00:15:03citizens, care, system, vulnerability to
00:15:07abuse, welfare, awareness and strengthening access
00:15:10to justice, this talk was part of a webinar
00:15:14organized by the department of justice. Senior citizens care,
00:15:17whether it is in villages or in cities,
00:15:21we have to create awareness about it.
00:15:25Or policy makers, NGOs, civil society or wider
00:15:28society need to be integrated into this. India, slowly
00:15:32but surely, is moving towards an aging
00:15:35tsunami. Better
00:16:08can emerge. In our culture
00:16:10and in our society, since ancient
00:16:14times, there has been a joint family system
00:16:17and a feeling of care and respect towards senior
00:16:21citizens. We are certainly seeing some slight cracks
00:16:24or slight strains in it. And
00:16:28these statistics you are seeing show that a very large
00:16:32number of people, 80% of senior
00:16:35citizens, live in rural areas. And a matter of concern is that a very
00:16:39large section of them are illiterate,
00:16:43less educated, and are only engaged in physical labor.
00:16:45More than 58%
00:16:48of women are above 60 years of age.
00:16:51Their economic condition or social support,
00:16:55emotional support, we need to work more on that.
00:16:58Broadly, the challenges that old age
00:17:02brings with it are not only at an emotional level,
00:17:05but also at a physical and mental level, they are very
00:17:09daunting.
00:17:12diseases, loneliness, and children
00:17:15moving to outside cities for work,
00:17:18and because the body is weak,
00:17:22physically or mentally you are not as capable,
00:17:26so you are not able to work as much by going out of the house.
00:17:30Therefore, livelihood-related problems are also emerging
00:17:34As changes are coming in society, the family
00:17:38structure is undergoing
00:17:42a transformation. So earlier, what used to be a silent
00:17:46problem or was talked about behind closed doors,
00:17:49now slowly the media and other
00:17:52awareness or Resident Welfare Associations, Senior Citizen
00:17:55Associations, Pensioners Associations and even
00:17:58NGOs are now bringing this out in the open
00:18:02and talking about it. When this survey was done for the last seven years,
00:18:05who commits this elder abuse? Then very shocking figures
00:18:09came to light that at least the survey showed
00:18:13that across India, 82%
00:18:17of adults, their children, sons and
00:18:20daughters, and daughters-in-law who
00:18:23take care of them, whether they are formal caregivers or informal
00:18:27caregivers, the bedridden people were found to be
00:18:31victims of this. Many senior
00:18:34citizen women who beg have also been victims
00:18:38of sexual exploitation. Financial
00:18:41exploitation or financial abuse is more often discussed
00:18:44because it is related to property. Getting checks
00:18:48signed from them by intimidating, threatening, or enticing them,
00:18:51getting property papers transferred in their name, and then throwing
00:18:55them out of the house, you must have often read about this
00:18:59in the media. So the question arises that abuse also happens to children,
00:19:03and also to women, so why are we more vulnerable
00:19:06or susceptible to elder abuse? So there are some
00:19:10reasons for that. You all must have
00:19:13heard the word Alzheimer's or dementia.
00:19:16So mental health-related issues are becoming
00:19:20very pronounced. And
00:19:23if a person does not know about himself, about his condition,
00:19:26about his finances, about his food,
00:19:30if he has problems with forgetting, then he becomes more
00:19:34vulnerable to abuse. Secondly,
00:19:37especially in urban areas, loneliness
00:19:40or children moving away, social
00:19:44isolation, reducing interaction with people of their age,
00:19:48reducing going out, that also increases
00:19:51vulnerability to abuse. And another
00:19:53thing that came to light in the survey
00:19:57is the stress of caregivers. In that also, the people
00:20:01who take care of them are sometimes unable to bear the pressure
00:20:04and in that frustration, they commit atrocities
00:20:08or ill-will towards senior citizens.
00:20:11In this, one more thing has been observed
00:20:15that those senior citizens who are financially insecure,
00:20:19who do not have a regular income, savings,
00:20:22or have very little knowledge about their rights
00:20:26or government schemes or laws,
00:20:30they are more physically and emotionally vulnerable to elder
00:20:34abuse, and the dependence on the caregiver
00:20:38also somewhere increases their vulnerability.
00:20:41One abuse is what
00:20:45their caregivers, society or family members
00:20:48do. Another type of abuse is self-neglect.
00:20:52When a person becomes very disappointed or
00:20:55indifferent towards society or family, then he
00:20:58also becomes indifferent towards himself, and in such a situation,
00:21:02taking medicine on time, eating food, maintaining his hygiene,
00:21:06going out for prayers, all those things that they stop
00:21:10doing, are also considered
00:21:13themselves. The broad signs we all know
00:21:16of physical abuse, neglect, can be marks of injury,
00:21:20marks of burns, or any senior citizen
00:21:24who was doing normal activities but suddenly withdrew,
00:21:28stopped talking, stopped going out, meeting friends,
00:21:31or completely stopped their daily activities,
00:21:35and in their financial situation, suppose you suddenly see
00:21:38a lot of change, that earlier they were fine
00:21:42and now they have no money to spend,
00:21:45or you hear sounds
00:21:48of them being beaten or abused in the house,
00:21:52their caregiver and senior citizen, their
00:21:55hygiene, their daily needs, their medicines,
00:21:59all this and if their health
00:22:01is unexplainedly bad for a very long time,
00:22:05then these are some symptoms or signs by which you can
00:22:08find out that everything is not right with the senior
00:22:12citizen. Intimidation, sidelining them in any matter,
00:22:15not discussing about them, financial exploitation is very
00:22:19pronounced and is increasing a lot. Our ministry's
00:22:22national helpline, 14567
00:22:26Elder Line, gets a lot
00:22:29of cases related to this, in which either by misleading
00:22:33them or by love or by enticing them, whether
00:22:36they are domestic helpers working in their house, or family
00:22:40members, caregivers, once they get something in their name,
00:22:44then they face a lot of problems. So this kind of awareness
00:22:48is very important for senior
00:23:50citizens, I would definitely like to talk about
00:23:53one first and foremost thing with you, senior citizens
00:23:57themselves taking responsibility for themselves, when
00:24:01they are in their 40s or 50s or early 60s,
00:24:04taking responsibility for their health, for their food on time,
00:24:08taking care of their savings, not spending
00:24:10all their money on their daughter's marriage
00:24:14or building a house, this is our
00:24:17retirement counseling, this is our main duty.
00:24:20Secondly, those who work
00:24:24for them, professionals, health workers or financial
00:24:28workers, spreading awareness among them. The
00:24:31agencies that work for them, lawmaking, law enforcement, police,
00:24:35NGOs, paralegal volunteers,
00:24:38providing them with information about what elder abuse
00:24:42is, what the maintenance act is. And
00:24:46at the grassroots level, the agencies
00:24:50whether it is panchayats, or RWAs, or
00:24:53other associations, urban local bodies, there should
00:24:56be some kind of facility.
00:24:59This is very important. In the changing environment,
00:25:03having only old age homes is not enough for us. In the coming
00:25:07times, day care centers, multi-service
00:25:10centers or such places for intergenerational
00:25:13bonding, some schools or colleges should have a designated place
00:25:17where they can come
00:25:21and meet people of their age. The nodal
00:25:24Ministry of Social Justice and Empowerment has played a critical
00:25:27role in the welfare of senior citizens,
00:25:30and this scheme was launched in 2010, Regional Resource and Training Centers
00:25:34on Aging, and our main role in this
00:25:38is to provide technical support and inputs to the Ministry.
00:25:42We train the agencies that are allocated to us
00:25:45in the states, and multiple agencies, whether they are schools,
00:25:49colleges, panchayats, health departments,
00:25:53every department that deals with senior citizens, we
00:25:57provide them with training, capacity building, handholding, and awareness.
00:26:00Campaigns are conducted on a wide scale. Every year
00:26:04when October 1st comes, Senior Citizens' Day,
00:26:08themes are decided, sometimes financial, sometimes legal,
00:26:12sometimes health, and aging with dignity,
00:26:15dignified old age is our main aim. So this is the
00:26:19broad mandate from training and capacity building to research to
00:26:22advocacy to data bank generation, and a very
00:26:26important thing in this is ensuring a
00:26:29model implementation of old age homes. What kind of facilities
00:26:33are available in the old age homes under the ministry, CCTV, and
00:26:37all the workers working there, the inmates, their supervision
00:26:40and handholding also comes under our scope of work.
00:26:44Like International Day of Older Persons Mass Awareness Program, in which

00:26:55this and it should be observed in all your circles.
00:26:58In this, we take out rallies, do road shows, seminars,
00:27:02workshops, and the ministry
00:27:05plays a very important role, an oath
00:27:09is administered,
00:27:13through the young generation that we will take care
00:27:16of our senior citizens throughout their lives and
00:27:20our normally ministers and other senior
00:27:23people conduct this. Swachhta Diwas, Yoga Diwas, and Aging
00:27:27with Dignity Campaign, as I said, apart from this, we conduct
00:27:31sensitization programs on different policies for
00:27:34one day each. Elder's Month is in October, the entire
00:27:38month we implement different
00:27:40activities almost up to the district level
00:27:44in India. In this, we especially give importance
00:27:47to women in the program, the Matri Shakti
00:27:50program is on senior citizen women. One more
00:27:54very important thing is that the condition of senior
00:27:58citizens aged 70, 80, 90 years in different
00:28:01jails is also being worked upon in collaboration
00:28:07Welfare Department and Home Department. And this Aging with Dignity
00:28:10campaign is now a pan-India campaign that runs in collaboration
00:28:14with state governments. Our organization
00:28:17Anugrah Delhi State Legal Services Authority in Delhi, in collaboration
00:28:21with the Delhi High Court, runs India's only
00:28:25unique center, Swabhiman
00:28:28Parisar. This series started in 2010.
00:28:31Samman Kendra, Swabhiman Kendra, Leh Ladakh,
00:28:35Uttarakhand, Jammu Kashmir, at many places
00:28:39and Haryana, and now in Delhi, these awareness
00:28:43programs that reach their doorstep, this is what
00:28:46I was mentioning to. So it basically focuses legal aid,
00:28:50counseling, training and holistic care, India's first
00:28:53model welfare center for senior citizens. As I said to all of you,
00:28:56we have to work collectively towards a
00:28:59society which is an age
00:29:02friendly India and age friendly society and especially I would
00:29:06say youth has very important responsibility not only
00:29:09government but all the stakeholders
