00:00:00account and they were transferred to comer
00:00:03a okay okay as agrees so that was what we
00:00:07were just only
00:00:08of helping him because he said they should put the money we are just helping both
00:00:12parties because we we were there we were the recruiter we were
00:00:16not we are not supposed
00:00:17of even do that but because both the
00:00:20the delegates and mr
00:00:24agreed and said Moriko should hold the money when
00:00:27mts it and and it will be
00:00:30so so transfer and all the
00:00:34of money transfer to we
00:00:36him now okay, understand that you
00:00:39were like the collector, let me use the word loosely, you facilitated the collection,
00:00:42well yeah, they were all,
00:00:45in fact before the money were transferred to
00:00:48mr, all the delegates were aware,
00:00:52there were
00:00:54of i meetings, understand
00:00:54yes, and they said, yes, we understand, we just
00:00:58wanted to an algorithm we're
00:01:01of saying that money from the from the participant or these
00:01:05beneficiaries or should have been beneficiaries comes to
00:01:09you and then from you it goes to mr organization are we
00:01:12correct and
00:01:14of even you
00:01:15of paid for two you paid for two
00:01:17a persons maybe about 5 million so that's why you have now petitioned
00:01:21right my money there my money there is more than 10
00:01:25million okay kelly i was going to ask
00:01:28perhaps how so you paid for two persons 2.5 2.5 so how come
00:01:32it's 10 million so 2.5
00:01:35plus 2.5 is 5
00:01:39million 11 million for
00:01:42tickets okay is seven
00:01:46million right yeah now
00:01:50there was
00:01:51a someone that i helped a bit
00:01:53for uh ticket when he didn't have his complete money
00:01:57for ticket all right that that was in
00:02:00there and again there
00:02:03of is another person that uh
00:02:07Mr Shass who she's owing me
00:02:10money and that money is replacing they taking it for
00:02:14it so that's another so and again
00:02:17m
00:02:21for 1 million he wanted me to
00:02:25borrow him one
00:02:27to to lend him one yeah that those ones can
00:02:31be settled outside of here, that's one, you borrowing him, okay, we
00:02:35understand, all right, so
00:02:36a more than 10 million, just where we are concerned is the fact that
00:02:40about 20 Nigerians eventually
00:02:44uh would pay for this -
00:02:4819 um would pay and then in the in the
00:02:51end they didn't go for that trip and their money
00:02:55have not been refunded, that's where the the question
00:02:59mark. is
00:03:01in um, the other twists is that there's the ministry of youth
00:03:05of
00:03:07of development involvement in all of this, what exactly
00:03:11did you hear about the ministry of
00:03:12of youth that made you to key into this project
00:03:16and at what point did you
00:03:18of become suspicious? thank you very much, thank you
00:03:22very much. mean, if you see, i've sent a
00:03:26copy
00:03:26of the the the letter, the contract.
00:03:30letter that was given to me, you will see that the min ministry
00:03:34of youth development, logo, everything was
00:03:37there, right? when
00:03:41it started, when he gave this contract to Marico Healthcare
00:03:45Services Limited, he told
00:03:48us that it was the ministry of
00:03:51youth and youth development that is working
00:03:55for, is the direct director
00:03:58of coordinator or director general? something like that,
00:04:01so now when
00:04:04they
00:04:05of when of they when they paid their money, he actually
00:04:09told them to come to
00:04:10of Abuja,
00:04:11of they have first hand contact with him, they went to
00:04:15Abuja, they went to the the federal
00:04:19ministry, he interviewed them in the federal
00:04:22ministry, hear him say lot of things that
00:04:26of recruited unqualified people, i don't know.
00:04:30so if it's unqualified, why did you not return their money back to them? okay,
00:04:34interesting to, so as we speak now, uh,
00:04:37Mr.
00:04:38has and his organization have not returned the money to any of you, is that
00:04:41correct? you no,
00:04:45no, just hold on, I think I need to f that, he
00:04:49has returned some money through, they are contacting him
00:04:52behind me, I don't,
00:04:56he has given some some
00:04:58of people, I wanted establish. behind me, i don't even know how much.
00:05:02okay, so you can you can confirm that some people have been paid
00:05:06back some
00:05:06of the moneys that were, okay, but you don't know how many people,
00:05:10how many persons, but let me read something. Let me read something, I'll come
00:05:14back to you, madam, let me read something, release signed by the Federal
00:05:18Ministry of Youth, in fact the title was clarification on the status
00:05:22of youth empowerment, youth economic intervention and
00:05:26de-radicalization program, yoidep and updated
00:05:29implementation timelines, from
00:05:32the f that just two lines I want to read, um, say for
00:05:36the avoidance of doubt, y dep is not a federal government
00:05:39funded program and is not an initiative develop. or owned by the federal
00:05:43ministry of youth development, the program was proposed by the youths the
00:05:47street initiative (UTC) a non-governmental organization founded
00:05:51by comrade Kennedy (era) and under
00:05:55another line just to fast forward all of this uh in line with the
00:05:58mandate to encourage support and youth empowerment initiative, the ministry entered a
00:06:02memorandum of understanding with yotti to provide policy support,
00:06:06facilitate alignment with national youth development objectives and monitor the
00:06:10programs implementation framework and and the last one I want to read is under
00:06:14the terms the Mou, the responsibility for sourcing
00:06:17funds, securing donor support and executing
00:06:21program rests with yotsi, the ministry is not responsible for the
00:06:24funding, financial management or direct administration the program,
00:06:28so the ministry indemnifying itself, I don't think they even
00:06:32provided letter or cover letter or anything of that
00:06:35nature, so uh, you have petitioned
00:06:38the DSS for your money to be refunded is...
00:06:42correct for those who haven't collected their money
00:06:45right? yes, the thing is when this problem
00:06:48started, we had the meeting and i
00:06:52clearly started appealing for
00:06:56everyone, i said if you
00:06:59say you did the visa, which obviously there was
00:07:03refusal from the embassy, the UK embassy, i said,
00:07:07so what are you going to do, because
00:07:11maybe you done that, you should be able to refund
00:07:15people some their money back,
00:07:17especially the ticket money that you did not even
00:07:21use, you didn't buy any ticket, refund that one first,
00:07:25he started abusing me, he started calling me name, that w
00:07:29was where
00:07:30the he started calling me names, he was insulting me, even clara
00:07:34be insulted clara be as well, so that was where the whole
00:07:38thing, i said she did not do it, especially that ticket.
00:07:42that is where my high b yeah we
00:07:46we are really pressed for time so maybe just simple question
00:07:50um there was a video m shared with us about the minister of
00:07:54youth's development interfacing uh with some of you were you in that
00:07:58meeting i don't live in Nigeria I live
00:08:02abroad I live in the UK I don't live in Nigeria so what he
00:08:06did in that meeting what he did that was very misleading
00:08:10because what he told us was not the only one, we were a
00:08:14we were in the group meeting because we normally have
00:08:18uh whatsapp meetings with the all the delegates and it was
00:08:22telling us that they are going there for because the
00:08:26this program, but when when people went there
00:08:29even the manager from morico healthcare services limited when
00:08:33they when they went there and they founder that no that
00:08:37was not what was uh there banks invited banks
00:08:41invited the media and all that, they were talking about something else, they
00:08:45called me and they said, man, what is been said there is totally
00:08:48different, so he was just misleading
00:08:51people, okay uh, interesting
00:08:55uh conversation, we wish that uh the day
00:08:59m came here, he would have come down to have a proper
00:09:03civil conversation uh, but it was all over the
00:09:06place, Marina Goman is the CEO, Morical Health
00:09:09Care Services Limited, so we've had everyone, we've had for me we've had
00:09:13m the once we just want to quickly say
00:09:17something yeah we totally
00:09:18out of time we have 10 10 seconds more yeah i don't i'm not
00:09:22in partnership with mr i as fermy
00:09:26uh suggested or he was saying i'm not
00:09:30in partnership with him i was the company
00:09:33was was contracted to recruit just like any other
00:09:37person can come to the company to recruit and again they
00:09:41they they are work from all the candidates are welcome, told
00:09:44them if that doesn't work, i can help them with other
00:09:48uh uh other ways to go, if they want any other
00:09:52program, that was what i was helping them to do, i was just trying to help
00:09:55them, so there was nothing
00:09:59for, i understand what you're saying, i understand what you're saying, but moneies were paid to
00:10:03you, so that's a level of partnership, that you now gave to
00:10:06m, yeah, i know you forard it to m, so when you say
00:10:10partnership, there
00:10:10is level of partnership, but i guess you're talking about extensive one
00:10:14because money were paid to your organization which was transferred to
00:10:18m, but much thank
00:10:21you, morma is the CEO of Morico health services limited, thank you.
00:10:25Thank you, all right, well let's switch guess now and
00:10:29get to talk Nigeria security architecture for moment, and some
00:10:33the recent events, the releases, rescue, if
00:10:37you like, um, in kara and in
00:10:41Niger states, plus the new welfare package
00:10:45for the military, we joined this out by leftenant colonel
00:10:48Innocent Azubike retired, his special
00:10:52forces counter terrorism and counter
00:10:55resurgency um consultant, he joins us live now on the
00:10:59program, thank you indeed colnel, colnel for agreeing to talk to us
00:11:02on the program, chirin news in Niger and kara
00:11:06states where 308 Nigerians have
00:11:10been released or rescued, um, we
00:11:13celebrate these these uh events,
00:11:17um, but there are questions, for instance, inqua
00:11:21states more than 48 hours after
00:11:25"that news broke about the regaining of freedom of those persons who were
00:11:29kidnapped uh in that state on I think February 10, we do not
00:11:33have any details as to how it
00:11:36happened, the about 176 them
00:11:39victims, you know they came back, we
00:11:42understand the the bosses, the broughts back in bosses, I
00:11:46don't there some sort of questions around, how did it play out,
00:11:50you know, been in captivity for over six months and then they are
00:11:54just..." back in buses, other details, the commissioner
00:11:58for communications
00:12:00b who made that pressure, no details really, just thanking the
00:12:04president and the
00:12:05governor,
00:12:11if i understand what you asking for
00:12:13is directly related to counter terrorism
00:12:17and counter insurgency, i
00:12:21may not exactly be analyzing that now,
00:12:26uh we raised the case, i came from military
00:12:30pensioners perspective, the
00:12:33issue of wage
00:12:37increase, the increase for the
00:12:41military which the president
00:12:44assented to president
00:12:46assigned, the new pay increase
00:12:50for the military sin and retired in
00:12:54November, last year
00:12:572025, it was all over the
00:13:00media, presidential spokes
00:13:04personuga
00:13:08release several press
00:13:12statements,
00:13:16before the presidential
00:13:19approval, it has actually started from the National
00:13:23Assembly. in October last year, October
00:13:272025, they
00:13:30did a comparative study the salaries of and
00:13:34pensions of militaries in other African countries
00:13:38and concluded the rate for Nigeria was
00:13:41dismally low, they did some
00:13:44packaging that the the minimum pay for a
00:13:48serving personnel should be
00:13:50250,000 and it
00:13:54was, clearly in the
00:13:56news that the the
00:14:00relevant authorities should
00:14:03compute the total amount
00:14:06involved and get it
00:14:10embedded into 2026 budget,
00:14:13which was then in the making. the summary is
00:14:17that is widely in the
00:14:20news, the salaries the
00:14:23military had been in increased serving and
00:14:27retired, it had been included in
00:14:302026 budget, the president
00:14:33signed it, give approval in
00:14:37November last year, it was all over in the news, all
00:14:41along we have been expecting this
00:14:43pay, the highest
00:14:46political and military authorities in this
00:14:49land have made several pronouncements
00:14:53on this, "the service chiefs, the
00:14:57military leaders have on several
00:14:59occasions thanked the president for that
00:15:03gesture and arging the
00:15:07military to work harder because the president cares for
00:15:10them, and each time in public speech
00:15:14they thanked the president for this gesture, the
00:15:17president will always assure of his commitment
00:15:21to the welfare the military serving and retire."
00:15:27had so several times
00:15:30military authorities will be asked by b serving
00:15:34personnel and retired personnel, what are we getting this money?
00:15:40"there was always the assurance very soon, very soon, up to
00:15:43April this year, the service chiefs
00:15:47will be telling the man, very soon you will get it being
00:15:51paid, suddenly this
00:15:53July there was a twist of
00:15:56tong, as if they are not sure it's
00:16:00been approved on, they will work out another
00:16:03approval, we couldn't make..."
00:16:07meaning out of this and approval that has
00:16:11dominated the media since November last
00:16:14year with assurances it will soon be
00:16:18paid getting to this time we are
00:16:22not getting it and then there seem to be a twist
00:16:26of tongue oh we are working to improve your
00:16:29pay what what the one
00:16:32approved we couldn't understand this
00:16:36so military. as some of us are
00:16:40determined that when we do a peaceful
00:16:43protest, we get to the
00:16:47ministry of finance, because we are told last year is being embedded
00:16:51into the budget, we do
00:16:55sit out there, we will not block any road, we will not
00:16:59block any gate, but we will be sitting
00:17:01there, until they explain to us
00:17:05why this approval of... remember last year up to
00:17:08now, they can't pay it, they
00:17:12have not categorically said the
00:17:16approval had been withdrawn by the president,
00:17:20rather and new
00:17:23twist as if they we want to approve another thing
00:17:27for us, what are the one that was approved, and there is this
00:17:31dimension that pensioners are concerned about,
00:17:35each time there is approval, for
00:17:39in salary, there is normally a
00:17:42consequential adjustment for pensioners,
00:17:46it is a constitutional
00:17:47right, it's in the
00:17:50constitution, the and
00:17:54forces act is reflected there too, but there is always a
00:17:58problem, it's not always acted on until we start
00:18:02peaceful protests before the pensioners get
00:18:05remembered. uh for
00:18:08instance, when they're making a proposal again as
00:18:12if we should forget the one approved last
00:18:15year, they want to make another proposal
00:18:19again and they calculate
00:18:23the f requirement, they use serving
00:18:27personnel, the number of serving personnels about
00:18:30250 thous or there about of servicemen,
00:18:34army, navy, airforce to compute it.
00:18:39"the application is the constitutional right
00:18:43the pensioners, which is also reflected in the Nigerian
00:18:46Arm Forces Act, it's not factored into
00:18:50it, you will be told, it's not in the budget, what for next year,
00:18:54went for the other
00:18:54year, we
00:18:58feel is not necessary to always be dragging us into
00:19:02peaceful protest before we could get what we
00:19:05deserve." 'we feel we have paid our
00:19:09dues in patriotic service to this nation and there are
00:19:12stated entitlements, if the
00:19:16president approved her
00:19:20increase for military saving and retired
00:19:24categorically categorically mentioned it computed and included into
00:19:27the budget, there has been no categorical
00:19:31denial, it didn't happen, we
00:19:34wanted, we deserve it'.
00:19:38and we get the impression that some the office
00:19:42holders, some the high office holders who are supposed to
00:19:46execute the directives the president may
00:19:50not be telling the full truth to the
00:19:52president. for
00:19:55example, the 22nd
00:19:59November last year to be specific, 22nd November last year, one
00:20:03the three press releases made by the pres
00:20:07presidential spokes person was directed to salaries
00:20:11and wages commission to release the
00:20:14pay, the new increment immediately, that
00:20:18was November last year, the
00:20:22news circulated all over, if you
00:20:25check artificial intelligence,
00:20:28AI deep seek inquiry, you
00:20:32will get all this information, it's all there, because it's widely
00:20:36circulated in the media. can you hear me
00:20:38sir?
00:20:42so we we our plan now is we had
00:20:46actually planned to get to peaceful protest.
00:20:50at the ministry of finance this
00:20:53week, this week, wednesday, we will block anything,
00:20:57we will block any road, but it will be sitting there, all right, if you can hear me, we want to
00:21:01shift it, if you can hear me, yeah, i can hear you, fantastic,
00:21:05sir, first we want to thank you for your service, everyone
00:21:09of you who had served our nation, risked your life, some of your
00:21:12colleagues have paid
00:21:13the ultimate price, so we always say thank you for your
00:21:16service, and the country owes you debt
00:21:20a whole lot and you should be taking care of for
00:21:24the service you provided, I'm sure you're talking about the the circular that
00:21:28was issued by the military pension board about that increment,
00:21:31now but you said you've not had anything in terms of
00:21:35implementation and now you're hearing increments to the
00:21:39tune of between 30 to 80% for seven
00:21:42officers and nothing perhaps has been said about retired
00:21:46officers so may be the issue of...
00:21:50sequential adjustment will come in, so as at the last time you
00:21:54engaged with the people, what were
00:21:57they saying, as you said, you you protest peacefully, I think on
00:22:01Tuesday or Wednesday, we just have about two minutes, so what were they
00:22:05saying, and uh, is that the reason
00:22:09why you were not satisfied what we what they said, that's why you're protesting, and what
00:22:13do you want done
00:22:13immediately, what
00:22:17they were saying at the last time,
00:22:21in one hand, they were saying they are working hard to
00:22:25implement the last salary
00:22:28increase, yet in another language that's
00:22:32saying there is new
00:22:35increment to be announced to take effect
00:22:39from September this
00:22:41year and that new increment the
00:22:45total number of servicemen to be
00:22:47affected to benefit from made is
00:22:5025000,
00:22:54which obviously exclude military pension
00:22:58that are about 100 thous, so
00:23:02the what they now say, and there is no indication as to
00:23:06what it could be paid, the supposition
00:23:10is until is included into the next year's
00:23:12budget, and there is nothing we can make out of
00:23:16that, to us is road to now where if we couldn't get the...
00:23:20approved November last year, up to now, you are
00:23:24saying you are working hard to uh implement it at the same
00:23:27time saying uh there is new
00:23:30increment, not categorically
00:23:34covering the service man, mean the the retire
00:23:38raise, what it means is that even if the new one,
00:23:42which could be road to nowhere is included in the
00:23:44budget, pensioners could stay
00:23:48be told
00:23:49oh you are not. for in the budget still went further that is as
00:23:53per 2027 is ruled out for this is not talking of
00:23:57this year but our concern is the the approval of last
00:24:01year we are demanding for it now we are demanding for right now and we
00:24:05are prepared for peaceful protest in demand the
00:24:08presidential approval of last
00:24:10year well con it's a fine
00:24:14place to anchore a conversation with you
00:24:18um you and your colleagues deserve all the
00:24:20dignity and all the appreciation for the sacrifices that
00:24:24you most thank you indeed and we hope that the government
00:24:27indeed gets to pay attention to the demands
00:24:31of uh your you and your colleagues in the
00:24:35coming days. most thank you as always for your time. liftenant kel
00:24:39innocent Azubik retired is special
00:24:42forces counter terrorism and counter insurgency was
00:24:46joined us live from our buja broadcast center. thank you.
00:24:51"thank you, thank you, we are very grateful for your
00:24:54concern to ... our
00:24:56complaints, that's what we do here with network
00:25:00built and trust, and some these kind of issues, I mean, it's really, I'm not
00:25:04sure how any officer who is still in service would be
00:25:08receiving this kind of story, when you see that those who
00:25:12previously served the army and serve the nation are
00:25:15being treated in this manner, als
00:25:20the front lines and then when you serve and i don't know it's really
00:25:23it's really i think is important we get to hear from the ministry of defense uh
00:25:27cds oh i almost calling so there general christopher Musa and bello
00:25:31matawale who are in charge of that ministry uh this this is
00:25:35directed at you i know there's a pension board that is in charge
00:25:39of all of this but this said there was an increment to
00:25:43secular for pensioners last year but has not been implemented till
00:25:46now november last year till now and now the president is
00:25:50the magnanimity has also
00:25:52you know increased salaries of serving officers, so he's asking questions around
00:25:56about the 100 thous who were promised who have not been fulfilled,
00:25:59what is happening to them, so it's a very valid. question and we're going to stay on
00:26:03it uh for them to get what is due to
00:26:07them, they they've provided security for our country, they
00:26:11deserve the best we can give them now that they've left
00:26:14service, but that's it on the program, thank you so much,
00:30:39national chairman of a court party says osum
00:30:43state has been under siege by persons it describes
00:30:47as anti-democratic forces who are determined to
00:30:50harass, intimidate, destabilize and
00:30:54disenfranchise the electorate in oursian
00:30:57state.
