certainly by the end of this year within the the
00:07:00climate negotiations, understanding what the
00:07:03priorities um of um of of China
00:07:07are, how those translate into what is
00:07:10actually, and this I think is the most... fascinating bit in terms the actual
00:07:14actions that are taking place on the
00:07:18ground and there is always far more actually taking place
00:07:22um in in in reality
00:07:25in practice than is always reflected in
00:07:29um in in in presenting so it's always good to get a sense of what
00:07:33is what is really happening here anything strikes you differently this time around
00:07:36mean you're regular it's just the energy um did not get a
00:07:40chance to meet with the um private sector um
00:07:44here
00:07:44in in Beijing. Before coming here I was in Hong Kong and
00:07:48I did get to meet um with um with private sector there.
00:07:52There's some incredible things that happen within the financial
00:07:55markets and how they're supporting sustainable
00:07:59um sustainable development, but it's it's the
00:08:03vibrancy, it is that can do attitude, it's
00:08:07recognizing that there are massive opportunities
00:08:10and the sheer determination. this year focus
00:08:13and performance um is something
00:08:17that that's motivating, it's uplifting, you can see
00:08:20what can be done, and when you you
00:08:23understand have an understanding of China's
00:08:26longer-term development trajectory, the progress that has
00:08:30been made decade after decade after
00:08:34decade, that determination to move a
00:08:37country a very clear um developmental and
00:08:41path um is is is absolutely
00:08:44astonishing, so taking that
00:08:47energy, how that energy can be transferred
00:08:51to, you on my travels around the
00:08:55world, is something that
00:08:58that that is certainly
00:08:59motivating.

00:10:09hopeful are you at this point about: our goal
00:10:13of containing the temperature rise to 1.5
00:10:17degree celsius, mean if
00:10:18i were to ask you this question, five six years ago,
00:10:21there might have been a different answer, but um... what is
00:10:25happening now? well, we know the science is clear where
00:10:29we need to get to and where we are, and we're far off track. where i
00:10:33take hope is the fact that we have all
00:10:37the tools that we need, we know what needs to be done, we
00:10:41know what needs to be done by whom
00:10:44and by when, that is clear. we
00:10:47have this multilateral framework, which
00:10:51sets out clearly how all parties,
00:10:55countries to
00:10:58contribute we saw
00:11:01from the the last set of climate plans that were
00:11:05received from from from all countries, we saw for
00:11:09the first time when we synthesize those, we
00:11:13see that emissions curve based on
00:11:17plans submitted break for the first time,
00:11:20so that is noteworthy, we've seen if all
00:11:25plans currently received were implemented, we'll see a
00:11:2812% um reduction in global emissions. said the
00:11:32first time we're seeing that and that reduction, but the
00:11:36target we need to get to by 2035 is not 12%,
00:11:39it's 60%. so we know we're far off
00:11:42track, but we have seen, we're now
00:11:46moving in the right direction. we know this a trend
00:11:50whereby visiting heads of state or heads of government became
00:11:53regulars in ch'. out of China's electric vehicle scenes, test
00:11:57driving uh China GCVs themselves. How do
00:12:01you see this phenomena? I mean, there is no better way to
00:12:04promote uh new technology by getting the
00:12:08most prominent leaders to be
00:12:11consumers, users um of those. We've
00:12:14seen uh over the years, you
00:12:18electric vehicles from becoming what was novelty or
00:12:22viewed as novelty, um... to what
00:12:26now is the vehicle of choice for so
00:12:29many, and what we're seeing now, especially with the
00:12:32energy crisis, um, and we're seeing that um the
00:12:36accelerated um interest in -
00:12:40the take up of of electric vehicles, mean it is a trend that we're going to
00:12:44see um, we're going to see continue and to speed up. you think the
00:12:48war in the middle east right now can actually accelerate the
00:12:52pace and the political will? and the market
00:12:56drive for the electric vehicle industry to to only
00:13:00thrive, well i say it goes beyond just the electric vehicles, the energy
00:13:03crisis lays bear uh global
00:13:06vulnerability to its dependence on fossil
00:13:10fuels, 75% of all countries are net
00:13:14importers of oil and gas, we've
00:13:17seen the impact that um that this crisis has had
00:13:21on fuel prices, on energy security.
00:13:25so we're seeing at two levels, we're seeing at government
00:13:29level where questions are now um
00:13:33being asked, reasked with regard
00:13:36to energy security and that that that
00:13:39vulnerability and discussions about
00:13:42accelerating
00:13:45the the transition away from fossil fuels as a key
00:13:48measure not only
00:13:50in terms of ensuring energy security but also
00:13:53economic... competitiveness and even if
00:13:57this crisis, which is viewed, the IEA has said that this
00:14:01is the worst energy crisis in our
00:14:05history, we've seen it before, we seen it
00:14:08now, and it will happen again, so whether
00:14:12you're a consumer and you're making decisions as to whether it's how you
00:14:16what you drive, how you heat your home, whether it's
00:14:20governments in terms of how they view their own
00:14:23sovereinity, the national security. the energy security and their
00:14:27economic competitiveness, these are all things that being brought
00:14:31um clear into question now, so you're saying that we're actually a
00:14:34defining moment in human history, we all know that over the
00:14:38last two or three years climate has fallen
00:14:42down the the political
00:14:45agenda
00:14:46and throughout the course of this year, through the the war in the middle east,
00:14:50we've seen that narrative shift from
00:14:54government. everywhere and that certainly presents
00:14:58an opportunity in terms of
00:15:01pushing uh the pushing forward with that
00:15:05message that the only way to deal with these
00:15:09national um security issues, energy
00:15:12security issues and economic competitiveness is to
00:15:16accelerate the transition away from fossil
00:15:20fuels.

00:15:37on what did you
00:15:45the
00:15:50projected global temperature rise has roughly halv
00:15:55make based that assessment? when we look at where we were
00:15:59before Paris agreement in
00:16:01speech that 2015, the world was a trajectory of up to five degrees of
00:16:05warming, 10 years after. the signing of that
00:16:08agreement, we're now around half of that, we know that
00:16:12that is still a long way away from the
00:16:151.5 that um that we need to
00:16:19ensure the safety of um of humanity, but
00:16:23what that has demonstrated is that this
00:16:26multilateral um process for climate
00:16:29change is working,
00:16:32I mean China was absolutely instrumental um
00:16:36uh in reaching agreement of 195
00:16:40countries back in 2015 has been an active
00:16:44participant together with other major nations um
00:16:48in driving the changes that are needed and what we now need to
00:16:52do 10 years after the signing the Paris agreement is shift to
00:16:55new era, the focus now is on the era
00:16:59of implementation where we put those tools, those rules
00:17:03um to to work, and that speaks of what happens within.
00:17:07real economy and bringing it back to China um in terms
00:17:11the efforts, significant
00:17:15efforts that are made in terms of your own domestic
00:17:18decarbonization, absolutely remarkable, and there
00:17:22are lessons that many others can learn. well, if you
00:17:25look at um what we've seen right here um in
00:17:29China um over the last 10 years,
00:17:32the speed of China's um
00:17:36transition, it's investment in um
00:17:39in green uh low-carbon
00:17:43economy is
00:17:44is is mind-blowing, both in terms of how that has
00:17:48benefited uh job creation
00:17:51um um economic opportunities here, the shif volume
00:17:55scale speed of what is happening here in China
00:17:59is driving innovation, it is driving down um
00:18:02prices which the rest the world um has been able to
00:18:06benefit from so whether that is we see the the explosion
00:18:10of electric vehicles, we see the rapid
00:18:14expansion of solar wind, and much of that is
00:18:18driven by what is taking place here in mainland China, but the rest
00:18:22the world is able to benefit from that. what do you
00:18:25think are some the Chinese experimentations and
00:18:29experience that can be scaled and
00:18:32replicated by the rest the world? one
00:18:36is political will, that has been
00:18:38demonstrated um,
00:18:40you know, at the highest levels, your nationally determined
00:18:43contribution last year, um, it was stated quite
00:18:47clearly in its presentation that um, as
00:18:50significant the effort that will be needed to deliver on
00:18:54that, there is still scope to strive to do
00:18:58more. that gives very, very clear signal. China
00:19:01has a
00:19:03reputation of doing what it says. it's
00:19:07going to do, so any commitment made, it's not
00:19:11only that they will be met, they are often
00:19:15um exceeded, so if we look at
00:19:19um the targets uh that were set for
00:19:23solar and wind deployment, those
00:19:26targets were met six years early,
00:19:30um, so the intent,
00:19:34that political um will that exists drive through
00:19:38those changes, i think is the first message. the second
00:19:41message um is how that political will is
00:19:45translated into action on the
00:19:48ground. um, so whether it is your
00:19:51investments in research and development in all the te
00:19:55the key technologies for the transition and
00:19:59translating those those innovations
00:20:03into products that can scale up um
00:20:07make markets as well as supplying
00:20:09markets, um, again, there are examples there to be
00:20:13taken, how those then translate into job creation,
00:20:17economic growth, social benefits for your people,
00:20:20again there is a model that is quite clear there that
00:20:24others can take others can learn from, so your
00:20:27leadership domestically here at home
00:20:31is an example for the rest the world, but then based on this year
00:20:35volume and innovation that come out of china, the impact
00:20:39that that has on global markets,
00:20:43driving technological innovations and driving
00:20:47down prices and then making those products.
00:20:50available for the global market, we've seen um around
00:20:54the world that countries are overpromising and underdelivering, and you
00:20:58once said yourself that we're we should be rather in the period
00:21:01of delivery instead of you, making promises?
00:21:05absolutely, it is now time to move those
00:21:08words, the words on paper
00:21:11into um into concrete actions
00:21:15on the ground, and what
00:21:17we are um are witness.
00:22:50said China has been playing an exemplary role
00:22:53in making this change and leading the wave of
00:22:57climate multilateralism. um, can you elaborate on this
00:23:01concept and also on China's ruling all this? we're within
00:23:05this multilateral process, countries are able to
00:23:09step forward, find areas of agreement so that we can move
00:23:12forward. it is how we now
00:23:16transition to this new era from the negotiation.
00:23:21to um implementation, i think the key
00:23:24message is
00:23:27that the leadership that china has shown, the
00:23:30contributions has made, continues to
00:23:33make in terms of driving technological advancement
00:23:37in terms of what it's doing
00:23:40domestically, its role in terms of providing
00:23:43support um for other developing countries
00:23:47within the global south, the leadership that it it has
00:23:51shown um, it is shown there, is how
00:23:55that can be brought forward for other countries to step
00:23:59up and to in terms of within this
00:24:02multilateral environment, push forward other key decisions
00:24:06that that need to be made within the process, but in terms of driving
00:24:10action on the ground and demonstrating that leadership
00:24:14when China leads others
00:24:17follow. how do you see the importance the b? road initiative and in particular the
00:24:21green bton road initiative in solidifying and rallying the
00:24:25global south for the fight against climate change. well through the
00:24:29balton roads initiative um significant
00:24:33investments have been made in developing countries,
00:24:36including in the areas of climate
00:24:40action and with regard to the um the
00:24:43energy transition, so again
00:24:46demonstrable um '
00:24:50putting words into action, but also showing what
00:24:54international cooperation is all about within the
00:24:57global south, so it is an example
00:25:01of of how countries need to work
00:25:04together to help one another um in terms
00:25:08of uh development and
00:25:11progress. we left uh baku
00:25:15at cop 29 uh with the decision on the
00:25:18new finance. uh new finance goal, so the
00:25:22300 billion dollars per year by
00:25:252035, and the road map to 1.3 trillion,
00:25:29and this is support uh for for
00:25:33developing countries. we've seen levels of investment
00:25:36last year alone of 2.1 trillion
00:25:40in in renewables compared to 1 trillion in
00:25:44fossil fuels. that is very clear signal um
00:25:48the the finan. flows are shifting from fossil
00:25:52fuels um to renewables, the challenge we have,
00:25:56with the exception of China, that uh when we look at those
00:26:00levels of investment um it's very, very
00:26:03uneven, those flows need to um to to
00:26:07flow more evenly and ensure that all developing
00:26:10countries are able to take advantage of those investment
00:26:14opportunities so that they can also um
00:26:18transition away. is that why or partially why you often bring up
00:26:22this concept of fair and just global energy
00:26:25transition? i mean that's at the heart the
00:26:29Paris um agreement ensuring that um that
00:26:33no one is left behind with regard to the
00:26:37energy transition, it's not a transition, it's transitions,
00:26:40um, every country, every region um is a different
00:26:44path, not everyone is starting at the same point,
00:26:48we all need to end up in the same place in order to get
00:26:52us to the um the 1. um f um
00:26:56goal, we know that some major powers uh or
00:27:00major power, this time singular not plural, uh is
00:27:03apparently and obviously absent from their commitment
00:27:07to the Paris climate accord, they joined it, quitted it,
00:27:11joined it again and then quitted it again. how damaging
00:27:15is this to the cause of global climate
00:27:19change fight? well, clearly, having the world's largest
00:27:23economy not part the process um is
00:27:27highly unhelful at this time, but what we have seen
00:27:30in the past, and I hope... we will see in the future
00:27:34as they have left, they will return
00:27:38at some point, but in the meantime, the other
00:27:41194 countries that are part the Paris
00:27:45agreement clearly stating their commitment
00:27:49um to the Paris agreement. this global
00:27:52transition is a significant
00:27:56economic opportunity, and this year
00:27:59the um one the the
00:28:02the the... the key features um of our
00:28:06climate meeting at the end the year will be on the action
00:28:09agenda and again picking up real examples
00:28:13of action that's being take taking place here on the ground
00:28:17in china, how that is reflected in
00:28:21the action agenda, i think will be very, very interesting
00:28:25outcome for this year's cop. we hope to see you again at
