00:08:16is made from paddy straw, agricultural residues, dry grass and other
00:08:20organic waste. This is considered a technology of the future because
00:08:23it can turn farm waste into fuel, but it is very expensive,
00:08:27so it is currently difficult to launch it commercially on a large scale.
00:08:30Is ethanol good for the country? Both the government and the industry
00:08:34believe that yes, it has benefits. Crude oil imports will decrease,
00:08:38foreign exchange will be saved, farmers' income can increase,

00:09:52to check the amount of ethanol. These were the questions,

00:10:06is often heard that 10,000 liters of water are spent to produce

00:10:13According to the government, the country's food security is not compromised
00:10:17for ethanol production. For this,
00:10:21feedstocks are used, i.e., the grain that is available
00:10:25after meeting the national food requirements. As far as water is concerned,
00:10:29the government says that in modern ethanol distilleries, about
00:10:323 to 5 liters of processed water are used to produce 1 liter of ethanol.
00:10:36In addition, many distilleries are now adopting technologies
00:10:40like Zero Liquid Discharge, in which the used water
00:10:43is purified and reused in the production process. Although we had
00:10:47already told you about the impact of ethanol on car mileage,
00:10:51the government has cited a study on this issue.
00:10:54Citing trials conducted under the Automotive Research Association of India,
00:10:58the government said that in passenger cars, testing of about 40
00:11:01thousand kilometers and in two-wheelers of 20,000 kilometers
00:11:05showed no significant effect on ease of driving or fuel efficiency,
00:11:09and only minor changes were observed in mileage.
00:11:12There are many other studies that have stated that E-20 does not
00:11:16harm the car's engine. But one question
00:11:20still remains: is ethanol blending just a government claim
00:11:24or is there solid policy and research behind it?
00:11:27The answer is found in NITI Aayog's Roadmap
00:11:31for Ethanol Blending in India 2020-2025 report.
00:11:34The report clearly states that for a country like India,
00:11:37the purpose of ethanol is not just to add a new chemical
00:11:41to petrol. There are three big goals behind this:
00:11:44first, to reduce dependence on crude oil imports; second,
00:11:48to create a new and stable market for farmers; and third,
00:11:52to reduce pollution and carbon emissions. The interesting
00:11:56thing is that the report does not hide the challenges either.
00:12:00It admits that with normal E-20 fuel, the mileage in some vehicles
00:12:03may decrease by about 6 to 7% because the energy density of ethanol
00:12:07is lower than that of petrol. But the report also says
00:12:11that future E20 compatible engines and flex fuel vehicles
00:12:14will be designed accordingly so that this effect can be
00:12:18largely reduced. That means the message of the NITI Aayog report
00:12:22is absolutely clear: ethanol is not a sudden decision,
00:12:26it is part of a long-term national energy strategy
00:12:30that has both benefits and challenges, and a phased
00:12:33plan has been made to move forward keeping both in mind. Friends,

00:12:40of the general public regarding the entire controversy

00:12:48Why does every big change in India start like this?
00:12:52Just look at the history of India in the last 25-30 years.
00:12:55A strange pattern repeatedly appears. In 2001-02,
00:12:58the Supreme Court ordered public transport in Delhi
00:13:01to switch from diesel to CNG to reduce pollution.
00:13:05Bus operators then said that where would they get CNG,
00:13:09the cost would increase significantly. There was a conflict between the government
00:13:13and transport companies, protests took place, and the court had to be strict every day,
00:13:17even imposing fines per bus. For about one or two years,
00:13:21the whole matter remained filled with disorder and tension. But today,
00:13:25that same CNG is part of the normal fuel system not only in Delhi
00:13:30That decision is counted among the major successes in pollution
00:13:33control. Then came the era of unleaded petrol. Even then, it was said
00:13:37that if lead was removed from petrol, engines would be damaged,
00:13:41car performance would decline, and old cars would not be able to run.
00:13:45The lead additive industry was also against the change. But gradually, leaded petrol
00:13:49was completely phased out. The level of lead in the air decreased,
00:13:52and there was a positive impact on people's health. And this change later became
00:13:56the foundation for modern emission standards like BS3, BS4, and BS6.
00:14:00Today, perhaps, many people don't even remember that there used to be leaded petrol.
00:14:03The Swachh Bharat Abhiyan also had a difficult start.
00:14:07In many rural areas, there was social and behavioral resistance
00:14:10to building and using toilets. But after continuous awareness
00:14:13campaigns, construction, and local participation, millions
00:14:17of toilets were built, and the problem of open defecation
00:14:20significantly reduced. All these examples show that
00:14:24big changes often go through a similar phase: first apprehension,
00:14:27then opposition, then improvement, and finally acceptance. That is
00:14:31why the ethanol debate also needs to be understood not just on the basis
00:14:35of viral claims or fear, but on facts, technology,
00:14:39industry experience, and long-term effects. There is also a political
00:14:43aspect to the ethanol story, which is less discussed.
00:14:46It is often assumed that the ethanol blending program
00:14:50is a recent development, while the fact is that its foundation
00:14:53was laid much earlier. During the UPA government,
00:14:57the target was to implement E-ten petrol across the country by 2008.
00:15:01Later, the roadmap for E-20 blending was also announced,
00:15:04with a target set around 2017. During that period, to increase the availability
00:15:08of ethanol, public sector companies also studied experiences from abroad,
00:15:12especially Brazil. But due to insufficient production, supply,
00:15:15and policy challenges, these targets could not be met on time.
00:15:19In later years, this program was continued. This example
00:15:23shows that in a large economy like India, many policies
00:15:27start with one government and continue under another.
00:15:31There is a continuance. Even if another party's government
00:15:35comes to power, in 2010, the UPA understood that ethanol
00:15:38was necessary for the country, but today, when the same
00:15:42Congress is in opposition, it is not ready to accept
00:15:46its own old decisions. Today, for them, this step
00:15:50is anti-people. This is also the biggest difference
00:15:53between Congress and BJP. The BJP government not only
00:15:56continued the ethanol blending policy that started during the UPA
00:16:00era, but also accelerated it. In 2014, blending was only
00:16:041.5%, while by 2025-26, it was brought to 20%.
00:16:08This was not a new policy, it was a continuation.
00:16:11When GST was implemented, Congress also opposed it,
00:16:14whereas the GST bill was brought during the UPA era.
00:16:18When Aadhaar was brought, Congress also called it surveillance,
00:16:22whereas the UPA itself laid the foundation of Aadhaar.
00:16:26But the BJP never turned its back on its old policies,
00:16:29neither GST, nor Aadhaar, nor ethanol blending,
00:16:33because it is an issue of the country's energy security, farmers' income
00:16:36and self-reliance. In the end, it is very important
00:16:40to understand one thing: India is a country of 140 crore people.
00:16:44No major policy is implemented overnight, nor can it be
00:16:47withdrawn overnight. Such policies are made after years of preparation,
00:16:51long discussions with ministries, experts, industry, states
00:16:55and other stakeholders. And once their roadmap
00:16:58is decided, it takes years to change or completely reverse it.
00:17:02The ethanol blending program is also one such decision.
00:17:05It did not start today. Work was done on it for years
00:17:09during different governments. Production capacity was increased,
00:17:13distilleries were built, automobile companies were prepared,
00:17:16and then slowly the country moved towards 20.
00:17:20Yes, there are some challenges in the initial phase, but
00:17:23if you look at the larger objective of this policy,
00:17:26the picture looks different. India imports almost
00:17:3085% of its crude oil from abroad. Every year,
00:17:33foreign exchange worth lakhs of crores of rupees
00:17:36goes out of the country for this. If the share of ethanol
00:17:40in petrol increases, dependence on imported oil
00:17:43will gradually decrease. This means that a part
00:17:47of the foreign exchange will remain within the country, and that
00:17:51money will reach Indian farmers, sugar mills, maize producers
00:17:55and the rural economy through the purchase of ethanol.
00:17:58That is, a part of the money
00:21:46that horizon line should never be in the dead center.
00:21:50It should either be on the lower horizon or on the upper horizon.
