01:35:26I mean, these were funds that invested in areas with relatively low risk
01:35:30and high liquidity, meaning I can withdraw my money
01:35:33whenever I want. They invested in instruments.

01:35:40that mostly consisted of stock market investments. With the money
01:35:44generated there, I would go and buy certain stocks.
01:35:48I could also invest in other instruments to reduce risk,
01:35:51but proportionally, the weight of stocks was heavy.
01:35:55When the stocks I invested in increased, the value of my fund
01:35:59inevitably increased. Now, what happened yesterday...

01:36:05To understand these funds, in the period I remember,
01:36:09we got old, you know, they talk about "the old days",
01:36:12I've started saying that too. Establishing these funds

01:37:46About a year ago, Mehmet Şimşek, the Minister of Treasury

01:38:01a much stricter regulation regarding this was created.

01:38:10it could proceed within the framework of certain standards because there were
01:38:14already certain standards. However, in Turkey, especially
01:38:17with high inflation, in an environment where the value of money
01:38:21was rapidly disappearing and purchasing power was rapidly eroding,
01:38:25small investors with a few liras of savings or large investors with millions of liras
01:38:28said, "Wait a minute, I want liquid assets,
01:38:32assets that I can convert to cash faster. it's not currently, I'll
01:38:36tell you that. So we are not talking about a risk to the health of our financial
01:38:40market, to the health of the financial market. We are not talking about
01:38:43a risk. News related to one or two funds that
01:38:46we have mentioned, investors quickly moving there,
01:38:50them falling into certain payment
01:38:53difficulties, and others seeing them taking advantage of the opportunity.
01:39:27says, "Wait a minute, you need to calm down." Because in such
01:39:30periods, those who control these
01:39:33markets with large transactions, those who coordinate and speculate,

01:40:39transactions made in these markets? But in the end, as a small investor
01:40:43who has invested there, at the end of the day, how much is my fund worth?
01:40:47Maybe I'll want to sell it, and sell it at that moment. Because

01:45:55emerge as something bad for all of us. Many things are bad in Turkey today.

01:46:03trouble. Yes, in this country, people are struggling to make
01:46:06ends meet. Saving has already become a miracle.
01:46:10There is a group of people who have savings. If these
01:46:13people lose what they have due to such manipulative rumors, or

01:58:02Once again, diesel has increased, dear viewers. With the second

02:01:26and the money they can spend on education, the amount they can
02:01:29allocate from their budgets, is limited, especially under today's
02:01:33inflation and high cost of living conditions, knowing that it's very difficult,
02:01:37we are talking about this. And that's why, every time
02:01:40I open the topic of education, allow me to say once again that the common
02:01:43demand of citizens is for every student to receive
02:01:46at least one free meal and water at school.
02:01:50When we look at this, Turkey is actually capable
02:01:53of doing it. That's why we expect it to do so.
02:01:57As Eğitim-Sen, within this week,
02:02:01wasn't it on Monday, a demonstration was organized.
02:02:04Let's start from there. What was said in that demonstration, what was
02:02:08expressed, and when we start to take a picture of

02:02:24Yes, of course, when we talk about education, as you said,
02:02:27we are not really talking about today, we are talking about the future of the country.
02:02:31That's why education policies in all their dimensions are extremely
02:02:34important. So, we have been fighting for
02:02:38all kinds of problems, difficulties, and what needs to be done in the field of education for years,
02:02:41especially as education unions. Education, just like health,
02:02:45is a fundamental right for everyone, for all citizens.
02:02:48And it is the duty and responsibility of the state
02:02:52to provide this right equally, accessibly, and free
02:02:55of charge to all our children. But unfortunately, for years in Turkey,
02:02:59let's also say why it is its responsibility. The second article of our constitution
02:03:02clearly states that the Republic of Turkey
02:03:05is a secular, democratic, social state governed by the rule of law.
02:03:09This is one of the fundamental requirements of being a social
02:03:12state. It must provide
02:03:14this.
02:03:18The second article of the Constitution is so important that it actually
02:03:21sheds light on everything we talk about, it defines
02:03:25its framework. That is, from education to health, from social
02:03:29security to the minimum wage we will talk about later,
02:03:32all these lie in the sentence in the second article of the Constitution
02:03:36that says "The Republic of Turkey is a democratic, secular, social state governed by the rule of law."
02:03:40You underlined something very important. That is, talking about these
02:03:43is also a constitutional duty. Therefore,
02:03:47education is a right
02:03:56for everyone, but unfortunately, with the policies
02:04:00implemented in Turkey, education has been commercialized. When we send
02:04:03our children to public schools, we have to pay for many
02:04:07things, etc. Therefore, as you just stated, one
02:04:11free meal and water is a right for every child.
02:04:15All these are fundamental problems of education.
02:04:18From the curriculum, from the content, to the precarious employment
02:04:21of education workers, to the problem of paid teachers,
02:04:25all these are fundamental problems of education, and we are in a process
02:04:28where education unions and others are drawing attention to these, discussing
02:04:32solutions, and fighting for them. We, as DİSK,
02:04:35as a labor organization, as a workers' confederation,
02:04:39why were we in front of the Ministry of National Education on Monday? We were there to draw
02:04:42attention to a specific point in the process.
02:04:45Our research
02:04:48department, as you also said, had prepared a report to explain
02:04:52the concept of child labor, which we never want to
02:04:55use together, and the extent it has reached in Turkey. That's why we were
02:04:58in front of the Ministry of National Education. There is a very serious
02:05:02child labor problem in Turkey. Now, our banner read "No child is a worker." Children's
02:05:06place is not workplaces, not factories, not workshops,
02:05:10not fields. Children's place is schools. Children
02:05:13should go to school, get an education, play, dream, and
02:05:17grow up. We were in front of the Ministry of National Education
02:05:20to express our children's right to grow up. But unfortunately,
02:05:24due to the economic policies implemented in Turkey, MESEMs (Vocational
02:05:28Education Centers) Vocational In-service training is a separate
02:05:32heading, but along with it, when the school bell rang
02:05:34on Monday, millions of our children started school,
02:05:38but hundreds of thousands of our children our child did not go to school, but to work,
02:05:41to the workshop, to the factory, to the field. Now we were there to draw attention to this,
02:05:44to correctly determine the reasons for this,
02:05:48and we were there to explain what needs to be done
02:05:51regarding solutions. Now, Turkey has entered such an economic
02:05:55policy that for years, when we said "poor",
02:05:58who did we call poor in our childhood, for example?
02:06:02Someone who has no income, someone who has no livelihood income is unemployed,
02:06:05therefore poor, for example. But now
02:06:09we are talking about poverty in very, very different dimensions, we are talking about
02:06:12types of poverty, we say deep poverty, women's poverty,
02:06:16retired poverty, working poverty, we work but we are still
02:06:20poor, we can't even be poor. That is, today, within those definitions,
02:06:23people who have a salary or income from a place
02:06:27have also started to be counted as poor. The concept of working poverty
02:06:30has entered our dictionary. Now, can such a thing happen? If you are working,
02:06:34you are putting in a certain effort,
02:06:36you are sweating, and in return, you should have an income
02:06:40that is enough to live humanely, that will at least bring you to the poverty line,
02:06:44that will take you above it, that is, that will save you from being poor.
02:06:47But in Turkey, the wage policy is so bad,
02:06:50the distribution is so bad, we will talk about the details later,
02:06:54there is a terrible poverty, and unfortunately, child poverty has also
02:06:57been added to this. One out of every three children
02:07:00in Turkey is poor and has to work.
02:07:03The reason for so many working children,
02:07:07for child labor being so widespread in Turkey,
02:07:10is the deep poverty experienced, that is, because the income of parents
02:07:13is not enough for the family to live,
02:07:16children are forced to work
02:07:20in this country. That is, no one willingly sends their child to work,
02:07:23to a workshop, instead of school. A very large part
02:07:27of working children work because they have to contribute to the family budget.
02:07:31Therefore, we were in front of the Ministry of National Education to put all these facts forward
02:07:34and to tell the political power that governs the country
02:07:38to abandon these policies, these economic
02:07:41policies, that all parents
02:07:44should receive a wage that allows them to live humanely, and
02:07:48that children should be rescued from working. That is, child labor
02:07:51cannot be prevented by telling children not to work, it can be prevented by eliminating
02:07:54the conditions that force children to work. child labor.
02:07:58has suffered a child work accident,
02:08:09these are the registered ones, that is, children over 15 registered in the SSI.
02:08:13The situation is even worse for unregistered workers.
02:08:16In the last 9 years, we have lost
02:08:19646 of our children
02:08:21while working. That is, child and work
02:08:25murders, child labor, all of these are truly
02:08:28Turkey's darkest
02:08:32face of life. Therefore, we explained what needs to be done
02:08:35to draw attention to all of these, to explain all of these, and
02:08:38so that on the day schools open, all our children's right
02:08:42to go to school, to receive education, to play,
02:08:44to spend time with their friends, and to grow up,
02:08:48that is, so that they do not face such a terrible situation
02:08:52as losing their lives before growing up.
02:08:55and said that we would fight for this.
02:08:59You said 95,000 work accidents.
02:09:02The number of children
02:09:05who have had work accidents. Really, when one says it, one feels so
02:09:09alienated, "What am I saying?" one thinks. If I am not mistaken,
02:09:12I had also seen the figures for 2026.
02:09:15A figure like 35-40 children lost their lives.
02:09:19Is it the first 8 months? If you remember those statistics, please
02:09:22share them with us. Of course, I cannot remember the exact figures
02:09:26one by one right now, but as you said,
02:09:30I remember a figure close to 40 in the first 8 months. Now, every year,
02:09:33in the first 8 months of 2026, now we have a health and work
02:09:37safety council, they also announce monthly reports. 40
02:09:40of our children lost their lives while working. In 9
02:09:43years, the number that could be determined is 646
02:09:47of our children lost their lives while working.
02:09:50I'm thinking about the number 646. It's like a school. I mean, there are that many children in a school.
02:09:54Imagine a school bell ringing, the schoolyard is bustling. There are 646
02:09:57children. We have lost this many
02:10:01children in just the last 9 years, Mr. Deniz. This is really
02:10:04terrible. I mean, I immediately remember
02:10:08how much our hearts burned, how much we talked,
02:10:11debated, when a school was hit
02:10:14during America's attacks on Iran and girls lost their lives.
02:10:18We are talking about a number
02:10:20several times that size,
02:10:23and we are talking about this as
02:10:26a figure. We are talking about it as a figure. Each one is a
02:10:30world, each one is a life, each one is the child of a family, of parents.
02:10:34The difficulty we have when talking about it as a figure
02:10:37is unfortunately Turkey's reality. But this
02:10:41reality did not emerge by chance. Everyone
02:10:44really needs to see this now, and the political power that governs the country
02:10:48also needs to take responsibility for this. I mean, if you suppress wages
02:10:51so much, the minimum wage, which has become an average wage
02:10:54today, was 28,000 liras, it fell to 21,000 liras in terms of purchasing power.
02:10:58If you make this an average wage,
02:11:01the hunger line in this country exceeded 37,000 liras. That is,
02:11:05a mother and father in a home, the poverty line exceeded 120,000 liras. If a mother
02:11:09and father and two children work in a home, they cannot reach the poverty line.
02:11:20We looked at the student part,
02:11:23the child part of the education world, but there is also the teacher part.
02:11:27The situation is not bright there either. Currently, if I'm not mistaken,
02:11:30over 1 million, approximately 1.2 million university graduates,
02:11:34graduates of various education faculties, or those who have graduated from other
02:11:37faculties and received their pedagogical formation, are waiting for appointment as teacher
02:11:41candidates. "Appointment This is indeed
02:11:45a painful figure. In addition, the Ministry of National Education
02:11:48continues to hire contract teachers.
02:11:51We reported this on Halk TV, it was just two days ago, if I'm not mistaken.
02:11:55Moreover, people from completely unrelated
02:11:59branches and
02:12:03unrelated fields of education are being hired.
02:12:05They are being employed in a field
02:12:08that has no connection to their expertise, they are being employed on a contract basis.
02:12:12Moreover, the main criterion in that sense is not scientific,
02:12:15cognitive competence, but rather having worked in the Ministry of National Education
02:12:18before, having established a connection with it.
02:12:21Such a criterion has been set. Frankly, I, for my part,
02:12:25could not make sense of it. But
02:12:29the number of teachers and the conditions in which teachers
02:12:32find themselves truly deserve to be discussed in this context, in my opinion.
02:12:36Undoubtedly, undoubtedly, this is a result of the educational
02:12:39policies and choices being implemented. While students are experiencing this situation,
02:12:42thousands of teachers are unemployed, waiting for appointment.
02:12:46They are forced to work for very low wages in the private sector,
02:12:49in private tutoring centers, in private schools.
02:12:52The issue of paid teaching, as you know, is very much on the agenda,
02:12:56and education unions are waging great struggles in this regard,
02:13:00and significant gains can be achieved from time to time. But imagine a teacher
02:13:03working as a paid teacher within the Ministry of National Education,
02:13:06and there are times when they cannot even reach the minimum wage. That is,
02:13:10they are paid hourly. Whereas today in Turkey,
02:13:14the number of schools, the number of teachers, the number of students,
02:13:18a planning suitable for this, and all teachers
02:13:21and educators working as permanent staff with job security,
02:13:25with their personal rights ensured, unionized,
02:13:28and receiving a humane wage in return for the work they do
02:13:31and the service they provide. It is essential to establish such an education system.
02:13:35Really, the issues in education, with a holistic perspective,
02:13:38need to be approached with the social state understanding in the constitution, as we said at the very beginning,
02:13:41and it is a process that needs to be re-designed
02:13:45from scratch based on this. That is, from the solution of the problems
02:13:49experienced by teachers to child labor,
02:13:52to children losing their lives while working, to the issue of vocational training,
02:13:56for example, another very current issue is the vocational training issue.
02:13:59Every year, many children lose their lives while working in vocational training centers.
02:14:03Vocational education has been turned into a tool for directly transferring
02:14:07cheap labor to capital in Turkey.
02:14:10The number of children working in vocational training centers is increasing
02:14:14more and more every year. Therefore, we are not against vocational education, of course,
02:14:18but while it should be public, with all occupational health and safety
02:14:21measures taken for children, etc., they are sent as cheap labor to capital.
02:14:25Our children studying in vocational high schools.
02:14:28Therefore, all of these are a whole, that is,
02:14:32from the personal rights of teachers, from their secure employment,
02:14:35to the prevention of child labor, to the content of education,
02:14:39to its being free, it is essential to re-establish education
02:14:43with a holistic policy in Turkey. Yes, at the head of all these
02:14:46is, of course, wage policy, which is one of the most important
02:14:50issues, not the only issue, of course, but one of the most important
02:14:58our wage earners need to achieve humane living conditions.
02:15:01When we look at the world of labor, when we look at the world of work,
02:15:05we see that a significant
02:15:08part of it consists of fixed-income earners,
02:15:11consists of minimum wage earners, or let's put it that way.
02:15:15That is, we are talking about a non-negligible amount.
02:15:18Let's look at the minimum wage assessment you started earlier.
02:15:21All together,
02:15:25because day by day, the share of the minimum wage
02:15:28in the national income is eroding,
02:15:31and it continues to erode, and it seems like it will continue to erode.
02:15:34Let me also share this note first. There is also a statement
02:15:38from the Minister of Finance, the Minister of Treasury and Finance,
02:15:42Mehmet Şimşek, which needs to be remembered.
02:15:45He says that the salaries of all public employees and retirees
02:15:48will be increased by at least the inflation rate.
02:15:52At the beginning, he evaluates this MTP, which
02:16:03also emphasizes that "the cost of living is the biggest priority of the economic management." But he emphasized that salaries will be increased
02:16:07by at least the inflation rate.
02:16:10Let's note this down. Of course, we will need to analyze this,
02:16:14but first, let's take a snapshot of our current situation. Our current situation is that today,
02:16:18Turkey's fundamental
02:16:27we have been fighting for justice in income and justice in taxation.
02:16:31That is, it is truly the fundamental
02:16:34issue because it is the issue of distribution. We all work, we all produce.
02:16:38We have a very young population. 85 million people live in this country.
02:16:42We have 66 million employable population.
02:16:45We have a very young working, productive population that works long
02:16:48hours. And we all produce a total value
02:16:52in Turkey. The whole issue is the injustice in the distribution of this value.
02:16:55Turkey is experiencing one of the worst periods in its republican history
02:16:59right now. In the process we are going through,
02:17:02when we look at the 100-year history of the republic, there are two periods
02:17:05when distribution was at its worst. That is, there are two periods
02:17:09when the share of labor and workers in the value we produced,
02:17:12in the national income, was the lowest. One of them
02:17:16is the period of the September 12 military coup that occurred in this country 46 years ago.
02:17:20In the September 12
02:17:23period, the share of labor in the national income had fallen so low,
02:17:27it had dropped below 40%. And now, since
02:17:302018 until today, workers were smiling,
02:17:34after that day, employers
02:17:37and the September 12 military coup was carried out for this reason,
02:17:40and today, 46 years later, we are still experiencing September 12 in many ways,
02:17:44regarding unionization and fundamental rights, perhaps even worse. And for this reason,
02:17:48with the transition to the presidential government system after 2018
02:17:51in Turkey, with the transition to the partisan presidency system,
02:17:55the elimination of fundamental rights. Imagine that people currently
02:17:59cannot even elect their own mayor, or the mayor they elected
02:18:02can be simply dismissed.
02:18:06That is, in this period when our fundamental
02:18:10rights have been abolished, the share of labor in the national income
02:18:14has also fallen to the lowest level. We are experiencing the second period
02:18:17when distribution relations are at their worst. I am saying this
02:18:21because if you ask why we go back 46 years ago, as a risk, we are fighting
02:18:25for labor, for bread, on one hand,
02:18:29and for democracy on the other hand, because if there is no democracy, there is no bread.
02:18:32That is, when we look at 100 years, if the share of labor in the national income
02:18:36has fallen so much, if the ratio of the minimum wage to the national income
02:18:39has fallen to 45% from 80%,
02:18:43look, there was also 40% in 1980, 37% in 1990,
02:18:46then it goes up to 50%, 58% in the mid-2000s,
02:18:49then look, there is a rapid decrease after 2010-2020.
02:18:53What happened in Turkey
02:18:55in that period? What happened in September 12, 1980, and what happened in 2020?
02:18:58When we look at this, we see that bread also shrinks
02:19:02in periods when Turkey moves away from democracy.
02:19:04That is, if there is no democracy, there is no bread. Therefore,
02:19:08we are fighting for labor, for bread on one hand,
02:19:11and for democracy at the same time.
02:19:13There is no bread for millions, there is no bread for the people,
02:19:17there is no bread for the worker, for the producer, for the laborer,
02:19:21for the unemployed, for the youth,
02:19:24for women, for retirees. Let's consider that the minimum wage
02:19:28in Turkey today is an average wage, and when it was determined
02:19:31at the beginning of this year, we are talking about a minimum wage that was below the hunger line.
02:19:34Currently, the minimum wage in Turkey is 28,000 liras, the hunger line has exceeded 37,000
02:19:38liras, the poverty line has exceeded 120,000 liras,
02:19:42but the minimum wage is 28,000 liras. So what happened to this minimum wage?
02:19:46Over the months, due to taxes and deductions, etc.,
02:19:50it lost more than 6,000 liras, 6,1996
02:19:53liras. That is, currently, the minimum wage in Turkey
02:19:57is 21,000 liras, and with this amount,
02:19:59with this wage, millions are trying to work and survive
02:20:03in this country. Therefore, today, Turkey's fundamental issue is the issue of distribution.
02:20:06Turkey's fundamental issue is the distribution crisis.
02:20:10That is why we, as Disk, are fighting for justice in income and justice in taxation,
02:20:14and we are trying to expand this throughout Turkey
02:20:17with all our class comrades. So, the minimum
02:20:20wage is really important in showing many things.
02:20:24That is, if you deem a minimum wage below the hunger line appropriate for millions,
02:20:27then those children will also have to work because their parents cannot make ends meet.
02:20:31At the root of many things lies this distribution crisis itself.
02:20:35Today, this is the situation
02:20:37of those who work,
02:20:47Let me quickly make a note here. The Turkish Statistical
02:20:51Institute announces unemployment figures month
02:20:54by month, we follow it from there, but there is a very important
02:20:58point here. When these statistics are made,
02:21:02when they are prepared, if I'm not mistaken, it's still the same,
02:21:05the question asked is this: If you are looking for a job,
02:21:09you are considered unemployed.
02:21:10If
02:21:13in the last 4 weeks, yes, in the last 4 weeks, this is also written, but if someone says "I'm not looking for a job, I don't have anything,"
02:21:16meaning they are not looking for a job,
02:21:20they are not included in that statistic. That is,
02:21:24we are actually talking about a larger number than the figure
02:21:27mentioned here when we look at the number of unemployed. I hope I am not mistaken.
02:21:30Right now, the Turkish Statistical Institute announces unemployment figures every month,
02:21:34what we call narrowly defined unemployment, that is, as you said, the question.
02:21:38They conduct a survey: Do you have a job? No. Have you looked for a job in the last 4 weeks? That is, have you gone to the employment agency
02:21:42or looked for a job in any other way? If they say no, they are not considered unemployed.
02:21:45This narrowly defined unemployment figure is 2 million
02:21:49700 something, when we give it as a percentage, it is 7.9%.
02:21:52Shall we also look at its graph, friends? However, we, as Disk,
02:21:55for over 10 years, have been using what we call broadly defined unemployment,
02:21:59because this narrowly defined unemployment is only the visible tip of the iceberg.
02:22:02But there is also the whole iceberg, that is, those who are underemployed due to time,
02:22:06that is, part-time workers, those who have lost hope of finding a job,
02:22:10those who are unemployed but want to work but are unemployed.
02:22:14When we include all these, that is, the hopeless unemployed
02:22:17who have lost hope of finding a job, we see the real
02:22:21picture. We call this broadly defined unemployment. For years,
02:22:24we, as Disk, calculated this, and we shared it with the entire public.
02:22:28Finally, during the pandemic, the government also had to accept this.
02:22:32We still calculate broadly defined unemployment figures using TurkStat's raw data.
02:22:35We don't just make them up. TurkStat also had to accept this,
02:22:39and they define it as idle unemployment, idle workforce.
02:22:43So it's very clear here. Please explain it.
02:22:46So that our viewers can also see it clearly.
02:22:50There is data, first of all, the official narrowly defined unemployment announced by TurkStat.
02:22:54TurkStat says that
02:22:562,799,000 people are unemployed in Turkey. The rate for this
02:23:00is 7.9. This only considers those who are unemployed
02:23:03and have looked for a job in the last 4 weeks as unemployed. This figure

02:23:33millions of people who say "I want to work but I can't find a job.
02:23:36I am unemployed." And there are those
02:23:40who have even lost hope of finding a job. There are the unemployed who want to work
02:23:43but are hopeless unemployed, meaning those who have given up even looking for a job.
02:23:46When we include all these, we see the real
02:23:50unemployment picture, and we call this broadly defined
02:23:53unemployment. The number of these in Turkey has exceeded 12 million.
02:23:57This is an extremely high figure. Especially when we look at its other, sub-categories,
02:24:00for example, broadly defined female unemployment is over 40%
02:24:04in Turkey today. There are two more figures below,

02:24:11how many people are working within the existing labor force?
02:24:14In Turkey, the employment rate is 48.8%. So,
02:24:17when you look at it, it doesn't seem like a bad figure, over 32 million

02:24:24when we look at how these 32 million people work,
02:24:28do they work in a registered, full-time,
02:24:31secure manner, or do they work in a part-time,

02:24:49A little while ago, I mentioned a figure. I said that we have a young population,
02:24:52we always boast about this. In Turkey, we have 66

02:36:29the system in Turkey. Such a system has been established in Turkey
02:36:32that all the cogs of the system, and tax policy is one of them,
02:36:35are based on taking from the worker, from the laborer, from the people,
02:36:39and giving to capital. Turkey has unfortunately become a country
02:36:42where workers pay more taxes than their employers. And today,
02:36:46as you just said, we work for our wages, and before we receive
02:36:49our wages for a month, we pay our taxes in advance. That is,
02:36:53workers, laborers, employees pay their taxes in advance,
02:36:55and we pay them at very high rates. But in this country,

02:40:05This is also the case with tax. Really, the most unfair tax system
02:40:09is in Turkey. On the one hand, we pay very high taxes in advance
02:40:13before we even receive our wages.
02:40:15We cannot receive the wage we received in January in May, and we cannot
02:40:19receive the wage we received in May in September. Why? Because
02:40:22the income tax we pay is very high, and moreover, due to the low tax
02:40:26brackets determined due to tax brackets, we constantly move
02:40:29to a higher tax bracket. Currently, in Turkey, we, as millions,
02:40:32have to live on very low wages, but we have entered tax brackets
02:40:36of 27-35%, and currently, our wage decreases even further
02:40:39towards the end of the year due to tax. We pay this tax in
02:40:43advance before we even receive our wage. Capital does not
02:40:46pay this. The figures are very clear. When we look at the total
02:40:50tax pool collected by the state today, Mr. Deniz, 65% of
02:40:53it is indirect tax. Now, the higher the rate of indirect
02:40:57tax in a country, the greater the tax injustice. Because
02:41:00the tax paid by the minimum wage earner, by those who cannot
02:41:03even reach the minimum wage, and by the richest is the same
02:41:07in indirect tax. I work for a month, and before I receive
02:41:10my wage, I pay very high income tax to this state. Then
02:41:14I go to the market, I buy 1 kilo of milk, 1 kilo of
02:41:18tomatoes, 1 kilo of potatoes, and I pay tax again for that.
02:41:22And I pay that tax at the same rate as my employer, a person
02:41:25who has many times more income than me. Therefore, tax injustice
02:41:28in Turkey is very great. On the one hand, these indirect taxes,
02:41:32on the other hand, the high tax cut from wages, but on the other hand,
02:41:35the tax taken from wealth, from property, has fallen
02:41:39to 1%. You mentioned the rates over the years. Maybe my
02:41:43friends will show it later. Here is a comparison in terms
02:41:46of income tax bracket rates. Currently, the first tax bracket
02:41:49in Turkey is 190,000 lira. That is, when you receive your
02:41:52gross salary in January, you pay 15% tax up to 190,000
02:41:55lira. When your total income the second tax bracket. Then
02:41:59you enter the third tax bracket. These tax brackets are set
02:42:03very low by the government every year at the end of December
02:42:06and the beginning of January. For example, in 2000, the first

02:42:28minimum wage since 2000, the first tax bracket would
02:42:31have been 658,000, not 190,000. That is, when our earnings
02:42:34reached 190,000 lira from the beginning of the year,
02:42:38we would not have entered a higher tax bracket, we would have
02:42:41entered it when it reached 658,000. That is, we might have entered
02:42:45a higher tax bracket in December or November, instead of April
02:42:48or May. They are not increasing it, in order to take more
02:42:51tax from workers, laborers, and employees. Now, this shows
02:42:55such a simple preference from
02:42:57our perspective. Every year, especially for the last 4 years,
02:43:01we have been saying "justice in taxation." We have held countless
02:43:04events and activities regarding this. We marched from Istanbul
02:43:08to Ankara twice. We met with all political parties in the parliament,
02:43:11both government and opposition. We said, "We have prepared a five-article
02:43:15bill. Five articles are not too many." It will ensure justice
02:43:18in taxation, proper determination of tax brackets, reduction of
02:43:22rates, and regarding indirect taxes. We struggled for years
02:43:26to not tax the minimum wage. They had to do this during the
02:43:29pandemic, but since it was applied incorrectly, the tax exemption
02:43:33for the minimum wage did not have much meaning for the worker.
02:43:37Therefore, ensuring justice in taxation is important both
02:43:40from the perspective of the state's responsibility, as we defined
02:43:43it earlier, and it is extremely important for correcting the
02:43:46severely distorted income distribution injustice. For this reason,
02:43:50we say that there can be no justice in income without justice
02:43:53in taxation. And now, as we are approaching the end
02:43:56of the year, the amount of tax we pay, each of us,
02:44:00that is, we receive our wages, it's a little lower than the
02:44:03previous month. What happened? Despite so much inflation in the
02:44:07middle of the year, minimum wages did not increase, but since the
02:44:10tax we pay increased, the money we receive decreased. There is
02:44:14no such thing anywhere else in the world. There is no such
02:44:17thing anywhere else in the world. Therefore, the writing off
02:44:20of millions, trillions of liras on the one hand, the tax
02:44:24debts of capital being written off on the one hand, and
02:44:27on the other hand, the tax we pay from every kilo of
02:44:30tomatoes, potatoes we buy from the worker, the laborer, the people
02:44:34on the other hand. Oh, it creates employment, I also want
02:44:37to say this, as I said, all the cogs in this country
02:44:41are set up to take from the worker and give to capital. We just
02:44:45talked about unemployment, there is an unemployment insurance fund
02:44:49in this country. It is a fund formed by deductions from workers,
02:44:52employers, and the state. This fund was established so that
02:44:55when workers are unemployed, they can at least sustain their
02:44:59lives for a while. We look at the payments made from the
02:45:02unemployment insurance fund. The unemployment insurance fund
02:45:06has become a situation where it transfers funds to employers,
02:45:10not to the unemployed. In Turkey, only 17% of the unemployed,
02:45:13as we discussed, Mr. Deniz, registered unemployed, can receive
02:45:16unemployment insurance benefits. Only 17%, because it is
02:45:20very difficult to receive unemployment benefits in Turkey, the conditions
02:45:23are very harsh, and the expenses of the fund are used for purposes
02:45:26other than its intended purpose. A very important part of the
02:45:36the employer employs the worker, it is called an on-the-job training
02:45:39program, public benefit work, it is transferred to employers
02:45:43with many different forms, various incentives, and direct
02:45:47and indirect payments. Mesem is another part of this, as
02:45:49we discussed at the very beginning. Therefore, it is no longer cheap
02:45:53labor, it is free labor. That is, employers create
02:45:56employment. What will happen? Let's also write off 3 lira
02:46:00of tax debt. This is absolutely unacceptable. That is, the whole
02:46:03issue is what the policies and preferences of the government
