00:06:13said if the Liberal Democrats were to form the next government, they would cut fuel
00:06:17duty and rail and bus fairs a cost of around two

00:06:28diesel. thanks to Trump's idiotic war with Iran, people
00:06:32are paying a fortune just to fill up the car, so we think we should have
00:06:36cut in fuel duty tax for the next three months to
00:06:39cut the price you pay at the pumps by 12p. liter
00:06:43that would really bring help just when it's needed and it will pay for itself because the government's
00:06:47getting huge amounts of tax revenue from these higher oil and gas prices, they
00:06:51should give it back to people. the conservatives
00:06:55are calling on labor to cut welfare spending at next month's budget,
00:06:59warning the government must confront what they describe as Britain's
00:07:02economic peril. the role comes as inflation reaches
00:07:06five month high of 3.1% with chancellor John Healey due
00:07:10to deliver the budget at the end of October. but Bridget Philipson
00:07:13insists benefits support young people into work and lift children
00:07:17out of poverty. Some the hardest working people I know
00:07:21are people that are in law-paid jobs. They work incredibly hard, they do the right thing,
00:07:25they don't earn huge amounts of money, and they deserve support to, and to that point about
00:07:29child poverty, one the biggest indicators is to what whether you will go
00:07:33to live a good life where you can contribute as whether you grow up in poverty. Therefore, tackling
00:07:37child poverty, lifting children out of poverty is absolutely the right

00:09:23so welcome aboard, I'm Nanna Aquare, in is the prime minister plotting
00:09:27early general election. labor sources claim that Andy
00:09:31Burnham wants to call a snap election within the next year to
00:09:35seek a fresh mandate to raise taxes. chancellor John
00:09:38Healey is reportedly considering series of tax rises ahead of next month.
00:09:42budget is the treasury looks to raise an extra 10 to 15
00:09:46billion pounds. We're joining me to discuss this is former labor MEP
00:09:50Sean Spears. Uh, Sean. So here we are again, there
00:09:54they are, asking for more money, but yet there's no sign of any
00:09:57productivity, and they are enlarging the public sector while
00:10:01shrinking the profitable part the economy, which is the private
00:10:04sector. Well, I, I, I think that's a
00:10:07rather biased characterization. Well, I don't think it's got anything to do with bias. I
00:10:11think it's true.
00:10:14Well
00:10:15the what you've got across the world is governments in power that are
00:10:19struggling because of uh the um Ukraine
00:10:23war price shock shock. of oil there, then Iran, you
00:10:27got uh, the most unpopular chancellor ever in Germany, the most unpopular
00:10:30uh president ever in France, you've got Trump looking a drubbing in
00:10:34the midterm elections, that the times are tough for the world
00:10:38economy, I don't think uh, this is at all unique to the
00:10:42UK, and what's worse in the UK is is the waste the
00:10:45austerity years following 2010, and Brexit, which has had
00:10:49huge and damaging impact on the UK economy, so
00:10:53I i think whoever is in power, they're going to... face uh some difficult choices. well,
00:10:57I put it back to you that what you've said is quite bias that Brexit, I mean a lot
00:11:01of people hop on about Brexit instead of focusing what is going on right now,
00:11:05so right now the welfare budget is
00:11:08ballooning, so the welfare state is now taking up
00:11:12most the taxes, so we're paying more for wealth than they're taking
00:11:15tax. let's be honest here, these are
00:11:19policies that the labour government could start looking
00:11:22to change, so for example reducing the... air state, you could
00:11:26reduce the civil service, you could get quite a lot of money, eat quite a lot of
00:11:30cash out of doing lot of those things, but no,
00:11:34yeah, well look on Brexit, it's not bias, it's it's a fact that Brexit has cost the UK
00:11:37economy about 6% of growth, I mean that's that's bank of England figures, OBR
00:11:41etc. so that's not how
00:11:44many times, well the OBR, well they might get their predictions
00:11:48wrong, but the their analysis I think is pretty sound, is pretty
00:11:52sound, I mean I don't, no, honestly,
00:11:54come on, no... thinks that Brexit was economic success for the UK, let's let's park that,
00:11:58it's because we can say it's the behavior the politicians
00:12:02though, they didn't really capitalize on what was in front them, they didn't want to do it,
00:12:06many them so they didn't, there was no will, so they literally stood in their own
00:12:10way, so there was no way Brexit was going to be success simply because they didn't want
00:12:13it, yeah, you got the wrong type of Brexit, like you got the long wrong type of
00:12:17Russian Revolution, I mean,
00:12:19it was, it was disaster economically, let's park that, but I, I think on
00:12:22welfare, clearly the government is going to have to cut the... welfare bill and about
00:12:26half of it goes to old age pensioners, and so lot of people are looking at the triple lock,
00:12:30but that's clearly very controversial. uh, the question is, do you just sort of
00:12:34slash it, which obviously the last government decided not to do, which is
00:12:37why the the welfare b blooned under the conservatives as
00:12:40well, or do you try and find a way to help people into work and
00:12:44and and ensure that you don't just kind of create a
00:12:48generation with no opportunities, you lot the money goes to try to help
00:12:52children, we don't want children growing up in poverty, that that's
00:12:55immorally wrong, but it's also stupid because they'll end
00:12:58up uh kind of not being able to uh do good
00:13:02jobs, not being productive, not paying taxes, more of inclined to go into
00:13:06crime etc. so you got to cut the welfare bill carefully, and
00:13:10that's clearly really, really difficult. i think the choices any government
00:13:14is going to face is really difficult, that's why the conservatives were slung out with such kind
00:13:18of so decisively two years ago, because they screwed it
00:13:21up. the question is, can this government not screw it up as well? could... government not screwed
00:13:25up, the country, there's less money around, well, I think
00:13:29a government could perhaps start looking at growth, they could
00:13:33start cutting down the size the civil service, which is larger than it was even
00:13:36during COVID, so I mean, we don't have COVID in the situation, we're not
00:13:40in that situation, but somehow we've ended up with this double-sized
00:13:44civil service pretty much and less productivity, which is makes
00:13:48no sense, and there is a fortune in savings right there, and also
00:13:52the NHS, another big. place where it becomes a
00:13:56black hole, instead of making it more efficient and trying to look at where it can be
00:14:00improved and stop wasting money on procurement and all the other stuff,
00:14:04nobody's looking any of that, they're just looking at more money to pump these
00:14:07things. no, of course they are looking at it, and and this is
00:14:11major, but they are, just it's it's turning around an oil tanker
00:14:15isn't it, it's very slow, but it clearly lot the um investment
00:14:18in the NHS that labor introduced when where Streeting was health minister
00:14:22was was contingent on improvements. productivity, the whole question
00:14:26of UK industrial productivity goes back 30 or 40
00:14:30years, and it's a mystery, we are less productive as a country, we we've
00:14:34squeezed immigration now, which again is having an impact on the economy, but it
00:14:38may also help with productivity, because you can't import cheap
00:14:41workers, then we'll have to work harder at training our own workers, which should increase
00:14:45productivity, but these things are going to take slowly, the the civil
00:14:49service, the government have got plans to slim down the civil service again, it's
00:14:52all talk though, there's talk. more talk, get rid the
00:14:56load them, they're not doing anything, they're making themselves, well why do
00:15:00you say they're not doing anything, lot them are, there's too many, how can you
00:15:03have literally such a large size of civil service and and lower rate of
00:15:07productivity, it's it's it's ridiculous and what
00:15:10about net zero, what about net zero?
00:15:14now that net zero, well what, what what what
00:15:18about the catastrophic impacts of climate change is already having in terms of
00:15:22drought, floods uh uh people dying of excess
00:15:26heat, you've got to tackle climate change, but net
00:15:29zero has brought in hundred billion, more than hundred billion pounds of
00:15:32investment
00:15:33in in the economy since the election the UK.
00:15:38Yeah, but the cost implement it is is apparently in the trillions, it's going
00:15:41to cost four. Yeah, but but the the cost of not doing anything is is in the
00:15:45tens of trillions and that's very well attested again by your by the by the office
00:15:49budget responsibility as saying not do anything, but what they're doing is
00:15:53it really contributing any real terms to changing or assisting with
00:15:57the climate? I mean, why would you not utilize your own oil and
00:16:00gas instead of, why would you continue to import it? Why would you get
00:16:04rid of your own steel industry to then import it? from china who are
00:16:08burning coal at the rate of nots whilst yes creating
00:16:12uh better facilities in terms of climate uh
00:16:16um renewable energy but at the same time they're
00:16:20burning coal like anything they're moving off it
00:16:24quite quite rapidly and they're beating their targets for getting to net zero
00:16:27themselves in the transition yes but
00:16:31they're using their own they're using cold to do that we're not doing
00:16:35anything like that we're in. porting
00:16:38stuff, the problem is we've got we've got a
00:16:41decrepit uh system, so you can invest in new gas fired power
00:16:45stations if you want, which is really expensive now, or you can invest in
00:16:48renewable home-grown energy, which once you've got it once you paid down the
00:16:52investment
00:16:53it is is free because you
00:16:54have to pay that's not quite true though, because you've got to put the infrastructure in
00:16:58place, so we've got the wind turbines which we've had to pay hundreds
00:17:02of millions to stop them from turning to switch them off frankly
00:17:06because there was there was no point cuuse we couldn't use any the energy, there's the
00:17:09infrastructure of all the pylons that you're going to have to put in place to transfer that
00:17:13energy in across the country, that's going to cost billions. uh,
00:17:17and then there's the fact that the wind turbine last what 15, 20 years, and you got to buy
00:17:21some more from China, but anything is going to cost
00:17:25billions, well no, we're making, we've got a huge wind turbineum factory
00:17:28in, I think it's in in Hull, which is producing lots of jobs and lots of lots
00:17:32of wealth, so we're not just importing from China, but whatever you do with the
00:17:36energy system. you're going to
00:17:38need to um invest because we
00:17:41we're
00:17:42we we're dealing with the legacy of 30 years of underinvestment clapped out grid
00:17:46uh clapped out gas fired power stations clapped out nuclear power
00:17:49stations whatever you do you're going to have to invest so is the best thing to invest
00:17:53in home grown energy or in oil and gas the north sea
00:17:57basen is virtually depleted so we could get a little bit of
00:18:01oil and gas out the north sea but um
00:18:05sold on international markets it'll do nothing for the cost of but how come norway
00:18:08have got loads from there then? are you sure it's completely depleted? mean, you
00:18:12don't, it's i think it's an unknown quantity really, isn't
00:18:15it? no, Norway i'm afraid had a Norway had social
00:18:19democratic government that planned for um a
00:18:23long-term depletion their oil and gas fields and
00:18:27they invested lot the profits a sovereign wealth fund which is enabling
00:18:31them to deal with the transition, move really very fast on heat pumps
00:18:35electric vehicles etc. so... fully brought into some parts the
00:18:39transition, the UK uh sold
00:18:42out the north sea oil and gas to private companies, depleted it as quickly
00:18:46as possible, spent the money on tax cuts and we're left with clapped out oil
00:18:50and gas field with virtually oil and gas left in it, so that I'm afraid
00:18:54is is legacy of uh Mr. Sacher, well
00:18:58what about Rose Bank and those other stations, I know that Rose Bank apparently
00:19:02it's crude oil so that we can't use it ourselves, but we can export
00:19:06it potentially and there's the BP. they they they're leaving the
00:19:09UK, they they're selling out, maybe we should start to own
00:19:13our own oil and gas, could that not
00:19:15be become public own publicly
00:19:18owned, well i think addy burnham said he's
00:19:22going to look at public control, i'm not quite sure how that would work out, but the fact is there is
00:19:26very little oil and gas to be had in the UK, you could try to
00:19:30frack
00:19:31but show a constituency that's going to allow fracking, you know the David Cameron's government
00:19:35when full pell for fracking, there was major part their program, but
00:19:39constituency after constituency rose up against it, so I don't think fracking is
00:19:42likely to happen in the UK
00:19:44and the North Sea as i say is depleted basin, so I don't what what people
00:19:48have got against producing home grown
00:19:52cheap renewable energy and at the same time creating lots of jobs
00:19:55and tackling climate change, it's a win win. well you say that, but lot
00:19:59of us are looking at that saying saying you need to tackle that with other countries, bigger
00:20:03countries like for example United States who are potentially produce.
00:20:07lot more than us.

00:20:15news, the prime minister has congratulated his Danish counterpart for
00:20:19negotiating deal benefiting the US, Greenland, and
00:20:23Denmark. the prime minister will pass on his congratulations to President
00:20:26Donald Trump. so there you have it, Andy Burnham has actually
00:20:30uh, congratulated. brilliant, president Donald
00:20:34Trump. that's wonderful. in fact, the deal, the best deals are ones. there is enlightened
00:20:38self-interest, which means that everybody wins, and that's the one he's struck. well, let's
00:20:42move on because it's day two the lib dem conference, and so Ed Davy is taking
00:20:46aim at reform UK and Elon Musk for people.

00:21:01conference. Katherine Foster joins us now for our political correspondent.

00:21:09good afternoon, Nanna, from the Liberal Democrat Conference here in
00:21:12Brighton, I personally don't think that Andy Burnham is going to call
00:21:16early election, because I don't think he's anything like far enough '
00:21:20ahead in the polls, but we shall see, certainly if that happens, so Ed
00:21:24Davy has made it clear that the Liberal Democrats uh will
00:21:28be ready, they've got their best ever number of MPs, currently got
00:21:3171, biggest number of council seats, but you don't
00:21:35hear perhaps as much about them as uh they
00:21:39might like, so let us talk now to James
00:21:43McCleary who is the liberal democrat MP for Lewis
00:21:46and the defense spokesman. James, thank you very much for talking. to us on
00:21:50GB News, one of your own MPs made
00:21:54the comment that the lib dems risk quite sleep
00:21:58walking into irrelevance, you're
00:22:02not really getting the cut through that a party of your size should
00:22:05get, are you? no, we're not, and that's what part of this conference is about, it's about
00:22:09talking about the things we've been saying, we've got some great policies, we passed an international
00:22:13security paper yesterday, or treasury spokes person up on stage talking about
00:22:17how we need to stimulate growth in the economy, and it's part of our... is
00:22:21to energize that conversation, say how are we going to cut through and get that message
00:22:24across
00:22:25to the public buse, i think when they hear it, i think they'll really
00:22:28like it, and but that is the challenge we have, and so far, i think it's fair to say that we've punched slightly
00:22:32below our weight, and that's what we're quite excited about at this conference, and dave and the whole
00:22:35team, we're all talking about, how can we get that message across more clearly? you're
00:22:39talking about demands for a 12p cut
00:22:43on fuel duty and slashing uh the bus cap
00:22:47to a pound, um... "are
00:22:50the public hearing those messages though, because so often what we see
00:22:54is um sir Ed Davy or some sort of
00:22:57stunt, is he being a bit more dignified, has there been
00:23:01a slight change of tactic, rather more serious ed Davy
00:23:05at this conference, I think the the sort of stunts were about the general election and it was about trying
00:23:09to get cut through and people paying attention, it's not unusual for political leaders
00:23:13to do to do stunts, I mean we see that from all the main leaders, so but at this conference
00:23:17yeah we're talking about the serious stuff, we're talking about tax, we're talking about the..." economy, we're talking about
00:23:21defense and security, we're talking about Europe, um, and these things just need to be put across in the
00:23:24serious way. Ed is very serious person, he's former secretary of state, you know, he's got great
00:23:28experience,
00:23:29I think that's really starting to come across in the way he's talking about the things you just outlined,
00:23:33we do need to help people who are struggling day-to-day, you there are families in my
00:23:36constituency who are struggling to fill the car with petrol to take the kids to school, and
00:23:40that's what this is about, it's trying to make that more cable, trying to give some people from things that
00:23:44they can actually use in their real lives and saying to them, liberal democrats are on your side and
00:23:48we're going to fight for you.
00:23:50and just very quickly, you are defense spokes person, uh, do you
00:23:54want to get to that 3% on defense that John Healey

00:28:22general election, speculation is growing that Andy Burnham could seek
00:28:25his own mandate as prime minister, particularly if difficult decisions
00:28:29on tax and spending lie ahead. so for the Great British

00:28:41Gemel. Danny Kelly, I'll start with you. Do I personally want early
00:28:45general election? I wouldn't, I wouldn't believe what Andy Burnham said, so when he's ruled it
00:28:49out, I wouldn't believe that. um, he's in the last couple of weeks they've moved ever
00:28:53increasingly to the left to try and steal the votes from the greens. Ed
00:28:56Milliband has used the word genocide in context, in
00:29:00parliament. Now of course that is going to be weapon.

00:29:04with without any humor intended, that is going to be weaponized by critics of Israel,
00:29:07because that now they will say that the british government didn't used the word ethnic
00:29:11cleansing, even even strong

00:29:18will soon forget the context and all they'll do is just say the labor government, the
00:29:22british administration have accepted that that the israelis are committing ethnic
00:29:26cleansing, let's go with that, even though it was in context, that context will
00:29:30be forgotten, it's already been forgotten in what context? context is is that they were committing
00:29:33ethnic cleansing against the settlers, the settlers, so thousands of
00:29:37settlers rather than when you say contacts you don't mean that you agree with

00:30:47i'd h we have 50 or 60 in this one, so
00:30:49you know, mean, and if we could get if we had, if it ends up being longer out and we get
00:30:53funding, we'll try and put hundreds out, but mean if it was a snap election, i would expect us have 25
00:30:57to 30 candidates this time around, um, i think looking at in the
00:31:01question sort of targeting. should he think about doing it etc.
00:31:05um, does he want his own mandate or not? okay, that's an important part of it. i
00:31:09think the other thing is looking at the polling and sort of reported polling, and there are various
00:31:12polls and things, but roughly speaking, he's... leading as the most popular
00:31:16leader out of all the the sort of five main parties, labor is ahead
00:31:20the of reform at the moment in terms of party voting intention as well at
00:31:24about 27 28% the vote, which is just about enough to get
00:31:28you in with sort of 350 400 uh members of parliament,
00:31:32um, I think Danny's right that the the sort of division between
00:31:36labor and some
00:31:36the others on the left is the very important factor for him, and at the
00:31:40moment the greens do appear to be descending, um, popularity is going down for
00:31:44them at. for various different reasons and that sort of thing, so it it might be a mainment, the burn and
00:31:48bounce is happening and stayed up, so he's sort there. now the next but
00:31:52is look at the right, conservatives have have seemed to have
00:31:55rallied a small way over the last week or two, um, at the
00:31:59same time as reform has shrunk a little bit, there's also the threat on
00:32:03the on the right from restore, so so in the political environment, that's nothing about
00:32:07what's good for the country, but in the political environment, I would be him,
00:32:11I'd be watching it very carefully, I'd be looking at every single week to decide whether or not we might get...
00:32:15i'd be ramping up, i'd be getting the machinery ready, i would be ready for what machines
00:32:18are those, well
00:32:20the party machinery behind it, and and mean the in terms of the labour
00:32:24party, i have to say when you're election machine, wind it up,
00:32:28well but it is, it's it's about it's about starting to get all
00:32:30of your council is ready, starting get all the supporters that have been out there, starting get everyone ready
00:32:34to go, i was just teasing you, that's fine, and within within the party in
00:32:38government, this is a massive advantage because you have now three years when the rest of us don't
00:32:42know when it's coming, so you can plan when it's coming, 'and you could
00:32:45plan nine
00:32:46months in advance and have a real ramp up and then he spring it on the rest
00:32:49of us
00:32:49a couple of months beforehand, so there is a big advantage that i think that's kind of like
00:32:53a richy sunck, although even his party didn't know, but don't forget Bernam's
00:32:56been given this tremendous ammunition because conservatives won't do deal with reform,
00:33:00reformers said they don't want to do deal with restore, this is m, well
00:33:04look, if you are a right winger at the moment it's incredibly
00:33:08frustrating because you can see that there's an open goal, there's an opportunity of an
00:33:11open goal to actually beat the left wingers and that's only'. if you actually can
00:33:15form a if you like a right-wing coal coalition before the election, but but
00:33:19wouldn't you fool the left-wingers in thinking that you're all distorted and
00:33:23separated so that they then go for the election, then you come in together. if you if you
00:33:27told deal, yes, if you told Andy Burnham, hey, listen, if you have the election, all the
00:33:31right wingers are going to join together, he'd be like, I'm not going to have the election, if he thinks that
00:33:35everybody is saying, oh wait, we definitely won't do this, we definitely won't do that, then the moment he does it,
00:33:39they all spring into action, uh, that's the tactic I'd be playing, I wouldn't be telling him
00:33:42everything, I have to, you never thought of that, did you? well i have to say only because it's not
00:33:46plausible, that's why haven't thought, i think
00:33:49the i think the leaks in parties are even worse than the leaks in government and it would be out within minutes, i would

00:39:02got loads of stuff to come and it's now time for the great British debate this hour.
00:39:06I'm asking, is John Healey right to introduce a mansion
00:39:10tax? Labor's mansion tax hasn't
00:39:14even arrived yet, but Chancer John Healey is reportedly
00:39:17considering widening it. The threshold could fall from 2 million to
00:39:211.5 million, potentially bringing around 270,00 homes
00:39:25into the net and raising. of millions more for the
00:39:28treasury, so for the great bridge debate, asking is John Healey right to introduce a mentioned
00:39:32tax, we're joining me now, broadcaster and journalist Danny Kelly, and leader the
00:39:36climate party, Ed Gammer, Ed Gamel, um, I think
00:39:40probably yes, but I think it's a pretty minor thing to be doing, I
00:39:42mean it's only, it's only 1% of our homes in the country will be caught within
00:39:46it, and the amount of money that's going to be raised is between 1.5 billion
00:39:50and two billion, I mean it's pretty miniscule in the in the scale of economy
00:39:54that's up at sort of three trillion, so although... 'I sort of think it's the right
00:39:58thing, I think it's such a minor thing. I also, I mean, from the point of view the
00:40:02politics of it, I suppose I don't think it's a problem for
00:40:04them because so few people are going to be affected by it, I don't think it will affect them at the polls.
00:40:08Well, 1.5 million, so he's planning, it was was going to be two
00:40:12million, yeah, and we have rumors that it will be reduced and brought down to
00:40:151.5 million, yeah, there are many properties in London, 25% the
00:40:19properties would be um within that price
00:40:23range, and they're not necessarily big homes,
00:40:25you know, the same house you could get say up'. manchester, number
00:40:28tons for like a third the price, so the problem is it's almost
00:40:32a north south divide tax, and surprisingly enough the
00:40:36south pay. well, and also if they're looking at where their voters are and that sort of thing, it's not going to
00:40:40affect very many of the labor voters. mean, from their point politically, it's
00:40:44something that they can bring in because it doesn't affect their voting thing. from my point of view, as
00:40:48would I be doing it? no, because tax for me is a tool
00:40:51to achieve your industrial or economic plan, and if you don't have a proper industrial and
00:40:55economic plan, then it's pretty stupid. saying, I'm just doing this to shave off
00:40:59tiny percentage of our debt or whatever it be, or to add tiny amount into the pot
00:41:03for government spending, so what's the plan? you know, Andy,
00:41:07um, what is the plan, where are we going, and then tell us how you're going to get us there,
00:41:11of which tax rises or tax drops or whatever it might be, could be
00:41:15part the mix, then I would understand it, for me, it's a relatively minor
00:41:19thing, I know it isn't if you're caught into the bracket, obviously it's not, but it's a relatively
00:41:23minor thing in terms the money it makes and and from labor's point of view though, it
00:41:27has... political effect on their voters, well won't it suppress the housing market for starters
00:41:31so people will deliberately undervalue their homes and
00:41:35people will start doing that so the money they think they're going to get from the properties that now the
00:41:39and also it's unstable. able way because the pricing of
00:41:42house can change, yeah, yeah, exactly, who values it? it's just yet
00:41:46another nasty side of socialism where just going with edge point
00:41:50that is more symbolic, it's a little bit reminds a little bit if it's going to bring in
00:41:54hardly anything metaphorically and proportionally, reminds me
00:41:58the 20% VAT on schools and private schools, it's just it's
00:42:01just the proletariot against the bourgeois, if you're the bourjois we're coming
00:42:05after you and it's just nasty side, and let's not forget right, i come from the midlands i've
00:42:09driven
00:42:091.5
00:42:14million pound house, but I dare say there are people living in 1.5 million pound houses in
00:42:18London who haven't got two pennies to rub together because all the dough is in the
00:42:21house and he wants two and
00:42:23a half thousand pounds a year, I tell you who's or more depending on the price your

00:42:54houses will be caught in the 1.5 million threshold, which means fewer
00:42:57take for them, and none of it, every time they come up with
00:43:01something, they never place it an environment that is realistic, it's
00:43:05only two and a half grand, so that's how much you may have to pay if your house is worth
00:43:091.5 still
00:43:10quite a bit though, it's not going to suppress the housing market, if it
00:43:14was no what I'm saying, you don't understand, it will suppress the housing market
00:43:18a manner that people won't want to value their houses above that, so what you do
00:43:22is you have lower level, but then people stop buying selling,
00:43:25exactly, so yeah, but yes exactly, but what happens
00:43:29then is
00:43:30then in stamp duty, you reduce the tax take on stamp duty, you reduce so many things
00:43:34because people start to get annoyed, an extra two and a half grand top of your council tax and
00:43:37everything else like that, that could put me off by house that's near 1.5
00:43:41million, so the person at 1.5 million will have to lower their house price in order for me
00:43:45to buy it, well I mean, although if they low the house price to some extent you could
00:43:49argue then that then more houses get sold, well it depends where they are in terms of equity for the
00:43:53property, if you're a negative equity for the property, you're not going to sell it, if you when you sell
00:43:57it you're not going
00:43:57to get your money back, you're going to have to sit on that property until such times where it maybe
00:44:01elevates, but I'm just saying that they don't think the unintenant consequences, I
00:44:04mean i do sort of wonder as I was watching this if that if they do do that
00:44:08why they wouldn't then drop it to because in actual fact the percentages in terms
00:44:12of people in these brackets and then thinking of labor voters is you
00:44:16only add less than another one% if you drop it down to million because
00:44:20the vast over 80% of us are under half million in terms the value of our house
00:44:24houses and then a big chunk roughly 15 17 18% is between
00:44:28half million a million so this could be a precursor to dropping it
00:44:32down to million well he's trying to win back northern votes who are going to reform he's
00:44:36trying to win back people who are on sitting
00:44:38on the fence wondering whether to vote labor to vote reform, if people are
00:44:41teacher and they'll think, actually look is going after the millionaires in London, but let's put our
00:44:45vote there, I don't think it'll help at all though, depending on where they apply the money, so if
00:44:49they do do do this and then they say right, we've got that extra chunk of money and we're applying it
00:44:53to x, and then it's something that's popular with their voters, I think it might
00:44:57do that, otherwise I don't think they're going to notice, I think people just want some growth in the
00:45:01economy and they should do something to stimulate people to buy and sell houses rather than doing
00:45:05things that will suppress it, and this is another stupid idea that if
00:45:09people change their... behavior, you don't get the money that you expected, just like the

00:50:26uh breaching the first amendment and we'll see and that'l get tested, because he's not
00:50:30stopping anybody reporting, he's just saying I don't want you in my
00:50:33house, well I don't blame him after some the things they say
00:50:37about him, what about um him threatening to stop trading with the EU, now
00:50:41that's quite something for him to say
00:50:43that, well
00:50:46it is, look again, the EU has decided
00:50:49to what do they call it like affiliate nation? with Canada, so he's
00:50:53got Canada griping on his northern border, and
00:50:57Trump has described them linking up with the EU as hostile
00:51:01act, and if they go through with it, he's going to treat the EU as hostile
00:51:05nation and cease trading with them all together, and this stuff is
00:51:08relevant, because look, Trump is trying to stick up for the American
00:51:12people, this is how I see it, he's trying to stick up for the American people, there is a
00:51:16220 billion a year trade deficit, that is
00:51:20the US spends 220. a year more in Europe than Europe
00:51:24spends in America and yet gets talked about as if
00:51:28they uh can be uh taken for granted and he's sick
00:51:32the United States being taken for granted just being the world's customer, I think that
00:51:36the US is something like the number one export market for like
00:51:39130 nations, don't quote me on that, but it's it's in over 100
00:51:43nations main export market, we've exported all
00:51:47our jobs so that we can buy product from other countries who
00:51:50then start making these little... legeences and turn on the United States and he's just
00:51:54like, okay, well if you don't if you don't like us, we won't buy anything from you, that's
00:51:58a 220, that's on goods, 220 billion a year trade
00:52:01deficit, see I don't know why they act as though there's surprised, I
00:52:05mean if you're not nice about people, they might not want to work with you, but didn't they try and
00:52:09impeach Trump this

00:52:22articles of impeachment, there was a vote etc. even the democrats didn't show up for it, there's

00:52:34yes, he had to go, "and like I said, this is this is these are stalking
00:52:37horses now, you you sort of get them when people are when politicians are
00:52:41seen to be weak, and so they're just putting this flag up
00:52:45seeing who'll uh who will salute, but yes there was there was an
00:52:49impeachment vote this week, so it's already started before the
00:52:52mid-terms, this is the first one, there's going to be so much
00:52:56impeachment talk after the mid-terms, if Trump doesn't win
00:52:59outright, he's going to be impeached, he will be
00:53:03convicted, he will be convicted." yeah, that that doesn't make any difference, does
00:53:07it, so what? no, exactly, look, they
00:53:10need, they need two-thirds the senate to be able to convict
00:53:14and remove him, so even if he loses the senate, he's not going to lose it by
00:53:18two-thirds, he's not going to lose, he's not going to have 67 democrat senators
00:53:22and that's what's needed to be able to actually remove him from office, no, this is
00:53:25pantomime, this is theater, and and now let's go to his deal
00:53:29with greenland, was people were saying, oh my god, everybody
00:53:33wins, well done, donald, everybody wins, the best kind of
00:53:35deal. oh yeah, they just can't, they just can't give him anything though, can
00:53:39they? mean, he has, he's done exactly what he says in things like the art the
00:53:43deal, he goes in with ridiculous kind of, yeah, we're going to invade and take it over,
00:53:47and eventually gets what he actually wanted, which was absolute control,
00:53:50and this is the thing, it's more important, and you got to read between the lines on this
00:53:54one, what's more important is not the American control of Greenland, which he's

00:53:59it is the, it is the banning of any other country having any
00:54:02influence in Greenland without his says. That's what he's
00:54:06interested in, he doesn't want to spend money on on Greenland, what he wants to do is make sure
00:54:10that nobody can be in the proximity the United States without the United States
00:54:13consent, and that's what he's pulled off, and that's the bigger prize in

00:55:52north where we'll see some clouds, some rain, this could turn quite persistent across the
00:55:56hills of Scotland, also quite cloudy and damps start across Northern
00:56:00Ireland, northern England we'll see some patchy cloud and possibly some
00:56:04light outbricks or... towards the far northwest, elsewhere across England and
00:56:08Wales though, it should be quite a bright start the day, a little bit chilly, some patchy
00:56:12fog in places, though this should soon clear through the course the morning, and remaining
00:56:16quite dry and settled here with some sunshine, towards the north though, different
00:56:19story, remaining quite cloudy with some rain and drizzle, this quite
00:56:23persistent around western hills through the course the day,

01:06:16government, they would cut fuel duty and rail and bus

01:06:43liter, that would really bring help just when it's needed, and it will pay for
01:06:47itself cuz the government's getting huge amounts of tax revenue from these higher oil and
01:06:51gas prices, they should give it back to people.
01:06:54the conservatives are calling on labor to cut welfare spending in next month's
01:06:58budget, warning the government must confront what they describe as
01:07:01Britain's economic peril. The row comes as inflation
01:07:05reaches five-month high of 3.1% with the chancellor
01:07:09John Healey due to deliver the budget at the end of October, but Bridget
01:07:13Philipson insists benefits support young people into work and lift
01:07:17children out of poverty. Some the hardest working people I
01:07:21know are people that are in law-paid jobs. They work incredibly hard, they do the
01:07:25right thing, they don't earn huge amounts of money and they deserve support too and to
01:07:29that point about child. poverty, one the biggest indicators is to
01:07:32whether you will go to live a good life where you can contribute as whether you grow up in

01:08:28to secure slavery reparations. May Motley,
01:08:32the current prime minister of Barbados, has suggested legal action through
01:08:36the international courts using the UN international convention on
01:08:40the elimination of all forms of racial discrimination. a
01:08:43convention that we are signed up to, and she's hosting
01:08:47a conference this week to discuss it and told supporters that
01:08:50it was time to stop being advocates a movement and start being
01:08:54advocates a case, so here we go
01:08:57again, those calling for reparations surely must
01:09:01realize how ridiculous this all is, so you've got to ask
01:09:05yourself why are they calling for them repeatedly? when
01:09:09why are they calling for them now? because Britain looks... weak
01:09:12frankly and they'd be right, and because Britain is now looking
01:09:16pathetic on the world stage, imagine the rest the world
01:09:19watching when the Brexit vote was announced, and they thought, as we all
01:09:23did, that now the people of Great Britain can take back control of our great
01:09:27nation, but what did they see, this?

01:09:34wept on Friday, just like my

01:11:41Starmer and two... years later, Andy
01:11:44Burnham, and we are currently trying to give
01:11:48away sovereign territory to the Marious, the Chagos
01:11:51Islands, only so that we can rent them back, as result, we've got
01:11:55the Argentinians on our heels demanding the Falklands, and a while ago there was
01:11:59talk of Gibralta, we have
01:12:03literally nothing when it comes to our military, our ministers are
01:12:06clueless, how many frigots do we have in the
01:12:09fleet? have we
01:12:13have we have we
01:12:15have
01:12:19John Healey our ex-defense secretary who resigned apparently because he
01:12:23couldn't get the budget to protect the UK and now as chancellor
01:12:27doesn't want to get the budget to protect the UK and our new
01:12:30defense secretary was treating well where the hell is he? we're facing serious
01:12:34threats from Russia and he's gone uncharacteristically very very
01:12:38quiet and these two haven't helped.
01:12:43Harry and Megan who have been in my view set out to destroy the
01:12:47monarchy, the cohesion strength and soft power that the monarchy gives to this
01:12:51country throughout the commonwealth and indeed throughout the rest the world, huge symbol.
01:12:55stability being chipped away and eroded, peace by peace,
01:12:59damaging its reputation. across the commonwealth, there's no
01:13:03way that we can move forward unless we acknowledged the
01:13:06past, and I think so many people have have done such an amazing,
01:13:10incredible job of acknowledging the past and trying to write those wrongs,
01:13:14but I think we all acknowledge on here, there is so much more still to do. It's
01:13:18not going to be easy, and in some cases it's not going to be comfortable, but it needs to be
01:13:21done, because guess what, everybody benefits.
01:13:25"and they allowed our queen to die to go to her grave with the allegation of racism
01:13:29swirling only to blame the press and for Harry to then claim that there was no
01:13:33racism, so here we go again, so because Britain is basically
01:13:37soft touch and we are signed up to the UN international convention on the elimination of
01:13:41all forms of racial discrimination, a UN member state could sue
01:13:44Britain on the grounds that it has breached this treaty. I
01:13:48wonder why nobody goes after China who is also signatory to the
01:13:52convention or Russia or India." also members

01:14:02Portugal, Portugal who launched the Atlantic slave

01:14:20all, all these international treaties and human rights laws we've signed ourselves

01:14:31vaccination, and the worldwide web, what have

01:14:42actually be being given money for all the harm and suffering that we've

01:17:04Britain inherited the borrowing that paid for the 1833
01:17:07compensation, and it sat on the national book for generations, and let me just
01:17:11point out that actually went to the slave owners
01:17:13rather than you, a single person affected, well
01:17:16hang on, but but it went to the slave owners, because at the time those businesses were
01:17:20legitimate businesses, so Britain closed down those businesses just like for
01:17:23example in the pandemic. where money went to businesses that had to be closed down through government
01:17:27legislation, so that's why the money went there, but as a as repercussion the
01:17:31slaves were free, so by paying those businesses to free the
01:17:35slaves, that is where the money went. now surely that's the
01:17:39right thing to do and that is what is expected?
01:17:42absolutely, look what there, you're right in that, but what i what i'm just trying
01:17:46about is basically you know given to the slaver lots of property again right,
01:17:50which is not a single penny that had been and you these people
01:17:53then years. slaves were free, but after you they worked another
01:17:57five years until 1838 and after that they were free, but again a lot of
01:18:01this is going back to stuff that happened 200 years ago,

01:18:38be lumpsum, because I don't think there is, there's nobody alive who owes
01:18:42anything uh to anyone from from that time, so I
01:18:46think while that is there, I think Britain should still negotiate, I think Britain should sind out on the
01:18:49table and have you have a conversation, I think this is
01:18:52what, well okay, um, I mean I've just done a little bit
01:18:56of research, I mean penicillin invented by the Brits
01:19:001928, if I've got my uh figures correctly,
01:19:03yeah, by Alexander Fleming uh, when he noticed um...
01:19:07how bacteria was being killed in a petrol dish a dish? how
01:19:11many lives has that saved?
01:19:13what in your take a guess roughly
01:19:15how many lives do you think
01:19:16that saved? oh probably over 100 million easily, but somewhere between
01:19:20200 to 500 million lives and i'm sure a lot of those people were in barbed some
01:19:23of those people or in other those countries they then surely Britain
01:19:27should be demanding some sort of some sort of reparation for all
01:19:31the line see we could go into like what about the jet engine what about the
01:19:34telephone look of all the things famous for? and actually coming up with the first
01:19:38ever search engine, but who created the worldwide web?
01:19:41britain. point of this is that it's
01:19:44ridiculous. it is,
01:19:47it is. i completely agree with you, but the thing is it will go on until Britain sits down, has the
01:19:50conversation and says, "no, this is what we're not going to do this, this is what we can
01:19:54do, why do they have to do anything? all the foreign aids, lot
01:19:58of those commonwealth countries have received much aid and to assist with their
01:20:02infrastructures so that britain could eventually sort of move away from
01:20:05them ultimately, but Britain has..." do so
01:20:08much, why should it now be looking back some many
01:20:12hundred years later because people are saying oh well because the racism that was
01:20:15created because the britain abalished i think
01:20:18I think we treat it as a foreign policy thing Britain did 164 billion of trade
01:20:22pounds worth of trade with the common wealth countries for example in 2023 right and it's a
01:20:2616 billion pound surplus so it's a network that the UK has almost for
01:20:30free and you again what I'm saying is there's others like China for example they've signed deal
01:20:34with I think Barbados 100 million for road project which is loan so there's
01:20:37there's diplomatic value, there's foreign policy value
01:20:41of having these relationships, when these things pop
01:20:43up should
01:20:45the 100 million be alone to barbados from china, do
01:20:49you know what i mean? mean didn't china brought us as lot of people
01:20:53see the china brought to covid and all that, we should be looking at reparations from
01:20:57them as well,
01:20:59you know nobody's talking to portugal, portugal the people who came up with the slave
01:21:03trade, why is nobody demand,
01:21:08the request yeah, the request that they're making is is, it's not just for the
01:21:12UK by
01:21:12the way, there's about 10 countries on that, UK is one them, so I think Portugal I'm sure would be

01:21:20needs to be, they need to sit down and sort it out, this the more it goes in the media, the number keeps going up,
01:21:24the rage keeps multiplying, and it's a pointless, it's obviously these
01:21:28countries are, the the the very
01:21:31climate, the at risk from the climate, they've got issues with
01:21:35with you, economic issues and stuff, obviously there will be some sort of opportunism as
01:21:39well to try and get you know some support from Britain and again Britain does support in terms of
01:21:43aid and stuff, but again what I'm saying is sit down, have that conversation and leave
01:21:46that conversation and say, look, we very clear, this is what we can do, this is what we can't do, we're not going
01:21:50to touch, we're not going to argue or talk about this, but this is all, this is the extent of what we can do, and that's
01:21:54it, leave it at that, keep the relation, I actually think it's ridiculous that
01:21:58they, and I'm with the United Kingdom, I wouldn't be sitting down with anybody, they should be able to look with their
01:22:02own eyes and see the contribution that this country's made, and I just find it
01:22:05ridiculous

01:26:26ministers insist that Britain remains firmly committed to NATO and Ukraine
01:26:30with the military chief chiefs also sounding the alarm, so is Britain

01:26:45Kelly, are we? I'm no fan of um Burnham, but I think he
01:26:48is, do yeah, but we'll put it this way, there's no, no, no evidence to
01:26:52suggest to me that he's not. now when he went to Ukraine a couple of weeks
01:26:56ago, and did you notice he dressed down, almost in support of
01:27:00Zelensky, because Zelensky never dresses up for any meetings with any world
01:27:03leaders, apart from the time when he was told off for looking slutherly. well, I think there's
01:27:07I think there's an element of of showing respect to your surroundings even when he went to meet the
01:27:11pope, as if my memory is right, he was dressing down in his
01:27:15military fatigues, so Burnham almost show showed some sort of typical lefty
01:27:18solidarity. because he knows he gets stick for it, what i didn't like about it at
01:27:22the time, but maybe i'm overthinking about it is the fact that Andy Burnon then
01:27:26went to say that the UK government has swapped information for drone
01:27:30technology in return for certain things from the Ukraine government, now this is
01:27:34very open, now that's poked if you like bear
01:27:38with a stick, putin being the bear, and that's sort of very
01:27:41openly sort of provoked him, and I'm beginning to wonder now whether you're
01:27:45changing your mind, no, I'm beginning to wonder whether Putin's a bit of paper tiger now,
01:27:49really? 'i after what he's doing to the Ukrainians in in
01:27:53expanding the war, well he has already, well he hasn't, that's the
01:27:57thing he hasn't, no, I think you, I wouldn't have you, I don't think
01:28:00Pay Tiger is the word I would give him, well, well, as far as as far as expansion
01:28:04is concerned, military expansion, he started off, he's backed himself into a
01:28:08corner, well he may have backed himself into a corner, but I don't,
01:28:11I wouldn't call him a paper tiger, I'd say that he's a very predictable
01:28:15tiger, and this is how he encroaches, he did exactly the same with the Ukraine, yeah,
01:28:18I, I, I mean, I'd worry about Peter that he's gradually losing his mind because of power as
01:28:22well and and could potentially becoming much more unpredictable in the future, I don't
01:28:26think he's losing his mind, well I don't, I mean you, and and
01:28:30lot of leaders when they have power. for so long and all that sort of thing do
01:28:34tend to go along some very dark and difficult mean he's lost his mind,
01:28:38i think it's exactly what he's doing, i think that the answer the question,
01:28:42which actually that leads to me to be more worried about russia than i would be if i thought he was completely logical
01:28:46and we could predict exactly what he was doing um is i think we are absolutely not taking it
01:28:49seriously enough and i don't just blame labor i blame all the conservatives for five or 10
01:28:53years before this threat has become very obvious and we've been having mean in terms
01:28:57the new types of warfare and drone warfare we've had Latvia, Romania,
01:29:01germany, and incursions everywhere with drones being shot
01:29:04down um out in the Baltics, we've got a a Baltic protection thing in
01:29:08NATO now trying to protect the cables there because they've had 11 or
01:29:1112 um breakages coming on the cables that are there for
01:29:15energy and and intelligence sharing and everything else which is very dangerous as
01:29:19well so I think it's extremely serious I think we shouldn't be talking
01:29:23about percentages of GDP we should be working out how much cash we need
01:29:27to do it and then setting the figure whether it's a I think we're at 65 billion at the
01:29:31moment and whether it's 100 billion. 200 billion or 300 billion, we should be working at
01:29:35what we need to upgrade, get the right equipment and get the right people there, and
01:29:38look, I've lived in the region, you now I speak some Russian, um, I've traveled
01:29:42extensively in Russia and in Ukraine and everywhere else, and Russians
01:29:46like a strong leader, they like Russian to be seen as strong, and it would
01:29:50take nothing for this war to turn into a war with Poland or the Baltics or
01:29:54whatever
01:29:54it is, and we'd all be drawn in, yeah, by now, just one, on the money for
01:29:58second, is Poland is now up at 4.8% of GDP, I
01:30:02mean and is really going for it and it is really preparing the
01:30:06front line so that it is ready to take on Russia head if it
01:30:09starts on their front line but they'll still need the rest of a support in behind Poland won't be doing it
01:30:13unilaterally it's all for one and one for all if you attach Poland then obviously all
01:30:1726 or 27 member states get involved now he hasn't
01:30:21done that now nan quite correctly mentioned that there's been some incursions
01:30:25with drones but there's been no direct military incursion in the sense of
01:30:29troops on the ground in Poland or in Latvia there's been no
01:30:32bombardment using ballistic missiles like he's used in Ukraine, in
01:30:36Poland or other eastern former Soviet block countries, was four years
01:30:40into the war and how many million people has he lost? there is without a doubt
01:30:44now now that Ukraine is attacking Russian territory directly,
01:30:48Moscow I believe with these long-range long distance drones,
01:30:51you know I think support is well, now I know the Russians are going to the poles, maybe they've already been to the poles
01:30:55and I think Putin's going to win by a landslide, but we all know that's bent, we all know
01:30:59that that that's corrupt, yeah, but is has he has he got? the actual
01:31:03political resolve and the men behind him to to take someone like Britain
01:31:06on, because it's one for all and all for one. I think I think if it becomes
01:31:10desperate, I think he will start a war with us, because that will suddenly put the whole the
01:31:14nation behind, I mean with us as in NATO, he'll go into the
01:31:17Baltic, and I I envisage what he's what he'll be doing is if he feels
01:31:21he's waining support in his own country, he really needs support, if he suddenly makes it a
01:31:25wider war, they'll all everyone in Russia will come in behind him again and go, yep, we've got to
01:31:29win this one, and it'll take another two to three years for that to then win away. isn't
01:31:32successful and on the Poland thing, what Poland is doing, they are very,
01:31:36very clear that they are getting on with that frontline defense, because they'll be the
01:31:40first or the Baltics, if it does happen, they can't do it on their own, so you're
01:31:44absolutely right, once once they're in, we're all in, but we'll be coming in behind them, and
01:31:48they're ready for those first few weeks of war, that's what they're ramping up,
01:31:51well interesting, well I'd say to you that I'm I would take Putin very seriously, and I wouldn't
01:31:55be um taking you know thinking that he might not, I think he's been trying
01:31:59to test the resolve of NATO uh since this began and I'm
01:32:03concerned really to be honest has absolutely no
01:32:06defense against it, do you think he could bond the UK? I think that he of course anything's
01:32:10possible, you think he's capable of b directly, so forgetting poland just launching a
01:32:14missile, yes, I think it comes to launching a missile,

01:38:18in the prison, mean i was stunned as well that that was in the in the government sort of procurement thing, but that is
01:38:21the potential price of of paying for it and then they're going to try and get something within
01:38:25that, and within that you can't see the infrastructure around it. i don't think it's the right thing anyway, i would have
01:38:29thought doing
01:38:30you know an airsource heat pump with infrared would actually be much way of doing it and it would bring the price down
01:38:34by almost two-thirds, so so i just think that was a particularly ridiculous
01:38:38thing to be picked out, yeah that was it was very odd, the i think the other one though in terms
01:38:42of is net has net zero itself become ridiculous, would say it's the
01:38:45absolute opposite, it is utterly ridiculous for us to keep delaying. I
01:38:49mean, this is the absolutely fastest growing area, um, in terms
01:38:53of commercially in the world, except Deeptech and AI, with no crash coming.
01:38:57at 15% year in our own country, CBI figures in the last four
01:39:01years showing
01:39:02that it's growing at 10% year, it's nearly 4% of
01:39:04GDP, because it's a
01:39:08scar, no, not at all, what it's what it's doing at the moment, not only, not only is it giving us energy security
01:39:12and things, but it's making us money, it's putting nearly 110 billion onto our

01:42:22fashioned this is so old fashioned we make we would make money by doing it it
01:42:26makes money. but that's a business thing along the line, I'm talking about
01:42:30people having to spend 200 pound year now, not today, who aren't
01:42:33necessarily they haven't got the business accuben of maybe you and me, it's all very well
01:42:37saying look in 40 or 50 years time you'll get that money back and
01:42:41load more, then they're not interested in that, they they don't want to spend the 200 nick

01:43:22out, so you continuously want to have china importing stuff, i

02:09:17so is the prime minister Andy Burnham plotting early general
02:09:20election? labor sources claim that Andy Burnom wants to call a snap
02:09:24election within the next year to seek a fresh mandate to raise
02:09:28taxes. chancellor John is reportedly considering series of
02:09:32tax rises ahead of next month's budget as the
02:09:36treasury looks to raise an extra 10 to 15 billion pounds so joining
02:09:40me to discuss this is deputy political editor at the spectator James
02:09:43Hill James
02:09:45so here
02:09:45we are again they are talking about
02:09:49raising taxes that's all they seem to be doing and they've got a black
02:09:52hole by the looks of
02:09:53it of 10 to 15 billion yeah
02:09:57and that is very much why Andy Burn would' need to call
02:10:01an election, i think right now the prime minister is a couple of
02:10:05minds, those are at the top the labor party seemon sure about
02:10:08which way he's going to go, but right now the worsening.
02:10:12situation means that that is why he would have to potentially be bounced into it three
02:10:16years before his tum is up to the end the parliament and that's because
02:10:20the pledges that Kier Starma made in 2024 uh those pledges of
02:10:23course included no rise in income tax uh no rise
02:10:27in VAT and as result uh I think that there is increasingly less
02:10:31head room in the government's fiscal position with estimates now slashed to
02:10:35around 5 billion rather than 20 billion that some were hoping for at this stage the
02:10:39parliament and it's disappointing really in my
02:10:42because there are things that he could do that could actually save money, more taxes,
02:10:46simply squeeze the pockets the taxpayers and it
02:10:50means that there is less disposable income, which then is a shrinking
02:10:54effect on the economy, well quite, and of
02:10:57course, you can really get money from three ways, you can borrow more, well
02:11:01that seems very much unlikely given how exposed we are to uh changes in
02:11:05guilt yields, you can tax more, which of course poses a whole
02:11:08host of different issues and increasingly less wealthy people to get... money
02:11:12from, or you can cut spending, and I think this will be the
02:11:16big point the conservatives and reform UK make, which is that
02:11:20actually, why aren't you considering cuts in welfare, which obviously is now
02:11:23set to double in terms of personal dependent payments by 2030? And let's
02:11:27talk about this supposed mansion tax that might be coming into play, and that John
02:11:31Healey we're thinking that he is planning to reduce the
02:11:35muted threshold from two b, two, two million, sorry, to
02:11:381.5 million. Again, another attempt to...
02:11:42grab more money, yeah, and 300,000 additional homes would be
02:11:46affected, and and I'm at the Liberal Democrat Conference in Brighton, and this afternoon at
02:11:50Davy made his opposition known to that, and of
02:11:52course,
02:11:57I think very much the great canaries of British
02:12:01policy, deciding a policy, and the fact that they're against this, I think
02:12:05does show that there will be lot of London MPS, lot of labor MPs in London
02:12:09who are already feeling a bit annoyed by what Burnham's saying on council. council tax
02:12:13reevaluations, what's happening in Wonsworth, and I think mansion tax with the next big thing,
02:12:17which could potentially cause a bit of divide between the north and south, the labor party, well
02:12:21absolutely, and the north and south itself frankly, because um,
02:12:25the majority of those houses are in London or in the southeast
02:12:29frankly, so the people around the other areas of this
02:12:32country won't really be affected, and that's more near his sort of voting base,
02:12:36although as you pointing out, there's lots of
02:12:43the libdms who are elites, they're not really the... working class, there's kind middle sort of to high earners who have a conscience
02:12:47who feel that they don't want to go free the the other two parties, they'll be
02:12:50affected. yeah, mean there's a common saying
02:12:54during the last london elections in 2024, which is among the
02:12:57conservatives was that the longer the drive, the less likely they were to vote tory, and i
02:13:01think that is inversion the traditional relationship between the center right
02:13:05and different voting patterns, but look, i think we've obviously got the whole b the saint pancast
02:13:09bi-election to think about, i think that will play a factor in burnam's thinking. but there are fair
02:13:13few wealthy people in that seat as well and I'll be interested to see whether those seats start
02:13:17going um depending on the mansion tax reports if that seems likely and of course you've got the
02:13:21budget on the 28th of October where this will be unlikely failed so so do you
02:13:25think he should call early general
02:13:27election?
02:13:33unconvinced I think that the energy price cap
02:13:36uh which is going to be increased next month energy prices going up 4% or
02:13:39so and the fall out the stage of moves makes it quite unlikely, so I
02:13:43think May is more likely, whether we can call that early election or
02:13:46not, remains to be seen, but um, I have to say I do find it difficult to find
02:13:50anyone in the labor party who thinks that this parliament will last the course until July
02:13:542029. That's interesting, isn't it? I, I, I agree with you there, I
02:13:57don't think that they will want to do that because they'll be concerned about their jobs.

02:19:41tuned in, you should have come here at three, but welcome. It's coming up to 20
02:19:45minutes after 5 o'clock. And today is day
02:19:48two, dear two the lib dem conference and Sir Ed Davy is taking
02:19:52aim at reform and Elon Mask. "the party is gearing up
02:19:56for a fight as Britain's political battle lines are redrawn,
02:20:00but if early election came calling, would the libdemes be ready? well
02:20:04GB News's chief political correspondent Catherine Foster joins us
02:20:08now. Catherine, you're there at the conference, uh, how's it been
02:20:12so far?
02:20:15Well, the party faithful are here, um, all
02:20:19listening to what Davy, Davy Cooper, Daisy Cooper,
02:20:23and everybody has to say, Of course, but there is
02:20:27concern uh, there's a poll out today that has the Liberal Democrats at just
02:20:318%. They have in fact slipped in the polls uh a
02:20:34bit over the last couple of years, so they've got... 71 mps are best
02:20:38ever showing and they've got, I think the biggest number of
02:20:42counselors, but let's talk now to Steph
02:20:45Aquaron, who is the Liberal Democrat MP
02:20:49for North Norfolk, thank you very much for joining us this
02:20:52afternoon, you're announcing policies today, but are
02:20:56the public listening, you seem to have a problem in cutting
02:21:00through? well, first of all, thanks for covering our conference, I think that your
02:21:03viewers, like I, feel as that this country needs change.
02:21:08"and we have lot to offer the country as Liberal Democrats, our popular, our
02:21:11policies are extremely popular when they're put to the people, you're right to flag that
02:21:15some of our challenges lie in getting cut through, but we have to start where the pain
02:21:19is hardest or highest. At the moment, people in my constituency are
02:21:23really struggling to get to work, and so to announce cut to fuel duty
02:21:27as part of our party policy, I think it's absolutely right, it's relevant to the challenges
02:21:31people are facing right now, and that's more important frankly to me than what our
02:21:35poll ratings currently suggest." "We don't know that there'll be
02:21:39early election, but if Andy Burnham did decide to do
02:21:42it, um, he might well lose his majority and be
02:21:46looking to um the Liberal Democrats for a
02:21:49coalition. I mean, Roz Savage, one of your own MPs, has
02:21:53talked about nervousness of sleep walking into
02:21:57a irrelevance. There's a possibility that sir Ed
02:22:00Davy might have the last laugh and end up as deputy prime minister. Well,
02:22:04I rate a Davey as a political leader '
02:22:07as a politician, he was immensely supportive of me coming swimming in the North
02:22:11Sea in Sheringan when we were campaigning issues of water pollution, and that
02:22:15campaigning mindset is is part of who we are. didn't get into this
02:22:19to try and get myself into government or to prop up labor, i got into this to make
02:22:23my community better, and i think that's always been the bedrock of why liberal democrats
02:22:27win seats at council level and above, come rain or
02:22:30shine. i think we're going to make gains at the next election, but i don't think that election is going
02:22:34to be for some years. you're talking about... about the need to cut
02:22:38taxes and get growth, we have a government at
02:22:42the moment that doesn't seem ready to take difficult
02:22:45decisions on spending, there's not much money
02:22:49around, do you worry that Andy Burnaam is perhaps a bit
02:22:53too much of
02:22:53a people pleaser? well, I think somebody much clever than
02:22:57me once said to me that you can't ever as a government actually create
02:23:01growth, all you can really do is stop it and do policies
02:23:04that make it harder for businesses and harder for the... and I think the
02:23:08best case scenario is that we start to see u-turns on some of those disastrous
02:23:12policies that have made life so much harder, whether it's for farmers in my com my
02:23:16constituency in North Norfok or just people trying to grow their workforce,
02:23:20employ those extra few people, so our economy will grow if we get
02:23:24confidence, if we have the right mindset and if policy makers step back and let
02:23:27businesses thrive. Andy Burnham has got some charisma, but I think the real
02:23:31tradeoffs will come when we get to the budgets and I think a lot of people are giving him the benefit the
02:23:35doubt until then. counselors know how to make tough
02:23:39trade-off decisions, because we've been in local government in the past decade doing
02:23:43exactly that, so if anyone knows about difficult trade-offs, it's
02:23:46us. yes, and you also had - quite a
02:23:50traumatic experience as part the coalition or indeed your number of
02:23:53MPs uh dropped very significantly after that
02:23:572015 general election. step Aquaron, thank you very much indeed for talking to

02:24:19Hartfordshire. If you live in Hartfordshire, you want to listen up carefully, because it could become
02:24:23a county of sanctuary, joining national network aimed
02:24:27at making communities more welcoming for refugees and
02:24:30asylum seekers. But the proposal has proved controversial with
02:24:34thousands signing petition against the move. we're joining me now as reform
02:24:38UK counselor for borumwood north Simon roads all right simon
02:24:42so this
02:24:43I mean I know many people who live in Harper Harper is a big
02:24:46place um and I have friends there nobody's heard of this what's going
02:24:50on um well believe you or not nana i had heard
02:24:54absolutely nothing about it until I was sitting in full council
02:24:58and um counselor Colly um stood up and
02:25:01said addressed um counselor
02:25:04Hilton um regarding uh what what
02:25:08was what was uh what had been discussed a committee which is the health
02:25:12and community safety uh panel
02:25:15and um no one had heard anything about it so he
02:25:19asked her a quite a um - quite
02:25:22a well-known interview now um who's going to pay for this so-called
02:25:26city of sanctuary um her answer was
02:25:30well that's not really that's not really the issue the issue is that
02:25:34we're being humanitarian etc well it's not it wasn't really a
02:25:38practical answer, but if you look back to
02:25:412023, um, the North Harts
02:25:44district um, brought the brought the motion in
02:25:48there and this... "the county of sanct, the district
02:25:52of sanctuary is created there in 2023, there
02:25:56was no, there was no deliberation, there was no consultation with the
02:25:59public, there was no, there was no discussion, there was no
02:26:03information shared with the public about it whatsoever, it
02:26:07just went through like a dark room somewhere, and all of
02:26:10sudden the North Hart's district was district of
02:26:14sanctuary, and what does that mean, because lot of us are
02:26:18thinking
02:26:18that the United Kingdom is
02:26:19a little place a sanctary for every refugee, that's a really good question
02:26:23actually, because um, I thought the other day I'd look at the definition the
02:26:27word sanctuary, and I was reading up on it,
02:26:30and years ago, I know, 100, 150 years
02:26:34ago, a sanctuary used to refer to a church where the
02:26:38criminals would go to hide escape um the
02:26:41authorities, go figure,
02:26:44right, far of it, yeah, yeah, so so
02:26:48what would it entil for a count? like Hartfortcher, which is massive by the
02:26:52way, and there are many people watching this program who live in Harfidcher, you will be
02:26:55surprised to hear this for starters, but would also be thinking, well, what does that
02:26:59mean, does it mean that Hartfur will get first dibs on the refugees, so they'll
02:27:03come to, they'll be, they'll become like a sort of a bit of a Pittington where they'll
02:27:07be placed, what does it mean, it's not um, it's
02:27:11nothing like Pittington, because that was the home office, the home office put
02:27:14the has decided to put these refugees in adverted commas
02:27:18in in pitity. um and obviously
02:27:22the the word goes around has been going around that you get what you vote for, so yeah
02:27:26that's pittington, but no, as far as as far as this is
02:27:29concerned um what it does is it's the
02:27:33the the the
02:27:35the the structure of
02:27:36it is already in place, but what they want to do and it was
02:27:40brought through in the health and safety
02:27:44community panel and what they want to do is improve
02:27:47and reinforce how this um
02:27:51sanctuary system um works, so what happens
02:27:55is it went to the panel, it got voted through obviously by the the lib dems and
02:27:59labor, surprise, surprise, because they have the
02:28:02majority, and what happens now, it now goes to the
02:28:06executive uh, who are again liberal
02:28:09democrats cuz they have they hold the portfolios and it will then go
02:28:13to full full council on October 20th where it
02:28:17will be debated and it will go through because "the liberal,
02:28:21labor and probably greens will be backing it all the way, but what about the
02:28:25people of Harvardshire, because they by by the looks of this
02:28:28haven't been consulted, and what does it mean,
02:28:32because I'm reading that half actually already provides support for refugees from
02:28:36Ukraine, Afghanistan, Syria and other routes including assistance relating to
02:28:40housing, healthcare, education and integration, so what's the
02:28:43additional stuff that will be added to this, because you know, I
02:28:47think what it is on obviously..." 'all refugees are
02:28:51and migrants are criminals, we're not saying that, although they have broken into this country if
02:28:55they come dingy, that's just my view, but
02:28:58the bottom line
02:28:59is what what what will it mean to the residents in those areas, how
02:29:03will it affect people who live aperture? um, well, what happens is that they
02:29:07they will have, they will be, they are assisted, for example,
02:29:11they
02:29:11are given translators um refugees and
02:29:14asylum, asylum seek, yeah, um, to
02:29:17access um the'. system,
02:29:21benefits, uh, free dental care, maybe the odd free rock
02:29:25climbing weekend, who knows, and the they are
02:29:28assisted in
02:29:30doing that, um, and this obviously costs money, and this is all come about by a
02:29:33charity called hearts for hearts
02:29:37for um, hearts for
02:29:41hearts, hearts for hearts, it's
02:29:45a charity, heart for cheer for
02:29:48refugees, and um, which is
02:29:52funded by the tax payer, the last year, the last tax year was funded
02:29:5576,000 was funded by the tax pay for this particular
02:29:59one, but nationally um
02:30:01the funding runs into 260 million pounds over
02:30:05the last five years, so the tax payer is is is
02:30:09paying lot of money for these refugee and asylum
02:30:12charities, which are all um
02:30:15assisting um refugeees a vertic commerce, I do
02:30:19say that, because the recent
02:30:21whistleblower
02:30:23um uh uh reveal who um
02:30:27who used to work for the home office, you may have heard of it, he was working for the home
02:30:31office and he left and then he he he told everyone that
02:30:3499% of all asylum asylum
02:30:38claimants are bogus and there's all kinds of
02:30:42ways that it can be,
02:30:43well mean i haven't seen that, but uh but if you mean we'll get to verify that and
02:30:47check that, but what do you know what that was from was it? tv show or was it
02:30:51online? no, this was this was a just a whistleblower statement, i believe it
02:30:54was um may have been an anonymous,
02:30:58not, it was a interview, i believe, all right, we'll search for
02:31:02that. Uh, but stay right there, Simon, because I'm driving, I want
02:31:05to speak to ally Khan, she's a political commentator, and I want to get her
02:31:09views on this, look sanctuary or a place of
02:31:13sanctuary, um, I know many people who live
02:31:16in Hartfordshire, they often been consulted, they for
02:31:19it, just what the hell's going on, really, it's not really,
02:31:23nobody's agreed to that, I think what your
02:31:26guest has just pointed out correctly, it's a very, it's a symbolic
02:31:29title, and many cities across.
02:31:32the UK have adopted this not just recently, but going
02:31:35back um, you know, many years as well, and
02:31:39the last significant point of refugees when refugees
02:31:43were coming to the UK was obviously during the Ukraine, the start the Ukraine war,
02:31:47the Russian invasion, and so we had many uh Ukrainians come to
02:31:51Bradford as well, I attended few events, I even hosted a number of

02:32:40applied for asylum and refugee status, it's only 5% and those of

02:32:48people, people that have entered illegally through using the
02:32:51channel, but I think it's such such a positive thing, I think
02:32:54it's important to highlight the humanitarian aspect of this as well, when people are
02:32:58fleeing war, when they're fleeing uh whatever they're fleeing for.
02:33:02and they enter a country that's that makes them feel welcome, there's
02:33:06relationship there, there's a sanctuary there, there's a feeling there, a sense of
02:33:10loyalty as well, now I know so many Ukrainian refugees who actually
02:33:14returned back home after a period of time, but they still look upon their time in the
02:33:18UK with lots of love, lots of affection, some them i'm still in
02:33:21contact what meant with it's to
02:33:23that's be, isn't it, refugee, they se refuge and then they get sent back when
02:33:27their places
02:33:28is is sorted or Ukrainians are going back even though even
02:33:31though. Yeah, yeah, and the Syrians as well,
02:33:35so many Syrians that came, I know so many in my own
02:33:38hometown, they've returned as well, I think a lot of people are concerned
02:33:42that this might extend and become something else, as you know often does, Ashha Ali

02:40:15diagnoses and prescriptions have surged in recent years with new
02:40:19figures showing adult prescriptions nearly six times higher than before
02:40:23the pandemic, but experts say greater awareness and previously miss
02:40:26cases are also driving the rise, so for the great british debate
02:40:30I'm asking as ADHD culture spiraled out of
02:40:34control, we're joining me now, broadcaster and journalist Danny Kelly
02:40:38and leader the climate party Ed Gammer, Ed, what are your thoughts on
02:40:41this? look, I'm not an expert at all on this, so I think I
02:40:44think that's first. Yeah, I, I think in terms of uh, what I've been reading in the press
02:40:48and the articles that are come out, there's clearly a big issue, um, whether that
02:40:52is issue from a medical point of view of too much diagnosis,
02:40:55whether it's too many people coming forward because there are financial payments
02:40:59involved if you get diagnosed, I don't know, um, I
02:41:03think within it, ADHD is is
02:41:06clearly if you're within this thing, within this sort of
02:41:09spectrum, you've got ADHD, but
02:41:11you could be on the edges of it as well with with some sort of form of it, and and I think
02:41:15the other thing I find very strange as well is that some the people that are renowned as
02:41:19having ADHD are wildly successful, I mean Richard
02:41:22Branson, Mick Jagger, Ryan Reynolds, Emma Watson and one close
02:41:26to my heart John. Wilkinson
02:41:28like the most mechanical kicker of rugby balls that run us the world cup in in
02:41:31Australia he could just bash the ball over and his his ADHD
02:41:35probably helped in focus hyperfocus on doing that and he became master in it.
02:41:39I don't see why we're seeing this as a bad thing. I mean I know it's a spectrum
02:41:43but I just think
02:41:46you know I think my son probably has what they could class is that because
02:41:50when he focuses on things like what he was to he could name every single car there was
02:41:53and he was in supercs basically because when he looks at something. he
02:41:57studies it and memorizes it and then until he knows everything about it and then he moves
02:42:01on.
02:42:01now why is that a bad thing? why do I need some sort of medication to stop me from or stopping
02:42:05from doing that? and also why do you need to be re remunerated
02:42:09for it? why do you need payment for it? and I think that's where the the
02:42:13skepticism comes in, because
02:42:15you know if you have ADHD, I think I've probably got ADHD, I think we probably all probably all, I
02:42:19would have thought so, presenters and commentators, exactly, yeah, and I don't think it's a bad thing,
02:42:23and there's levels of like you say spectrum with with autism, so the most...
02:42:27people on the planet may be autistic, it doesn't mean that it's going to hold you
02:42:31back if anything, it can can project you forward, it may give you an
02:42:35advantage, lot of people they get fed up when they hear about all the pip,
02:42:39the personal independence, but again it's a spectrum, because seen some people who
02:42:43are autistic who are wildly sort of quite heavily
02:42:46debilitated, completely debilitated, but this ADHD thing has come
02:42:50almost,
02:42:51i think perhaps it's more to do with the fact that people are scrolling on their phones, their
02:42:54attention is shorter uh we have change the way we
02:42:58focus and concentrate, and I think there's a level of that, but I don't think that I think
02:43:02too many people are just creaming the system because you can't be pr, you can't prove it, so so so
02:43:06it's out there now, the genie's out the bottle and people know that if they are so minded that they can
02:43:10go and swing it, they can blag a prescription with the dock and then they can get benefits from
02:43:14it, I know someone who's 21 or 22 year old daughter, all right, she's a bit
02:43:18bouncy and everything, she's driving an Audi A1 s line automatic about a
02:43:2145 grand car, she doesn't have to pay for insurance because on mobility, yes
02:43:25she loses her pip allowance, but mobility, you get free car insurance, people need to
02:43:29understand this, you get free road tax, you get free servicing, and she's now
02:43:33driving what would be completely unachievable for a 22 year
02:43:37old, and that's why, that's why people, is she claiming, she's
02:43:40claiming, she gets, she gets some sort of sort of pip, and that goes towards the
02:43:44payments right, farage is always banging on, would you say that she needs it though, if you, well I don't
02:43:48know,
02:43:48I mean she's a bit bouncy, but like we're all a bit bouncy, I don't get free cars,
02:43:52I have to pay for my insurance, how much that is, that's expensive when you're in the car business,
02:43:56farage is always going. about the perception of fairness, now the word is perception,
02:44:00whether it's true or not, it's how we feel about it, and I think people skim
02:44:04it.
02:44:05I mean, I have to say, I think we're all probably in agreement at this, the one thing I'd sort of bring into it
02:44:08is the minute you create a rule how somebody is going to get a
02:44:12benefit, then people are going to try and qualify for that rule, so to some extent
02:44:16you create the target that everybody starts going for, but within
02:44:19government and policy making, how do you manage any these things
02:44:23without creating the rule, you have to go across that threshold,
02:44:27you qualify. 'if you that threshold you don't, so the minute you've done it everybody
02:44:31who's just under it is trying to get over it in order to get that benefit, it's a
02:44:34really really difficult policy one, i don't
02:44:37have the answer,
02:44:37i don't think it is, i'd cut the benefit, sorry, unless someone is seriously, seriously ill and
02:44:41really really needs this, but i think there's too many people who just swing in the l, you also as
02:44:45doctor you've got to be incredibly strong-willed to say no to
02:44:49someone, you know someone who's determined to get something for nothing, you've got to be
02:44:53incredibly robust and have set of balls on you to say no, i don't
02:44:57believe you'. 'and of course that's hardly, well you wouldn't say I don't believe you, but you would
02:45:00assess how debilitated this person is, and if you believe
02:45:04that they genuinely needed it, but I think that many the doctors just go,
02:45:08ah, they can't be bother, I get it, they got to see
02:45:12about 15 people a day, and they don't want to
02:45:14get into a confrontation, then sign, you got ADHD, yeah, and
02:45:18particularly particularly if I'm coming because I'm I'm wanting to get financial benefit out of it,
02:45:22clearly I'm going to be lot pushier than doctor, can you tell me what's wrong, and also
02:45:25there are all these sort of schools'. tiktok to teach you what you need to say to get
02:45:29that benefit and so there you have that as well, well look load still to come here on

02:54:06many of us, though a change coming through tonight in the north where we'll eventually
02:54:10see more rain coming through, but under clearer skies it will be turning a bit
02:54:14chillier than of late. For the time being though, high pressure continues to build
02:54:18across the southwest, meaning it should be quite a fine end to the day, plenty of clear.
02:54:22skies so eventually across the north we'll start to see more cloud push through
02:54:26towards the northwest and eventually through the early hours the morning we'll
02:54:30see rain progress through here eventually into northern ireland parts of Scotland and
02:54:34Northwest England to the south of this though plenty of clear sky
02:54:37so turning a bit chillier here rural areas under the clearest skies could drop down
02:54:41to around two to 4°grees celsius so quite a chilly start by the time
02:54:45we reach Monday morning for some but
02:54:48it is eventually going to start to turn a bit warmer a bit muggier particularly across the
02:54:52north. "we'll see some clouds, some rain, this could turn quite persistent across the
02:54:56hills of Scotland, also quite cloudy and damp start across Northern
02:54:59Ireland. Northern England will see some patchy cloud and possibly some light
02:55:03outbacks of rain towards the far northwest. Elsewhere across England and
02:55:07Wales though,
02:55:08it should be quite a bright start to the day, a little bit chilly,
02:55:11some patchy fog in places, though this should soon clear through course
02:55:14the the morning and remaining quite dry and settled here with some
02:55:16sunshine, towards the north though, different story remaining quite
02:55:20cloudy with some rain and drizzle,..." quite persistent around western
02:55:24hills through the course the day, much lighter winds and feeling warm
02:55:28in the sunshine once again, but return of that muggy feel, temperatures pushing into the
02:55:32mid-20s for many areas, including eastern areas of Scotland where they might start
02:55:36to see some breaks in the cloud later on into the
02:55:39day. now through Monday night there's not much change, there's
02:55:42still this north south split in the weather, so plenty of cloud towards the north, some
02:55:46rain and drizzle, but some clearer skies towards the south. we'll still
