00:05:10about how the financial stability of the healthcare system

00:05:19insurance. This is not a political issue,
00:05:23this is not an issue of jurisdiction that will be
00:05:26transferred from one institution to another. This is a matter of people's
00:05:29health, this is a matter of respecting the law, and this is
00:05:33a matter of responsibility. For months, the Health
00:05:36Insurance Institute has been warning that the non-payment of health insurance contributions for
00:05:40miners is not a problem that will disappear if we stop
00:05:43talking about it. On the contrary, every day it becomes larger
00:05:47and leaves more serious consequences. Today we are talking
00:05:50about a debt already exceeding 175 million
00:05:53convertible marks. Someone will say it's just a number. I
00:05:57say it's not just a number. Those are medicines
00:06:00that haven't been bought, that is medical equipment that hasn't been
00:06:02procured.
00:06:05Those are preventive programs that haven't been expanded. Those are
00:06:08orthopedic aids that are financed from the same system. Those are funds for spa
00:06:12climate treatment for our insured. Those
00:06:15are investments that could have improved the healthcare of every citizen
00:06:18of the Zenica-Doboj Canton. The healthcare system cannot
00:06:21function, it can only function on promises. It can
00:06:25only function on lawful and regular payment of
00:06:28contributions. We particularly want to emphasize one fact: when discussing
00:06:32this problem, it often creates the impression that it
00:06:35exclusively concerns miners.
00:06:37It doesn't.
00:06:40If the health fund remains without tens of millions of convertible marks,
00:06:44the consequences are felt by all insured persons. Children
00:06:47waiting for their therapies feel it, pensioners who need medicines
00:06:51feel it, oncology patients feel it,
00:06:54every healthcare institution that wants to improve the quality of its
00:06:57services feels it. Therefore, this is not a problem of one
00:07:00profession; this is a problem of the entire healthcare
00:07:02system. I want to clearly state
00:07:06the following: the Institute did not remain silent; we sent letters,
00:07:10initiated meetings, proposed solutions, showed readiness for
00:07:13compromise, sought dialogue, sought cooperation,
00:07:17sought the minimum that would allow no miner to be left without health
00:07:20insurance. Unfortunately, no concrete implementation has
00:07:24occurred. What I told you in this
00:07:28part is the thing that was the last straw
00:07:31for us, which is the decision of the government
00:07:34of the Federation to only pay contributions for pensioners
00:07:38who are going into retirement for pension and disability insurance, where they omitted
00:07:41health insurance. And thereby
00:07:44they endangered the health insurance system because these miners who retired
00:07:48were provided with health services, but they
00:07:51did not bother to include us in
00:07:55that program for the retirement of those miners, because
00:07:58it used to be like this: when a miner went into retirement, all
00:08:02obligations to the state were settled, and he retired, but this time they
00:08:05omitted us.
00:08:09Therefore, this is not a problem of one profession; this is a problem of the entire healthcare
00:08:13system. So we looked for, we looked
00:08:17for a solution that would allow no miner to be left without
00:08:20health insurance, to
00:08:23end the agony of the miners and their
00:08:25families. We initiated a meeting on June
00:08:292nd of this year after that first decision of the Federation
00:08:33Government, where we requested a meeting exclusively
00:08:36with representatives of the Federation
00:08:39Government, the director of Elektroprivreda and the directors of the mines.
00:08:44However, they all ignored our
00:08:47letter and did not
00:08:50respond about a possible
00:08:53meeting. Until the miners, until
00:08:57the miners in the mines mm started

00:09:04meeting. At the first meeting with

00:09:53meetings within those 15 days, nor did we receive a new invitation for
00:09:58them. After that, the miners again showed
00:10:02disobedience by not going down into the mines,
00:10:05and new problems
00:10:09started. Mm... about

00:10:15later, we were called by the director,
00:10:18the general director of Elektroprivreda, where he expressed willingness to
00:10:22solve the problem. But the solution to the problem is not in his
00:10:25power. Elektroprivreda cannot finance the
00:10:29payment of those
00:10:31debts from the mines
00:10:34in that way.
00:10:37And uh from that meeting I again reiterated our
00:10:41demands that were at the first meeting and
00:10:44they said they would try to solve it with the relevant
00:10:47minister. However, after two
00:10:51a meeting where the relevant minister Lakić was also present.
00:10:55Uh, where he said that they would try to find
00:10:59a solution in the government, but that they could not
00:11:03in the end, we actually hit a wall where
00:11:06there is no will from the government of the Federation to
00:11:10settle the debts of the miners.
00:11:13Uh, we came to a
00:11:17situation where, this morning I called the representatives of the miners'
00:11:20union.
00:11:23I made an
00:11:25agreement with them, because without them we cannot
00:11:28fulfill these requested
00:11:32conditions that we asked from the Federation government. They
00:11:35promised us support. Mm, miners can start
00:11:39treatment. We agreed with the directors
00:11:43of the mines on what they can
00:11:46pay at this moment. They signed agreements, and
00:11:50we will see now how the situation will further
00:11:53develop. Mm.
00:12:00Uh, what has been bothering us all along is how funds can be found for
00:12:03pension and disability insurance, but funds cannot be found for health
00:12:07insurance.

00:12:54health protection. At the same time, we are obliged to protect
00:12:58the interests of all other insured persons who daily
00:13:01use the healthcare system and whose healthcare services are financed
00:13:05from the same fund. Finally,
00:13:07I want to send a clear call to the Government of the Federation of Bosnia and
00:13:10Herzegovina, the federal Minister of Energy,
00:13:14Mining, and Industry, as well as to all other competent
00:13:16institutions.
00:13:19The time for new promises has passed. The time is for
00:13:23concrete decisions. The time is for regular payment of contributions. The time is
00:13:27for a systemic solution that will protect miners and the healthcare
00:13:30system, because the health of citizens cannot wait.
00:13:34Every lost day means fewer funds for treatment. Every
00:13:37lost day increases debt.
00:13:39Every lost day distances us from the healthcare system that the citizens of Zenica
00:13:43Doboj Canton deserve. Finally,
00:13:46I want to clearly state: we are not asking for anything more than what the law
00:13:49prescribes and what citizens rightly expect. A financially stable
00:13:53healthcare system, regular payment of
00:13:55contributions, and equal right to health protection for every
00:13:57insured person. Thank
