00:01:10direct it towards
00:01:13city. For example, this CEPAL
00:01:54regulation, intersected by everything that Smart cities are urban centers that use the
00:01:56potential of information and communication technologies
00:02:00to more efficiently promote sustainable development and
00:02:04improve the quality of life of their citizens. These
00:02:07advanced cities are nourished by tools and methodologies
00:02:11that revolve around technology to move towards a more
00:02:14equitable, safe, efficient and sustainable future.
00:02:18In this way, they propose an effective solution to all the
00:02:22many services improve and what challenges that a large city entails: mobility,
00:02:25economy, public services,
00:02:27employability and citizen participation, among
00:02:31others. The process of transforming a city
00:02:35delve into, of course, into a smart city can encompass various areas, from
00:02:38urban mobility to sustainability. Each
00:02:41city is a unique case, and the projects that are carried
00:02:44out always depend on the
00:02:47policies to everything specific needs of each one. However,
00:02:49they all have something in common: data.
00:02:53This data supports decision-making and access to
00:02:57valuable knowledge that allows for optimization
00:03:00of urban planning and the creation of dynamic,
00:03:04interactive and intelligent systems to improve
00:03:07the efficiency of municipal
00:03:08services.
00:03:12remote As the Internet of Things evolves and impacts different service areas, so do
00:03:16so-called smart cities, as we saw in the previous
00:03:19material, which have been developing rapidly in the
00:03:23at the insertion of major urban centers of the world. This trend no longer represents only an idea
00:03:26of what the future will look like, but it is already a reality. Currently,
00:03:30more than half of the world's population lives in large
00:03:34urban centers, and statistics indicate that by
00:03:372050 this percentage will be around 70%. The
00:03:40high concentration of the population in large cities presents a
00:03:44set of challenges for municipal management,
00:03:47mainly issues such as
00:03:50that will also have to do with pollution, housing, traffic or access to services
00:03:52is part of the analysis we will do in this edition of
00:03:56"Amplia", and we also have a specialist who will
00:03:59explain what all this smart city business
00:04:02is about, its entire structure. He is Mr. Luis
00:04:06Gilberto Caravayo, he is CEO of Blockchain Hub.
00:04:10Welcome Mr. Luis Gilberto, what a pleasure
00:04:12In this last segment, we are going to to receive you, thank you very much Natasha for your invitation and truly this is an
00:04:15exciting topic. What is happening in the world with
00:04:19smart cities is something that is a
00:04:23challenge that has placed not only
00:04:26the issue of innovation and
00:04:30the issue of quality of life, the issue of the
00:04:34to issues of human being in this entire technological world that is being
00:04:37transformed, the disruptive world in a
00:04:40center, we see how it is taking the
00:04:44only issues of pact that the European
00:04:46development, specifically in Union has just launched towards what is the
00:04:49new Bauhaus, that school that was born
00:04:52at the end of the First World
00:04:55War, and well, it is being
00:04:56we will analyze in more depth the whole issue of relaunched, taking into account the human
00:05:00being as the center of
00:05:02attention in terms of improving their quality
00:05:07smart cities already exist, in fact, in of life, their citizen attention, their
00:05:11incorporation of...
00:05:14participation. I can tell you a
00:05:17little bit about how it is defined
00:05:19in some parts because there are many definitions of what smart
00:05:23cities are, but basically
00:05:26they talk about six aspects that are very important.
00:05:30One is integration, which is the integration of all public
00:05:33services that
00:05:36are scattered in some cities,
00:05:39and now through... and the
00:05:43new technologies such as 5G, 6G will
00:05:47have a greater bandwidth and will be able to
00:05:50be sectorially integrated
00:05:54resource optimization to be able to
00:05:57optimize all types of resources, both tangible and
00:06:01intangible, including, of course, all energy
00:06:05issues, which are extremely important, transportation
00:06:08issues, and even food. We also have
00:06:12performance indicators that will
00:06:16allow for more significant measurements,
00:06:20especially because we are talking about another very
00:06:23important aspect that has to do with citizen
00:06:26attention. Citizens must be attended to in
00:06:30an important, relevant
00:06:32way. We also have everything that is
00:06:36the optimization and efficiency of
00:06:40processes so that
00:06:42resources can be managed and, of course,
00:06:46types of
00:06:50paperwork, diligence, and management
00:06:54are optimized, and, of course, citizen
00:06:57participation. These are the six components. These six
00:07:00components are transversally
00:07:04is innovation and
00:07:07sustainability. We are talking about trying to
00:07:10eliminate all carbon
00:07:13footprints. We know that the main urban centers, and if
00:07:17we are talking about cities, for example, in Latin America such as São Paulo,
00:07:21Mexico City, Bogotá, Buenos Aires,
00:07:24and even Santiago, Chile,
00:07:27perhaps Panama, etc.,
00:07:30you can say that these are urban centers where the carbon
00:07:34footprint is still significant. So,
00:07:36we are also trying to have a significant
00:07:39impact on that aspect, which is
00:07:42crucial in smart cities. And well, we need to
00:07:48the co-participation
00:07:50of, let's say, the intertwining
00:07:54of all these disruptive technologies or
00:07:57emerging technologies that today
00:08:01are gaining more traction because
00:08:05we are seeing that it is no
00:08:08longer just the Internet of Things, but the Internet of Things plus
00:08:11artificial intelligence plus blockchain,
00:08:15plus all the new
00:08:18communication technologies, connectivity,
00:08:22sensors have been expanding and we see smart
00:08:25cities where practically
00:08:28personalized digitalization, that
00:08:31is a watch, a
00:08:34cell phone, any
00:08:37type of device carried by any
00:08:41citizen provides data that
00:08:44is in some way registered in central
00:08:47computers and well, of course we have
00:08:51large banks of information,
00:08:55data banks that with big data technology,
00:08:58artificial intelligence, generative intelligence, of course, generate new
00:09:01behavior patterns, so the world
00:09:05today has a super interesting
00:09:09challenge: how to insert
00:09:13these digital ecosystems into new
00:09:16societies, bolstering quality of life,
00:09:19human improvement,
00:09:22and, of course, the collective
00:09:26improvement, taking advantage of
00:09:29this to, shall we say, generate less
00:09:32inequality. When I have been asked, for example, about artificial
00:09:36intelligence, I have said that artificial
00:09:40intelligence, knowing how to use it in
00:09:43territories, will provide a better distribution of
00:09:47knowledge. This is also an important
00:09:50issue to consider how different regions of the world can
00:09:54incorporate this technological
00:09:58cities, and so that, as you mentioned, basic human
00:10:01issues that are still pending can be resolved. Let's take a break, Mr.
00:10:05Luis Gilberto, and upon our return,
00:10:09smart cities and how this is seen in
00:10:12reality, beyond the images we usually see of what a
00:10:16smart city is like, because the fact is that
00:10:20Latin America there are advances with respect to this issue, let's
00:10:23take a break and we'll be back with more of this
00:10:27conversation with Mr. Luis Gilberto Caravallo, CEO of
00:10:30Blockchain Hop. We'll take a break and be right back.
00:10:55It's very easy for you because you're in the office, but since you're not on the street, I'm going there now.
00:10:59I'm coming and going, daddy, don't
00:11:01be late,
00:11:03tarde,
00:11:11because of an imprudence you can lose what you love most. So,
00:11:15they are waiting
00:11:18for you at home.
00:11:22Dude, wear your helmet, a family message.
00:11:40September 15 was declared by the
00:11:43United Nations in 2008 as
00:11:47International Day of Democracy upon
00:11:51Democracy by the Inter-Parliamentary Union in
00:11:551997,
00:11:57a topic now more relevant than ever, with the changes that
00:12:01are taking place in the current geopolitical recomposition
00:12:04worldwide. In Venezuela, Democracy Day is
00:12:07celebrated on January 23rd, in
00:12:11remembrance of the fall of the Pérez Jiménez dictatorship on that day in
00:12:141958.
00:12:17This was the analysis on
00:12:19the table.
00:12:28The following is a public service message
00:12:31broadcast in accordance with the provisions of Article 10 of the
00:12:35Law on Social Responsibility in Radio,
00:12:39Television and Electronic Media. Look,
00:12:42it encourages me a lot to be in a company that has
00:12:45been giving happiness to Venezuelan women
00:12:48for 67 years. It truly is a company with a
00:12:52great tradition in our country that was
00:12:55impacted during the economic blockade and is in a
00:12:58clear process of recovery thanks to
00:13:01the coordination of public policies of the National
00:13:05Economic Council, in dialogue with entrepreneurs. But this
00:13:09recovery occurs within the framework of Venezuela's economic
00:13:12growth, an economic growth that leads the
00:13:15region, Latin America, South America, a growth
00:13:19where in the second quarter our growth was
00:13:227.14%. because the income of our
00:13:26workers this year increased by
00:13:2950% and this has translated into a
00:13:3325% growth in consumption between 2025 and
00:13:362026. These are numbers that allow us to
00:13:40understand that we are on the right path, that the policies
00:13:43that have been designed, that the agreements
00:13:46that are being signed also seek to consolidate this
00:13:50economic growth. So, we are moving forward in national
00:13:53unity, in productive unity, with the private
00:13:57sector, public sector, we will continue
00:14:00advancing in this growth process.
00:14:03Today, Sunday, at 8 p.m., in a situational
00:14:06analysis, I will talk with the Minister of University
00:14:10Education, Ana María San Juan, about
00:14:13the situation of higher education and the new
00:14:17stage. With the resources of artificial
00:14:19intelligence, I believe that all universities must agree and embody
00:14:23in a law the use, not only the
00:14:27moral use or the use
00:14:30from the perspective of humanity, but the
00:14:33factual use of artificial intelligence.
00:14:37Come back to see the situational analysis
00:14:40Sunday at 8 p.m. on Globovisión.
00:15:06Can you imagine living in a smart city? How do you
00:15:09imagine it, how do you visualize it? Do you think it's something from
00:15:12the future? Well, the truth is that there are already experiments
00:15:16even in Latin America, beyond what
00:15:19has already been done in Europe or other cities of the so-called first
00:15:23world, the truth is that there is already Mr. Luis Gilberto's insight regarding
00:15:27smart cities in our
00:15:30region. At this point it is important to
00:15:34somehow give an image to the people who watch
00:15:37us about smart cities and how they can
00:15:41be brought down to earth in our
00:15:44reality, because people tend to think that these smart cities are hyper-connected,
00:15:47dehumanized cities and that they are cities like what we see
00:15:51in the background, cities basically where technology reigns
00:15:54and prevails, and the truth is that through public policies
00:15:58supported by this technology we can also innovate
00:16:02and solve many municipal problems and
00:16:05problems that different cities have. So, at this point, how
00:16:09to bring down the concept of smart cities and perhaps
00:16:13get people out of that idea that it's a city, as
00:16:17we discussed
00:16:20the break, a city where many Wall-Es live, for example, a
00:16:24city full of robots, a city full of technology. Yes,
00:16:27well, you have said several very interesting and
00:16:31important things that are analyzed and also put into
00:16:34practice in different types of cities.
00:16:38Well, you can develop a smart city on an existing
00:16:42city by adding the components that will
00:16:47the concept of a smart
00:16:50study that I have been reviewing
00:16:53states that basically there must
00:16:57first be a
00:17:00public entity that is responsible, whether it is a
00:17:04ministry, a an institute or a directorate
00:17:08that allows to solve
00:17:11all issues of how digitalization and
00:17:14digital transformation are managed within the territory of that city. This is
00:17:17extremely important because it will also somehow
00:17:21give it not only the possibility of having
00:17:25an authority but also of being able to manage all
00:17:28issues of
00:17:31what has to do with the approach to the
00:17:34implementation of all these technological issues. Always
00:17:38supporting quality of life and
00:17:41improvement, for example, all issues of
00:17:44transforming cities in terms of creating
00:17:47sustainability, creating new types
00:17:51of transport, for example, we are not only talking
00:17:54about conventional fuel transports but also
00:17:56transports that can be
00:18:00electric or can be with solar energy,
00:18:03issues of managing alternative energies
00:18:07within cities with solar
00:18:09panels, for example, all issues that have to do
00:18:13with digitalization is, and what you mentioned, which is
00:18:17extremely important, how it links public
00:18:20management, public
00:18:24that is the citizen. The citizen must have
00:18:28better services, better connectivity, must also
00:18:31have a better quality of life to
00:18:34offer a series of services, for example, all
00:18:38the technology of 5G has a
00:18:41very important aspect in what is the health sector, for
00:18:45example, telemedicine issues, issues of performing
00:18:50operations, clinical care issues,
00:18:53availability of a quantity
00:18:57of, shall we say, from hospital
00:19:01beds to care
00:19:04in terms of medicine, knowing where they are, and all this we owe to that
00:19:07intertwining of different technologies,
00:19:11including the Internet of Things, and now we are going to talk
00:19:14about a topic that is also
00:19:17quite advanced, which is everything that is
00:19:21quantum technology that is giving, well,
00:19:24an important representation where you already have computers that have
00:19:2810 million times the speed
00:19:31superior to conventional ones, and you will also
00:19:34have everything that is the technological with
00:19:38nanobots, where nanobots can
00:19:41the human body to perform
00:19:45examinations and also to have another type
00:19:49of experience in terms of
00:19:52anticipated
00:19:54health knowledge without necessarily allowing diseases
00:19:58to develop. So, clinical care
00:20:01and diagnostic issues are
00:20:04undergoing a transformation, and turning all issues
00:20:08public, well, that goes from transportation
00:20:11school education, which also have a
00:20:14different connection. All security issues are
00:20:18extremely important, not
00:20:22digital identity, which I think is something
00:20:25highly valued in all parts of the world,
00:20:29but we are also talking about central issues such
00:20:32as, for example, being able to have a city
00:20:35with fewer incidents of
00:20:39robberies, fewer incidents of any type
00:20:43of crime, and well, of course,
00:20:47legal processing issues,
00:20:50documentation, registration, permanence,
00:20:54experience. I believe we are talking about
00:20:58involving technology and always seeing the positive side, which
00:21:01is to streamline processes, to
00:21:04have a more informed person, access to
00:21:08digitized knowledge, with all digitized
00:21:12libraries up to date, and the use, of course, of
00:21:16all types of technology, including artificial
00:21:19intelligence. Mr. Luis Gilberto, let's take a break in this conversation and upon our return,
00:21:23we will review what are the experiences that have
00:21:26been advanced in our region, which cities have already
00:21:30begun to integrate all this
00:21:33technology to become smart cities and the relationship,
00:21:36of course, with artificial intelligence. Let's take a break and we'll be back with more of this
00:21:40conversation.
00:22:13This Sunday we will be talking with Gabriel
00:22:16Montiel, an artificial intelligence expert, to whom we asked:
00:22:20In a few years, will artificial intelligence replace humans in
00:22:24their professions? Yes, it will undoubtedly
00:22:27replace it, but it's not necessarily because a robot will come and
00:22:30take your job and do everything for you, but because another human will use the
00:22:34tool, and right now what you have to think about is how to adopt and understand this
00:22:38tool for one's productivity. This
00:22:41and other topics, don't miss them.
00:22:44Jesús asks, Sunday, 6:30
00:22:48p.m. on Globovisión.
00:22:5217 years of deciphering the economic pulse,
00:22:55we visit markets, cross the source and bring macroeconomics
00:22:59to your daily
00:22:59reality.
00:23:03We do it with a single purpose: that you decide with clarity and
00:23:06confidence.
00:23:09We validate every detail before issuing it, we explain the
00:23:13context before giving the figures, because economics is
00:23:16measured in every choice you make.
00:23:20Understanding it is your greatest advantage.
00:23:47Here is a community, here it is. Our godfather is the
00:23:51Citizen Attention Office, vice-presidency, we are all
00:23:55participating. This project of these games is very important for all the people who have
00:23:58been affected and who are now protected. I think
00:24:02we should continue supporting them because it is a very long process to
00:24:05make sports life and health, so I think
00:24:09it's an excellent initiative. There are sports coaches,
00:24:12cultural directors who are also here, musicians
00:24:16come, singers come,
00:24:20to provide that support, also to give that positive message to those
00:24:24children who need a sporting reference to be
00:24:27here, to be able to share with them this experience, it's important for me.
00:25:02review those experiences that have been
00:25:05established in Latin America, these cities that have advanced in
00:25:08this matter of achieving such connectivity that
00:25:11precisely technology can improve public services, can make
00:25:15a city much more sustainable and with services that can
00:25:19improve the quality of life of citizens. Mr. Luis Gilberto Caravallo
00:25:22is still with me, Mr. Luis Gilberto, which cities in
00:25:26Latin America have already advanced in this
00:25:30path and progressed in this path of becoming
00:25:34smart cities? Look, I told you about two types of
00:25:37cities, so I'm going to tell you about some cities that I haven't
00:25:40mentioned, which are prototype cities. These are cities
00:25:43that are precisely established with a particular
00:25:47model to be converted from their inception
00:25:50into smart cities, such as the city in
00:25:53Arizona that Bill
00:25:56Gates is building with an initial contribution
00:25:59of 80 million dollars and where he is generating
00:26:03an entire infrastructure in
00:26:06buildings, in
00:26:09transportation, in connectivity,
00:26:13in a number of elements that will lead
00:26:17to that city enjoying a significant connectivity
00:26:21process. And in Latin America, which cities have
00:26:24advanced in this path? Well,
00:26:27for example, we have within that type of
00:26:31prototype one that I find very interesting called Forest
00:26:34Smart City which is
00:26:38in Mexico and Forest Smart City is
00:26:41a city conceived under this prototype
00:26:44scheme where it has 130,000 hectares
00:26:48and it has one half that is completely forest and another
00:26:51half that is completely city. There will be a
00:26:54coexistence and above all there is an emphasis on all
00:26:58renewable energy
00:27:02you said about cities that are already
00:27:05walking that process, we have Buenos Aires, we have São
00:27:08Paulo, we have Bogota, we have
00:27:12the same city of Mexico, we have the city of
00:27:15Panama, we have Santiago de Chile, we have Montevideo,
00:27:19which are already qualifying within the concept of smart
00:27:23cities and they are incorporating
00:27:25public policies of transport, of mobilization, of
00:27:28improvement in connectivity, of improvement in digitalization.
00:27:32ization, transformation of processes that aim
00:27:36at better citizen service, at
00:27:39rapprochement and participation of
00:27:41citizens, where their experience through
00:27:44chatbots is received, where that data is
00:27:48converted, there are many cities, for example, the city of Medellin is a
00:27:52city that is seen as one of the cities with the
00:27:56greatest potential for digitalization
00:27:59in our region and well look, eh. I believe that
00:28:03everything points to the fact that
00:28:06we are going to have a very
00:28:09advanced transformation process, especially due to the insertion of artificial intelligence, artificial
00:28:12intelligence is transversally
00:28:15attending to all societies
00:28:19and that will help
00:28:24I told you in the previous segment, above all, to
00:28:28reduce inequality because there will be more knowledge and it will empower
00:28:32territories with more knowledge, you have more
00:28:35capacity within the human being so that they can have better learning
00:28:39and all this will also be reinforced
00:28:42with training systems, with being
00:28:45able to have all these
00:28:48topics within the curricula of the careers
00:28:51and above all to have an
00:28:55organized confluence through these
00:28:58entities, for example these four cities I mentioned, all of them have
00:29:02an entity already created as a
00:29:05public manager to carry out
00:29:08all public policies and advance in the
00:29:12digitalization process already with some valuations
00:29:16and embedded in what
00:29:18is the objective of sustainable
00:29:22development number 11 that aims
00:29:25cities in terms of sustainability and
00:29:29innovation that the agenda is asking for. of
00:29:322030, which is one of the objectives that should
00:29:36be followed not only in this type of
00:29:40cities that are already on the way,
00:29:43but also those that are more nascent, where
00:29:46there is an alignment of the world towards that agenda, of course and
00:29:52access to technology in the different regions of the world,
00:29:55particularly in Latin America, eh
00:29:59connecting us also with these cities that Mr. Gilberto mentioned, time
00:30:03is running out, time is short, it's a very
00:30:06interesting topic, there is much more to talk about, but well, we
00:30:09must finish the program, I want to thank you for joining us in this
00:30:13edition, no, thank you very much and for
00:30:16sharing this time and it is always a pleasure for me to be here,
