00:08:55group of economists, at least, who understand something about how
00:08:59the economy works. Behind this are some insane
00:09:02politicians. The author of the idea is, by the way, Mr.
00:09:05Patrushev. Three years ago, he made
00:09:08a tour, you know, of Russian regions, gathered governors and
00:09:12local party activists, as they used to say, and said that it was necessary
00:09:16to develop plans for transferring the economy to a mobilization footing. No one
00:09:19understands what this is, what is hidden behind it, what it's all
