00:02:37moment, to our neighbors. We thank you very much. It has been
00:02:40more than a month since June 24th, since the seismic
00:02:44doublet that unfortunately shook Venezuela. Your municipality
00:02:47was affected, uh, four buildings collapsed. We would
00:02:51like to know, uh, first of all, what does that
00:02:55represent in the universe of buildings in the
00:02:58municipality? Because since the 1967 earthquake, it
00:03:02has been said that this municipality is seismic, and especially the area we are
00:03:05in. We must say, we must highlight that we are, uh,
00:03:09right behind us is the Petunia building, a
00:03:12building that was one of those that collapsed here
00:03:15in the municipality on June 24th, after
00:03:196 in the afternoon, uh, we would like you to tell us what

00:04:38area we are in has very particular seismic characteristics, Los Palos
00:04:41Grandes, but even so, most of the buildings in this
00:04:44urbanization not only withstood the 1967 earthquake
00:04:48but also withstood this doublet that experts say
00:04:51that this doublet anywhere in the world would have been a
00:04:55catastrophe. Here many buildings responded well, and some
00:04:58had been reinforced. The 1967 buildings are still standing
00:05:02today. Now, Mayor, uh,
00:05:05before going into how things have progressed and what has happened after a month
00:05:08of this seismic doublet and how the work is going here, we would
00:05:12like you to give us some numbers, how many people unfortunately
00:05:16died, if you have the statistics, how has the recognition process
00:05:20been, and we see that as of today,
00:05:23uh, well, the mobility right in
00:05:27front of Petunia is, uh,
00:05:30complete. In fact, if you can observe, uh, behind us,
00:05:33traffic is passing normally. Petunia
00:05:35has already been cordoned off, as has the
00:05:39obelisk, which we have here quite close. How is that
00:05:43situation? Well, unfortunately, 68
00:05:46neighbors died, neighbors and people who were
00:05:49visiting our neighbors. Even behind us here, there were some
00:05:53vehicles waiting for the traffic light to change, and
00:05:56unfortunately, when Petunia split, it fell on them too,
00:06:00and it was very painful, very regrettable. Uh, but
00:06:03in the midst of this tragedy, we rescued 26 people alive,
00:06:06five companion animals as well. And well, from
00:06:10that moment, as you have said, we have started a work not
00:06:14only of neighborhood organization, which we already had, but also of
00:06:17giving a timely response to our neighbors in the midst of the
00:06:21desolation they feel, not only those who lose their home, because
00:06:24here there are neighbors who also survived, and that
00:06:29them so that they always feel the company of the mayor's office, the
00:06:32administration, and those who are in the affected buildings, especially those
00:06:36three, four first floors that most of the buildings are seriously
00:06:39affected, we are also working with them to provide support. How many, for
00:06:43example, uh, here we would like you to explain to
00:06:46us, Mayor, for example, traffic was restored. What
00:06:50work did you have to do apart from the paving that we obviously just
00:06:54did? Tell us about that. Well, when
00:06:57the building collapsed, because it
00:07:00created what experts call the pancake effect, where the slabs
00:07:03or rather the plates were one on top of the other, and the top
00:07:07part broke, and the 9th and 10th floors approximately fell
00:07:11onto the avenue behind, the avenue sank about 40
00:07:15cm, damaging obviously the gas pipes,
00:07:18white water, black water, all the internet pipes.
00:07:22And then, after removing the debris,
00:07:26we evidenced these damages, and we decided to make a complete intervention
00:07:30of the entire avenue, which was, as you can see, recovered,
00:07:33paved, we made the sidewalks again, we installed new
00:07:37posts, and well, we closed the perimeter
00:07:40of the Petunia. precisely to protect
00:07:44the land of our neighbors, because at the end of the day,
00:07:46that land, like the Ovelisco and the Don Pepe, has
00:07:50owners, and they are the people who survived or
00:07:53the people who are the successors of those who unfortunately died. This same
00:07:57thing has been done in all the buildings that collapsed, yes, yes,
00:08:01we are doing the response time, Mayor, I would like to know the response time
00:08:04that the mayor's office, the civil protection teams
00:08:08had that day. Well,
00:08:11we had years
00:08:13working on earthquake protocols in the Chacao municipality. As you know, after

00:13:06that came the evaluations of the buildings, and many
00:13:10of those buildings that were seriously affected in their
00:13:13structures were recovered, reinforced,
00:13:16and are still standing. So, that criterion is what
00:13:19we are working on, understanding also that our neighbors will not
00:13:23have the economic capacity to assume a repair that can
00:13:26go from 40,000 to even 200,000 to
00:13:30reinforce and save a building, and that is why we started the
00:13:34support plan with banks, private companies,
00:13:37and insurance companies. Is that support plan sufficient,
00:13:41Mayor? Uh, well, also understanding that the economic
00:13:44situation we have in Venezuela obviously does not help a
00:13:47family, and especially in this municipality, there are many elderly
00:13:50people, uh, well, who do not have their relatives
00:13:54here in the country, and so it is very, very expensive,
00:13:58well, the truth, Del Valle,
00:14:02is that obviously it is not enough, but the worst thing I can do is sit idly by
00:14:05waiting for the money to arrive, that is why we made these
00:14:09alliances with these companies that I mentioned to you, and with them,
00:14:12understanding that it is not a loan to our neighbors because they will not be able to
00:14:15pay it, the mayor's office is giving them a tax credit or tax
00:14:19benefits for 2 years. They pay for the repair immediately of
00:14:23these red buildings. During the next two years, the mayor's office
00:14:26will deduct it from their taxes in order to be able to move forward
00:14:30quickly with that. As you asked me, there are 46 in
00:14:34red, there are 157 residential in
00:14:37yellow, and the rest are in green. When do these
00:14:41repair works begin? From Monday, August 3rd,
00:14:45we will not only have the repair of this first group
00:14:49of buildings that are in red, but we will also have
00:14:52an intervention that goes to the apartments.
00:14:55I take this opportunity to tell you that through a census we did
00:14:59that finished or is in the process of finishing, but it will surely finish in the next two or three
00:15:03days, what is the percentage of that census? We are already at
00:15:0670% in 18 days, and it is being carried out by the condominium
00:15:09boards of the buildings and the organized communities. They have the capacity,
00:15:13through a form, to go to the detail of each apartment,
00:15:17evaluate the people who live there, the situation of the
00:15:20people, also the damage that the apartment has, in
00:15:23terms of damaged walls, ceramics, sanitary
00:15:26fixtures, doors, windows, and from there,
00:15:30we are replicating the traffic light system that we use in the buildings
00:15:33and considering the buildings from criteria, the apartments from criteria. Green,
00:15:37an apartment without damage, yellow criterion, an apartment that
00:15:41has moderate damage, and red criterion, an apartment with severe damage.
00:15:44The parameter for this is apartments of 80 m² and two
00:15:48bedrooms each in order to have a parameter. With that
00:15:51advanced, we can perhaps today, with 70%
00:15:54of the census, start this, supporting as
00:15:58we do with our own resources, while the international
00:16:01and national resources that we are seeking with the IDB,
00:16:04the Inter-American Development Bank, the national

00:16:28Then we will put the age range. The idea is to start supporting
00:16:31our neighbors over 65 years old starting on Monday,
00:16:35and progressively, as resources arrive, helping
00:16:38all the others who have requested resources. There are people who are already working, and we thank
00:16:42them, but there are people who will not be able to do it starting next
00:16:46week, and as resources arrive, we will increase
00:16:50this. But we will start with the neighbors over 65 years
00:16:54old and with the apartments that are in yellow and

00:17:2312 cracks in the walls,
00:17:26he has damage to the roof, and he has some other

00:18:54on medical treatments provided by Chacao health. So we have made an

00:19:01have approximately 400 hotel rooms for this group that
00:19:04are in buildings with a red status that can
00:19:07enter, and some that are in yellow on the first three
00:19:11floors are very affected and have no family to go to or another
00:19:14home. There are 400

00:19:21have them there for three months in the first stage, all with
