00:06:24maintaining a stable and positive development trend
00:06:27in the industry . Next, let's
00:06:31look at current political documents .
00:06:34On October 10th, Wang Yi held the 28th China-France Strategic Dialogue
00:06:38with French Presidential Foreign Policy Advisor Bernard
00:06:41. From October 8th to 10th
00:06:44in Jiyan
00:07:00. Regarding the content of the speech concerning cross-strait relations, Zhang Han, spokesperson for the Taiwan Affairs Office of the State Council,
00:07:04responded by pointing out that Lai Ching-te's speech
00:07:08ignored facts, distorted right and wrong, and misled the public with ulterior motives
00:07:12.
00:08:02According to reports, Japanese Prime Minister Kishida today delivered a policy speech in the extraordinary Diet, stating that Japan's surrounding security environment is complex and severe, and that the three security documents
00:08:05will be revised before the end of the year to fundamentally
00:08:09In addition, there are reports that when the Japanese government revises the three security documents,
00:08:14it will consider including discussions on relevant content about the introduction of nuclear-powered submarines . In response to this, the spokesperson of the Ministry of National Defense
00:08:17yesterday made a solemn response .

00:08:24Japan is a defeated nation
00:08:28in World War II and must fulfill its obligations as a defeated nation to eliminate militarism, destroy
00:08:32war forces, and prohibit rearmament . However, the Japanese ruling
00:08:36authorities, under the pretext of so-called peripheral security threats,
00:08:39are accelerating the process of re-militarization , and even attempting to break through
00:08:43the three non-nuclear principles, seeking to incrementally relax restrictions and promote
00:08:47security policies towards an offensive, expansionist, and dangerous
00:08:51direction . This new militarism
00:08:54is like a gray rhinoceros that is getting out of control and accelerating
00:08:58its charge, becoming a prominent factor challenging the post-war international
00:09:02order, impacting the international nuclear non-proliferation system,
00:09:05and threatening regional peace and stability
00:09:09. This year marks the beginning of the Tokyo Trials.
00:09:13The judgment of history is not yet over. Japan should
00:09:17deeply reflect on its war crimes , completely sever ties with militarism,
00:09:21and stop expanding its military and pursuing dangerous nuclear ambitions
00:09:25. Otherwise, it will only repeat its mistakes and have
00:09:29no future

00:11:21with a shock. The new Xiaomi 18 Pro continues to cultivate the brand
00:11:44. With one car, the world is at ease. Zhang Wen Tian Xia, we continue with the news. Today, the reporter learned from the Aviation Logistics Branch of the China Federation of Logistics and Purchasing that
00:11:48in September, a total of 15 new international air cargo
00:11:52routes were opened nationwide. The number of round-trip flights to the Americas reached
00:11:5642. China's international air cargo network is accelerating its expansion
00:11:59.
00:12:01From the perspective of route layout, these 15 new routes include nine Asian
00:12:05routes, four European routes , and two North American routes
00:12:08. A total of nine airlines participated in the operation, of which eight
00:12:12were domestic airlines. The cargo transported mainly includes cross-border e-commerce, fresh
00:12:16and cold chain products, agricultural products, mechanical and electrical products, high-end manufacturing products
00:12:20, and daily consumer goods. According to statistics from the Aviation Logistics Branch of the China Federation of Logistics and Purchasing
00:12:24, as of September 30, 2026, a total of
00:12:27130 new international air cargo routes have been opened nationwide,
00:12:31and the number of round-trip flights to the Americas reached 334. China's
00:12:35international air cargo network is accelerating its expansion. Routes in the Asian market
00:12:38continue to intensify, and air cargo channels to Europe and North America
00:12:42are accelerating simultaneously. The global logistics layout continues to be optimized
00:12:46. Local airlines have become the main force in this round of route
00:12:50expansion, and independent air transport capacity has significantly increased. Cargo sources
00:12:54cover a wide range
00:13:25. With the increasing demand for customs clearance between Shenzhen and Hong Kong, the reconstruction of the Hong Kong Port
00:13:29was started in 2019.
00:16:33This marks that the Gezhouba shipping capacity expansion has fully entered the main construction stage. The upstream and downstream cofferdams are the first barrier for the Gezhouba shipping capacity expansion project
00:16:37. They are temporary cofferdams built in the river
00:16:40. Among them, the upstream cofferdam is 835.94 meters
00:16:43long, and the downstream cofferdam is 960.85 meters long
00:16:47. Because the expansion project's main body section needs to be constructed on dry land
00:16:51, the upstream and downstream cofferdams that we are about to start
00:16:55are to create a safe working platform for this dry land
00:16:59construction. With the official start of the upstream and downstream cofferdams, the Gezhouba
00:17:03shipping capacity expansion has also fully entered the main construction stage
00:17:06. Gezhouba.
00:17:14The locks began operation in 1981. In 2025, the actual cargo volume through the locks exceeded 172 million tons. This time, the Gezhouba shipping capacity expansion will build two new single-stage
00:17:18locks, which can accommodate 10,000-ton class ships. During the construction period
00:17:22, Gezhouba No. 2 Lock will remain in operation
00:17:25.
00:17:28By the end of 2031, the main civil works of
00:17:32this lock, as well as the installation and other on-site operations, will be completed
00:17:35.
00:17:46Now let's focus on the autumn harvest .
00:17:49The latest agricultural situation survey from the Ministry of Agriculture and Rural Affairs shows that more than half of China's autumn grain
00:17:52harvest has been completed, and autumn and winter planting has gradually begun
00:17:55.
00:17:57These days, millions of acres of corn in Xinjiang are being tested for yield
00:18:01. Local areas are vigorously promoting corn dense planting, high-yield precise control technology,
00:18:05to provide favorable conditions for stable and high yields of corn.
00:19:07A first-class high-standard paddy field, smart weather station monitors rainfall,
00:19:11seedling monitoring checks seedlings, pest and disease forecasting, and
00:19:15a comprehensive early warning system. Technology empowers the entire growth cycle
00:19:19of rice, and the growth momentum continues to improve. Jiangxi's
00:19:22over 14 million acres of middle-season rice is entering the peak harvest season. This
00:19:26year, Fengcheng has established a rice variety demonstration base. By
00:19:30comparing and selecting high-quality, high-yielding, disease-resistant, and suitable varieties,
00:19:3410 new high-quality varieties have been planted in contiguous areas
00:19:41. The average yield per mu reached 1,300 catties or so
00:19:43. In the thousand-mu demonstration field in Xing'an League, Inner Mongolia, the local area achieved a soybean yield breakthrough of
00:19:47298.7 kilograms per mu through biological coupling technology
00:19:50. This technology not only solves the pain points of continuous cropping, poor nodulation, and weak nitrogen
00:19:54fixation in soybeans, but also reduces the amount of compound fertilizer
00:19:58used from 60 catties per mu to 30 to
00:20:0145 catties. Recently, the Ministry of Agriculture and Rural Affairs dispatched six working groups
00:20:05and technology teams
00:21:31. During this year's autumn harvest, Feicheng City centrally deployed 1,700 corn combine harvesters
00:21:35for field operations. In addition to self-propelled harvesters, various advanced harvesting equipment
00:21:39was also promoted simultaneously, continuously optimizing harvesting techniques. Compared with
00:21:43traditional equipment, the new type of harvester promoted this year is equipped with an intelligent
00:21:46construction system, which reaches the lowest level of urban agriculture. It is understood that urban rice has reached 90% of the city's.
00:22:07In Anhui,
00:22:11this year, the local area is promoting intelligent agricultural machinery and the war market.
00:22:19. In the high-standard farmland of Caozhuang Town, Shan County, intelligent combine harvesters are
00:22:23shuttling back and forth. This machine is equipped with Beidou navigation
00:22:27intelligent monitoring, automatic control and loss reduction systems. It can not only
00:22:31automatically complete cutting, threshing, cleaning, straw crushing and other
00:22:35operations, but also precisely control the harvesting speed and trajectory
00:22:38. While improving operational efficiency, it effectively reduces harvesting losses
00:22:42.
00:22:47Good harvest, no shattering, no spilling , good effect. After the center, after the抽 is completed, the settlement is directly transferred to Liang.
00:23:12The newly harvested autumn crops are directly stored by the household.
00:24:09This largest single modern grain warehouse in Asia is busy emptying
00:24:13its storage to make room for new grain after the autumn harvest
00:24:16. In the past, the nearby area was more like a grain market transfer station
00:24:20. Every autumn and winter, large quantities of raw grain are transported by rail and containers
00:24:24from here to various parts of the country . This year, the grain market is no longer just
00:24:27a transit point. It is estimated that a quarter of the local corn will be purchased
00:24:31by this company, and some of it will directly enter the processing stage, thus
00:24:35opening up value-added space . In these dense
00:24:38pipes, raw corn begins its first transformation
00:24:42. Through deep crushing and separation , corn is converted into edible starch
00:24:46and starch milk .
00:25:10The reporter saw that all the factories here have built an interconnected and intricate network of dense pipes , like blood vessels connecting the entire industrial
00:25:14chain, allowing starch milk to be precisely delivered to downstream starch
00:25:17sugar factories. This year, this downstream starch sugar production enterprise
00:25:21has developed the domestic conversion technology with the highest efficiency,
00:25:25which means that the same amount of starch milk can produce more
00:25:29and higher quality starch sugar . The pipeline continues to extend
00:25:33forward, and starch sugar enters a new factory that just started production this year, where
00:25:37it is transformed into trehalose . The value of the corn industry chain also
00:25:41rises to a new level . This high-end product, known
00:25:45as the sugar of life, is applied in health foods, beauty and skincare, biological
00:25:48medicine, and many other fields.
00:26:03This year, the nearby area has become the world's largest trehalose production base
00:26:06. Currently, the nearby area, relying on an annual production capacity of 870,000 tons of corn starch,
00:26:10is continuously expanding the scale of the corn deep processing industry, moving towards a hundred-billion-level bio-economic
00:26:14industrial cluster .
00:26:17With demand in the industrial chain, grain
00:26:21realizes local processing, local value-added, and local transformation. These three local
00:26:25improvements not only enhance the added value of grain, but also truly
00:26:29increase the income of farmers .
00:26:33This year, nearby growers have experienced a new change: more and more
00:26:37people choose to plant according to company orders and enjoy guaranteed prices
00:26:41. The so-called guaranteed price is the minimum grain purchase price
00:26:45agreed upon by the company and farmers in advance, which is equivalent to providing
00:26:49insurance for grain prices. The company also launched a guaranteed price futures
00:26:52purchase model. Farmers set a new agreed price before delivering grain,
00:26:56and then enter an observation period of up to two months after delivery. If the grain price
00:27:00rises during the observation period,
00:28:05How to plan for the future? The nearby plan is very clear: focus on corn starch, biological
00:28:08sugars, and bio-organic acids, three segmented tracks. What companies to attract,
00:28:12what chains to complete, what 配套 to supplement, and how many projects
00:28:16to implement each year are all written down. It is this clear
00:28:20and stable industrial direction that makes leading enterprises thousands of miles away willing
00:28:24to come and build factories. During the 15th Five-Year Plan period, we will build green
00:28:28food and bio-economy into two hundred-billion-level industrial clusters. By 2035,
00:28:31we will strive to make the output value of the bio-economy exceed 50 billion yuan
00:28:35.

00:32:18opened at the Sichuan Zigong Aviation Industrial Park. This competition
00:32:22attracted more than 6,000 students from more than 200 universities and more than 700 participating
00:32:26groups. Competing players competed on the same stage
00:32:29to showcase their aerospace technology innovation and talent
00:32:32.
00:32:34The China University Aircraft Design Innovation Competition is a domestic brand event
00:32:38with significant influence that integrates aircraft design, manufacturing, and flight verification
00:32:42. The competition adopts a two-level competition system
00:32:45, integrating flight challenges, design reports, and engineering
00:32:49verification in three competition methods. After selection
00:32:53in five major competition areas, it enters the national final. The competition
00:32:57is divided into three major categories: fixed-wing, rotary-wing, and rocket, with a total of
00:33:0112 competition events. Participating teams need to independently complete
00:33:05aircraft design, processing and manufacturing, testing and flight testing, and on-site
00:33:09demonstration of the entire process, comprehensively evaluating students' scheme
00:33:12design and engineering manufacturing skills.
00:33:32This competition aims to cultivate young people's scientific and innovative abilities
00:33:40for the high-quality development of China's aerospace industry and the modernization of the country
00:33:45to cultivate young talents . In this
00:33:48competition, students from the National University of Defense Technology, Army Engineering University, Naval
00:33:52Aviation University, and other more than 20 military academies were particularly eye-catching
00:33:56. These young students, who are about to take up positions in the military, brought
00:34:00their independently developed aircraft and competed with representatives from local universities
00:34:04in an aerospace technology competition on the blue sky .
00:34:07。
00:34:10At the competition site, participating students from military and local universities demonstrated
00:34:13their independent designs
00:36:12. In the ice sea wetlands of Nan Da Gang, Cangzhou, Hebei, large numbers of rare waterfowl arrive
00:36:16to rest and feed. Working staff strengthen patrols and
00:36:20build an all-weather, seamless intelligent monitoring system
00:36:23that automatically identifies and accurately counts the species and numbers of migratory birds
00:36:53. Among them, there are over 800 species of migratory birds,
00:36:56and among the nine global migratory bird flyways, four pass through China
00:37:00. Currently, China has designated 821 key
00:37:04sites for comprehensive protection and restoration . The migratory bird protection and monitoring
00:37:08network is continuously improving. This year, the total number of monitored migratory birds
00:37:11nationwide reached 6.324 million,
00:37:14and the population size is steadily growing . Among them, 81.8% of waterfowl
00:37:18overwinter in nature reserves .

00:37:36crimes according to law. In one of these typical cases, a defendant
00:37:40became obsessed with tomb raiding novels and learned tomb raiding techniques on his own
00:37:44, bought tomb raiding tools, and carried out tomb raiding , and was finally sentenced to 12 years in prison
00:37:47. The defendant, a certain person, became obsessed with tomb raiding
00:37:51novels, learned tomb raiding techniques on his own, and together with others, carried
00:37:55tomb raiding tools and went to Hubei
00:38:11Province, Zaoyang City, Xinglong Town, a certain village, and Wudian Town, a certain village, to search for and determine the location of ancient tombs, and jointly excavated 23 cultural relics such as bronze ding, jade, and bronze bells. After identification, the two tombs that were excavated were both ancient tombs from the Eastern Zhou Dynasty , which have important
00:38:15historical, artistic, and scientific value . The bronze ding
00:38:18and bronze bells and other 203 cultural relics were all
00:38:22cultural relics from the Spring and Autumn Period , of which 22 were cultural
00:38:26relics of level three or above. The Xiangyang City Fancheng District People's Court of Hubei
00:38:30ruled that the defendant's actions constituted the crime of excavating
00:38:33ancient tombs. As the principal offender in the joint crime,
00:38:37he was sentenced to 12 years in prison and fined
00:38:40according to law. The Qin Zhi Dao was a main transportation
00:38:44route built in the previous dynasties, and was hailed as the first highway in Chinese
00:38:48history. It is a national key cultural relic protection unit.
00:38:52The local cultural relic administrative department found that a certain media company
00:38:56was carrying out construction within the protection
00:39:14area without taking measures and continued to organize construction, leading to the destruction of the Qin Zhi Dao site. The People's Court of Dalat Banner, Inner Mongolia Autonomous Region ruled that the defendant
00:39:18Guo's actions constituted the crime of intentionally destroying cultural relics
00:39:22and sentenced Guo to seven years in prison and a fine
00:39:25. The court also ordered his media company to compensate
00:39:29for the cost of simulated restoration of the destroyed Qin Zhi
00:39:33Dao site, totaling over 3.94 million yuan
00:40:27. Within the protection scope. Villager Shi Mou, while cleaning
00:40:31the roots of a persimmon tree in his yard, discovered an ancient tomb and immediately excavated
00:40:35eight bronze artifacts, including bronze ding, bronze jue, and bronze gu. After identification,
00:40:38the confiscated bronze artifacts were all cultural relics of level three or above. The Xi'an
00:40:42Intermediate People's Court ruled that the defendant Shi Mou, knowing
00:40:46that his residence was within the scope of a national key cultural relic
00:40:49protection unit, excavated the discovered ancient tomb , and his actions constituted
00:40:53the crime of excavating ancient tombs . He also planned to sell
00:40:57the eight bronze artifacts he stole for profit, and the circumstances were
00:41:01egregious and the consequences serious . Ultimately, Shi Mou was sentenced
00:41:05to 15 years in prison and fined . Another typical case
00:41:09showed that defendant Tang Mou, while salvaging in a river in Liucheng County, Liuzhou City, Guangxi,
00:41:13found a bronze bell and took it home and
00:41:17hid it. Later, Tang Mou sold the bell for 300,000
00:41:20yuan. Upon appraisal, the bell involved was a bronze
00:41:24bell from the Spring and Autumn Period .
00:42:00Let's listen to the judge's introduction. China's Cultural Relics Protection Law stipulates that ancient cultural relics and ancient tombs belong to the state , and their ownership will not change
00:42:03whether they are in residents' homes or in farmland
00:42:07. At the same time, the Cultural Relics Protection Law also stipulates
00:42:11that all cultural relics remaining underground, in inland waters, and in forests
00:42:15within China's borders belong to the state

01:05:21In July 1936, the Left Column led by the Red Army headquarters
01:05:25crossed the snow-capped mountain pass at an altitude of over 4,000 meters
01:05:29and entered Qinghai.
01:05:32This is the southeastern gateway of Qinghai, and it is also the only place
01:05:35in Qinghai that the Red Army passed through during the Long March. The Red Army stayed
01:05:39in the Marco River Valley for more than 20 days, marching
01:05:43and sowing revolutionary seeds. In the past, Qinghai was rarely
01:05:47mentioned when talking about the Long March. However, in the party history
01:05:50materials, the glorious names of these places, the Red Army slogans
01:05:54on the cliffs, and the traces left by the Red Army in Banma
01:05:58are all silently seen.
01:08:12It is the largest, most concentrated, and highest-altitude natural primary
01:08:16forest area in the Yangtze River basin and the source of the Dadu
01:08:19River. In recent years, Banma County has implemented forest and grassland
01:08:23chiefs, employing more than 2,000 ecological rangers and
01:08:26grassland rangers, allowing the masses to earn a living from ecological
01:08:30protection and increase their income stably. But in 1998,
01:08:34after the comprehensive natural logging ban, we transformed from
01:08:37loggers to forest rangers. The entire forest
01:08:41area, after several generations, has seen a significant increase
01:08:44in its forest stock and coverage.
01:08:47Today, the forest coverage rate in the Marco River Forest Area
01:08:51has increased to 69.58%.
01:08:54Rare wild animals such as snow leopards and red deer
01:08:58have frequently appeared. Forest rangers patrol the mountains
01:09:02along the route of the Red Army, walking more than a
01:09:05dozen kilometers every day. The same trekking,

01:10:47To today, the children of Qinghai protect the source of the Three
01:10:51Rivers with practical actions and implement the concept of ecological
01:10:54priority. For 90 years, this plateau, where the Red
01:10:58Army once trod, has undergone tremendous changes.
01:11:01In the future, it will continue to promote ecological protection and
01:11:05green, high-quality development. We must inherit
01:11:09and nurture the spirit of the Great Long March.
01:11:21We will find a path of characteristic development that suits Qinghai's reality.
01:11:25During the 14th Five-Year Plan period, Qinghai will always adhere to

01:26:03public comments on the draft amendment to the Food Safety
01:26:07Law of the People's Republic of China. This
01:26:11draft amendment expands from 154 articles to 1911
01:26:15articles, with 37 new articles and 93 revised
01:26:18articles. What specific content
01:26:22has been modified? Let's take a look at the reporter's
01:26:26report. One of the main modifications in the draft amendment
01:26:30is to promote the application of Internet + artificial intelligence
01:26:34for intelligent food safety supervision. It clearly requires food production
01:26:38and operation enterprises to install monitoring equipment at key risk
01:26:42points in food production and operation, and connect real-time
01:26:46monitoring video information to the information system of local people's governments at or above the
01:27:15The newly added section on online food operations refines the food safety management requirements for online food trading platform operators and operators within the platform.
01:27:20Especially the platform's food safety main responsibility. The draft
01:27:24amendment requires platform operators to establish
01:27:28branches or offices in the provincial regions where
01:27:32they conduct online food transactions, and perform record-keeping duties.
01:27:35Experts say that this allows platforms to quickly respond
01:27:39to local consumer complaints, deal with food safety emergencies
01:27:43locally, shorten the risk response chain, and improve
01:27:47the overall food safety management level of the platform. In
01:28:33The purpose is to strengthen the legal foundation for campus
01:28:37food safety through improved top-level design. In China,
01:28:40the field of food additive production and supervision has long
01:28:44implemented strict market access permits, full-process quality control,
01:28:48and normalized supervision and inspection. The standardization of planning and
01:28:52standards is relatively high, but the access threshold in the
01:28:55sales link is low, and the operators are mixed, and
01:28:59the control is missing. The addition of the food additive
01:29:32registration system for sales is
01:29:34an innovation of this system. The event site concentrated on
01:29:38showcasing the fruitful achievements of the General Station's 2027
01:29:41key project communication co-creation conference. 118 innovative projects
01:29:44from 13 program centers of the General Station were
01:29:48collectively launched. In 2027, the General Station will take
01:29:52diverse content creation as its starting point to
01:29:55build new scenarios for brand communication, expand new communication
01:29:59circles, establish brand accumulation, content assets, and enhance
01:30:03brand value, and work with partner brands to achieve
01:30:07co-creation and co-management. The General Station's national brand
01:30:11trusted data platform is scheduled to go online on January
01:30:141, 2027. The platform will be committed to connecting
01:30:18content production, communication reach, AI trust, and brand
01:30:22value-added in a closed loop, and provide scientific,
01:30:26authoritative, traceable, and sustainable brand information services for government
01:30:30departments, industry organizations, brand enterprises, and the general public,
01:31:02in response to the increasing demand for cross-border customs clearance. In 2019, the Huanggang Port
01:31:06began reconstruction.
01:31:32689,700 square meters. It is currently the world's largest land port.
01:32:32covering more than 50 countries and regions, and more
01:32:36than 160 cities.

01:32:40The reporter learned from Nanjing Customs that in the first
01:32:44nine months of this year, Taicang Port, the largest
01:32:48car export port in the Yangtze River Delta, exported 1.08
01:32:52million cars, breaking the one-million mark for the first
01:32:56time in history, a year-on-year increase of nearly 80%.
01:32:59The export market covers 168 countries and regions worldwide.
01:33:14The reporter learned yesterday from the State Administration for Market Regulation that since the implementation of the simplified review system for concentration of undertakings, which was specifically established for merger and acquisition transactions that are unlikely to raise competition concerns, 12 years ago, the efficiency of review has continuously improved. This year, nearly
01:33:1889% of unconditional approval cases passed the simplified
01:33:21review procedure. The average review time has shortened from
01:33:2539.9 days in 2014 to

01:34:46Zhaowen Tianxia news continues. Since the central safety production
01:34:50assessment and inspection for the second and third quarters started,
01:34:54the intensity has been greater and the requirements stricter than
01:34:58ever before. A special inspection of supervision and law
01:35:02enforcement issues was also carried out for the first time.
01:35:06Road transport of dangerous goods is a high-risk industry, so
01:35:09the state has formulated strict regulations and standards, aiming to
01:35:13prevent major and severe production
01:35:26Jingxian Xingda Development Co., Ltd., located in
01:35:30Linfen City, Shanxi Province, is a company mainly engaged in
01:35:33crude oil transportation, with more than 60 tank trucks.
01:35:37In mid-June, when the reporter followed the
01:35:41Central Safety Production Assessment and Inspection Team to this place,
01:36:1568.3% of the berths were utilized, but the oil tankers were only loaded with about 1/3/2% of crude oil.
01:36:22In order not to overload and load less, but long-term waste is not in line with commercial interests.
01:36:29So how much did they actually load?
01:36:32Under the request of the inspection team, the company's负责人 could only produce a few real shipping invoices. The invoicing party is a tour company that transports oil for them.
01:36:42The first check found the problem.
01:36:47Take the tank car with the tail number 3943 as
01:36:50an example. Its factory report states that the rated load
01:36:54is 14 tons, but the invoice shows that it carried
01:36:5822.14 tons, an overload of 58%. Subsequently, the
01:37:02assessment and inspection team
01:37:03inspected other tank cars with
01:37:06tail numbers 6163, 6782, 7684, etc., and found
01:37:10that all of them were overloaded. The overload range
01:37:13varied from 42% to
01:37:1858%. Why were the oil tankers so overloaded? Take the tank truck
01:37:22with the tail number 3943 as an example. How can
01:37:25a tank with a load of 14 tons hold 22
01:37:29tons of crude oil? After much effort, the reporter
01:37:33found a surveillance video accidentally taken on June 18th,
01:37:37the day of the inspection. It turned out that the
01:37:40two tank trucks had the same license plate number, both
01:37:443943. One was running on the road, and
01:37:48the other was undergoing inspection. However, the shapes of the
01:37:52two tanks, the length of the reflective strips, and
01:37:56the position of the markings
01:37:56were different. Obviously, these
01:38:03were not the same problem. Whether this involves illegal
01:38:07replacement of parts needs further
01:38:10。
01:38:13Experts said.
01:38:59We still take the tank truck with the tail
01:39:02number 3943 as an example to see how
01:39:06it broke through these four barriers. First, the approval
01:39:10of the original head charging link failed. When this
01:39:13vehicle went to the oil extraction station to load oil,
01:39:17the oil extraction station should have approved its rated load,
01:39:21which was 14 tons. But in fact, it
01:39:24was loaded with 22 tons. This clearly violated
01:39:42In our country, for dangerous goods to be transported on the road, they must first obtain a paper or electronic waybill, and strictly implement the "one vehicle, one trip, one waybill" system. The waybill for
01:39:46tank truck number 3943 was filled out by the
01:39:50transportation company, Xingda Company. It clearly carried 22
01:39:53tons of goods, but in order to obtain the electronic.
01:40:28The state promotes the construction of electronic waybill systems in various places, aiming to dynamically supervise the entire chain of dangerous goods road transportation. However, the Shanxi electronic
01:40:32waybill system cannot obtain real-time front-end information because
01:40:35it is not networked with the original ground scale of
01:40:39the oil exploration station. Therefore, it can only input stored
01:40:43information and cannot verify the information. Naturally, it
01:40:47cannot detect overloads.
01:40:51In some places in our country, in order to plug
01:40:55this loophole, local regulations have been used to force
01:42:06This is an important measure to ensure vehicle safety on the road. The inspection of hazardous goods vehicles is much stricter than that of ordinary trucks. There are dozens of
01:42:10inspection items, and the vehicle technical level must
01:42:13reach level one before it can operate. In early
01:42:17April this year, the inspection team went to
01:42:21Guizhou Qiannan Zhou Fengmao Logistics Co., Ltd. for inspection,
01:42:25and found that the company provided two hazardous goods
01:43:27The Fujian Provincial Market Supervision and Administration Department conducted an investigation into Fujian
01:43:31Shengyuan Testing Technology Service Co., Ltd., which provides
01:43:35inspection and testing services for tanks. A total of
01:43:3891 problematic inspection reports were found. We
01:43:42found three points. First, the testing personnel did not
01:43:46actually arrive at the site to conduct the inspection. Second,
01:43:50the testing equipment required for the inspection items was
01:43:54not used. Third, the original inspection records were.
01:44:03So how did these 91 false reports end up in the hands of Guizhou Fengmao Logistics?
01:44:06On January 9, 2025, Fuzhou Shengyuan, Guizhou Zhouzhou Logistics' tank periodic inspection was completed by Zhang cooperation. Experts said that vehicles carrying dangerous goods for a long time on the road are harmful.
01:45:05In addition to Guizhou and Fujian, the inspection team
01:45:08also found problems in Shandong,
01:47:44there is a trend of this, but it is not. Japan may be creating a dangerous situation. I have always hoped that they would stop manufacturing missiles, especially after the three security documents were issued in December 2022, the manufacturing and deployment of missiles and the military budget were doubled. So I think militarization is really progressing now.

01:50:35agricultural product transportation, severely restricting Sudan's agricultural production

02:00:52The National Development and Reform Commission and the National Information Center yesterday released a number of leading indicators. Data shows that China's economic recovery and positive trend continue to consolidate. Let's first look at investment.
02:00:56The latest excavator index
02:00:59shows that in September, the average operating rate of
02:01:03construction machinery across the country increased by 1.71 percentage
02:01:06points month-on-month. Heilongjiang, Guizhou, Hunan,
02:01:10Hubei, Xinjiang, and other 28 provinces achieved month-on-month
02:01:14positive growth in operating rates, nine more provinces than
02:01:18in August. The vitality of infrastructure construction is steadily
02:01:22increasing. Currently, the overall vitality of infrastructure construction
02:01:25The Northwest Energy Project, the Southeast extended offshore supporting project, the excellent situation of dual-line
02:01:29racing, the Northwest seizing the construction window, promoting
02:01:33wind and light, UHV infrastructure construction, Southeast Yan Hai Lin Port
02:01:37aircraft and ships, free trade port supporting projects continue to land, Sichuan
02:01:41and other central and western provinces see the project again, accelerate construction
02:01:45, becoming important among the whole country . The growth rate of 50.2% is a big high in August, and it is said that the investment structure in key areas is improving. The projects in the third quarter increased by 34.2% year-on-year. Artificial intelligence
02:02:27In the third quarter, especially in September, various policies to stabilize investment were implemented in a coordinated manner, and the guarantee of investment
02:02:31funds significantly strengthened. Investment in cutting-edge fields such as artificial intelligence
02:02:35maintained a strong upward trend , which is conducive to supporting current stable
02:02:39growth and also accumulated solid momentum for accelerating the cultivation of new productive
02:02:42forces. Let's look at consumption and foreign
02:02:46trade after investment. In the third quarter, domestic offline consumption warmed up steadily, and foreign trade
02:02:50exports maintained resilience. Domestic and foreign demand showed positive
02:02:54changes of coordinated improvement. The endogenous growth momentum of China's economy continued to accumulate
02:02:57.
02:03:00Offline consumption. Big data shows that in the third quarter, the amount of various consumption
02:03:04payments increased by 2.6% year-on-year, and the growth rate
02:03:08increased by 0.7 percentage points compared with the second quarter. The amount of offline payments in September
02:03:12increased by 3.1% year-on-year, and the growth rate
02:03:15increased by 0.5 percentage points compared with August. It has been on the rise for three consecutive months, and the consumer
02:03:19market continues to warm up, and the resilience of offline physical consumption payments
02:03:23continues to strengthen. The "money collecting treasure" data reflecting the vitality of small and medium-sized merchants
02:03:26shows that the payment amount in September increased by
02:03:305.7% year-on-year, and the growth rate increased by 1.3 percentage points
02:03:34compared with the previous month. The operating conditions of small and micro businesses continue to improve, and the vitality of grassroots businesses
02:03:38gradually recovers. Since the third quarter,
02:03:41China's various policies to promote consumption have continued to expand and strengthen, and residents' consumption
02:03:45willingness has steadily warmed up.
02:04:04China's export industrial chain and supply chain advantages continue to be released, promoting stable and improving foreign trade. Experts said that China's foreign trade continues
02:04:08to maintain a high boom, and its leading position in the global industrial chain and supply chain
02:04:12has been further recognized
02:04:15大 任 性 也 为 全 球 。
02:05:41Media controlled by Yemen's Houthi rebels reported on the 10th that the Houthi rebels are willing to take reciprocal measures with Saudi Arabia to avoid involving airports, seaports and other facilities with humanitarian functions in the escalating military
02:05:45confrontation. US President Trump
02:05:48said on the 10th that the US may join Saudi Arabia's attack on Yemen's Houthi
02:05:52rebels. Trump said that after learning about the attack on Riyadh Airport,
02:05:56he is assessing whether the US should join Saudi Arabia.

02:08:11major good news, arranging to use 550 billion yuan of local government
02:08:15debt carry-over quota. What kind of money is this, where will it be spent, and what is its relationship
02:08:19with your life and mine ? Let's look at the observation
02:08:23brought by Wang Lei, a reporter from Caijing Lao Wang General Station.
02:08:25。
02:08:27First, let's talk about what the local government debt carry-over quota is. In order to control
02:08:31debt risks, our country stipulates that local governments cannot borrow money beyond the ceiling
02:08:35. If local governments repay a portion of their debt, the actual amount owed
02:08:39will be lower than the ceiling . This portion of the quota lower than
02:08:43the ceiling forms the carry-over quota . This time, the Ministry of Finance arranged to use
02:08:46550 billion yuan of carry-over quota, which means that the local government's carry-over debt quota
02:08:50will be re-allocated and used . Specifically, how will this 550 billion
02:08:53yuan quota be distributed? It mainly consists of two precise allocations. First
02:08:57is 300 billion yuan of general debt carry-over quota.
02:09:24Priority guarantee for debt

02:10:05But at the same time, AI autonomous actions have caused safety incidents
02:10:08to occur frequently around the world . From large model AI AI assistant, artificial intelligence is saying and doing wrong things completely
02:10:24. Not long ago,
02:10:25OpenAI announced the training of the latest generation of models. The technology shows that on September 20th, an intelligent
02:10:35DNS network in Shahe River passed through the external public network. This is
02:10:41OpenAI's second
02:10:45time in three months to suspend model development. In late July, its AI AI intelligent body once broke through the isolated operating environment, intruding
02:10:49into some systems of a US media company . During this period, it established communication
02:10:52, deceived evaluators and tried to cover up its actions. Each
02:10:56operation was without human instruction or intervention . Similar incidents are not isolated
02:11:00. In August, test results released by the UK Artificial Intelligence Safety Research Institute
02:11:04showed that two advanced AI assistants had 10 instances of autonomous
02:11:08unauthorized actions in 1222 tests
02:11:11.
02:11:31AI change
02:11:33AI generated content and other major security
02:11:38.
02:11:42It can directly operate digital systems and physical equipment. For example
02:11:46, AI hallucinations and misjudgments can drive intelligent robots
02:11:50to cause personal injury. Currently , AI applications represented by intelligent agents
02:11:54have the ability to autonomously perceive , plan decisions and invoke tools
02:11:57. AI that can act is becoming
02:12:01a new risk subject . From out of control
02:12:05intrusion to autonomous action , why does artificial intelligence frequently
02:12:09make mistakes? Reporters interviewed industry experts and found safety.
02:12:24There is also a gap between the industry rhythm and safety design, as well as insufficient risk awareness at the application level. Unlike previous tools, the new generation of artificial intelligence has autonomous
02:12:28perception, planning, decision-making, and tool invocation capabilities, and can act autonomously
02:12:32without human step-by-step instructions .
02:12:34。
02:12:39Single point failure and unintended consequences, task chains and supply chains.
02:12:50The gap between industry rhythm and safety design also deserves attention. Industry insiders point out that the current investment in safety in the AI field is far behind the scale of research and development
02:12:54and application. Safety evaluation, risk early warning, emergency response
02:12:58mechanisms, and other links are still catching up with the pace of technological iteration
02:13:01. At the same time, the risks at the usage level should not be ignored. In fields such as government
02:13:05affairs, finance, and industry, the application of artificial intelligence is accelerating. Some users
02:13:09have insufficient understanding of the boundaries of AI capabilities and misuse it.
02:13:44Institutional attack
02:13:47From generative AI to artificial intelligence-generated synthetic content laws, from artificial intelligence-humanized interactive service laws to intelligent standardized applications and new development content. The new layers of artificial intelligence application-related systems are emerging.
02:14:12isolation and other mechanisms are difficult to adapt to the technical
02:14:16characteristics of intelligent agents with high permissions , high autonomy, and strong interactivity
02:14:20. It is necessary to establish intelligent agent identity markers, full-line control
02:14:24, and daily quality flow storage and other mechanisms, while optimizing
02:14:27and refining rules for personal information protection and data security
02:14:31to ensure that risky behaviors are identifiable and traceable. The latest data
02:14:35shows that as of the end of August this year, a total of
02:14:381112 generative AI services nationwide have completed filing. 731 applications can complete the central cyber security AI rectification campaign, with 14,000 cases of AI. Legislation for the healthy development of artificial intelligence is also on the agenda. Safety is the premise of development, and development is the guarantee of safety. From institutional technology to international cooperation, I am working on artificial intelligence to ensure safety and allow artificial intelligence to serve better on the safety track.

02:17:00Weekend, go to Hebei
02:17:03.
02:17:05Zhao Wentianxia News continues. The Saudi Arabian Civil Aviation Authority issued a statement on the 10th
02:17:09saying that King Khalid International Airport in Riyadh was attacked again that afternoon, causing
02:17:1312 deaths and 309 injuries . The attack caused varying degrees of damage
02:17:17to airport facilities, and the airport has temporarily suspended operations
02:17:21.
02:17:25Eyewitnesses said that a blast was heard at Terminal 3 of King Khalid International Airport
02:17:28that afternoon, and personnel in the airport were evacuated
02:17:32. After the explosion, flight tracking website information showed that the airport
02:17:36had no flights taking off or landing, and some flights not destined for Riyadh had been
02:17:40diverted or turned back. King Khalid International Airport issued a passenger advisory
02:17:44recommending that passengers contact airlines and confirm flight status
02:17:48before going to the airport . Affected by the security situation
02:17:51, Kuwait Airways announced on the 10th that it would cancel flights to and from Riyadh
02:17:55. Previously, on the 8th and 9th, Etihad Airways and Qatar Airways
02:17:59had separately announced the cancellation of multiple flights to Riyadh
02:18:03. After the explosion on the 10th , Etihad Airways
02:18:07announced that it would extend the cancellation of flights until October
02:18:1112th . The US
02:18:14Embassy in Saudi Arabia said on the 10th that it strongly recommended that all US citizens
02:18:18avoid going to King Khalid International Airport and its surrounding areas
02:18:21. A diplomat told Agence France-Presse that several Western
02:18:25countries' embassies in Saudi Arabia had prohibited their staff from departing
02:18:29from or flying to Riyadh Airport for the next week
02:18:33. According to media reports controlled by Yemen's Houthi rebels, the Saudi-led
02:18:37coalition attacked Houthi-controlled Yemen's Sana'a International Airport on the 10th. Currently, there are
02:18:41no reports of casualties or damage . As the Yemen conflict continues
02:18:45to escalate, over the past week, Riyadh International Airport in Saudi Arabia
02:18:48, Aden International Airport in the area controlled by the Yemeni government army
02:18:52, and
02:19:28Some public opinion also pointed out that Aden Airport is one of the few available international gateways in southern Yemen, and attacking
02:19:32this airport may lead to the deterioration of the humanitarian situation in the Yemeni government-controlled areas.
02:19:36The Yemeni government warned on the 10th that the Houthi rebels' attack on Aden International Airport
02:19:39marked a key turning point in their tactics
02:19:43. Media controlled by Yemen's Houthi rebels
02:19:47reported on the 10th that the Houthi rebels are willing to take reciprocal measures
02:19:50with Saudi Arabia to avoid involving airports, seaports and other
02:19:54.
02:21:17Ali Liya said that Panamanian President Mulino has instructed the establishment of a special
02:21:21committee to coordinate disaster relief operations, coordinate aid resources
02:21:24, etc. The government has set up disaster relief material collection points in the capital Panama City
02:21:28, and provincial governments will also receive social donations
02:21:32. At 12:56 local time on the 9th
02:21:36, a 7.6 magnitude earthquake occurred.
02:22:11Currently, the Panamanian government is continuously assessing the disaster situation and carrying out relief
02:22:14work . According to
02:22:17the European-Mediterranean Seismological Centre , at around 8:46
02:22:21local time on the 10th , a magnitude 5 earthquake occurred near Las Tablas
02:22:24, Panama, with a focal depth of 12 kilometers. There are currently no reports of
02:22:28casualties or property damage . Let's turn our attention to the Russian-Ukrainian conflict
02:22:32. On the 10th local time , the Russian government announced a partial lifting
02:22:36of the diesel export ban.
02:24:37The message stated that he spoke with leaders of several European countries that day, calling for increased
02:24:41aid to Ukraine and sanctions against Russia .
02:24:45Zelensky spoke with Finnish President Stubb, French President Macron, Norwegian
02:24:48Prime Minister Støre, and British Prime Minister Barnam that day
02:24:52. In the call, he reported on the latest developments in the Russian-Ukrainian conflict
02:24:56, discussed the challenges posed by the US easing sanctions on Russian
02:24:59oil products, and communicated on coordinating response measures
02:25:03and preparing for subsequent meetings . Zelensky said on the 9th
02:25:07that allowing Russia to export oil products is investing
02:25:11in war. He expressed disappointment about this and said he felt
02:25:15betrayed. The US government announced on the 9th that it would ease
02:25:19sanctions on Russian diesel trade , saying that US and Russian leaders
02:25:23had reached a consensus that Russia would supply diesel to the US and global
02:25:27markets starting this month . Analysts believe that the Trump administration's
02:25:30move aims to alleviate the tight domestic diesel supply in the United States
02:25:34before the midterm elections . In short.
02:25:50The US launched a military strike against Iran , causing disruptions to shipping in the Strait of Hormuz
02:25:54and continuously impacting global energy prices. Against this backdrop
02:25:58, US diesel retail prices hit a new historical high in September
02:26:02, once 94% higher than pre-war levels
02:26:05. Analysts point out that with less than a month until the midterm elections
02:26:09, soaring diesel prices are becoming a political burden for Trump
02:26:13and his Republican Party . Diesel is crucial
02:26:17for agricultural machinery and agricultural product transportation . The continuous rise in diesel prices
02:26:20has a particularly severe impact on agricultural states such as Iowa and Nebraska
02:26:24. These states are considered traditional Republican strongholds
02:26:28, and high diesel prices may exacerbate farmers' dissatisfaction
02:26:32, thereby shaking the Republican base . The Trump administration desperately
02:26:36needs to stabilize energy prices before the election and alleviate the electoral
02:26:39pressure facing the Republican Party. Therefore , choosing to ease sanctions
02:26:43on Russian diesel trade at this time is intended to increase diesel supply
02:26:47with the help of Russia and achieve the goal of controlling oil prices. Analysts believe that
02:26:51the US easing sanctions on Russian diesel trade will increase market supply
02:26:55and, to a certain extent, help stabilize diesel futures prices, but diesel
02:26:59prices may not experience a significant decline. On the one hand
02:27:02, there is uncertainty about Russia's limited production capacity. Although Trump stated
02:27:06that Russia will gradually increase its monthly diesel supply, analysts
02:27:10believe that Ukraine's recent intensified attacks on Russian refineries and other energy
02:27:14infrastructure have, to a certain extent, weakened Russia's production capacity
02:27:18, coupled with Russia's priority.
02:27:25On the other hand, refining facilities in the Middle East are currently unable to resume normal operations
02:27:28. Crude oil and refined oil transportation in the Gulf region continues to be blocked
02:27:32. Even if Russia increases oil exports, it will still be difficult to compensate for the global
02:27:36energy market supply gap. Some analysts point out that only when the scale of new
02:27:40supply expands
02:27:41,
02:27:45will the price relief effect be further
02:27:47strengthened .
