00:00:03transport system.
00:00:09two small villages,
00:00:14is also enormous.
00:01:10cables, it has connectivity
00:01:24the most horrific type of accident.
00:01:47Hello, welcome to DD News, I am Gaurav Srivastava with you and
00:01:51you are watching our special program Charcha Mein. The speed of Indian Railways,
00:01:55which carries thousands of passengers to their destination,
00:01:59is as great as the responsibility of its safety.
00:02:02Now, in this security system, the role of modern technology
00:02:06with our special guests is continuously increasing along with human vigilance.
00:02:10In this direction,
00:02:13Saathi, always with both of you. Kavach 4.0 has been approved for installation
00:02:16on 607.7 route kilometers of railway track
00:02:19in the Lucknow division of North
00:02:22to fight every monster comes, Eastern Railway, which will cost more than ₹252 crore.
00:02:25This automatic train protection system,
00:02:28developed in India, monitors the train's speed, location,
00:02:32and signal status and alerts the loco pilot
00:02:36in case of danger, as well as assisting
00:02:39with braking when needed. RFID
00:02:42tags on the track, optical fiber and communication
00:02:45network, loco Kavach installed in the engine,
00:02:48station Kavach and signaling
00:02:52system - all these together create a high-tech
00:02:56network for train safety. In Kavach 4.0, capabilities
00:02:59such as location accuracy, signal information in large railway yards,
00:03:03and integration with electronic interlocking have been further improved.
00:03:06This means that railway safety is no longer limited
00:03:10to tracks and signals, but rather
00:03:13a complete safety chain
00:03:17from train to track and station to control system
00:03:21is being formed, and this kind of system shows how the high-tech railway system
00:03:25is continuously growing. So today we will discuss
00:03:29this system with a special guest and tell you what
00:03:32has happened in Indian Railways and in Uttar Pradesh,
00:03:35where we are continuously seeing the expansion of Northern Eastern Railway
00:03:39and its high-tech systems. What is going on there,
00:03:43because the high-tech direction in railways
00:03:47is continuously growing, and that is why, in terms of technology
00:03:50and even how a safe
00:03:54structure can be built, the railway is continuously
00:03:57working effectively on this. And all this is happening
00:04:01because there is a continuous direct focus on it. So let's start
00:04:05our special program Charcha Mein and know
00:04:09every small and big thing related to it.
00:04:14such efforts are also being made
00:04:16To carry out this work,
00:04:24are all coordinating A new initiative has been taken to further strengthen safety
00:04:28in rail operations. Approval has been given
00:04:32to install Kavach 4.0 on more than 600
00:04:36route kilometers in the Lucknow section of Northern Railway. The cost of this project
00:04:39is more than 250 crores.
00:04:41safety will increase, The Ministry of Railways has said that the approved project
00:04:44will expand Kavach 4.0 in the remaining identified sections.
00:04:48This will further strengthen the available security
00:04:51infrastructure for rail operations. Kavach is an indigenously
00:04:54developed automatic train protection system, designed
00:04:58to improve operational safety. This system helps
00:05:01prevent passing signals by automatically applying brakes
00:05:05as needed at the point of danger. It assists in safe traffic
00:05:09by monitoring rail operations. Kavach 4.2 is the newest
00:05:13and most advanced version of this system.
00:05:16It has been continuously developed through technical upgrades
00:05:20based on operational feedback and independent safety assessments.
00:05:23So, such systems are being seen continuously,
00:05:26and that is why this upgrade is being prepared
00:05:30continuously for Kavach, because Indian Railways
00:05:34is constantly vigilant, and that is why
00:05:37all technical facilities should be available to passengers,
00:05:41and most importantly, how much safety should be observed
00:05:45there and how safe their journey can be. For this, such efforts are continuously being made.
00:05:49We have continuously seen an increase in Indian Railways. If we talk
00:05:53about the budget, it has also been increased year after year,
00:05:56because ever since they were connected to high-tech systems
00:06:00in terms of technology, a new role has been preserved
00:06:03for even more high-tech systems, and all this has become important
00:06:07because Indian Railways is continuously moving forward,
00:06:11and as this fast pace continues, all kinds of activities
00:06:14are being done to provide a safe and comfortable journey,
00:06:18and continuous focus is being placed on this. Focus is being placed on its infrastructure,
00:06:22and for this, there are many important points
00:06:25that are being seen, and
00:06:29that is why we are continuously seeing what
00:06:32the current situation is saying. So in such a situation,
00:06:36if we look clearly,
00:06:40this shows a big initiative in itself. So in such a situation,
00:06:43this is very important, and apart from this,
00:06:47all the other activities are also being seen,
00:06:51that how it is moving towards
00:06:53much improvement.
00:07:00And there are some more important facts that we will introduce you to,
00:07:04but before that, some special guests have joined us. Let me introduce them to you.
00:07:08Let me tell you that Anil Kumar Khandelwal, former member, Infrastructure, Railway Board,
00:07:12is joining us, and also Mohammad Jamshed is joining us, former member, Traffic,
00:07:16Railway Board. So let's start
00:07:19and know what kind of situation
00:07:23is currently being seen here. First of all, I will turn to you
00:07:27and ask you how this continuous promotion of infrastructure
00:07:30is being seen, these technical
00:07:34things that are being seen, and clearly, how important Kavach 4.0
00:07:36appears to be.
00:07:39Namaskar Gaurav ji and all the viewers.
00:07:42Kavach further strengthens
00:07:46the motto of Indian Railways to provide safe
00:07:50travel. This will further
00:07:53help us in safely transporting our passengers and goods
00:07:57from one place to another. As you just mentioned,
00:08:00when trains run on the same line,
00:08:04sometimes two trains come on the same line, then
00:08:08the train stops automatically with automatic braking.
00:08:12Similarly, if a train is going on a loop line and
00:08:15due to human error the point is set incorrectly,
00:08:19then the speed will automatically decrease and it will enter the loop line
00:08:22at the same speed of 30 kilometers per hour. So, this kind of system
00:08:26has been developed very quickly by the engineers of Indian Railways.
00:08:29In July 2024, we
00:08:33finalized the specification of Kavach 4.0,
00:08:37and within one year, it was launched
00:08:40and
00:08:43deployed in the field. As of today, Kavach
00:08:474.0 has been deployed for almost 5,000
00:08:50kilometers, whereas if we compare it
00:08:54with the comparative technology of ETCS 2
00:08:57in the world, it has been installed for about 90,000 kilometers
00:09:01across Europe, but there it was deployed for about 15-16,
00:09:05roughly 2,000 to 300 kilometers,
00:09:09and only recently has it reached 10,000 kilometers.
00:09:13Whereas Indian Railways made specifications in July
00:09:17and has now deployed it very quickly, and it has reached 5,000 kilometers.
00:09:20Tenders for 25,000 kilometers
00:09:23have been finalized, and work is progressing rapidly.
00:09:28RDSO, Railway Board,
00:09:32and a special cell created in Hyderabad
00:09:37with their agencies. This is a completely indigenous
00:09:41technology, and
00:10:12efforts are being made to gradually overcome this human error,
00:10:16and Kavach 4.0 is
00:10:19an initiative in that direction,
00:10:22and Indian Railways is working rapidly on it. Okay, Jamshed ji, as
00:10:26we are seeing that in the current era, we are seeing that these high-tech
00:10:30systems are being made even more high-tech. How will it play a big role
00:10:34in traffic control? How is it being operated,
00:10:38and how will this budget that has been sanctioned, which we will see
00:10:41in the coming time, how its roadmap will also run
00:10:45at a faster pace on the ground? What is the entire infrastructure
00:10:49designed for it, and in terms of connectivity
00:10:53and also traffic advisory and traffic control,
00:10:56how important will it be? Thank you
00:11:00Gaurav for inviting me here. This is a very important issue,
00:11:03and most importantly, it is related to safety,
00:11:07because Indian Railways is a very safe mode of transportation, and it is also an economical mode of
00:11:11transportation in itself. As far as Kavach is concerned,
00:11:14we cannot talk about the entire accident. Accidents are of
00:11:18three or four types. The most important
00:11:22consequential accident is collision.
00:11:25Collision happens when the driver
00:11:28crosses a signal that is red, because the driver has total control,
00:11:32so it is possible that due to human error,
00:11:36he might cross the signal. Crossing the signal means
00:11:39that you will have a collision with a train standing ahead.
00:11:42This type of accident, the collision one,
00:11:46causes the most deaths. This is
00:11:49This Kavach is to prevent this accident.
00:11:53There will be many other allied
00:11:57things in the coming days, such as these things will also protect
00:12:00at high speeds, but the most important thing is that it will protect against collisions. Its trial
00:12:04started in 2016, by 2018-19,
00:12:07later in 2024, RDSO approved it again,
00:12:11then the version of Kavach 4 came, and the version of Kavach 4
00:12:14is also going to be implemented. Khandelwal ji just said that
00:12:18it is going to be more than 25,000 kilometers in many places, but we want to see
00:12:21as soon as possible that this Kavach has been installed here,
00:12:25it has come in all locomotives, it has come on the track side,
00:12:29and now the chances of such a collision, any accident,
00:12:33have been completely eliminated. Our Capex is 2,9300 crore,
00:12:36the budget for capital expenditure, this is the highest
00:12:40till now, which used to be 20-30 thousand 10 years ago,
00:12:44it has now increased to around 2-3 lakh crore,
00:12:47and our revenue of 3 lakh crore is also generated, so it is very essential
00:12:51that out of 3 lakh crore, more than 1 lakh crore is being spent
00:12:55on safety, and the safety record has also improved a lot,
00:12:58as you might know, if we talk about a figure
00:13:02that we always mention, which is a global figure
00:13:05that how many accidents per million
00:13:09train kilometers, that figure used to be
00:13:110.11, it has now dropped
00:13:15to 0.01. So Indian Railways' safety record
00:13:19at this time stands among the best safety records
00:13:22in the world's major railway systems.
00:13:25Absolutely, Anil ji, the question is, as we are seeing now,
00:13:29we are talking about Northern Eastern Railway, which clearly shows UP and Lucknow.
00:13:33Apart from this, we are seeing that such activities
00:13:36are being accelerated across the country on different forums.
00:13:40What kind of roadmap has been kept, and how is it proving
00:13:44to be very effective for security purposes?
00:13:47Because different states have different circumstances,
00:13:51and the ground situations there are different,
00:13:55so how is it being implemented there?
00:13:59Gaurav ji, more than 40% of Indian Railways'
00:14:02traffic runs on only 16%
00:14:06of tracks, which is called the Golden Quadrilateral and Diagonal.
00:14:10So, the implementation of Kavach has also been started
00:14:13in a phased manner. First, Delhi-Mumbai and Delhi-Howrah.
00:14:17In this, about 85% of the length of work
00:14:21has been completed. This
00:14:24total of about 2500 kilometers of work has been completed.
00:14:27Yes, and after this,
00:14:31tenders for the entire Golden Quadrilateral and Diagonals have been finalized, because more trains run here.
00:14:35So, as Jamshed sir just said,
00:14:38if there is a human error on the same track and
00:14:42due to signal failure or any wrong
00:14:45operation, two trains come on one track, then
00:14:49with this system, the train will automatically apply brakes 300
00:14:52meters away and stop. And the most
00:14:56dangerous accident, which we call collision,
00:14:59which Jamshed ji just mentioned, we can avoid all that with this.
00:15:03So, along with the speed of the train,
00:15:06and with safety, public confidence will increase
00:15:09that yes, our trains are safe and are becoming safer.
00:15:13Absolutely, the expenditure on infrastructure, as you all know,
00:15:16the budget was merged in 2017. Before the budget was merged,
00:15:20when the railway budget was separate, the infrastructure budget
00:15:24used to be 2000-3000 crore. Today, as Jamshed ji said,
00:15:27we have reached 3 lakh crore, and in all directions,
00:15:31along with Kavach, railways is working in all other directions
00:15:35to provide a safe
00:15:40The motto of Indian Railways is Safety First,
00:15:44Always First. Our aim is that we
00:15:47bring accidents to zero. As Jamshed ji just said,
00:15:50we have reduced it by 120%,
00:15:54a lot, but our aim is to reach zero,
00:15:57and for that, all these modern
00:16:00technologies are being used more and more. Definitely, these are all such
00:16:04things that are making them more high-tech. The effort is to use even more advanced
00:16:08technology that will also provide convenience to people
00:17:40Welcome back after the break. Let's tell you through some more figures
00:17:44what has happened and how continuous progress
00:17:47is continuously moving forward. Let us tell you what will change with the approval
00:17:51of Kavach 4.0 in the strong security of the railway.
00:17:55What is the current situation and what is the roadmap for the future?
00:17:58Actually, the approval to install Kavach 4.0
00:18:02in the Lucknow section of North Eastern Railway in UP
00:18:05marks a major turning point in itself. Kavach 4.0 will be installed
00:18:09on approximately 607.7 route kilometers of railway track,
00:18:12and this will significantly increase safety. This means
00:18:16that it is very important from a security point of view.
00:18:20More than ₹252 crore will be spent on this project,
00:18:23and such a budget has also been allocated.
00:18:27In addition, Kavach 4.0 will also be expanded
00:18:31in the remaining identified parts of the Lucknow section,
00:18:34which will play a big role in itself. Apart from this,
00:18:38Kavach 4.0 is also promoting the indigenous
00:18:42automatic rail protection system developed in India, because in the current situation,
00:18:46efforts are clearly being made to make it more high-tech.
00:18:49It monitors train operations and signal status,
00:18:53and clearly focuses on preventing any kind of activity
00:18:57or incident. In case of danger,
00:19:01it helps in applying brakes automatically if needed, and it not only applies brakes
00:19:04but also provides some signals that somehow reach
00:19:08where related activities
00:19:12are seen. In such a situation, its purpose is to help prevent
00:19:15the train from crossing a point of danger or a signal, which in itself
00:19:19shows a great example of how the purpose of safety
00:19:22has been kept here, and that is why these figures become very important.
00:19:25Kavach 4.0 is the new and more advanced
00:19:29version of the Kavach system, and that is why we are now seeing
00:19:32how it grew after its implementation started
00:19:36in 2015, because it was upgraded
00:19:39based on operational experience, feedback, and independent
00:19:43safety, and this upgrade is continuously growing, because we are seeing a special focus
00:19:46on technology, whether it is Artificial Intelligence or other things,
00:19:52to make railway connectivity stronger and more robust,
00:19:56so that something else can be implemented to show the picture of change
00:19:59and upgrade it. In such a situation, with this expansion, the existing
00:20:03infrastructure for rail safety in the Lucknow section
00:20:07has become even stronger. So all the efforts
00:20:11are visible, and all this shows how vigilant the railway is
00:20:14about making the journey safe and comfortable for people.
00:20:18This is clearly being focused on. Two special guests
00:20:21are continuously with us. Jamshed ji, I am turning to you,
00:20:25and as we are seeing that the high-tech system is being made high-tech,
00:20:29but the current era is also seeing Artificial Intelligence.
00:20:32So should we assume that such situations can also be seen
00:20:36where it will be further upgraded and such signals
00:20:39will be made even stronger by connecting it with Artificial Intelligence?
00:20:43First of all, we would like to say that apart from our busy routes,
00:20:47Golden Quadrilateral and Diagonals, this is such a system,
00:20:50such a security system, because of which, wherever
00:20:54a train is running, even if it is a train connecting
00:20:59if a collision happens and passengers are injured
00:21:03in it, then this is a very big thing, so it can be implemented anywhere,
00:21:07and as you just mentioned, the Lucknow
00:21:10Division of North Eastern Railway has been covered
00:21:13for 607 km at a cost of 252 crore. Before this, just two months
00:21:17ago, on August 12, the North
00:21:50Vande Bharat trial was done on 160 km,
00:21:53on this Kavach, and it was successful. Similarly,
00:21:57it has connectivity with optic fiber
00:22:00with control rooms, so this is a very modern version,
00:22:04and as Khandelwal ji said, it has been there in Europe for a long time,
00:22:08but its expansion, that kind of proliferation, has not happened yet.
00:22:12The automatic train protection system in Mumbai's suburban system
00:22:15has been there for a very long time, even before independence,
00:22:19and it is still going on. The improvements
00:22:22we are making will cover 6800 kilometers of route
00:22:25and will ensure the safety of railways and passengers
00:22:29across India. Absolutely, Anil ji,
00:22:33the question is that in the upgradation we are seeing,
00:22:37there are also talks of more upgradation. What technology will we see
00:22:40in the more updated version? What new things are being added,
00:22:44if we talk from the railway's perspective? Yes, Gaurav ji,
00:22:48as you just wanted to know
00:22:50about AI implementation, so in the Kavach that has been developed,
00:22:54the engineers of Indian Railways have just
00:22:56developed a universal braking algorithm with
00:23:00the help of AI
00:23:03and our engineers of Indian Railways.
00:23:07In this, earlier when we used to test
00:23:10braking, we have hundreds of types of coaches,
00:23:14many types of engines, many types of wagons,
00:23:18so their braking distances are all different.
00:24:21And in this way, it has been certified by international
00:24:24safety assessors. This is the first time that any system of Indian Railways
00:24:28has been certified by international
00:24:31safety assessors, and this is SIL 4 certified. So in this way,
00:24:35and for its central control, where it has been implemented,
00:24:38CRIS has just developed a software called Suraksha
00:24:42which centrally monitors its progress
00:24:46and implementation with the help of AI.
00:24:49So our Indian engineers are taking it towards
00:24:52faster modernization and implementation. Absolutely,
00:24:55and for the coming time, we can say
00:24:59that it will show a very strong security system.
00:25:02Jamshed ji, the question that we are seeing
00:25:06is that there are still many questions in mind that
00:25:10the current working system and the continuous increase
00:25:14in Kavach will be seen in the coming time. So in such a situation,
00:25:17Kavach 4.0, is its outline being kept for the future?
00:25:21Where can it be implemented in the coming time? As we just saw,
00:25:24its implementation is being done in UP and clearly
00:25:28around the Lucknow section. Apart from this, if we talk about
00:25:32different corners of the country, how is it being expanded there?
00:25:35Has any outline been determined for that as well? Gaurav ji,
00:25:38there are many parameters, there are many parameters,
00:25:42in which Kavach is one. Apart from Kavach, there is talk of automatic signaling.
00:25:46Apart from that, we are talking about grade separators
00:25:50so that safety can be ensured in every way. This is also necessary
00:25:53so that all our targets,
00:25:56our freight and passenger
00:26:00transportation targets, are also met, and the financial health
00:26:04of Indian Railways should also be ensured at the same time,
00:26:07because accident is such a thing that whenever even one accident happens,
00:26:11not only is there loss of life and property, but the disruption of traffic
00:26:17For doing this, first of all, all the busy routes,
00:26:21the Golden Quadrilateral as I mentioned, and its six diagonal routes,
00:26:24apart from these, Kavach is coming on the busy high-density routes,
00:26:28and at the same time, as I said, identified sections like the North Eastern,
00:26:31which is a very heavy passenger-oriented section, such sections are also
00:26:35being picked up, and I think that the way Indian Railways
00:26:39with a Capex of 3 lakh crore will be spent,
00:26:43in which around 1.25 lakh crore will be spent on safety,
00:26:46and it is happening every year, this year also the progress is very good,
00:26:50so we will ensure 100% safety. Absolutely, because the budget is continuously increasing,
00:26:53and this is all that is there, that is why all the technology
00:26:57is also being used to make the journey of passengers
00:27:00easy and also safe.
00:27:02So for this, the efforts are going on at a fast pace, and that is why this approval
00:27:06will take another decisive turn in the coming time,
00:27:10and keeping in mind the safety of passengers, their journey will be very safe.
00:27:14Thank you very much Anil ji and Jamshed ji for joining us
00:27:18and for having a detailed discussion with us here. So with this,
00:27:21in today's topic of Charcha Mein, that's all for now. In this special
