00:00:43Hello, everyone, here is CCTV News Channel. It is
00:00:472 PM Beijing time . News Live continues to
00:00:50bring you news. At midnight Beijing time today, the Federal Reserve announced
00:00:54that it would raise the target range for the federal funds rate by 25 basis
00:00:58points, making it a benchmark.
00:01:07This is the first interest rate hike by the Federal Reserve since July 2023, after more than three years
00:01:11. The Federal Reserve hiked interest rates 11 times
00:01:15from March 2022 to July 2023
00:01:18to combat high inflation. As the economy cooled down, the Federal Reserve turned
00:01:22to implementing six interest rate cuts from September 2024
00:01:26to December 2025 . From January to July this year, it continuously
00:01:30chose to keep interest rates unchanged five times. After the
00:01:34Federal Reserve announced the rate hike, White House Press Secretary Desi said
00:01:37that from the government's perspective, the Federal Reserve's decision to raise interest rates was quite
00:01:41regrettable. Subsequently, U.S. President Trump posted again,
00:01:45urging the Federal Reserve to quickly cut interest rates, and said that interest rates should
00:01:49be at 1% or lower . Recently, Trump
00:01:53has repeatedly pressured the Federal Reserve to cut interest rates. Analysts pointed out
00:01:56that if the Federal Reserve starts multiple interest rate hikes, the conflict between
00:02:00the presidents may escalate. At the press conference on the 16th
00:02:04, the Federal Reserve Chairman stated that he would not provide forward-looking guidance
00:02:08on future policy paths. A reporter asked what message
00:02:12he wanted to convey to U.S. President Trump, who repeatedly called for interest rate cuts
00:02:15instead of hikes? He replied: I have no information
00:02:19to provide on this question. Why is the
00:02:23Federal Reserve's first interest rate hike in more than three years important to us, and what
00:02:27impact will it have? Let's look at the reporter from the central station.
00:03:00The S&P 500 stock index and the Nasdaq Composite Index also
00:03:04failed to escape, falling one after another. Gold, silver, and crude oil prices all
00:03:08fell. The impact of the Federal Reserve's rate hike is not limited to the United States
00:03:11. After the rate hike, the U.S. dollar strengthened , and the U.S. dollar index stood at 100
00:03:15. This means that the currencies of other countries have depreciated relatively. For those emerging
00:03:19market countries that have borrowed a large amount of U.S. dollar debt , the cost of repayment instantly
00:03:23soared, and the pressure is immense. At the same time, high interest rates will attract
00:03:27global capital to flow to the United States, which may lead to other countries'
00:03:30stock and bond markets facing the pressure of capital outflow. In addition, the appreciation of the U.S. dollar
00:03:34will lead to fluctuations in the prices of dollar-denominated commodities, such as oil and grain
00:03:38markets, thus affecting global price levels.
00:03:41For gold, the rate hike may restrain gold prices from rising. So, what
00:03:45impact will the Federal Reserve's rate hike have on us ? Lao Wang consulted many
00:03:49economists. The mainstream view is that this rate hike will have a limited
00:03:53overall impact on our country, but it will bring structural impacts to some enterprises
00:03:57and individuals. For example, enterprises with U.S. dollar debt will bear a heavier
00:04:00burden. However, the scale of our country's corporate foreign debt is generally not large, and the risks are manageable
00:04:04. In addition, after the Federal Reserve's rate hike , it will be more difficult for our enterprises
00:04:08to issue bonds overseas. The cost for enterprises that need to import raw materials
00:04:11and equipment may also increase. As for individuals, the cost of traveling
00:04:15and studying abroad may increase . Especially for families
00:04:19with students studying abroad, it is best to exchange in batches to spread the cost. From the
00:04:23Federal Reserve's statement, this rate hike may not be the last. Officials have released
00:04:27a signal that if inflation continues to remain high, it is not ruled out that monetary
00:04:30policy will continue to tighten to push inflation back to the target level. Lao Wang
00:04:34believes that in the next few months, inflation data, employment data, and geopolitical
00:04:38events will all affect the Federal Reserve's next policy
00:04:44. According to news released by the White House on the 16th, U.S. President
00:04:48Trump signed a presidential memorandum that day, excluding products
00:04:52from Canada from the U.S. government's procurement plan. The memorandum
00:04:56states that Canada's "Buy Canada" policy for U.S. enterprises
00:05:43. our country felt compelled to walk away
00:05:47and to see a trade war commence
00:05:50earnest. this had to be very difficult
00:05:53decision, but I do believe that our government had no
00:05:57choice but to take this path. one
00:06:00believes that our close proximity and close relationship to the
00:06:04United States has been among this
00:06:07country's most precious assets.
00:06:10however, it is clear. It is
00:06:13clear that the current US administration views
00:06:16our level of economic integration
00:06:20as incompatible with our separate
00:06:23sovereignty. Thus, to maintain that
00:06:26sovereignty, we must pursue diminish
00:06:29reliance upon the United States. There will
00:06:32be significant cost to this effort, but those are
00:06:36costs that I hope and believe Canadians are
00:06:39able and prepared to accept.
00:06:44As the trade dispute between the US and Canada intensified , Canadian Prime Minister Marc Carney
00:06:47visited Europe. European Commission President Ursula von der Leyen said on the 16th
00:06:51in her 2026 State of the Union address that Prime Minister Carney
00:06:55has been working to make Canada the first associated member of the EU
00:06:59.
00:07:03Von der Leyen stated that the EU and Canada will move from the existing comprehensive economic
00:07:06and trade agreement to establishing a common space of prosperity and economic security
00:07:10. He said this relationship
00:07:42. The Canadian Prime Minister's Office issued a statement on the 16th saying that Canada is deepening
00:07:46and expanding its relationship with the EU . Canada welcomes
00:07:50the EU's proposal. The statement said that this is a unique
00:07:53and positive move based on the common strengths of Canada and Europe. The
00:07:57Canadian Prime Minister's Office also mentioned in the statement issued that day
00:08:01the meeting between Canadian Prime Minister Carney and senior EU officials. The two sides
00:08:05discussed cooperation in key minerals, energy, housing,
00:08:09advanced technologies and other fields, as well as strengthening strategic autonomy and sovereignty
00:08:13. Carney said earlier this week that Canada seeks to establish a unique
00:08:17alliance with the EU, but has no intention of becoming a full EU member
00:08:20. Canada-US trade talks broke down in August. U.S. President
00:08:24Trump imposed a 50% tariff on some Canadian
00:08:28goods, and repeatedly mentioned making Canada the
00:08:3151st state of the United States, urging Canada to seek closer economic
00:08:35and security ties with Europe . The EU and Canada
00:08:39signed a comprehensive agreement in Brussels in October 2016
00:09:05. It mainly worried that Canadian agricultural exports would harm local European industries. Carney has been visiting Europe since the 15th. He is expected to deliver a speech at the European Parliament and hold a press conference on the 17th . U.S. President
00:09:07Trump said in an interview on the 16th that Canada would become an associated
00:09:11member of the EU
00:09:41. The United States will impose substantial tariffs on Europe or stop trade with Europe in many aspects. You are watching News Live. 00:10:59and passive systems. In the event of an accident, it can

00:11:06circulation and other natural forces without external power, and it is
00:11:10equipped with a 2400 cubic meter water tank as a passive

00:11:22that the core of Unit 3 is equipped with our independently developed
00:13:27These days, it's the season for picking pomelos, and the pomelo orchards
00:13:31are also a scene of a good harvest . During our
00:13:34interview, we noticed that the pomelos here are quite uniform
00:13:38in size, basically controlled between 2.5 and 3 catties
00:13:42. The pomelo farmer told us that the advantage of controlling the size
00:13:46is very direct: one is that the sugar content of the fruit will be more
00:13:49concentrated, so the sweetness is more guaranteed. In addition, such
00:13:53pomelos
00:14:25. In fact, pomelos in America are mainly divided into honey pomelo and Shatian
00:14:29pomelo. The main type picked during this period is honey pomelo, and Shatian
00:14:33pomelo will not be picked until another month . A major feature of honey pomelo
00:14:37is that it goes on the market around the Mid-Autumn Festival,
00:14:40so it is also called the reunion fruit. After all this talk
00:14:44, today we are going to open a pomelo on site
00:14:48to see. Speaking of opening a pomelo
00:14:51.
00:14:54If you don't open the pomelo correctly, it is very likely to cause the pomelo
00:14:58to fall apart. So, we invite a local pomelo farmer
00:15:01to demonstrate for us on site . He is currently holding
00:15:05a pomelo opener. First, you need to gently slide
00:15:09it around the waist of the pomelo, then follow
00:15:13the cut mark up and down to probe
00:15:17. Then, with a single peel , the pomelo peel can
00:15:20be peeled off relatively intact . And this
00:15:37. In the past two years, drones have been widely used in the three stages of spraying, fertilizing, and dropping
00:15:41. And the pomelos that have just been picked are also transported by drones
00:15:45in batches to a sorting point
00:15:48hundreds of meters away . A drone can normally
00:15:52transport 40,000 to 50,000 catties a day. It can be said that drones have transformed the transportation
00:15:56of pomelos from carrying poles to air express, saving
00:16:00time, effort, and cost, and the efficiency improvement is also very significant
00:16:04. Not only cultivation and picking
00:16:07, but also post-picking sorting is full of technology
00:16:11. The pomelo peel is very thick
00:16:15. The traditional method can only manually sample and cut
00:16:18to measure sugar content, which both damages the fruit and makes it impossible
00:16:22to detect each fruit . In the local modern agricultural
00:16:25industrial park, the pomelos just harvested enter the automatic sorting
00:16:29line. Non-destructive testing replaces cutting
00:16:33. AI vision replaces human judgment .

00:18:19According to statistics, in 2026, Zhangbei County's potato planting area will reach 300,000
00:18:23mu or more, and the total output is expected to exceed 650,000 tons
00:18:27.
00:18:30At present, in Qingshui County, Tianshui City, Gansu Province, local farmers' cultivated white fungus and imperial
00:18:34fungus are successively maturing, ushering in the harvest season
00:18:39. In Zhaogou Village, Baisha Town, Qingshui County , in the edible fungus industrial park
00:18:42, the white fungus that is in its mature season is milky white, which forms a stark
00:18:46contrast with traditional black fungus .
00:19:43On the basis of stabilizing the planting scale of white fungus, Qingshui County has also
00:19:47successfully grown a new variety of pink fungus, the Imperial Fungus
00:19:51. This further enriches the variety and broadens the industrial value-added space
00:19:55. At present, Qingshui County has built 43 standardized edible fungus
00:19:58bases. The scale of edible fungus cultivation has reached
00:20:0121.0664 million sticks, covering black fungus, shiitake
00:20:05mushrooms, oyster mushrooms, button mushrooms, and other high-quality varieties
00:20:08. This year, Qingshui County's edible fungus fresh product is expected to have a total output
00:20:12of 3,074 tons .
00:20:16In the golden autumn, waves of grain roll , and fruits hang from the branches. Now, the north and south
00:20:20of the country are successively ushering in the harvest season. Various harvest celebration activities
00:20:24are in full swing. The "Powering China" research tour came to Hubei. Behind the
00:20:28bustling harvest, seed industry innovation , green technology, and other agricultural
00:20:32strengths are empowering rural revitalization and strengthening the industrial foundation
00:20:35.
00:20:37I am currently in Bajiao Village, Jingmen, Hubei , where a very lively

00:22:20What is a biological breeding chip? Look at these in front of us
00:22:23. These are all biological breeding chips. There are solid
00:22:27and liquid ones. So, in these chips, there are many
00:22:31dense gene probes that we cannot see with the naked eye
00:22:34. Researchers extract DNA from seeds and leaves
00:22:38. These gene probes will make rapid comparisons
00:22:42. How does this material taste? How is the
00:22:45quality? In the laboratory, a quick preliminary judgment can be made
00:22:50. In the past, we needed to plant seeds in the fields for breeding, which would take several years
00:22:54of repeated observation. But now that we have chips, we can reduce
00:22:58trial and error and greatly improve efficiency. So, what
00:23:02are the main difficulties that Hubei agriculture is currently addressing? We invite the relevant person
00:23:06in charge of the Hubei Provincial Department of Agriculture and Rural Affairs to introduce them to everyone
00:23:10. Hello, Director Cao .
00:23:12。
00:23:15Our agricultural production is often affected by various unfavorable factors. For example ,
00:23:39So, today at the scene, in addition to the various agricultural products we saw, there were also some very interesting interactive activities, such as
00:23:43the corn stacking competition. Today, we also want to introduce a type of corn
00:23:47to everyone. You can see through the screen that I am
00:24:50a gourmet, crayfish . Everyone knows that crayfish
00:24:53are a must for summer . When the weather gets cold, crayfish
00:24:57in many areas will hibernate . If you want to eat fresh
00:25:01crayfish, you have to wait until next year . But the crayfish we saw at the event
00:25:04today were cultivated through constant temperature breeding
00:25:08and ecological regulation by researchers. They can produce
00:25:12shrimp all year round. This technology not only allows us to eat shrimp all year round, but also solves
00:25:16the problem of aquaculture households only farming for half a year and being idle for the other half
00:25:20. So today, the several technologies we introduced to everyone at the scene
00:25:24are actually one aspect of Hubei agricultural technology. During the interview, my feeling
00:25:28was that technology has changed the old ways of relying on nature and experience
00:25:32. Technological innovation has been solidly implemented
00:25:36in the fields
00:25:37.

00:25:47. Children Tianxinhuo.
00:26:05Recently, in a park in Lishui, Zhejiang , a little boy's right leg
00:26:09was accidentally caught in a fitness equipment while playing
00:26:13. After his parents tried to rescue him without success, they had to call for help. When firefighters
00:26:17arrived, they found that more than ten minutes had passed since the boy was trapped
00:26:21, and the boy's right leg had already felt numb
00:26:23. Protect the boy to prevent secondary
00:26:27injuries, and at the same time use expansion tools to expand the equipment
00:26:31.
00:28:08Recently, in an amusement park in Luoyang, Henan , a little girl climbed
00:28:12alone to the outside of a spiral slide, to a high steel
00:28:16frame position to play, and was accidentally trapped several meters high. The child was at a high
00:28:19place and was very nervous, and the amusement facility had a complex structure, and the high-altitude
00:28:23operation space was narrow, which increased the difficulty of rescue work
00:28:27.
00:28:30Quickly carry the rope and ensure safety
00:31:18. Five meters below the opening, his legs were fully retracted, stuck between the well walls, and his body was unable to move . Firefighters first
00:31:22continuously sent air into the well to improve the dangerous environment
00:31:26of airtightness and lack of oxygen , and at the same time guided
00:31:29the boy to cooperate with the rescue . Subsequently, firefighters erected
00:31:33a rescue tripod, and a slender firefighter descended into the narrow
00:31:37well
00:32:45. Recently, in Wuxi, Jiangsu, a ten-year-old boy accidentally drilled
00:32:48into a household washing machine out of curiosity while bathing at home
00:32:52, and his body was stuck and he could not escape. When firefighters
00:32:56arrived, they found that the boy was trapped in the drum in a squatting
00:33:00position. He could not directly lift the child out due to the outer
00:33:03cover blocking him, so they could only disassemble the washing machine cover and use a safety
00:33:07rope to make a loop, patiently guiding the child to use his strength
00:33:09.
00:33:15With the help of the firefighters , the boy successfully escaped the washing
00:33:19machine. According to the boy's sister , at the time of the incident, there were only
00:33:23three siblings at home. The younger brother first drilled into the washing machine
00:33:26and successfully drilled out. Subsequently, the older brother tried
00:33:30. Unexpectedly, the older brother, who was larger in size, got trapped
00:33:34after drilling in. The younger brother then called his sister for help and reported
00:33:38it to the police, and he was finally rescued. A similar scene also happened
00:33:42in Yichun, Jiangxi, when a boy was playing alone at home
00:34:11. Not long ago, a little girl in Suzhou, Jiangsu, accidentally touched the lock while climbing into the safe
00:34:15at home, locking herself inside . The safe was narrow
00:34:19and ventilation was poor. The girl was extremely panicked after being trapped
00:34:23, and her parents were very anxious . When firefighters arrived
00:34:26, they quickly launched a rescue operation
00:34:39. After intense work, the safe was successfully broken open, and the girl was successfully
00:34:43rescued. Fortunately, her body was not
00:35:01affected. At the same time, we reassure the children and wait for the professionals.
00:35:06This September is the National Science Month. In recent days, various departments have carried out diverse science and education experience activities to improve teenagers'
00:35:22Wearing fire suits and holding fire extinguishers, they experienced fire escape and firefighting at close range. Recently , in Yulin, Guangxi, firefighters
00:35:25organized teenagers to visually experience the dangers
00:35:29brought by fire alarms and learn to scientifically and efficiently use fire prevention and firefighting
00:35:33facilities. Fire departments in Shandong, Binzhou
00:35:37, Laizhou and other places entered campuses , starting from safety hazards around
00:35:41students, to explain water and electricity safety to students
00:35:58. In Anhui, the fire department brought rescue scenes, disaster scenes
00:36:02, and emergency equipment into the science and technology museum, using various
00:36:06interactive experience projects to organize the public to experience fire disposal, simulate
00:36:10alarms, and practice fire extinguisher operations to improve public self-prevention
00:36:13and self-rescue capabilities

00:38:22of visa sanctions against members of the Palestinian Liberation Organization led by Abbas
00:38:26and officials of the Palestinian National Authority . This is the second consecutive year
00:38:29that the U.S. has rejected Abbas's visa application. In August
00:38:33last year, the U.S. State Department refused to issue visas to Abbas, who planned to attend the UN General Assembly

00:38:45Today , Japanese Prime Minister Kishi
00:38:47conducted a cabinet reshuffle . According to the list of appointments
00:38:51released today, the Chief Cabinet Secretary, Makio Kishi, and Foreign
00:38:55Minister Motegi Toshimitsu, and Defense
00:39:16This is the first cabinet reshuffle for Kishi since he took office in October 2025
00:39:20. Japanese Liberal Democratic Party President Kishi
00:39:23adjusted the senior personnel of the Liberal Democratic Party yesterday. Today
00:39:30, Munemura Yoshi, head of the Northeast Asian Dynamics Research Group in Japan, said that Kishi deliberately left a day between
00:39:34this personnel adjustment of the Liberal Democratic Party and the cabinet reshuffle
00:39:38. To a certain extent, this reflects Kishi's hope to further
00:39:42consolidate his influence within the party through personnel arrangements to seek
00:39:46re-election
00:39:46.
00:39:55I showed it to the party members. In other words, in a certain sense
00:39:59, there are people who want to become ministers
00:40:03, or even later, vice ministers. So, for those people , I think
00:40:07it's a time to make them hope and show that I am the one
00:40:10who has the power to appoint . I think it's not going to change
00:40:14, but rather it's going to get worse . I think that's a big problem
00:40:18at this point. This goal is to keep Prime Minister Kishi
00:40:22in power for a long time.
00:40:25He is aiming for re-election in the Liberal Democratic Party presidential election

00:40:47Two days ago, the Japanese government passed a food consumption
00:40:51tax reduction policy, deciding to reduce the tax rate from the current
00:40:548% starting in April 2027. The policy is valid
00:41:00for two years. The biggest question is how to fill
00:41:04the huge fiscal gap created by the tax cut . In addition, the consumption tax cut
00:41:07may lead to a rise in Japanese bond yields .
00:41:10。
00:41:16No matter how much debt increases , it won't collapse. However,
00:41:20if the interest payments expand , it means that the country's annual budget
00:41:24will be heavily burdened
00:41:42by interest payments, and the amount of money that can be used will not increase
00:41:45but will be increasingly squeezed . This means that the country
00:41:49will be able to do less . In other words,
00:41:52supporting those who are left behind socially.
00:41:56The expenditure for supporting their lives will be increasingly
00:41:59squeezed. If this situation continues , Japan will become increasingly
00:42:03poor, and the lives of ordinary people will be difficult
00:42:06. On the other hand, for the sake of defense
00:42:10force development and strengthening defense spending,
00:42:13tax cuts will be implemented .
00:42:17The Russian
00:42:21Foreign Ministry issued a statement on the 16th saying that Russian Deputy Foreign Minister
00:42:25Rudenko met with Japanese Ambassador to Russia Mutou Akira that day and stated
00:42:28that Japan's continued anti-Russian policy, including the recent
00:42:31hysterical reaction to Russian President Putin's visit to the Southern Kuril Islands (Japan calls them the Northern
00:42:35Four Islands) , as well as the expansion
00:42:38of military assistance to Ukraine
00:42:40, has made the prospect of Russia and Japan realizing normalization of dialogue
00:42:43even more bleak. The statement also pointed out that Japan's promotion
00:42:47of re-militarization is dangerous . Regarding the statement made
00:42:51by the Japanese Embassy in Russia earlier that it hopes to restore visa-free
00:42:55travel for Japanese citizens to the Southern Kuril Islands , Russian presidential press secretary Peskov
00:42:59said on the 16th that the tightening of Russia-Japan relations was not the fault
00:43:03of Russia, but due to Japan's extremely unfriendly policy towards Russia
00:43:07, its participation in all sanctions against Russia, and its inclusion
00:43:10in the list of unfriendly countries towards Russia. In this situation

00:46:14, Canada's only ice shelf lake, Milne Fjord Ice Shelf
00:46:17Lake, located in the Arctic Circle, has completely disappeared
00:46:20. Its unique water body structure and unique Arctic ecosystem
00:46:24that existed for thousands of years have permanently disappeared. The research
00:46:28team stated that in the past century , due to climate warming
00:46:32, the subglacial channels that maintained the stability of the lake continued to degrade
00:46:36, eventually leading to the collapse of the lake's water storage structure and the drying up
00:46:40of the lake. All endemic biological communities in the lake have completely disappeared
