00:14:32actually express loyalty to that political
00:14:35party and you trust it to have arranged the candidates
00:14:39properly, however, if you don't really trust
00:14:42that order of parties, then you
00:14:45can give up to three preferences
00:14:47on that list for that multi-member
00:14:50constituency, how many
00:14:53candidates, so... if people need to know that there are
00:14:57multiple multi-member constituencies, for example, if
00:15:01I vote in Sarajevo for the state parliament, for me it's
00:15:04one list, mhm, or a list, right? The one who votes in the Una-Sana
00:15:08Canton in Bihać for him it's another list, yes or no,
00:15:12I don't know, we said we would use simple words, not complicate
00:15:15for that state level, so there are five multi-member
00:15:18constituencies in the Federation, and three multi-member constituencies in

00:25:19two parties automatically means that the ballot is void. This

00:25:26members of the presidency or two two
00:25:30individual candidates, for example, on the list for the president and vice-president of the RS

00:27:47one, one, one, we have an absurd norm in Article 2.11 paragraph
00:27:513, the last sentence, that our rulebook on systematization and
00:27:55internal organization the Council of Ministers gives
00:27:58its consent, thereby practically annulling the independent
00:28:02position of the Central Election Commission. The Council of Ministers, without
00:28:06any explanation, did not give its consent to our rulebook on
00:28:09internal organization. Firstly, it was prepared for a long time, which would
00:28:13enable a sufficient number of engaged people, lawyers
00:28:17and others who would work on these cases. Let me tell you, so
00:28:20that famous Article 7.2 has three paragraphs.
00:28:23In the second paragraph, there are eight sub-
